Horsham Museum & Art Gallery Heritage trails revisited

Touching memories

For the Millennium, Horsham Museum with Heritage Lottery Funding (HLF), created 32 plaques across the District that gave a brief insight into the heritage of selected places. Now, 19 years later, Horsham District Community Partnership, the District Heritage Forum and the Museum have been awarded new funding by HLF to train volunteers to create 20 new walking trails that will feature the plaques and highlight hidden gems along the way.

Reminiscence Loan Boxes is the name given to the Museum’s internationally recognised loan service aimed at those who enjoy reminiscing or who have dementia. This free service is run by a dedicated group of volunteers and offers a range of themed boxes; a new one this Easter is “Let’s bake and have tea” – carefully themed around the everyday. The loan boxes are designed for groups, care settings or individuals. Open air art gallery A new art installation will arrive this spring in Horsham’s Carfax that will provide a permanent opportunity to see stunning art. The flower design created by Sculptor Tim Ward is inspired by the rhododendron plant whose local popularity can be attributed in part to Leonardslee Gardens and artist John G Millais. Each flower head within the sculpture will allow Horsham Museum & Art Gallery to display reproductions from its impressive art collection, highlighting it's favourite treasures.

As part of Horsham’s Easter celebrations town centre businesses will host a ‘Bunny Hunt’ trail during the school holidays. Accompanied pre-teenage children can visit a range of shops and draw ‘Find the Carrot’ cards to discover whether they have won a small treat and find the hidden bunny. Organised by Rotary Club of Horsham.

Excitement ensues as Julia Donaldson CBE and patron of our Horsham District Year of Culture 2019 will be opening the Storrington Duck Race. Be there from 12.30pm to be in with a chance to win the cash prizes. Other entertainment on the day includes the ever popular BBQ and local band Rocket Rockit.

Piazza Italia 2019 is Horsham’s 13th Easter Italian Festival. A celebration of cars and bikes, Italian food and entertainment. Two full days showcase Horsham’s wonderful town centre with Good Friday being the Italian car and bike day and Easter Monday being Premier GT’s Supercar day, both with things to see and do for all the family, organised by the Council and various partners.

Sunday 9 June

The annual Pulborough Duck Race returns from midday at the Old Swan Bridge, opposite the Corn Store. Also on the day are raft races, canoe displays, treasure trail, stalls – fun and games for all the family. Tickets will be on sale at local businesses and St Mary’s School, Pulborough from May.

HEART TO HEART TRAIL Sunday 26 May

PLUM JAM Plum Jam is a free to attend Volkswagen show in the heart of Horsham Town Centre. You will love Plum Jam's classic Volkswagen show with cool vehicles to view throughout the day.

NEW

A unique (He)ART trail across the areas where St Catherine’s Hospice provides end of life care, which includes a large part of Horsham District. Organised by St Catherine’s Hospice, supported by the Council. Follow the trail to see each of the amazing artist designed heart figures across our District.


Following the success of the Piazza Italia District Tours in 2016 and 2017, something extra special is planned for the Year of Culture celebrations in 2019. The District Showcase Tour will take place on Sunday 24 March 2019 and will see over 40 vehicles from our popular motor-based events in Horsham tour the market towns and villages in convoy, stopping off for celebratory events as they go.

The motoring cream of the crop from each of the following events will take part: Piazza Italia, Horsham's Great British Weekend, AmeriCARna, Plum Jam and French Fest. This stunning variety of vehicles will set off from Christ’s Hospital School, and tour the District stopping on the way at Billingshurst; Pulborough; Storrington; Steyning and Henfield. Stop off display locations will be right in the heart of each high street offering maximum viewing opportunities and making it easy for businesses to get involved in the action. Each of the towns will welcome the tour in their own unique way by hosting fun activities for all the family, Storrington will be hosting its ever popular Italian market and there will be a French market in Steyning.

The tour will finish at Leonardslee Lakes and Gardens, who are planning their own day-long auction-based event, where there will be an afternoon tea for the drivers. Horsham District Council is working collaboratively with our colleagues across the towns including the parish councils, Community Partnerships, local businesses and Storrington and District Classic and Sports Car Enthusiasts to make the tour the biggest, boldest, brightest spectacle ever. Everyone is invited to come along and join the fun. New outdoor fun in store this spring The Council in conjunction with local developers has geared up to provide two great new facilities for older children and teens.

Skateboarders flying high… It’s not just riders on two wheels who can benefit from our new developments. From summer 2019, those on four wheels also have a new venue.

“We’ve taken a lot of inspiration from skate parks in the US, Europe and especially some of the DIY skate parks in Scandinavia” explained Lucy.

Broadbridge Heath Skate Park, just south of our newly opened Bridge Leisure Centre, is set to be one of the top outdoor skate parks in the area.

“There are some really good features for riders of all levels, such as rails and ledges, but there are also some crazy transitions and elements of a snake run – which is something that isn’t often included in modern skate park design.

Top British female skateboarder and Southwater resident, Lucy Adams (pictured above) has worked alongside a local group of riders who have all helped to design the new park. Lucy, who has been skating since the age of 14 is thrilled to see the new park come to fruition.

New pump track opens As a first for our District, local bike riders can now head to Horsham to test their skills on a brand new pump track. Constructed as part of the new Highwood Village development, between the A24 and Hills Farm Lane, the track has been designed and built by Clarke & Kent Contractors, renowned track builders who have developed tracks throughout the world,

“We wanted to design something different that would really help the skateboard scene in Horsham District grow.

including the London 2012 Olympics BMX Supercross track. Featuring hills and jumps galore, the 200m long track is perfect for both beginners new to the sport and experienced riders looking to improve their biking skills. The pump track offers riders of all ages a chance to get together and share their love of the sport.

“Of course we wanted the park to be accessible to everyone, so we’ve also included lots of low level ramps for novice riders to learn on. “All in all I think it's a totally unique design and I can’t wait to see skateboarders from all over Sussex enjoying it.” With skateboarding becoming an Olympic sport at Japan 2020, who knows what future local champions there could be in the making.

This development forms part of our vision to improve indoor and outdoor sports facilities for people of all ages. To celebrate its official opening on Sunday 10 February, Berkeley Homes organised a professional stunt display team, who put on an amazing show featuring some of the best stunts, flicks and tricks in front of a capacity crowd.

Helping those who are sleeping rough

I have no doubt that the outreach workers are saving lives in the Horsham community.

It is always troubling to see anyone sleeping rough on our streets. What many of us don’t realise is that the needs and circumstances surrounding those who sleep rough, either by choice or not, can be extremely varied and complex. Thankfully our dedicated Homelessness team have the experience to help with this highly specialised area and have put in place a number of services who are best equipped to directly help these vulnerable individuals. Our team has developed a number of solutions to engage with rough sleepers in our District: • Our outreach workers work across the District to search out, support and advise rough sleepers where they can access additional help which is suitable for them. • Working with parish councils we have expanded the Neighbourhood Warden teams across the District’s towns and villages. They regularly patrol areas of concern, identifying individuals who may be at risk and link in with our homelessness team. • We offer a drop-in advice service at the Council's offices at Parkside, Chart Way, Horsham from 9am to 5pm every weekday.

Support through the journey Here’s what one former local rough sleeper has to say about his experience of sleeping rough and his journey back into a more stable life. “Being on the streets for a period of time I had become used to only trusting myself. Suffering from anxiety due to mental health issues and the fear of physical abuse by people in the community, just because I was homeless, was a real problem.

“I have also equally experienced the same level of stress and anxiety on my journey learning to live in ‘normal’ society again. “But due to the patience and tailored support I have received from Turning Tides and Horsham District Council, I am making it.

Your Council Tax – what are you paying for? Horsham District Council’s portion of the overall bill is for spending that is focused on the services we need to provide by law, and those that you tell us are important to you.

Council Tax bills for 2019/20 will be landing on your doormats throughout March. We do understand that Council Tax is a large portion of your monthly outgoings, so we want to share openly how we are spending your contributions.

You will continue to have access to a wide range of services, whilst benefiting from the lowest Council Tax in West Sussex. In common with other councils, reductions in funding from central Government has left us with less money to spend. In spite of this, residents of Horsham District are still able to benefit from a wide range of services for as little as £2.88 a week per Band D household – that’s only 8p a week more than last year.

So every week, for the money you are paying, you can enjoy: • Clean and tidy streets and open spaces • Award-winning parks and open spaces and football pitches • Art and culture at The Capitol and district-wide events • An efficient waste and recycling service with the highest recycling rate in West Sussex. • A treasure trove of artefacts and exhibitions at Horsham Museum & Art Gallery • Sports and leisure facilities including our new £12.3million leisure centre The Bridge in Broadbridge Heath • Safe food in licenced outlets • Free and fair elections

The Bridge, a brand new £12.3million sports and leisure centre in Broadbridge Heath opened to the public in October 2018. We own four sports and leisure centres in total across Horsham District ensuring that no-one is more than around a 15 minute drive from a swimming pool.

In 2017/18 the Council prevented 200 households from becoming homeless.

We look after some 60 children’s play areas and over 400 hectares of open spaces and countryside parks.

We have used Section 106 developer contributions to build 17 short stay temporary units for homeless households, with more planned.

120 local businesses have been supported by our Economic Development team with advice on issues such as premises, funding and apprenticeships.

Investment We invested to replace our whole waste collection fleet supporting our new waste collection service which has contributed significantly to us having one of the highest recycling rates in the South East.

Your four-page pull out for events and activities until July 2019 The District’s Year of Culture was launched in a blaze of light, music and laughter in Horsham Park at the beginning of January with hundreds of visitors gathering to enjoy an eclectic mix of musicians, dancers and street performers, all topped off by a spectacular light show across the park. We are now well into the unique programme of events that have gone live for our special year of celebration. These pages give you a taster of the highlights coming up in the next six months and an events listing for you to pull out and keep. Shakespeare under the stars Horsham District Year of Culture 2019 is delighted to bring you this brand new production of A Midsummer Night’s Dream in the unique setting of the Knepp Estate. The performances take place from Friday 21 June to Saturday 29 June. A little about the production … On a Midsummer’s night, four young lovers find themselves wrapped in the dream-like arms of an enchanted forest where sprites lurk and fairies rule. While a feuding Fairy King and Queen are at war, their paths are crossed by Bottom, Quince and their friends presenting a play within a play. Speaking of the opportunity to bring such a bold and ambitious production to our District, Director Martin Hutson said: “Shakespeare originally wrote A Midsummer Night’s Dream to be performed at a country house (which is exactly what we’re doing), as a wedding celebration (which will be the theme of our production) and he set it on Midsummer’s Eve (which is our opening night). I don’t think our audiences will ever experience the play in more perfect and beautiful circumstances. I’m thrilled to give people the opportunity to sit on the Knepp Estate, under the stars, during the Summer Solstice and watch one of the funniest Shakespearean Comedies. “Our production will be bold and ambitious and unlike any Midsummer Night’s Dream they’ve ever seen before. If you don’t think Shakespeare’s for you, you should book your tickets now.”

Award winning dance company Motionhouse are bringing their latest electrifying dance–circus production Charge to The Capitol on Tuesday 16 and Wednesday 17 April. In Charge, art and science collide with film and music taking audiences on a journey deep into the human body tracing the extraordinary story of electricity in our lives. From the electrical charge that sparks human life, to the beating of our hearts and the memories we make, six exceptional dancers bring Charge to life with athletic dance, aweinspiring acrobatics and daring feats on the 5m-high set. Young people from across the Horsham District will work alongside the company to explore movement, balance, trust and circus to create short pieces to be performed as a curtain raiser to Charge. Globally recognised Motionhouse and Charge in Horsham is definitely one for the diary.

A mosaic in the making Creating a lasting memorial to a local woman’s key role in the Women’s Suffrage Movement has united the whole Henfield community to create unique commemorative mosaics with a helping hand from the Horsham District Year of Culture. Local Henfield resident Elizabeth Robins was a leading light in the Woman’s Suffrage Movement in the early 1900s and her achievements have been captured on the mosaics.

Chair of Henfield Community Partnership, Carol Eastwood said: “This was a wonderful opportunity to raise the awareness of Henfield’s rich cultural heritage and get everyone involved to create a permanent legacy in the village in time for the 2019 Year of Culture. Our thanks go to the Council for their support in making this project happen.”

Doing more for local job hunters Horsham Apprenticeship Our Work Fair returns for second year Information and Support Hubs expand

Proving that apprenticeships are now a real alternative to going to university, our first Apprenticeship Fair was a resounding success. Now back for a second year, the Council, in partnership with West Sussex County Council, will host the Fair again at the Drill Hall in Horsham on Saturday 9 March 2019, from 10am to 2pm.

Confirmed as attendees with exciting opportunities are: Kier Group, Gatwick Airport, Metricell, NatWest, Nestle and the British Army. It is expected that some 40 employers and training organisations in total will be present on the day with up to 500 apprenticeship and training opportunities on offer.

Our Work Information and Support Hub (WISH) has now expanded into three of our District’s towns – Billingshurst, Henfield and Southwater – making it easier than ever to drop in for help back into employment. WISH is a friendly drop in club held in a social, group-based setting, giving a helping hand to get you back into work. Our popular Journey to Work programme returns Journey to Work is one of the Council’s most successful employment support programmes, supporting over 500 local people back into work over a six year period. After a short break, the Programme is back, putting local job hunters on the road to work success. Working in partnership with Jobcentre Plus, the new Journey to Work programme gives unemployed people a dedicated support service with one-to-one support. Help offered includes a CV writing service, interview practice, health and wellbeing advice and ongoing mentoring and practical support to look for jobs and work experience.

Every participant’s journey is different and Journey to Work tailors activity to personal needs and has a sympathetic approach in supporting people back into the workplace. You may be claiming benefits, although this is not a requirement of the programme. Do you know someone who would benefit from our Community Link Service? Community Link is an award-winning service that helps local residents across the Horsham District feel safe and independent by providing them with a variety of technology enabled care products now known as TEC.

I absolutely loved it, it felt like I was away on holiday.

You may already know of the service’s Lifeline unit and pendant (red button), but did you know the Community Link team can provide some 110 different technology-based products to meet a broad range of customer needs? Our advisers currently help some 1,708 customers across the whole of the Horsham District, but they are always looking to support more residents. Community Link Services Manager Emma said: “Last year alone our technology was able to summon help for 507 fall incidents, seven stroke and three heart attack cases and many more emergency situations.

Some of the popular products they offer are: • Footprint – a location tracking device which can be carried by people including those living with dementia, mobility impairments or lone workers to be able to summon help to a location.

• Epilepsy Sensor – there are several technologies that can be provided, depending on what is most appropriate. The sensor alerts a nominated person that the user is having a seizure.

• Falls detection sensor – there are a variety of different technologies that can be used for this, however all have the same goal, to automatically summon help should a fall occur, without the user pressing the button. The adviser will assess the correct use for the person.

• Virtual Reality – our latest product, offers a new experience which benefits those by transporting them to a tranquil scene where they can relax. This is particularly beneficial for those with dementia, stress, or long term pain.

Cracking anti-social behaviour in our community Anti-social behaviour can cause a real nuisance and tackling it is a top priority for the Council. We have two Community Safety Officers who specialise in antisocial behaviour issues throughout the District.

It is great to be part of a team that are helping not only victims of anti-social behaviour but also working with perpetrators.

Shelley Gosden (pictured right) has worked in this role for over 20 years and has recently been joined by Tracy Martin, who was previously a Community Leader at Forest Boys School in Horsham. Commenting on her role Shelley said: “It is a job where no two days are ever the same. It is great to be part of a team that are helping not only victims of anti-social behaviour but also working with perpetrators. Seeing people access the support they need and make positive changes is extremely rewarding.” Tracy (pictured below) added: “I am really excited to be the new member of the Anti-social Behaviour team. Community issues are always changing and it is great to be able to use my experience in pastoral care to now help the wider community in the

Horsham District. I am also looking forward to helping to develop the support that the team offers to local residents and seeing how it is possible to support victims of anti-social behaviour.” Based in Horsham Police Station, Shelley and Tracy work closely with local Police Officers and Police Community Support Officers to offer positive intervention and support to both victims and perpetrators of anti-social behaviour within local communities. Although crime figures indicate that levels of anti-social behaviour across the District are relatively low, tackling anti-social behaviour is often cited by residents as being a top local need. The success of the Anti-social Behaviour team depends on developing strong partnerships with other local agencies such as Registered Social Landlords, Youth Workers and local schools

to understand the reasons behind the anti-social behaviour and agree appropriate steps to address it. The team work with anyone over the age of ten years old. The introduction of the Anti-Social Behaviour Crime and Policing Act 2014 has increased the number of tools available for addressing antisocial behaviour and the team use these to tackle a range of different cases, dealing not only with individuals but also co-ordinating problem solving meetings where issues have been affecting a whole community. As well as dealing with specific cases Shelley and Tracy also get involved in projects tackling broader community safety work such as exploitation and domestic violence. Keeping you independent For some of us the idea of not being able to get out and about to the shops isn’t something to worry about. However, for others this could become a real issue as they get older. To help people stay physically independent the Council’s Health and Wellbeing team is developing a new range of courses and workshops under the banner “Strong and Steady” to help improve people’s general strength and balance and to keep them more mobile.

Previous participants have been highly enthusiastic about past courses. Here’s what some of them have said:

Free Strong and Steady beginner courses Throughout the year, we are introducing new free to attend eight week beginner courses. These courses can help participants improve their balance, reduce their risk of falling and encourage them to keep physically active. They are ideally suited for those who have not exercised in a while and may be concerned about their balance. The beginner courses will run at our new leisure centre The Bridge, in Broadbridge Heath and there are 100 free places available throughout 2019.

New workshops on tour New Staying Steady workshops will tour Horsham District to deliver practical advice on how to improve your balance, reduce the risk of a fall and provide an opportunity to learn two simple routines to improve your mobility. The two and a half hour workshops are free to attend.

As a result of this feedback, the team is introducing graduate classes for those who have successfully completed the initial Strong and Steady course and assessments.

New graduate classes Over the years we have had terrific feedback from our clients completing our strength and balance courses, with over 99% showing a measurable improvement in their mobility and expressing the desire to continue with classes if they were more widely available.

These eagerly awaited follow on classes are reasonably priced and available on a ‘pay as you go’ basis. They will run at The Bridge Leisure Centre on the same day as the beginner courses, so participants won’t have to change their routine. Classes will have a similar content to the beginner courses and the exercises and structure will feel familiar, enabling participants to get the most out of continued regular activity.

Horsham District Health Rides Following the success of last year’s rides, for 2019 we are offering an extended programme of Health Rides from February to November. Horsham Health Rides are a great way to improve your cycling ability, socialise with others and develop new skills. You don’t need to be an experienced cyclist, just in possession of a working bicycle with the ability to ride. The rides are free of charge and are supported by leaders who are trained and experienced to adapt to individual rider needs with aspects such as pacing, helping groups gel together appropriately and keeping people safe. Calling all softball players Horsham Broncos is a mixed adult Softball Club looking for new team members to play in the 2019 season. Everyone aged 14+ is welcome regardless of experience. Horsham Rounders Club will be re-opening for the spring season at Collyer’s College on Wednesday 24 April, the sessions will run from 6.30pm to 7.30pm. The ladies-based (14 years+) club will run weekly throughout the summer school term period until late July. New coach Kim Roberts is looking to grow participation in the club that has been running for seven years with support from the Council’s Sports Development team. Electric vehicle survey District elections – the results are in coming up On Thursday 2 May 2019 voters will be going to the polls to elect District Councillors to represent each ward within the Horsham District. Parish council elections will also take place on the same day. These are the first elections to take place using new ward boundaries following a review last year. This means that some households are now in a different ward from previous years. We are also using new polling stations this year, and voters are encouraged to check their poll card carefully to make sure they know which polling station they can vote in.
