To make things worse, many footpaths along the road are taken by some food sellers, making it difficult to walk conveniently. Highly concerned with the problems, the Hua Hin authorities launch this project to fix the road and make it better organized with the hope that, upon its completion, Phetchakasem Road will look like Rachadamnern Avenue in Bangkok and serve as a gateway to Hua Hin for both royal family members and tourists.

K.Pairot Monitors Hua Hin Court Construction Site O n June the Chairman of the Supreme Court Mr. Pairot Wayyuphab and his delegates visited Hua Hin to monitor a construction site of the Hua Hin Court. The 2-Rai construction site, located on the way up to Chong Pradu, will have a 2-storey building facing the northern road. The building consists of 5 courtrooms, a lawyers’ office, a prosecutors’ office, an office for judges of the joint-court for child and youth cases, a meeting room, a bench room and jails for male and female prisoners. The construction project, carried out by S.P.E. Development Co. Ltd. in Bangkok, costs 110 million Baht and will take around 3 more months to complete. The visiting group said that after the
contractor completed the work in the end of this year or the beginning of next year, the new court of Hua Hin would be ready to function. However, more personnel including 5 or 6 judges will be recruited to work there and jurisdiction on how to decentralize the court work in Hua Hin, Pranburi and Sam Roi Yod will be discussed before being formally announced in the Royal Gazette. According to Mr. Pairot, this new court is named, “Hua Hin Provincial Court” because its central office is in Prachuab Khirikhan. It is built in Hua Hin to facilitate local people in the city who would like to do any legal and judicial matters conveniently as Hua Hin is a place where many Thais and foreigners choose stay or visit.
Hua Hin Marching Band awarded 1st Prize
A
marching band from Hua Hin Witthayalai School was awarded the 1st prize and the trophy of Princess Maha Chakri Sirindhorn for their exuberant and fantastic performance in a national competition in Bangkok. The band leader Mr. Namkiat Siengsai said that the band, consisting of students at the lower secondary education level, entered into the national competition organized by Siam Yamaha in Muang Thong Thani, Bangkok. A total of 23 schools throughout the country took part in the event. This competition categorizes the participants in terms of their education: primary, lower and higher secondary levels. There is also a parade competition of general public. The marching band from Hua Hin Witthayalai School’s performance, which took around 15 minutes, made use of a stage show featuring 4 elements according to traditional Thai belief: earth, water, wind and fire. Certainly, the audience was awe-struck by the show. After 2 days of competition, the Hua Hin Witthayalai marching band was ranked the first of the lower secondary education level to receive the trophy of Princess Sirindhorn. With a total of 80 male and female members along with other 20 trainers led by Mr. Sathit Semayai and Mr. Jessada Kaenchan, the Hua Hin Witthayalai marching band boasted a unique and wonderful show never made before. Its highlight includes beautiful and rhythmic marching in unison with the music. Mr. Namkiat added that, although the team won the national competition, it still practices more
and has to be creative as the performance needs an upgrade so that the level is equal to other big and well-known schools in Bangkok. In terms of training the band members, instructors have to understand well about them and know perfectly on how to communicate with them so that the members do as instructed without any mistakes. With constant practice and endurance of the trainers and members, the team will achieve success at last. Mr. Namkiat also talked about other marching bands from ASEAN member countries including the one from Japan, which is considered a serious competitor, because the players are physically and emotionally developed and the band has modern musical instruments. In Indonesia and Malaysia, the marching bands there are hiring Thai coaches to train the members. However, it can be said that Thailand’s marching bands are ranked the 3rd of the world following America and Japan. Derived from the Forest Scout Group, the Thai marching band is initiated during the reign of King Mongkut. Since then, it has been developed into marching bands of several military groups. Joining marching bands yields a lot of good benefits, especially for children, because the players will learn about selfdiscipline and teamwork apart from musical aesthetics.

“Thailand should have superblocks or more flexible FAR zoning, with higher FAR near public transportation to attract property development,” Mr Thongchai told a property seminar last week. Thongchai suggested FAR rights be transferable so that a high-rise project developer could buy FAR from a nearby development with additional FAR. Assoc Prof Noppanan Tapananon, a city planning expert, said the plan was designed for the benefit of the city even if some developers disagreed with requirements such as road width. According to predictions from the Finance Ministry, the property market will grow 5.2 per cent this year which correlates with overall GDP growth of 5.5 per cent.

Thailand’s LH Bank joins the big players
S
nalysts are confident that Thailand’s property market will recover in line with the general economy this year but will be hampered by regulations. According to the Bangkok Post, the president of Noble Development Plc, Thongchai Busrapan, expressed concerns that regulations, down payments, and price supports will hamper growth in an otherwise healthy market. Many of the country’s top developers believe the new city plan, which follows US models, will reduce urban density. The Post reported that Thailand’s floor-area ratio (FAR) determines the size of a building compared to the land on which it is built. That means a 1:10 ratio means one square metre of land can have 10 square metres of building on it.

The outstanding loans value totalled THB61.3 million US$2 million in Q1 2012.Outstanding value in housing loan stands at THB 28.7 billion US$913 million – comprising 55 per cent pre-finance and 45 per cent post-finance. banking business in other industries on a risk-diversification basis.“We’ll focus on syndicated loans for infrastructure projects,” said President Mrs Sasitorn who believes strong loan demand for project finance should present more opportunities for the bank. LH Bank signed a syndicated loan agreement with Industrial Bank of China and Kasikornbank which funded credit line facilities of THB2.46 billion US$78,245 to Electricity Generating Plc (the Egco Group). Revenue will go towards three solar farm projects featuring sun-tracking systems, the first such privately owned projects in Thailand. Half of the credit line was awarded to the infrastructure project. Another area to be given attention is upcountry commercial loans, particularly in logistics and warehousing.“Higher provincial loan demand and more market segmentation requires we decentralise from Bangkok,” said president Sasitorn. Shares of LHBANK closed on the Stock Exchange of Thailand at THB1.31 US$ 0.04 on Friday, according to the Bangkok Post.

Asia Property News U
eal estate markets in the Asia Pacific region are likely to see varying fortunes in the coming months as various government policies continue to affect the sector, according to Knight Frank. Continued government intervention in property markets across Asia has proved effective, as lending restrictions, additional taxes and protection from hot foreign money has led to a quarterly drop in mainstream prices across Malaysia, Taiwan and Singapore, its latest report shows. China, the largest housing market on the planet also continued to see prices on a downward trend, with the central government resolute in managing a soft landing. India, which is facing a stuttering economy, also saw prices turn negative over the last three months. In contrast to these drops however, Indonesia continued to see price rises on the back of rising incomes and urbanisation, reflecting an underlying demand for quality accommodation. Similarly, housing markets in New Zealand and South Korea also experienced solid price appreciation over the quarter. Australia continued to see its housing market deflate with the fifth consecutive quarterly price fall and Japan saw a continuation of the long term price falls. The Chinese market is expected to continue to soften, however if economic data indicates a significant weakening in the economy over the year, the central government could ease some measures to stimulate activity, says Knight Frank. Similarly in Malaysia, expectations are for prices to remain steady over the coming months, with the possibility of a modest

S-based Millennium Partners, an internationally recognized developer of luxury mixed-use properties recently announced the opening of its first international office, located in Hong Kong.“As home to one of the fastest growing markets in the world, it is clear that Asia is the place to be, both now and in the coming years,” said partner Richard G. Baumert. “The opening of Millennium Partners’ office in Hong Kong greatly enhances our ability to support our local partners and owners in Asia, to work more closely with them, and to extend our reach into these exciting and rapidly emerging new markets.”Over the last few years, Millennium Partners has worked aggressively to establish unique relationships with key influencers and recognized groups in Shanghai, Guangzhou, Beijing, Taipei, and Hong Kong, enabling the company to execute localised, culturally sensitive campaigns that raise the profile of Millennium Partners and Millennium Tower in the Asian marketplace. Driven by strong interest and sales from the Asian community in the company’s US properties, especially its latest project in San Francisco, Millennium Tower, the developer plans to introduce additional luxury residential developments in various US cities to the Asian markets, including the soon-to-be launched Millennium Place in Boston.“The launch of Millennium Partners’ Asia office represents
decline through the remainder of 2012. In Singapore, given the large amount of supply coming onto the market, along with existing unsold inventories, prices of private residential properties are expected to continue to correct through 2012. Indonesia is expected to continue to experience strong demand, although the effect of the new minimum down payment of 30% for mortgage loans from June 2012 could have an effect on performance, particularly in the middle to low end segments. In Thailand, despite large amounts of supply, increasing labour, construction and land costs are being passed on from developers to purchasers, with modest price increases likely to continue through the year. In Vietnam, with inflation moderating, the market is looking at bottoming out and could see a pickup in activity if interest rates are able to be eased further. In Hong Kong, buyers are expected to remain more reluctant to make purchase decisions, amid uncertainty in the world economy. House prices are expected to therefore soften during the year, but at a modest rate, given limited supply. India is likely to continue to see an uneven year, with the cities that experience high levels of speculative demand likely to be more volatile than those based primarily on end user demand. he local currency return for Asian In Australia, with sentiment remaining weak, commercial property investment was 8.4 the market is hopefully looking to a further interest rate cut to potentially stimulate per cent in 2011, reported the IPD Pan Asia demand and bring about a pick up in volumes Return Research (PARR). Asia said: “The solid performance reflects strong fundamentals of the APAC market. The wide range of returns across different markets and sectors suggest that there are many different opportunities available for investors in this region.” Presently, Asia returns yield higher than those in Europe.“Values in Asia, and their continuing growth, are in doubt, but the previously stable income holds of Europe offer little better risk aversion potential. The US is still seeing strong double-digit returns, but this is not expected to continue next year. In the current global market it is becoming more and more difficult to find safe havens,” said Dr Swaddle. The weighted local currency Pan Asia return, over the previous five years was 6.2 per cent per year – combining an annual income return of 5.3 per cent and an annual capital return of 0.9 per cent. ustralian Nathan Green, Sweden’s Fredrik Jacobson and American Will Claxton shared second on 65 with 10 rivals another stroke adrift, including new US Open champion Webb Simpson and US compatriot Bubba Watson, the 2012 Masters winner. Mathis, who began on the back nine, opened with a birdie and then aced the par-3 11th and followed that up with birdies on three of the next four holes to reach six-under after six holes. He answered a bogey at 18 with a birdie at three and a bogey at the par-3 eighth by closing with a birdie to sit atop the leaderboard for the first time since last year’s opening round at Memphis. “I was hitting a lot of great shots,” Mathis said. “To make a hole-in-one at 11 and a long putt on 12 just really got me jump-started for the day.” The ace was his shot of the day. “We were just trying to cut a 9-iron in there to that back right pin and I hit it just pretty much perfect where we were looking to hit it. It kind of bounced a little right and went right in the hole. It was cool.” Mathis, who missed the cut in 10 of his first 11 events this season, isn’t thinking about a title just yet, however.

Banyan Golf Club recently held its annual Club Championship for all members of the club
David Mathis fired his first hole-in-one at a US PGA event on the way to a six-under par 64 and a one-stroke lead after the first round of the Travelers Championship. “I’ve been in this spot before, but there’s so much golf left, you’re just thankful to play a solid round. It’s all about trying to build on it and being there toward the end and giving yourself an opportunity to win.” Simpson, coming off his first major title last week at The Olympic Club in San Francisco, decided to play this week as he planned to repay the loyalty shown to him in 2008 as a young player out of college when sponsors gave him an exemption to participate in the event. Sponsors paired him with Watson and 2011 PGA Championship winner Keegan Bradley in a trio of reigning major champions from the United States. “It was fun,” Simpson said. “It took a lot of pressure off me because I’m not the only stand-out guy in the group. It did relieve a little stress.” Simpson opened with a birdie and added another at the par-5 sixth. He had back-to-back birdies at 12 and 13 and another at the par-4 15th before his lone bogey of the day at the par-3 16th. “I’m definitely pleased,” Simpson said. “I knew it was going to be a tough round to come out and really focus and put last week behind me. “But we got off to a good start as a group, two of us birdied No. 1, and it was just fun playing with those guys. We just kind of fed off each other and just played a good solid round.” And for the first time, Simpson was introduced as a US Open champion. “That was pretty cool on the first tee,” Simpson said. “I never really dreamed that I would hear that, but when I heard it, I kind of smiled inside.”

At first a concept is created, but intimately, it is only after we have tried it out with golfers that we know if it works. Power Tee was played as a 9 hole round where golfers had to play 2 Black tees, 2 White tees & 2 Red tees in the first 6 holes. The final 3 holes could be played from any tee they choose. Regular Stableford points were awarded for play from the Red Tee, and 1 & 2 extra bonus points were awarded for player from White & Black tees respectfully. The white & Red tees were strategically placed
to give golfer a real sense of Risk & reward golf. Players could choose to drive shorter Par 4’s from the whites or red, and take on the Par 5’s in 2 shots. All with knowledge of bonus points on offer. It was s lot of fun, and we had golfers of all levels playing, from Tour Professionals to complete beginners. The feedback was great and this is a format we will certainly be doing again in future. It gives golfers a completely new sense of playing a familiar course, as they are forced to play from tee boxes they may not otherwise play. Scores ranged from 34 points to 22 points (9 holes!!) The objectives of this year’s marathon were to celebrate the 84th Birthday Anniversary of His Majesty the King, raise awareness on environmental and social sustainability, and motivate the public to engage in physical fitness for good health and longevity. Beginning and ending on Hin Lek Fai hill, runners faced the grueling challenge of running down and back up the 800-meter steep incline to finish the race, and over 1,000 individuals participated in this year’s event. Male and female categories of various age groups included 21.1 km, 10.55 km and 3 km. Commemorative medals and T-shirts were given to all participants. Refreshments were provided by the sponsors and Chiva-Som massage therapists were on-site to provide their soothing expertise to the runners’ fatigued muscles after the race.

Veranda Resort & Spa
The Veranda Resort and Spa Hua Hin – Cha Am
s nestled in a tranquil corner of paradise, a few kilometres south of Cha Am, is the Veranda Resort and Spa. The resort’s beachside location is idyllic and is constantly bathed in the fresh breeze from the Gulf of Thailand. Veranda Resort and Spa has a calm, peaceful atmosphere where the smiling staffs are at their best and the guests relaxed. Step inside the Spa’s circular reception area and the simple elegance gives the feeling of being safely cocooned, whilst anticipating the luxurious treatments. The unobtrusive display of Thann botanicallyderived products, (which are chemical and preservative free, against the use of child labour and animal testing) allows your cares to drop away whilst enjoying a nourishing herbal tea and completing a health questionnaire to ensure a wonderful spa experience.
The treatments suggested for me were Steam Room, body scrub and massage. I was carrying a severe foot injury so after explaining this to the therapist, I followed her, in blind-faith that the damage would be remembered, through another circular seating area to the ladies lockers, changing and shower room. The Steam Room is located in this area so I wrapped up in a towel, listened intently to the instructions and entered. The temperature was set in the high 40ºC and within seconds I felt all the pores in my body succumb and commence purging waste. The male in your life does not have to miss out on a good steam, as the men’s changing room is exactly the same! The Steam Room creates an artificial ‘fever’, so it speeds up circulation and body
during the foot scrub; my injury was gently attended to, so much so, my foot would have loved the scrub to continue for at least another five minutes! Body scrubs in Turkish Baths appear brutal – at least what I have seen on TV - so I couldn’t help but wonder how this full body turmeric/honey/yoghurt scrub would be. However within seconds I could feel my skin tingling, thanking me for the scrub and insisting I ‘scrub’ more often. It was so pleasurable I felt sad when it was completed. The therapist then skillfully wrapped me in the cover sheet and guided me to the shower for a thorough rinse. Stage three of my spa experience was a Balinese massage. This massage is done with warm aromatherapy oils, to enhance blood flow, oxygen and energy [“qi”, “chi”]. The combination of the long, slow massage-strokes works deeply into the
cell metabolism enabling toxic wastes to be expelled via the skin. For health safety reasons when using a steam room, it is suggested to take a cool shower every 5 minutes or so, and only stay in the Steam Room for a total of 15 minutes – if you can last that long! The staffs were monitoring my progress, so I felt completely at ease, despite the high temperature. There are 5 treatment rooms, again the same simple elegance, tranquil garden views with no gaudy objet d’arts or colours to distract from the serenity. I was ushered to a spacious single treatment-bed room with shower, as I was about to sense the healing benefits of a turmeric body scrub. Keeping hydrated at any time is important, but following a steam room session, it is critical. A cup of warm herbal tea awaited me in the treatment room, which I sipped
muscles, soothing damaged tissue and gives relief to strained muscles and joint pain. It will also help reduce stress and rebalance the body. The result? Incredibly clean, soft skin buffed to perfection, totally uplifted senses and relaxed muscles. Perhaps even more importantly, the spa delivers all the ingredients to entice you back, namely well trained therapists, world class products and a spa menu to tantalize – choose from Veranda ‘Signature Treatments’, ‘Body Massage’, ‘Body Treatments’, ‘Facial Treatments’ and related beauty services. Treat yourself on a regular basis at Veranda Resort and Spa with their “Loyalty Program”. Allow the experienced staff to design a program for you because one visit is just not enough!
Veranda Spa is environmentally conscious and is ‘paperless’…. for your ultimate relaxing experience and Spa Menu details contact the Veranda Spa : Veranda Resort and Spa Hua Hin - Cha Am - 737/12 Mung Talay Road, Cha Am, Petchburi 76120, Thailand Tel. +66-3270-9000-099 E-mail : rsvn@ verandaresortandspa.com GPS : N12 44.442 / E99 57.894

Criminal Law in Thailand Part XII

Arrest—Remedies if the Arrest isn’t proper
By James Finch and Nilobon Tangprasit - Chavalit Finch & Partners, Ltd.
T
his time we’ll begin to examine how your rights are protected if something goes wrong with the arrest. We’re going to do this initially by looking at some fictitious examples.
The first fictitious example is where the police come to your door. They have a warrant to arrest someone at a nearby address and they simply make a mistake. They tell you must come with them and you do. On the way you call a Thai friend who meets you at the police station. The friend is told your identification must be verified and your passport is taken. You are then kept in a waiting room for six hours. After this, without any explanation, your passport is returned and you are told to go home. This is a borderline case. If you lodged a complaint, such as in the cases discussed below, and the official in charge decided that the police officers involved acted in good faith, without serious negligence,
you can’t do much about it, despite the inconvenience to you. But read on. The second fictitious example is where you’re in a restaurant with some friends. One of them has a running feud with a local police officer, who happens also to be in the same restaurant. The officer comes over to your table and speaks Thai to your friend. They are both Thai and you don’t understand what is said, but before you know it, the officer has arrested everyone at the table. Outside the restaurant the officer pulls out a nightstick, swings it at your friend, but hits you instead, breaking your arm. In a few minutes a uniformed police sergeant happens by and sees what has occurred. He berates the police officer, who disappears. He then apologizes and releases everyone. From earlier columns you know that the arrest was improper, because it would have required a warrant. You have a number of options: • Police officers wrongfully or dishonestly discharging their duties are subject to criminal penalties of up to ten years in jail and a fine. You could, therefore, go to the Public Prosecutor, complain of the policeman’s behavior, and ask that he be prosecuted. • Under the Act on Liability for Wrongful Acts of Officials, you could claim compensation for your broken arm with the Royal Thai Police Office. • The police have internal rules that protect the rights of individuals and punish officers violating these rules. You could initiate an investigation against the offending officer, by lodging a complaint with the Office of
the Inspector General of the Royal Thai Police What if the officer in this case had been offduty when the incident occurred? Unlike the above case the police officer would not be considered discharging the duties of a police officer. He would thus not be exposed to the criminal penalties mentioned above. Also, since he was not acting in an official capacity, you could not make a claim for your injuries against the Royal Thai Police Office. Here is what you could do. The Criminal Code of Thailand provides that anyone, police officer or otherwise, who commits grievous bodily harm to another is subject to a criminal penalty of up to ten years’ imprisonment and, in effect, to pay damages to the person injured. You could, therefore, complain to the Public Prosecutor, who could prosecute the police officer. Even though the officer was off duty, moreover, he did arrest someone as though he had been on duty and can be disciplined if the arrest was improper. You could, therefore, lodge a complaint against him with the Office of the Inspector General of the
Royal Thai Police for arresting you without a warrant. Chavalit Finch & Partners, Ltd. are lawyers specializing in real estate and business transactions. Virus Hitches Ride in Blood to Kill Cancer Cells
A
new study finds a virus can hitchhike its way to kill cancerous tumor cells without being detected and destroyed by the body’s immune system, a finding that suggests cancer might one day be treated with the aid of viruses. Reovirus is a fairly innocuous pathogen that usually does not cause serious illness in people, but researchers at the University of Leeds and The Institute of Cancer Research in Britain have shown it could one day play a very important role in helping treat cancer. Alan Melcher, a professor of clinical oncology and bio-therapy at the University of Leeds, looked at tissue removed from 10 patients, with advanced bowel cancer, who had been injected with reovirus just prior to surgery.”When we took the tumor out of the patient, it was full of virus in nine out of the 10 patients,” Melcher says, “whereas the normal liver, which was also getting removed, had very little virus in it, if any.” In other words, reoviruses can kill cancer cells
without harming healthy tissue, so the patients would have fewer side effects from the treatment. But there had been concern that delivering the virus directly into cancerous tumors would be too difficult. So, in what’s known as a proofof-concept experiment, the researchers simply injected reovirus into the patients’ bloodstream. Melcher says the reovirus appears to piggy-back on blood cells to avoid the body’s immune system and reach the cancer cells. “We were also able to show that when you do inject virus into the blood, even though there are antibodies against the virus in the blood, the virus is able to hide from those neutralizing antibodies and to get carried essentially by blood cells as a means of potentially accessing the tumor and doing its stuff.” Other cancer trials involving reoviruses are being conducted, but this is the first time the pathogen has been shown to safely and effectively hone in on tumors through the blood.

Baht 1,500 each are given a bottle of red or white wine. My choice went out to a Cabernet Sauvignon – Summerfield – California. A full bodies red wine served at the right temperature. Chef Tong, our exclusive star and award winner, suggested Pan fried Foie Gras on Brioche with wild Berries Pureé and micro green salad. The Foie Gras was slightly crispy but deliciously prepared, garnished with Wild Berries and Mango Chutney puree. The imported goose liver practically melted on my tongue. As a main course, I chose the Pan fried French Duck Breast, medium rare, served on fried potato cubes and garnished with baby carrots topped with a honey glazed sweet and sour sauce. A separately added Duck sauce was fashionably served in a liquor glass with fresh Majoran. A second main course, just for the tasting was tender Australian Lamb Chops served with potato wedges, baby tomatoes and micro salad, all cooked to perfection. As a dessert, I was served, unasked, Créme Brûleé with fresh Berries and Vanilla Mascarpone cream. This dessert crowned the dinner and I was glad I did not go for the ice cream. The award is understandable as Chef Tong´s magic resulted in a delicious dinner, one to recommend to friends and foe. The price is more than reasonable, especially if you consider that you are practically dining in a restaurant of a 6 star resort. Congratulations V Villas, you certainly deserve the award ! wines for more than 130 years. The event took place in the stunning upper floor restaurant of the Hilton Hua Hin , The White Lotus. With 360° views of Hua Hin, this is where gourmet and romance meet. The sky bar offered apperitives and our Chef was ready to serve the starter course with matched wines. As Starters we were served Alaskan scallop Ceviche marinated with sesame and Chinese Mandarin Gǒuqǐ berry served in a tears of heaven. The scallops were slightly marinated with a hint of sesame and citrus. With this stater we tasted the Errazuriz Max Reserva, Sauvignon Blanc, 2011. This is a very lush wine, intensely aromatic with abundant tropical fruit such as guava and passion fruit, perfectly balanced with the mineral notes and herbal tones so typical of top-end Sauvignon Blanc. With the second starter , Crispy Golden Duck Pancakes with Chinese chives and cucumbers served with a sweet neutralized soya dressing, sweet soy sauce, neutralized by the coolness of fresh cucumber spaghetti,
in Chile, Don Nicolas Del Solar who grew up on the estate, handpicked the following wines for this Culinary Trio : Errazuriz Max Reserva,Cabernet Sauvignon, 2009, a bright ruby coloured friendly but firm wine. An Errazuriz Max Reserva,Carmenere, 2009, deep violet in colour, oaky taste, juicy wine. Last but not least, Don Maximiano, Cabernet Sauvignon, Carmenere, Syrah, Petit Verdot, 2007, pretty red colour, an outstanding youthfull, refreshing but deep sophisticated wine. The desserts featured an Emmentaler Cheese mountain with boiled peanuts and dried berries and Crumbled wild berry with fresh mint topped with Chinese Sago caviar. With the cheese, a Shiraz Max reserve 2009, Purplish ruby –red in color, fine tannins lend a velvety mouth feel, while fresh acidity adds fruity firmness and a Marie Brizard Depuis 1755, White Cacao, France liqueur made from premium cocoa beans from Venezuela and the Ivory coast along with vanilla. Wonderful full deep smell of Chocolate. A great experience with culinary brilliance. Bravo Hilton and Chile. A night not to forget.

et there be no doubt , when Mondo Vino organizes a gathering , may it be a wine tasting or a culture event, it is always perfectly organized filled with good ambiance, glamour and fantastic snacks. This time , Mondo Vino invited Hua Hin Crème de la Crème for an Art exhibition of Anne Leveque titled Art Republic On the Move which will be on exhibition from June 16th until July 2012. The lovely host , Khun Nee, managing director , wife and right hand of husband and Mondo Vino owner Peter Kirketerp, inaugurated the opening party which started a 6:30 and saw us through the evening with a handful of hard core insisters staying for this last drop of wine and quick glance at the artwork. Folks did purchase quite an impressive quantity of wine as Mondo Vino is extremely well selected. Wines and Champagnes from all over the world at all price levels. The sommelier, Nail Keddie can guide patrons through a wide selection of your favourite red or white wine. Don’t be misguided by his Scottish accent, he is very knowledgeable and when push comes to shove, he is an expert on ales and beer as well! All in all, a beautiful evening to talk about for

The Hilton Wine Tasting
n an exceptionally bright and dry June evening , the Hilton invited to a Chilenean wine tasting at the White Lotus Restaurant. The usual social Créme was present as no one really wanted to miss the promising selection of Chilean wines. Chile is fortunate to have climate conditions that are ideal for good wine grape growing harvests. Hot summers, coastal cooling breezes, and moderate rainfall. From the premium wine producing regions of Chile come the best grapes, and it is here that Viña Errázuriz has been producing the highest quality Chilean
we enjoyed the Max Reserva, Chardonnay, 2011, Chile, A wonderfully balanced wine that delivers a prolonged, elegant finish. The main course was composed of a trio spectaculaire consisting of Steamed crab claw wrapped in ham Xuanwei style with dried scallops and shrimps, Steamed and Crisp fried Patagonian Tooth Fish in sweet and sour tomato sauce and black soya beans and Medium roasted Wagyu Beef Marble 8 and stir fried sweet peppers with black peppers and chocolate glaze. Phetchaburi & Zhang Jia Jie in China-Partner towns จังหวัดเพชรบุร-ี เมืองจางเจียเจีย้ T ร่วมส่งเสริมมิตรภาพทางการท่องเทีย่ ว
he Phetchaburi Provincial Office has recently discussed with some representatives on tourism business from Zhang Jia Jie in China to find ways to build friendship and relations on tourism between each other in the future. The discussion, taking place on 11 June 2012 at Dusit Thani Hua Hin, was attended by the Phetchaburi Governor Mr. Winai Buapradit, the director of Tourism Authority of Thailand’s central office, a representative of the Cha-Am Mayor, a representative of the Phetchaburi Mayor, the President of the Phetchaburi Rajabhat University, the director of TAT’s Phetchaburi Office, the chairman of the Phetchaburi Tourism Business Association, representatives of the 7 Groups of Chinese Association of Thailand and officers working on tourism in the province. They gave a warm welcome to executives of tourism from Zhang
Jia Jie and tourism administrators from U Ling Yian state in China. Mr. Winai said that Phetchaburi is one of the most popular provinces of Thailand thanks to its rich natural resources, diverse culture, perfect food and accommodation. Named the city of three palaces, seas and tastes, its beaches are white, sandy and beautiful. Unlike Phetchaburi, Zhang Jia Jie boasts a lot of mountains and hills. Located in the northwest of Hu Nan in central China, the city serves as a gate that connects the center and the west of the country. It is also famous for its unique tourist attractions as 98% of the total area is forests. Since the city is quite far from the center of China, only very few people visit it. Moreover, the local people there love nature so much that their natural conservation policy is effective and therefore makes the city a pure gem of the world. Since Phetchaburi and Zhang Jia Jie have diverse natural resources, culture and unique lifestyle, strengthening tourism relations between them will result in shared experiences on tourist spots management and promotion of inter-city friendship in the near future, concluded Mr. Winai.

Signs for Unknown Attractions Required in Cha-Am
he Cha-Am Municipality is installing signs that indicate tourist attractions of the city to accommodate visitors and boost the local economy. This project was initiated by the Mayor of Cha-Am Mr. Nukul Pornsomboonsiri who continuously carries out tourism promotion campaigns, particularly taking care of existing tourist spots while improving new ones, organizing tourism promotion events, launching PR media on tourism in Cha-Am and providing safety to visitors as well as facilitating multi-purposed tourism in the city. Mr.Nukul said that the Cha-Am municipal area had several tourist spots worth visiting besides Cha-Am beaches
and Maruekathayawan Teak Summer Palace. Since many of them, such as Khao Panthurat Natural Park, Saphan Hin, Wat Neranchararam Buddhist Temple, Cha-Am mangrove forest and Sirindhorn Natural Park, are not well-known among tourists, the Cha-Am Municipality will install 30 roadside signs of 80 cms. in width and 240 cms. in length that enable easy and convenient access to the areas. This project will be included in the municipal budget of 2012. At present, the roadside signs are being made and installation is due to complete within this September. Mr. Nukul concluded that the signs will have two languages: Thai and English,
which are useful for Thai and foreign visitors. Moreover, they play a key role in promoting local business as more visitors will know how to get access into more interesting yet unknown attractions.

TAT Launches “Good Hosts of Cha-Am”
T
to Regain Tourists’ Confidence
he Tourism Authority of Thailand (TAT)’s Phetchaburi Office, in co-operation with the Phetchaburi Provincial Office, Cha-Am Municipality and Phetchaburi Rajabhat University, is launching the “Good Hosts of Cha-Am” project to promote tourism in the city and regain confidence of visitors. The case in which a woman from Switzerland was violently attacked at home on 16 April 2012 has somewhat tainted the good image of Cha-Am as it is a long-term holiday getaway much favored many foreigners. Therefore, to bring back confidence among visitors and promote tourism of the city, this project exists and consists of several activities to achieve the goal: PR Medias to make tourists more aware of any danger in the city, ad hoc training for local business owners and people to create better understanding on local tourism and urgent tourist safeguarding. Participants of this project include 100120 business owners on the Cha-Am beach, restaurant owners, sellers, bus and tuk-tuk drivers, local community leaders and concerned people. They will attend the training on 18 July 2012 at the meeting room of Cha-Am Municipality. The activity features a special lecture on sustainable tourism, importance of tourism for Thailand and Cha-Am, being good hosts to foreigners, safeguarding visitors, how
service providers can impress tourists, Basic English communication and how to provide emergency contacts for tourists. Resource persons come from Phetchaburi Rajabhat University, TAT, the Office of Local Police and Tourist Police. It is expected that all the trainees for this program will gain more knowledge on tourism and service providing while actively providing more safety for visitors and improving better images of Cha-Am so that foreigners come back to stay here, resulting in thorough income for local business and people.
