เราก็ยงั อยูใ่ นช่วงเทศกาลแห่ งการสถาปนาคณะกรรมการบริ หารสโมสร ชุดใหม่และการเคาะฆ้องครั้งแรกเป็ นปฐมฤกษ์ของหลายๆสโมสรฯ ใน ฐานะที่เป็ นนายก 111 ร่ วมรุ่ นกับทุกท่าน ขอแสดงความยินดีกบั ทุกๆ ท่านทุกสโมสรด้วยครับ ถึงแม้ผมเองจะไม่สามารถไปร่ วมงานได้ทุก สโมสรฯ แต่ขอส่ งกาลังใจให้ทุกท่านอย่างแน่นอนครับ และขอถือ โอกาสนี้แสดงความขอบคุณทุกท่านจากใจจริ งที่ให้เกียรติมาร่ วมงาน สถาปนาฯของผมเมื่อวันที่ 2 กรกฎาคม ที่ผา่ นมา สาหรับเดือนกรกฎาคมนี้ ซึ่งเป็ นเดือนเริ่ มทางานของพวกเรา และพวก เราก็เป็ น “มือใหม่หัดขับ” กันทั้งสิ้ น ผมรู้สึกดีใจได้รับเกียรติจาก อผภ. สมศักดิ์ ดุรงค์พนั ธุ์ (สร.ปทุมวัน) ประธานจัดการประชุมอบรมคณะ กรรมการบริ หารสโมสร (DTA) ของพวกเรา มาให้ความรู้ดา้ นการ บริ หารจัดการสโมสรในส่ วนของบทความสนเทศโรตารี ในอี-นิวส์ หาก เพื่อนนายกท่านใด อยากเรี ยนรู้เรื่ องใดเป็ นพิเศษ สามารถแจ้งได้ครับ อย่างไรก็ตาม อย่าลืมนะครับ วันเสาร์ที่ 11 กรกฎาคม นี้ เวลา 8.00 – 15.30 น. เรามีนดั กันไปร่ วมสัมมนามูลนิธิโรตารี ซึ่งเป็ นภาคบังคับของ โรตารี สากล ที่ โรงแรมมิราเคิลแกรนด์ ถนนวิภาวดี แล้วพบกันนะครับ
We are still in the period of Club Officers Installation Ceremonies and 1st Weekly Meeting of many Rotary clubs. As the same classmate of Presidents 111, I would like to express my sincere congratulations to all Rotary clubs; although I may not be able to attend every single event, but I send my regards to all. I would also like to take this opportunity to send my deep appreciations to all who attended my Installation Ceremony on past 2 July 2015.

District 3350 RI is organizing 2015-16 Rotary Foundation Grant Management Seminar on Saturday 11 July 2015 at 8.00 – 15.30 at Miracle Grand Convention Hotel, Vibhavadi Rangsit Road. *** Please note that this seminar is a compulsory program required by RI in which each Rotary club MUST have at least 1 member attending the seminar in order to maintain the club’s rights to accomplish a Global Grant project. Any club that fails to do so will not have any rights to receive any funds from RI for the entire term. *** Extra special program this year: The opportunity is opened for those Rotary clubs with no or little District Designated Fund (DDF) to join with clubs with existing Global Grant projects whose projects will be presented on that day. By joining, the club will be considered achieved doing a Global Grant and hence, passes one of the criteria for receiving a Presidential Citation.

4. นายก, เลขาฯ, เหรัญญิก, ปฏิคม และ ประธานคณะกรรมการทุก ฝ่ าย ต้องเข้าร่ วมการอบรมทุกเรื่ องที่ภาคจัดขึ้น 5. สมาชิกทุกคนต้องลงทะเบียนเข้า My Rotary เพื่อตรวจสอบ และปรับข้อมูลส่ วนตัวให้สมบูรณ์เสมอ 6. ลงทะเบียนเข้า Rotary Club Central ผูท้ ี่ถูกกาหนดต้อง ลงทะเบียน คือ นายก, เลขาฯ, เหรัญญิก, ประธานมูลนิธิฯ, ประธานสมาชิกภาพ, เจ้าหน้าที่สโมสร (จะเป็ นโรแทเรี ยนหรื อไม่ ก็ได้) สามารถติดตามดู แก้ไข กาหนดเป้ าหมายสโมสร โครงการ ความสาเร็ จในปี บริ หารของตน ใน 3 หมวดหมู่ ได้แก่ สโมสรของท่าน, การบาเพ็ญประโยชน์ และ การบริ จาคให้มลู นิธิ 7. บัญชีการเงิน ต้องแยกเป็ น 2 ชุด ได้แก่ ก. ค่าใช้จ่ายสโมสร เงินค่า บารุ งจากสมาชิกทุกคนเท่านั้น ข. ค่าใช้จ่ายโครงการ เงินที่จดั หา ทุนเพื่อโครงการตามแผน หรื อเงินที่เหลือจากการบริ หารสโมสร 8. นายกสโมสรและประธานคณะกรรมการทุกฝ่ าย ต้องร่ วมกันจัดทา แผนและตั้งงบค่าใช้จ่ายแต่ละฝ่ ายเพื่อการบริ หารสโมสร ประกอบด้วย บริ การสมาชิกภาพ บริ การสโมสร บริ การด้าน อาชีพ บริ การชุมชน บริ การระหว่างประเทศ บริ การเยาวชน บริ การมูลนิธิฯ ประชาสัมพันธ์ โดยยึดหลักทดสอบ 4 ทาง ได้แก่ เป็ นความจริ ง, อิงเที่ยงธรรม, นาไมตรี , ดีทุกฝ่ าย 9. จัดทางบประมาณให้มีรายรับ – รายจ่าย ที่สมดุล เพื่อจะได้มีเงิน บริ หารได้อย่างคล่องตัว ไม่เดือดร้อน ไม่กงั วล ส่ งเสริ มสมาชิก ทุกคนให้ช่วยกันขับเคลื่อน และพัฒนาสโมสรให้เข้มแข็งก่อนที่ จะมีกิจกรรมบาเพ็ญประโยชน์ 10. แผนการบริ หารสโมสร และงบประมาณประจาปี (บัญชีชุด ก. ข้อ 7 ข้างต้น) ต้องจัดทาให้แล้วเสร็จก่อนวันที่ 15 มิถุนายน ของทุกปี เริ่ มใช้ในวันแรกของการบริ หารสโมสร พร้อมทั้งจัดส่ งให้ผวู้ ่า การภาคได้พิจารณาหรื ออาจจะมีคาถาม เพื่อนามาสอบถามหรื อ ชี้แนะตอนที่เยีย่ มสโมสรอย่างเป็ นทางการ 11. ความแข็งแกร่ งของสโมสรต้องมีองค์ประกอบ 11.1. ต้องรักษาและเพิ่มสมาชิกได้ (โดยมีสมาชิกและ บุคคลภายนอกมีส่วนร่ วม) 11.2. ต้องดาเนินโครงการที่ประสบความสาเร็ จลงสู่ชุมชนอย่าง ต่อเนื่อง 11.3. ต้องส่ งเสริ มโครงการต่างๆของมูลนิธิโรตารี พร้อมให้การ สนับสนุน 11.4. ต้องพัฒนาสมาชิกในสโมสรขึ้นสู่ระดับที่เหนือขึ้นอย่าง ต่อเนื่องตลอดไป 12. โครงการต่างๆ ที่มีประสิ ทธิภาพ จะประกอบด้วย 12.1. การมีส่วนร่ วม (สมาชิก และ บุคคลภายนอก) 12.2. วัดผลได้
Service, Vocational Service, Community Service, International Service, Youth Service, Rotary Foundation, Public Relations. 4. President, Secretary, Treasurer, Sergeant-At-Arms and all Committee Chairs should attend all training organized by the District. 5. All club members must register into My Rotary profile to make sure that all details are always updated. 6. Enter Rotary Club Central to check, update or edit, and set club goals, projects and review progress. There are 3 sections: Your Club, Service Projects, and Rotary Foundation. People who have such access are President, Secretary, Treasurer, Membership Chair, Rotary Foundation Chair and Executive Secretary (can also be non-Rotarian). 7. Club Finance must be divided into 2 categories – A. Club Administration Account: For club administrative payments and membership fees only. B. Service Project Account: For financial transactions related to service projects only including funds raised for such purpose. 8. President and all Committee Chairs must plan and set budgets for club administration in order complete different areas involved such as Membership, Rotary Foundation, Public Relations and all Five Avenues of Service. Any actions taken must take the FourWay Test into consideration. 9. Make a Balance Sheet for all incomes and payments for effective financial management. Encourage the involvement of club members and strengthen the club before proceed to implement service projects. 10. Club administrative plan and annual budget must be completed prior to 15 June of each year and begin to use at the beginning of the coming Rotary year. Such documents must be sent to the District Governor for review and study for advices during the Official Visit. 11. A strong club should consist of: 11.1. The ability to retain and increase members (Cooperation of club members and nonmembers) 11.2. The ability to continuously implement successful projects to the communities. 11.3. Should encourage and support projects of the Rotary Foundation. 11.4. The ability to develop club members to work beyond club level. 12. Effective projects should be: 12.1. canceled only on holidays – or on special occasions approved by the board and should not be more than 4 times per year. Club bulletins should be informative and interesting of club activities. It should also contain and be updated for readers. Pay RI dues and District levies on time. Submit monthly attendance report no later than the 7th of the following month. Submit any changes or updates to members’ contact information and club’s details to District and RI. Arrange Board meetings every month on the date set in Club Constitution and Bylaws. There should be more than 50% of board members attend the meeting. Arrange Club Assembly 4-6 times per year and invite members, family and non-members to attend as many as possible. Take the 5th week of the month – for any month that has 5 weeks – to organize fellowship events and invite members, family and non-members to attend as many as possible. Prepare for the Official Visit of the District Governor. President and Secretary report and seek for advices on any obstacles, and report on the club achievements. Committee Chairs reports on the progress of their projects and future plans. Organize an Annual Meeting before 31 December to review the financial statement for the 1st half of the term. Also, the elections of President Nominee (or after) and the incoming officers should be taken place. The President Elect will also report the completed appointments of Board of Directors and Committee Chairs for his or her term as President. Invite people in the community and friends to join in the club’s weekly meetings or donate or participate in service projects in the community. Once the project is completed, financial report of income to and payment of the project must be reported to all involved individuals for the transparency of the project. If the project is a Global Grant, then reports must be made to the Rotary Foundation within the time period set by Rotary International. Report the name of President Elect and incoming Secretary to Rotary International by around November or December. At the end of the term, every committee must do
