WORDS OF THE EDITOR Welcome to the 111th year of Rotary International, the year of “Be a Gift to the World”.

In 2015 – 2016, I am honored to be appointed by District Governor Chaivai Poonlapmongkol and District Public Relations Chair, PP. Surakit Kerdsongkran, to serve as District Internal Public Relations Subcommittee Chair. The subcommittee will be an intermediate in receiving and spreading club and District news to all Rotary clubs in our District, hoping to create strong fellowship between clubs and eventually lead to the implementation of successful service projects in our domestic communities and worldwide. In order to keep up with constantly occurring new events and changes within our Rotary world, the District Internal PR Subcommittee will release new issue of Rotary E-News Updates on Monday of every week. If any Rotarian or Rotary club has any news or events they would like to publicize, please inform the Subcommittee by Friday through e-mail so that they will be on time for the issue of the E-News releasing on the following Monday. สารจากผูว้ ่าการภาค สวัสดี มวลมิตรโรแทเรี ยนทุกท่าน ปี แห่งการ "เป็ นของขวัญแก่ ชาวโลก" ได้เริ่ มขึ้นอย่างเป็ น ทางการแล้ว ขอแสดงความยินดีและต้อนรับนายกและคณะ กรรมการบริ หารทุกสโมสรอีกครั้งหนึ่ง ขอขอบคุณทุกท่านที่ ไว้วางใจให้ผมมาดารงตาแหน่งผูว้ า่ การภาคในปี นี้ ในปี 2558-59 อย่างที่ผมกล่าวอยูเ่ สมอว่าจะเน้นความสามัคคี ทั้งในระดับสโมสรและระดับภาค เพราะฉะนั้นตลอด 366 วัน ต่อจากนี้ไป ขอให้พวกเรามาทางานร่ วมกันด้วย ความสนุก ความสุข ความเข้าใจ ความมีไมตรี จิตมิตรภาพต่อกัน เพือ่ จะได้ ช่วยกันทากิจกรรมบาเพ็ญประโยชน์ช่วยเหลือผูด้ อ้ ยโอกาส อย่างเต็มความภาคภูมิใจ
Greetings to all fellow Rotarians, The Rotary year of “Be a Gift to the World” has officially begun. I would like to once again congratulate and welcome all Club Presidents and Officers. Thank you for all your trusts in selecting me to serve as the District Governor this term. In 2015 – 16, as I often mention that I will put the emphasis on unity in both Club and District levels; therefore, for 366 days from now throughout the term, I ask all of us to work together with fun, happiness, understanding, and great friendship and fellowship. So that we can join hands and help each other in servicing and helping those in need with delightfulness.

RID. Assoc.Prof.Dr. Saowalak Rattanavich (RC Bangrak) For having been elected to serve Rotary International as Rotary International Director (RID) in 2015-17. She is the fourth Thai Rotarian and first Thai female Rotarian to serve in this position.

Extra special program this year: The opportunity is opened for those Rotary clubs with no or little District Designated Fund (DDF) to join with clubs with existing Global Grant projects whose projects will be presented on that day. By joining, the club will be considered achieved doing a Global Grant and hence, passes one of the criteria for receiving a Presidential Citation.

บทความจากประธานคณะกรรมการฝึ กอบรมภาค อผภ. เกรียงเพ็ ชร ทองบริสุทธิ์ ผมเคยถามตัวเองว่า ทาไมยิง่ นานวัน ผมยิ่งรักและให้เวลากับ โรตารี มากยิง่ ขึ้น เพราะผมได้เห็น ได้ประจักษ์ ได้สมั ผัสถึงอุดมการณ์ “บริ การ เหนื อตน” และจรรยาบรรณในวิชาชีพของโรแทเรี ยน ยิ่งได้ ดาเนิ นกิจกรรมบาเพ็ญประโยชน์ ได้ฝึกฝนความเป็ นผูน้ า ความมี น้ าใจไมตรี รวมถึงคุณค่าหลักซึ่งถือเป็ นเอกลักษณ์ของโรตารี ที่ พิสูจน์แล้วว่า มีอยูจ่ ริ ง เป็ นความจริ ง เพราะโรแทเรี ยนส่วนมาก ทาจริ ง ผมจึงเกิดศรัทธาในโรตารี สโมสรส่วนมากก็มีคุณธรรมเช่นนี้ ครบ บางสโมสรมีโรแทเรี ยน ทุ่มเทให้กบั โรตารี มากกว่าผมมากมาย แต่สิ่งที่น่าแปลก และน่าเสี ยดายก็คือ ทาไมในพื้นที่ของสโมสร ยังมีผคู ้ นอีกมาก หลาย แม้แต่ญาติสนิ ทมิตรสหายของเราบางคน ก็ยงั ไม่รู้จกั
I used to question myself: “Why the longer the time, the more I love and devote more time to Rotary?” Because I have seen, realized, and being touched by the ideal of Service Above Self, and the ethical standard in business and professions in Rotary. The more I have served, and developed my leadership skills, goodwill, and the core values of Rotary, which have been proven exquisites of Rotary for its existence as well as ultimatum evidently practiced by most Rotarians, the deeper faith keeps nourishing in me. In fact, the majority of Rotary clubs are blessed with such virtues, whereas, many of them have members who are far more devoted than I am, but what surprises me most and makes me feel pity of is a perturbed question:

โรตารี เพื่อนของผมหลายๆคน มีอาชีพที่ดี เป็ นผูม้ ีใจบุญสุนทาน มี คุณสมบัติพร้อมเป็ นโรแทเรี ยน มีจิตอาสา ขาดแต่ไม่มีเวลามาก พอที่จะเป็ นสมาชิก ที่ตอ้ งไม่ขาดประชุมทุกสัปดาห์ ขาดแต่การ ได้มีโอกาสมาสัมผัสจริ งกับโรตารี เราน่าจะเชิญชวนพวกเขามา บาเพ็ญประโยชน์ตอ่ ชุมชนร่ วมกับสโมสร ให้มีส่วนร่ วมด้วยการ ลงมือกระทา มีบทบาทในการช่วยยกระดับความเป็ นอยูข่ องผู ้ ยากไร้ หรื อด้อยโอกาสในชุมชน อย่างน้อยปี ละสองครั้งก็ยงั ดี ผมเคยเชิญพวกเขามาร่ วมแจกรถเข็นให้คนพิการ ให้เขาได้รับรู ้ ที่มาที่ไปของเงินทุน เห็นความโปร่ งใส ให้เขาได้รู้จกั เพื่อนคู่มิตร ของเราจากประเทศญี่ปนุ่ สิ งคโปร์ที่เป็ นหุน้ ส่วนโครงการ มาร่ วมส่งมอบรถเข็น ผลที่ตามมาก็คือ เขาเกิดศรัทธาอยากมีส่วน ร่ วม จึงขอร่ วมบริ จาคนอกเหนือจากจานวนรถเข็นที่เรามีตาม โครงการโกลบอลแกร้นท์ โดยที่ผมไม่ได้เอ่ยปากขอเลยสักคา ซ้ า เขายังกาชับอีกว่า ถ้ามีโครงการเช่นนี้ อีก ขอให้ช่วยบอกเขาที เขา อยากมีส่วนร่ วมด้วย ในความเป็ นจริ งก็คือ พวกเราต่างมีเพือ่ นเช่นนี้ เยอะมาก ไม่เคย ไปชักชวนพวกเขาให้มาร่ วมกับเราทากิจกรรมบาเพ็ญ ประโยชน์ต่อชุมชน ดังนั้น นอกจากเชิญชวนพวกเขาได้สมั ผัส กับบรรยากาศแห่งมิตรภาพและไมตรี จิตอันอบอุ่นของเพือ่ น สมาชิกจากที่ประชุมประจาสัปดาห์ของสโมสรแล้ว เราจาต้อง ส่งเสริ มให้พวกเขามีส่วนร่ วมรับรู ้ถึงโครงการบาเพ็ญประโยชน์ ต่างๆ ที่พวกเขาอาจสามารถช่วยเสริ มหรื อสนับสนุนได้ ไม่ว่า เวลา ความคิดเห็น ประสบการณ์ ช่องทางการติดต่อ ทรัพย์สิน เงินทอง โดยเฉพาะส่วนร่ วมด้านแรงกายแรงใจ คนที่มีคณ ุ สมบัติ พร้อม เราก็เชิญมาเป็ นสมาชิก ส่วนคนที่ยงั ไม่พร้อม เราก็ตอ้ ง เชิญชวนให้พวกเขามาร่ วมกับเราในการบาเพ็ญประโยชน์ตอ่ สังคมต่อชุมชน ยังมีผคู ้ นอีกมากมายที่ยงั ไม่รู้จกั โรตารี อย่าง แท้จริ ง เราน่าจะไปชวนพวกเขาให้ได้มาร่ วมประจักษ์และสัมผัส ได้ถึงคุณค่าหลักของโรตารี อย่างแท้จริ งจากการบาเพ็ญประโยชน์ โดยเน้นภาพลักษณ์ของโรตารี ให้ชดั เจนว่า โรตารี เป็ นองค์กร บาเพ็ญประโยชน์ ไม่ใช่องค์กรการกุศล ถ้าเราลองรวบรวมคนดีมีน้ าใจ จากทุกอาชีพ ทุกพื้นที่ในชุมชน ของเรา ผ่านตัวเรา ผ่านญาติมิตร ผ่านคนรู ้จกั ในอาเภอ/เขต มา ร่ วมกับพวกเรา ลงพื้นที่บาเพ็ญประโยชน์ให้กบั สังคม ให้กบั
Why many more people in communities, including our own relatives and friends, still do not know what Rotary is? Many of my friends are in good professions; they are generous but simply lack of adequate time to attend our mandatory weekly meetings. Some of them possess prerequisite of a Rotarian, being voluntary, but have no chance to touch what Rotary is all about. We should invite these people to serve momentarily with us in our service activities, involve them in our activities of social contributions, let them share their roles in enhancing the wellbeing of those needy and less fortunate in our community at least twice a year. I used to invite these people to join our wheelchair handout project, let them appreciate our transparency of funds, introduce them to our overseas fellowship from Japan and Singapore who have been our partners in service for many years, personally flied here to partake in wheelchair presentation to disabled persons. The outcome was; faith began to blossom out in their minds, so overwhelmingly that they offered to contribute from their own pockets additional wheelchairs on top of our global grant project without any single word from me. Moreover, they even insisted that should there be any such activities please do not forget to let them know, for they wished to participate. As a matter of fact, we have plenty of such friends lest we did not persuade them to join our hands-on service activities. Therefore, besides inviting them to be personally impressed with the warm, amiable atmosphere of goodwill and fellowship at our weekly club meetings, we must involve them in our service projects soliciting their participations of whatever forms, whether ideas, know-how, experience, help, connection, contributions, especially their physical involvements. For those who are readily equipped with qualifications, we should invite them to become members, however, for those who are not yet ready to join our membership; since there are still a lot of these people who do not know what Rotary actually is, we must approach and involve them in our community services in order for them to personally touch the core values and Rotary’s ideal of Service Above Self, so that they can figure out vividly that Rotary is in fact, a Service Organization; not a charity organization. Should we consolidate people of goodwill from all classifications in our community, through our own connections, through relatives and friends, to join us in service activities, let them touch Rotary’s core values and the true spirit of “Service Above Self” directly by themselves; how could it be possible that they will not understand what Rotary is, so far as they

have eventually touched the true heart of Rotary and become to have faith in Rotary. This is where the strategic concept of “Let The Target Touch” came from, with emphasis on letting this target group of people in our community the direct access to touching the true nature of what Rotary is, what Rotary does, then begets faith and quest for becoming a member of Rotary club in order to extend their meaningful hopes and helps to those needy and less fortunate in exponentially larger scale, thus becomes Be a Gift to the World.
