As we do each year at The Leader, we’ll ring in the new year by recollecting the biggest headlines in Clinton County in 2023. We begin this week with the first half of the year, and will continue next week with Part II. The headlines

Commissioners optimistic at end of year by brett adkison leader editor
In the past, the end of December was a financially stressful time at the Clinton County Courthouse, as officials tried their best to keep the county’s tight budget in the black. While some of that stress remains, the Clinton County Com-
missioners find themselves in a much more comfortable position as they say goodbye to 2023. Presiding Commissioner Patrick Clark and First District Commissioner Jay Bettis said last Thursday that they hadn’t seen any final projects yet, but were confident the county would finish the year even or in the black. Should
the county finish with a small deficit, it wouldn’t be too great of a concern, because for the first time in a long time, the county has a healthy reserve—approximately $740,000—from which they can pull. Clark said that they’ve built up the reserve by monitoring the budget throughout the year and
meeting with officeholders to ensure they don’t find themselves in an unexpected deficit. Bettis commended the efforts of the officeholders for working with the commissioners to keep costs down, adding that it has been a joint effort. Bettis added that the county’s ||Continued on A2
