Understanding Refinancing in 2013 By John Conklin with Denise Meridith Denise: With interest rates still being low, Phoenicians are being bombarded with Internet pop-ups, radio commercials, and newspaper ads promoting refinancing. One popular promotion is “no-cost” refinancing. What is “nocost” refinancing? John: Yes, the low interest rates do make it an attractive time to refinance. In this type of agreement, the homeowner accepts a higher interest rate in exchange for not having to pay upfront for appraisals and other closing costs. So while there may be no cash required from the loan seeker at the time of refinancing, “no-cost” does not mean there is not a price involved. Denise: There used to be an “unwritten rule” that implied a homeowner should not refinance until the new interest rate is two percent below their current one. When is the best time to refinance? John: There is no set rule about refinancing. It is a very individual decision based on factors such as how long the homeowner plans to stay in the house, whether he/she wants money for other uses, which refinancing programs for which the homeowner is eligible, how many points are involved, etc. The homeowner should request a total cost analysis to determine the break-even point and whether it is worth it to refinance. Denise: There are a lot of scams out there. What should the homeowner be looking for in a company to handle the refinancing?

John: A homeowner should look for a company which has been in business for years, and which is knowledgeable about secondary markets, mortgage-backed securities, and the latest options. She/he should ask for professional and personal references. A homeowner should expect excellent customer service from a company that can explain the process from start to finish and make the process as hassle-free as possible. What should home buyers be looking for to be sure that their homes’ systems are up-to-date and will not require expensive maintenance? Kevin Flower: There are several things to consider when evaluating the current state of a home’s lighting control system. The first thing I recommend for anyone buying a home, or even constructing a new one, is that the homeowner get a complete site assessment of the property from a professional, such as a company like Light Control.
