The refusal Monday to allow inspection of public record – in knowing violation of state law – is not the first time Deaf Smith County Fresh Water Supply District No. 1 has stonewalled viable requests for public documents.
The district – locally known at San Jose Water Authority (SJWA) – refused BRAND requests Monday to inspect an array of information that Texas Open Records Act and other state statutes deem as public information and “available for public inspection during the office hours of the agency.”
Mona Hernandez, who has both identified herself as and denied being SJWA director with insistence she is “just an employee,” refused access to those records – admitting doing so was a violation of law and that those records were not available in the office was also a violation. Investigation has uncov-

The first tentative timeline of projects to be tackled with bond funding by Hereford Independent School District (HISD) was made known to the public during Monday’s meeting of the HISD Board of Trustees. After failed attempts in 2015 and 2017, HISD saw a $22.4 million bond measure approved by voters in November. Trustees had already been presented a financial timeline by HISD financial consultant Vince Viaille on getting the bonds to market, but Monday’s presentation by HISD Superintendent Sheri Blankenship was the first revelation of a projBLANKENSHIP ect schedule. “Remember, we have to sell the bonds before we spend the money,” Blankenship said. “We’re excited to get the work started, and the community is excited to get started. “There is still a lot of behind-thescenes work to do first.” The bond is broken into two segments with $16.7 million going to safety and security upgrades at six HISD campuses and $5.7 million to replacement of the Whiteface Stadium fieldhouse and other improvements to varsity athletic facilities. At less than $4 million of the $5.7 million segment total, a new fieldhouse is among the first projects listed to be undertaken. Taking a few minutes from his hectic schedule as the clock ticks down to Christmas Eve, Santa Claus dropped by Stanton Learning Center on Thursday to hear some last-minute gift wishes from students. Meeting and chatting with each class of pre-K students, the Jolly Old Elf also doled out goodie bags to those whose behavior was on the right side of the famed list. All Stanton students were found to be on the nice list. The event was sponsored by Hereford Kiwanis Club, where there are unsubstantiated reports that in exchange for Santa taking time to make his visit, several local Kiwanians were whisked to the North Pole to take part gift-wrapping duties during his time in Hereford. Debbie Keyes, 67, of Hereford, passed away Monday, Dec. 17, 2018 in Dallas. Funeral services were held Friday at Avenue Baptist Church with Pastor Billy Joe Wall officiating. Burial followed at West Park Cemetery. Arrangements were under direction of Mendez and Mullins Family Funeral Home of Hereford.

Debbie was born April 15, 1951 in Hereford to Raymond LeeRoy and Erma Oleta (Cross) Rickman. Debbie had been a lifelong member of Hereford, being born and raised in Hereford. She attended and graduated from Hereford High School in 1969. She married the love of her life, Thad Keyes on Aug. 8, 1969 in Hereford. Debbie taught K-4 and K-5 at First Baptist Church Kindergarten in Hereford for 17 years. She then became bookkeeper for her and husband’s Thad business, Keyes Electric, for 32 years. Debbie was a member of Avenue Baptist Church of Hereford. She enjoyed reading, crafts, sewing and cooking. She enjoyed spending time at their lake house. She loved her fur babies (Schnauzers). She loved her granddaughters, and most of all, she loved her soul mate and best friend, Thad, and en-

ly after school ends in May. Blankenship said the goal is to have the new facility open in August 2020. Security and structural projects at Bluebonnet Elementary and West Central Elementary are expected to begin in 2019, as are security upgrades at Hereford High School (HHS), the Career and Technology Education (CTE) building and Hereford Center for Accelerated Learning (HCAL). All those projects fall under the $16.7 million segment of the bond with $3.16 million going to Bluebonnet,
$330,000 to West Central and $1.36 million to HHS. The reasons noted for the discrepancy between Bluebonnet and West Central expenditures is that less overall work is needed at West Central following its 2007 renovation, in addition to a significant portion of the Bluebonnet funding will deal with structural repairs. Part of that bond project became emergency repairs in August as work had to be done at Bluebonnet to shore up structural problems so the school could safely open for students. Blankenship told trustees Monday that structural engineers would be making addition inspections at Blue-
bonnet on Dec. 27. To precede groundbreaking on any of those projects, the board is seeking requests for proposals (RFP) for a construction manager at-risk (CMAR) to oversee the work. Trustees approved a CMAR construction method for bond projects earlier in the fall. HISD is currently using the CMAR method – with Southwest General Contractors of Amarillo selected – for its ongoing $4.75 million renovation of Tierra Blanca Elementary School. Blankenship said Southwest is expected to submit a request for proposal on the bond projects.
A pre-proposal meeting for subcontractors was held Dec. 19 with Blankenship noting that plumbing and electrical engineers would conducting inspections in January. Bids will be due Jan. 10. The board will be presented the bids for consideration at its first regular meeting of 2019 on Monday, Jan. 28. “Scheduling of some of the work will depend on student scheduling and how it may impact instruction,” Blankenship said. “Our main concern is causing as little disruption as possible to the learning process. “It’s going to be a busy, busy summer.”

As Charles Dickens penned some 170 years ago in his holiday masterpiece “A Christmas Carol,” “No one is useless in this world who lightens the burdens of another.” The 39th season of fundraising for Hereford’s grassroots holiday charity, the Christmas Stocking Fund (CSF), is well underway, working toward assisting the community’s less fortunate with basic needs as Christmas week approaches. As of Wednesday, the total collected in this year’s CSF campaign totaled $20,507. As the eve of Christmas 2018 draws near and many are rushing through lastsecond preparations, it
is not too late to become part of the effort to make the holidays a bit easier for those amidst hard times. Donations for CSF are being accepted through the end of December at the Main Street office of First Bank Southwest. Assistance from CSF, targeted primarily toward children and the elderly, includes vouchers for clothing, utilities and medical needs, as well as food. The 2018 campaign food deliveries were made Dec. 19, and vouchers have been mailed to recipients for medical, utility and clothing assistance. Christmas Stocking Fund donations include:

The holiday season is here, but with it often comes the flu. This year, Texas A&M AgriLife Extension Service recommends following these tips so you can spread holiday cheer instead of germs. According to the Center for Disease Control (CDC), the 2017-2018 flu season was the first season to be classified as high severity, hospitalizing 30,453 people
and taking the lives of 185 children. Because the flu can come on suddenly and without warning, key symptoms to watch out for include fever, cough, sore throat, runny or stuffy nose, body aches, headache, chills, fatigue and, in rare cases, diarrhea or vomiting. The flu is most commonly spread through tiny droplets when people cough, sneeze or talk. People can also become infected when touching

surfaces that has the flu virus on it, then touching their mouths, eyes, nose or even food. Because the virus is so easily spread, it is important to not only wash your hands, but to also get vaccinated each year, AgriLife Extension Specialist Julie Tijerina said. Last year, the flu vaccine was 40 percent effective against both A and B influenza, according to the CDC. Getting the flu vaccine helps keep you healthy and reduces the risk of flu complications that could lead to hospitalization or death. In addition to getting vaccinated, having good health habits also help prevent contracting the illness: *Avoid close contact with those who are sick. *Stay at home when you are sick. *Cover your mouth and nose while sneezing or coughing. *Wash your hands. *Avoid touching your eyes, nose or mouth. This year do your part to enjoy the holidays the healthy and happy way by getting vaccinated and being health-conscious.

Simples ways to make your computer run more smoothly Few people can say they have not experienced the dreaded spinning color wheel or had an application unexpectedly crash when using their computers. Such problems can interfere with a workday or simply frustrate people using their computers on their own time. While aging computers that routinely crash or simply don’t operate at acceptable speeds may need to be replaced, users can take steps to make computers that aren’t yet ready for the scrap heap operate more smoothly. · Delete applications you don’t use. Many computers come with a host of pre-installed programs that use up memory and run background processes even if they’re never opened. Some may be responsible for background functions that are necessary for the computer to operate, while others can safely be deleted to clear up space and make computers run more efficiently. If you come across an application you don’t use but are hesitant to delete it, contact the computer’s manufacturer to learn what the application does. If you need it, keep it. If not, delete it and your computer may start to run faster. · Invest in cloud storage. Photos and videos use up a considerable amount of memory. Cloud storage from providers such as Google can be as inexpensive as $2 per month, and transferring old files to the cloud can free up memory on your computer and help it run faster. Once you upload files to the cloud, delete them from your computer. Don’t worry, they’re still easily accessed via the cloud.
· Close your tabs. On days when your computer seems to be running especially slow, check your web browser to see how many tabs are open. Tabs use up a lot of memory, so the more tabs you have open, the slower your computer will run. Unless you need to keep a webpage open for work, close the tab once you’re done looking at the page. · Maintain an organized desktop. Whenever a computer is on, it must load each individual icon on the desktop. So the more icons on the desktop, the longer it will take for the computer to load them. Maintaining an organized desktop with only a few folders can help the computer operate more efficiently. · Turn off automatic launches. Unless you know you’re going to use a given application each time you log on to your computer, turn off its automatic launch function. Programs that automatically launch upon login are running even if you don’t manually open them. These programs are then using up memory and slowing a computer down even if they aren’t being used. Computers that are running slowly can often be “fixed” with a few simple strategies to improve their efficiency.

Entries sought for Ag Day contest From Staff Reports
High school students with writing and video skills and an appreciation of agriculture are eligible to enter the 2019 National Ag Day essay contest associated with 2019 National Ag Day on March 19. The Agriculture Council of America is hosting the essay contest under the theme of “Agriculture: Food for Life. How Does Our Nation Lead the Way?”
Two categories of national competition will be open including written essay and video essay. The competition is open to students currently enrolled in grades 9-12. Contestants must be U.S. students, attending school in the U.S., and meet all requirements to compete. contest is Jan. 31, 2019. The national video and written essay winners will each receive $1,000 and a trip to Washington, D.C. to be recognized at the National Press Club event on March 19, 2019. After the technical review is complete the executive director will consider the comments and prepare a response to all relevant and material, or significant public comments. If only comments are received, the response to comments, along with the executive director’s decision on the application, will then be mailed to everyone who submitted public comments or who is on the mailing list for this application, unless the application is directly referred to a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING You may request a contested case hearing. The applicant or the executive director may also request that the application be directly referred to a contested case hearing after technical review of the application. A contested case hearing is a legal proceeding similar to a civil trial in state district court. Unless a written request for a contested case hearing is filed within 15 days from this notice, the executive director may act on the application. If no hearing request is received within this 15 day period, no further opportunity for hearing will be provided. According to the Texas Clean Air Act § 382.056(o) a contested case hearing may only be granted if the applicant’s compliance history is in the lowest classification under applicable compliance history requirements and if the hearing request is based on disputed issues of fact that are relevant and material to the Commission’s decision on the application. Further, the Commission may only grant a hearing on those issues submitted during the public comment period and not withdrawn. A person who may be affected by emissions of air contaminants from the facility is entitled to request a hearing. If requesting a contested case hearing, you must submit the following: (1) your name (or for a group or association, an official representative), mailing address, daytime phone number; (2) applicant’s name and permit number; (3) the statement “[I/we] request a contested case hearing;” (4) a specific description of how you would be adversely affected by the application and air emissions from the facility in a way not common to the general public; (5) the location and distance of your property relative to the facility; (6) a description of how you use the property which may be impacted by the facility; and (7) a list of all disputed issues of fact that you submit during the comment period. If the request is made by a group or association, one or more members who have standing to request a hearing must be identified by name and physical address. The interests the group or association seeks to protect must also be identified. You may also submit your proposed adjustments to the application/permit which would satisfy your concerns. Requests for a contested case hearing must be submitted in writing within 15 days following this notice to the Office of the Chief Clerk at the address below. If any requests for a contested case hearing are timely filed, the Executive Director will forward the application and any requests for a contested case hearing to the Commissioners for their consideration at a scheduled Commission meeting. Unless the application is directly referred to a contested case hearing, the executive director will mail the response to comments along with notification of Commission meeting to everyone who submitted comments or is on the mailing list for this application. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material air quality concerns submitted during the comment period. Issues such as property values, noise, traffic safety, and zoning are outside of the Commission’s jurisdiction to address in this proceeding. Those on the mailing list will receive copies of future public notices (if any) mailed by the Office of the Chief Clerk for this application. A Dickens of a column to write By John Carson BRAND Managing Editor
Twas an hour before deadline, and my spirits had sank. There was a column to write, and my mind was a blank. The fact I was speechless was something quite rare. Yet, I typed not a word. I just sat there and stared. The reporters were home. The paper near put to bed, While I sat at my desk, nary a thought in my head. Perhaps I could write of the places I’ve been, Or maybe of players and games that I’ve seen. I had to write something, and it had to come quick. But nothing was there, and now I felt sick. For to miss this deadline would cause such a clatter, The ME would be mad; the publisher madder. The newsroom clock ticked as the darkness closed in. I searched for a spark; some place to begin. Then an idea sprang forth. I know not whence it came, But I summoned all tools, and I called them by name. Now period! Now comma! Now colon and dash! On ampersand, quote marks! On asterisk and slash! Put the verb in that sentence, and finish that graph. Get it done fast, so you can stay on the staff. But the idea had vanished. It had no where to stick, And the screen was still empty as the clock onward ticked. The monitor cast eerie glows into the room, As I sat there engulfed by my impending doom. My mood grew as dark as the newsroom that night, But then shadows took shape to amaze and delight. The greats of the past came alive once again, Perhaps this might be a place to begin. Bobby Jones sidled by, and he asked to play through. Minnesota Fats dropped in with table and cue. Man O’ War had the lead as he rounded the post, And those darting shadows? That’s the Galloping Ghost. Down on one sideline, the Bear prowled again, While down on the other, Lombardi still wins. Jesse Owens took gold and first in the race, Meanwhile putting Adolf in his proper place. Ty Cobb bunted safely, stole second and third, And Joe Jackson played great without reading a word. Then came a fanfare, a true hero’s call To welcome Jim Thorpe, for he did it all. I could do nothing, but sit there and stare. For if I looked away, surely Rod Serling was there. I watched in awe as Babe crushed one o’er the fences, Then a Marciano hook brought me back to my senses. The column was done as the newsroom clock chimed. Can’t proof it for content, I’d run out of time. To composing and paste-up, it was off to the back. To the camera room, presses and onto the racks.

I know not what I wrote. I hope it causes no ire, And certainly no problems that might get me fired. No intent was there to insult or deride. It had to get done to professionally survive. At year’s end, you take stock, and things could be worse. You’re upright. You’re breathing, and there’s no empty purse. No train’s in the tunnel, and the end is in sight.
