A communications assistant “relays” the conversations between the two. All calls are handled with strictLocalconfidentiality.relaycallsplaced from a coin telephone are free. The registry applies to all telemarketers (with the exception of certain nonprofit and political organizations) and covers both interstate and intrastate telemarketing calls. Commercial telemarketers are not allowed to call you if your number is listed on the registry. You can register your phone number for free, and it will remain on the National Do-Not-Call Registry indefinitely, and you may remove your name from the list at any time. The Do-Not-Call Registry will not prevent all unwanted calls.

For TTY users call 1-866-290-4236 You must call from the phone number you wish to register.

There are two instances where blocking will not work:

Obscene & Harassing Phone Calls

2. Your directory information will be revealed to an “800” service provider when you call them, even if your call is blocked. The FCC ruled that parties with “800” numbers have the right to know who is calling them, in part because they pay for the call.

Do-Not-Call Solicitor Notification

Many people find that telemarketing calls provide them with valuable information about products and services. But if you would rather not receive these calls, the Federal Communications Commission (FCC) and Federal Trade Commission (FTC) have established a National Do-Not-Call Registry to address consumer concerns about unwelcome telemarketing calls.

Caller ID Blocking - Per Line With this option, your directory information will automatically not be delivered. If you wish to have your directory information delivered on specific calls, you may do so by dialing *82 (1182 on rotary phones) immediately before each call. Delivery will occur on the current call only. In order to subscribe to this service we require a “Request For Line Blocking Service” form to be completed. Contact the Business Office, if interested.

Caller ID Blocking - Per Call

Other Privacy Options

Your telephone number is not listed in the directory, nor is it available through directory assistance. Your number will appear on Caller ID display units of customers subscribing to Caller ID service unless you subscribe to Per Line Blocking or use Per Call Blocking service Monthly $2.50 Telephone

Call Trace is an “always on” service giving you the choice of “tracing” an annoyance call anytime day or night. The cost for each successful trace is $5.00, maximum charge per month is $10.00.

This option allows you to block your directory information (phone number, or name and phone number) from being delivered on an individual basis to the person you call. This is accomplished by dialing *67 (1167 on rotary phones) immediately prior to placing each call. Only the current call will be blocked.

As you are likely aware, the Federal Communications Commission (FCC) and Federal Trade Commission (FTC) have established a National Do-NotCall Registry. As part of the do-not-call initiative, the FCC requires us to notify customers who use our service for making telephone solicitations (telemarketing calls) regarding the National Do-Not-Call rules and regulations. We recognize that few of our customers use our services for telemarketing; however, because we do not have records indicating which customers may do telemarketing, we are informing all business customers.

4. If the call that was traced is non-published a subpoena is required to obtain the information.

1. Immediately after receiving an annoyance call, hang up. 2. Press *57, a recording will tell you if the Call Trace was successful. This information is kept on file at VTel for 20 days.

The National Do-Not-Call Registry Does NOT Prevent Calls: from organizations with which you have established a business relationship • for which you have given prior written consent that are not commercial or do not include unsolicited advertisements from or on behalf of tax-exempt non-profit organizations

1. For your safety, your directory information will always be delivered when dialing 9-1-1. You do have the right to suppress your name but not your number from appearing on the 9-1-1 call taker’s screen by completing a “Private Citizen” form. This form is available at your local town office.

Are you concerned about your privacy? Customers who subscribe to Caller ID service have a display unit attached to their telephone that shows the number and/or name of the person calling. If your privacy is a concern and you do not want your name and telephone number to be seen by the person you are calling, you have these two options:

2. The local law enforcement personnel will bring the release to VTel. They will give us the date and time of the traced call. Information regarding the call will be given to them.

You Have The Right You have the right to prosecute harassing callers. Vermont state law makes these types of calls punishable on conviction and liable to fine or imprisonment or both.

Consumers may call 1-888-382-1222

If you are a company, individual, or other entity that makes telemarketing calls, it is very important that you familiarize yourself with the operations of the National Do-Not-Call Registry and the rules requiring checking of the National Do-Not-Call Registry as part of making telemarketing calls. Unless you fall under one of the exceptions established in the FCC/FTC rules (such as the exception for telemarketing by charitable organizations or for prior business relationships), you may not make telemarketing calls to numbers included in the National Do-Not-Call Registry. Before you rely on one of the exceptions, you should consult the rules. For information about the regulations, you may visit the National Do-Not-Call Registry at www.donotcall.gov. You can find the FCC and FTC rules governing telemarketing and telephone solicitation, at 47 C.F.R. §64.1200 And 16 C.F.R. Part 310, respectively.

RESOURCESCOMMUNITY

If your building is equipped with a Network Interface Device (NID) (see diagram), you can determine if your problem is inside wiring or the wiring outside your home or business. If you do not have an NID, please call VTel at 885-9000 to have an NIDTESTINinstalled.G: remove existing plug by pressing retainer clip and gently pulling forward on plug. Plug your phone directly into the NID. If the phone operates, the problem is your inside wiring, equipment or jacks. If the phone does not operate, your telephone company’s outside wiring needs repair.

Customer-Owned Equipment

3. If you cannot make outgoing calls, unplug all of your phones, answering machines, etc. At various jacks, test each phone individually by plugging it in and making a test call to a friend or neighbor. Continue until you find the phone that does not work. You may also try to use your phone(s) at a friend or neighbor’s house. If an individual phone does not work at any of your jacks or your neighbor’s jacks, the trouble is probably in that phone. If all phones work at your neighbor’s jack but not your own, the trouble is probably in your inside wiring or outside cable.

Testing Customer Owned Equipment

4. If you have difficulty receiving calls, follow the steps above, and have someone try to call your line.

Wall Phones

Wire Care Plus Avoid costly wiring re pair charges by subscrib ing to Wire Care Plus. This service is designed to take care of your inside wiring and is available to all residential customers for only $4.95 per month. Business line customers can subscribe to Wire Care Plus for $9.95 per month. (Not available to business key line or PBX customers.)

A receptacle for a wall-mounted telephone is shown in illustration 4. To connect your wall phone, match the holes in the back of the telephone with the rivets on the wall mounting, push the telephone lightly against the mounting while sliding it down into place over the rivets. To disconnect, slide the telephone up to lift it off the rivets, then pull the phone away from the receptacle. Types of modular jacks other than those shown in the illustrations may be encountered.

All equipment must be certified by the Federal Communications Commission (FCC). VTel will provide reasonable notice of any network changes which may cause problems with customer owned equipment. You may contact the vendor of your choice for inside wire and equipment maintenance/repair, or you may perform these functions yourself. The charge for single-line business and residential customers when VTel service technicians perform maintenance/repair on inside wire or equipment is: $50 for the first half hour (minimum charge). $15 for each quarter hour thereafter.

Illustrations 1-3 show wall receptacles (standard jacks) that can accommodate modular telephone cords. To install your phone, match the plug at the end of the telephone cord with the receptacle and insert. To disconnect the phone, squeeze the clip on the plug and pull out of the receptacle.

1. See that all cords are firmly plugged in.

During an outage, one thing you can do is temporarily disconnect the battery, preserving its power until you reconnect it to make a call or when you expect a call to come in, similar to how you deal with nearly every other device in your home during a power outage, such as not using a water faucet or flushing the toilet unless absolutely necessary, or turning off your cell phone to preserve power until you know you can charge it again.

2. Open the cover and pull the battery out of the casing.

RESOURCESCOMMUNITY BATTERY INFORMATION 11

How do I disconnect and reconnect the

While your connection is running off the battery during a commercial power outage, you will only have access to telephone services, not the Internet or television, because your Internet modem, VTelevision set-top box, and TV set require electricity to run. However, if you use a generator to power your home’s electricity during a commercial power outage, you will be able to use your telephone, Internet, and television.

What are the differences in home equipment between the copper and fiber networks?

8-hour replacement models similar to the one we provided are available for purchase from many retailers.

Additionally, External Battery Packs (EBP) with a 20-hour rating are available for purchase, which can be attached to your 8-hour unit to provide longer continuous service. The model is CyberPower CS20A-EBP and it takes a 20Ah VRLA battery. Up to three 20-hour battery units can be added on to your standard 8-hour unit, providing up to 68 hours of uninterrupted telephone service. The 20-hour EBP is simply hung on the wall next to your 8-hour unit, and connected with a single cord. Just one cord also connects additional 20-hour EBP’s together. See “Where to Buy” on the last page of this brochure for info on attaining 8-hour batteries or 20-hour EBP’s.

If you decide to keep your battery connected during a loss of commercial power, a buzzing sound will emit from the unit. You can silence this sound by pressing the Alarm Silence button on the front of the casing.

The battery can provide about 8 hours of service under normal continued use, which is the time the battery remains connected to your ONT, not the time you spend using your phone, Internet, or television. Please note that aged batteries may need replacement. Environmental factors, such as temperature, can shorten your battery's useful life. Batteries will not last forever and should be replaced periodically according to the manufacturer's recommendation. It is the customer’s responsibility alone to maintain the battery and purchase replacements as needed. The battery that we install with your fiber connection is a VRLA Rechargable BP7.2, 12-Volt unit Optical Network Terminal (ONT) Power supply casing With cover removed to reveal the battery

RECONNECT 1. Reconnect the red and/ or black wires that you previously disconnected, and secure the battery back in its original place.

1. Go to the location of the battery in your home or business. 3. Disconnect either the black or red wire (or both) from the battery to stop the power supply.

First, the traditional square phone box known as a NID (Network Interface Device) which was the ter mination for the traditional copper network, has been replaced by a larger new housing which contains your ONT (Optical Network Terminal). This one unit pro vides each customer with dial-tone, as well as Internet and television if the customer chooses.

2. Press the Cold Start button on the front of the casing to get your fiber connection running again. After your commercial power is restored, the battery will begin to recharge.

Another option is to have replacement batteries on hand to swap out after the connected battery runs out of power.

Second, each customer location requires a power supply to the ONT. This unit serves two functions: it provides a regulated power supply to the ONT, and also provides back-up power to the ONT in case there is a loss of commercial power. This is a major difference from the traditional copper network which received its power from a Central Office or remote terminal. Without a backup battery or alternate backup electrical source, such as a generator, customers will not be able to make any calls, including emergency calls to 911, during a power outage. In order to preserve the life of the battery during a power outage, internet and television services are not powered by the backup bat tery. The power supply consists of two parts, including the power supply itself and an enclosed battery. (Please note that your particular power supply may appear slightly different from the one shown here, but the battery is the same.)

Many customers have asked, “How can I increase my battery backup time?”

"How do I set up my email account?" - When setting up your VTel Email account in a program such as Mac Mail, Outlook Express, etc. you will be asked a series of questions. The proper email settings Vtel email mail

- Try rebooting your set top box. The set top box is a rectangular black box with a green power light to the left-hand side on the front. This is connected to your television. To reboot that device unplug the power cord located directly behind the power light for 5 seconds then plug it back in.

"My remote does not work" - If your Cisco remote is not working make sure there are working batteries in the remote. Then try pressing the STB button in the upper-left-hand corner of the Cisco remote and try using the buttons that are not working.

VTel Wireless Troubleshooting - Make sure your VTel Wireless router is a window on the correct side of your home away from any metal roofing. If you do not know the correct side give us a call in Tech Support and we can assist you.

"I can't get online" - If you are unable to connect to the internet first try rebooting your VTel router. To reboot your router remove the power cord for 10 seconds then plug it back in. After 3-4 minutes your router should be fully rebooted. If you are still unable to connect to the internet, try restarting the device you are using.

"I forgot my Wi-Fi password" - If you forget your Wi-Fi password you can find the default password labelled on the bottom of the route labelled as Wi-Fi Key or Wireless password. If you are not using the default password you can call Tech Support and we will be able to assist you. Protectors - VTel requires that its customers supply and use an adequate surge-protector. Surge-protectors resemble power strips. A good way to tell them apart is that a surge-protector will have a rating in Joules of energy, as well as the maximum voltage it can take from a power spike.

Why is VTel replacing its old copper system with fiber?

There will be no increase in your monthly services bill as a result of the upgrade. You may choose to add new video and new wireless services. We hope you will. But it’s not necessary. Will I lose phone service if electric power fails? Yes and no. The VTel fiber system in your home will have a battery back-up, so there should not be a loss of fiber-based telephone service during most power outages. But batteries aren’t perfect. If batteries age or fail and aren’t replaced, you could lose fiber-based services. Then try your VTel mobile wireless phone!

What is the ‘process’ for installing fiber to my home or business?

Yes. If your line is presently buried, we will likely bury the new line close to your current line. The VTel policy is to restore your property to the same condition as before.

I heard VTel is offering wireless. Is this true?

Do I have the option NOT to upgrade my current phone line to fiber? No. The fiber upgrade completely replaces the existing copperbased telephone network. All lines will need to be upgraded.

Will VTel’s Money-Back Guarantee Still Work?

VTel operates one of the most rural telephone networks in America. For almost a decade, our DSL over copper – with speeds up to 24 megabits per second – has been among the fastest in North America. We like being the fastest. We love it. With the help of a USDA/RUS grant, we’re boosting your Internet speeds to 1,000 megabits per second, with no monthly service charge increases.

First, you get an automated VTel message informing you when a small weatherproof gray box will be installed outside your home, near where your current telephone service meets your home wiring. Second, VTel will request access to your home to install a battery back-up. Third, for Internet and video we will visit again to ensure everything works to your expectations. For voice, including new High Definition Voice and video conferencing, the transition can usually be done without a visit. Will the bill for my services increase?

Yes. Guarantee 1: If you ever think VTel could have served you better, call us, and get a free month of service, once a year, no questions asked. Guarantee 2: Our prices are the lowest, anywhere. If you ever find a lower offer, call us. We’ll send you $10 to say thank you. We’ve never seen a price we can’t beat. Why? We invest our own capital. We spend carefully. We buy American. We’re family owned.

Yes. We deliver a staggeringly wonderful video service to every home where the fiber upgrade is complete. VTel recently completed the installation of the video head-end equipment in North Springfield in order to offer this amazing new service.

Will the construction cost me anything? No. In most cases, there is no cost. My phone line is buried. Will it still be buried and will you dig a new trench?

Yes. Our goal is mobile broadband to anyone who wants it. We believe in a future with GigE to every home for instant download of video and data, seamlessly integrated with mobile broadband. I reside in the VTel service territory, but I am not a VTel customer. Can I still have access to these fiber-based services? Yes, and as an added benefit we will waive activation and standard installation charges for those who sign up for VTel service prior to our new network going live. There has never been a better time to join VTel!

Latency – The user plane latency achieved in LTE is less than in existing 3G technologies, providing a direct service advantage for highly immersive and interactive application environments, such as multiplayer gaming and rich multimedia communications. Wide range of terminals – In addition to LTE dongles and mobile phones, many computers and consumer electronic devices such as notebooks, ultra-portables, gaming devices and cameras will incorporate embedded LTE modules.

The peak rate VTel Wireless will deliver is hard to predict, but many 4G/LTE wireless users are experiencing data rates of 5-10 Mbps; we expect to be able to provide much more.

LT E services will enhance your VTel connection in the following areas: Performance and capacity – One of the requirements of LTE is to provide downlink peak rates of at least 100Mbps. The technology allows for speeds of more than 300Mbps and Ericsson has already demonstrated the next step of LTE at the Mobile World Congress 2010 with theoretical peak rates up to 1.2Gbps.

Currently, 89 LTE operators have launched commercial services, nine of these are LTE-TDD deployments and the rest is LTE-FDD.

The network is deeply and fully integrated into VTel’s fiber-to-thehome project based in Springfield, and into VTel’s 1,400 mile optical fiber network throughout Vermont and to New York and Boston. What speeds will be available with VTel’s 4G/LTE wireless broadband service?

The VTel 4G/LTE wireless network was deployed in July 2014. At the beginning of April 2013, VTel launched its first wireless site for testing in Springfield, Vermont, and expects additional sites to come on board statewide, simultaneously, staggered throughout the remainder of 2017, ongoing through the end of 2018. How much will service cost?

Why did VTel choose Ericsson as the technology partner?

Will I need an antenna to receive VTel’s 4G/LTE Wireless service?

What is LTE and what does it do for me?

About half of our audience will likely get service with embedded devices, laptop dongles, and home wireless routers inside the home, with less than half needing an external antenna.

VTEL WIRELESS 18

Ericsson was placed as a leader in LTE Network Infrastructure in 2011 by Gartner, Inc., the world’s leading information technology research and advisory company. The leaders quadrant holds industry providers whose current execution of service is excellent, and whose vision is on par to continue as the best in the future. Ericsson is the undisputed leader in development and standardization of LTE and offers end-to-end networks with superior performance when it comes to stability, throughput, and latency – the most important key factors for end-users of LTE. Ericsson has had the highest impact on the released LTE specification and expects to hold 25 percent of all essential patents in LTE. Is the VTel Wireless Network intended to be used for voice on cell phones?

LTE, or Long Term Evolution, is the global standard for the fourth generation of mobile networks (4G) supported by all major players in the industry. LTE offers the capacity and the speed to handle a rapid increase in data traffic. According to latest market data traffic report, there will be five billion mobile broadband subscriptions in 2017. The same report estimates that 50% of the world’s population will have LTE coverage in 2017.

When will service be available in my town?

VTel was awarded federal stimulus funds in 2010 to build a statewide 4G/LTE wireless broadband network. It will serve almost every home in underserved and unserved areas throughout Vermont. These funds, combined with VTel capital, will enable us to further implement our longstanding VTel mission: world class technology with down home service.

The VTel 4G/LTE mobile broadband wireless network is state-ofthe-art, and the greenest rural wireless network available. Carbon footprints for all installations will be minimized because new 4G/LTE wireless equipment is less than half the size of earlier equipment.

General evidence around America is the 4G/LTE wireless broadband technology is offering speeds superior to prior expectations. Vermonters should be very pleased with the service that VTel will deliver.

VTel Wireless signal quality for wireless service near fixed network locations will permit 5 Mbps in both down and upload speeds with the potential for rates up to 70 Mbps. There are no assurances in wireless, because so many models are based on assumptions. For example, we have had to assume tree heights: in some cases our Radio Frequency models will underestimate interference; in other cases, our model will overestimate interference.

The current focus of the VTel Wireless network is to provide high speed broadband Internet to areas in Vermont that are underserved and unserved. We are fully focused on providing service to these areas. Future technology developments may allow Voice over Long Term Evolution (VoLTE) calls; however we are committed at this time to expanding broadband Internet access to Vermont’s most underserved and unserved areas.

Simplicity – LTE supports flexible carrier bandwidths, from 1.4MHz up to 20MHz. LTE also supports frequency division duplexing (FDD) and time division duplexing (TDD).

VTel has always been known to offer world class products and services at the best prices - and our Wireless services will be no exception. We can’t predict rates until service in closer to statewide launch, but we are competing against giants and recognize the price is key. We also recognize that entering a market with a new product requires competitive pricing.

280 operators have publicly committed to the technology across 90 different countries with a large number of LTE trials currently in operation. Today, 455 million people have access to commercial LTE networks. (Data from GSA July, 2012 and Ericsson internal).

Safety Tips

LAYER yourself in clothes like an onion! Dressing in layers helps keep your body warm by trapping heat. Weather can change quickly; it’s easier to take off extra clothes and not need them as opposed to dressing too lightly for varied and unexpected climate.
