The countdown is on for

An entire year of events and community projects is set to take place next year celebrating culture across the District. It launches at Leonardslee Lakes and Gardens on Tuesday 1 January 2019 and finishes on Tuesday 31 December 2019 (more details available soon). The aim of the Year of Culture, sponsored by Gatwick Airport and Leonardslee Lakes and Gardens, is to celebrate culture within our beautiful district. Culture is a slippery term and can mean many things to different people. The Year of Culture will celebrate what culture means to you, with events organised to attract and appeal to as many people as possible.

The Year of Culture programme is now online on the website www.HDculture2019.co.uk and will be added to daily including major programme announcements. For anyone putting on an event next year as part of the Year of Culture

don’t forget to add your details to the online programme as soon as possible so the team can add your details to the printed versions going out in November 2018 and May 2019. Whilst you’re on the website, make sure to download the Year of Culture Fringe logo too, so you can add it to your promotional information.

With that in mind, following applications for Year of Culture grants, 35 projects across the District have successfully received funding, resulting in events taking place from Amberley to Ashington, Southwater to Shipley, Broadbridge Heath to Billingshurst and many other places too. Events will include a lantern procession in Billingshurst, a wheelbarrow race in Steyning, a music event in Ashington, a comedy

competition across the District, a family festival in Horsham and much, much more.

Valuing our sporting volunteers Our Sports Development team is committed to improving the quality and quantity of sport and physical activity for people of all ages and abilities across our district. The team provides a broad range of facilities and activities which are developed and managed by a small group of officers who admit they would be lost without their army of volunteers to help them.

“I volunteer with the Sports Development coaches to support my sports leadership course. “I have done a number of things including helping out at the Sports, Art and Play Camps during the holidays, sports coaching in local primary schools, refereeing at primary school football competitions and working with children with additional needs. “Volunteering has really increased my confidence. My own sports skills have improved and I am also more aware of the issues disabled people face each day.

A young leader in the making Amy Rawlinson, 14, who currently attends Millais School in Horsham volunteers as a Young Sports Leader for the Council. Amy shares her experience with us:

A natural all-round volunteer Walter is reliable, flexible, turns out in all weathers and his enthusiasm always stands out. Ian Ford Sports Development Manager Horsham District Council

Our team also engages adult volunteers in various programmes that it runs.

@HorshamDC

Walter Edgar is a keen runner, has a playing background in football and rugby and has the experience of managing a Scottish ski resort. He has proved to be a real all-rounder in helping our Sports Development coaches in sessions such as the Ready and Able Disability Sports Club, primary school competitions, holiday camps and alternative sports days.

“I would encourage other young people to give it a go. Volunteering has given me a purpose and has helped me grow as an individual.” The Council’s Sports Development team works closely with Millais, Forest and Collyer’s schools and colleges to foster young sports leaders to support school and community sport.

Are you looking to make a difference? We would love to hear from you! Volunteers and young leaders interested in getting involved and helping to improve the sporting experiences of local people should email stephen.denman@ horsham.gov.uk.

How our Community Link services help Hannah and Dave Hannah and Dave live in their home in Barns Green near Horsham. Hannah lives with chronic obstructive pulmonary disease and recently had a heart attack. Her husband, Dave has just recovered from severe pneumonia and throat cancer. But they don't let their health troubles affect their lifestyle. The couple share a pendant link and also benefit from a key safe device to enable carers and emergency assistance to get into their house if they are not able to get to their door. They also have a special smoke detector upstairs which will trigger their Community Link Alarm in the case of fire.

Here’s what they have to say

Horsham District Council’s Community Link Alarm Service can help to keep you safe and independent in your own home. How does the service work? The Community Link Alarm Service has a wide range of products that help over 1,700 people across Horsham District remain independent in their own homes.

Community Link works with a range of products and services which are all connected to our control centre in Chichester. The control centre is manned 24 hours a day, 7 days a week, by operators who are trained to assess your personal situation and raise appropriate help. Who is this service for? People often think that this service is for the elderly, but it can benefit anyone regardless of their age – our current clients range from 7 to 103 years of age.

You just feel safer and more secure in your own home.

Hannah said of the service: “You just feel safer and more secure in your own home. You only have to press the button and a friendly voice is with you straight away.” Dave added: “When I collapsed with pneumonia recently, Hannah pressed the alarm and an ambulance arrived with paramedics within 15 minutes. The Community Link team organised everything. “The team called us in the bad weather just to check if we were okay. We wouldn’t be without this service.” For a no obligation demonstration or to find out more, please call 01403 215230 or email us at community.link@horsham.gov.uk. Neighbourhood Wardens helping you to feel safer For some 15 years the Horsham District Council has developed and managed a successful Neighbourhood Warden Service throughout the District. We are now pleased to be expanding our team of wardens to Billingshurst and Horsham Town Centre for the first time, where we are set to have two full time wardens in each location.

In the areas where there are already Neighbourhood Wardens in place, there have been really positive community benefits.

Here’s what the Chair of Pulborough We already have wardens in Parish Council had to say about the Pulborough, Ashington and a wardens in Pulborough: combined service across Steyning, Bramber and Upper Beeding parishes. “The presence of two uniformed Neighbourhood Wardens in our village The role of a Neighbourhood Warden has given a real sense of security to is broad but, at its heart it is about both younger and older residents. local guardianship to improve the quality of life for town and village “Our wardens have been extremely residents. I think you are doing a fantastic job within the community.

Key responsibilities of a Neighbourhood Warden can include: • Issuing fixed penalty fines for a number of issues including anti-social behaviour, littering, nuisance parking, graffiti and breaches of Public Spaces Protection Orders and Community Protection Notices. • Providing a uniformed patrolling presence and working closely with Sussex Police, sharing intelligence and referring criminal and anti-social behaviour for enforcement action. • Engaging with the elderly and vulnerable and working with local agencies to help reduce social isolation. • Working with young people and linking them in with youth activities. • Attending community events and meetings.

Historic gardens restored to be enjoyed in the modern day

Watercolour painted around 1880 by an unknown artist. It's available to view on request at Horsham Museum & Art Gallery.

The Garden of Remembrance and Mill Bay areas between St Mary’s Parish Church and the river Arun in Horsham have a long history as recreational open spaces, dating back nearly 100 years.

Horsham’s first female councillor Nellie Vesta Laughton created the Garden of Remembrance in memory of her husband to commemorate World War One, enabling it to become Horsham’s first ever park. On her death she donated it to the Council. Throughout 2017 and spring 2018 Horsham District Council has carried out a programme of restoration of the area. The aim was to create a quality experience for visitors that meets the expectations for a heritage site such as this one, so close to the centre of Horsham. This project is being managed by our Parks and Countryside team, working in close collaboration with the Horsham Society and Denne Neighbourhood Council. The main features of the restoration project include: • New signage at the main site entrances and alongside the Mill Bay Riverside Walk area • Replacement of stone paths with wider paths constructed from slip-resistant material • Replacement of two wooden bridges across the stream: one in the Garden of Remembrance and one across the river in the Mill Bay Riverside Walk area and all the benches have been renewed • New shrubs and thousands of bulbs have been planted around the whole area.

Our Parks and Countryside Officer John Marder receiving a cheque from Sainsbury’s Community Development team.

Funding to improve our local community The refurbishment has been funded largely by contributions from property developers – this is more commonly known as Section 106 funding. This funding is set aside and used to provide infrastructure and public realm improvements to enhance communities and the local environment.

The project also received a boost recently from the Horsham branch of Sainsbury’s when their Community Development team helped purchase and plant some 7,000 daffodil bulbs along the Riverside Walk area.

New fort in Cissbury Close A small play area for the under 12s in a residential area in North Horsham has undergone a transformation with new play equipment.

@HorshamDC

The play area is fort-themed to reflect the place name Cissbury which means ancient hill fort. The fort is a fun multi-play unit with a slide and climbing features and even has its own “Cissbury Ring depicted on the ground to help encourage imaginative play. An inclusive roundabout and nest swing provide more play opportunities for all to enjoy.

Residents’ survey feedback Understanding your views

So what did you tell us? Community

Last autumn we surveyed 5,000 people at random who live in the Horsham District to find out what residents think of Horsham District Council and the services we provide. Are residents happy with the way we run things, do we provide value for money and do residents think we keep them well informed? The survey was carried out for us by an independent research company, BMG Research. A questionnaire was completed by a representative sample of local people, and so reflects the views of the majority of people across the District.

• People’s perception of the local area is above average compared to other authorities and the majority of people feel safe. • Most residents feel that they belong to their local area, and people pull together to improve their neighbourhood. • Two in five people are interested in volunteering and helping out locally.

A new approach to helping homeless households Preventing homelessness for people in housing need will always be a priority for us as a council. During 2017/18 we handled over 2,500 homelessness enquiries which led to over 183 homeless investigations being undertaken. In April this year, a new act, The Homeless Reduction Act 2018, came into force in the wake of a stark warning that nationally, homelessness is expected to more than double by 2040.

Do you commute from Billingshurst station? Myrtle Lane Car Park in Billingshurst is perfect for commuter parking and we have great value long stay season tickets on offer. At just £600 a year, Myrtle Lane is the lowest priced season ticket parking in the area. There is also an option to pay and display for a flat rate of just £3.50 all day. Parking is available 24 hours a day, 7 days a week. And all less than a five minute walk from the station. The latest recruits from Thakeham Primary School, ‘The Wombles’, suited up with gloves, bags and litter pickers as they scoured their school grounds looking for rubbish.

Residents step up to adopt their streets No one likes the unsightly scene of litter. That’s why Horsham District Council launched an initiative called Adopt-a-Street back in 2015 to encourage volunteers to help clear the District of litter. The Adopt-a-Street campaign has gone from strength to strength over the last three years and now boasts more than 3,300 volunteers – all giving their time to take extra care of their streets or an area that they particularly value. The scheme was given a boost recently when a group of children from Thakeham Primary School became volunteers calling themselves ‘The Wombles’.

@HorshamDC

When asked why they liked to pick up litter the children said: “I like to help the environment” and “I think litter is harmful to animals so it is good to pick it up”. If you are interested in joining the scheme or you would like to get a group of volunteers together please visit www.horsham.gov.uk/bins/ adopt-a-street and complete our application form or email us at simon.furlonger@horsham.gov.uk or call us for a friendly chat about how you might like to help on 01403 739387.

Need help job hunting?

Online job hunting

Local job hunters will be pleased to know that help is at hand to get the jobs they really want with the return of Horsham District Council’s successful job club, the Work Information and Support Hub (WISH).

Interview skills

Back in 2016, we developed a pilot project creating an employment support hub called WISH in Billingshurst. The project aimed to support people looking for work and needing help finding it.

CV writing

Managed by the Billingshurst Community Partnership and funded by the Department for Work and Pensions, the Council and the Think Family network, the pilot was a success with more than 40 local people getting support and many of them finding work as a result. This year WISH is coming back in three areas of the District, with the aim once again of helping local residents get training, write CVs, hone their interview skills and learn to job hunt online. The Council has contracted a local training organisation called SETAS to run the WISH hub programme. The first WISH Hub opened at the Children and Families Centre in Billingshurst in June. The venues for the other two hubs are yet to be confirmed but will follow in July and August. A big part of the programme will be one to one mentoring as part of what will be known as ‘ProjectMe’. The three clubs will operate for a year and it is hoped they will continue with further funding after this time with other areas also benefitting from WISH club support.
