VILLAGERS PROTEST AGAINST KHAO TAKIAP HILL PLANS

illagers from the Khao Takiab area met last month with the Mayor of Hua Hin to express their opposition to capitalists plans to lease land in the area. With the help of Mr. Somsak Khiewkam, a former Hua Hin district county council member, the villagers representing 52 households living on the slope of the land in Khao Takiap, invaded the Hua Hin Municipality carrying placards showing their opposition to the corporate takeover of the hillside location. The Mayor, Mr. Nopporn Wutthikul, greeted them on that day and listened to their complaints and desires. According to the locals, the old capitalists have already applied to rent the land from the Royal Forest Department, and they will shortly present their proposal to Hua Hin’s city council. The land in question overlaps with the land of the current 52 occupants and could see their properties demolished and make them homeless. They came to request that the municipality suspend any such proposal Mr. Nopporn responded to the protesters by informing them that the municipality was not lawfully able to prevent the proposals being made in accordance with local forestry law, but would assess its validity after it had been

presented. The options for consideration would be: 1. The Council agrees with the proposal. 2. The council does not approve of the proposal. 3. The council postpones the consideration agenda to a later date. Mr. Nopphon gave advice to the villagers that, If the villagers disagree with the proposals, they can file an objection with the Director General of the Royal Forest Department using the principles and claims that, “Khao Takiab is an old public area and has been used for a long time, particularly as a natural tourist attraction.” The Khao Takiab hillside area was originally and for a very long time a public utilisation area, later, when the government issued a law to protect mountains across the country, the Royal Forest Department became responsible for oversight and providing opportunities for groups of people to rent forest areas. Whether renting to plant a forest, building a tourist attraction, housing and more, this will be in accordance with the law in order to lease the area of the Royal Forest Department’s land. When the private sector has permission to rent, the next step must be to ask permission from the sub-district municipality in that area. Recently mountains in more and more beautiful areas across Thailand are being rented, and there is conflict across the country between the people in the area and the local government organisations in each province.

s the year limps to a close, a year that for most of us contained many unpleasant things that we would prefer to forget about, we look ahead and want to make sure that the coming year will be much better. In fact, every year is still the same, what will be different or better depends on the actions we take that have an impact to our life.

This year, like every other year, I wish you all and your family happiness and prosperous business, but this year we will need to double our exercise and put much more spirit than in previous years to fight the disease that is diligently continuing to mutate endlessly. Last month, I talked about opening the Thai language section of the Newspaper, this is something that has already happened in this issue. It’s not that we’ve never had done it before; it’s just that we stopped five years ago. And the reason we brought it back is that I recently found that Hua Hin’s Thai newspapers have vanished. We wanted to fill in the gaps, thus we’ve included four Thai pages in this edition. I hope you can take pleasure in it!

Readers have been paying attention and writing to the editor every month in the past, so I believe it would be beneficial if we were more active in determining who wrote the greatest letter. As in newspapers around the world, many letters to the editor are not published, mainly due to space constraints but of course some are unprintable. This is terrible since it implies that some good letters will be overlooked so this year we will hold a contest for “letter to the editor of the year.” The problem is that people tend to write only when they are angry, not when they are full of the joys of life. That’s why we have letters about such topics as about noisy neighbours at night, traffic bottlenecks on long weekends, stinking rubbish, and a variety of other issues.

Letter to Editor : January’s Selected Letter Dear Hua Hin Today, I have been living in Hua Hin for 10 years now, and I have seen numerous stray dogs wandering the streets every day. I usually go for a walk in the evening on the sidewalks, and there is no day that those stray dogs would not chase me. I have heard about a project about dealing with stray dogs. However, it does not appear that much has been accomplished, which I still see them around every day and everywhere. I would like to hear if the project is somehow still running, still in the process, or has failed? These stray dogs are running around, meet other stray dogs, and have more puppies. So here they ended up having more and more pups running on the streets, being hit by a car, and causing road accidents. And again, I am a dog lover, I do care about them, and I felt sad seeing them being abandoned. I want to know if there could be any way to deal with this soon because they are fighting for themselves on the streets facing vehicles, unkind people, sicknesses, and a lack of food. Although there are private organizations and groups of dog lovers that have formed groups to help those numerous stray dogs, it seems that different people handle them in different ways. It would be great if they and the Hua Hin Municipality could join together to get more poweer, personnel, ideas, and capital to deal with this. WARNING ABOUT ECSTASY HIDDEN IN COFFEE PACKETS

ccording to the Department of Medicine by Dr. Manus Phothaphon, Deputy Director-General, Department of Medical Services Ministry of Public Health (MOPH), ecstasy is currently being smuggled using powdered ecstasy packaged in a variety of product forms such as creamer and 3in1 coffee sachets, the product is being sold and marketed to youths via social media.

Ecstasy and the ‘Happy Pill’ are the same narcotic substance, it has a short-term stimulant effect on the nervous system, followed by severe hallucinations, and can cause serotonin secreting brain cells to fail, (serotonin is a key chemical in mood regulation). When this ecstasy substance is consumed, the body secretes more serotonin than usual, making the user feel refreshed and in a good mood, but as the substance wears off, the user can enter into a depressed mood causing depression that may develop into a type of psychosis and lead to higher suicidal tendencies. Smuggling the ecstasy drug in the form of powder packaged into diverse products can make detection more difficult, and parents are advised to stay informed about current events and to monitor their children’s behaviour. Parents are encouraged to talk to their children rationally and explain the repercussions and harms of using the drug, avoid using violence, and take their children to the doctor for treatment. HUA HIN POLICE STATION WELCOMES NEW SUPERINTENDENT

n the 14th of December, Mr. Wasawat Charoonjitpairat, chairman of the board of the police investigation and monitoring committee, arranged a banquet to welcome Pol.Col. Hongphrom Wisitchaichana, the new superintendent of the Hua Hin Police Station. This was the first time there had been a gathering and conversations between the management and the operations department since the new superintendent took over. In order to create an understanding of operations going in the same direction, the police investigation and monitoring committee has the policy of assisting Hua Hin Police Station. The board committee has asked the new superintendent to do his job to the best of his ability in order to protect Hua Hin residents, and the committee will take care of, support, and reward good police officers. In Pol.Col. Hongphrom’s speech, he thanked the committee for their kindness and pledged to look after public order and to strictly enforce the law in order to keep the country and society at peace, especially in this period of re-opening the city. He also added that since taking over as Police Superintendent, he has observed that the vast majority of people and companies in Hua Hin have experienced difficulties and trauma as a result of the Covid pandemic. He noted that although the people rely on the police for safety, whether they are suffering or joyful, the police also rely on the people, the police’s performance must sometimes “close one eye,” to some minor violations of the law.

In the run up to the New Year’s Eve events, the new Police Superintendent has devised a strategy for the period from December 24th - January 1st, in order to avoid any unpleasant incidents. Because this is a festive time of year, the Hua Hin police want to ensure that the city of Hua Hin remains peaceful and safe for the residents and tourists that visit throughout the holiday season.

THE MAYOR DISCUSSES INCREASING SAFETY AT HUA HIN AIRPORT

n the 17 th of December the Mayor of Hua Hin, Mr. Nopporn Wutthikul, attended a meeting to discuss ways to improve the safety of the runway at Hua Hin Airport. Lt. Gen. Jaresak Anupap, Vice Chairman of the Commission presided over the meeting which was also attended b y M r. A b h i s i t U b o n k o m u t , Director of Hua Hin Airport, representatives of the private sector and government agencies, and Thai AirAsia. Related persons and complainants also attended a meeting held in tandem at the Hua Hin Airport meeting room. The purpose of the discussion at this time was to address concerns from passengers who had flown in and out of Hua Hin Airport complaining that the landing was dangerous due to severe braking and sometimes planes have to do another loop before landing. The Commission visited Hua Hin Airport for an inspection and learned that the airport is currently building additional terminals, expanding passenger reception areas, and expanding safety areas around the airport’s runway, which is being expanded from 35 metres wide to 45 metres and to 2,100 metres long. In support of plans to re-open the country to tourists, and in particular to develop the Hua Hin. Cha-am area, the Department of Airports has provided an expenditure budget for the fiscal year 2023 to improve access roads, the car parking lot, and lighting systems in the amount of THB 300 million. The expansion plans must conform to strict safety standards to satisfy both the public and the airlines, it is hopes additional airlines will soon be added to the roster using the airport and new destinations can be added.

PINEAPPLE LEAF COMMUNITY ENTERPRISE TO CREATE VALUE AND INCOME

In addition, the group has expanded by bringing the pineapple fibre paper products to sell itself, such as tissue paper boxes, gift boxes, notebooks, photo frames, and Papier-Mache. The outstanding feature of pineapple fibre paper is its toughness, it is also durable and can be dyed in a variety of colours as needed. Walailak Moonmirat told us that there have been many government agencies to support Wang Yao Phatthana Housewives Community Enterprise, whether it be with materials or training to provide knowledge about further product development to be more diverse. Recently, the group has also trialled using pineapple leaves to make fibres and then embroidering them with beads to create bracelets, necklaces, key chains, and hats, which have been quite well received by customers. The Pranburi Community Development Office has also promoted group members to have knowledge about online marketing by selling products on Shopee, Lazada, and OTOP websites, and created a facebook page for the products as well.

ua Hin Today newspaper has been alerted by Ms. Walailak Moonmirat, Community Development Officer at Pranburi Community Expertise Development Office, about a project by Wang Yao Phatthana Housewives Community Enterprise, Village Moo 3, Ban Wang Yao, Wang Phong subdistrict. They teach villagers how to process raw materials found in the community such as waste pineapple leaves leftover from agriculture, to create added value by making it into pineapple fibre paper. Currently, the product has been selected as a 3-star OTOP product in Prachuap province and has been sold to entrepreneurs to be used as packaging for souvenirs, or used to make decorative products that can generate additional income for people in the area who have a career in agriculture as their main occupation. This is an excellent acceleration of a local community enterprise project that has been in operation since 1984.

The Wang Yao Phatthana Housewives Community Enterprise is strong and has good group management and was selected as an outstanding community enterprise at the provincial level for the year 2019, it received an outstanding community enterprise award as first runner-up at the district level for the year 2019 as well. The group will also encourage the next generation of youth in the NonFormal Education Institute to learn to develop professional skills in order to pass the job from one generation to the next.

HUA HIN POLICE MEET WITH RESTAURANT OWNERS TO WARN OF ILLEGAL ALCOHOL SALES

olice and municipal officials have met almost 100 restaurant owners and food vendors to warn them against breaching the rules regarding the sale of alcohol. Hua Hin police chief Pol Col Hong Phrom Wisitchanachai and deputy district chief Montri Manichpong met with restaurant owners on Tuesday (Dec 22) to tell them they must comply with the provincial orders regarding alcohol. Those attending the meeting were told in no uncertain terms they face prosecution if they were found to be serving alcohol. Currently only venues in Hua Hin and Nong Khae with SHA and SHA+ certification can serve alcohol. The meeting was held after provincial officials announced recently that they had been made aware of many venues serving alcohol in breach of the current rules. Earlier this month, Prachuap Khiri Khan provincial governor Dr. Sathien Charoenruen has ordered a crackdown on venues in Hua Hin and throughout the province breaching the rules regarding the sales of alcohol. Dr. Sathien said some venues were serving alcohol in coffee or opaque cups in order to try and conceal what was inside. Meanwhile, Hua Hin mayor Nopporn Wutthikul has instructed municipal officers to ensure that street traders were not obstructing fire exits and access routes for ambulances in the run up to New Year celebrations. Mayor Nopporn also ordered officers to visit beach vendors to ensure they do not price gouge tourists and that they were transparent with the price of food.

STAMFORD UNIVERSITY The success of the large scale ‘UNLEASH YOUR POTENTIAL PROJECT’ agricultural project

tamford International University, Hua Hin-Chaam campus, welcomed Mr. Nopporn Wutthikul, Mayor of Hua Hin, to preside over the certificate ceremony of the 5th ‘Unleash your Potential Project’ at the site. The ceremony was attended by Napawan Chanduan, Assistant to the Rector for Government Governance and Relations, Sel Dilon, the Executive Director, and Assistant Professor Dr. Bampen Maitreesophon, Dean of the Faculty of Public Administration and Social Studies. The ‘Unleash Your Potential Project’ is a project to develop teaching management skills for teachers in primary and lower secondary levels, as well as to improve student quality and create a learning environment inside the school. To date, the project has been enacted for 5 consecutive years with teachers participating in it from 3

provinces, namely Prachuap Khiri Khan, Phetchaburi, and Ratchaburi. Teachers who have taken part in the program have gone through a variety of training courses including: The project to improve English teaching skills. The Think Factory project to transform the way teaching materials are used. And the creation of teaching methodology including research-based teaching development using ‘active learning’ using the PhET program to create teaching materials, using Jeopardy Games, etc. The results of the satisfaction assessment of students who attended the training showed that overall they had better results every year. The Mayor of Hua Hin and Mr. Sel Dilon, jointly distributed 57 certificates. There were nine schools in the Hua Hin Municipality that received the certificates, namely: Ban Hua Hin Municipal School, Ban Khao Tao Municipal School, Ban Bo Fai Municipal School, Ban Samor Phong Municipal School, Ban Khao Phithak Municipal School, Ban Nong Kae Municipal School, Municipal School Baan Takiab, Baan Samor Phong Child Development Centre, and Baan Takiab Child Development Centre.

he Minister of Agriculture and Cooperatives has proclaimed the achievement of a significant agricultural project at the Hin Lek Fai subdistrict of Hua Hin for the ‘Learning Centre for Enhancement of Agricultural Product Production’. Last month, Hua Hin Today newspaper was delighted by the opening by Mr. Wanchai Nilwong of the Learning Centre for Enhancement of Agricultural Product Production in Hin Lek Fai subdistrict. The Prachuap Khiri Khan Provincial Agriculture Office has since organised a public relations project to upgrade large-scale agriculture with modern agriculture and link the market. This is to disseminate and publicise the movement of large-scale agricultural projects in Thailand as a whole. On that day, Mr. Chalermchai Sri-on, Minister of Agriculture and Cooperatives was the chairman of the project to announce the success of this Hua Hin project. The project has been created and driven continuously for the 6 th year and currently has over 6,000 large plots across the c o u n t r y, w h i c h

greatly enhances the production and marketing potential of farmers. Furthermore, the event included displays on agriculture, fishery, crops and livestock, and demonstrations of agricultural innovations in accordance with the guidelines for the development of smart agriculture for farmers and the people who attended the event to watch. By now, Prachuap province has a total of 74 large-scale plots comprising crops, fisheries, and livestock. In 2020, 19 large agricultural plots were supported with a total budget of more than THB 55 million, which can help farmers reduce costs, increase productivity, develop products to meet standards, and increase the potential and market competitiveness of farmers.

COVID TESTING COSTS FOR TRAVEL ARE EXORBITANT! he high cost of PCR tests is and will continue to negatively impact international travel recovery, when tourism is most needed, especially in Thailand.

On top of uncertainty over waves linked to the delta variant and now the emergence of the omicron variant, there’s the matter of the coronavirus tests needed to travel. Per person, they can cost hundreds of dollars and exorbitantly increase the cost of an international trip, depending on the place of departure, the destination, the type of test and the company providing them. While many countries offer free or subsidized coronavirus testing, when it comes to tests to meet travel requirements and swift delivery test results, governments often rely on or require private companies to administer them, rather than strained and slow public health systems. The cost of doing business in a volatile industry, coupled with limited government oversight of prices and services, is probably yielding some startling revenues, in USD trillions, as many private companies are taking advantage of a COVID windfall, making huge profits on testing, resulting in the less wealthy forced to forgo vacations abroad as travel seems to become something only the rich can afford. Maybe, on some level, some may argue that charging for COVID testing for travel is not unreasonable, but for a family of five, they will have to pay the absurd price between one and two thousand dollars to take two tests during a trip, which adds a significant cost to their holidays, especially when COVID-19 has tightened budget constraints for many around the world. On one hand governments are crying for tourism to return but on the other hand putting costly restrictions in place and allowing private companies to apply outrageous prices. So, rather than simply being a matter of choice,

it becomes an additional financial burden and the excessive COVID travel costs symbolize escalating inequalities in the wake of the pandemic. It never ceases to amaze me, how much the medical sector is blatantly profiteering of this pandemic, leaving us, the consumers, with no choice but to swallow this sour medication. It is clear that protecting the public is and will always be a government’s top priority, and the robust border and testing regime implemented will help to minimize the risk of new variants entering the country, but at what cost? Shouldn’t the price of PCR testing be regulated by these same governments in the name of fairness? Whilst new rules are being introduced in many countries around the world, allowing lighter testing requirements to give a boost to a struggling travel and hospitality industry and other industries linked to tourism, Thailand seems to be left in the back seat wondering how to move forward. According to several online media, the variability of pricing is wide enough that the International Air Transport Association, in July, asked governments to act on price-gouging for Covid-19 tests, citing a proprietary survey in which 70% of respondents called the cost of testing “a significant barrier to travel.” But of course, it is! There is no need to be a rocket scientist to figure this one out! … Until testing costs and availability are brought in line and at an affordable level, it looks like 2022 may prove to be yet again, another difficult year for the travel and tourism industry in Thailand. And, for families who have had to forgo vacations this year due to unachievable additional costs, the costs are a stark example of the new societal inequalities created by the policy response to the pandemic. It is a sad reality and a wake-up call!

Sudan is a country in Northeast Africa bordering the Central African Republic, Chad, Egypt, Eritrea, Ethiopia, Libya, South Sudan and The Red Sea. It has a population of 45 million and occupies 1,886,068 km2, (728,215 sq miles). The capital is Khartoum. Conquered by Egypt in the 19th century, it attained its modern borders and began the process of political, agricultural and economic development. Events in Egypt led to Sudan becoming governed by Britain in 1899. On January 1st 1956 Sudan was declared an independent state and has since been ruled by a series of unstable governments and military regimes, it has also witnessed one of the worlds worst genocides of recent times.

Myanmar, officially the Republic of the Union of Myanmar, formerly Burma, is a country in Southeast Asia. On January 4th it celebrates independence from Britain in 1948. It is the largest country in mainland Southeast Asia, and has a population of about 54 million as of 2017. Myanmar is bordered by Bangladesh and India to its northwest, China to its northeast, Laos and Thailand to its east and southeast, and the Andaman Sea and the Bay of Bengal to its south and southwest. The country’s capital city is Naypyidaw, and its largest city is Yangon, (Rangoon). For most of the the years since independence the country has experienced rampant ethnic strife and following a coup d’état in 1962, it became a military dictatorship under the Burma Socialist Programme Party.

Australia Day is the official National Day of Australia observed annually on 26th January, it marks the 1788 landing of the First Fleet at Sydney Cove and raising of the Union Flag by Arthur Phillip following days of exploration of Port Jackson in New South Wales. In present-day Australia, celebrations aim to reflect the diverse society and landscape of the nation and are marked by community and family events, reflections on Australian history, official community awards and citizenship ceremonies welcoming new members of the Australian community. On New Year’s Day 1901, the British colonies of Australia formed a federation, marking the birth of modern Australia. A National Day of Unity and celebration was looked for. It was not until 1935 that all Australian states and territories adopted use of the term “Australia Day” to mark the date, and not until 1994 that the date was consistently marked by a public holiday on that day by all states and territories.

Republic Day is a national holiday in India, when the country marks and celebrates the date on which the Constitution of India came into effect in 1950, replacing the Government of India Act, (1935), as the governing document of India and thus, turning the nation into a newly formed republic. The day also marks the transition of India from an autonomous Commonwealth realm with a British Monarch as nominal head of the Indian Dominion, to a fully sovereign republic in the Commonwealth of Nations with the President of India as the nominal head of the Indian Union. 26th January was chosen as the date for Republic Day because it was on this day in 1929 when the Declaration of Indian Independence, (Purna Swaraj), was proclaimed by the Indian National Congress in lieu of the Realm status as a Dominion later instated by the departing British Regime.

What Will The Travel Trends Be for 2022?

redicting the future is fraught with difficulties, Covid has taught us to expect the unexpected and here in Thailand to be patient in all things. Generally, we escaped the worst for that we are grateful. At home in the UK they are still dealing with 40k new coronavirus cases everyday but are slowly learning to live with the virus. My sister walks dogs for friends and family and whilst cautious normalcy returns she still advocates most strongly that masks must be worn and social distancing practiced when dealing with people. A former senior teacher who taught teachers to teach is based in the beautiful village of Cookham in Berkshire. She is out walking her 2 dogs most days along with other dogs that owners ask to be looked after while they are away. She is happy but puts masks on near people. She has twice battled Covid and is very cautious. Here in Thailand daily figures are a quarter of those back home. Life here is also slowly returning. People are very keen to have normalcy and our government is very keen to keep figures low. At the time of going to press Thailand will have administered 93m doses of Covid-19 vaccine, 70% of the population will have received at least 2 doses and a third booster shot will also be widely available too. There is no doubting the world has changed. With conventional travel brought to a standstill in 2020 and 2021, most of us have and will continue to explore locally. Staycations and domestic trips are sure to increase. If getting on a plane is considered risky, people will avoid it staying instead closer to home. The variety and scope of staycations will expand and will again be popular throughout 2022. Many of us are eager to travel internationally but will patiently wait until next year and look instead to discover and explore hidden gems nearer to home, they are easy to access, and may not involve air travel, with the added bonus that local domestic trips are on the whole better for the environment. More specialised and certainly more diverse, whether targeted demographically by age, gender or by our special interests and hobbies, all will be catered for. Future Trends in Travel - I’ve identified 6 major trends that we are likely to see in the future:

1 . Tr a v e l a g e n t s a n d t r a v e l professionals will become essential 2. Sustainable tourism will soar 3. Small and local communities will benefit 4. Quality over quantity will be paramount 5. Staying closer to home will become the norm 6. Travelling and planning trips are good for you and aid your mental health. We all want to book holidays that have cancellation options without penalties. We don’t need the stress and worry and will look for increased flexibility. Thankfully most travel agents, OTAs, airlines, hotels and car hire companies understand this and offer sensible booking conditions and are beginning to offer improved terms and policies. With 2020 and 2021 travel being decimated by the pandemic - an incredibly tough two years for the global population, I join my travel industry colleagues in their mostly positive assessments and I’m hopeful that the forced rethinking and re-engineering of the whole travel industry will lead to better travel practices in 2022 and beyond. INTERNATIONAL VISITORS VISIT THAILAND YEAR 2022

AT forecasts international visits will rise to 1 million from 1 November 2021 to 31st March 2022. But travel industry executives note that while the new rules might be more user-friendly, the bulk of the arrivals remain in the "essential travel" category. The risks, uncertainties, and the see-saw swings in regulations and policy will remain a deterrent for genuine leisure tourists. Speaking to agents and online travel executives here in Bangkok, bookings for real tourists are still very thin on the ground. Most bookings are from returning Thais and expats with jobs here. Many of the early Phuket Sandbox arrivals fell into this category, as it was the first opportunity to return to Thailand after waiting-it-out overseas, not being allowed to easily travel to Thailand and thus not able to return to their homes. During the first three days after the country reopened on the 1st November, the Department of Health said 4,510 travellers entered the country with just six passengers testing positive for Covid-19. Most of the passengers were returning Thais and expat Thailand residents plus travellers from Singapore, Japan, Germany, London, Qatar and China. TAT's latest press report Thailand Travel Situation stated that January to September 2021, Thailand welcomed 85,845 international visitors through various entry schemes, such as the Sandbox, Special Tourist Visa (STV), the Thailand Privilege Card and Medical Tourism. st

lso during London's World Travel Market show (WTM) TAT launched it's Visit Thailand Year 2022 presenting travel experiences under three 'Amazing New Chapters'. • Chapter 1, or The First Chapter, will see TAT highlight tourism products and services that will awaken travellers' five senses, such as delicious Thai cuisine and the picturesque natural scenery that can be discovered all throughout the kingdom • In Chapter 2, The One You Love, TAT will focus on specific segments like families, couples, and friends and invite them to create beautiful memories together in Thailand. In particular, Bangkok, Phuket, and Chiang Mai will be promoted as destinations for weddings and honeymooners, with their beautiful beaches, mountain resorts, and vibrant city appeals • Chapter 3, The Earth We Care, will highlight how nature's chance to revitalise due to the Covid-19 situation has increased ecotourism awareness among the world's travellers and how their behaviour has impacted the environment In addition, other segments will highlight gastronomy, health and wellness, as well as workcation (allowing people to work remotely and enjoy a vacation). During WTM TAT also promoted the country's reopening to international visitors who are fully vaccinated. Welcoming visitors from 63 low risk countries and territories with just a one-night at an SHA+ registered hotel while they wait for the Covid-19 test results. In 2022, TAT forecasts tourism will generate 1.589 trillion baht, including 818 billion baht from international tourists and 771 billion baht from domestic tourists.

‘SKÅL’. We all know how and when to use it; skål, cheers, santé…! But it is also a symbol, a fellowship and a name recognized worldwide, which bears a meaning and an origin. The most common early middle age translations refer to a beverage bowl or cup passed around the table or the campfire for each to drink from in turn. By extension it became an expression for toasting and often the excuse for a speech, which a majority of Nordics in the hospitality and travel industry to this day, seldom resist after a few ‘skåls’ of Aquavit. A few words are often enough, preferably witty and giving thanks to the ‘Hostess’.

Our cherished Norse word apparently originates from the English word “skull”, Vikings after a successful raid, skillfully cleaned and adorned the skulls of their fallen enemies with gems. Used as drinking cup for mead, the fermented honey drink they fancied, the cup was passed around always from the Chief down, while tales of war were shared with all. Throughout the 9th to the 11th century the Norsemen attacked and invaded parts of Ireland and most of the British Islands, eventually they settled and became farmers and embraced Christianity. Even a terrified French king gave a Norsemen the Dutchy of Normandy. The ‘skål’ practice undoubtedly lived on through Hastings and most of the 16th and 17th century until today, enlightened Norse descendants often toast the All-Beautiful Maidens ‘skål’ to honor and courtship their beloved Lady companions. A well-performed ‘skål’ is also a token of acknowledgement and friendship. Our stunningly beautiful Kingdom of Thailand is far from the icy fjords and Normandy, though the spirit still distinguishes our gatherings. The Skål Hua Hin & Cha Am community is an example of gratifying and creative togetherness and friendship. During these unprecedent times, it’s jolly good to enjoy a toast or two with a meaning. Skål! HEPATITIS C VIRUS: HCV

epatitis C infection is caused by the hepatitis C virus (HCV). Most people who have this virus infection are unaware of it until they go for a health checkup and detect liver damage, abnormalities in their liver function level, or find an infection from a blood test. After exposure to the virus, the incubation period for hepatitis C ranges from 6 to 8 weeks, where it would start replicating and releasing infectious particles in the liver. The first stage of hepatitis C infection starts with an acute phase. Acute hepatitis C rarely shows symptoms. If symptoms are present, they usually appear like other illnesses, such as fatigue, lack of energy, and tiredness. It usually takes 6 months after being exposed to the virus for the symptoms to show. Acute hepatitis C infection does not always become chronic. Chronic hepatitis C is an infection that can remain without diagnosis and treatment. It could remain throughout one’s life and lead to severe symptoms such as cirrhosis or liver cancer, which may take up to 10-30 years to develop signs and symptoms. Causes and Infections Hepatitis C can be contracted via contact with an infected person’s blood or other bodily fluids. For example: • Through sexual transmissions, (mainly unprotected sex), blood transfusions and from mother to child • Through the use of tattooing or body piercing equipment that has not been properly sterilised • Sharing needles, especially those used to inject drugs Testing and diagnosis • Liver function tests that could indicate a liver inflammation, (AST, ALT) • Testing for anti-HCV antibodies to identify hepatitis C infection, if the result comes out as positive, it means that person has been/is infected with the virus • Ultrasound and the measuring of protein alpha-fetoprotein, (AFP), levels through a blood test to assess the level of cirrhosis or liver cancer • Testing for liver pathology of hepatitis C to assess liver inflammation and fascia. It is typically done through liver biopsy or using a particular instrument to measure the amount of fibrosis, (elasticity), in the liver • If the test is positive for anti-HCV antibodies, a nucleic acid test for HCV ribonucleic acid, (RNA), is recommended to confirm the level of hepatitis C infection and variant that is vital for the identification of treatments and its period. How to prevent hepatitis C infection? Since there is no vaccine for hepatitis C infection yet, the best way to prevent yourself from hepatitis C infection is to avoid the risk factors. • Avoid having sexual intercourse with those who are not your partner • Avoid sharing sharp tools or needles with others, such as razors or even toothbrushes • Avoid unnecessary blood transfusions • Hepatitis C does not spread from sharing food and kitchen utensils, breastfeeding, social contacts, such as hugging or kissing, or through sneezing or coughing. www.healthlabclinic.com

The Benefits of Electro-Acupuncture While electro-acupuncture may be used as a component of almost all acupuncture treatments, it has outstanding results regarding treating neurological diseases, chronic pain, spasms, and paral-

ysis. Also, holistic sports medicine commonly uses electro-acupuncture for injuries. Electro-acupuncture has a more significant effect than a TENS machine for several reasons. Firstly, a TENS machine is placed on the skin’s surface and electrified, but electro-acupuncture benefits are piercing through the skin and going deeper into the tissue. The skin has a natural electrical resistance, as does bone and fat, however, muscles and nerves have less resistance allowing the electrical current to have a more significant effect when it travels through the needle and into the muscle tissue. Furthermore, different types of electrical current can be run through the acupuncture needles. For example: • Micro-current is a millionth of an amp that is too low to cause a muscle twitch or nerve response but has specific profound effects on a cellular level. Different electrical currents can be used for particular purposes, such as repairing connective tissue tears, muscle strains or ligament/tendon damage. • Milli-current is also used in electro-acupuncture and TENS machines. Instead of affecting the cells, it has broader effects on the muscles and

fascia. Still, again only electro-acupuncture can get deeper into the tissue into the affected area. Milli-current is best used to strengthen muscle, improve local circulation and relieve pain. Who should not get Electro-Acupuncture? Electro-acupuncture is contraindicated for pregnant women or patients who experience seizures. Also, patients with pacemakers should not receive electro-acupuncture. In conclusion, like its traditional complement, electro-acupuncture produces no significant discomfort while providing considerable symptom relief, sometimes in a single session, but more frequently for multiple sessions. The acupuncturist can evaluate your current symptoms, medical history and state of health to determine whether you’re a good candidate for this particular healing technique.

his is our Final Report for 2021. We have managed to hold our weekly competition each Thursday apart from weather and the problems we have endured with Covid. As previously mentioned all our Staff have been fully vaccinated and are tested on a regular basis with ANTIGEN TESTS. This process will continue until further notice.

Course A is now open and is in excellent condition. Work is now being carried on C course over the next few weeks and will be open again in the near future. Our Weekly Competition, which is open to Members and Non Members is held every Thursday. DISTRIBUTION OF INHERITANCE WHEN A PERSON DIES

here are two ways to manage inheritance of land when a person dies. The first way is to go to the land department to transfer the property by bringing these documents: - Title deeds - Death certification - Evidence of statutory heirs who are entitled to inherit, such as descendants, parents, and so on. The officer will examine those documents and announce a statutory heir who can adopt ownership of such land within 30 days. The second way is the appointment of an administrator of the estate by following these steps: - The statutory heir applies to the Court for a Letter of Administration and it must be granted by the court - Appoint appropriate administrator of the estate - The administrator manages a deceased persons property

reviously there were numerous laws governing narcotics and psychotropic substances which were enforced by different regulatory bodies. The Thai government therefore modernised the provisions and incorporated these laws into the Narcotics Code for ease of reference and consistency in law enforcement. This move was consistent with what had been addressed in the United Nations General Assembly Special Session on the World Drugs Problem 2016. Thus, the new code is about treating drug users as patients, and separates them from drug traders, masterminds and financiers of drug syndicates that are slated for swift punishment. To disrupt the narcotics cycle and systemic eradication of drug networks, the government will trace the money left by masterminds and financiers and use the value-based confiscation method to deal with assets from drug money seized. Also, instead of keeping drugs in warehouses until the trial ends, they will be quickly destroyed. The Ministry of Justice plans to seize assets from narcotics rings valued above THB 6 billion by the end of 2022. This amount of money includes the reward money that will be given to informants who provide information. As of 8th November 2021, Prevention and Suppression of Narcotics Acts, B.E. 2564 and Procedures for Narcotics Cases Acts (No.2), B.E. 2564 were published, and they regard the new penalties for possession, import/export and production for sale.

Every day we hear about Electric cars coming from all mayor brands. What is the difference between Gasoline, Diesel, Hybrids and EV’s?

o Called Combustion engines drive our present age vehicles.Gasoline Engines, also able to drive on LPG and other gas alternatives and Diesel Engines are commonly known to us. What about our modern age electric vehicles?

First of all, the origin of electrically driven cars goes back to 1828 to Robert Anderson a 19th-century Scottish inventor, best known for inventing the first electric carriage in Scotland around 1832–1839. The carriage was powered by non-rechargeable primary power cells. The name Porsche has been associated with pioneering automotive engineering innovations since the beginning of the last century. In 1900, 121 years ago. Prof. Ferdinand Porsche unveiled his Lohner Porsche, an electric car with wheel-hub motors driving the front wheels. Soon after, the Lohner Porsche featured another world first, all-wheel electric drive and fourwheel brakes. Prof. Ferdinand Porsche goes down in history as the designer of the first functional hybrid. Todays Hybrids from several brands such as the Toyota Primus and Camry, Honda CRV Hybrid, Ford Escape Hybrid, Hyundai Elantra, Kia and the Porsche 918 Spyder head the start of a new automotive evolution.

Hybrid Versus EV A hybrid combines at least one electric motor with a gasoline engine to move the car. The electric system recaptures energy via regenerative braking. Sometimes the electric motor does all the work, sometimes it’s the gas engine, and sometimes they work together. The driver may have a choice and can select what power unit to choose. The result is less gasoline burned and, therefore, better fuel economy. Adding electric power can even boost performance in certain instances. Last but not least it is environmentally friendly with less damaging emissions. A fully Electric Vehicle also named EV has a battery and Electric motors on either two wheels or as a 4-wheel drive on all 4 wheels. The electricity comes from a battery pack that’s partly reloads as the car decelerates but can be recharged at charging stations or at your own car port. Why are EV cars so fast in acceleration as claimed by the manufacturers? Both EV and Hybrids are speed and acceleration performers.

Electric motors produce a consistent linear or rotary force (torque) with a 95 % efficiency converting input energy to mechanical motion. Combustion Engines produce an increasing torque from low-level revolutions to a higher level as the engine’s speed increases. A combustion engine, however is less efficient with the energy put in, as its efficiency is less than 50%. Elon Musk of Tesla Motors, a South African descent of Pretoria who through very smart investing and planning, became the major shareholder and CEO of Tesla Inc. the manufacturer of the Tesla EV cars, among other investments, and presently a forerunner with Tesla and the richest person in the world, heads the EV revolution off with most sold EV’s worldwide. As major manufacturers will undoubtedly catch up with cheaper models and alternative drives, we should all be ready to understand the technique and the big contribution towards global vehicle emissions. As batteries improve and without any doubt, a longer lasting alternative is at the Research and Development departments of battery manufacturers. EV’s are the future!

riginally from Chumphon, Khun Yui moved to Bangkok to pursue her education, then left for Canada where she studied and majored in Internet Publishing. In year 2000, she moved to Hua Hin when she married Khun Nattawat Kositchaiwat (Jiang) and joined Khun Jiang’s family business “Gee Un Tung”.

At the time they managed a pharmacy located at the corner opposite to Chao Lay Seafood on Naresdamri Road by the Fishing Pier, there she had the idea to use a POS system to manage stocks and sales. A few years later, she helped open G Supermarket, located right after the railway track on Hua Hin Soi 70, on the left. In 2008, Khun Yui and her husband opened their first hotel, G House, on the road to Hin Lek Fai, leading them into the fascinating world of the hospitality industry, “a bold move, we had so much to learn!” says Khun Yui. In 2012, G Hua Hin Resort & Mall, a boutique city resort with 90 keys, opened at the corner of Soi 94. Khun Yui recalls, back in 2000 when she first arrived, most of the foreigners living and visiting Hua Hin were Europeans, but in the past few years and before the pandemic, there has been a shift and more Asians were visiting our riviera. “We hope to see them soon again”, she added. [Hua Hin Today:] What do you like about Hua Hin? It is a vibrant and peaceful coastal city, without the inconvenience of an agitated night life. There is a nice balance between international travelers and the domestic market, its uncrowded and makes Hua Hin more family friendly compared to cities like Pattaya, there is a nice feeling of nature and relaxation, which adds to the charm of Hua Hin.

[Hua Hin Today:] What is your biggest challenge, today? Marketing! People tend to buy before they see and meeting their expectations through clear communication is challenging. Prices and services have been adapted to the pandemic situation and clients have raising expectations, it is hard, at times, to make both ends meet. Finding good and qualified employees, willing to improve and multi-task is another challenge, one I believe will raise more challenges in the future. We are willing to give a chance to everyone to learn and become better, but they need the will to do so.

[Hua Hin Today:] How are you surviving the pandemic? It is by all means the toughest period we’ve known, for all businesses in the region, including ours. We were facing many challenges and had to balance between our financial reserve, minimizing costs without jeopardizing the guest experience and keep our team together, we worried about their welfare. It was heartbreaking to see our hotel holding a shallow occupancy and keeping the team motivated. It was already hard in the past, to find qualified employees and keep them, but nowadays it is even harder. We had to introduce multi-tasking to our team members, which in normal circumstances is difficult for them to willingly carry out tasks outside of their job descriptions, but with patience and convincing, we prevailed and successfully changed their mindset, they’ve adapted. Besides the airport opening, there are many businesses that are still unknown, such as organic farms, small fishing businesses, and more… some of them, I’ve just discovered during the pandemic. You cannot go wrong using good quality raw products for a dish, it contributes to 50% of the taste, the other 50% being the know-how and twist of the chef. received a call, one rainy afternoon, from a very close friend, a brother, I was not expecting to hear from him at all. A few weeks earlier, we had a major fall out, one that tested the chore of our friendship. I committed an ‘indiscretion’ and the consequences were pretty severe, perhaps too harsh. I asked myself what could he possibly want? I was baffled and saddened by the news. His wife, my sister at heart, had been diagnosed with breast cancer and needed surgery, not just to remove the lump but in medical terms, a mastectomy. In other words, this meant the beginning of the most important battle of their life. I felt completely powerless and dreadful by the news – if only there was a magic pill, a remedy and all would be gone. There are a lot of sicknesses out there that doesn’t seem to affect our lives until it hits us close enough, another reminder that none of us is immune or invincible, we are simple humans and sometimes lucky enough to enjoy a life without being sick. I was shocked to read that one woman out of eight in the US, Australia and Canada are fiercely battling breast cancer, and this number reaches twelve million on a worldwide scale. That piece of info is jaw dropping. It makes you think, how many women are fighting, silently to live? By researching breast cancer on google I discovered an infinite number of stories from survivors and victims, their families, their friends, it’s heartbreaking. Call me an honorary feminist, but I admire the strength and determination of women, especially when they are fighting, and fight they will, with determination, courage and a smile. A few days later, I visited both of them at their home, I couldn’t help myself but to admire her for showing such strength, boldness and positivity while battling breast cancer and raising an eight-year-old child, this made me realize how strong women are and deserve our utmost respect, encouragement and support. Breast cancer leaves some gruesome scares, both physically and mentally, some temporary and some forever. I cannot even fathom what is going on in her mind, what is she thinking about and where does she find the energy? As any chemotherapy would do, she was losing her beautiful hair and decided to shave all off, ‘bold’ decision I thought. It turned out that it suited her very well and we even joked about it, she could have been a model for an aunt Jemima advertisement, wearing a Doek around her head. Where does she finds the tenacity, this ferocious hunger to keep going, that energy that makes her such a warrior and yet remain humble, down to earth and funny, the most caring person in the world. She still finds the time to be a dedicated wife and mother to her loving husband and child and time to cook-up a meal for visiting friends, how do you do that? What’s your secret? As I was speaking with her hubby, I could not stop wondering what was going through his mind, how did he feel, nothing was transpiring but I knew deep down, he was crushed. Throughout the dinner, he was composed, at no time did he show any signs of despair… I gathered that he was not in a position to show any emotions, he had to remain strong, keep high hopes to avoid distressing both his wife and his daughter. How could they remain so positive in the face of

death? Was it faith? And then it hit me, the family spirit is the roots that keeps them united, strong and enduring… She is not alone, they’re here with her and for her, pushing her forth and whispering in her ear, when needed: the battle is not over, stand-up and fight, you will prevail. We’ve witnessed all the countries around the world working together to find a treatment against COVID, we’ve seen and read, day after day, for the past 18-months, the ravages COVID has done and how many families were torn apart as a result of this global pandemic. We’ve heard less about breast cancer… if only all these countries would unite with the same devotion, determination and efforts to eradicate breast cancer, so that all the “M” in the world would never have to experience it and all their families never suffer from it. In memoriam of all the women who have lost their battle to breast cancer, may you rest in peace and may your families find strength and comfort surrounded by their loved ones. Courage to those who are fiercely and silently battling it these days, may you prevail and live happily ever after. Keep faith M, your courage and determination are an inspiration to many of us.

BRINGING BLUE CRAB BACK TO THAILAND'S SEAS

ua Hin Today had the opportunity to visit Khao Takiab fishing community where villagers had told us that every day at 09.00, fishermen and the Blue Crab bank keeper will return netted immature sea

creatures back to the sea to continue growing. The innovative principle of releasing blue crabs is that the bank's crab officer will provide ink pens for us to write our names on the crabs before releasing

them into the sea, if a fisherman catches a crab that has a name on it, they will have to return it to the sea as if the crabs had already become pets that belong to someone. In addition to baby blue crabs, there are also shrimp cubs, horseshoe crab cubs, spider crab cubs, and, more importantly, blue crab larvae that are bred from hundreds of thousands of blue crab banks that are tamed and released to increase the number of blue crabs in the Thai sea as a food source. If you have a chance to go to the Khao Takiab area, you can visit it as another landmark of Takiab Village, we believe it is a good project that helps the sea of Thailand flourish with aquatic life. It is located in Ban Khao Takiab pavilion which is located in the alley beside the Amazon Cafe, opposite Soi Takiab 4.

FAMILY POSITIVE COMMUNICATION PROJECT

ast month, Deputy Mayor of Hua Hin, Ms. Pailin Kongpan, presided over the launch of a project to promote positive family communication. This project is established for parents, guardians, and carers of children and adolescents. The project launch was also attended by staff of the Hua Hin Family Centre, community representatives, and staff of the Social Welfare Division which was held at the Naresdamri meeting room at the Hua Hin municipality office. Mr. Anusorn Sukkanta, Social Action Developer from the Office of Social Development and Human Security of Prachuap Khiri Khan province, was a speaker on the day which had a total of 30 participants in the training. In collaboration with the Path2Health Foundation, (P2H), the family centre in Hua Hin municipality, Prachuap Khiri Khan Provincial Social Development and Human Security Office, recognises the importance of family by reducing the risk of inappropriate behaviours between parents and children and adolescents. It's also a way for parents and guardians to strengthen and improve their communication skills.

HUA HIN MAYOR SOLVES PARKING PROBLEM.

r. Nopporn Wutthikul, Mayor of Hua Hin, and related officials, police, and railway officers went to the area of Roi Nai Lueb, at Kamphon Motorcycles, Soi Na Pu Klam, in order to investigate complaints about encroachment by a restaurant onto a public area. The restaurant had built an incursion area onto the railway property, in an area where the State Railway of Thailand are building the new parallel track service which will soon be open for people to use. After receiving the complaint the Mayor went to the area to listen to the opinions of both sides. After discussions and investigations, an agreement that satisfies both parties was reached, that being that the restaurant would agree to demolish the encroaching structures by December 10th.

In addition, Hua Hin municipality has also held a meeting to discuss complaints about parking that is blocking entrances and exits of commercial buildings along the railroad. A solution was arrived at and those involved informed that they can only park on one side of the area in order to allow vehicles in and out at all times and minimise problems.

The venue, which spans more than 1000 square meters on the third floor of the shopping centre, offers a diverse range of sports, including a Muay Thai stadium, boxing, judo, wrestling, karate, gymnastics, yoga, Zumba dance, and small golf quizzes that are experimental in the form of technical sports science for Thai and foreign residents, as well as tourists who have traveled to Hua Hin, on December 16th “The Legend Arena," which spans

Mana Seedok buab, (Pone Kingpetch), Thailand's first world boxing champion, and also Prayad Marksaeng a Thai professional golfer, tennis player, and football player. Also a large number

of world-class tennis players have come to compete at the True Arena and have stayed in Hua Hin which raises the cities profile across the world. KOH YAO YAI, WHERE THE TIME STANDS STILL!

o get to Koh Yao Yai you must first travel to Phuket, and once there, I don't recommend you renting a car to drive from the airport because if you do it will cost you to park it at the pier. My friends and I had booked to stay at the Hotel Santhiya, and the hotel arranged for a van to pick us up to continue to the hotel's speedboat. But if you book a hotel that doesn't have a transfer service, I would recommend you either hire a cab from the airport to take you to Bang Rong Pier for THB 650 each way, or take the airport bus and get off at the monuments of Thao Thep, Kasattri, and Thao Si Sunthon, then take a minibus to Bang Rong Pier. In general, going to Koh Yao Yai, most people prefer to go by speedboats which depart from Bang Rong Pier, there is a ticket counter for Koh Yao Noi and Koh Yao Yai, you board the same boat which will drop off passengers at Koh Yao Yai before going next to Koh Yao Noi. The fare for a speedboat is THB 200 per person, for a long-tail boat THB 150 per person. The long-tail boat can accommodate dozens of passengers and the vendors around the pier recommend that if I want to sit and snap pictures and relax that the long-tail is the better option because it runs slowly with the cool breeze all the way, it takes about 50 minutes and is more comfortable than the speedboat. It didn't take long for us to arrive at the hotels wooden bridge and we organised our check-in, but had to wait until 14.00 to do so, most of the day had been taken by the traveling so we spent the remainder enjoying the hotel and a late afternoon beach walk, which was followed by dinner at the hotels restaurant. The island is not very busy, nature is still very rich and impressive, there is just a single road to travel around the whole island, food is not expensive, it really is a great place to visit. Traveling around Koh Yao Yai there are mainly 3 options to choose from: 1) Renting a motorcycle on a daily basis, a manual transmission bike costs approximately THB 250 per day, and an automatic transmission bike costs approximately THB 300 per day. 2) Use the excellent Songtheaws, which will go anywhere and you can agree on the price with the driver. 3) Hire a car or a Songtheaw on a daily or hourly basis, the hourly rate is around THB 200, the

daily rate is determined by the number of passengers and costs around THB 1,200 baht if there are 3–4 passengers rising to around 1,500 baht if there are roughly 10 passengers. I got up quite early the next morning to go sightseeing, which I had planned ahead by contacting Bangnee to arrange for him to pick me up and show me around the island. Our first activity on Koh Yao Yai was to rent a boat to the Rainbow lobster farms that are set up between Koh Yao Noi and Koh Yao Yai, there are about ten farms raising the rainbow lobster in the area. When the farm owner opened the cage, everyone was stunned because we had never seen so many lobsters before, and they were so much bigger than we expected. These rainbow lobsters sell for around THB 3,000 per kilogram, but of course purchasing it from a local farm is less expensive than purchasing it from a restaurant. The baby green lobster on the farm was imported from another country, according to the farm's owner. Before continuing to further explore the island, we needed to recharge our energy so we took lunch at the Baan Rim Nam Restaurant, it was recommended by many people and is not far from the pier where the boat driver took us to the fish bridge. The restaurant is very shady and built on the water and customers must remove their shoes before entering. The seafood sold here is sourced from the island's fishermen so we were not surprised at its freshness. The food is available in both set menus and a la carte with prices that are very reasonable, it tasted fresh and excellent, so much so I decided I might order again for delivery to my hotel for dinner! After we were full, we were ready to go to our

next location so Bangnee took us to Laem Haad which is not too far from the restaurant. On the way, the car drives past the coconut palms that line the coast, which we can see through to the magnificent blue of the water and the large and small islands. At Laem Haad I experienced soft white sand and crystal clear water, the beach stretches out into the sea and is very beautiful. This beach's beauty is assured by its appearance in the film "The Mechanic Resurrection." If you've seen the movie, you'll recognise this scene at the start of the story, however, in the movie, it's written that it's Koh Lipe which is in Satun province, whereas it's actually Koh Yao Yai. Our next stop will involve testing Koh Yao Yai's well-known dessert, Khanom Ba Bin Ja Ree, which is a famous OTOP product on Koh Yao Yai, you really must give it a shot. For foreigners, the shop may be difficult to locate even if you use GPS, we were fortunate enough to have Bangnee with us, so we immediately proceeded to the shop. When we arrived, we noticed a modest blue wooden house that serves as a snack-making enterprise, the smell of the goodies drifts up and kicks our noses as we get out of the car. The picture in front of me showed that all the staff were very busy and focused on the production of reckless snacks because there were many customers waiting to buy them. This Ba-Bin snack is really tasty when it first comes out of the oven and costs just 30 baht. We bought quite a lot of them as compliments, but you must be careful about the expiration date because the dessert does not add preservatives. It can be stored for about five days. Next, Bangnee took us for a walk at Loh Paret Beach, where the sand may not be as white as Laem Haad, but here, the selling point is that there is a bridge that reaches out into the sea and it is a wonderful place to watch the sunset. When more tourists come to visit capitalism follows, which is why Koh Yao Yai now has a 7-11, which irritates me since it takes away from the island's charm, but there are also rice fields near 7-11 that are very beautiful and natural. I stopped to snap some shots on the way back to the hotel, which was just as the sun was setting. I can see two little islands, both named "Koh Sok," from where I am standing. The word "sok" is used in the Southern language it means "pair," which is a sign of love that will always be together. Nature still exists on Yao Yai Island, most of the residents are Muslims, and the expense of living, including food, is not too costly. It is a wonderful place to visit, you can find the traditional way of life of the island's villagers who have a career in knitting nets for fishing and a lot of monkeys who cling to the coconut for living. Visitors to this island can find local food to eat generally, as the villagers on this island are all hospitable and generous to visitors. More fisher helpers sit under umbrellas on the beach, washing in buckets a pink bonanza from the sea. What’s in their nets? For only about a week at this time of year millions of little krill-like pink Acetes shrimps swim with bathers in pale pink clouds in waves close to shore. For the local fishers these Kung Keoy shrimps point to one word: Kapi! Kapi, the strong-smelling fermented shrimp paste, essential in Thai cuisine used in sauces and soups, is made from these Acetes shrimps. An older woman fisher has just been long

up to her neck in the sea, dragging a net behind her. She pulls up to the sand about five kilos of the kapi shrimps at the bottom of her net. Her helpers on the beach are cleaning more shrimps in seawater. Then this sea bounty goes first to be salted and dried in the sun for a week or so, then fermented to make the gourmet salty and aromatic fishy paste sold in the markets. To find it in the market, just follow your nose. You need good kapi for Nam Prik Kapi, the dark spicy sauce that is served well-garnished with Prik Kee Noo, the tiny colourful very hot chillies that many foreign eaters unfortunately have had exploding in their mouths, sending smoke out of their ears. Poor Anna Forbes, wife of British naturalist Henry Ogg Forbes, was visiting Ambon in Indonesia in the 1880s and wrote in her diary that she had accused her cook of trying to poison her with Terasi, the Indonesian Kapi, and threw away that “horrible rotten package”. Fortunately nowadays assorted fresh and steamed vegetables are dipped in this delicious sauce that is eaten with rice and small fried Pla Tu tuna fish. A real Thai delicacy to be sampled. Acetes shrimps, that do not grow larger than this krill size, are fished around Asia and the world with about half a million tonnes being netted each year.

’Nora’ joins Thailand’s Intangible Cultural Heritage of Humanity

On December 16 th, 2021, The United Nations Education, Scientific and Cultural Organisation, (UNESCO), officially listed ’Nora’, a traditional folk dance drama from southern Thailand, as Thailand’s ‘Intangible Cultural Heritage of Humanity’ at the 16th session of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, held online from December 13th to 18th. The announcement confirms that ‘Nora’ will be added to Thailand’s list of UNESCO Intangible cultural heritage, alongside Khon traditional masked dance, (2018), and Thai massage, (2019). Nora is a lively and acrobatic form of Thai dance theatre and improvisational singing deriving from southern Thailand. A long oral invocation is usually followed by a presentation by a lead character who dances with vigorous and

elaborate movements of the legs, arms, and fingers, typically, the performances are based on themes about Buddha’s past lives or legendary heroes. An ensemble performs music that is highly rhythmic and fast-paced, with a melody provided by a traditional southern oboe and strong rhythms produced by drums, gongs, cymbals, and wooden clappers. Nora costume is made of beads in various colours arranged in patterns and motifs, to be worn as a shirt, other components and decorations are a pair of wings attached to the costume, a pendant, a decorative tail wing, wrap-around skirt, a pair of calf-length trousers, front-hanging pieces of cloth, side-hanging pieces of cloth, armlets, bracelets and fingertip extension pieces. These are the costume and decorations for the principal character, who is called the Nora yai or Nora yuen, while the khrueang nang or the costume for the female characters does not have armlets, pendant, or wings. Nora dance choreography varies by location, but it generally consists of 12 positions and 17 moves. Its appeal stems from its sophisticated motions, which include angular movements, wide-open leg postures, and incredibly expressive finger gestures defined by long fake nails, the dancers do not walk

but slide their feet, resulting in a spectacular show. For the inhabitants of southern Thailand, Nora is a community-based tradition with significant cultural and social importance, regional dialects, music, and literature are used in performances to strengthen cultural life and social relationships among locals. Nora, which is almost 500 years old, is performed in centres, temple fairs, and cultural events, and is passed down from generation to generation through masters’ training in homes, community organisations, and educational institutions.

นเด็็กแห่่งชาติิ เป็็นอีีกวัันหนึ่่�งที่่�หลายๆ ประเทศทั่่�ว โลกให้้ความสำำ�คััญ ซึ่่�งในแต่่ละประเทศนั้้�น ก็็จะมีีวััน เฉลิิมฉลองวัันเด็็กที่่�แตกต่่างกัันออกไป แต่่จะมีีรููป แบบที่่�คล้้ายคลึึงกัันเป็็นส่ว่ นใหญ่่ วัันเด็็กสากล หรืือ Universal Children’s Day นั้้น� จะตรงกัับ วัันที่่� 20 พฤศจิิกายน ของทุุกปีี ซึ่่ง� กำำ�หนดโดยองค์์การสหประชาชาติิ (UN) แต่่สำ�ำ หรัับประเทศไทย นั้้�นจะตรงกัับวัันเสาร์์ที่่�สองของเดืือนมกราคมของทุุกๆ ปีี ซึ่่�ง เป็็นวัันที่่�เด็็กทั่่�วประเทศได้้รู้้�ถึึงความสำำ�คััญของตน สิิทธิิ หน้้าที่่� ความรัับผิิดชอบ ระเบีียบวิินััยที่่�มีีต่่อตนเองและสัังคม อีีกทั้้�งยััง เป็็นวัันที่่�จััดขึ้้�นเพื่่�อสร้้างความตระหนัักรู้้�และเพื่่�อหาวิิธีีแก้้ไข ป้้องกัันเกี่่�ยวกัับความรุุนแรงต่่อเด็็กในรููปแบบการถููกทารุุณ กรรมทั้้�งทางร่่่�างกายและจิิตใจ หรืือการแสวงหาผลประโยชน์์ ต่่างๆ จากเด็็ก ประเทศไทยเรานั้้�นได้้มีีวันั เด็็กมายาวนานถึึง 65ปีี ซึ่่ง� ครั้้ง� แรกจััดขึ้้น� ในวัันที่่� 3 ตุุลาคม ปีี พ.ศ. 2498 แต่่เนื่่อ� งด้้วยช่่วงเวลา นั้้�นของปีีเป็็นช่่วงฤดููฝนของประเทศไทย และทำำ�ให้้ไม่่สะดวก ต่่อการจััดงาน จึึงได้้มีีการเสนอให้้เปลี่่�ยนมาเป็็นวัันเสาร์์ที่่� 2 ของเดืือนมกราคม ซึ่่�งได้้มีีการประกาศใช้้ครั้้�งแรกตั้้�งแต่่ปีีพ.ศ. 2508 และใช้้มาจนถึึงปััจจุุบัันนี้้� ในส่่วนของกิิจกรรมต่่างๆ คน ไทยฉลองวัันเด็็กด้้วยการพาบุุตรหลาน ไปเที่่ย� วที่่�หน่่วยงานท้้อง ถิ่่�นหลายแห่่ง เช่่น สวนสััตว์์ พิิพิิธภััณฑ์์ กองทััพบก กองทััพเรืือ ฐานทััพอากาศ ทำำ�เนีียบรััฐบาล และรััฐสภา สถานที่่�ต่่างๆ จะ มีีการจััดกิิจกรรมพิิเศษให้้เด็็กๆ เข้้าชมครึ่่�งราคาหรืือแม้้กระทั่่�ง ฟรีีในวัันนั้้�น วัันเด็็กแห่่งชาติิปีีนี้้� จะตรงกัับวัันที่่� 8 มกราคม 2565 แต่่เนื่่�องจากสถานการณ์์การแพร่่ระบาดของโรคโควิิด-19 ที่่� ประชุุมจึึงมีีมติิว่า่ จะไม่่มีีการจััดกิิจกรรมที่่�กระทรวงศึึกษาธิิการ ในลัักษณะงานมหกรรม แต่่ยังั คงมีีกิิจกรรมมอบโล่่รางวััล เกีียรติิ บััตร และของที่่�ระลึึกให้้แก่่เด็็กและเยาวชนดีีเด่่น ที่่�นำำ�ชื่่�อเสีียง มาสู่่�ประเทศชาติิ และเข้้าเยี่่ยม � คารวะพร้้อมรัับโอวาทจากนายก รััฐมนตรีี ในวัันที่่� 27 ธัันวาคม 2564 ที่่ก� ระทรวงศึึกษาธิิการ ภาย ใต้้มาตรการที่่�กระทรวงสาธารณสุุขกำำ�หนด ทั้้�งนี้้�จะมีีการจััดกิิจ

กรรมอื่่�นๆ ผ่่านระบบออนไลน์์ เพื่่�อให้้เด็็กและเยาวชนสามารถ เข้้าร่่วมได้้ อาทิิเช่่น ปีีแล้้วจะมีีการแพร่่ภาพสารคดีี ภาพยนตร์์ สั้้น� ผ่่านสถานีีวิิทยุุโทรทััศน์์แห่่งประเทศไทย การถ่่ายทอดสดจาก พิิพิธภั ิ ณ ั ฑ์์สภากาชาดไทย ซึ่่ง� เด็็กๆ สามารถร่่วมกิิจกรรมด้้วยการ แชร์์รููป ร่่วมสนุุก และรัับของรางวััล ผ่่านทาง Facebook ฯลฯ ตามธรรมเนีียมปฏิิบัติั ขิ องนายกรััฐมนตรีีไทย จะมีีการมอบ คำำ�ขวัญ ั วัันเด็็กเช่่นเดีียวกัับปีีที่่ผ่� า่ นๆ มา ซึ่่ง� คำำ�ขวัญ ั วัันเด็็กปีี 2565 พล.อ.ประยุุทธ์์ จัันทร์์โอชา นายกรััฐมนตรีี ได้้มอบคำำ�ขวััญวัันเด็็ก ว่่า “รู้้�คิิด รอบคอบ รัับผิิดชอบต่่อสัังคม” กระทรวงศึึกษาธิิการ จึึงได้้เผยแพร่่คำ�ขวั ำ ญ ั วัันเด็็กแห่่งชาติิ ประจำำ�ปีี 2565 สู่่�สาธารณชน หน่่วยงานการศึึกษา สถานศึึกษา โดยขอให้้ส่่วนราชการ หน่่วย งาน สถานศึึกษาร่่วมกัันประชาสััมพัันธ์์ เพื่่�อเป็็นแนวทางในการ ส่่งเสริิมสนัับสนุุนเด็็กและเยาวชน ให้้มีีความรู้้�ทั้้�งในด้้านวิิชาการ และทัักษะชีีวิิต รู้้�จัักคิิด รู้้�จัักเหตุุผล และการวิิเคราะห์์อย่่างเป็็น ระบบ ตระหนัักในบทบาทหน้้าที่่� ด้้วยการตั้้�งใจเรีียน และการ พััฒนาตนเองให้้เป็็นผู้้�มีีความรู้้� ความสามารถอยู่่�เสมอ

อกจากเดืือนนี้้�จะเป็็นเดืือนของการต้้อนรัับปีีใหม่่สากล แล้้ว ยัังเป็็นเดืือนที่่�ต้้อนรัับปีีใหม่่ของจีีนหรืือตรุุษจีีน อีีกด้้วย วัันตรุุษจีีนปีีนี้้�ตรงกัับวัันที่่� 1 กุุมภาพัันธ์์ แต่่ กิิจกรรมที่่�เกี่่�ยวเนื่่�องกัับวัันตรุุษจีีนจะเริ่่�มต้้นตั้้�งแต่่ปลายเดืือน มกราคม ถืือเป็็นเทศกาลสำำ�คััญของคนจีีนทั่่�วโลก กิิจกรรมเตรีียมรัับตรุุษจีีน จะตรงกัับวัันที่่� 24 เดืือน 12 ตามปฏิิทิินจัันทรคติิของจีีนทุุกปีี ในปีีนี้ตร ้� งกัับวัันที่่� 26 มกราคม 2565 กิิจกรรมแรกคืือการทำำ�ความสะอาดบ้้านเรืือน และมีีการ ไหว้้ส่ง่ เทพเจ้้าจีีนทุุกองค์์รวมทั้้�งเทพเจ้้าเตาไฟขึ้้�นสู่่�สวรรค์์ เทพเจ้้าเตาไฟเป็็นความเชื่่อ� ของชาวจีีนที่่�ว่่า เทพเจ้้าเตาไฟ นั้้�นสถิิตอยู่่�ในห้้องครััวของทุุกบ้้าน เทพเจ้้าเตาไฟจะคอยปกป้้อง รัักษาดููแลบ้้านเรืือนและสุุขภาพของทุุกคนในบ้้าน หน้้าที่่�ของ เทพเจ้้าเตาไฟจะคอยรายงานความประพฤติิดีีและชั่่�วของคนใน บ้้านนั้้�นๆ ต่่อสวรรค์์ การไหว้้เทพเจ้้าต่่างๆ รวมทั้้�งเทพเจ้้าเตาไฟ จะเป็็นสััญญาณการเริ่่�มต้้นของเทศกาลตรุุษจีีน สำำ�หรัับของที่่�จะไหว้้เทพเจ้้าต่่างๆ จะประกอบด้้วย ผลไม้้มงคล 5 ชนิิด ขนมจัันอัับ ขนมปุุยฝ้้าย พร้้อมกระดาษเงิิน กระดาษทอง หากใครไหว้้เทพเจ้้าเตาไฟให้้เพิ่่�ม ขนมเหนีียวๆ เช่่น ขนมงาอ่่อน (ขนมเหม่่งทึ้้�ง) หรืือพวกขนมหวานตามเคล็็ดของชาว จีีน เพื่่อ� ให้้เทพเจ้้าเตาไฟพููดได้้ไม่่ถนััด และจะรายงานแต่่เรื่่อ� งดีีๆ หวานๆต่่อสวรรค์์ โดยมีีความเชื่่อ� ว่่าเง็็กเซีียนฮ่่องเต้้จะประทานนำำ� โชคหรืือเคราะห์์ภัยม ั าให้้กับั ทุุกบ้้าน ตามความประพฤติิที่่เ� ทพเจ้้า เตาไฟรายงานต่่อสวรรค์์ เมื่่อ� มีีการไหว้้เทพเจ้้าขึ้้นสู่่�ส � วรรค์์แล้้ว จะต้้องมีีการไหว้้ รัับกลัับลงจากสวรรค์์ด้้วย สำำ�หรัับการไหว้้เทพเจ้้าลงจากสวรรค์์ จะคล้้ายกัับการไหว้้ตอนส่่งเทพเจ้้าขึ้้�นสู่่�สวรรค์์ แตกต่่างตรงที่่�ส่่ง ขึ้้นส � วรรค์์จะไหว้้ช่ว่ งเช้้า แต่่ตอนรัับกลัับจะไหว้้ช่ว่ งเย็็นของวัันที่่4� เดืือน 1 ตามปฏิิทินจั ิ นั ทรคติิจีีน ซึ่่ง� ปีีนี้จ�้ ะตรงกัับวัันที่่� 4 กุุมภาพัันธ์์ 2565 สำำ�หรัับท่่านใดที่่�มีีการระบุุชื่่อ� องค์์เทพเจ้้าองค์์ใดขึ้้นสู่่�ส � วรรค์์ ก็็ต้้องไหว้้รับั กลัับทุุกองค์์เช่่นกััน โดยตรุุษจีีนปีีนี้้�ตรงกัับวัันที่่� 1 กุุมภาพัันธ์์ 2565 คนไทย เชื้้�อสายจีีนจะถืือปฏิิบััติิอยู่่� 3 วััน คืือ วัันจ่่าย วัันไหว้้ และวัันถืือ สำำ�หรัับวัันที่่� 30 มกราคม 2565 คืือวัันจ่่าย เป็็นวัันที่่�ชาวจีีนจะ ออกมาจัับจ่่ายซื้้�ออาหารคาวหวาน ผลไม้้ และเครื่่อ� งเซ่่นไหว้้ต่า่ งๆ ในวัันที่่� 31 มกราคม 2565 คืือวัันไหว้้ ประเพณีีในการไหว้้ ช่่วงเช้้าประมาณ 07.00 - 08.00 น. จะมีีการไหว้้สิ่่�งศัักดิ์์�สิิทธิ์์� เทพ เทวดา เพื่่�อขอบคุุณที่่�คุ้้�มครองมาตลอดทั้้�งปีี และขอพรให้้ ครอบครััวอยู่่�เย็็นเป็็นสุุข ของที่่�ใช้้ในการไหว้้มีี หมูู เป็็ด ไก่่ ผลไม้้ น้ำำ�� ชา พร้้อมกระดาษเงิินกระดาษทอง เมื่่อ� ไหว้้เสร็็จจึึงนำำ�กระดาษ เงิินกระดาษทองไปเผา ช่่วงสายประมาณ 10.00 - 12.00 น. เป็็นการไหว้้บรรพบุุรุุษ ญาติิพี่่�น้้องที่่�ล่่วงลัับไปแล้้ว สำำ�หรัับของไหว้้ควรมีีเนื้้�อสััตว์์ครบ 3 ประเภท คืือ สััตว์์มีีกีีบที่่�เท้้า สััตว์์มีีปีีก และสััตว์์มีีครีีบ เช่่น หมูู เป็็ด ไก่่ (ซาแซ) หรืือเพิ่่�ม ตัับและปลา (โหงวแซ) กระเพาะ ปลา เส้้นหมี่่�ผััด และอาหารที่่�คิิดว่่าผู้้�ล่่วงลัับชอบ ของหวานจะมีี ซาลาเปา ขนมเทีียน ขนมเข่่ง ขนมถ้้วยฟูู ขนมไข่่ อื่่�นๆ ส่่วนผล ไม้้เลืือกผลไม้้มงคล 5 ชนิิด เช่่น แอปเปิ้้�ล ส้้ม องุ่่�น สาลี่่� สัับปะรด กล้้วย ทัับทิิม พีีชหรืือลููกท้้อ(แล้้วแต่่ความสะดวกของผู้้�ไหว้้) พร้้อมกระดาษเงิินกระดาษทอง ของใช้้อื่น�่ ๆที่่ทำ� �ำ จากกระดาษและ เผาเมื่่�อไหว้้เสร็็จ หลัังจากไหว้้แล้้วช่่วงนี้้�เป็็นเวลาที่่�ญาติิพี่่�น้้อง จะร่่วมรัับประทานอาหารจากอาหารที่่�ไหว้้ เพื่่�อถืือเป็็นสิิริิมงคล สำำ�หรัับผู้้�ไหว้้ จากนั้้�นก็็จะมีีการแจกอั่่�งเปาให้้กัันและกััน ช่่วงเวลาบ่่ายประมาณ 14.00 - 16.00 น. เป็็นการไหว้้ผีีไร้้ ญาติิ สััมภเวสีี ด้้วยอาหารคาว เช่่น ข้้าวและกัับข้้าวต่่างๆ ขนมเข่่ง ขนมเทีียน อาหารแห้้ง กระดาษเงิินกระดาษทอง อาจจะมีีการจุุด ประทััดเพื่่�อปััดเป่่าสิ่่�งชั่่�วร้้าย ส่่วนของต่่างๆที่่�ไหว้้ก็็จะนำำ�มาแจก กัับผู้้�คนที่่�มารอรัับ เพื่่�อเป็็นกุุศลผลบุุญแก่่ผู้้�ไหว้้ ส่่ ว นกลางคืืนมีีการไหว้้ เ ทพเจ้้ า โชคลาภ (ไฉ่่ ซิ ิ ง เอี้้ � ย ) เพื่่ � อ ขอพรให้้ มีี โชคลาภ ขอให้้ ร่ำ ำ � �ร วย ประสบความสำำ � เร็็ จ เวลาไหว้้คืือช่่วง 23.30 - 00.59 น. ของคืืนวัันจันั ทร์์ที่่� 31 มกราคม สิ่่�งที่่�ต้้องไหว้้คืือนำำ�รููปภาพหรืือรููปปั้้�นขององค์์เทพเจ้้าโชคลาภ เพื่่�อมาทำำ�พิิธีี

เมืืองสร้้างสรรค์์ อยู่่�ที่่�เราสรรค์์สร้้าง

ลัังจากการประกาศรางวััลเมืืองสร้้างสรรค์์ Unesco Creative Cities เมื่่�อเดืือนพฤศจิิกายน 2564 ที่่� จัังหวััดเพชรบุุรีีได้้รัับเมืืองสร้้างสรรค์์ในสาขาวิิทยาการ อาหาร (Gastronomy) นั้้�น ถืือเป็็นการสร้้างความภาคภููมิิใจให้้ กัับประเทศ และช่่วยดึึงดููดความสนใจของนัักท่่องเที่่�ยวทั้้�งชาว ไทยและต่่างชาติิให้้ต้้องการมาลิ้้�มรสอาหารไทยขึ้้�นชื่่�อที่่�จัังหวััด เพชรบุุรีีมากยิ่่�งขึ้้�น โดยองค์์ ก ารศึึ ก ษาวิิ ท ยาศาสตร์์ แ ละวัั ฒนธรรม แห่่ ง สหประชาชาติิ (UNESCO) ได้้เปิิดตััวเครืือข่่ายเมืืองสร้้างสรรค์์ เมื่่�อเดืือนตุุลาคม พ.ศ. 2547 ซึ่่�งเปิิดรัับคััดเลืือกทุุกๆ 2 ปีี เพื่่�อส่่งเสริิมการพััฒนาด้้านอุุตสาหกรรมสร้้างสรรค์์ (Creative Industries) สู่่�ความร่่วมมืือในระดัับนานาชาติิของภาคประชาคม ประชาชน เอกชนและสาธารณะ ทาง UNESCO ได้้ให้้คำำ�จำำ�กััดความ Creative City ว่่าคืือ การร่่วมมืือระหว่่างชุุมชนท้้องถิ่่�นและภาครััฐ ในการสร้้างสรรค์์ เมืืองผ่่านการพััฒนาสภาพแวดล้้อม โครงสร้้างทางสัังคม ระบบ โครงสร้้างทางเศรษฐกิิจ และการนำำ�สิินทรััพย์์ทางวััฒนธรรม ประวััติิศาสตร์์ ขนบธรรมเนีียม ตลอดจนจารีีตประเพณีีของท้้อง ถิ่่�นมาผสมผสานกัับเทคโนโลยีีสมััยใหม่่ เพื่่�อนำำ�ไปสู่่�การเป็็นเมืือง ที่่�มีีบรรยากาศที่่�เอื้้อ� ต่่อการสร้้างธุุรกิิจ หรืืออุุตสาหกรรมความคิิด สร้้างสรรค์์ ซึ่่ง� เป้้าประสงค์์ของการสร้้างเครืือข่่ายเมืืองสร้้างสรรค์์ ของยููเนสโกนั้้�น ต้้องการส่่งเสริิม ให้้เกิิดความร่่วมมืือระหว่่างรััฐ กัับชุุมชนท้้องถิ่่�น เมืืองสร้้างสรรค์์ (Creative City) แบ่่งออกเป็็น 7 ประเภท ได้้แก่่ 1. เมืืองแห่่งวรรณกรรม (City of Literature) 2. เมืืองแห่่งภาพยนตร์์ (City of Film) 3. เมืืองแห่่งดนตรีี (City of Music) 4. เมืืองแห่่งหััตถกรรมและศิิลปะพื้้�นบ้้าน (City of Crafts & Folk Arts) 5. เมืืองแห่่งการออกแบบ (City of Design) 6. เมืืองแห่่งศิิลปะสื่่�อประชาสััมพัันธ์์ (City of Media art) 7. เมืืองแห่่งวิิทยาการอาหาร (City of Gastronomy) ขณะที่่�ประเทศไทย มีีเมืืองที่่�ได้้รัับเลืือกเป็็นเครืือข่่ายเมืือง สร้้างสรรค์์อยู่่�แล้้วก่่อนจัังหวััดเพชรบุุรีีทั้้�งหมด 4 แห่่ง ได้้แก่่ 1. จัังหวััดภููเก็็ต ได้้รัับคััดเลืือกเป็็นเมืืองแห่่งวิิทยาการ อาหาร เมื่่�อปีี พ.ศ. 2558 2. จัังหวััดเชีียงใหม่่ ได้้รับั คััดเลืือกเป็็นเมืืองแห่่งหััตถกรรม และศิิลปะพื้้�นบ้้าน เมื่่�อปีี พ.ศ. 2560 3. จัังหวััดกรุุงเทพฯ ได้้รัับคััดเลืือกเป็็นเมืืองแห่่งการ ออกแบบ เมื่่�อปีี พ.ศ. 2562 4. จัังหวััดสุุโขทััย ได้้รัับคััดเลืือกเป็็นเมืืองแห่่งหััตถกรรม และศิิลปะพื้้�นบ้้าน เมื่่�อปีี พ.ศ. 2560

อย่่างไรก็็ตามเป็็นที่่�สัังเกตได้้ว่่า ถึึงแม้้ประเทศไทยจะได้้รัับ รางวััลเมืืองสร้้างสรรค์์ถึึง 5 เมืืองด้้วยกััน หากแต่่ประเภทที่่�ได้้รัับยััง มีีเพีียง 3 ประเภทเท่่านั้้�น นั่่�นคืือด้้านการออกแบบ ด้้านหััตถกรรม และศิิลปะพื้้�นบ้้าน และด้้านวิิทยาการอาหาร อัันเป็็นจุุดเด่่นของ ประเทศไทยที่่�ต่่างชาติิทั่่�วไปให้้การยอมรัับ แต่่อีีก 4 ประเภทที่่�เหลืือ ทางด้้านวรรณกรรม ภาพยนตร์์ ดนตรีี สื่่�อศิิลปะนั้้�น ประเทศไทยยััง ไม่่เคยได้้รัับการคััดเลืือกให้้เป็็นเมืืองสร้้างสรรค์์ในประเภทดัังกล่่าว หากมองถึึงความเป็็นไปได้้และศัักยภาพของประเทศไทยแล้้ว ก็็ไม่่ใช่่ว่่าจะไม่่มีีโอกาสที่่�จะได้้รัับคััดเลืือกในสาขาที่่�เหลืือ เพราะ ประเทศไทยมีีความได้้เปรีียบในหลายประการ เช่่นมีีความโดดเด่่น ทางด้้านกายภาพ มีีภููมิทัิ ศั น์์ที่่ง� ดงาม มีีการเดิินทางคมนาคมที่่�สะดวก มีีระบบสาธารณููปโภคที่่�สามารถพััฒนาให้้สอดรัับกัับเมืืองสร้้างสรรค์์ และมีีความหลากหลายทางวััฒนธรรม และประเพณีีที่่�สืบื ทอดกัันมา ยาวนานในแต่่ละพื้้�นที่่� โดยเฉพาะอย่่างยิ่่�งโอกาสทางด้้านภาพยนตร์์ เนื่่�องจากสภา พััฒนาการเศรษฐกิิจและสัังคมแห่่งชาติิ หรืือ สภาพััฒน์์ ได้้รายงาน สถานการณ์์ทางสัังคมที่่�สำำ�คััญไตรมาสสามปีีพ.ศ. 2564 เมื่่�อวัันที่่� 22 พฤศจิิกายน พ.ศ. 2564 ระบุุว่่า นิิตยสาร CEOWORLD ได้้จััด อัันดัับประเทศยอดเยี่่�ยมในโลกที่่�มีีอิิทธิิพลด้้านมรดกทางวััฒนธรรม ประจำำ�ปีี ค.ศ. 2021 โดยประเทศไทยทรงอิิทธิิพลด้้านวััฒนธรรมเป็็น อัันดัับที่่� 5 ของโลก จาก 165 ประเทศ ซึ่่�งสอดคล้้องกัับแนวทางที่่� ประเทศไทยพยายามผลัักดัันและส่่งเสริิมวััฒนธรรมที่่�มีีศัักยภาพ 5F ได้้แก่่ 1) อาหาร (Food) 2) ภาพยนตร์์และวีีดิิทััศน์์ (Film) 3) ผ้้าไทยและการออกแบบแฟชั่่�น (Fashion) 4) มวยไทย (Fighting) 5) การอนุุรัักษ์์และขัับเคลื่่�อนเทศกาล ประเพณีีสู่่�ระดัับโลก (Festival) ดัังนั้้นอุุตส � าหกรรมภาพยนตร์์ในไทยจึึงน่่าจัับตามองเป็็นพิเิ ศษ ในการขัับเคลื่่�อนครั้้�งนี้้� ยิ่่�งไปกว่่านั้้�นสิ่่�งที่่�สำำ�คััญของการผลัักดัันด้้าน ภาพยนตร์์ ก็็คืือการร่่วมกัันผลัักดััน Soft Power ของประเทศไทย ให้้แข็็งแกร่่ง ซึ่่�งปััจจุุบััน Soft Power กลายมาเป็็นอาวุุธสำำ�คััญใน หลายๆประเทศที่่�นำำ�พาประเทศผ่่านวิิกฤตเศรษฐกิิจได้้ ดร.นรััตถ์์ สาระมาน กรรมการสภาดิิจิิทััลเพื่่�อเศรษฐกิิจและ สัังคมแห่่งประเทศไทยได้้ให้้ความหมายของ Soft Power หรืืออำำ�นาจ อ่่อนไว้้ว่่า อํํานาจในการชัักจููงหรืือโน้้มน้้าวประเทศอื่่น� ให้้ปฏิิบััติิตาม ที่่�ตนประสงค์์ โดยการสร้้างเสน่่ห์์ ภาพลัักษณ์์ ความชื่่�นชม และ ความสมััครใจ พร้้อมที่่�จะร่่วมมืือกัันต่่อไป อํํานาจในลัักษณะนี้้�จะ ได้้รัับการยอมรัับมากกว่่าอํํานาจแบบแข็็ง (Hard Power) หรืืออํํา นาจเชิิงบัังคัับอย่่างอํํานาจทางทหาร โดย Joseph Nye นัักวิิชา การชั้้�นนํําที่่�เสนอกรอบแนวคิิดนี้้�ได้้ระบุุว่่า Soft Power ประกอบ ไปด้้วยทรััพยากรสํําคััญ 3 ประการ ได้้แก่่ วััฒนธรรม (Culture) ค่่า นิิยม(Values) และนโยบายต่่างประเทศ (Foreign Policy) หากกล่่าว โดยคร่่าวๆ ก็็คืือ การแฝงวััฒนธรรมต่่างๆ ของประเทศนั้้�นๆ ไม่่ว่่าจะ เป็็นสถานที่่�ท่่องเที่่�ยว ชุุดประจำำ�ชาติิ กีีฬาหรืืออาหาร ให้้สอดแทรก ไว้้ตามอุุตสาหกรรมสื่่�อต่่างๆ ทั้้�งภาพยนตร์์ ละคร ดนตรีี ศิิลปะ ฯลฯ เพื่่�อขัับเคลื่่�อนเศรษฐกิิจให้้เป็็นไปใน ทิิศทางที่่�ต้้องการ ปััจจััยที่่สำ� �คั ำ ญ ั ที่่สุุ� ดในการพััฒนา Soft Power คืือได้้รัับการผลัักดััน ด้้านนโยบายและการสนัับสนุุนของ ทางภาครััฐ และการให้้ความร่่วมมืือ ของหน่่วยงานที่่�เกี่่�ยวข้้อง ซึ่่�งปััจจุุบััน ก็็ ไ ด้้ เ ห็็ นถึ ึ ง ความพยายามของรัั ฐ ที่่�

จะเริ่่�มต้้นผลัักดัันทางด้้านนี้้� เช่่น การที่่�คณะรััฐมนตรีีมีีมติิเห็็น ชอบร่่างบัันทึึกความเข้้าใจว่่าด้้วยความร่่วมมืือด้้านภาพยนตร์์ ระหว่่างทบวงกิิจการภาพยนตร์์แห่่งสาธารณรััฐประชาชนจีีนและ กระทรวงวััฒนธรรมแห่่งราชอาณาจัักรไทย ที่่�จะมีีการลงนามใน ช่่วงประมาณต้้นปีี 2565 ตามที่่�กระทรวงวััฒนธรรมเสนอ เพื่่�อ ส่่งเสริิมความร่่วมมืือด้้านภาพยนตร์์ของทั้้�งสองประเทศ โดยร่่าง บัันทึกึ ความเข้้าใจมีีสาระสำำ�คัญ ั เป็็นการกำำ�หนดความร่่วมมืือด้้าน ภาพยนตร์์ของทั้้�งสองฝ่่ายภายในระยะเวลา 5 ปีี คืือ 1. เป็็นเจ้้าภาพจััดนิิทรรศการภาพยนตร์์หนึ่่�งครั้้�ง และส่่ง คณะผู้้�แทนภาพยนตร์์ไปร่่วมกิิจกรรม 2. สนัับสนุุนให้้องค์์กรภาพยนตร์์และบุุคคลากรของทั้้ง� สอง ประเทศ แลกเปลี่่�ยน ร่่วมมืือ และแบ่่งปัันข้้อมููลอุุตสาหกรรมซึ่่�ง กัันและกััน 3. สนัับสนุุนการร่่วมผลิิตภาพยนตร์์ในประเด็็นความสนใจ ร่่วมกััน 4. สนัับสนุุนให้้ผู้้�สร้้างภาพยนตร์์และภาพยนตร์์ของทั้้ง� สอง ประเทศ มีีส่่วนร่่วมในเทศกาลภาพยนตร์์ที่่�จััดขึ้้�น 5. สนัับสนุุนให้้ช่่องโทรทััศน์์หรืือภาพยนตร์์ของทั้้�งสอง ประเทศ นำำ�เข้้าและออกอากาศภาพยนตร์์ของกัันและกััน 6. สนัับสนุุนให้้หอภาพยนตร์์ของทั้้�งสองประเทศ ขยาย การแลกเปลี่่�ยนและความร่่วมมืือด้้านข้้อมููลภาพและเสีียงตาม หลัักผลประโยชน์์ร่่วมกััน 7. สนัั บ สนุุนให้้ มีี การจัั ด ทำำ �ข้ ้ อ ตกลงในการร่่ ว มผลิิ ต ภาพยนตร์์ระหว่่างรััฐบาลของทั้้�งสองประเทศ ซึ่่ง� ร่่างบัันทึกึ ความเข้้าใจฉบัับนี้้จ� ะส่่งผลให้้เกิิดประโยชน์์ใน หลายด้้าน โดยเฉพาะความร่่วมมืือในการผลิิตภาพยนตร์์ระหว่่าง รััฐบาลทั้้�งสองประเทศ สนัับสนุุนการนำำ�เข้้าและออกอากาศ ภาพยนตร์์ระหว่่างกััน ซึ่่ง� จะส่่งผลดีีต่่อกิิจกรรมทางเศรษฐกิิจของ ธุุรกิิจต่่างๆ ที่่�เกี่่ย� วข้้อง อาทิิ การใช้้สถานที่่�ถ่า่ ยทำำ� การเช่่าโรงถ่่าย ทำำ� การจ้้างทีีมสตั๊๊�นท์์ เป็็นต้้น นอกเหนืือจากการสนัับสนุุนของทางภาครััฐและเอกชน แล้้ว ผู้้�ผลิิตและผู้้�ประกอบการเองก็็ต้้องใส่่ใจที่่�จะผลิิตผลงานที่่�มีี คุุณภาพ คำำ�นึึงถึึงเนื้้�อหาที่่�เหมาะสมในการนำำ�เสนอ ไม่่ใช่่สนใจ เพีียงแค่่กระแสฉาบฉวยแต่่เนื้้�อหากลวงว่่างเปล่่า และที่่�สำำ�คััญ คืือไม่่ลอกเลีียนแบบผลงานผู้้�อื่่�น โดยเฉพาะอย่่างยิ่่�งสมััยนี้้�ผู้้�ผลิิต มีีช่่องทางนำำ�เสนอที่่�เปิิดกว้้างหลากหลายมากขึ้้�นในแพลตฟอร์์ม สตรีีมออนไลน์์ ต่ ่ า งๆ การคำำ �นึ ึ ง ถึึ ง คุุณภาพของเนื้้� อ หาและ กระบวนการผลิิตก็็ถืือเป็็นสิ่่�งที่่�จะละเลยไม่่ได้้ สุุดท้้ายแล้้วหากมีีรััฐบาล หน่่วยงานผลัักดััน มีีผู้้�ผลิิตที่่�มีี คุุณภาพ แต่่ขาดผู้้�สนัับสนุุนและผู้้�สนใจที่่�ดีีและมากเพีียงพอ การผลัักดัันเหล่่านี้้�ก็็ไม่่มีีทางประสบความสำำ�เร็็จ เราทุุกคนควร ที่่�จะภููมิิใจในศิิลปะวััฒนธรรมไทย ไม่่ดููถููกรากเหง้้าของตนเอง สนัับสนุุนและช่่วยกัันเผยแพร่่ผลงานของชาวไทย และต้้องร่่วม มืือกัันรณรงค์์ไม่่สนัับสนุุนของละเมิิดลิิขสิิทธิ์์� เพีียงเท่่านี้้�เมื่่�อได้้ รัับความร่่วมมืือไปด้้วยกัันในทุุกภาคส่่วน เชื่่อ� ว่่าในอนาคตรางวััล เมืืองสร้้างสรรค์์ด้้านภาพยนตร์์ก็็คงไม่่ไกลเกิินเอื้้�อม อีีกทั้้�งยััง สามารถต่่อยอดไปยัังเมืืองสร้้างสรรค์์ในด้้านอื่่�นๆจนครบอีีกด้้วย
