What’s on diary Friday 30 March to Sunday 15 April
As part of Horsham’s Easter celebrations, Horsham town centre businesses will host a ‘Bunny Hunt’ during the school holidays. Accompanied pre-teenage children can visit a range of shops and draw ‘Find the Carrot’ cards to discover whether they have won a little treat and then find which bunny is hiding in that shop. Organised by the Rotary Club of Horsham in partnership with Horsham District Council, participation is free for all children.

HORSHAM PIAZZA ITALIA 2018 Our 12th Easter Italian Festival. A celebration of fast cars, Italian food and culture. Two full days of family fun showcase Horsham’s medieval town centre in a celebration of all things Italian. Organised by Horsham District Council and many partners. Some Piazza Italia themed activities will run at the council offices, Parkside, Chart Way.

ST. GEORGE’S DAY An annual celebration of St. George’s Day with some 2,000 young people and adult volunteers from the Horsham District Scouts and representatives from the Guiding Association. The event consists of an early afternoon parade from North Street, Horsham along a well marshalled route via East Street and culminating in a short service at the Carfax bandstand.

STORRINGTON VILLAGE BROADWOOD MORRIS DUCK RACE DAY OF DANCE The Storrington Village Duck Race will be held from 12 noon at the Riverside Walk. There will also be fun fair rides, face painting, craft stalls, live music and a BBQ. For more details go to www.storrington.org.uk/attractions/ events.
Kick-starting the Horsham English Festival will be the incredible 27th annual Broadwood Morris Day of Dance; a riot of colour, music and dance featuring some 25 dance sides mostly from the local area. Listen out for the drummers! At 3pm the day transforms into an ‘anyone can join in’ open-air barn dance at the Carfax bandstand, Horsham.

STEYNING ARTS FESTIVAL
A celebration of English tradition featuring a concert in aid of the Samaritans, organised by Horsham Folk Club and Horsham Samaritans, supported by Horsham District Council. Also featuring medieval mayhem from The Loxwood Joust in the Market Square, a classic British bikes display in East Street, Aston Martins in the Carfax and much more. Horsham Folk Club and friends will be performing on the Carfax bandstand from 11am to 3.30pm.

PULBOROUGH DUCK RACES Pulborough is restarting its famous duck races last seen a decade ago! The races will take place at the old Swan Bridge, opposite the Corn Store, Pulborough, from 1pm to 4pm. In addition to the duck races, a canoe race, an inflatable crocodile race, a sea scout display and float race are also planned. There will be plenty of stands and stalls to add to the excitement. upercars are set to descend on Horsham’s Carfax as the town centre prepares to transform into a small slice of Italy for two days of the Easter weekend on Good Friday and Easter Monday. The event showcases a mixture of old favourites along with some new additions to bring a fresh dimension to this long standing Horsham event.

Highlights will include: • Thrilling displays of Lamborghinis, Ferraris, Maseratis, McLarens and other supercars, Italian bikes and scooters, classic and sporting Alfa Romeos and other Italian marques. • The Premier GT Race Paddock will be back on Easter Monday featuring famous ex-racing championship vehicles. • Delicious food and drink in our Italian and local markets. • The return of the Sporting Bears Motor Club charity offering rides in dream cars for festival visitors in return for charitable donations, in the Market Square, Horsham. • The Kwik Fit Road Safety Zone, Rotary Slot Cars and other activities at Parkside on Good Friday and Easter Monday at the council offices, Parkside, Chart Way, Horsham.
Good Friday’s Carfax display will this year put the focus firmly on Lamborghinis and there will be a welcome return of Italian motorbikes with a display zone in East Street. Our event charities this year will be Chestnut Tree House Children’s Hospice, The Springboard Project and The Children’s Trust. New this year is the opportunity to drive the Pirelli Formula One simulator and a life-size replica of a grand prix racing car, as seen at the Formula One British Grand Prix at Silverstone. Horsham Piazza Italia is a Horsham Time Well Spent event organised by Horsham District Council and partners.

How our Community Link alarm has helped Vernon
It gives both me and my family great peace of mind.
The Council’s Community Link Alarm Service can help to keep you safe and independent in your own home.
How does the service work? The Community Link Alarm Service has a wide range of technology that helps over 1,700 people across Horsham District remain independent in their own homes. Their most popular product is a pendant link alarm, which is installed into homes. If the user needs help, they simply press the pendant, which can be worn around the neck or wrist and connects to our control centre in Chichester. This is monitored 24 hours a day, 7 days a week, by operators who are trained to assess your personal situation and raise appropriate help.

People often think that this service is for the elderly, but it can benefit anyone regardless of their age – our current clients range from 20 to 103 years of age.
Vernon has multiple sclerosis and lives alone in his home in Steyning.
Whilst the alarm systems help many people to continue living independently in their own homes, there is other technology available that can also help people feel safer when they are out and about if they find themselves in a vulnerable situation.
“My Community Link alarm makes an enormous difference to me. I was advised to get it by the Council when my wife died. “I recently had the flu and when I tried to get out of bed I couldn’t walk. I simply pressed the alarm on my wrist and the team
answered me really quickly on my mobile. They arranged for a neighbour to call in who then called the doctor. “I can’t praise the service enough. I never feel alone in my house as there is always someone there. “It gives both me and my family great peace of mind as they live many miles away from me.”

Deserted flat turned into cosy home for local young family
Local landlord Allan Snuggs applied for funding from the Council to fully renovate a twobedroomed flat
Preventing homelessness for families in housing need will always be a priority for us as a council. It seems ironic that across our district there are hundreds of unused unoccupied houses which, if they were brought back into use, could provide essential affordable housing for our residents.
Recognising the significant role that private landlords can play in bringing empty properties back into use, we have developed a service which benefits both Housing Register applicants and private landlords. In recent months a local family in housing need has acquired a new home as a result of a local landlord receiving funds from our Empty Property Grant Funding Scheme.
Local landlord Allan Snuggs applied for funding from the Council to fully renovate a two-bedroomed flat in north Horsham which had been left empty for many months. The Council’s Housing Services team then facilitated the letting of the flat to a local young family who were in housing need.

Horsham Museum & Art Gallery Discover one of the world’s hidden gems
Averting a catastrophe 1 June – 28 July This major artistic event tells the story of Kosovo through the eyes of award-winning artist Gordon Rushmer. Using the delicate medium of watercolour, Gordon travelled to Kosovo as a guest of 3 Commando Brigade Royal Marines to record the military operations and the plight of the people there. Now twenty years on, in this unique exhibition, Horsham Museum and Art Gallery are celebrating what is undoubtedly a major achievement.

Horsham District Year of Culture – looking forward to 2019

Plans are moving at pace now For groups that were not successful for the Horsham District Year in securing funds, the Year of Culture team organised a variety of funding of Culture 2019.

Applications for grants for the Year of Culture surpassed our team’s expectations, with over 120 organisations looking for funding to put on extra special projects during 2019. Those that were successful will have by now been contacted. There were so many incredible projects it was a tough decision for the team and community partners to decide on what was funded.
Additionally, organisations can promote their activities via the Year of Culture’s dedicated website and via Twitter, Facebook and Instagram (look for @HDculture2019). With this in mind, the team is running a free social media workshop on Wednesday 18 April. To book for this event go to www.hdculture2019.co.uk.

Sporting fun in store this spring The Council’s Sports Development team and partner organisations are gearing up to deliver a great programme of sports activities for all ages and levels of fitness this spring.
Anyone for table tennis? New to the programme this year is table tennis, a great sport for school aged children and families. We offer various term time session opportunities to play in Horsham: • Mondays 6.15pm-8pm at Kingslea School • Wednesdays 5pm-7pm at Greenway School • Fridays 6.45pm-8pm at Collyer’s College. Easter Sports Programme No chance to get bored this Easter holiday with all these activities on offer: The ever popular Sport, Art and Play Camps will be running at Collyer’s College on 3 and 4 April and 9 to 11 April. These are a fun mix of activities including alternative games such as gokarts, archery, dance, fencing, football, Go-Ride cycling, handball, goalball, street sports, table tennis and wheelchair sports. For the more adventurous, there are Stanford Adventure Days on 6 April and 13 April where children aged 7-14 can do archery, camp fire building/cooking, mountain biking, shelter building, wide games and more. There is also a trip to Chessington World of Adventures on 12 April with transport provided by a minibus from Broadbridge Heath Leisure Centre. Calling all softball players Sussex Junior Horsham Broncos is a mixed adult Golf Player Softball Club looking for new men and women to play in the 2018 Series 2018 season. They will be running indoor coaching sessions at Collyer’s College in Horsham from 6.30pm – 8pm on 8 and 22 March and 5 April. There will be a number of beginner friendly golf events taking place between April and August for boys and girls aged 5 – 13 to start playing golf in a fun and relaxed environment. A new gym for Horsham Park – bringing fitness into the fresh air As a first for Horsham town, an outdoor gym has been installed in Horsham Park, building on the Council’s commitment to help people live a more active healthy lifestyle. The equipment, which is situated in two different sites in the park, on either side of The Pavilions In The Park leisure centre, will be free to use and fully accessible for users of all fitness levels. Over the coming months the Council’s Wellbeing team will be providing free training sessions on how to use the gym equipment and signage at the equipment locations provide instructions on how to use each item safely.
The outdoor gym is split into two separate fitness sites with different styles of training. The first site near the High Ropes facility caters for users who are new to exercise and includes a cardio range cross trainer, recumbent bike and spinning bike, leg press and lat pulldown/ shoulder press. The second site situated on the other side of The Pavilions In The Park leisure centre caters for more advanced fitness users and features calisthenics tools to improve upper body strength, including sit up benches and monkey bars for a more advanced workout.

anor Fields Open Space in north Horsham is currently undergoing a gradual transformation for the local community to enjoy.

The project began in the autumn of 2017 with the construction of a new play area.
A landscape led approach to the new play area aims to encourage imaginative play in the whole green space.

New tree planting and swathes of long grass and bulb planting will animate the space and provide valuable new habitats for butterflies and bees.

Calisthenics is all the rage within the fitness world at the moment and for good reason – cheap, effective and fun.

he new outdoor gym and Manor Fields Open Space have both been funded by contributions from property developers – this is more commonly known as Section 106 funding. This funding is set aside and used to provide infrastructure and public realm improvements to enhance communities and the local environment.

Other recent examples of projects delivered by Section 106 funds to benefit local communities include the upgrading of the boardwalk along the Storrington Riverside Walk, the refurbishment of the St Mary’s Garden of Remembrance in Horsham. Steyning Festival have also been awarded funding to install electricity and water at Cuthman’s Field to improve the festival experience there.

Have you changed to our new waste collection service yet?
Your recycling will be collected one week and your household waste will be collected the same day the following week. Once the new service is in place you will only need to remember one day of the week as all collections will be on the same day but on alternating weeks. Garden waste will continue to be collected fortnightly (if subscribed to the service). For most households this will be on the same day as your recycling, but it may be at a different time of day as we use different vehicles to collect garden waste.

Whilst there is no statutory duty to collect non-recyclable waste weekly, we are still maintaining a weekly collection service – All households received a personalised household waste one week and recycling the same day the following letter in January with details of these week. What’s changing
2020. If we fail to meet this we will incur financial penalties. The Horsham District currently recycles 44% of its waste, so we are close to meeting the target, but we know we can achieve more: Research into our waste collections has shown that on average 20% of what we currently throw away in our household waste bins can be put into our mixed recycling bin. Over three quarters of local authorities now operate this alternate weekly collection service and research has shown that recycling has increased following these changes.

Changes to the garden waste collection service With spring on its way and gardens now starting to flourish and grow, have you thought about signing up for our annual garden waste collection service? It operates from April each year with a fortnightly collection service from your home. At just £39 per year from April 2018, this represents excellent value for money and is the cheapest garden waste collection service in West Sussex. You can also request additional bins at the reduced cost of £29 per extra bin. If you subscribed to the service last year you will have already received a renewal notice. This will include your unique reference number which will make it easier to renew your subscription.

Once signed up to the service, a membership sticker will be sent to confirm you have paid for the service. These will be sent out before 1 April following receipt of payment. The membership sticker must be displayed on your browntop garden waste bin for it to be emptied. Garden waste bins put out for collection without a valid licence sticker will not be emptied. I have become a label reader.

ohn Nicholl joined the Council’s “It’s All About Me” free 12 week weight management course in September last year to develop his nutrition knowledge and learn how to cook healthier balanced meals for himself and his wife.
He also wanted to get more active and lose weight, which he hoped would improve his overall health and wellbeing. Through the course sessions, and with the help of specialist coaches, John has been able to make a number of key changes to his lifestyle.
Here’s what he had to say about his experience
It is run by nutritionists and exercise referral specialists from the Council. This holistic approach to weight management is not a diet programme, but a sustainable approach to nutrition and exercise.
“I enjoyed the course far more than I ever thought I would and the results were far better than I thought were possible.
“I have managed to exercise more and have been motivated to use an exercise bike which had not been used in over 17 years.
“I joined up to help my wife keep her health, as I am the main cook in the household.
“It truly has been a life-changing course for us, which I would certainly recommend to anyone who could benefit.
“As an airline pilot I spent 45 years eating rubbish and I never cooked much. But this course has taught me to plan ahead for the week to improve nutritional balance and portion control, and to reduce sugar, salt and fat consumption.
“I found the course leaders very approachable, supportive and non-judgmental with great enthusiasm for their subject.”
The weight management course John attended is run weekly in community venues around the district and covers activities such as nutritional based discussions, journaling and goal setting and support with low impact activity in a small group of like-minded individuals.

The changing face of Piries Place Construction work to regenerate and transform Piries Place in Horsham is well and truly underway. The plans, which were approved by the Council in February 2017, include a new three-screen Everyman Cinema, 92-bed Premier Inn hotel, complementary restaurants and retail units. In addition the public realm and square will be refurbished to create a relaxing environment for outside dining and entertainment. The popular sculpture, Mr Pirie and his donkey, has now been temporarily removed but will be repositioned in a similar position within the square when the building work is complete in early 2019.

Your Council Tax – what are you paying for? So every week, for the price of a Council Tax bills for 2018-19 will start landing on doormats high street coffee, you can enjoy: across the district in April. Horsham District Council’s portion of the overall bill is for spending that is focused on the services we need to provide by law, and those that you tell us are important to you. You will continue to have access to a wide range of services, whilst benefiting from the lowest Council Tax in West Sussex. In common with other councils, reductions in funding from central Government has left us with less money to spend. In spite of this, residents of Horsham District are still able to benefit from a wide range of services for as little as £2.80 a week per Band D household – that’s only 10p a week more than last year.

How local businesses are uniting to boost tourism Making Horsham District the destination of choice for tourists was high on the agenda at the first Horsham District Tourism Economy Forum which took place in November last year. The Forum, organised by the Council, invited a host of different tourism related businesses together with the primary aim of creating a new Horsham District Visitor Economy Partnership to boost tourism.
Many of the businesses signed up for the Partnership on the day and this new business led group will now take ownership of the recently developed tourism economy strategy and bring it alive across the district. Partners so far include Wiston Estate Winery, Nyetimber Vineyard, Sumners Ponds Fishery and Campsite, Cisswood House Hotel, South Lodge Hotel and many more.
Commenting on their involvement with the Partnership, Alex NormanWatt, Sales Director of Wiston Estate Winery said: “The Horsham District is incredibly fortunate to have a wealth of cultural activities and places to visit; we at Wiston Estate are therefore very excited about the important future role that the Visitor Economy Partnership will play in raising awareness about what the district has to offer tourists.” If you would like to join the Visitor Economy Partnership, or would like more information about it, please email the Council’s Economic Development Advisor Lynda Spain at lynda.spain@ horsham.gov.uk.

Grant funds available for local tourism In 2018 there will be a continuation of the extremely successful Local Enterprise and Apprenticeship (LEAP) Grant Programme. This year the funds will be aimed at businesses in the tourism sector including food and drink providers, accommodation providers, visitor attractions or independent retailers. A grant pot of some £72,000 worth of funds is up for grabs which has been secured by our Economic Development team. Mark Sheath, owner of Jengers Bakery in Billingshurst was awarded LEAP funds last year. He told us: “We were delighted to be awarded the money and used it to totally refurbish our shop premises and bring it in line with our new branding. The LEAP funds gave us the push to bring our shop into the 21st century.

Horsham Apprenticeship Fair – a must attend On Saturday 10 March, the Council, in association with West Sussex County Council, is holding its first major apprenticeship fair. Coinciding with National Apprenticeship Week, some 40 employers and training providers will attend the event at the Drill Hall, Denne Road, Horsham with the fair running between 11am and 3pm. There will be dozens of opportunities for people of any age, not just younger people, to take up a new role, get some training and start an interesting and exciting career. New powers to combat anti-social behaviour Anti-social behaviour can cause a real nuisance and have a detrimental effect on people’s quality of life, not to mention the negative perceptions it can give to an area or neighbourhood. From the beginning of April this year, there will be a new Public Spaces Protection Order (PSPO) in place across the Horsham District, giving additional criminal enforcement powers to deal with specific incidents of anti-social behaviour in certain areas. The Order lasts for three years, ending in March 2021. What is a Public Spaces Protection Order? Public Spaces Protection Orders are intended to deal with a particular nuisance or problem in a particular area. They impose conditions on the use of that area which apply to everyone and are designed to ensure that the law-abiding majority can enjoy public spaces, safe from anti-social behaviour. Why do we need them in the Horsham District? The new PSPOs aim to address a number of key issues raised by members of the Community Safety Partnership that are having a detrimental effect across our district.

Failure to comply with this Order is a criminal offence. Offences carry a maximum penalty upon conviction of a fine (Level 3) not exceeding £1000. Offences may also be dealt with by a fixed penalty notice.

What do the orders say? There are two PSPOs in the Horsham District. One covers the whole district and the other adds a further prohibition just in Horsham Town Centre. Particular areas covered by the PSPO include: • Dog fouling • Keeping dogs under control • Anti-social use of vehicles – where individuals meet up in public places, play loud music, race and cause harassment • Nuisance behaviour relating to alcohol. In Horsham Town Centre the additional order covers:

How will the Order be enforced? The Police, Neighbourhood Wardens and a number of Horsham District Council officers have the authority to issue Fixed Penalty Notices for PSPOs.
What happens if they are ignored? It is an offence for a person to engage in any activity prohibited by PSPOs.
