A city ordinance passed earlier this year designates all of Main Street from Clay Avenue to the northern city limits as a snow route. It will be unlawful to park along that portion of Main Street

when snow is falling or accumulated, except in driveways and parking lots where the vehicle is completely off the street.

“The reason the ordinance was changed was to speed up snow plowing operations,” said Public

Works Director Justin Hartzell.

“Parts of Main Street are narrow and it’s difficult to safely get the plows up and down the street when cars are parked along the curb.

With the end of 2023 drawing closer, local governments will be gearing up for a big election year in 2024, including key races for cities, schools and the county.

Filing is now open for the April 2024 election and will run through December 26. This will include open seats on area city councils and school boards.

This will be a major election for the Plattsburg City Council, as four seats will be up for grabs—those of Mayor James Kennedy, Ward I Alderman John Mirosh, Ward II Alderman Richard Stanley and Ward III Alderman Scott Gordee. Each seat carries a two-year term. The Clinton County R-III Board of Education in Plattsburg will have just two seats open for three-year terms. Those seats are currently held by Keith Carnie and Nick Wade.

Plattsburg rang in the Christmas season this past weekend with its annual Community Christmas celebration downtown, which included a lighted parade, visits from Santa, train rides, sweet treats and so much more.

Christmas in Gower, Lathrop The Gower Area Chamber of Commerce has released the schedule for its expanded Christmas in the Park event, which will be Friday, December 8, and Saturday, December 9, at the downtown park.

The events kick off on Friday with a visit from Elsa and Anna from the hit movie Frozen. The visit will run from 4 p.m. to 7 p.m. at the Gower City Park.

There will be vendors, caroling, food, music, children’s games and much more throughout the two-day event.

The city was also concerned with protecting vehicles along the street from damage.

“It’s not uncommon for snowplows to kick up rocks and gravel, which can damage cars parked along the roadway, ruining paint jobs and breaking windows,” said City Administrator Chase Waggoner.

“On some streets, the plow truck operator can take a

wide berth to give parked vehicles extra room, but we simply don’t have that luxury downtown. We don’t want to inconvenience anyone by forcing them to give up a good parking spot and walk further in the cold weather, but we really don’t want to accidentally tear up someone’s car while clearing the streets.”

This change gives the city the authority to tow vehicles at the owner’s expense if they are parked curbside during winter weather events, although Waggoner said that would be a worst case scenario.

“This is a new ordinance and a big change for people who have lived in Plattsburg a long time and are used to parking along Main Street regardless of the weather,” said Waggoner. “This isn’t an effort to write tickets and tow vehicles; we want these signs to be an educational tool to help keep a critical street open during snowstorms.”

The ordinance does not impact any of the other streets downtown, most of which are wider or less trafficked than Main Street.

A Search for the Perfect Pie Crust

A couple of weeks back, I wrote about my Thanksgiving thankfuls with a Clinton County spin, so it only makes sense that we have a Christmas list, too. Here are a few wish list items that would make these holidays warm and fuzzy around the Land of David Rice Atchison.

• As always, a sparkling new courthouse on the square. Ample space for a jail, the courts, county offices—room for the future.

An acceptable consolation would be a new center for both the jail and the sheriff’s department. That could ease worries about the state of the current jail while allowing the county to retrofit the sheriff’s department for other uses.

Perhaps one day...

• The Royals to choose the North Kansas City site location for their next home. As much as I’d rather they stay at historic Kauffman, that just isn’t the reality. NKC gives the Royals a chance to create a neighborhood baseball community while maintaining some traditions, like tailgating, with plenty of room to operate. On a jaded note, the Royals would also have far more political pull in Clay County than they do in Jackson, so don’t be surprised if the Royals make a leap north of the river.

• For Lathrop to win a district championship in basketball. The Former Mule Capital of the World has a rich hoops tradition, but much like the curse that once hung over the Boston Red Sox, neither the boys nor girls basketball team has won a district championship since 1987—nearly 40 years!

• A return to the fiveday school week? It isn’t on the wish list just yet.

I’ve defended the fourday week at most turns.

It’s more consistent than the five-day week, which is riddled with Monday holidays and teacher in-services. The four-day week is also a crucial asset in attracting and retaining staff, especially when our schools can’t financially compete with metro schools like nearby Kearney and Smithville. But it’s interesting to ponder what conditions would lead to a return of the five-day for Lathrop or Plattsburg.

• A heaping dose of Christmas cheer for the courthouse. Next year is an election year, so one last month of kumbaya before the battle royal begins would be nice.

• Can we have our trains back? Clinton County was once thoroughly interconnected by railroads that gave us an economic portal to the rest of the country. Those days are gone. Interstates are king.

Maybe I’m being a little too romantic about the past. But rail could one day make a resurgence, and if so, I hope Clinton County gets some benefit.

• In that same vein, if some high-paying manufacturer is looking for a new home with great interstate access, the intersection of I-35 and 116 Highway is looking mighty fine these days.

• Peace and quiet at Lake Arrowhead.

• Four inches of snow on Christmas Eve, and not another flake until next December.

**** There are plenty of mysteries we try to solve as we pass through our journey here on planet Earth. Rock n’ roll singer/songwriter Bob Seger sang about looking to solve mysteries without any clues, in his song Night Moves. He wasn’t suggesting the answer I’m looking for, no, because I’m searching for the recipe for the perfect pie crust.

Unlike the song, there are plenty of clues in making the perfect pie crust. But what is the right answer?

My first interview when I arrived to work at The Plattsburg Leader in 1981 (now The Clinton County Leader) was with Judge Gerald Cross of Lathrop. The esteemed judge, who served on the Court of Appeals in Kansas City, was also a passionate amateur photographer. He even had his own darkroom in the basement of his distinguished home. Obviously, he was a very smart man who, among other more important topics we talked about, was searching for the perfect pie crust.

The secret, he said, was to make sure to use lard in the recipe for the perfect pie crust. He didn’t expand on the other details to solve this mystery, but there are other experts who offer the basics to baking the perfect pie crust.

Like all good research, it will take some time, but with Christmas quickly approaching, I’ll have that recipe for you to try before then. One

recent suggestion came from Diane Talley, who is a retired home economics teacher at PHS. I’ll be connecting her keys with the details in making the perfect pie crust soon.

This desire led me to recall the baking skills of the late Francis Moody, who passed away in March 2013. She shared her baking and cooking talents with the fortunate youngsters at Ellis Elementary beginning in1968 and was the kitchen manager there, retiring 22 years later at the young age of 67. One of her special dishes she perfected for all to enjoy was her delightful, lip-smacking, diet-breaking cinnamon rolls.

For those of you who try to avoid eating sweets during Christmas, it might be a good idea to stop reading now.

She and her late husband, Carl Richard Moody, were stalwarts at the Stony Point Presbyterian Church. When the church decided to celebrate her milestone birthday, the basement of the small church on O Highway was filled. Young and old crowded around to get a picture with Francis and enjoy the fellowship with friends and family. You see, Francis knew the recipes for making great food, but also the recipe for living a long and fruitful life.

She and her husband loved the Lord above, where they now have a Heavenly view of life below. She loved her family and friends, and she loved sharing her baking talents that put a smile on our face and a warm feeling in our heart.

You can’t ask for a much better recipe for life and for enjoying a delicious Christmas gift courtesy of Francis.

The Famous Cinnamon Roll recipe from Francis Moody: • 2 pkg yeast (4 ½ tsp) • 4 ½ to 5 c flour • 8 Tbsp butter (1 stick) • Cinnamon • 10 Tbsp sugar • Powdered sugar (dissolved with hot 1 c milk, water to make a thin icing – add 1 tsp salt, some maple flavoring) •2 beaten eggs Dissolve yeast in one cup of warm (110 degrees) water.

Heat butter, sugar, milk, and salt in pan just to a boiling point. Let it cool, and then add the two beaten eggs.

Pour this into the yeast mixture. Add flour several cups at a time. The mixture should not be too stiff and just to the point where it’s not shiny (good luck here). Let it rise two times and punch down each time. Cover with foil and refrigerate overnight.

The next day, divide it into two pieces and roll it into a rectangle (approx 30” x 18”).

Spread with melted butter.

Cover with sprinkled cinnamon and then with sugar (about 1 cup). Roll into a long roll. Cut into half-inch pieces and place on a greased baking sheet. Let them rise again. Bake at 350 degrees until golden brown on the top and bottom, approx 25 minutes. Remove from the oven and brush with the powdered sugar mixture. This dough may be used for rolls also.

Senior Center Menu for December Marion Francis Mick Marion “Mick” Francis Mick, 78, of Plattsburg, Mo., passed away December 4, 2023.

He was born July 31, 1945, to Oswald “Ozzie” and Lorraine (Taylor) Mick in Plattsburg, Mo., where he grew up and graduated from Plattsburg High School. He then served his country in the United States Navy.

On February 11, 1985, he was united in marriage to Peggy (Manus) Rawlings.

After their marriage, they lived in Plattsburg, where they made their home. Peggy passed away on December 18, 2015.

Mick was an over-the-road truck driver and later drove a school bus for the Plattsburg School District. He enjoyed fishing and spending time with his family, especially his grandchildren.

He was preceded in death by his parents, Ozzie

and Lorraine Mick, his wife, Peggy Mick, and nine brothers and sisters—Sharon Mick, John Henry Mick, Donnie Mick, Herman Mick, Geraldean Mick, Karolin Mick and Helen Mick.

Mick is survived by children Frankie Joe Rawlings, Twila (Tom) Berryman, Linda Mae Rawlings and Eddie (Jada) Rawlings; grandchildren Dillon (Emily) Knight, Brandon Knight, Cheyanne Berryman, Denver Berryman, and Montana Elkins; great-grandson Wesson Knight; brother Dennis Mick; sister Elizabeth Miner; several nieces and nephews, including John and Sandra Musser, Mitchell (Sara) Mick and David Mick; other relatives and many, many friends.

The Lathrop Lady Mules have advanced their perfect record to 5-0 to start the basketball season, including a 63-20 win over Hamilton in the KCI Conference opener earlier this week.

The Lady Mules won their fourth game of the season last Thursday when they hosted KIPP Legacy and won 62-24 at LHS. Senior Kaitlyn Morgan and freshman Jacie Kassanavoid each scored 18 points, with Morgan pulling nine rebounds with five assists and Kassanavoid raking in

11 rebounds. Senior Autum Nichols scored 17 points, while senior Keylie Beane scored four points with four rebounds, six assists and five steals.

Kassanavoid put up 23 points with seven rebounds, six assists and seven steals in the win against Hamilton.

Morgan scored 14 points with eight rebounds. Nichols scored 10 points with eight rebounds, Beane scored six points with seven assists and nine steals, and Audrey Davis scored four points.

The top-seeded Lady Mules will face East Buchanan in the semifinals of the KCI Conference Tourna-

ment this Thursday.

The Lathrop boys weren’t so lucky against KIPP Legacy last week, falling 86-38. Senior Kyle Morgan led the team with 15 points and six rebounds.

The Lathrop girls wrestling team put together an impressive performance at the Olathe West Tournament on December 1, finishing third just ahead of the host school. Kearney took first place with Oak Grove finishing second.

Both Aubrey Schrunk (100 lbs.) and Jordan Diercks (125 lbs.) finished first in their respective classes. Schrunk was 5-0 and Diercks was 4-0, with all of those victories coming by fall. McKayla Knight

was second at 145 lbs., Ali Gonzalez was third on 120 lbs. and Gracie Rindom was fourth at 145 lbs.

The Lady Mules opened the season on November 21 with their home scramble, finishing third in the team standings. Benton was second and Excelsior Springs was third. Schrunk, Diercks and Isabel Kidwell (130 lbs.) each finished first, while Knight, Rindom and Sydney Clark (155 lbs.) each placed second. Kala Piatt (115 lbs.) added a third-place finish.

Tie lures that catch fish with MDC’s free lesson

Kansas City, Mo. – Learn how to tie fishing flies with the Missouri Department of Conservation’s (MDC) free Fly Tying for Everyone, Even Beginners

course from 6 to 8 p.m. on Mondays and Thursdays from Jan. 4 through Feb. 1. Fly tying for fishing is a mix of skill, creativity, and knowledge about what sight-feeding fish eat. This class will teach beginners how to get started tying flies and sharpen the skills of experienced lure makers.

Participants will be expected to log on for all eight sessions. MDC instructors will be available early and late for participants to make up for any missed classes.

The class is skills based, and each class builds on what was learned in the previous class. Each fly will be tied three times. Participants will finish the course with a nice collection of flies to catch trout and panfish.

Students in the class will need to obtain or purchase basic fly-tying tools. MDC will provide materials such as hooks and feathers. The tools needed include a fly-tying vice, thread bobbin, black tying thread 140 (2/0), and black

210 Denier (6/0), bobbin threader, Dr. Slick Rotary whip finisher or a Cabela’s or Bass Pro brand, dubbing brush, fly tying scissors, tying wax, hackle pliers, and a bodkin. Optional additions include head cement, multiple bobbins, other colors of thread (red, white, olive, and tan), a wine cork for displaying tied flies, and a small block of wood with 1/8-1/4inch holes drilled in it for tools.

MDC will send emails to all registered participants to confirm their email and postal mail address. Participants will receive a package of fly-tying materials at the address they provide.

Route NN Bridge Now Reopen ST. JOSEPH, Mo. – The Clinton County Route NN bridge over Castile Creek is now open. Capital Paving & Construction, working with the Missouri Department of Transportation, was able to reopen the bridge, located a mile east of Route K, this afternoon.

Extension: Leaving the leaves saves pollinators, others

KINGSTON, Mo. – The “Leave the Leaves” movement could just as easily be called “Save the Pollinators,” says University of Missouri Extension horticulture specialist Manoj Chhetri.

Chhetri, who serves northwestern Missouri from his base in Caldwell County, agrees that letting leaves do their thing is better than carting them off to a landfill.

That has all kinds of longterm costs, environmental and otherwise. Moreover, removing fallen leaves takes away vital habitat that insects need to survive the winter, Chhetri said.

“The leaves that fall in your yard are a wonderful resource for habitat, providing food and shelter for many helpful pollinators like butterflies, moths, native bumblebees and other ground-nesting insects,” Chhetri said. In return, birds rely on overwintering bugs for food.

Nonetheless, there’s no “one-size-fits-all” approach to leaving the leaves. “You use different methods for different parts of your yard,”

he said.

Vegetable garden If you let leaves decay in your vegetable garden naturally, you risk carrying over insect problems from one season to the next.

“In your vegetable garden, first chop or shred the leaves with a lawn mower or leaf mulcher, and till that back into ground in late fall,” Chhetri said. “That will reduce infestations from overwintering pests while still allowing your garden to benefit from nutrient-rich leaf waste.”

Flower beds Leaving the leaves has the greatest added value in the flower beds, Chhetri said. They provide habitat for beneficial insects, protect the soil from erosion and shelter plants from extreme weather.

Do not shred the leaves you put in flower beds; you don’t want to damage overwintering eggs and larvae, he said. Wait to clean up the yard until it warms to 50 F the following spring.

Grass yard Run a leaf mulcher or mower over your lawn and let the leaf litter add organic matter to the yard. “That way, they decay and naturally filter back into the soil,” Chhetri said. “Although not providing habitat for insects, it is certainly better than sending yard waste to the landfill.”

That said: “You need balance,” he said. “If you have too many leaves, that can affect the health of the grass.”

Chhetri recommends mowing/shredding leaves at least once or twice a month as needed. While not a set rule of thumb, if there is more than an inch of leaves covering the grass, it’s time to shred the leaves, redistributing the excess to flower beds and other garden areas.

Compost bin Another alternative is to place excess leaves in a compost bin: “Yard waste is wonderful,” Chhetri said. “It is rich in carbon and essential for good composting.”

Still have more leaves than you can handle?

“Think about sharing some with a neighbor who doesn’t have as many trees, or expand your flower beds so you have more places to help provide a good habitat for insects,” he said.

While mulching with dead leaves may not have the same curb appeal as pristine raked lawns, attitudes are changing. “People are thinking more about the

good we can do for the environment by not adding to landfill waste issues,” Chhetri said. “You’re also helping our food industry, when you think about it, because our crops need pollinators. And your leaf-covered yard is one way to help pollinators reproduce and survive.”

Sidebar: Black walnut leaves

You may have heard that black walnut leaves must be removed to prevent damage to plants and lawns. Not so, Chhetri says. While the tree does release a toxin, juglone, that can hinder plant growth, “several studies have shown that the amount of that toxin left in fallen leaves, branches and twigs is so minimal that it’s no longer toxic,” he said.

MDC offers Prescribed Burn Workshop Dec. 14 at St. Joseph

St. Joseph, Mo. – Prescribed burns are an efficient and cost-effective tool for managing vegetation, whether for wildlife habitat or in forage pastures with native warm season grasses. The Missouri Department of Conservation (MDC) is hosting a Prescribed Burn Workshop from 5 to 8 p.m. on Thursday, Dec. 14, at MDC’s Northwest Regional Office in St. Joseph.

Prescribed burning can be a valuable tool for managing native plant diversity and controlling undesirable vegetation when it is properly applied.

But burns can also be dangerous if not

done properly. This workshop will provide information about how to plan and execute a prescribed burn. The class will be indoors and include equipment demonstrations, videos, and an opportunity for attendees to ask questions and discuss prescribed burning with MDC staff. Participants will learn about burn equipment, burn line installation, safe weather parameters, ignition operations, and other techniques to safely conduct a prescribed burn.

Registration is required. Upon registration, participants will be given a link to a virtual/online portion of

the prescribed burn course. The online course is a mandatory prerequisite and there is a $25 charge to a third-party host (not MDC). The online course can be completed in approximately 2 to 4 hours. Please bring your certificate of completion to the workshop.
