PRICED TO SELL? LOCATION FIRST – By STProperty.sg

More than one year after the Additional Buyers’ Stamp Duty (ABSD) and Total Debt Servicing Ratio (TDSR) hit the market, the ramifications are still felt as many project showflats see cool responses. Buyers are not in a hurry to commit their checks as they wait for prices to ‘correct’ further. Despite general market activities being sluggish, some of the new projects are still proving their worth in terms of strong take-ups in the initial launch phase. In view of the varied performances across different projects, STProperty examined the underlying factors behind the strong performances of certain hot projects in today’s market. Year-to-date, a typical new non-landed residential project (excluding executive condominiums) moved about 20.7 per cent of its available units in the first month of project launch. This is only half of the 42.0 per cent launch-month sales figure seen back in the peak year of 2010, and the weakest sales performance in six years.

Year-on-year, although new launches’ selling rate is a tad lower than the overall of last year’s, a drill-down indicates the performance actually improved from the second half of last year. In 2013H2, developers only managed to move about 16.9% of units in the initial month. That somewhat indicates a slight recovery in buyers’ sentiments compared to the period immediately following the introduction of TDSR. Using the median launch-month sales statistics in 2010 as a benchmark, we consider those new projects which saw more than 42 per cent of units sold within the first month of launch as performance leaders in today’s market. Year-to-date, in total, there are at least seven hot projects fulfilling such criteria. From here, we can find out what are the common merits which still manage to entice buyers’ actions under tight market conditions.

In a competitive market setting, developers’ pricing strategies definitely have a vital part to play in attracting serious buyers. For example, Coco Palms in Pasir Ris was launched for sale at a price close to the $1,000 per sq ft psychological benchmark, and the sales results turned out to be exceptional. Elsewhere, The Hillford, Singapore’s first 60-year leasehold, retirement villagethemed residential project, saw 100 per cent of its units snapped up in January alone. Regardless of its short lease tenure, the price tag of $1,105 psf in Bukit Timah became the major pull factor. However, we do note that not every listed project above has a clear price advantage compared to surrounding comparable developments. Seventy Saint Patrick’s, which moved more than 100 units at an average price of $1,630 over just the first launch weekend, was priced considerably higher than the surrounding projects, which transacted for around $1,300-$1,400. However, the strong take-up rate suggests price is not the one and only winning formula for good projects in today’s market.

Location Still the Key

In terms of accessibility to public transportation, five out of the seven, or 71.4 per cent, of the ‘best-seller’ projects of this year were located within walking distance to existing or upcoming MRT/LRT network. ‘Walking distance’ is commonly defined as

being within 500 meters or eight minutes’ walk. Seventy Saint Patrick’s, The Citron Residences, Coco Palms, Kallang Riverside and Rivertrees Residences, all share such location privilege. The other two projects – The Sorrento and The Hillford – although located further away from MRT stations, are both well surrounded by rich amenities in the Pasir Panjang and Upper Bukit Timah private residential enclaves respectively. In the case of The Hillford, the proximity to nature reserves and parks bolsters its concept of a retirement village. For The Sorrento, it is within walking distance to both National University of Singapore and West Coast Park. Almost certainly, a good location is the most essential integrant for projects to appeal to buyers in a soft market. This observation also reinforces the core value concept of a piece of real estate. When superficial adornments subside, golden location attributes will not fade away.

Small Units Not a Guarantee

In recent years, many new projects tend to feature a large number of small but ‘easy-to-buy’ studio apartments. Some of such projects do receive a good buyer response. For example, the top two sales leader projects of this year – The Hillford and The Sorrento – consist of 66 per cent and 36 per cent one-bedroom units respectively. Buyers who are looking to invest in residential property yet are constrained by their loan ceiling and additional taxation,

may opt for these small apartments because of the lower purchasing quantum. On the other hand however, some familyoriented projects are also valued highly by the market. A typical example is Seventy Saint Patrick’s, where no one-bedders will be built by its developer, United Overseas Land Goup. The sales performance has so far exceeded that of many other developments with a large number of compact units. As such, small units are not a guarantee of future sales. Instead they form part of the market positioning strategies which developers should carefully consider under the given market conditions. To a certain extent, pricing, location, and unit mix can all influence the performance of new home launches. However, good location attributes are still the single most common trait shared by good-selling residential projects in today’s market. For other projects, developers must ensure that the price is attractive enough for buyers to bite.

3 INDICATIONS THAT SHOW JUST HOW BAD THE SINGAPORE RESIDENTIAL PROPERTY MARKET IS By Getty Goh

n recent weeks, there were some reports on how quiet the high-end property market in Singapore is. A casual observer may think that this is just limited to the high-end sector; in reality, the market malaise is probably more widespread than what many people realise.

prices in the private property market, as a whole, have been dropping for 9 months (i.e. 3 quarters) and the total drop has been about 3%. While some may feel that a drop of 3% is not much, URA PPPI is only one indicator. To have a more complete picture, we should look at how much transaction volume has dropped by.

For those who are wondering just how bad the market is, here are 3 indicators to shed some light on the health of the Singapore residential property sector.

Indicator 1: The Property Price Index is on a downward trend If you have been following the property market news, you would have read that the URA private property price index (PPPI) has been on a downward trend. But exactly how much has it dropped by and for how long?

Indicator 2: Significant drop in transaction volume To give readers a sense of the transaction volume, a chart comparing the monthly changes between 2013 and 2014 is shown in Figure 2. Graphically, it can be seen that in some months, transaction volume in 2014 is less than half what it was for the same month a year ago.

Collectively, there were a total of 19,531 private property transactions from Jan 2013 to Aug 2013. In comparison, there were only 8,532 for the same period in 2014, which works out to be a drop of more than 56%.

transaction volume may not be representative of a lacklustre market, as there may not be that many units on sale to begin with. However, when we look at the number of unsold units in the market, it is observed to be increasing. Based on URA’s data, it can be seen that the number of private residential units (including EC) under construction that were launched and remain unsold is on an upward trend (see Figure 3). As at 2014Q2, there were more than 6,300 units still left unsold. With more new developments coming on line in the next few quarters, this figure looks set to increase.

Conclusion

Despite the negative outlook, however, now may be a good time for people to invest and ultimately, it is not the market that matters but the deal. Just as when in a hot market, not everyone makes money and similarly, in a bad market, not everyone loses money. Ultimately, it boils down to how attractive and worthwhile the deal is. If you look hard enough, there could be a gem out in the rough.

NEW PRIVATE HOME SALES EXPANDS IN SEPTEMBER Private homes sales by developers (September 2014)

S

eptember new home sales improved over August, given that several projects such as Highline Residences and Seventy St Patrick’s have been launched. Property developers sold 648 new private homes last month, up 50% from the 432 units sold in August — latest data from the Urban Redevelopment Authority (URA) showed today. “Developers will remain focused on moving units by attractively pricing the new projects and September saw some of these projects that are centrally located that drew the attention and interest. We predict that home seekers will remain selective for the remainder of the year, with a project’s location and price points as the main drivers of demand,” commented Mr Mohamed Ismail, CEO of PropNex Realty.

In the first three quarters 2014, developers sold 6,030 private homes, a 52 per cent decline from the 12,666 in Q3 2013, and a 67 per cent drop from the 18,223 units taken up in Q3 2012. This shows the sustained impact of the slowdown since the TDSR framework was imposed in June 2013. Based on the above trend, private new home sales could be headed for an annual take up of 8,000 to 9,000 units in 2014 — one of the lowest in recent years. Properties in the Outside Central Region (OCR) was the most sought after in August, accounting for 51.1 per cent of new private home sales, while Rest of Central (OCR) and Core Central Region (CCR) accounted for 42.1 per cent and 6.8 per cent respectively.

Highline Residences - the top performer in September

Even though the private residential market was soft, some projects still enjoyed relatively good sales if they were perceived to be attractively priced by buyers, buying demand was not totally absent in the market but it had to be drawn out by attractive pricing. Buying activity in September was dominated by 4 projects – Highline Residences, Seventy Saint Patrick’s, Lakeville and Eight Riversuites.

Continued weakness in demand due to TDSR

The TDSR and other cooling measures will continue to sap demand and this will prevent any market pick up from being sustained. Mr Ismail also noted that home seekers will remain selective for the remainder of the year, with a project’s location and price points as the main drivers of demand. The luxury segment will continue to be weighed down by anaemic demand amid the more restrictive home buying environment. The higher price tags of the luxury/super-luxury homes inevitably served as a deterrent as potential buyers encountered difficulty in obtaining loans for higher value properties.

CEO of PropNex, Mr Mohd Ismail concluded, “It is now a certainty that buyers will take longer to purchase a project as there are more choices available. In a buyer’s market whereby developers are competing for the same group of buyers, projects with good attributes such as location and perceived good pricing will stand out. However, I expect a cloud of stillness will continue to hang over the high-end segment as the spotlight will continue to be on more affordable mass and mid-tier market segments.” The outlook for the private residential market will continue to be dismal for the rest of 2014 so long as the cooling measures and the TDSR framework remain in their current form - any sustained sales pickup would be reined in by rules on lending. RA’s Q3 2014 result shows that prices of private homes in Singapore are firmly on the downtrend. The price index fell by 0.6 per cent quarter-on-quarter (QoQ) in Q3 2014, after a decline of 1.0 per cent in the preceding quarter – this is the fourth consecutive quarter of moderation. The is in line with the slower transaction activities in the primary and secondary markets and is an evident sign that the government’s cooling measures and particularly the TDSR have been effective in arresting price growth and steering the private residential market towards stability. For the 3 quarters, the 2.9 per cent decline is a harbinger for a full year drop of possibly up to 4 to 5 per cent, with luxury/ prime properties taking the bigger hit and mass-market homes being the least affected.

All sectors registered price declines

In both primary and resale markets, homebuyers’ remained averse to properties with a large quantum. With their persistent price sensitivity and the reduction in their purchase budget under the strict TDSR framework, prices of homes in all regions registered decreases.

Prices of homes in the RCR buckled 0.1 per cent QoQ, improving slightly from the 0.4 per cent drop in Q2 2014. CCR prices fell for the sixth consecutive quarter by 0.9 per cent QoQ.

There will be little respite for the private residential property market at least in the short term. This is due to the continued enforcement of the cooling measures as well as longstanding concerns of potential interest rate increases and a large oncoming supply of homes. Prices of mass market homes in the OCR — where demand had been strongest in the past year, also slipped by 0.2 per cent QoQ.

Downward fall to persist until end of the year

While reasonably-priced homes with desirable product and location attributes will continue to find favour with homebuyers, the private residential market looks set to continue its price decline, with weak demand due to various factors — with the TDSR and ABSD working in tandem to rein in exuberant home buying. Additionally, the potential homebuyer base is expected to shrink further with curtailed demand from upgraders from the HDB market. The purchasing power of these upgraders will be affected by the softening resale prices of HDB resale flats (which fell 1.6 per cent in Q3 2014) – due to a mix of abundant incoming supply, cooling measures and new public housing regulations such as the tighter MSR on HDB loans. There will be little respite for the private residential property

market at least in the short term. This is due to the continued enforcement of the cooling measures as well as longstanding concerns of potential interest rate increases and a large oncoming supply of homes. As such, Mr Ismail predicts that a buyer’s market is expected to persist until the end of the year. Buyers’ fatigue to escalating prices will also cause more developers to adopt a softer stance in their pricing strategies to entice homebuyers to commit. Mr Ismail concludes: “As long as borrowing costs stay low, the government is unlikely to reverse the measures. With TDSR being a long-term instrument—and together with the ABSD, will continue dampen any speculative activity. Under such an environment, we expect price weakness to persist. Overall private home prices are envisaged to decline by about 4 to 5 percent in 2014 y-o-y”.

HDB RESALE PRICES CONTINUE TO COOL IN Q3 Q3 2014 HDB Flash Estimates

R

esale prices for HDB flats continued their decline in Q3 2014 — a result of a convergence of measures imposed last year and a continued supply of new flats. According to HDB’s flash estimates released today, resale flat prices fell 1.6 per cent to 192.5 points — the lowest in 2 years; this is also the fifth consecutive quarter of decline. For the first 3 quarters of 2014, the HDB resale prices fell 4.6 per cent. The various measures, including loan curbs and the strong supply of new flats, continue to weigh down on demand, which brought about the sustained price decline.

MSR main reason for the sustained decline

The falling resale prices can be due to the potent combination of the government’s measures to cool the public housing market such as, reducing the Mortgage Servicing Ratio (MSR) cap of 30 per cent and the maximum loan term of 25 years for HDB mortgage loans, three-year wait for new PRs before they can buy resale HDB flats, and allowing singles to buy two-room BTO flats in non-mature estates. HDB’s change to the valuation procedure has also created a more cautious approach from buyers, as they are more careful when giving an offer for a particular flat.

But primarily, the main reason behind the slowdown in market activity is attributed to the income cap on how much buyers can borrow to pay off their mortgage.

Looming supply to add more pressure on HDB resale prices Mr Ismail does not expect a turnaround this year, given a looming flood of new homes and the continued impact of property measures such as lower mortgage servicing ratio, shorter loan tenure and a minimum three-year waiting period for PRs wanting to buy HDB resale flats. “Home buyers are now more restrained if their MSR is over 30 per cent or TDSR is near 60 per cent. In summary, home-buying sentiment is more subdued. Loan curbs and softer prices will ultimately mean that HDB upgraders have less to spend on their next property,” concluded Mr Ismail. Mr Ismail expects HDB resale prices to soften 6 to 7 per cent for full-year 2014, with volumes hitting around 17,000 units — likely to be the lowest in the last decade. 7 ADVANTAGES OF INVESTING IN AUSTRALIAN COMMERCIAL PROPERTIES By Maureen Li and Joanna Chia When it comes to investing in real estate in Australia, residential properties are always the first to come into most investors’ mind. This is probably so as residential properties are closer to the heart, bringing into mind the vision of a home. Commercial real estate, on the other hand, is often a neglected sector, frequented only by the more savvy investors. Commercial properties in Australia are property assets primarily used for business purposes. It consists of three sectors – retail, office and industrial where each has their own cycle representing different risks and rewards. There are several advantages of investing in the commercial properties and investors who are looking to invest in Australia may want to look beyond the residential market to expand their horizon. Advantage 1: Longer Rental Leases compared to Residential Property Commercial leases are much longer, ranging between three to twenty years as compared to residential leases that range from six months to two years on average. The leases are often secured by bank guarantees which offers excellent security for the property owner. The security of long leases ensures that commercial property owners get a steady flow of income during the lease term. Advantage 2: High Capital Growth and Value In Australia, the capital value of a commercial property is pegged to the rental return via the capitalization rate (cap rate). This implies that the higher the rental yield (compounded by yearly increase), the higher the capital gain over time. Advantage 3: Built-in clauses that benefit the Commercial Property Owner & Strong Tenants Unlike residential property, commercial leases have built-in clauses which benefit the property owner. Examples of such clauses include make good clauses, maintenance clauses, management clauses and all rates and insurance are paid. The ongoing costs of operating the building will be bore by the tenants. With the right master tenancy or anchor tenant (such as Listed company or AAA rated Australian Government), rentals are almost guaranteed to be paid accurately and in a timely manner. Also, as the building is the tenant’s principle of business, it will be in their interest to maintain the building in best condition. Advantage 4: Hedge against Inflation Commercial rent is reviewed annually, with increases hedged against the Consumer Price Index (CPI). This provides a hedge against inflation because of the automatic rental increase based on Consumer Price index (CPI). Advantage 5: Higher Rental Yield as compared to Residential Property One of the biggest benefits to Commercial Real Estate Investment is

that the assets are generally secured by leases which provide a regular income. This can be as high as 9% per annum paid quarterly and in the case of Australia, the rental agreement usually factor in a rental increase of between 3% – 4% per annum. Advantage 6: Tax Advantages According to Australian Taxation on commercial properties, there are tax credits for capital works completed on their properties, mortgage interest and depreciation deduction. Many unlisted commercial property funds distribute ‘tax-deferred’ income as part of their distributions. The investor will benefit by paying less tax from deferring the payment of tax until the commercial property is sold. There are also considerable tax advantages for the commercial property investor, as the deductible rates are much higher. Advantage 7: Leverage on Other’s Expertise & Knowledge Many investors have traditionally deter from commercial property investment due to the lack of familiarity and knowledge. However, smart investors have found that commercial real estate have much to offer than solid investments. Commercial real estate investments offer great yields by accessing it via Real Estate Investment Trusts (REITs) or Property Investment companies which offer them investment opportunities with smaller quantum. With a leverage on management companies, there are opportunities that allow investors to come together to invest in commercial property. Conclusion In conclusion, there are many advantages on investing in commercial properties that are not commonly known to general investors. There are also many risks and considerations which are different from investing in residential property including tenant’s profile and building location that investors have to note. This article just touches the surface of why investors who have always set their sights on residential properties, might want to seek other options that are present in the Australia property market. Total first-hand transacted areas in Beijing plunged 48% Y-o-Y in 1H 2014, representing the worst performed city among the tier-1 cities, whilst the remaining three cities (Shanghai, Guangzhou and Shenzhen) also reported an average high drop of 40% over the same period. Meanwhile, we also see a 20% annual decrease in total transacted areas in tier-2 and tier-3 cities. Nonetheless, new home prices in tier-1 cities manage to buck the cool down trend in the property market. According to China Index Academy, the price

rose some 2.6% Y-o-Y in 1H 2014, against the average of 12% found for tier-1 cities (Beijing: 19%; Shanghai: 10%; Guangzhou: 9% and Shenzhen 10%). In other words, new home prices in the four representative cities of the Mainland have yet to see substantial adjustments. In general, despite the growth in new home prices has showed some signs of slowdown, the prices are still staying at extremely high levels. In the absence of a large number of unfavorable factors in the current economic and financial situation in China, alongside any significant changes in national housing policy, potential demanders would enter the property market, should there be any substantial decrease in property prices. We expect the governments from tier1 cities will continue to curb speculative investment demand, in order to help regulate housing demand. As such, a further cooling down trend in Chinese tier-1 cities new home market should likely to be seen in the near-term.

ver 1,240 buyers and investors attended the 2nd Pattaya Property Show which was held at the Dusit Thani Pattaya on October 3rd-5th 2014.

COZINESS IS NO ILLUSION Creating the right ambience fit for purpose brings home the comfort of spacious living and cozy bedrooms

I

n the current state of property market, home buyers of primed developments such as this Regency condominium boasting a 3 bedroom and dedicated wet kitchen, could be challenged with the confines of 1,300sqft, especially for this family of 4. Nonetheless, the designer Wilson Teh, from ReztnRelax took the opportunity to carve out varied ambience in the respective spaces which sets a spacious feel in the living and kitchen area and the cozy comfort experience in the bedrooms.

Keeping the floor, wall and ceiling colour in hues of white and washing the space with concealed uplighters and downlights, creates the visual perception of expanse in this living room, especially since it overlooks a breathtaking view. The kitchen, no doubt small and utilitarian, is cleverly given a roomy feel simply by cladding the longer wall with a full height mirror. In the design of the master bedroom, coziness is achieved with deep tones of warm grey soft wall upholstery as the full height bedhead. Echoing this effect is the wall feature for mounting the TV. For a homogeneity of space, the bay window that sits beside the commanding skyline view is luxuriously cushioned with a settee ideal for the contemplative mind. The 2 smaller common bedrooms took on the strategy of placing the bed where the bay

window is and creating more neat storage area underneath this bed platform. This strategy definitely provides sufficient space in the tight bedroom to muscle around the study area, sleeping area, and wardrobe cabinetry. Yet luxury is not compromised where the walk-in wardrobe encapsulates a boutique showroom effect, storing the treasure trove of the domestic goddess. This well-lit space with generous amount of shelving, hanging and maneuvering spaces, is thoughtfully designed with ergonomics and functionality. From the journey of dolling, to cleansing, the clean details and touch of warm textures exemplified in the bathroom, creates a harmonious sensation as one traverses around the house. FIT TO YOUR NEAT Creative layering of spaces provides more space than you would expect in this prime condominium unit nestled in the midst of Scotts Road.

D

riving along Scotts Road, you would not miss this white washed condominium, textured with intricate vertical screens. The soft subtle effect of layering a veil fronting the busy road acts, as a privacy façade without compromising the view for the homeowners within. This blurring language of opaque and transparent, ‘peel and reveal’, is cleverly adopted by the designer from D’Initial in their design concept for this 4 bedroom condominium. In the living area, clutter is stowed away in concealed full height cabinetry, concurrently acting as a feature wall highlighting the owner’s most priced possession. Almost zen-like one may say, but less is more when drawing visual attention to an ornate talking piece. On this white washed canvas, clean lines, monotone furniture pieces and unobtrusive lighting illuminates this spaciously crafted living room.

This design strategy in the living area is echoed through the kitchen and corridor, where the play of geometry and light, white and black, subtle and intricate, creates a varied spatial experience as one adjourns from the wide expanse of living space down a hallway of contrasting proportions, seemingly to suggest the approach towards privacy. But this long and rather narrow corridor is no boring journey where one could peek at the view outdoor through slotted windows or pause to appreciate yet another treasure trove of ornamental pieces. Yet the true ingenuity, like in most case, is invisible to the naked eye. In one of the bedrooms, an elevated floor platform hides away an intelligent furniture system and additional storage space. This provides flexibility to the owners, giving them the choice of how the space can be used. This raised floor concealing storage compartments, modular furniture, has in fact an elusive reminder of the Japanese tea room tatami feel which therefore brings heritage to contemporary living, clutter to neatness, and hustle to respite.

COMPLEX ‘DUPLEX’ This interesting multi-tiered semi-detached house draws the curious eyes from ground up with its double entrance approach.

D

espite the challenges of redesigning an existing old Peranakan house with uninviting sunken main entrance, the designer from iBridge took the opportunity to create interesting multi-split levels in this landed house. This strategy not only created multiple grand entrances and service entrance, more area was carved out for this family of four and a domestic helper. The entire transformation of external façade that boasts welcoming entrances to the living and entertainment area, has also accommodated for a thoughtful side access to the kitchen area delineating the service area from entertainment zone. Strolling through the front porch garden and new koi garden, one is greeted by an alfresco setting of breakfast terrace appeal that generously opens into the spacious half basement or ground floor entertainment room. The bold dark colours chosen for the floor and walls are intelligently contrasted with an opulent golden hue of cove lit ceiling. One can almost imagine the night effect when this entertainment room comes to live. With an alternate direct access to the family room through the external front porch staircase, a lofty living room greets the occupants with a bright white interior which simply brings home the feel of comfort. A place of peace and ease was sensitively considered in the soft colour hues of feature wall, upholstery all the way to the ergonomics of furniture selection. Good design is often not about ostentatious finishes or strikingly bold ornamental features but a good

sense of spatial extravagance through sensibilities in proportioning of space, in this case well executed by the designer. Harmoniously orchestrating this simple luxury is the open kitchen where generous guest area is allocated around the island worktop framed by the canvas backdrop of outdoor koi pond. A mosaic and glass feature wall with shelving units carve out a more private corner for a family commune. The mirroring effect that subtly aligns the cove ceiling extents from the dining table to the island worktop and beyond, almost creating an effect of spatial infinity. The back of the second storey and third storey hides away the master bedroom, walk-in wardrobe and two bedrooms of the sons. With a different choice of finishes, the bedrooms and bathrooms are designed with a refreshing play of texture, patterns and colour to bring a more playful touch for the young occupants. What an understated pleasant effect.
