I

t is the symbol of the nation and of potent and auspicious powers. It has control over water, rainfall, hurricane and flood. It is also the symbol of good luck. Chinese people have revered it for thousands of years. And this is its year in the Chinese zodiac, the Year of the Dragon. At the beginning of every Chinese lunar year, Chinese people both at home and abroad play with this mythical creature. They carry it on bamboo sticks in parades on streets, carve its head on boats which they race on rivers, lakes and even seas, have named a type of noodle after its beard and perform a dance named after it. ……….Continued on page ….

nce again, the Intercontinental presented Hua Hin with exhibition matches from top world players with the return of Paradorn Srichapan to the international Tennis scene. Viktoria Azarenka outperformed Caroline Wozniacky in an entertaining two set match. Paradorn, our national hero, slammed all hope for ATP number 9 by beating him in two straight sets. hy do some Thais dislike us? Because, we are arrogant. impatient and unfriendly. Taking my kid to school in the morning you get the first blow of arrogance from some other parents who don´t even care to say good morning, maybe even nod in acknowledgement. All Thai parents are friendly and though they may not master the godgiven language of English, they try. Wonder why we don’t get things done ? Think!

Reciprocation of love is important for a father and gives him the strength to battle each and every day he is away from them. I become emotional and my heart bursts with pride on seeing my kids perform a dance, a karate move or simply a play on stage or render a poem effectively. But most important, I secretly enjoy each second or minute with them, whether it be drying and brushing their hairs, making pony tails, brush their teeth whilst singing, choose together the clothes. they will be wearing the next day for school, cooking, doing homework, explaining them the difference between cold and hot fusion and cuddle with them in bed whilst putting them to sleep or waking up in the morning. These are the feelings which are deep and felt by every father, we cherish those moments with such intensity that time stops for a while whilst memories last forever. My fatherhood might have been stolen away from me but the bond with my kids has been sealed for eternity. am really looking forward to this time together with them, even if it does not match my definition of the perfect holidays. I am going to be a dedicated dad, for the next 10 days, I will not get angry, stressed, frustrated, hurt, overwhelmed or pissed off, I will however be singing a chorus of “I feel pretty, oh so pretty…” followed by some Eskimo mumble “Goosfraba. . . Goosfraba” and feel joyous about the entire experience! For 8x weeks a year, I don’t want to be labeled the ugly duckling or a heartless dad imposing his authority. Be strict, yes, but with limitation and parsimony. The feeling of a father is a profound emotion. Children bring lot of joy that makes our existence important, at least mine. Teaching good values to the child also means that we need to correct ourselves. Discipline does not mean being overly strict. In normal circumstances, a mother is more expressive about her love towards her child and also sacrificing and a father is seldom eloquent with his words, silently watching the various activities of the child. He encourages the kids when they first stumble or when they are crying at the preschool, gives an equal hand in upbringing the child or in correcting the child, teaches them little tricks and participates to sport activities, that’s if the family is still together or living in the vicinity for dada to play an active role in the upbringing of his offspring. In other circumstance for temporary dads, the father role takes a new turn since their involvement in the upbringing of their children is minimal; they tend to be more expressive about love and understanding. How does a dad act in this case, without crossing the line and maintain the discipline routine fixed by the other parent? Which role does he need to play? Father, Friend or Confident? The answer is not that simple, all three together without taking it too seriously, would be a seemingly reasonable quote! The last thing a father needs or want to be, is a dictator, this is no fun for the children or the dad. A coach, yes, but can be easily misinterpreted as “I am your dad but I do not accept the responsibilities or consequences”. A father, a friend and a confident is the most appropriate state of mind that applies to this unique situation or simply be yourself without forgetting who you really are in the eyes of your kids. I know for a fact that for my daughters, I am the superhero, the cool guy who comes and goes, who respects their point of view, listens to their opinions, encourage them when needed, make them laugh, teach them each time I have

Prachuab Khirikhan Authorities Honored for Anti-Drug Campaigns The Prachuab Khirikhan Governor, District Chief and Mayor of Hua Hin have been lately given an honorary award for anti-drug campaigns of 2011.

he Natural Beauty and long cherished tradition of Prachuab Khirikhan will be manifested again this year in The “Trip to Prachuab Khirikhan, the 3-Gulf Province of Thailand”, an annual tourism promotion campaign that coincides with the Thai Red Cross Fair. Taking place between 10 and 19 February 2012 on the beach of the Prachuab Gulf, the event highlights various stage performances every evening including the beauty pageant of over 40 young local ladies from all districts of the province, a mini light and sound show about the history and background of each district as well as concerts from famous Thai stars. According to the Provincial Governor Mr. Weera Sriwattanatrakul, this year’s opening ceremony will be bigger than previous years’ as it showcases unity and unique characteristics of people from all districts of Prachuab Khirikhan through colorful parades decorated by different plants, fruits and flowers grown in the province. The parade will start on the Salachip Road and proceed to the Provincial Hall. Following the parade is an official opening that consists of a mini light and sound show telling the historical background of Prachuab Khirikhan since the reign of King Rama IV and a story of brave Thai airforce, police, people and youth soldiers who fought against Japanese troops during the Indo-China war. Visitors can also enjoy the sweeping panoramic landscape of Prachuab Khirikhan and its 3 gulfs from a lookout point at the peak of Khao Chong Krajok, which will be decorated by many glittering colorful lights throughout the event. Khonthai-Hua-Jai –Singha Concert with Asanee & Wasan

he concert, “Khonthai-Hua-Jai –Singha Concert with Asanee & Wasan”, will take place on 25 February 2012 at the open air stadium of the Military Unit 15 (Somdet Phra Suriyothai Military Camp). Following a meeting of the organizers at the Hua Hin Municipality, sponsored by the Singha Corporation, which included the Hua Hin Mayor, the Deputy Mayor, the Director of the Tourism Authority of Thailand (Hua Hin Office) Mrs. Pinnat Charoenphol, the Chairman of the Cha-Am/Hua Hin Tourim Business Association, the Commander of the Military Unit 15 and the Manager of Marketing Promotion Department of the Singha Corporation Mr. Wichai Phrailaharn. This event, will feature Asanee and Wasan Chotikul, the highly favored brother singers whose many pop and rock styled songs have been well known among Thai people since the 80s. Boasting its world-class light and sound effects, the concert will also feature the Bangkok Marathon, a famous Thai band as well. Makro Food Service Hua Hin Now Open

he Siam Makro Public Company Limited has recently launched the Makro Food Service Market, its latest outlet, in the center of Hua Hin. The new market, built with the budget of around 500 million Baht, features fresh meat, seafood, fruit, vegetables, pre-packed and canned food as well as household accessories for, Hotels, Guesthouses, Condos and Restaurants. The Administrative Chairman of the Siam Makro Mrs. Suchada Itthijaurkul said that the Makro Food Service is totally different from others of its branches in terms of various fresh foods, vegetables and spices, most of which are imported from other countries, namely New Zealand, Australia, and Europe. The store, located near the Boh Fai Community on Phetchakasem Road, also boasts household and office accessories together with soft drinks , water, wine and liquors. All the products’ quality meet international standards as the Makro’s staff carefully selected and categorized each item. Customers can be assured of premium quality foods. The Siam Makro Public Company Limited already has opened 52 stores around Thailand. The General Manager of Siam Makro Ms. Nuathip Pitakpongnathorn said that the Makro Food Service had 170 staff members in total. All of them will work at every section in the store to

introduce and give information on items for sale. Apart from imported fresh food and meat, the store orders vegetables from other countries and the Doi Kham Royal Initiative Project as well as local farmers and fishers in Phetchaburi and Prachuab Khirikhan area. Local products in the provinces will be promoted and people will earn more income.

Condominium boom in Hua Hin H

ua Hin has always been a popular choice for Thais wanting to purchase a second home. Developers from Bangkok continue to buy land plots to develop condominium projects in Hua Hin and Cha-am. Five condominium projects comprising 6,889 units were introduced into the Hua Hin market in 2011 which took the total number of condominium units in Hua Hin to 13,393 units. 6,405 condominium units were introduced into the Cha-am market during the second half of 2011, 381 units in Kao Tao, and 106 units in areas inland. 60 per cent of all condominium units are located in Chaam, 15 per cent in Kao Takiab and 7 per cent in Hua Hin, according to Knight Frank. Developers in Hua Hin usually sell 1,000 to 1,200 units per annum. The 6,889 units introduced into the market in 2011 will take between 5 to 6 years to sell.

Charity wine dinner raises more than 1.3 million baht for the Bangkok Post Foundation

iving back has never tasted so good at the third Bangkok Post Charity Wine Dinner, held at the New York Steakhouse of JW Marriott Hotel Bangkok last week. The charity gala dinner, coinciding with the 10th anniversary of New York Steakhouse, sawa packed house of good-looking diners present for a truly good cause —to raise funds for the 29-year-old Bangkok Post Foundation, which now supports 256 students from primary to university levels in 32 provinces, and lunch programmers at three schools. And yes, the money raised will not only support their education, but also to help the children and their families affected by floods, currently sweeping the country. With the sold out tickets and additional donations from three generous guests during the evening, the event was able to raise more than 1.3 million baht. The one-millionbaht donation came from Harald Elisson, general manager of Black Mountain

Black Mountain Par-3 Course Opens

ua Hin, Thailand, December 12 - Whatever you have seen, heard or think about par-3 golf courses, it’s time to reconsider. Now, a new nine-hole par-3 layout in Thailand, at the country’s official best golf course - Black Mountain at Hua Hin, 200 kilometres south of Bangkok - seems set to change attitudes in Asia about the short version of the 500-year-old game. Like its big brother layout named last month as the best in Thailand and best championship course in Asia Pacific, Black Mountain’s new par-3 course, which opens officially this week, is winning plaudits from the outset.

European pros Johan Edfors, Pelle Edberg and Alex Noren raved about the layout when they test-drove (or, more correctly, test-ironed) it last week. Deep and plentiful bunkering, water on almost every hole, greens protected by steep banks, and undulations everywhere make the course a far cry from the pitchand-putt image of par-3 courses - and a challenge even for tour pros. “It’s awesome, the best par-3 course I have played … the world’s best driving range,” remarked triple European Tour winner, Alex Noren. “It compares more than favourably to Valderama’s par-3 course in Spain.” “You could take every hole, put it on a championship layout and it would fit fine,” said Johan Edfors, a seven-times winner on three tours and who finished 19th at this year’s US Open and 16th at last weekend’s Dubai World Championships. “It’s a great course to sharpen up short and mid irons and the greens are big enough to hit. For me, I can learn more in an hour playing one round here than from a day on the range.” “There’s a real place for this type of course,” said Pelle Edberg, who had his best year ever in 2011 on the US Challenge Tour. “Having the same grass as other top courses in Asia is important for practice. Apart from that, it’s a real test and a lot of fun.” Black Mountain’s members, who have been playing the course for the past few weeks, agree. “Members with handicaps of 20 or more have really enjoyed it,” says Black Mountain general manager, Harald Ellison. “It’s not a course for beginners, but appeals to low, middle and even higher handicappers who want to test their skills on a spectacular layout with challenging holes.” Designer Phil Ryan of Pacific Coast Design in Melbourne, Australia, who also designed Black

Mountain’s 18-hole course that opened in 2007, has cleverly used a natural valley, with a meandering stone-walled watercourse running through the centre of the course to build the nine holes. On either side of the water are holes of 125 metres to 175 metres from the back tees, or as little as 85 metres from the front tee boxes. By using different tees for some holes, tee-to-green shots of more than 200 metres are possible. And there will even be a tee on the clubhouse roof for novelty events. Richard Halls, a partner in construction company Links Golf Services, which built the course as well as Black Mountain’s 18-hole layout, says it has the potential to be regarded among the world’s best, along with acclaimed par-3 courses like Cloud Nine in Las Vegas, Nevada. And what of the course itself? It starts gently enough with a hole playing between 130 and 160 yards protected by front bunkers. Water comes in to play at the second hole, also 160 yards from the blacks, while the third with a 75-yard green that is a scale shape of Sweden can be especially tough if the pin is placed at front right near the water or back left on a steep slope. Three of the last four holes are the toughest. The sixth, the longest hole at 175 yards from the blacks, can be played as long as 200 yards if the tee box is moved to the back of the adjoining fifth tee. The green is perched high above walls made of wooden railway sleepers. It is likely to be Index One on the card, ranking with the ninth hole as the toughest. The latter, playing from just 90 to 140 yards, requires the most accurate tee shot of all. Two pot bunkers protect the green left and right, while any missed shot long or right will end up in the water. Green fees for the par-3 course will be 500 baht (approx. $US16) for nine holes and 750 baht (approx. $US25) for two rounds. A combined rate for the ninehole and 18-hole courses may also be introduced. The par-3 addition is one of several new developments at Black Mountain, situated within easy reach of the popular seaside resort city of Hua Hin. This month, Black Mountain will open a water park and wakeboard park that will be among the best in Asia, while the first 15 of 57 new villas adjacent to the par-3 course will open before New Year. “We are creating a complete community with golf, condominiums villas, water activities, tennis and other sports,” Harald Ellison explains. “It means that Black Mountain is becoming a tourism destination in its own right.” Black Mountain was named as best course in Thailand and best championship layout in Asia Pacific at the Pattaya golf summit in November. In 2010, it was selected by Asian Tour players as their favourite host venue of the year. BANGKOK POST FOUNDATION Established in 1982 to mark the Bangkok Post newspaper’s 36th anniversary, the Bangkok Post Foundation’s main objective is to give the children of poor families the opportunity to go to school, which would otherwise be denied them through the poverty of their circumstances. Starting with eight schoolchildren, the foundation now supports 256 students from primary to university level in 32 provinces. The foundation is not looking for academic excellence; all that is required is that children should able to pass their exams. The chief criterion, however, is that they are poor and have a strong desire to go to school. Before allocating funds to individual children, staff members and volunteers from the foundation visit their homes and talk to their teachers, parents or guardians and neighbours to ascertain that their living conditions warrant the foundation’s help. The funds supporting them come from donations and the interest they earn. Every child will continue to be supported all the way to the highest level of education they can attain. All the money donated will go directly to the cost of education; no deductions will be made for administration or any other costs.

The celebrations started in the morning with a monk ceremony and alms offering to 19 monks in order to start the day with good fortune, and for the hotel to be blessed for the years to come. The evening started with a Christmas tree lighting ceremony in the hotel’s lobby, where guests gathered, waiting to see the charity Christmas tree lit, marking the start of the festive celebrations. This was followed by a pre-dinner cocktail at Talay Thai restaurant, where photos were exhibited to show the numerous special events that had happened at Hyatt Regency Hua Hin in the past ten years. The dinner was arranged on the hotel’s huge pool lawn overlooking the ocean, where guests enjoyed special delights featuring cuisine from ten different countries such as Thai, Italian, German, Swiss, Mexican, Lebanese, Chinese and Japanese, to name just a few. This allowed guests to enjoy a culinary journey within one evening. Guests were entertained by Rose Sirinthip, a singer from GMM Grammy, the house band Dejavu, and a performance from the hotel’s employees. It was called ‘Appreciation Night’ because Hyatt Regency Hua Hin wanted to spend this evening expressing its appreciation to clients who

Try Before you Buy

Khun Somsak will be giving legal advice about the ever changing situation in regards to Thai Law and keeping readers up to date with the constant changing business and social environment here in Thailand. Some time ago a US man approached me with a problem concerning a land purchase in an up country province. He had sought out land to build a large estate so that he could retire here in Thailand. The piece of property that he had decided to buy had a title deed that indicated on that this property could not be transferred for another ten years, as the title deed had just been changed form a Nor sor sam type to a Chanote title deed. Three Common Land Titles Norsor sam – With this title you can own, build and use the land anyway you want though it is not defined by a boundary of parcel points. Making it a floating map of your plot of land as it is not connected to other land plots. Any legal act to do with the land must be publicized for thirty days before the changes can be made. Norsor sam gor – The difference between Norsor sam gor and Norsor sam is that your plot of land is defined by parcel points made during an aerial survey and it is possible to verify nearby land or nearby land plots. There is no need to publicize any legal acts and it is able to split up into smaller plots. Chanote – A Chanote is a certificate of ownership of land which the person who has their name shown on the title deed has all the legal rights to the land. You can use a Chanote as evidence to confirm your rights to government authorities. This land title is the most secure and the most recommended. Even though the title deed was not able to be transferred to the US man’s name he still wanted the property and as such wrote up a mortgage agreement that the US man was to pay the land owner one million three hundred thousand baht with a clause stating that the seller would transfer the land immediately when it is able to be transferred. This mortgage and contract was registered at the

land department under the company owned by the US man. But the problem turned out to be that this particular piece of land was illegally obtained by the seller as it was in the middle of a legal dispute with the previous owner and the owner of various other plots nearby. This put the US man at a huge risk as he had already paid the money up front and could stand to lose both the land and his money depending on the court sentence. Our comment: Before you buy any piece of property make you commission a land research report on the property so that you will be aware of any problems that may happen in the future, whether the property is still under mortgage or if there are any ongoing legal disputes on the land. Also to find out about the possibility of any problems such as a road that is to be constructed on the property. Information such as the type of title deed which the land is registered under, who is the real owner, whether it can be transferred or not, problems with the surrounding land plots and determining the true value of the land by estimation carried out by the land department are all combined and submitted in report form. All of this is so that you have all the information required for you to make an informed choice as to whether the actual property should be purchased or not. Q

What bike should I buy? Ans : This is of course, the BIG question. If in doubt, spend more than Baht 35.000 and buy a Specialized. They almost always win the ‘best of review’ anyway. (Editors note: we’re not paid to say this, I don’t ride a Specialized bike). Q : Do I need a full suspension bike? Ans : No. Well actually if you want to ride very fast over big rocks the answer is yes. Q : Do I want a full suspension bike? Ans : Yes. Look, I know I can’t tell you what to want, but if we all had enough money, full suspension would be the way to go. Q : Riser or flat bars? Ans : Riser are better for Free riding, flat for racing. Flat bars and bar ends are best for climbing, risers are better at descending. Q : Discs or V’s ? Ans : Discs if you can afford them, e.g. Hope, Hayes, Magura, Shimano in roughly that order. V’s are cheaper, a bit lighter and give good performance though. Q : What pedals should I buy?

Ans : Crank Brothers Egg Beaters if you can afford. Time ATACs if not. Almost any others if you don’t ride in mud. If you like flats you know who you are and don’t need advice from us. Q : How often must I ride to significantly improve my fitness in a few months? Ans : 3 times a week, two 2 hour rides and one longer weekend day ride. Q : What features should I look for in a mountain bike shoe? Ans : Front football studs, Velcro straps, chunky tread, stiff sole Q : Should I wear a helmet and shin/knee pads/full finger gloves for cross country or freeriding? Ans : A helmet, yes and if you find you’re crash prone, the pads are a good investment. Full finger gloves are winter only stuff really, when you crash, it’s invariably your palms that take a beating, so mitts it is then. Q : How can I stop getting so many punctures? Ans : Bigger tyres with more pressure in them (45psi) will help prevent pinch punctures. Or you could try a tubeless system, the one from Stan is useful as it’s light and stops thorny leaks as well as blow outs..

Q : Should I get a single speed bike? Ans : No! O.K. Actually a lot of people have been having fun on these super simple, retro-everything bikes. It just goes to show you can have fun on any kind of bike, even those made for the road... However, don’t say we didn’t warn you when your knees explode and the orthopaedic surgeon’s not too optimistic... Q : Is GPS worth the money? Ans : Only if you’re a techno-phile who gets lost easily. Actually, it does come in handy if you’re ever riding somewhere where mapping is not much help. This includes anywhere abroad (you’ll miss OS maps if you’re used to them) and forested areas with multiple trails. In these cases if you mark the start point it will always point the way back. More About Your Rights When you are Arrested

T

his time we’re going to expand on our discussion of your rights after you’ve been arrested. Let’s say when you’re arrested, it’s by a plain clothes officer. That officer always has to identify him or herself to you. Thus if you are arrested by someone who presents him or herself as a plain clothes officer, and you have any doubt as to whether the arrest is official, you can ask to see the officer’s badge and Id card. Though the Supreme Court of Thailand has not ruled that under all circumstances the officer must show these, it has ruled that an arresting officer must show by reasonable means that he or she is an officer. The obvious way would be to show a badge. You should give the information about the officer he or she gives to anyone at the scene with you who is not arrested, for future reference. If the person purporting to arrest you can’t produce a badge and ID, get someone to call the police to identify this person. Also, unless it’s one of the situations where a warrant is not needed, discussed in earlier columns, the officer can only arrest pursuant to a court order or arrest warrant. Remember, improper arrest can subject the officer to criminal penalties.

There have been instances in the past where people purporting to be police officers have kidnapped unsuspecting individuals, and getting anyone who claims to be a police officer to identify him or herself is a way to protect oneself against this. Impersonating a police officer is a crime and can subject the impersonator to up to a year in jail. When you’re arrested the police have to take you to an “inquiry office,” usually the local police station. This must be a government office and can’t be a non-governmental place, such as a hotel or a home. Officially, it’s where the prisoner is turned over to an “inquiry official,” such as a superior police officer. Apart from minor delays such as calling the station or obtaining evidence or statements from others at the scene of where you were arrested, you have to be taken to the inquiry office immediately. We talked last time about what must happen at the police station or other facility. We have had several emails from readers requesting confirmation or further discussion of the rights you must be given at the police station if you are brought there under arrest. At the police station you must be told of the reason for your arrest, even if this was done when you were arrested. If there is an arrest warrant, this must be read to you. If you don’t speak Thai, an interpreter must be provided to you, at state expense. Immediately after any charges are read to you at the police station, the police must help you call a lawyer, relatives or friends. This help must include use of police phones without charge, particularly if your cell phone has been confiscated pursuant to the lawful search of an arrested person’s possessions allowed by law. Although the law is not explicit, calls at police expense to lawyers, relatives and friends should even include international calls. The police must allow you to meet in private with the lawyer, friends or relatives. These individuals must be allowed to attend any hearing in connection with

your arrest. Also, if you are arrested, the police must assist you with any medical problems. For example, if you were injured in the arrest, you are entitled to immediate medical attention. If you can’t be treated at the inquiry office, you have to be taken to a place such as an emergency room, where you can. The police may, of course, accompany you to the hospital to make sure you don’t flee, and take you back to the inquiry office when you are medically stable. hen North Germans plan to set up a restaurant, you can bet your bottom Baht it is going to be good! At first I was a bit confused by the name but the dry northern humor made me realize I am not facing Gordon Ramsey with his aspiring young chefs, going through rigorous and devastating challenges with his staff. Ramsey would probably be short lived in Thailand. Stay where you are Ramsey boy ! Instead there was a smiley, a bit naughty smile, Chef Peter from Hamburg and the founder, young master Michel Ritter welcoming me at their Chomsin Road restaurant. When nearing the Hua Hin Port on Naresdamri Road, past Hua Hin Today office, take a left turn and continue about 200 meters on the left and you have arrived at Heaven´s Kitchen. Otherwise of course from Naebkehar road, take a right turn.

You can sit outside and enjoy a freshly tapped Chang Beer or inside, comfortably with airconditioning and enjoy a wide variety of western and Thai food as well. Chef Peter is a master of improvisation and created a Crazy Dog Pizza for our Danish residents. It tastes as is does in Denmark ! Anyway, well seated , Peter and Michel jumped on me. What to eat, what to write about? As usual I leave it up to the Restaurant Chef to serve what he wants to promote. As a starter Peter suggested his Crazy Dog Pizza which was delicious and tasty. With a glass of Sparkling Prosecco – Valdobiadem – gently – fruity- and tropically influenced, it was a great starter combination which could be an entire meal ! The Pizza crust was southern Italian (Napolitano), rarely seen in Hua Hin, crispy and great texture. A Spaghetti Hua Hin, served as a second plate,

a spicy version, was also very tasty and aldente with that certain texture bite that especially Italians insist upon. We continued with the Prosecco. The main course, how could it be otherwise was a Schweine Nackenbraten – Pork Roast from the Neck ! Needles to comment the size of this German dish. Ze Germans vant food on zeir plate, not samples. This is one of the reasons that the Cuisine Nouvelle never caught on in Germany and the creator. Master Chef Bocuse decided to concentrate on sauces and portions again. The Pork roast is practically pan roasted and after that covered with a layer of mustard, pepper, salt etc. and then oven roasted on a bed of onions and other secrets. After a while in the oven, some water is added which contributes to the great sauce coming from this creation.

Brussels sprouts rounded of this Gourmant serving. The Prok Roast was tender, well tasting and delicious. Having this regularly with some Hofbräuhaus mugs you will need to order the Lederhosen with adjustable circumfence belt. hilst there are many restaurants in Hua Hin who serve all kind of food from Thai to International, Khun Art and his team have created a brilliant place in one of the oldestand most beautiful places on the Hua Hin coast in Soi 51, practically on the beach. The house, the restaurant (Yes, restaurant) is

a fully renovated heritage place. A gift, of the brother of King Rama the Fifth to his children, Prince Damrong, Princess Jongjittanom and Princess Pao. Art made a splendid wine bar and restaurant out of it. Forget the Bistro. This place deserves the full restaurant credit. Thai food prepared in a bit of a modern and tastier way by his lady Thai Chef and western dishes in a fusion way by his smart Thai male Chef. We were greeted by Khun Art and his kitchen staff, an aperitif and crispy, thin sliced potatoes chips with herbs and a touch of chili and cashew nuts. We requested the kitchen to serve only the food they wanted us to taste, so as a starter there was a Tuna Salad with Mango chunks on fresh crispy salad leaves. The trick is to moisten the salad leaves, put them in the freezer and bring them out before serving. The Tuna salad had a particular taste which I could not define but which will be revealed in our March edition of Food Lovers. As a second plate, we were served Thai roasted pork with stir fried vegetables and a creamy, thick green curry sauce. A different Thai approach to Green Curry. Not to spicy as to leave the fresh aroma of the vegetables and herbs. The first time, that spicy pork tasted really nice to me. Most of the time, the “overruling” spicy taste spoils the real content of herbs and spices. Crowning the main course was roasted duck with a cranberry sauce and steamed vegetables on a bed of freshly made mashed potatoes. The duck was roasted to perfection. All this with a Chilean G7 Chardonnay,an intense purpleredexuberant, typical Cabernet Sauvignon with a smoky taste, elegant, soft, spicy, a lot of fruit, caramel and fresh. A wine, to fall in love with. A selection of fresh fruit, chocolate cake and pancakes rounded off the dessert treat with the coffee and almond cake being their signature sweet. Bangkok Hospital Hua Hin Undergoes an Inspection from Accrediting Commision

L

ast week the surveyors from the US based joint Commission on International Accreditation (JCI) were in Hua Hin, visiting the Bangkok Hospital Hua Hin. This organization was established several years ago to inspect hospitals to establish that they complied with the latest international standards for patient care and patient safety. The visit was very successful and confirmed that we are practicing the high standards that are a hallmark of the Bangkok Hospitals network. The U.S., Australia and the U.K. are among the many countries that have very successful accreditation systems and this concept continues to grow worldwide. As one would assume, the standards of international assessment are not the same as standards for facilities within the United States. In an interview the President and CEO of Joint Commission International, said “We determined that the existing American Joint Commission standards should not be used and we developed a set of international standards that could be applied to various health care systems and that would be sensitive to unique cultural issues. We feel that our standards are comparable, but different.” In other words, JCI does not expect that Thai hospitals be the same as American hospitals but that certain essential standards are the same. .The benefits of accreditation are countless for the organization involved. As a voluntary process, accreditation shows that a healthcare organization has a visible commitment towards improving the safety and quality of patient care by continually working to reduce risks. Accreditation is therefore an effective quality assurance tool for a healthcare organization. Several hospitals in Thailand have already received their seal of approval and Bangkok Hospital Hua Hin (BHN) was the latest to undergo inspection. It is the hospital with the shortest record to be inspected. BNH Hospital in Bangkok was over 100 years old when it went through this process while BHN is only just over a year old. Although hospitals such as BHN are private, nongovernment institutions, they are under constant observation to be sure that they are safe and are performing well. A periodical inspection of hospitals in Thailand is performed by the Health authorities and they have increasingly raised the standards that hospitals must achieve to be licensed

Star golfer Prayad supports local juniors at Banyan golf Club

ua Hin’s most famous golfer is undoubtedly European & Asian Tour golfer Prayad Markseang. His golfing travels take him all over the globe playing the game he loves. He has never forgotten however, the roots of the game he started to play as a child on the local courses. In recent weeks, and during Prayad’s preparations for the beginning of the 2012 season, Prayad took time to give a golf clinic to local junior golfers at Banyan Golf Club. The Singha Hua Hin Junior Challenge was held on a Sunday afternoon , as part of their regular Junior Golf Sundays at Banyan program. Prayad took the time to meet all the junior before the round & give them a 45 minute clinic focusing on greenside bunker play.

he 3rd Eagle Watching and Products Selling of Phetchaburi will take place from January to February, 2012, at the multi-purposed ground by the highway No. 1023 in Baan Nong Plalai Community, Khao Yoi district in Phetchaburi. This event is aimed at raising awareness on eagle protection and eco-tourism promotion. Moreover, it serves as a forum that encourages youths to learn more on natural habitats in Thailand and enables local people to understand local economic development and how important it is, said Mr. Prasopchai Areewong, the chief of the Nong Plalai SubDistrict Administration Office. Since its highlight concerns eagles, the event has an exhibit on the so-called king of all winged creatures, a display about local lifestyle at Baan Nong Plalai, selling of OTOP goods, eagle watching, a photo contest on eagles, hawks and local lifestyle as well as a contest of colored drawing made by primary and secondary students entitled, “Eagles: the King of the Sky and the Great Hunter”. Also, there will be a cultural performance of Lao Phuan, Lao Wieng, Lao Song and Thai Song Dam. Attracting more Tourists to Cha Am The 2nd Crab Pulling Festival @ Cha-Am is coming back this month after its great success last year.

T

o be organized from the 11th to the 19th February 2012 at the lookout point on Cha-Am beach, the crab pulling festival is one of 3 the Unseen Thailand campaigns that promotes tourism in the country and encourages visitors to admire and foster local culture. This event was originated from the municipal policy to promote blue crab fishing in which different breeds of the sea creatures are given to local fishers by the Phetchaburi Fishery Office and the Phetchaburi Fisheries Test and research Center and were regularly released in the artificial reef. Moreover, 2 blue crab banks were established in Cha-Am to propagate the species so that the animal does not face extinction and local fishers earn more income. Cha-Am has 3 fishing communities that mainly do crab fishing: Baan Khlong Thien, Baan Boh Khaem and Bang Sai Yoi. The Baan Khlong Thien fishers, in particular, use the area by a canal of Saphan Hin to sell the fresh blue crab they caught. To keep the crab fresh, they put it in a big handmade mesh bag. The bag, hung on to the iron bars of a bridge, is soaked in canal water. Once customers come to buy the crabs, the sellers will pull up the water soaked bag. That is how the name, Pu Chak (literally, crab pulling), was born. Since this event, when local fishers catch more crab than any other time of the year, visitors will see how local fishers actually work. In addition, there will be concerts of famous Thai artists and a lively walking street for tourists every night. So, the 2nd Crab Pulling Festival @ Cha-Am will surely be as entertaining as the last year’s.

Baan Laad Organizes Cart-Yoking Cow Race

A

cart-yoking cow race will take place between 4 -12 February 2012 at a 60-Rai area by the Phetchakasem road opposite the Chit Chanok Thai sweets shop in Baan Laad District of Phetchaburi. According to Mr. Wirat Chaiyasit, the district chief of Baan Leed, the District Office of Baan Laad, with cooperation of the District Chief and Community Leader Group, the Baan Laad Local Administration Office and local people launch this event to revive and foster local tradition and culture, particularly activities relates to Thai farming and agriculture. Besides, it helps promote tourism in Phetchaburi, the gateway to the south of Thailand. This year’s cart-yoking cow race will be more exciting and bigger than last years’ because of various activities. Visitors can attend cartyoking cow races for which winners will be awarded a trophy conferred by Princess Maha Chakri Sirindhorn as well as cow running, cow catching with bare hands and wild boar catching. Since Phetchaburi is well-known among tourists for palmyra palm, races on

palm climbing, palm chopping, palm eating, palm curry making and palm crushing will be held, too. In the evening, there will be stage performances, the display of local and community products, a contest of youth string combo bands, retro Thai dance and the cowboy night show on the last day of the event. Fires Likely to Break Out in Cold/Dry Season

T

he Cha-Am and Hua Hin Municipality have given advice to local people on fire prevention during the current cold season as fires can quickly spread but are hard to extinguish, particularly if they occurs in shophouses or wooden houses or on open grass land due to dry weather and strong winds. To protect their house and property, authorities suggest that people should keep their house well-ordered and not put anything that block the doorway, windows and stairs. More than one fire exit has to be prepared in the house and at least one window of each room should be left unlocked so that family members can leave the house in case a fire breaks out. All keys have to be kept in a place where they are easily found in case of emergency. Any inflammable things, such as papers, matches and wood chunks, should be gotten rid of. Chemical substances have to be kept

in dry and ventilated place away from heat. Incense pots, candlesticks and ashtrays should be non-flammable. Electrical appliances, especially those exposed to sunlight, rain and heat most of the time, should be frequently checked. Urgent repair or replacement must be done for electrical appliances that have damaged wires. More importantly, it is not recommendable to plug many electrical appliances in one socket or leave them unused for a long time as this can easily cause short circuit. Fire extinguishers have to be placed where family members can use them quickly and conveniently. Fire alarms should be installed in rooms prone to fire, such as a kitchen or a praying room where incense and candles are usually lit. Other than that, the Municipalities asks people to be careful if they have to do any activities with fire, such as blowing candles and incense out before leaving the house, unplugging or turning off all electrical appliances and cooking gas as well as avoiding burning garbage and pampas grass when the wind is strong because other materials can catch even small fire fragments and start to burn uncontrollably fast. Keeping their house well-organized, getting rid of inflammable things, frequently checking electrical appliances, installing fire alarms and paying special attention to activities with fire will help minimize the risk that fire easily breaks out during this dry and cold season. large group of Thai and foreign tourists swarmed Cha-Am beach to celebrate 2012 New Year on the evening of December 31, 2011. The Cha-Am countdown, hosted by the ChaAm Municipality, featured stage performances of famous Thai actors , singers, food , beverage fairs and lucky draws from December 31, 2011 to January 3, 2012. The Cha-Am Mayor Mr. Nukul Pornsomboonsiri said that the Cha-Am Municipality hosted New Year’s celebration annually. However, the latest festive event was different from the one of years before because a countdown party was held from December31, 2011 to January 1, 2012 in

addition to Buddhist ceremony offering alms to monks in the morning of 1 January at the Cha-Am Municipality. Moreover, the party night was extended from 1 to 3 January. Despite the second time, the countdown party was welcomed a large group of visitors and local people alike who enjoyed colorful firework display at midnight of 31 December 2011 and savored mouth-watering food available at the Cha-Am lookout. “A festive activity like the Cha-Am Countdown is one of the city’s tourism promotion campaigns the Municipality regularly hosts. We are intending to organize it every year to make our people and visitors happy,” concluded from Mr. Nukul.

ดูหนาวเป็นช่วงทีส่ ภาพอากาศแห้ง และมีลมพัดแรง ท�ำให้มคี วามเสีย่ ง สูงต่อการเกิดเพลิงไหม้ทลี่ กุ ลามอย่างรวดเร็ว และยากต่อการควบคุม เพลิง โดยเฉพาะหากเกิดกับตึกแถวหรือบ้านไม้ จะสร้างความสูญเสียต่อ ชีวติ และทรัพย์สนิ มากยิง่ ขึน้ เพือ่ ลดความเสีย่ งต่อการการเกิดเพลิงไหม้ใน ช่วงฤดูหนาว งานป้องกันและบรรเทาสาธารณภัย เทศบาลเมืองชะอ�ำ จึงขอ แนะข้อควรปฏิบตั ดิ งั นี้ จัดระเบียบบ้านให้ปลอดภัยจากเพลิงไหม้ จัดวางสิง่ ของภายใน บ้านเรือนเป็นระเบียบ ไม่กดี ขวางประตู หน้าต่าง บันได ทางเดิน จัดให้มเี ส้น ทางอพยพหนีไฟ ทางเข้า-ออกบ้านหลายเส้นทาง หากเกิดเพลิงไหม้จะได้ใช้ เป็นเส้นทางอพยพหนีไฟได้อย่างรวดเร็ว ติดตัง้ เหล็กดัดประตู หน้าต่างแบบ ทีส่ ามารถเปิด-ปิดได้อย่างน้อยห้องละ ๑ บาน รวมถึงจัดเก็บกุญแจประตู บ้าน ประตูเหล็กดัดในจุดทีห่ ยิบใช้งานได้สะดวก หากเกิดเพลิงไหม้จะได้หนี ไฟได้ทนั ท่วงที ก�ำจัดวัสดุทเี่ ป็นเชือ้ เพลิง เช่น กระดาษ หนังสือพิมพ์ ไม้ขดี ไฟ เศษไม้ เป็นต้น เพราะเป็นเชือ้ เพลิงอย่างดี ทีท่ ำ� ให้ไฟลุกลามอย่าง

รวดเร็ว แยกเก็บสารเคมีทตี่ ดิ ไฟง่ายในบริเวณทีแ่ ห้ง อากาศถ่ายเทสะดวก ห่างจากแหล่งความร้อนทีเ่ ป็นตัวเร่งให้เกิดเพลิงไหม้ เลือกใช้กระถางธูป เชิง เทียน และทีเ่ ขีย่ บุหรีป่ ระเภททีเ่ ป็นภาชนะทนไฟ เพือ่ ป้องกันไฟลุกลาม ตรวจสอบอุปกรณ์ไฟฟ้าให้อยูใ่ นสภาพสมบูรณ์ โดยเฉพาะอุปกรณ์ ไฟฟ้าทีอ่ ยูใ่ นบริเวณแสงแดดส่องถึง ฝนสาด และใกล้แหล่งความร้อน พร้อมทัง้ หมัน่ สังเกตความผิดปกติของอุปกรณ์ไฟฟ้า หากสายไฟฉีกขาด บุบ บวม สีเปลีย่ น มีกลิน่ เหม็นไหม้ ให้ซอ่ มแซมหรือเปลีย่ นใหม่ทนั ที ไม่ เสียบปลัก๊ ไฟหลายอันกับเต้าเสียบเดียวกัน หรือเสียบปลัก๊ ไฟค้างไว้เป็น เวลานานหากกระแสไฟฟ้าลัดวงจร อาจท�ำให้เกิดเพลิงไหม้ได้ ติดตัง้ ระบบป้องกันเพลิงไหม้ โดยติดตัง้ เครือ่ งตัดกระแสไฟฟ้า อัตโนมัติ ต่อสายดินอุปกรณ์ เครือ่ งใช้ไฟฟ้า เพือ่ ป้องกันเพลิงไหม้จาก กระแสไฟฟ้าลัดวงจร จัดวางถังดับเพลิงในจุดทีห่ ยิบใช้งานได้สะดวก รวม ถึงติดตัง้ เครือ่ งตรวจจับควันไฟและกริง่ สัญญาณเตือนไฟไหม้ในบริเวณที่ เสีย่ งเพลิงไหม้ เช่น ห้องครัว ห้องพระ เป็นต้น

นอกจากนี้ ควรระมัดระวังในการประกอบกิจกรรมเกีย่ วกับไฟทุก ประเภท ก่อนออกจากบ้านดับธูปเทียนให้สนิท ถอดปลัก๊ ไฟ ปิดสวิตซ์ไฟ และวาล์วถังก๊าซให้สนิททุกครัง้ รวมถึงงดเว้นเผาตอซางข้าว หญ้าแห้ง หรือ ขยะในช่วงทีล่ มพัดแรง เพราะหากสะเก็ดไฟกระเด็นไปติดวัสดุอนื่ อาจ ท�ำให้ไฟลุกลามอย่างรวดเร็ว และยากต่อการควบคุม การเตรียมความพร้อมในการป้องกันเพลิงไหม้อย่างถูกต้องและ ปลอดภัย โดยจัดระเบียบบ้านให้ปลอดภัยจากเพลิงไหม้ ก�ำจัดวัสดุทเี่ ป็น เชือ้ เพลิง ตรวจสอบอุปกรณ์ไฟฟ้าให้อยูใ่ นสภาพสมบูรณ์ ติดตัง้ ระบบ ป้องกันเพลิงไหม้ รวมถึงเพิม่ ความระมัดระวังในการประกอบกิจกรรมเกีย่ ว กับไฟทุกประเภท จะช่วยลดความเสีย่ งต่อการเกิดเพลิงไหม้ในช่วงฤดูหนาว ทีม่ สี ภาพอากาศแห้ง ด้วยความปรารถนาดีจาก งานป้องกันและบรรเทาสาธารณภัย เทศบาลเมืองชะอ�ำ พบเหตุสาธารณภัยแจ้ง หมายเลขโทรศัพท์ ๑๙๙, ๐๓๒-๔๗๑๐๐๑, ๐๓๒-๔๗๑๒๒๒ , ๐๓๒-๔๗๑๔๑๙
