IT’S TIME FOR HUA HIN CITY TO URGENTLY BUILD GARBAGE PROCESSING PLANT

T

he garbage disposal saga continues to roll on, even as a temporary conclusion is reached by transporting to Nakhon Pathom province.

Three years ago Hua Hin Today reported the news that disposal would transfer to Thanarat Camp from the dump at Thap Tai after long administrative disputes between The Internal Security Operations Command and local government, and Hua Hin municipality and the local Thap Tai administration, which resulted in a lawsuit to improve the area. Hua Hin municipality used to dump the garbage at the Thap Tai location for 22 years before things turned sour, and then the municipality received a budget of THB 33 million from the Pollution Control Department to improve and solve the problem and to transfer waste disposal to the Fort Thanarat Army base near Pranburi. Even then peoplewere talking about involving the private sector to come to a better solution, fertilisers and power production were muted back then, now the plan is strongly in favour of converting waste to energy. The volume of garbage in the Hua Hin area has increased enormously and that makesthe requirement for a processing plant all the more urgent. Many developed countries as well as Phuket in Thailand, already have garbage processing plants.Last month, at a meeting presided over by Chamaiporn Ampaichit, Deputy Governor of Prachuap Khiri Khan in Prachuap Khiri Khan City Hall, plans were discussed to solve the current garbage disposal crisis byconverting solid waste into energy. Executives and representatives from 37 local government agencies across Prachuap province attended the meeting as a matter of great urgency, Hua Hin Mayor Mr Nopporn Wuttikul was amongst them. The main item on the agenda of the meeting was to support the implementation of the waste-to-energy conversion project, Khao Noi sub-district municipality has agreed to be the host of the new scheme, signing a memorandum of understanding to handle all waste within the region. Local administrative

organisations within the region will cooperate and support Khao Noi in its plans, and the proposal to use other disposal methods until the proposed waste-to-energy solution is ready for operation. The local government organisations within the group will co-operate by collecting, sorting, and transporting all the solid waste in their area to themain host, as well as surveying the amount of solid waste within the community and helping to disseminate knowledge and understanding. The regions agree to safely transport the waste to the site with a care for the communities in the collection area, the transportation areas, and the disposal area. They also propose waste separation in order to reduce the risks of hazardous waste, infectious waste and industrial waste that may contaminate the waste disposal process. The Khao Noi site will determine the waste management service fee according to the project analysis results, and may reassess service rates as appropriate. The implementation of this Memorandum of Understanding has a period of not less than 25 years and the cooperation agreement will be reviewed as appropriate with the changing circumstances. The signing of the memorandum of agreement by all 37 local government organisations at this time, is considered to be a huge step forward in the quest to find a long-term solution to the waste problem that is so important to the quality of people’s lives across the province. The sorting process will enable better recycling and result in less waste to be disposed of during the period leading up to the waste-to energy solution being operational.It is hoped that the executives of the Khao Noi sub-district of Pranburi, can persuade the Royal Thai Army to consider a waiver to use their waste treatment pond within the Thanarat Camp Infantry Centre as a temporary disposal site, until the waste-to-energy conversion project has been completed. The military stopped access to their landfill site on July 1st causing a huge problem to the local municipalities, temporary solutions in residential areas have resulted in angry responses from homeowners, both Thai and expat. It’s time for our Hua Hin City to make an urgent move to build garbage processing plants. We have many waste disposal problems and the use of landfills causes many problems as we already know. Now the problem of garbage is a big problem in every province. The Prime Minister sees this as a big issue and the person who is directly responsible is the Governor of the province.

eing a journalist doesn’t mean that you can write anything for the sake of selling news, (although many fall short on this guarantee). We must be truthful in what we report, but also we have to take care not to cause harm that will damage our city, after all it is our home and nobody wants to destroy their home. We must recognise that it is not just those of us that live in this city that will read the news, some stories can have a far reach including overseas. Our news presentations have to consider the benefits and impacts that will occur to our city, and writing negative news, whether it’s about overflowing garbage or rising crime can be detrimental, luckily in fact our city has hardly any crime news of significance to report. But Hua Hin is a tourist city and most of the income comes from tourism from overseas visitors from around the world as well as those that live in Thailand. Last month a number of our readers responded to our presentation about garbage disposal, they disagreed with what we reported. Yes, Hua Hin is currently facing a big problem of no disposal site and also of garbage management, but I expect the administration to resolve the issue soon. We see as you see that no matter where you go your will find small areas of rubbish illegally dumped, and that really is blight on our lovely city. We understand that the municipality is facing a problem but the responsibility of this illegal dumping lies with the irresponsible individuals that do it, everything cannot be blamed on government. Personally I would like to see more involvement of the specialist private companies that collect garbage as they seem to do a better job. This is certainly the case in the village where I live where the collection day is set and every resident presents their bins in front of their houses in readiness, it is very simple and very effective. Letter to Editor As requested in your article in Hua Hin Today about the garbage dump on Soi 102 I would like to respond to this topic. Both I and my wife live on Hua Hin Laguna and Laguna is located just next to the garbage dump which is about 50-100 meters from the wall surrounding Laguna. The stench is enormous and may also be toxic, not to mention all the polluted water that leaks into the ground, after all to reduce the stench the garbage heap is repeatedly sprayed with water and other products. It is really incomprehensible that the municipality can take the decision to open a garbage dump in the middle of a residential area, that is only asking for trouble. Apparently they didn’t think out of desperation. It is said that it is a temporary solution and that the garbage will be moved??? as soon as a better solution is found, but who believes that, I am very much afraid that they will continue to dump until the location is full and it will remain there forever? I sincerely hope that the municipality will soon come to their senses and will stop the dumping of garbage with immediate effect and remove what is already there as soon as possible to prevent further problems with respect to stench and health. SOLVING THE PROBLEMS OF EROSION ON THE THAI COAST

T

hailand has more than ,000 km of coastline covering 2 provinces and over 00 km of that coastline are currently suffering from sea erosion. There are 3 government agencies responsible for coastal supervision, namely the arine epartment, the epartment of ublic Works, the Town ountry lanning epartment, and the epartment of arine and oastal esources, these agencies have been actively working on the prevention and resolution of seawater erosion problems. Some of the erosion is caused by inappropriate activity in coastal areas such as building construction, changing mangrove forests to shrimp farms, industrial

development, and activities that can cause soil subsidence like water pumping and soil scooping. Other natural causes such as waves, strong tides and storms also cause erosion. The government agencies are proposing several approaches to solving the problem 1 se nature to help by planting mangrove forests, building beach forests, building coral reefs and planting sea grasses. Plant coastal crops, add sand at the beach, make sand sausages, and plant bamboo ridges. These methods are suitable for coastal areas with less dense communities and mild sea erosion problems. 2 By using engineering structures, such as building walls and breakwaters, and making sand trappings and beachheads. owever these methods can affect neighbouring areas and cause ongoing erosion problems there. These methods are used to break the waves, trap sediment and hold onto a shoreline that has been severely eroded. se legal measures to help enforce proper use of the area by mobilising knowledge from experts in various fi e l d s s u c h a s geology and coastal engineering. Promote the capacity of operators to increase work efficiency, and encouraging the participation of the government, private, and local sectors to protect the coastline.

RECYCLING WASTE EXCHANGE PROJECT

T

he Department of Public Health and Environment in Hua Hin municipality invites people in the area to join the ‘Recycling Waste Exchange Program’, which has been in operation since 2007. Due to the problem of having no recycling or garbage disposal location in Hua Hin, the municipality has dusted off the waste exchange project with the hope and expectation that it will reduce waste from origin source, and it invites people in the area to join the project. The general public and merchants can apply for membership in the project, whereby about 2-3 days after the garbage has been exchanged, an officer of the municipality will make payment to the member through a bank transfer. Types of recycled waste that Hua Hin municipality accepts for exchange include; glass bottles, clear plastic, mixed plastic, cans, aluminium, cardboard boxes, newspapers, black and white paper, scraps of paper, coffee cans, zinc, steel and bottle boxes. HUA HIN WOMEN’S DEVELOPMENT FUND

he Women’s Development Fund is an organisation designed to support the well-being of women in the community, for those who want to have extra income to help the family earn more from their main occupation. The group is for the women locally to develop and pursue additional careers to generate income and has a low interest rate loan fund. This works by requiring there must a group of or more people that can borrow for occupational means in the amount not exceeding T B 200,000. There are also free grants that are funded for members of an organisation, these organisations can seek support for career development or to solve women’s problems in accordance with the objectives of the fund. The sub-committee of the Women’s Role Development Fund will consider the appropriateness of each project. In order to be a member of the W , women must be aged 15 years and over, and they can apply to be a member through the website of the Women mpowerment und or the istrict ommunity evelopment Office. In the past, many members in Hua Hin have borrowed for their careers and continued business development, including Ms Suthida Jitchampi, who is now the hairman of the Women’s ole evelopment und ember Occupation roup, illage o. , Huai Sat Yai sub-district. She disclosed to Hua Hin Today that she was originally a pineapple planter, but in recent years the price of pineapples has continued to decline so she gathered a group to request a loan from the ommunity evelopment gency for a women’s role fund to do an additional occupation. he used the borrowed funds to improve an area of 6 rai and plant a blend of non-toxic crops, including chillies, egg-plant papaya without using chemicals, the non-toxic pesticides she uses are also bio-based as well, and from the use of biofertilisers, the resulting produce can be sold at a good price. Such has been the success of the venture they can pay back the loan to the W as scheduled and there is still profit left over to share among the members. The Hua Hin Women’s Role Development Fund has encouraged many new members to get together to borrow money from the fund, and after the groups received the loan, the staff also gave advice on accounting and business plans as well. In addition, the officer has also been monitoring the members to use the money to be in accordance with the purpose for which the loan was requested. ow the women of illage o. , Ban Prong Samrong have had great success and have been able to alleviate their previous debt burden, and the ovid-1 situation has had no negative impact on them.

5 LOCAL DEVELOPMENT PROJECTS ARE BEING CONSIDERED A meeting was held of the local development plan coordinating committee to examine projects for the region and consider their merits. Deputy Mayor Ms Pailin chaired the meeting which was attended by the heriff, r rayong hantateeng and other related officers where they scrutinised proposals from five local government organisations. KAENG KRACHAN FOREST COMPLEX LISTED AS WORLD HERITAGE SITE aeng rachan orest omplex has been listed as a world heritage site by O’s World eritage ommittee W . For more than six years Thailand has been pushing for aeng rachan to be given W status, having previously put the national park forward in 2015, 201 and 201 . But the park was finally recognised during the World eritage ommittee meeting which took place online from hina, between 1 - 1 July, 2021. aeng rachan forest complex is Thailand’s largest national park, covering 464,000 hectares spanning Phetchaburi, Prachuap hiri han and atchaburi provinces. The forest is rich in over 0 wildlife species, several of them rare, such as tigers, tapirs and fresh-water crocodiles. The W agreed that the forest complex is in line with the world heritage criteria of “universal outstanding value” due to its great diversity of flora and fauna. arawut ilpa-archa, minister at the inistry of atural Resources and Environment, expressed his appreciation of the listing. e said it reflected success in the management and conservation of the forest in its natural state, which helps conserve the local endemic biodiversity, including local plants and animals with exceptional scientific value. It marks a good beginning for our strong efforts to protect and preserve the forest complex for the next generation,” he said. The aeng rachan orest omplex is Thailand’s 6th World Heritage Site and Thailand’s 3rd atural World eritage ite since the Thung ai - uai ha haeng Wildlife anctuary was registered in 1 1, and ong hayayen in hao ai was registered in 2015.

“BREAST LUMP” SHOULD NOT BE OVERLOOKED Breast Cancer is the most frequently diagnosed cancer and the leading cause of cancer-related death among women worldwide. Therefore being awareness and early detection will be beneficial for appropriate treatment and better outcome.

Dr. Thanita Mcalpine, our general surgeon at Bangkok Hospital Hua Hin shares that breast cancer is a complex, multifactorial disease where genetic susceptibility, environment, nutrition and other lifestyle risk factors interact.

The presenting symptom of breast cancer may vary depending on specific type of breast cancer. However, the most common one is the breast lump which may be located anywhere along the chest wall to under the armpit. The lump can be palpated in one side of breast or both. Other signs include pain, abnormal nipple discharge or skin change without any previous injury. Additionally, the affected breast may be enlarged, inflamed or decontoured. An urgent doctor consultation is highly recommended for proper management.

The first risk factor that should be taken in consideration is age. Even though the breast cancer incidence peaks at middle age, near 45 and 65 years, it also shows bimodal age distribution of diagnosis at early-onset and late-onset age varied by molecular and genomic characteristics.

Another risk factor is direct family history: patient who has first degree relatives diagnosed of breast cancer will have higher chance for the disease. People who was previously diagnosed of breast cancer will be at risk for recurrence on the same side or the other. People who are overweight or have prolong usage of estrogen hormone, such as those who take contraceptive pills or hormone replacement therapy after menopause, will be at higher risk of developing breast cancer.

For breast cancer screening method, women can do self breast examination monthly, at mid cycle by standing in front of a mirror using three finger palpating around nipple in a spiral fashion on both side. After checking all the breast tissue, the patients may palpate along both armpits up to both collar bones. It is advisable to come to hospital if any abnormalities are detected. The doctor will do clinical examination and send patient for appropriate investigations; mammogram and/or ultrasound.

In addition, breast cancer is hormone related disease, it can be prevented by lowering estrogen level in the body to potentially reduce the breast cancer risk, for instance: maintain a normal body weight, get regular moderate exercise, stop smoking, avoid alcohol consumption, reduce saturated and trans fats and reduce usage hormone replacement therapy or prolong usage of contraceptive pills. Ultimately, annual check-up by mammogram is crucial for early diagnosis and appropriate treatment.

“Besides self breast examination and clinical examination by a physician, breast cancer screening investigation such as mammogram and ultrasound breast should be done once a year for women who are older than 35 years old. Since breast cancer is known as one of the good prognosis cancer, anyone who is diagnosed of this disease in early stage (stage 0-1) will be considerably survived 100 percent after 5 years. Therefore, it is wisely to get early detection for better outcome.” Dr. Thanita said.

WORLD DROWNING PREVENTION DAY ‘W

orld drowning prevention day’ has been scheduled for July 25th each year. The nited ations eneral ssembly calls for solutions to solve global drowning problems, and Thailand, as one of 1 member states, has responded to the resolution agreeing that a consensus on the matter for the first time in history is needed, in Thailand, relevant parties have taken all required measures seriously and continuously for more than 15 years, as a result of which the drowning deaths of Thai children have decreased by . . On pril 2 th 2021, The nited ations eneral ssembly issued the resolution because drowning is still a major problem around the world, this is the first time the issue has been discussed at the eneral ssembly. easures to prevent death by drowning are required in all countries because drowning has caused over 2.5 million deaths worldwide over the past decade and more than 0 of all drowning deaths occur in low and middle-income countries. Drowning is a preventable cause of death through low-cost actions and the international community should come together to promote knowledge and training in swimming skills. rowning rescue courses teaching the basic skills through core courses should be established and provided in all countries as should swimming lessons. The information of the nited ations found that countries in frica have the highest ‘per head’ drowning rate in the world, while Asia has the highest total number of drowning deaths. The sees drowning as an issue of social inequality shown by the fact that children and youth in rural areas are most affected by this inequality. nd in many countries, drowning is the leading cause of death for children and young people, drowning is also among the top 10 causes of death for children aged 5-1 worldwide. In Thailand the epartment of isease ontrol inistry of ealth recognised the seriousness of this issue and took action in 200 when an average of 1,500 children under 15 years of age were drowning every year, drowning was then the o1 mortality cause among Thai children. By oining forces with relevant network partners to implement various measures, such as education, training, and public health services including a survival swim course, this position has been drastically improved. n onday 5th July the otary lub of oyal ua in were proud to oin volunteers from Jungle id to officially hand over their replacement vehicle to support ongoing Jungle Aid operations. Earlier this year discussions took place between past resident, Brian nderson, and members of Jungle id, who mentioned that their current vehicle was becoming untenable to support their operations being 15 years old, the had provided support to purchase their previous vehicle 5 years ago. Brian brought this to the attention of the Board of irectors of who agreed to provide a donation of T B 2 0,000 to go towards the cost of a replacement vehicle that had already been sourced to meet the requirements of Jungle id Operations. THE CUPPING THERAPY:

PART II

In the previous article, I wrote an introduction to Cupping therapy. In this article, I will explain color marks, after-treatment care, and contraindications of Cupping. What is Cupping Mark? Cupping marks are not cupping bruises. There is a common misconception that the cupping process causes this deep scarlet and purple “bruises” when it is not a bruise. The more coldnessand pain someone has, the darker (blue and purple) the marks are. The mark is a meaningful indication that some variety of pathogen(s) has been brought to the surface. Several different marks can be left on the body after cupping, such as; • Black, Deep Purple, or Deep Blue: Indicates blood stagnation. It can occur when an injury or illness (including intense coldness inducing blood stasis) has resided in the body for a long time. • Fresh Red Color: Indicates a recent traumatic injury with accompanying heat • Light Pink: Healthy blood circulation • Small Red Dots: Indicates release of heat toxins. • Pale or White Mark That Fades Quickly (No Mark): Indicates energy (Qi) and blood are depleted How long do the marks last? The cupping marks can last between 24hrs to two weeks. If the mark appears to be dark/deep purple/red, it will vanish for a longer duration. If the mark is a light pink color, that can disappear within the day. It also depends on the patient’s physical activity and how much water the patient drinks daily. Who SHOULD NOT get Cupping? You shouldn’t get Cupping if you have bleeding disorders like hemophilia and other blood clotting problems. Or if you have an open wound nor skin condition like eczema and psoriasis. Also, not for someone with history of strokes and Seizures (epilepsy). After Treatment care Everyone reacts to treatments differently. Some can feel like they can run a marathon after treatment, while others are exhausted, experience nausea and even mild dizziness. The following are a few tips to consider after your treatment; Keep the cupped area covered, Drink plenty of water, Avoid alcohol at least 48 hours afterward, and please take it easy, avoid strenuous activity after the cupping session.

ow that the Government has allowed regular people to buy the Covid-19 Rapid Antigen Test, (the test kit), and use it themselves, we want to share a few simplified cautions in taking the test. 1) Due to its limitation, the test kit has lower sensitivity and specificity than the PCR test. 2) Conducting the Nasopharyngeal Swab by yourself – Don’t forget that the Nasopharyngeal Swab is a vital part of the test and this is not easy in practice, if you do it incorrect-

Taking the Covid-19 Rapid Antigen Test by yourself is definitely not easy. DELIVERY MOTORCYCLES MUST MEET IMPROVED STANDARDS

D

epartment of Land Transport has raised the standard required of all delivery motorcycles and motorcyclists involved in the transportation of food and parcels, for the safety of transportation and the use of road vehicles. In recent times delivery businesses using motorcycles have increased exponentially with the advent of digital platform stores, and many such as food and parcel delivery couriers are to be seen everywhere sporting their logo emblazoned boxes that contain their products. A recent survey found that some bikes have installed boxes or equipment that are too large or too wide, protruding from the bike’s body, when loaded this causes the motorcycle to become unsteady and that affects driving safety. The Department of Land Transport recognises the importance of such businesses to the economic and social system, which contributes to creating jobs and generating income. But at the same time, the safety of motorists sharing the road has to be taken into account. With this is mind they they have set the new regulations as follows: Driver Management: The rider must not be a person considered dangerous to society such as having a history of committing crimes related to theft, fraud, drug addiction etc. They must have a motorcycle license that has not expired and must not be suspended, the business operator must have a system to monitor this, and will be responsible if the rider commits an offence causing damage to another person’s property or body. In addition, basic training on safe driving, safe transportation services, and preventive measures for illegal transport of goods is also required, this includes not speeding or violating other traffic rules. Vehicle management: Vehicles used for transportation must be properly registered with annual vehicle tax payment and insurance under the Vehicle Accident Protection Act, B.E. 2535 (1992). The box or equipment used to contain the goods must not contain any sharp or rough parts that may pose a danger to the driver himself or other road users. The box must be the correct size, if housed at the rear of the bike it must be a maximum of 60cm wide, 70cm high, and 60cm long, and must not extend more than 30cm past the extent of the back wheel. If housed on the sides the width from the left edge to the right edge must not exceed 90cm, on bikes that are wider than 90cms it must have a maximum width of 110cm. The installation must be stable, strong and symmetrical along the center of the

vehicle and must not obstruct visibility or the illumination of any lighting or signalling devices. The Department of Land Transport demands that riders and business operators ensure all boxes and packing equipment meet the size and installation requirements before the law comes into force, non-compliance will result in a fine of not more than T B 1,000. The Department of Land Transport will immediately start to collect information on all courier, parcel and food business operators currently operating, in order to raise the standards of transportation and safety in the use of road vehicles. They will demand such business operators submit a copy of the company partnership registration certificate, co-ordinator names, telephone numbers, and all driver information and motorcycle registration to the Department of Land Transport from now on. Rossi revealed that Alonso is on a “one-plus-one” contract this season, with an option the team can take up for 2022. “He is doing great,” Rossi told BBC Sport. “He is as fast as ever. VACCINATION PROOF LIKELY TO BE REQUIRED TO ATTEND SPORTS EVENTS OF 20,000 OR MORE Fans attending sports venues with capacities of about 20,000 or more may be required to show proof of full vaccination from the end of September, under plans being considered by the government. here is evidence that golf was played at the Royal Bangkok Sport’s Club Golf Course in 1906, however opening in 1924, Royal ua in is accredited with being the ingdom’s first real’ golf course with a ustifiable claim to being Thailand’s ome of olf.’ One of the reasons for the course being built was that during the 1920’s Hua Hin’s popularity increased as the railway line from Bangkok was completed and Klai Kangwon Palace became a Royal summer retreat. cottish ailway ngineer, r. .O obins, working on the railway line, is accredited as the ourse designer. Royal Hua Hin is located as close to downtown Hua Hin as you could imagine, with only the new dual track railway Line and current station separating it from the ity entre. It’s quite possible to walk from hotels nearby. It’s also possible to be disturbed on the first tee by amplified announcements from the station, however this just adds to the charm of the ourse. s soon as you have commenced your round it becomes very quiet with only the sounds of nature audible.

The Course wanders through tree lined fairways with gentle contours as an easy walk, always with in Lek ai as the western backdrop. ome of the trees are huge and very old, often extending their limbs and foliage to narrow shot options. any trees are hundreds of years old and may have their horticultural names affixed to them. Topiary trees featuring throughout the course are maintained by gardeners who also take care of the nearby Centara Resort & Spa topiary gardens. It would be futile to compare oyal ua in with egional ourses such as Black ountain, Banyan, a estic reek or the other contemporary resort style courses in the region that are recognised as amongst Thailand’s best. This ourse does not pretend to offer that sort of experience but something quite different. erhaps like trying to compare an old cottish links course with ebble Beach. One is not necessarily better, ust different. The unique royal history and scenic location means this golf course really is one of the region’s most treasured historical attractions, with a centenary celebration coming soon for Thailand’s home of golf.

he establishment of centres is a new pro ect that aims to help those released from prison to rebuild their lives and get a job when they are back in the community. any ex-prisoners find life on the outside difficult, particularly if their incarceration has been lengthy, these centres will teach them how to adapt and help them to find gainful employment to rebuild their lives. Those qualifying will have undergone various vocational training schemes during their time in prison to help them to rehabilitate and prove their desire to reform, this program is designed to find them appropriate employment that utilises such schemes offering them the satisfaction of paid employment and a better way of life. pon the expiration of their term, to qualify, inmates must undergo ovid-1 tests prior to release, if they test positive they will be quarantined for a further 1 days inside the prison. If prisoners do not agree to further prison detention, coordination with their local hospital or the local public health authority will be sought to provide alternative arrangements.

PROJECT TO PROVIDE 500 PORTABLE DIALYSIS MACHINES FOR GOLDEN CARD PATIENTS

T

he government has set in motion an ambitious pro ect to supply 500 portable dialysis machines for patients with end-stage renal failure, who have difficulty travelling to the centre for this treatment at the nearest hospital. or example, those that are parallised, bedridden, or live far from the nearest service centre. The goal is to identify 500 patients that will most benefit under the national health insurance system, olden ard , and deliver the machines to their homes. The automated machines offer hemodialysis or dialysis, and peritoneal dialysis, important services that give chronic renal failure patients comfort during their access to comprehensive treatment, the programme also takes into consideration the risk of visiting hospitals for these patients during the current O I -1 epidemic. utomation is especially useful during the night when patients do not have to fill up the dialysis fluid, this will improve the quality of life of patients and caregivers. The patients selected to receive the machines will have a team of nurses to take care of them and give advice on how to use the machine correctly, the dialysis fluid will be sent via courier to the patients homes.
