PHETCHABURI HAS BEEN SELECTED BY UNESCO AS THE CITY OF CREATIVE FOOD OF THE YEAR 2021

T

hailand is delighted that UNESCO has designated Phetchaburi as part of the world’s network of ‘City of Gastronomy 2021’ or ‘UNESCO Creative Cities Network’. The body’s Special Area Development Administration for Sustainable Tourism, is speeding up the preparation of a five-year plan to pioneer urban development, by upgrading outstanding resources of cities and communities to sustainability according to international standards, and preparing for study to be designated as a special area. For Thailand, Phetchaburi is the 5th city that has been announced as a UCCN, following on from the previous 4: Phuket Province - 2015, Chiang Mai Province - 2017, Sukhothai Province and Bangkok - 2019. It is one of 49 cities around the world announced as part of the Creative Cities Network this year. The progress of raising the standard of the city to be recognised internationally, is a policy and a plan that the Ministry of Tourism and Sports has given DASTA to carry out, hoping that it will help to develop and raise the ability to compete for the city’s tourist attractions to be recognised internationally. In particular it is expected the people in the Phetchaburi area will benefit, and the

province will be developed according to the criteria set by UNESCO to cover the cultural society, the economy, and the environment. It should also help to promote the city to become better known to quality tourists, and also give it the opportunity to be selected as a venue or meeting place by the creative city network member countries. These amount to 295 cities from more than 90 countries around the world, and bring about the exchange of knowledge and experiences between those member cities, and leads to sustainable urban development in the 21st century. With a distinctive identity in Phetchaburi’s food, the region is also a target area that DASTA is studying in order to prepare to declare it as a special area in the future, like Sukhothai. As for Phetchaburi Province, it is in the process of developing a roadmap for the 5-year period from 2022-2027, to be in line with supporting the development under the UCCN guidelines, and will continue to build from the identity of ‘The city of three flavours’. It is the largest source of production in the country of salt, the cultivation and production of sugar palm, and the source of the best-flavoured lemons, all three products are part of the main ingredients for cooking and local wisdom and by bringing locally known agricultural products to create the local flavour of both savoury and sweet dishes. Phetchaburi is also outstanding in history, culture, and way of life, which is why the plan will focus on all sectors to participate in the movement together, both local and international activities are beneficial to the development and drive of the city, as well as supporting the initiation of learning exchange activities with creative city networks from abroad. DASTA will work with network partners in the government sector, the private sector, the people’s sector and the local community, and emphasise the cooperation between the local community and the government in the city’s development. Specifically of the environment, social structure, economic structure, and the integration of cultural assets, history, customs, and local customs with the aim of creating cooperation between localities and promoting international development, creating a culture and sustainable development. The UNESCO Creative Cities Network is a major project that UNESCO has been working on alongside the declaration of the World’s Natural and Historical Heritage Sites since 2004.

s Christmas and New Year approaches, I believe it is appropriate for me as Editor, to briefly reflect and comment on the previous year, a year unlike any we have ever experienced. When December 2021 draws to a close, I’m sure most of us will be relieved to see it go. This Christmas is a good opportunity for us at Hua Hin Today to give thanks to our loved sponsors, readers that is a reflection of the support we continue to enjoy from our advertisers, really thank you from my heart. And also, good wishes for the people whom I’ve never met, but we are here in the same world, let us give thanks to that gentle human compassion we have for one another that is never more apparent than in times of this crisis. but we can pass through together and have survived. Experiencing Christmas in a time of crisis is unusual, we generally expect to decompress, not be on alert, “Happy Holidays” is accepted as the broadest and most inclusive greeting at this time of year, and we all hope that things will get better next year. I hope that all government agencies, especially Prachuap tourism will work hard to restore the economy of Hua Hin and the wider province, even if it is unable to reach the same level as before. The Hua Hin Recharge project was established as a collaboration in the Hua Hin municipality of the tourism, hospitality, and public health sectors of government and private businesses to support Hua Hin’s economic recovery after the Covid-19 crisis. There has been a widespread discussion on the topic of reincarnation, which Hua Hin Today has the idea of recharging Hua Hin Today as well, we have plans to improve and make our media offering more up-to-date on today’s events in the digital age. The PT Prachuap Grand Prix 2021 is now scheduled to be held on January 19th-23rd, 2022

M

ost planned participants want to see the PT Prachuap Grand Prix 2021 car race event held as they believe that it would help stimulate the economy and generate income for people in the area. The tournament is now scheduled to be held on January 19th-23rd, 2022, having been postponed from its original schedule of November 24th-28­, 2021. The race will take place along Prachuap Bay and Khao Chong Krachok, covering a total distance of 2.3 kms. During each day of the race, roads will be closed to all traffic from 07.30-12.00, and 13.00-18.30, traffic will be allowed between 12.00-13.00 of the day. Motorcycles and motorcycle trailers will, however, be able to cross the Bang Nang Rom Bridge via a detour route at all times. There will be properly defined road signs for cars coming from Ao Noi, Ta Mong Lai, Pak Khlong, Bang Nang Rom to enter Prachuap city, or from Prachuap to Ao Noi, they can also use the Don Hiang bypass route, which was already improved. Race Supervisors will coordinate to temporarily suspend the race to allow the ambulances to pass in case of emergencies. Nonetheless, Prachuap Khiri Khan residents demand that the event organisers publicise the traffic routes and the competitions schedule to them and ask the responsible authorities to ensure that everything is in accordance with the law.

The provincial tourism and sports office will gather opinions and recommendations from this hearing forum to utilise as information for future committee sessions. Prachuap is the second scheduled road race of its kind, the first such race track is in Bangsaen, Chonburi. 1 is now scheduled to be held on January 19th-23rd, 2022

NEW LANDFILL SITE OPENS IN HUA HIN

A

new privately owned landfill site has opened in the Tubtai sub district of Hua Hin. On Thursday Nov 18th the Deputy Mayor of Hua Hin, Ms. Pailin Kongphan, led municipal officials around the new site which is located at 332 Village No. 7, Tubtai subdistrict, approximately 2.5 km. away from Pranburi Dam. The 32 rai site is operated by Six Tiger Co., Ltd. after the company were formally approved to create a legal landfill in Prachuap Khiri Khan province. The visiting party were shown the site’s facilities and layout by manager Mr. Nirut Jaikla. Mr. Nirut said that the company had requested permission from the Administrative Organisation to build a ‘garbage pit’ in early 2021, the application passed all the necessary regulatory steps including having been approved at a public hearing with local residents. Mr. Nirut explained some of the process of creating the landfill site which included digging large pits for daily waste, with each pond filled with a HDPE plastic fabric which is 1.5

mm thick and is placed at the bottom of each pit to prevent wastewater from garbage flowing into the ground. Special wells have been created to hold water in order to check for heavy metal contaminants at the site, trees have also been planted around the area to help reduce any odours coming from the site. All measures being followed at the site are in accordance with the requirements of the Public Health Environment Council. Mr. Nirut said the project has cost a total of THB 30 million and will have 11 officers stationed there, the company aims to reach agreements with the local governments of Hua Hin and Pranburi districts to bring waste from each area for disposal at the site. The site can process up 200 tons of waste per day, charging THB 600, 700, or 900 per ton, depending on the type of waste. The company will also set up an environmental fund to give to Ban Wang Koi, Village No. 4, Thap Tai subdistrict Administrative Organization, to help support and promote the environmental management of the local area. The opening of the new private landfill site comes after long-running problems with garbage collection and waste management in Hua Hin. Back in July, Hua Hin municipality opened a controversial temporary landfill site on Soi 102 after a contract to send waste to a site in Pranburi ended. However, the site was located close to a number of residential areas, with locals complaining about the environmental impact of living so close to such a site. Hua Hin’s Mayor later announced the site would close after a deal was struck to send Hua Hin’s trash to Nakhon Pathom for processing.

MARKET VILLAGE HUA HIN CONTRIBUTES TO SOCIETY

O

n November 18 th , the Governor of Prachuap Khiri Khan province, Mr. Sathien Charoen Rian, presided over the opening of Pracharat stores in the basement of Market Village Hua Hin shopping centre under the project ‘Pracharat Shops’. On that day honoured guests, heads of government agencies, the private sector and OTOP entrepreneurs participated in the opening ceremony in large numbers. This is one of the 7 activities of the project to increase the potential of food safety products in Prachuap Khiri Khan province to solve problems, heal and restore the economy and society that have been affected by the Coronavirus outbreak since 2019. This activity supports the establishment of a point of sale of safe agricultural products in Prachuap Khiri Khan Province, by integrating cooperation between the public and private sectors. The Market Village Shopping Centre has supported the opening of 2 OTOP operated booths to be used to sell products such as vegetables, organic fruits from the Three Bays Organic Farming Network and a network of safe plant growers. The activity has been running since October, there are more than 200 products sold with sales to date of more than THB 90,000 per month. Pracharat stores in Market Village will be another channel that can increase sales for OTOP operators.

HUGE TRANSPORT INFRASTRUCTURE INVESTMENT IN THE SOUTH

T

he Ministry of Transport is investing more than THB 21 billion to upgrade the transportation system in the South by building 10 double-track railways, expanding Ranong airport to support the ‘Land Bridge’ project, expanding Krabi airport and transferring to AOT to manage, and implementing improvements at 6 other regional airports. The plan to create a dual-track railway network in the southern region was approved by the Ministry of Transport, and the Thai State Railway is currently constructing three routes with a total distance of 422 kms at a budget of THB 45,358 million. If all goes according to plan, routes completed and put into service in 2023 will be the following: - Nakhon Pathom - Hua Hin, 165 km costing THB 19.270 million. Nakhon Pathom to Nong Pla Lai started construction in October 2021 and is now at 93.95% completion, 1.98% ahead of schedule. The second phase, Nong Pla Lai - Hua Hin, is now at 89.62% completion, 0.02% ahead of plan. - Hua Hin - Prachuap Khiri Khan, 90 km costing THB 9,853 million is at 97.54% completion, 2.46% behind schedule. - Prachuap Khiri Khan - Chumphon, 167 km costing THB 16,235 million. The first contract, Prachuap Khiri Khan - Bang Saphan Noi is now at 81.96% completion, 8.92% behind schedule. Further plans for the period 2022–2026 include 3 routes with a total distance of 554 km and an investment of THB 83,050 million, which are namely: - Chumphon - Surat Thani, 167 km costing THB 23,285 million. - Surat Thani - Hat Yai - Songkhla, 339 km costing THB 51,823. This phase is currently in the process of considering the Environmental Impact Assessment report and preparing for submission to the Cabinet. - Hat Yai - Padang Besar, EIA report approved, ready to submit to the Cabinet Further plans for the period 2027-2036 include the construction of four new railway lines with a total distance of 419 km and a total investment amount of THB 98,676 million which are: - Chumphon - Ranong, 109 km costing THB 29,223 million. Currently in the design stage in line with the ‘Land Bridge’ project. - Surat Thani - Phang Nga - Tha Nun, 163 km costing THB 36,128 million. - Surat Thani - Donsak, 79 km costing THB 18,102 million. Design completed and now in the process of updating the EIA report according to the opinion of the Kor Chor - Thap Put - Krabi, 68 km costing THB 15,223 million. Preliminary design completed. Phase One plans for Ranong Airport are to support the ‘Land Bridge’ project by increasing its status to an international airport that can accommodate an increased number of passengers and freight. This will run from 2023–2025 and cost THB 2,280 million. The runway length will be increased from 2000 metres to 2,400 metres, allowing 230 seat aircraft to land. A new parallel taxiway will be built to allow 6-10 flights per hour. The

apron will be expanded to accommodate ten planes instead of three. And constructing a new international passenger terminal to accommodate 2.8 million passengers per year, (1,000 people per hour), up from 800,000 passengers per year, (300 people per hour). Additional parking areas will also be built increasing parking spaces from 250 to 500. Phase 2 will run from 2025–2028, this will see expansion of the runway length from 2,400 metres to 2,990 metres. Construction of a further parallel taxiway and a safety area at either end of the runway costing THB 1,250 million. THB 2.9 billion baht will be invested to expand Krabi airport so that it can accommodate 8 million passengers per year and be ready to be managed by AOT. The plans will increase the capacity from 1,500 people per hour to 3,000 people per hour, or from 4 million people per year to 8 million people per year, costing THB 2,923 million. The construction plans include an apron with a new airport electrical system, which was already completed on January 26th 2021. The construction of a new passenger terminal building and improvements to terminals 1 and 2 and the car park building, expected to be completed by August 2022. And the construction of a parallel taxiway expected to be completed by April 2023. There are also plans for development to expand the runway length by expropriating land and the improvement of the approach lights to CAT I pilot lights. Six of the other 11 airports in the southern region also have plans to be expanded, these are; Surat Thani, Phuket, Phang Nga, (Phuket 2), Trang, Betong and Chumphon, costs will be budgeted in 2022. The Department of Airports is in the process of preparing for delivery to The Airports of Thailand Public Company Limited, (AOT), to manage the airports instead of the Ministry of Transport.

On December 5th, there will be an opening ceremony for Hero Run 2021 activities: Virtual Run requires the accumulation of running distances from December 5th-25th, requiring a running distance of 80 kms, those who run the specified distance within the period will receive a “Finisher” shirt as a reward. The Royal Thai Army Triathlon

On December 8th a wreath-laying ceremony will be held at the Heroes’ Monument and a merit-making ceremony dedicated to the heroes will be presided over by the Royal Air Force Commander. Wing 5 invites famous artists and actors to take part in events commemorating the 80th Anniversary of the Great East Asia War and will arrange a garrison to stand to pay tribute to the bravery of the Thai heroes involved in the historical events of December 8th, 1941. The heroes fought for 33 hours continuously with Japanese soldiers and the garrison will begin at 03.00, which is the approximate time of the start of the fight, and will continue to be stationed until noon on December 9th, the approximate time of the armistice agreement of the two nations. As for the activities to commemorate the 80th Anniversary of the ‘Great East Asia War’, (Pacific War as it is better known in the West), they will be carried out to comply with Covid safety requirements. Consisting of a logo design contest, war era aircraft model contest, and war era photo contest, then there is historical settlement activity, and the making of a commemorative book. There will an exhibition of the War in virtual form, production of a music video for the tribute to the heroes, along with activities for Thai youth to learn Thai history in which more than 3,000 youths will join. There will be

THE PUBLIC WANT THE OIC OR THE NACC TO EXPEDITE THE DETERMINATION OF THE CULPRIT T

he Prachuap Municipality Council chairman has urged the DSI and NACC to investigate the purchase of a fire truck for THB 30 million. Previously, the head of the Office of Special Investigation, region 12, Phetchaburi province, led a team of officers to inspect the fire truck purchased by the municipality in November 2012. Mrs. Kulab Faengkaew, chairman of Prachuap Khiri Khan City Council, who is the main member of the municipal council took the lead in asking a committee set up to investigate. The fire truck is currently parked in the garage and in a very dilapidated condition, the Office of the Special Inspectorate has advised the municipality to consider an estimate of the cost of repairs so that it can be used for its proper purpose. The representatives from the council will write a letter to inquire to the Department of Special Investigation, (DSI), the Office of the Auditor-General, and the NACC to ask for the progress in investigating corruption in the matter. These include pre-specification, purchasing of signs, signing of parcel inspection committee, and checking whether the rivals are bidding or not. Because there is really no need to buy a fire truck that has never been used for more than 9 years. They want the OIC or the NACC to expedite the determination of the culprit, so that those involved compensate the municipality. Sources say, the two former directors who were in charge of receiving goods did not sign to receive the fire truck, and they stated that after receipt it was tested for efficiency in use, which resulted in results not in accordance with the purchase conditions, especially the problem of slow hydraulic systems. In addition, fire officers who were trained how to operate the truck by company representatives found that it had problems in use.

Many municipalities in central provinces have had a similar problem, officers are unsure of the safety of using the ladders with a height of 18 metres, the DSI has ordered an inspection to bring it back to normal use, or confirm that it can't be repaired, the supplier is no longer contactable. Therefore, Kulab will follow up on the progress of the case from the NACC, (National Anti-Corruption Commission), and OAG, (Office of the Auditor General) to determine those responsible for this bad use of government spending.

Hua Hin Wang Klai Kangwon School confers scholarships

H

ua Hin Wang Klai Kangwon School has conferred a scholarship to its student, Ms. Prapai Laoraksa, who has graduated from the school and managed to get into Mahidol International College. She is currently a 6th-year student in the faculty of dentistry, and this is her last term. The Wang Klai Kangwon School Alumni Association along with the Deputy Permanent Secretary, Ministry of Foreign Affairs and the committee, awarded Ms Prapai the sum of THB 110,000 to cover her schooling expenses to date, and also to cover her living expenses whilst completing her dental studies at Mahidol. The alumni association congratulated Ms Prapai and said that it always wished to reward excellent students for their dedicated work at the school. Their hard work reflects well on the reputation of Wang Klai Kangwon and deserves to be recognised in this way, although considered a ‘rustic school’ it has consistently produced excellent university graduates in many areas of study and many have gone on to be high performers in the police force, military, and politics. Through effective teaching and dedicated learning students have established a reputation for the school, this is a model it is determined to continue and hopes to inspire future generations of students to pursue. Wang Klai Kangwon School belongs to King Rama IX and is fully open to the general public to send their children to study. The scholarship given is for all groups of people for educational purposes and enables the recipient to develop the body of knowledge and bring that knowledge to the development of the organisation, community, and society. Ms. Praphai gratefully thanked the faculty for awarding the scholarship, and promised that when she graduated and did her best in her career she will continue the school's ‘Human Capital’ scholarship program at Wang Klai Hua Hin to provide opportunities for the next generation.

THAILAND REOPENING’S THAILAND PASS By Richard Mehr

T

here have been many controversial stories about the Thailand pass, sadly most are true. The good news, they have fixed most of the glitches, however, if you give a Hotmail address, you won’t get a reply, so no Thailand pass, this is what happened to me personally, a few weeks ago. Let’s go step-by-step through the process. Click the link https://tp.consular.go.th/ for the Thailand Pass Registration System (for air travel only) and proceed as per the information required.

WHAT YOU NEED TO BE AWARE OF:

1. Use google Chrome as browser when clicking the link, others may be functional but this worked for me. Read thoroughly the information on the site and follow step-by-step. 2. Do not use a Hotmail / Outlook or live address! Gmail works or a company email. 3. Do not upload PDF docs, but jpg, jpeg or png as stated on the link. If you do not know how to convert your files into jpg, jpeg or png from a PDF document – use PowerPoint. Copy the PDF page, paste on a blank PPT page and resize, save as image. 4. Vaccine certificate(s) must contain the QR codes for both vaccines, date and location of the inoculations, manufacturer and batch number, signature and professional status of the authorized officer and the official stamp of the issuing center, they must be uploaded separately for each of the two vaccines. Upload the vaccine document and you can add the QR code for faster results. Zoom into the QR code, copy & paste in PPT and save as jpg, jpeg or png and upload – make sure your documents are uploaded (the upload appears under the ‘drag & drop files here’ box – grey frame with a blue tick box. 5. Upload your hotel booking / reservation confirmation and chose one of the three possibilities: Test & Go (SHA+ accommodation), Sandbox or Alternative quarantine. 6. Upload your insurance certificate or confirmation letter from the insurance (not the policy) covering a minimum of USD 50,000 and it should state the amount and that the insurance covers COVID-19 expenses. (Insurance must cover and be paid for the length of your visa). 7. Follow the remaining instruction and send – you should receive an email confirmation return within a few minutes stating: Your application is being reviewed by government officials along with an access code for tracking your registration status. You are advised to note it down or capture the screen for future reference. You will also receive the code via email. To track your registration status, you will need to visit: https://tp.consular.go.th/en/check-status and the following information: • The access code • Your passport number • The registered email address 8. Some people have received the Thailand Pass within hours, others within 2-3 working days, they do mention within 7-working days. So, make sure you fill-up your documents in advance giving you ample time until your flight departure and RT-PCR COVID test (within 72 hours before departure). In other words, don’t fill your Thailand Pass application the day before departure, fill it up at least 7 days before, to be sure. 9. Once your Thailand pass has been approved, you will receive an email with a Thailand Pass approval (your full name + QR Code + arrival date + Thailand Pass ID). Print it as you will need to hand it over to the officials in one of the Thailand airports 10. I suggest you print as well your Hotel Booking, RT-PCR test results and a copy of your insurance certificate or confirmation letter. 11. Telomere is found at the ends of our chromosomes and it gets shorter as we get older. While many factors contribute to telomere shortening, its shortening is used to measure biological age. Thus, it explains why biological age is different from chronological age for some people. Usually the case where a person takes good care of themselves that slows down telomere shortening. This process will continue until further notice. Course A is now open, although there is still some work to be done to bring it up to scratch. This work is being hampered by the current inclement weather.

Announcement: An Inventory of Land and Buildings in Hua Hin

FILING A FALSE REPORT IS A CRIME AND CAN BE CHARGED

AS A MISDEMEANOUR

T

he new Land and Building Tax Act, B.E. 2562, (2019), which took effect on January 1 st 2020, granted the local government organisation permission to collect taxes on land and buildings from individuals. Hua Hin municipality complied with the act by the virtue of Section 30 of Land and Building Tax Act, B.E. 2562, (2019). Which states that the local government organisation shall prepare an inventory of land and buildings, with an indication of types, amount and sizes of lands and buildings, the use of land and buildings and other details necessary for tax assessment. Hua Hin municipality would like to inform those individuals who have possessory, or usage rights to immovable assets, (i.e. land and building, including condominium), that they should check the inventory of land and buildings, which were sent to house registration address. Either way, they can go check the inventory at the information board at the 1st floor of the old Hua Hin municipality office building. Those who own property can also browse www.huahin.go.th to ascertain the inventory of land and buildings. If there are mistakes on the inventory of land and buildings, the owner can file a petition to the local government organisation to correct the information within 15 days after receiving the letter.

owadays, transferring money from one bank account to another has become very convenient using mobile banking on our telephones, however it is quite likely that at some point you will accidentally transfer money to the wrong account and will want that money refunded. It is possible the owner of that bank account might refuse to return your money, however, under Criminal Code (Section 352) ‘He/She, who is in possession of a property belonging to the other person, or of which the other person is a co-owner, dishonestly converts such property to themselves or a third person, shall be punished with imprisonment not exceeding three years or fined not exceeding THB 6,000, or both. As soon as you know that you have accidentally transferred money to a wrong bank account, here are things you must do: 1. Keep the transaction documents - transfer slip or screenshot of the remittance message 2. Immediately inform your bank that you have transferred money to a wrong bank account, and ask them to take steps to recover the money. The bank then coordinates with the issuing bank which has received the wrongful transfer. 3. If the transferee agrees to refund, the bank will transfer the refund to the sender’s account. 4. If the transferee does not agree to refund, the transferor can report this to police in order to issue a legal proceeding. am sure some of you are familiar with the name Mirabelle Hua Hin. For those who are not, this French daily shop, is a must try! Located on soi 94, opposite Le Bistrot de Paris, Mirabelle Hua Hin offers a wide range of French products and specialties; freshly baked croissants (best in town), baguettes, crêpes, sandwiches, terrines, a wide choice of cheeses and cold cuts, pre-cooked French delicacies ready to warm-up, a mouthwatering pastry assortment, and if you happen to host a party at home and don’t want to slave away in the kitchen, you can always ask Chef Hervé to prepare a nice medley of delicacies to takeaway, it’s worth going there and take a look… and by all means, try his terrine de foie gras, it’s amazingly good. Chef Hervé Guedon is amongst the few foreigners who lived the longest in Hua Hin, 30-years to be exact. He was for the former Executive Chef of the Dusit Thani Hua Hin, from 1991 to 2013 and later that same year, with his wife Khun Phatchara (Jack), opened Mirabelle Hua Hin. Listening to Hervé talk about “Hua Hin in the old days”, makes you realize the tremendous development of the entire region over the past three decades. In the early 90’s, everything West of the railway was just fields and forests with ‘no-through dirt roads’ scattered here and there, soi 80 was considered outside the city center, the flyover and bypass did not exist which led many trucks heading South, to transit through the city. There was only a 2-lane road from Bangkok to Hua Hin and a trip to the city of angels took you 8-hours by bus. During heavy rains, the streets in the center were flooded and there were many electrical cuts, sometimes it went on for hours. He recalls there was only a small range of product available in Hua Hin, simple items such as fresh milk could not be found, everything had to be trucked down from Bangkok. There was just

a few karaoke’s and bars and very few foreigners visiting. It was and still is a charming city, says Hervé, smiling. [Hua Hin Today:] What brought you to Hua Hin? At the time I was looking for a job in Bangkok and Dusit Thani proposed me a position in there Hua Hin property, which I took. I knew very little of Hua Hin, but I did know that it was considered the Royal City, as H.R.H King Bhumibol Adulyadej, The Great, was often there. I really enjoy living in Hua Hin with my family, it has a nice feel. [Hua Hin Today:] How are you surviving the pandemic? Hervé admits the COVID period is extremely difficult for many small entrepreneurs, especially with the uncertainty that lies ahead. His main concern is to see the Bangkok market chose other destinations within South East Asia once the border reopens. “I am able to survive during these dire times, thanks to both the local and the Bangkok market, who have been very supportive and appreciate French food, without either of them, I would have had to close down.” [Hua Hin Today:] What would you like to see happen in Hua Hin over the next 5-years? It would be very useful if the road infrastructure in Hua Hin could be improved. For a city by the sea, we are unable to see nor access the sea, there is an evident lack of car parks and boardwalks in the city center and surroundings. You don’t know where to park your car nor are you able to walk safely

Traffic jam during the weekends is a nuisance, this is partially caused by people looking for a cark park and cars parked on the roadside, it slows down the entire traffic on Petchkasem and all the transversal roads, which makes it unsafe. [Hua Hin Today:] What do you think is missing in Hua Hin? Additional cultural venues and events, will offer an alternative for those who don’t golf or lie on the beach; a museum, theater, opera house, just to mention a few. UNCONDITIONAL LOVE

ecently, I attended a very ‘chic’ soiree, some supplier introducing their top-of-the-line brands. What I thought to be an eventful evening, turned out to be mundane with a few HI So’s showing off their latest fashion trend purchases. What caught my attention as I was eavesdropping, was a conversation amongst people of opposite sex, different nationalities and beliefs, debating about ‘unconditional love’. I was entertained about the differences in point of views and how genuinely they defended their opinions. A few hours later, whilst home, I was thinking about their discussion. Is real and true love unconditional? Does this mean that all other “kinds” of love are not? Does this mean that most parents and kids don’t love each other or most couples in relationships for instance? Are there people out there who never experience unconditional love? To love someone unconditionally means you love the person exactly as they are, exactly as they were before and what they will turn out to be, after, in the future; because people change all the time. So, if you love a person, you will love them even if they become something you disagree completely or partially with? How many people can say that about their partners? A love relationship is not about what you get out of it or what the other person can give to you, it’s what you put in it and what you put up with… It’s not about you feeling ‘proud’ to be with someone who always agrees with everything you say or do, and never does anything you disagree with. Unconditional love means that the person can just live their life the way they choose and to be who they want to be, no matter what, you will always be there for them. So, how does unconditional love fit in a relationship and marriage and sex and all the stuff everyone keeps going crazy over and complain about? It doesn’t, really! It doesn’t “fit” in anywhere, does it? Love relationships are like trying to put love into a box and keep it there, except love is infinitely sized, and there is no box large enough to contain it. And by the way, a normal and conventional marriage is quite possibly the worst way to show someone how much you love them. Unconditional love is more of a spiritual belief. It’s not always bound by physical attraction and the desire to procreate. It has nothing whatsoever to do with sex, but it does contribute….. Most people aren’t in relationships because they’re horny or lonely, even if they genuinely think they love the other person. What if the person they “love” suddenly lost their “mojo” for whatever reason, would they still want to be with that person? Would they get jealous if the person they “love” wanted to spend time with other people, sad or angry if they want to do things on their own? relationships based on needs are not unconditional. In order to truly understand love, you must first forget everything you have ever learned about it from society, books… (including what I just wrote), in fact, YOU, are the only person who can tell yourself what love is and how you feel about it. You will notice that people always try to fit “love” with things like dating, relationships and marriage… You can’t make any sense of it if you keep doing that. Unconditional love is what it is, you have to get rid of everything you think you know first and be able to forgive and forget. But one thing love is NOT, is possessiveness, jealousy, lust, expecting something back, fear, violence, bullying, mental torture, physical violence, inducing low self-confidence and keeping people to yourself… That isn’t love, it’s just plane selfishness and being a pervert narcissist.

NONG KHAI, ONCE A BUCKET LIST DESTINATION

Indochina Market, located alongside the Mekong River, this market is considered an important economic source for the city because of the trade of local people, traders and tourists from Laos, as well as tourists from other countries visit to buy souvenirs. We spend quite a lot of time here buying products because this is a market that has a wide range such as clothes, appliances, bags, shoes, electrical appliances, kitchenware, OTOP products, as well as delicious restaurants, and many more things to see.

I

t will surprise many people that the Northeastern city of Nong Khai was once ranked as the Worlds 7th most liveable city! The fact is the city has many attractions that are not so well known such as the Nong Khai aquarium, a freshwater aquarium that is home to a wide range of aquatic species. There are other places such as the Thai-Laos Friendship Bridge, The Sadet market and Cam’s market, and a viewing of the river mist at Phu Huai Isan is a must see for all visitors, a visit to the city is highly recommended to everyone that loves to travel. Air Asia now flies between Hua Hin and Udon Thani on Fridays and Sundays, we would recommend the Friday flight North returning on the Sunday, hire a car at Udon Thani airport, (book in advance), and take the 1 hour drive North to Nong Khai. Nong Khai is a border province separated from Laos by the mighty Mekong river, the proximity and the Boonchu omeletof the river and the walkways alongside it are perhaps the greatest attribute of the city. We started our excursion at the aquarium, the largest one in Northeastern Thailand. Open daily from 09.00 - 16.00, entrance fee THB 50 for Thais, THB 100 for foreigners, half price for kids and the youngest and eldest get in free! There is a 10m long underwater tunnel and a daily fish-feeding show at 14.00, twice daily at 11-00 and 14.00 on

weekends and holidays. No visit to Nong Khai would be complete with a few hours at the aquarium. After that we had a late lunch at Krua Boonchu, a local restaurant that specialise in authentic Mekong fish dishes, I can highly recommend the fried soft fish served with a spicy sauce and the Boonchu omelet, the restaurants speciality which is one inch thick, crispy on the outside and soft on the inside, absolutely delicious and very reasonably priced. We ended our day by going to see the sunset at the Mekong River area, also the location of Cam Khong Market, or more commonly known as Nong Khai Walking Street, which is open every Saturday from 17.00 22.00. The market winds a distance of more than 500m alongside the great river with views of Laos on the other side. There are cute handmade products by Nong Khai people, delicious food at the many restaurants with great views, and lovely traditional artistic performances which are most exciting for tourists..

The Thai-Laos Friendship Bridge is the first bridge in Thailand that crosses the Mekong River from Nong Khai Province to the port city of Dua in Laos. Tourists can walk to see the beauty of the bridge on the Thai side only, the crossing to Laos will require an immigration card, and if you want to take the car with you this will require additional documentation and an extra payment, you can get a tuk-tuk ride on the Laos side for a reasonable price to take you to Vientianne if you arrive early enough to make use of it. RECEIVED THE FIRST RUNNER-UP AWARD O n November 19th the Mayor of Hua Hin, Mr Nopporn Wuttikhul, attended an awards ceremony via video conference in the Naresdamri room in Hua Hin municipality office. He was joined by the Director of the Office of Natural Resources and Environment for Prachuap province, Mr Nithat Chanthong, along with heads of local government agencies. related officials and members of the municipal administration. The awards were to be given for the most innovative environmentally sustainable cities at the National level for the year 2020. Privy councillor, Mr Plakorn Sawannarat, presided over the opening remarks and congratulated the winners of the awards. Hua Hin was awarded the first runner-up prize in recognition of its efforts. Hua Hin municipality has participated in the awards since 2019 and in that year received an ‘Excellent regional environmentally sustainable city’ assessment based on four criteria: City of wellbeing, happy people, environmental sustainability and municipality of learning and good governance. n November 16th the Mayor of Hua Hin, Mr. Nopporn Wutikul, assigned members of the municipal council district 2 led by Mr. Amorn Patthong, Pol. Capt., Thongchai Pornluanprasert, the mayors assistant, Mr. Kitti Fuengfu, and a Social Welfare Division officer, to do fieldwork at the Thepnimit and Ang-num communities. The visit was to hear about issues and listen to improvement suggestions from individuals living in the area. For instance, making adjustments on the roads, the Royal Portrait, traffic congestion, (traffic lights were requested), and repairing the drain caps and clogged drains. Under the project to create a community plan for the year 2023 at the front of the AngNum community, which both communities have requested, a project to promote careers in the community has been suggested, an ‘attractive front of house project’ to promote participation within the community, and the creation of anticorruption organisations within the community (Strong project). In terms of the issues that the public has complained about, it will be handed to the municipal administration for consideration and use as a guideline for further development of Hua Hin.

ua Hin municipality has applied for permission to improve and develop the land in the area of 19 rai, the plan would apply to the areas of land and the buildings around Suan Luang Rajini and the seaside park, and would create a common area for all citizens to use for the public benefit. In order to comply with the Land Code of 1954, the use of the public domain land must be authorised by the competent authorities in order to proceed in accordance with the Ministry of Interior regulations. Therefore, in order to comply with the regulations of the Ministry of Interior on the rules and procedures for permission under Section 9 of the Land Code 2010, a working group has been set up for the benefit of the government to find the best ways to use the area. The next meeting will be with the relevant government agencies.

INSPECTS ROAD CONSTRUCTION

n November 17th Mr. Nopporn Wutikul, Hua Hin mayor, along with the President of the Hua Hin Council, members of the Hua Hin Council, the Head of the Civil Engineer Department, and officers of the Hua Hin Municipal Technician Office inspected the construction of reinforced concrete roads with drains located in Soi Prommit Pattana 7. Engineers are constructing a reinforced concrete road 0.15 meters thick, 3.20 metres wide, and 179 metres long, a total reinforced concrete road surface area of not less than 559 square metres. Every 15 metres has a drainage sump, so the total length of pipework will be 179 metres. Also a 0.4 metre V-rail is constructed with a small sump and pipes on both sides, which the total length will not be less than 358 metres. When completed the road will connect to the roads in the east. The mayor of Hua Hin emphasised the policy of intensive inspection to maintain the benefits to the residents in the Hua Hin area as well as to facilitate and create safety in regards to the traffic of the residents and route users. Therefore, this project will be completed around mid-January 2022.

Summary of November Covid-19 Situation Report; Prachuap Khiri Khan A

ccording to the latest data released on November 29th, Prachuap province has accumulated a total of 18,121 positive cases and 114 deaths (17 deaths in one month), elderly people accounted for 58.80% of deaths and those with underlying diseases accounted for 10.5%. Of the 17,918 cumulative total cases in the province, 1,212 are currently receiving treatment in hospital or are staying in quarantine, while 92.9 % have made a full recovery and have already been discharged. Health officials reported the whole province has had a total of 760,801 vaccine doses have been administered in the province, of those, 391,983 people have received one dose (67.80%), and 348,409 people have received two doses (60.30%), while 20,409 people have received three doses (3.5%). There are currently 5 clusters in Prachuap province and the clusters that must be closely monitored are as follows: - Cluster in the fishing boat industry which has accumulated 81 cases - Cluster at Military School Hua Hin which has accumulated 43 cases. - Cluster at One-Ruay Village, which has accumulated 20 cases. - Chatchai Market which has accumulated 174 cases. - Cluster Makro Hua Hin which has accumulated 33 cases The whole Hua Hin area has had 108,725 people who have received the first dose of vaccine (85.67%), 97,952 people have received the second dose (77.19%), and 6,020 people have received the stimulant dose (4.74%). Public Health has also informed that the province still has 31,395 tablets of favipiravir in its inventory. The risk factors data for those infected that

OPENS NEW SATELLITE CLINIC AT BLACK MOUNTAIN

T

he Be Well Medical Centre is pleased to announce the opening of their satellite clinic at Black Mountain with an opening event held on Friday 12th November, 2021. The Mayor of Hua Hin, Mr. Nopporn Wutthikul, officially opened the clinic attended by local dignities, leading medical professionals from Bangkok and Hua Hin as well key business leaders. For a city like Hua Hin it is important to offer residents and guests a safe environment including medical care to international standards. For years we were already blessed with an infrastructure of excellent secondary care represented through 3 leading hospitals and various specialised clinics. In January 2020 Be Well opened its first centre at the Banyan resort which added Western style family health care to the city. I was pleased to witness that Be Well was soon able to show the need of primary care among the expat community. However, Be Well also convinced many local Thai residents that primary care

is a welcome addition to the renowned secondary & tertiary care facilities in Thailand that Thai patients are now by far the largest group of Be Well members, followed by 40 other nationalities. Be Well founder Haiko Emanuel revealed how its clinic at Banyan has grown to nearly 2000 members and treats 50-70 patients per day, 7 days a week since opening in January 2020. “Initially the dominant group of members were foreigners since they were familiar with the concept from their home countries. However, in the past months every second new member is Thai which shows our concept appeals to them as well,” Mr Emanuel said. “Banyan will remain our main centre for Hua Hin and this satellite should add convenience for the members living in this area and possibly we can serve neighbouring institutes like the school, the golf course, and the waterpark”. An important aspect of Hua Hin’s attractiveness is the well-established medical infrastructure, we are blessed with two leading private hospitals and one of the best government hospitals in this part of Thailand. We also have multiple clinics providing various specialised medical treatments, and Be Well has filled the gap in primary care by introducing the Western concept of Family Health Care. This medical infrastructure will firstly provide trust for foreign guests, that, if and when required, appropriate care can be provided during their stay. Be Well is cooperating with the Hua Hin airport to make local medical care well accessible for future arriving visitors.

Vanon Kanon ran out as winners, beating Black Mountain 4-2 in an entertaining final. Black Mountain booked their spot in the final with a comfortable 4-0 win over Shark Boy. Vanon Kanong beat PSG 1-0 in the penultimate round and were very unfortunate to see a goal controversially ruled out in that match. The first half of the final was a tense affair with both teams playing some good football and Vanon Kanong taking a narrow 1-0 lead. The goals started flowing more freely in the second stanza with Black Mountain conceding another three but grapping two as consolation. Vanon Kanong were worthy winners and Orchid Palm Homes owner Stephen Ayling was impressed by the level of football on display, “There were some really good players but all the games were played in a good spirit and it is great to see young people getting outdoors and enjoying sport, something that hasn’t always been easy this year.” Black Mountain head coach Gary Stevens, who represented Tottenham and England during his playing career, also enjoyed the tournament, “There was a fantastic atmosphere and from the players to the parents I think everyone enjoyed themselves.
