Separately, more executive condominium (EC) projects are expected to be launched in 2015 compared to private mass market projects. The Amore was launched in January, with another six projects comprising 4,000 units likely to be launched through the year. CBRE Research estimated that 300-350 ECs were sold in Q1 2015 out of the 2,000 available units. White the price of ECs are around 15% lower than 99-year private mass-market condominiums, potential EC buyers are handicapped by the cap of 30% on their household income to service loans. EC sales might not be robust, as a result.

URA’s initial estimates showed that the Q1 2015 private residential price index declined by 1.1% q-o-q, on the back of discounts offered for ongoing projects to boost sales. The rental index is likely to decline in tandem due to stiff competition from new completions.

New home sales volume has fallen substantially since the introduction of the TDSR framework at end-june 2013. As unsold units began to build up, the government also pulled back the sale of development sites for private homes so that developers now have fewer new projects in their stables compared to a year ago. As at end-2014, there were 16,587 unsold units with another 10,155 planned units. This inventory of nearly 27,000 units is sufficient to meet the housing needs for at least three years if the annual demand stays at the 2014 level of 7,300 units.

The X-Value is a computer-generated estimate of the market value for a home, and the difference between the median transacted price and the district’s X-Value is the TOX. Comment from Jeremy Lee, Co-Founder of SRX - “Like the COV, TOX is a forward indicator on how heated the market is. A positive number means people are paying above recent transactions. “The rebound in transaction also signaled the confidence in the stability of the private residential market. Buyers may also have realized that prices will not drop very much and so the current sentiments of a ‘buyer’s market’ will not last long,” explained PropNex CEO Mr Ismail Gafoor. Nonetheless — plagued by property cooling and loan restriction measures, the private housing market continues to be somewhat lifeless, as total new home transactions in the first quarter is the lowest in recent years.

In March 2015, developers sold 613 private homes, a 60 per cent increase from the 382 units taken up in the previous month. Also, 400 units were launched for sale last month, representing a 12 per cent increase from February (excluding ECs). The combination of more new units launched for sale and reasonable prices in the increasingly price sensitive market; together drew bargain-hunting homebuyers back to show flats. March’s sales also indicated that underlying demand is still present if prices are attractive — despite the current weak buying sentiment.

Mass market to lead primary home sales in 2015 Sales in the primary market have been predominantly led by the OCR — accounting for 64 per cent of new private home sales – largely due to the launch of Kingsford Waterbay, which accounted for 25 per cent of sales in March. RCR and CCR accounted for 32 per cent and 4 per cent respectively. The strong number in the OCR is also an indication of buyers' price sensitivity amid a tightened credit environment, as eligible home-buyers deciding between homes in the RCR and OCR may go for the latter due to the relatively lower price quantum. In the luxury segment of the CCR, the buying power of the elite market has deteriorated due to the punitive 15% ABSD for foreigners (typical buyers for high-end properties), and we think that the high-end segment is likely to remain tepid in 2015.

In addition, various downside headwinds are expected to keep a lid on home-buying demand in 2015. These include the continued enforcement of cooling measures amid the tightened credit environment, a mounting supply of new homes, a less buoyant leasing market and the impending rise in interest rates. These are expected to persist throughout the year amid uncertainty in the global economic arena. With no changes to the government curbs on the horizon in 2015, the private residential market is expected to remain soft - any sustained sales pickup would be reined in by rules on lending. New private home sales volume for 2015 is likely to about 9,000 units. Notwithstanding the existing muted sentiments, Singapore still holds considerable appeal as an attractive location for property investment. It is supported by sound market fundamentals such as a healthy economy, conducive business environment, high standards of education and living. We expect sales numbers to pick up from April onwards as developers will look to launch their projects before the Hungry Ghost Festival month. iProperty H1 2015 Survey: More Buyers, Lower Budgets Expected from 2015 to 2017 Popular choices for overseas investment Singapore, 2 April, 2015 – The recently released iProperty Asia Property Market Sentiment Report H1 2015, Asia’s largest consumer property sentiment survey, reveals increasing purchase intent, with affordability remaining a top concern. An increased number of respondents intend to purchase property within the next nine months (from 23 per cent in H2 2014 to 38 per cent in H1 2015); a larger number plan to buy in one to two years’ time (from 28 per cent in H2 2014 to 40 per cent in H1 2015). But affordability remains an issue, with two thirds (66 per cent) saying prices are too high. While purchase intent is high, identified budgets are declining. More respondents (from 18 per cent in H2 2014 to 28 per cent in H1 2015) are looking to spend below S$500,000 and fewer respondents (from 66 per cent in H2 2014 to 55 per cent in H1 2015) have budgets between S$500,000 to S$1 million. “Singaporeans continue to see property as a key investment, with most citing rental income (29 per cent) and long-term investment (26 per cent) as reasons to buy. For now, at least 50 per cent of respondents believe that property prices will drop in the next six months, pushing their buying plans out to the future. 25 per cent of respondents expect high-end luxury properties to see a price drop in H1 2015, followed declines in new and resale condominiums,” commented Mr. Sean Tan, iProperty.com Singapore General Manager. In 2014, the Urban Redevelopment Authority (URA) reported that property prices dropped year-on-year by four per cent for private residential property and the Housing and Development Board (HDB) reported a 6.1 per cent drop for HDB resale. Transactions for new private residential properties saw a fall of 35 per cent year-on-year in January 2015. The survey also found that in total, 41 per cent of respondents had made a property purchase while only 27 per cent said that they sold their properties. The low percentage of property sellers was unsurprising as an increasing number of property owners are also less confident of their property value. 45 per cent (up from 38 per cent in H2 2014) are not confident that their property will retain its value in the first half of this year. Private condominiums continue to be a favourite among respondents. 51 per cent indicate interest to purchase private condominiums, while 29 per cent of buyers bought this category in the past two years. While respondents selected districts 3, 12, 15, 19 and 20 as preferred locations, in reality they purchased properties in districts 17, 18 and 19 over the past two years. Mr. Tan highlighted, “URA figures show that prices of new developments sold in these districts were in the range of S$800,000 to S$1 million, corresponding with respondents’ budgets.” In a CBRE report in December 2014, it noted that the market has generally supported the S$1 million threshold for new sales. Respondents continue to support measures for the government to control property prices. Sentiments are however mixed on the current cooling measures, with 50 per cent satisfied with the government’s plans to continue the measures and the other half disagreeing. Many respondents (45 per cent) supported imposing ownership restrictions on foreigners who can invest in or purchase Singapore property. Cooling measures have deterred foreign buyers so far. This has raised concerns among the real estate industry that the measures are preventing high-net-worth foreign investors from investing in the country. In February, the Real Estate Developers’ Association of Singapore (REDAS) called upon the government to look into scaling back measures, such as the Additional Buyer’s Stamp Duty (ABSD) for high-end properties, to draw investors who contribute to the economy.

On HDB resale flats, National Development Minister Khaw Boon Wan recently stated that current prices are aligned with the rate that median household incomes have grown; respondents however continue to find HDB resale prices unaffordable. 55 per cent of respondents feel HDB resale prices are not affordable to the average Singaporean buyer, up from 52 per cent in the previous survey. Popular choices for overseas investment – Malaysia leads followed by Australia, the United Kingdom (UK) and Thailand 59 per cent of respondents who intend to purchase overseas properties intend to do so within the next two years. With the upcoming Singapore-Kuala Lumpur High Speed Rail, Malaysia is once again seeing increased interest by Singaporeans looking to invest in overseas property (from 30 per cent in H2 2014 to 34 per cent in H2 2015). For those looking to invest in Iskandar Malaysia, Zone A (Johor Bahru City) and Zone B (Nusajaya) are favoured, based on affordability (57 per cent) and enhanced connectivity (52 per cent), among other reasons. The planned Rapid Transit System (RTS) will connect Johor Bahru to the Thomson MRT line and is set for completion by 2018, while Nusajaya has been earmarked as one of the three stations in Johor for the high-speed rail (HSR) linking Kuala Lumpur and Singapore. Australia saw growing interest (19 per cent in H1 2015, up from 18 per cent in H2 2014) in spite of recent regulations curbing foreign investments. The recent interest rate cut in Australia to 2.25 per cent and the depreciating Australian dollar appeal to Singaporean investors, who will benefit from lower mortgages. The UK is the third most preferred country for overseas investments (eight per cent in H1 2015, down from 12 per cent in H2 2014), followed by Thailand (seven per cent in H1 2015, down from eight per cent in H2 2014). Most respondents prefer properties in Malaysia, Australia, the UK and Thailand, as they either offer solid capital appreciation (according to 27 per cent of respondents), or because they intend to migrate to or retire in these countries in the future (23 per cent). Other reasons include using the properties as holiday homes (13 per cent), the attraction of favourable exchange rates (12 per cent) and the opportunity to earn stable rental yields in comparison to the local market (nine per cent). SINGAPORE: SLOWDOWN EXPECTED AS COOLING MEASURES WORK ITS WAY THROUGH THE SYSTEM FURTHER According to government data, Singapore’s homeownership rate is among the highest in the world. The figure for resident households was 90.5% in 2013, up from 58.8% in 1980. This was largely due to housing grants and a programme that allows buyers to use accumulated government pension contributions for purchases. In 2009, officials tightened lending by barring interest-only mortgages for some housing and forbidding developers from absorbing interest payments for units under construction. The government also taxed speculators and placed levies as high as 15% on foreign buyers. Home prices hit a record in September 2013. In 2013, the Government imposed additional cooling measures, while in 2014, the Government allowed those existing cooling measures work its way through the system. Result of cooling measures In the whole of 2014, property prices and volume have contracted. For the rest of 2015, some property analysts expect prices to slide further – between 4.5% and 8%. The flash estimate of the 4th Quarter 2014 RPI using the revised method is 137.1, a decline of 1.4% over 3rd Quarter 2014. The previous RPI from 1Q1990 to 3Q2014 has been re-scaled to the new base period of 1Q2009, but the quarterly percentage changes remain unchanged, according to the Housing and Development Board (HDB). According to URA, prices of non-landed private residential properties have fallen across all market segments. Prices in the Core Central Region fell 0.9 per cent, prices in Outside Central Region fell 0.2%, and In Rest of Central Region, Prices of landed properties fell 1.1% compared to the 1.8% decline in the previous quarter. For the whole of 2014, prices of landed properties fell by 5.2%. URA added that the flash estimates are compiled based on transaction prices given in caveats lodged during the first ten weeks of the quarter, supplemented by survey data on new units sold by developers during that period. According to a new report by Savills, they predict that Singapore's private residential market is expected to remain soft in 2015 with primary launches holding prices better than those in the resale market. Rents are expected to continue to decline due to the slew of new completions and limited budgets amongst overseas nationals working here. Although yields are expected to compress further, prices may not react to this because the better driver of prices appear to be other economic factors like the unemployment rate which is still expected to remain low in 2015.

Perth Growing Up Fast The city of Perth has quietly been progressing over the past decade and recently passed the milestone of a city population of 2 million people. Many people do not realise that this has been achieved on the back of a world leading population growth rate that peaked at 3.4%pa in March 2013, well ahead of the Australian average at the same time of 1.8%. (Source Australian Bureau of Statistics - Australian Demographic Statistics). Man considered this to be on the back of a Mining Boom that Western Australia has been experiencing, but the reality is that that added steam rather than substance to an already impressive internal growth number. With much press about the end of the glory days for Mining, the Perth market has cooled with the concerns of what’s next, but the reality is that the future is brighter without the mining boom than with it. The latest population number still show Western Australia leading the country with a substantial annual growth rate of 2.1% compared to the national average of 1.5% for September 2014. This figure may well be even more impressive given this is a net migration indicator and may be softer due to the exit of some mining industry workers back to their home states or country’s once their assignments ended. Regardless of a natural slowdown in mining expansion, the economic benefit for Western Australia remains as they experience record output levels. A softer sale value is compensated by the recent correction of the Australian dollar, but the lower level of activity in Mining is a plus for the city dwellers in Perth. The recent mining boom has distorted labour costs as many chose the high paying positions in the Northern mining zones over jobs in the city. The loss of employment in mining means labour becomes more available in the city at more realistic costs and removes the pressure that Perth has been experiencing for the past decade. As the market normalises, the reality of a world leading population hits hard with pressure on housing stocks and the ever increasing spread of the City of Perth to its Northern & Southern areas. For many years, Perth resisted the global trend toward apartment living as there was a seemingly endless supply of land being serviced by one of the world’s best infrastructure networks that had the benefit of planning early when Perth was a small, emerging population. For those who own properties overseas, their properties are largely in: 1. Malaysia 2. Australia 3&4. Philippines / United Kingdom The properties were mainly purchased via developers/seminars/exhibitions, and local agents from the country they purchased in – same as the previous survey.

To respondents, properties in the chosen locations are a good investment, and they have plans to migrate or retire in that country in the future.

Majority of respondents are interested in purchasing overseas property, 42% are only looking at it in at least a year from now.

There are more respondents who are not looking to invest in property overseas in this survey (up from 48% to 58%)

43% of respondents would budget less than SGD500,000 for overseas property.

To Singaporean respondents, the top three reasons to purchase Iskandar Malaysia are: 1. Affordable property prices 2. Enhanced connectivity by 2018 via the RTS Network 3. Ever since toll rates at the Causeway went up In October 2014, a Singapore car on a round trip to Johor Baru has to pay SGD12.80 in toll charges. Hence, the enhanced connectivity via the RTS Network and HSR is seen as a positive move.

Online search is the all-time favourite, followed rather closely by newspapers/magazines, and exhibitions featuring overseas properties. For information on properties overseas, respondents would choose to attend exhibitions compared to talking to real estate agent.

Most respondents would consider purchasing property in Iskandar Malaysia if policy changes in favour of foreign buyers and properties are value-for-money. The median price of a 5-room public flat in Ang Mo Kio, one of the most popular residential towns, is approximately SGD635,000. Hence, at such prices, some Singaporeans will find properties in Iskandar Malaysia attractively priced. Against the backdrop of a weak Malaysian ringgit and the coming Singapore-Kuala Lumpur High Speed Rail, Malaysia has remained the preferred property investment location. However, other Malaysian states including Kuala Lumpur, Malacca and Penang have also targeted Singaporean investors, offering up these locations as viable options to investors who are interested in Malaysia.

According to data from Malaysia’s National Property Information Centre (NAPIC), the average residential value of Johor property has risen by about 45% from MYR136,034 in 2009 to MYR197,147 in 2012. In comparison, the average residential value for the whole of Malaysia only increased by 30% during the same period.

Zone A (Johor Bahru City) and Zone B (Nusajaya) are the two favourites for property purchase in Iskandar Malaysia. Launched in 2006 with five flagship zones, Iskandar Malaysia was meant to rejuvenate Johor Baru, which over the years had turned into a affordable market for Singaporeans. But the market has cooled down in 2014 after the Malaysian Government revised the Real Property Gains Tax and ruled that foreigners could only buy property worth RM1 million and above.

on’t shy away from bright colours and rich textures if that is the persona you want to manifest in your home. In this living room, a budget friendly option to create an uplifting designer space is simply by painting a bright colour on the wall where the TV console is positioned. This highlights the wall as a backdrop for the TV supported by interesting random geometry of shelving console. Such a design strategy allows orientation to the space to areas where it matters. To tie in the bold theme of bright colours, the choice of yellow and baby blue is seen splattered on walls and as accents for the shelving in the study room. This creates interest and lightness to the otherwise potentially dark space. The dining corner design renders a fond reminiscent of an alfresco restaurant where brick patterned wall feature with a black chalkboard clads the wall. Poetically coordinating the motif patterns is the ornate gypsum ceiling board moulding.
