The Jungle Aid motto; ‘For a Brighter Future’ really sums up what is being achieved through the hands on practical approach of this fantastic organisation. 4 cover story Trash Hero Hua Hin waste. They also hope to educate local residents as well as tourists to practice good waste management. She encourages others to join voluntary cleaning events to promote a healthy and clean community environment. Recently on the 6th of June, they had a special clean up session on Saturday where they were joined by friends and volunteers from Bangkok. They removed a whopping 125 kgs of trash consisting mainly of cigarette butts, plastic bags, bottles etc.

Every Thursday, come rain or shine, you will see a group of people walking along the Khao Takiab beach picking up discarded bottles, cigarette butts and plastic bags. These are uncelebrated heroes in Hua Hin who call their happy group the Trash Hero and rightly so too! This small community of environmentally conscious people gather voluntarily every Thursday without fail at 3pm to clean up the Khao Takiab Beach. “It was first started by a Swiss gentleman in Koh Lipe in the south of Thailand. He started Trash Hero Thailand about 2 years ago and wanted to do it here in Hua Hin too.” Says Pennapa Kradtarn, the founder of the group who works at the Riad Hua Hin Hotel. Pennapa believes that we should give back as much as we take from nature. She expressed the need for individuals to take initiative and clean up after themselves to keep the beaches clean.

The Trash Hero is a purely non-profit, voluntary group and requires no membership or monetary contributions. All they ask for is volunteers to show up on Thursday and start cleaning, or help provide garbage bags or refreshments for the volunteers. Currently, the clean-up events happen only on the Khao Takiab beach but they are hoping to expand to other parts of Hua Hin when they have more volunteers. Trash Hero groups are also active in Ao Nang, Koh Tao and Songkla with plans to expand to Chiang Mai and Indonesia as well.

Discussing Hua Hin and Waste Management

Hua Hin Residents share observations and suggestions on keeping Hua Hin town clean increased waste generation and pollution. According to official Hua Hin Municipality records, the town generates close to 90 tonnes of solid waste every day out of which half is food waste, plastic and paper material which is easily recyclable or compostable. Waste management is a pressing issue that the Municipality has given priority to in order promote environmental and public health, as well as to boost tourism. The town has seen efforts from not only the authorities but also from individual local residents and tourists who initiate cleaning events around the town and beaches. There are also people who collect recyclable materials like cardboards, plastic and glass bottles as well as empty beer and soda cans. Many of these people make a living out of collecting these recyclable materials and selling them to bigger collecting groups who clean them and then sell them to recycling plants in the country. It is an efficient and rewarding system where everyone profits from the business and a significant amount of the waste is recycled. Nothing describes Hua Hin more aptly than the Klai Kangwon Summer Palace; ‘Klai Kangwon’ means “far from worries”. Hua Hin is a preferred place of escape for both Thai people and tourists with warm people and peaceful seaside atmosphere. The pristine town is still enjoying rapid development, popularity and raised living standards. On the flipside, Hua Hin is also experiencing the drawbacks that come with increasing population and development; the most obvious being HUA HIN TODAY, July 2015

David, a restaurant owner, collects recyclable waste from his restaurant and sells it to collectors who pay him THB 300 a month. He admits that it isn’t much but he likes the idea of a ‘no-waste system’ and contributing in whatever small way he can. He encourages people to leave out bottles separately for collectors to spare them the unpleasant task of rummaging through the bins. The success of a waste management strategy does not depend only on

the efforts of the municipality but the combined efforts of the authorities, tourists and most especially the local community. “People who are living in this area need to believe in participating in such endeavors because it benefits them and not just the tourists. The ordinary person may not own a business and the worker in the street is not concerned with tourists and tourism. An awareness campaign must target all audiences and not just one or else the benefits and success will be limited”; says Rachael, a foreign resident in Hua Hin and an IR professor. “Education is key!” says an enthusiastic resident. She thinks that while awareness for adults is important, it is more important to teach young local children to value the environment and understand the importance of waste management. That way it inspires a whole new generation of environmentally conscious citizens. To Wenmei Zhang, a teacher and foreign resident in Hua Hin, it all comes down to individual responsibility. “There is only so much the Municipality can do. We must take personal responsibility and make sure we do not produce so much waste. “ Su Lay May, also a long time resident in Hua Hin, agrees and believes that individual responsibility and contribution matters. For her, doing small things like printing on both sides of a paper, leaving bottles separately for collectors, donating old clothes, toys etc. and picking up trash from the streets and putting it in bins goes a long way. She believes strongly in

carrying cloth bags instead of accepting plastic bags from supermarkets and grocery stores and thinks small rewards like coupons or discounts should be given to those carrying their own shopping bags to encourage the same behavior in others. “People should plan what they will need to dispose of before they buy things. I try to buy my groceries in bulk so that I reduce my home waste.” She added. A local Thai resident observes that while there are many Municipal bins around town, it is not enough because he sees trash overflowing from the bins and soi dogs rummaging through trash bags outside the bins and scattering rubbish over the sidewalks. He believes that providing more trash bins and placing them strategically around town would be very helpful. He added that restaurants, grocery stores, street food vendors and similar businesses should take responsibility for disposal of their waste and ensure cleanliness in their area by providing bins and undertaking regular cleaning. There are many ways in which we can contribute towards keeping the beautiful town of Hua Hin clean: joining a cleaning event, practicing good waste management in our homes, donating old stuff, raising awareness; the list is endless. The main idea is to do something; even if it is as simple as carrying your own water bottle instead of purchasing a new bottle of water every time. It is essential for everyone to join in and help preserve Hua Hin as the precious home and beautiful escape that it is. By Kesang Yuden

7 Pattaya to Hua Hin Flights Have Started

Chiang Mai-based Kan Air now operates direct flights from Pattaya (U Tapao Airport) to central and southern destinations in Thailand, including Hua Hin. Meanwhile an agreement has been signed over development of U-Tapao Airport as a 3rd airport serving Bangkok. The new flight to Hua Hin now operates four times a week to and from U Tapao (20 km south of Pattaya) and is the first service linking the two locations that are on either side of the Gulf of Thailand. The service started on 29th May. The airline also operates three weekly flights to Hat Yai in Songkhla province. The town is a major commercial centre with highway and rail links to nearby Malaysia. A three-weekly service also links U-Tapao (Pattaya) to Surat Thani town. Surat Thani is the nearest mainland town to the resort island of Samui. There are bus services from Surat Thani airport to the island’s ferry port. The airline uses a 66-seat ATR72-500 to serve all three destinations. The airline has set a one-way fare at THB490 from U Tapao to Hua Hin, including airport taxes and fees. The 50 minute Hua Hin –Pattaya (U-Tapao) flight are on Monday, Wednesday, Friday and Sunday, departing Hua Hin at 2040 (8.40 PM) and arriving 2110 (9.10 PM). Pattaya departures are on the same days at 1940 (7.40 PM).

U-Tapao Uprgrade The Royal Thai Navy and the Ministry of Transport have signed a collaboration agreement to develop U-Tapao Airport into the third commercial airport serving Bangkok. Minister of Transport Prajin Juntong and Navy Commander-in-Chief Kraisorn Chansuvanich have signed an agreement on the development of U-Tapao Airport, in preparation for increased air transport activities in the future. Full commercial service is expected to be available at U-Tapao Airport by 2017. Under the agreement, the first phase of improvements to the airport will involve a renovation of the existing passenger terminal and the construction of a new terminal. Supporting infrastructures at the airport will also be improved, to allow the airport to accommodate 3 million passengers per year. Highway no. 331 will be expanded to encompass four traffic lanes, and a new motorway will link up to the existing Motorway no. 7 to facilitate road traffic between Don Mueang, Suvarnabhumi and U-Tapao airports. The 2nd phase of the development, spanning 2018-2020, would see passenger capacity expanded to 5 million persons per year and an increase in commercial activities. Sea turtle Preservation Campaign Launched in Prachuap Khiri Khan Officials from the Secretariat of the House of Representatives have joined in a sea turtle preservation campaign in Prachuap Khiri Khan Province to honor HM the King. Mrs. Pannipa Sermsri, legal advisor at the Secretariat of the House of Representatives, has led a team of officials and staffers in the release of 40 sea turtles on Koh Talu in Prachuap Khiri Khan to mark the 88th birthday anniversary of HM the King on December 5th 2015. The release was also intended to help preserve the species and maintain the

balance of the marine ecological system. Officials who participated in the campaign also joined in the presentation of a sea rehabilitation program named as the the Plant Genetic Conservation Project, a Royal initiative of HRH Princess Maha Chakri Sirindhorn”, the Royal Thai Navy with other State and private agencies. The Secretariat has also presented 300,000 THB to the Plant Genetic Conservation Project to help in the implementation of various initiatives.

10 US Open 2015: Jordan Spieth Wins A Thrilling Finish To Add to Masters Crown Jordan Spieth has become only the sixth player in golfing history to claim the Masters and US Open back-to-back. Spieth hasn’t so much dealt with expectations as vaulted over them. At just 21, he is the youngest player since Gene Sarazen in 1922 to place multiple major success beside his name. As the Texan celebrated his latest triumph, it was impossible not to feel sympathy for Dustin Johnson. The 30-year-old continues to find new ways to pass up major championship opportunities; from bizarre rules breaches to complete blow-ups to, on this occasion, three-putting the 72nd hole. Different players had flirted with glory. Branden Grace was tied with Spieth before carving his tee shot on 16 out of bounds. Louis Oosthuizen played the Sunday back nine in just 29 shots for a four under total. Oosthuizen, denied a playoff by one, will look back ruefully on an opening round of 77. There was little shock attached to the fact that Jason Day, who had earlier suffered from the effects of vertigo, watched his challenge peter out. Day signed for a 74 and tied for ninth place.

Gary Player With An Epic Rant It began simple enough, with an innocuous question on Golf Channel’s Morning Drive. “Good morning, Mr. Player, how are you?” The answer, if it can be called that, was more of a world-class rant from Gary Player, all this delivered, or so it seemed, without his stopping to take a breath. “I’m standing in the most beautiful State in the world, Washington, Seattle, unbelievably beautiful, and we play this U.S. Open, this great championship, a group of people, the USGA that I have great respect for, but this has been the most unpleasant golf tournament I’ve seen in my life. I mean, the man who designed this golf course had to have had one leg shorter than the other. It’s hard to believe you see a man miss the green by one yard and the ball ends up 50 yards down in the rough. “An average golfer playing this golf course, I’m telling you, if he’s a 15, 16-handicap, he’s going to shoot 110 and he’s not going to go home a very happy man. We’ve got to make golf where it’s quicker, where it’s more enjoyable, get back to their family. We don’t want a husband and wife to argue because he’s taking too long and neglecting his family life. “We’re going about it in the wrong way. The golf balls, and this is happening, why they’re building these crazy golf course is because it’s in defence of the ball going too far. We’ve got to cut the ball back for the pro golfer, leave it for the amateur golfer. We’re making golf courses longer and longer. More expenses, more water, more fertiliser, more labour. They’re taking a beautiful golf course, making undulating greens, bunkers in front of the greens, and the folks are resigning from golf in numbers as far as amateurs are concern [that] are down. We don’t want to see that. We love the game. We’ve got to promote it in the right way.” Could this be a message to Thailand golf courses?

11 ‘True Thailand Classic’ Returning To Black Mountain In 2016 Black Mountain General Manager, Harald Ellison has revealed that the 2016 True Thailand Classic is likely to be held at the award-winning Black Mountain Golf Course on 10th – 13th March next year. The 2015 event, won by Australian Andrew Dodt, was held in February and hailed as a great success. Mr Ellison is a believer in continual improvement so there are likely to be some upgrades in 2016 but really only ‘fine tuning’ is required.

He commended the Asian and European Tour organisers for providing such a high level of professional organisation this year. For him arranging less prestigious events when he is solely responsible for the organisation is really more demanding when there is no one else on hand to make sure everything is in order. Final confirmation of the ‘Classic’ dates and the starting field is still required. However the Event, perhaps the most important on the Thailand golfing calendar, seems certain to be returning to Black Mountain next year.

14 Memorandum of Understanding Signed Cha-Am & Lubuk Linggau On 11th June 2015 a memorandum of understanding was been signed to establish guidelines for cooperation between the Mayors of Lubuk Linggau (Peleambang) South Sumatra Indonesia, Dr S.N. Prana Putra Sohe and the Mayor of Cha-Am, Mr. Nukul Pornsomboonsiri. The MOU provides for an agreement to work together to jointly contribute on Tourism, Education and Culture Investment and the economic issues of the cities. This means to jointly identify support reporting requirements. The two partners have agreed to meet annually for planning, monitoring and program evaluations. The Governor of Petchaburi, Mr Monthien Thongnit accompanied the Cha- Am delegation to Indonesia to witness the commencement of this agreement.

15 A Missionary Zeal; But She’s No Missionary – Emma Neve

Your Country’s National Day

Someone whose aim in life is to spread a religious message and convert others may be called a missionary. Emma Neve certainly has a ‘mission’; however it’s not about spreading religion; it’s about addressing the basic needs of others in the fields of health and education.

If you are not Thai then you will probably want to acknowledge your home country’s National Day in one way or another. Try to find a restaurant featuring the cuisine and traditional activities familiar to you. In July there are four prominent National Days.

July 1st - Canada Day

Frequently referred to as “Canada’s birthday”, the occasion marks the joining of the British North American colonies of Nova Scotia, New Brunswick, and the Province of Canada into a federation of four provinces (the Province of Canada being divided, in the process, into Ontario and Quebec) on July 1, 1867. Canada became a kingdom in its own right on this date,[

July 4th - United States Independence Day

‘Zeal’ refers to enthusiasm or great energy; that’s something Emma has in spades and it’s infectious. Another description of Emma’s approach to life could be to use the Latin expression ‘acta non verba’; or loosely translated, ‘deeds not words’. She sees a need, develops a plan, manages the obstacles and then it happens. The two obvious examples can be seen in Hua Hin. First founding the British Educational Children’s Centre (BECC) School and second founding Jungle Aid. Emma remains as the driving force and leader of both organisations. She is the mother of two pre-teen daughters and a blue-eyed, English blonde; but that doesn’t paint a real picture. She can trace the foundations of her ‘mission’ to witnessing the difference being made to the life of an elderly lady by a nurse who was the friend of her mother in Cornwall. As an 11-year old, she then knew that nursing would be her chosen profession. Another formative time was as an 18 year old volunteer in Romania spending time amongst the disabled and disadvantaged. Emma took the nursing career path and progressed into health administration and education. Travelling to Thailand and Hua Hin was about joining other family Members already here and it’s been home since 2008. Her motivation to start a drop in day care centre centred on the needs of her daughters. Through talking to the people using the service and the needs of families, a small home school was quickly formed to accommodate 3 students. Fast forward and the BACC school has 110 students (including her daughters), with brother Olly adding his educational administrative skills. Along the way, Emma’s philanthropic instincts and nursing background kicked in and she became a volunteer with an organisation with a Christian missionary approach helping Karen villagers. In September 2013, Jungle Aid was founded. In this edition of Hua Hin Today, we have described our experiences joining the JA Team to tell more about this organisation’s approach. Jungle Aid is a voluntary organisation, including Emma’s position heading the Management Board. But volunteers aren’t always visible. There are many tasks undertaken which couldn’t be described as glamorous but vital to the

realm of improving the health and education of remote villagers. Volunteers are always welcome including those with a limited background health or education, just those who want to make a difference. This includes the more mundane tasks of sorting donated goods or perhaps being involved in fund-raising ventures or administration. Emma is a lateral thinker who sees the potential in anyone who is motivated by a desire to make a difference. Seeking self- gratification doesn’t rate as motivation in her books! Something like reading a good book or relaxing in a hammock sounds good; but oh no! Urged on by her brother, Emma is looking forward to being a competitor in the next available Triathlon; not really as one of those fierce competitors but as a focus and motivation for exercise and fitness.

On the afternoon of our interview Emma was heading for a bike road on the beach with one of those fat-tyred bicycles, just for something different. Phew!, I feel worn out just writing this story. Footnote: Here’s a story I mentioned to Emma; I shouldn’t have been surprised when she provided the punch-line.........,. it really summarises her philosophy!

18 Government Offers Assistance to SMEs and OTOP Operators The Government is giving financial assistance to small and medium-sized enterprises (SMEs) in two major projects: the fifth stage of the Portfolio Guarantee Scheme and the Policy Loan Scheme. Prime Minister General Prayut Chan-o-cha said that the two projects, which had been approved by the Cabinet, would help reduce production costs for SMEs. The fifth stage of the Portfolio Guarantee Scheme began on 8 January 2013, with a fund of 240 billion baht. The Cabinet on 16 June 2015 allowed the scheme to draw an amount of 50 billion baht from the fund. The amount aims to reduce the burden of SMEs in paying the guarantee fee to the Thai Credit Guarantee Corporation. In the Policy Loan Scheme, a fund of 15 billion baht

will be offered to SMEs in the form of low-interest loans. The objective is to facilitate their operations and enhance their competitiveness. The policy loans will be extended to new customers only and not those seeking to refinance debts from other financial institutions. Prime Minister Prayut said that the SMEs that are receiving a major boost from the Government are those under the “One Tambon, One Product,” or “OTOP” program. There are many OTOP products that need to be improved, in terms of design, so that they would become more attractive. He explained that relevant government agencies and private organizations would offer a helping hand by giving advice to OTOP operators. The OTOP products that have good potential would be developed further to enable them to go international. The Prime Minister said that the Government is trying every possible way to help OTOP operators. Major shopping malls and convenience stores would be asked to provide space for the sale of OTOP products. The Ministry of Transport is considering a plan to sell OTOP products on airlines. He said that the Government would promote the establishment of more community, cooperative, and tourism markets, where local residents would be allowed to sell their products directly to consumers, without passing through middlemen. In addition, central markets, like the one along the Phadung Krung Kasem Canal near Government House, will be set up in various communities in the suburbs. The Prime Minister said that such a market will offer more alternatives for local people to buy products of good quality at reasonable prices. The Ministry of Commerce, the Ministry of Agriculture and Cooperatives, the Ministry of Interior, and the Bangkok Metropolitan Administration are working together in the “social business” project, which is part of the social enterprise chain in the private sector. The Prime Minister believed that the project would help empower farmers and contribute to the operations of the private sector, as well.

19 Bureaucratic Reform in Official Permits, Licensing and Registration People will find it easier to seek official permission from all government agencies in Thailand, as the country’s Facilitation of Official Permission Granting Act 2015 will take effect soon. It is also hoped that new law, due to come into force in July, could mean an end to demands by officials for “unofficial fees” to issue permits, licenses or registration documents.

However, certain laws do not set clear procedures or a specific period of time for granting official permission. This has caused a burden to the public and obstacles to Thailand’s competitiveness in the world trade arena.

Deputy Prime Minister Wissanu Kreangam told a press conference that the Act was published in the Royal Gazette on 22 January 2015 and will be effective within 180 days from then.

In drafting the new law, he said, the principles of good governance were taken into consideration in order to increase efficiency in the public sector and reduce costs for the people. In order to facilitate the granting of official permission, a “guidebook for the people” will be offered to provide them with details about applications for various services, such as the steps for submitting documents, the length of time, and service fees. The clear information will enable the people to work out their business plans and make it possible for officials to work with greater transparency. A new channel through electronic media will also be provided, so that people will not have to come to government offices themselves for the applications.

He stated that that the Act is comparable to a central law that sets steps and periods of time for relevant agencies to consider applications for official permission. One-stop service centres will be established and clear information, including any required fees, will be provided for people seeking services from government offices. Mr. Wissanu said that over the past 10 years of Thailand’s bureaucratic reform, efforts have been made to provide quick and quality services to the general

In the next step, one-stop service centers will be set up where people can seek various services in one place. Mr. Wissanu pointed out that this new Act would benefit bureaucratic reform efforts and reduce corruption, while the people will find it more convenient to receive government services. It will also help create a ‘service mind’ among government officials, and this will

streamline the work process for faster action and higher customer satisfaction. The Deputy Secretary-General of the Office of the Public Sector Development Commission, Mr. Pongard Treekitvatanakul, said that meetings would be held in Bangkok and the provinces so that various government agencies and state enterprises could prepare their operations in accordance with the Act. The Facilitation of Official Permission Granting Act will be announced as law by July 2015.

drugs are illegal and cannot be delivered by post. If detected in any package, the items may be confiscated for use as evidence for legal action against the sender. This policy is described by Thailand Post as a new rule for foreigners. Our enquiries suggest that Thai people are inconsistently been asked to provide their identification. Whether the measure will mean the compulsory provision of identification for everyone remains unclear.

22 Towards a Brighter Future for Karen Villagers A previous edition of Hua Hin Today reported on the donation of a four-wheeled drive vehicle by the Rotary Club of Hua Hin to Jungle Aid, a charity organisation providing care for Karen villagers at remote locations near the Myanmar border. But what is really being achieved and how does this happen? We accepted an invitation to join a mission to a village at Bon Luk to witness Jungle Aid in action. This Karen village is far from civilisation, although only about 130 kilometres from Hua Hin. It’s not easy to get there, partly because it is only accessible through the vast Kaeng Krachan National Park, but also because it includes travelling around 40 kilometres on a rough unsealed track with only four wheeled drive access and often impassable during the wet season. This also means medical accessibility issues for the villagers with the nearest primary health centre over an hour away and the nearest hospital close to 3 hours away. Our driver was Prabhjeet Singh, the area coordinator and long term volunteer with a second vehicle driven by Tahir. Our complement of 13 volunteers first stopped after the easy part of the journey at the Kaeng Krachan dam and lake as an ablutions break before hitting the dirt track into real jungle territory. Across flowing streams and climbing steep inclines with deep ruts was not a lot of fun, especially for those who volunteered for a bumpy ride in the back of the pick-up. However the dense and tangled jungle foliage with clouds of kaleidoscopic butterflies swarming around waterways provided some distractions. Not a boring journey, but not one to be undertaken in a vehicle unsuited to the task. You wouldn’t expect to come across a motorbike and side-car, with the passenger needing to walk the steeper hills, but these were the only other travellers encountered. A dusty hour or so later and we had arrived at the final ‘staging post’. This was alongside a clear flowing river with a suspension bridge, a Royal Project, providing access to the village on the other side. An idyllic setting with children enjoying the cooling waters and playing the sort of aquatic games kids have played forever and in this case for the past 100 or so years. We had a virtual ‘mobile pharmacy’ with us which, along with supplies of clothing and other necessities were taken on board a village motorbike and sidecar across the bridge without delay. Jungle Aid had a purpose and a plan for this day at the village. Everyone was assigned a task and a reason for their presence; no tourists on board! Basically there were three main strategies.

One anxious young patient had previously been treated for severe facial burns when petrol from the motor of a brushcutter had sprayed him with burning fuel. On a previously trip the burns had been successfully treated but now the legacy of raised ridges of unsightly scar tissue remain. This means regular applications of steroid creams and stretching exercises to improve flexibility then a skin graft operation when the time is right. A future project may be to provide costly but life-changing surgical procedures. Second; providing attention to the kids and games with a purpose. It was really great to see kids running, laughing and learning how to have fun all over again. The responsible adults in the lives of many kids struggle just to provide the necessities of life, so enjoying this sort of positive attention is infrequent at best. Lastly; understanding and planning for the special needs of the villagers. Prabhjeet, the area coordinator, with the assistance of volunteer translators, needed to spend time listening to village leaders, including the school head master, planning how to deliver specific projects with a focus on education and the future of kids.

First, the medical mission. Our Doctor was Coco Baggelaar, a Dutch General Practitioner and another long term volunteer. He was assisted by a translator, physiotherapist, pharmacist and a recorder to maintain records for future reference. A total of 49 patients appeared during the day, probably around 10% of villagers in residence.

A walk around the village showed progress with sanitation, cleanliness and improvements to the issues of poor nutrition and hygiene to reduce high rates of infant mortality. The village may superficially appear to be idyllic, but basic needs remain and the support of Jungle Aid remains vital. Another observation; not one whiskey bottle (empty or full) or smoker in sight!

Apart from an assortment of common ailments needing various anti-biotic, skin treatment and anti-diarrhea medications, the open air ‘clinic’ received many requests for birth control pills. After bearing five children at only just 30 year of age, we can understand why this is so important!

Apart from a small but regular group of volunteers who just appear and give their time and expertise without the need for reward or recognition, Jungle Aid has recently linked up with Chiva-Som International Health Resort for additional support.

Chiva Som is a world-renowned Wellness Destination with expertise and resources that really complement the role of Jungle Aid. Not just as a token ‘corporate social responsibility’ activity or public relations exercise, but volunteers bringing medications, paramedical support and cheerfully travelling in the back of the pick-up. As enthusiastic volunteers; these Chiva Som staff members appreciate the support of their management and were already planning to arrange something special for the next trip. Another source of support has been fund raising events at The Hilton Hua Hin Resort & Spa which have already realised funds to substantial increase Jungle Aid’s capacity; that’s really been appreciated. There’s more events planned at the Hilton, stay tuned! A Final Comment It’s often the case that well-meaning organisations or companies around town raise funds for charitable purposes. However raising funds from a generous Hua Hin community is the easy part; the hard part is to be confident that the funds will be used in an accountable way to really make a difference to the lives of those in need. Our trip with Jungle Aid was a ‘hands-on’ experience that really gave us that confidence and showed what can be achieved. This is an organisation without hidden agendas and with the knowledge and experience to deliver the goods where it is needed. Our thanks to Emma, Prabhjeet and the rest of the ‘JA’ crew for a very meaningful experience and showing us what a brighter future for the Karen people can mean. Baan Nern Payorm School, Beung Nakorn branch is located about 60 kilometres south west of Hua Hin although it takes around one and a half hours to reach there by road. This is a very isolated area with poor communication and the people have had very little contact with the outside world. There is no electricity or tap water for use by the children and residents. At present the school has 28 male and 25 female students and 2 government teachers. They cannot afford to eat good food and wear worn out clothes. This means it is almost impossible for them to finish Prathom level schooling (equivalent to Junior High). Anantara Hua Hin Resort & Spa has provided funding from donations during the year of over 79,000 THB, including from the “Anantara Garage Sale” to the headmaster of Baan Nern Phayom school. The funding has been used for building a chicken farm, buying new students uniform, shoes, socks, re-painting rooms and replacing a water tank.

38 Private Hospitals Told to Show Medical Fees on Websites In the latest bid to solve complaints about private hospitals with unusually high medical fees, the Ministry of Public Health’s special committee has come up with new regulations to enable patients to pick the hospitals and services they can afford. According to Public Health Minister Ratchata Ratchatanawin, his Ministry will instruct all private hospitals to allow the general public to enquire about treatment fees and drug prices without having to be their customers first. All hospitals must sell medicines for no more than prices specified on their price tags. They must allow their patients to use prescriptions to buy drugs at general drugstores if the patients find medicine offered by hospitals too expensive. The Ministry of Public Health and the Pharmacy Council will jointly regulate the standards of all pharmacies nationwide while the Ministry of Commerce’s

products and services committee will be requested to issue regulations to make sure that drug outlets adhere to fair pricing and services. Meanwhile, the Department of Health Service Support has been assigned to build a website containing fees of 77 types of operations that require preadmission appointments at private hospitals across the country. The Ministry in addition has opened two hot lines: 02 193 7999 and 1330 for consumers wanting to complain about overpriced medical services. They can also call the Consumers Protection hot line 1166.

The World’s Largest Freshwater Fish? Scientists working in Thailand’s Mae Klong River made a big find, an enormous stingray that they think is a contender for the largest freshwater fish ever documented by researchers. The ray was caught and released in about 65 feet (20 metres) of water in the Amphawa District, about an hour outside Bangkok. Nantarika Chansue, a veterinarian and professor at Chulalongkorn University in Bangkok, helped catch and measure what she calls the “big one.” The ray (Himantura polylepis or H. chaophraya) was 7.9 feet (2.4 metres) across and 14 feet (4.3 metres) long and weighed an estimated 700 to 800 pounds (318 to 363 kilograms), she said. The team was unable to get an exact weight because “it’s really hard to weigh these things without hurting them, because they are such big, awkward animals,” says Zeb Hogan, a National Geographic fellow and a professor of biology at the University of Nevada, Reno. “Certainly [this] was a huge fish, even compared to other giant freshwater stingrays, and definitely ranks among the largest freshwater fish in the world,” he says. The Guinness Book of World Records lists the Mekong giant catfish, which also lives in Thailand, as the “world’s largest freshwater fish,” weighing up to 660 pounds (300 kilograms). The 2015 edition of the book breaks out the largest saltwater ray as a separate category from bony fish, even though rays are technically a type of fish. Anthony Yodice, a spokesperson for Guinness World Records North America, said the organization would not comment on whether this catch constitutes a new record until a formal application had been submitted and reviewed.

39 ‘Swingin’ in the Rain’ - A Guide to Wet Weather Golf The wet season adds an extra dimension to playing golf in Thailand. The good news is that even if you get wet you’re unlikely to become cold and often rain arrives in short, sharp bursts typically late in the afternoon. Don’t let the wet weather ruin your round, manage the elements and know that if you are in competition mode everyone has the same challenges. With a wet weather strategy, chances are you’ll come out on top. Here are our top 10 tips to consider for your strategy to manage swinging in the rain. 1. Stay Safe Perhaps our most important bit of advice is to stay safe out there. Make sure to leave the golf course immediately when you see lightning or hear thunder. If you are caught in the open, crouch down and stay away from your golf equipment and other players. Far too many golfers are injured each year by lightning strikes, no round of golf is worth losing your life over. Additionally, if you’re riding in a golf cart (probably a good idea in the wet) make sure to stick to cart paths. Golf carts are not specifically designed to drive in the rain and they can easily sink into mud or even worse, slide or spin out of control. Lee Trevino: “When I’m on a golf course and it starts to rain with lightning, I hold up my one-iron, even God can’t hit a one-iron.” 2. Planning These days there are many ways you can get an accurate forecast of the day’s weather with hourly updates. Even if the chances of rain are slim, always plan to have an umbrella and your preferred wet weather gear on hand. 3. Keep Dry If you can’t keep yourself dry, wet weather golf won’t be fun. In our warm humid conditions you need to make decisions about how you can stay comfortable. Long trousers and sleeves described as water proof (are they really?) may not be the answer. Perhaps light weight shorts which dry quickly and just a short sleeved water proof top may be more practical. Additionally a hat with an all-round brim may be a better choice than the usual cap. Number one in importance goes without saying; it’s really worth getting the best umbrella money can buy and always, always, always have it at hand!

4. Keep Your Golf Gear Dry Sometimes this means having on hand multiple gloves, towels and even a spare shirt and sox. Use the hanging space of the spokes of the umbrella to keep gloves and towels as dry as possible and take off your gloves each time between shots. It’s hard to keep an exposed golf bag dry and free from leaking because of the number of zipped compartments. It’s worth investing in a plastic bag cover, ideally seethrough, where you can get easy access to your clubs and bag pockets. Another tip is to hold the club you are about to use in the same hand that is holding the umbrella, this way the grip won’t be as exposed. Wet grips and hands always need towel drying before playing the shot. 5. Know The Rules Playing in the wet can mean ‘Winter Rules’ or ‘preferred lies’ on closely mown areas through the green. This ruling allows you to mark your ball, clean it and replace (not drop) it not nearer the hole. Always check with the Match Committee to understand what is allowed. Wet conditions often means casual water. If water is visible where you stand or beneath the ball you can clean the ball and drop it without penalty at the nearest point of full relief from the condition, not nearer the hole but not necessarily on the fairway. Any overflow of water from a water hazard which is outside the margin of the hazard is also casual water. If you come up against casual water in a bunker you can take relief without penalty in a similar way but only within the hazard. There is no relief without penalty from casual water in any other hazard. 6. Club Selection When it’s wet the ball travels less far, so take at least an extra club as there will also be little roll on impact with the ground. Taking an extra club will also allow you to swing easy and that will help you maintain good balance and a firm grip. Consider making more use of fairway metals like 5-, 7- and 9-woods in such conditions, you’ll get more loft because of the low centre of gravity in the club head and the carefully designed head will nip the ball cleanly off soggy ground.

7. Bold Chipping and Putting Around the green be bold. Position the ball towards the back of your stance and play the shot with your arms to get a solid strike and the ball rolling. Greens will inevitably be slow and bumpy so be positive with your putting. Take any break or borrow out of the putt by ensuring a firm strike into the back of the hole. One advantage of playing in wet weather is that the greens will be soft, so you’ll be able to fire your shots right at the flag. Hit your short irons and pitches right at the puddles that are close to the hole, because they’ll stop the ball dead. 8. Play Bunkers like Chip Shots Set up similar to a short pitch or chip shot with your feet closer together. Take a half back swing and hit closer to the ball than normal with plenty of speed. Hold off or abbreviate the follow through and punch the shot out. You’ll find the ball pops out quite easily with a little bit of backspin making it easier to get closer to the hole. 9. Focus On Your Game Don’t rush your shots or dismantle your pre-shot routine just because the conditions are unfavorable. Much like a normal shot on a sunny dry day, devote your entire attention to the shot you are about to hit. With rain running down your neck, you subconsciously risk hurrying both your setup and your swing. In those circumstances try to make a conscious effort to get properly settled over the ball, then to swing as smoothly and fully as possible. 10. Keep a Sense of Humour Wet weather will hinder your normal routine and your concentration on the course, accept it. Smile at the inevitable bad shot and give the next your best attempt. If you can stay positive and persist, what you might consider a disappointing score will probably turn out better than most. You also need to accept that the round is likely to be slower. Don’t fight it, just learn a few wet weather golf jokes to pass the time and keep smiling. “Two golfers were standing overlooking the river. One golfer looked to the other and said, “Look at those idiots fishin’ in the rain.”

As conditions under foot become wet and slippery, ensure you take a slightly wider stance for extra stability and swing within yourself.

You can try all sorts of fried bugs and worms or go for something a bit safer like the traditional spicy pork sausage. The market is aimed at local people but they welcome tourists and will help you buy some of the strange food that’s on offer here.

This is not the kind of art gallery you expect to find in rural Thailand but it has a wonderful collection of artworks. It was founded by a famous Thai artist called Winai Prabripoo, who is often on the site to show you around. There are temporary exhibitions displayed on the lower floor and then a permanent collection upstairs. A couple of smaller galleries in adjacent buildings also have different styles of work. Be sure to look for the pieces made by the Thai princess and donated to the gallery.

Wat Phra That Lampang Luang Wat Phra That Lampang Luang is considered to be the most beautiful Lanna temple in northern Thailand and is impressive for not just its buildings, but also the treasures it contains. It was built in the 1400s and is a large complex with several different sections. One of the highlights is a small emerald Buddha, which is kept behind a cage. You’ll find populations of hill tribe communities, including Hmong, N’tin, and Khamu. Nan features six national parks, including the stunning Doi Phukha National Park, which contains mountains nearly 2,000 metres high. The rich natural beauty of Nan features splendid natural scenery formed by rivers and evergreen mountains, and cultural riches such as superbly-crafted Buddha images, vibrant murals and elegant temple architecture. Nan has long been a crossroad of cultures, with people from nearby lands — modernday Laos, Myanmar and China — arriving here to trade their goods for the local salt, which is still mined near the headwaters of the Nan River to the east of town. A local historian dated the founding of the town to the mid-14th century. Nan has been strongly influenced and sometimes controlled by the nearby kingdoms of Sukhothai, Lan Na, Lan Xang (Laos) and Burma - and by the ethnic group Tai Lue: people, who emigrated from southern Yunnan in China. The way of life is much slower here and it’s nice to take your time and see some things that are slightly off the beaten path. You won’t meet too many other tourists

Ceramic factory Just up the road from the temple is a wonderful ceramic factory where hundreds of pieces are made each day. You can see each of the steps of production from clay to painting – all of which is still done by hand. The large factory is a simple affair but offers a good insight into one of the local forms of art around Lampang. Fabric Weaving Village Another of the local art traditions in this region is the Tin-Chok weaving, which is always presented with high-quality work and beautiful intricate designs. The Fabric Weaving Village in the Long district of Phrae is the perfect place to see some weavers in action and learn more about the craft. There is a display of different styles of designs and a small shop where you can buy some pieces for yourself. Ban Thung Hong The small town of Ban Thung Hong is worth stopping at to see the local fashion, which looks like a cross between denim and a hippy’s t-shirt. The local product here is clothing with designs created with an indigo dye. The dye is made naturally

Nan City Tour There are lots of sights to see in Nan but they are not all close together. One way to get a good sense of them is with a Nan city tour by trolley. The tours leave from the main tourist information centre in town Wat Phra Gerd The staff here will help you make a traditional Buddhist flag called a ‘tung’. This flag is supposed to look like you and so you’ll glue a face into it and then put the animal that represents your birth year. When you’re done, a monk will bless the flag and hang it on the wall of the temple. It means every time there is a ceremony in the room, you are there by proxy.

About 7,000 people on Sunday 21st June participated in the mass outdoor Yoga event to mark the first-ever International Day of Yoga in Bangkok.

Embassy of India in Bangkok and Chulalongkorn University organised the mass outdoor yoga event at the university’s landmark, the lawn at the front of the Royal Statues of King Chulalongkorn and King Vajravudh. Thai Tourism and Sports Minister Kobkarn Wattanavrangkul and Indian Ambassador to Thailand Harsh Vardhan Shringla and President of Chulalongkorn University Prof.Pirom Kamolratanakul, M.D., attended the event joined by over 7,000 people. The number of participants is higher than expected by the embassy at 5,000 people. It indicated that yoga is popular in Thailand. Cambodian and Russian ambassadors and diplomats from other countries also participated in the event. Yoga is an ancient physical, mental and spiritual practice that originated in India. The word ‘yoga’ derives from Sanskrit and means to join or to unite, symbolizing the union of body and consciousness.

47 “Amazing Thailand Grand Sale 2015” Being Held in Seven Tourism -Based Provinces The Tourism Authority of Thailand (TAT) is holding “the 17th Amazing Thailand Grand Sale 2015” until August in seven main tourist provinces, according to Executive Director of the Tourism Investment Department Wiboon Nimitrwanich. Mr.Wiboon revealed that 2015 is the year of “Discover Thainess” campaign which the government has launched to boost tourism in the country. Each month, special activities will be held in “the 17th Amazing Thailand Grand Sale 2015”. Thailand Poised To Become GMS Hub, NZ Envoy Says

New Zealand Ambassador Reuben Levermore suggested yesterday that Thailand could become a hub of the Greater Mekong Subregion by attracting foreign investors after the implementation of the Asean Economic Community at the end of this year. With a strategic location in the region, linking to Myanmar, Laos, Cambodia, Vietnam and southern China, this is a huge opportunity for Thailand to be like Singapore in the near future, he told a press conference in Bangkok on the 40th anniversary of New Zealand-Asean ties. “However, this opportunity also depends on several factors such as economic growth in each neighbouring country, infrastructure development, investment policy and political stability,” he said.

The NZ-Asean relationship is very promising. At the end of this year, New Zealand Prime Minister John Key will join the Asean leaders’ summit in Kuala Lumpur to commemorate the 40th anniversary of their relationship. The New Zealand government also hopes to discuss trade agreements further. It also wants to hold more talks with the Thai government about trade in additional areas, particularly services such as information technology and education. “Thailand is a very important trade partner for us,” Levermore said. Asean accounts for more than 10 per cent of New Zealand’s exports. Last year, two-way trade grew to US$12.8 billion (Bt322 billion). Just mash 1-3 strawberries in a cup with a pinch of sea salt and half a teaspoon of baking soda. Wipe moisture from teeth and apply the mix with your toothbrush. Leave it on for 5 minutes and rinse. 4 กลุ่มนักศึกษาคณะสถาปัตยกรรมศาสตร์ ม. เกษตรศาสตร์ ทำ � วิ จัย จั ด เก็ บ ข้ อ มู ล ดิ บ นำ � เสนอการ ปรับปรุงตลาดสดฉัตรไชยหัวหิน เสนอคณะนยกเทศมนตรี เมืองหัวหินและคณะกรรมการตลาดฯ เวลา 13.00 น. วันที่ 15 มิถนุ ายน 2558 นส.ธัชพรรณ ขอดแก้ว หน.คณะสถาปัตยกรรมศาสตร์ มหาวิมยาลัยเกษตรศาสตร์ กทม. และกลุ่มเพื่อนๆ นักศึกษา ได้น�ำ เสนอผลงานการวิจยั ข้อมูลเดิมของปัญหา ตลาดฉัตรไชย อ.หัวหิน จ.ประจวบฯ ให้กบั นายนพพร วุฒกิ ลุ นายกเทศมนตรีฯ และ นส.ไพลิน กองพันธ์ รอง นายกฯ และ คณะกรรมการตลาดฯ ได้รบั ทราบเพือ่ นำ�เอา ไปปรับปรุงแก้ไขให้สอดคล้องกับความเป็นจริงและเพือ่ ให้ ตัวตลาดดังกล่าวเป็นเป้าทีอ่ ยูใ่ นรูปแบบของการให้บริการ

แบบครบวงจรแก่ผ้ทู ่มี าจับจ่ายซื้อหาสิ่งของและนักท่อง เทีย่ วทีเ่ ป็นชาวไทยและชาวต่างชาติ นส.ธัชพรรณ ฯ กล่าวว่า จากการที่ได้นำ�กลุ่ม นักศึกษาลงพืน้ ทีพ่ บปะกับผูป้ ระกอบการร้านค้าและตรวจ สอบพืน้ ทีก่ พ็ บว่าในสัดส่วนของพืน้ ทีช่ น้ั ล่าง (1) นัน้ ปัญหา ทีจ่ ดุ จอดรถให้กบั ผูซ้ อ้ื ไม่มที จ่ี อดรถเนือ่ งจากทาง ผูข้ าย จะนำ�รถมาจอดยึดพืน้ ที่ (ด้านหน้า) เสนอแนะ ให้จดั หาที่ จอดรถให้กบั กลุม่ พ่อค้าแม่คา้ (ผูข้ าย) แผงจำ�หน่ายขาย ของมีผทู้ เ่ี ป็นเจ้าของ ( แผง) มากเกินจึงทำ�ให้เกิดการ (เช่า) ต่อและจำ�หน่ายสินค้าสิง่ ของไม่ตรงกับเป้าหมายรูปแบบ ของตลาด เสนอแนะ ให้ลดปริมาณการครอบครอง(แผง) ลงแล้วปรับปรุงให้สว่ นแผงด้านหน้าเป็นทีจ่ �ำ หน่ายขายของ ทีร่ ะลึก บริเวณทีท่ างเข้าหน้าตัวตลาด ฯ ถูกยึดครองพืน้ ที่ มีผคู้ นนัง่ รถจักรยานยนต์จอด เสนอแนะ ให้ขน้ึ ทีด่ า้ นหน้า มีพน้ื ทีเ่ อนกประสงค์ มีววิ บอร์ดติดแสดงประวัตศิ าสตร์ ความเป็นมาของตลาดฯ พืน้ ทีช่ น้ั บน(2) ซึง่ เป็นพืน้ ทีท่ ไ่ี ด้สร้างเอาไว้แต่ยงั ไม่มกี ารปรับปรุงให้สอดคล้องกับการใช้พน้ื ที่ เสนอแนะ จากบันไดทางขึ้นจะต้องมี ตัวอักษรหนังสือเขียนบอก พร้อมๆกับด้านข้างจะต้องมีผ้าม่านติดตั้งให้เป็นช่อระย้า ย้อยลงรับราวบันได ลานบริเวณกลางจะต้องเป็นทีน่ ง่ั เล่นศูนย์การเรียนรู้ รูปภาพต่างๆของเมืองหัวหิน รวมทัง้ จุดที่ ผู้คนจะไปสัมผัส บูธที่มีอยู่ให้ปรับเป็นจุดที่จำ�หน่ายขาย สินค้าของดีเมืองหัวหิน (โอทอป และจุดสุดท้ายภายใน บริเวณด้านบนจะต้องเป็น ฮับ ให้รายละเอียดต่างๆ ของ เมืองหัวหิน ส่วนรอบๆ ของชัน้ 2 ด้านบนนัน้ ให้เปิดช่อง ทิศทางของลมให้พดั ผ่านในรูปแบบของความเป็นธรรมชาติ จากการนำ � เสนอของคณะนั ก ศึ ก ษา ฯ นั้น นอกจากจะมีการพรีเซ้นท์แล้วก็ยังนำ�เอารูปแบบของ กราฟฟิก และ โมเดล ทีไ่ ด้สร้างกันขึน้ มาในรูปแบบของ บ้านแบบสองห้องนอน

ตัวตลาดจำ�ลอง เสนอให้กบั ทางคณะผูบ้ ริหารเทศบาลฯ และคณะกรรมการฯ ได้รบั ทราบ พร้อมกับให้เสนอแนะ ตอบกับในแนวทางปฏิบตั เิ พือ่ ทีจ่ ะนำ�เอาไปเป็นรูปแบบใน การปรับปรุงแก่ๆทีอ่ น่ื ต่อไป ทางด้าน นายนพพรฯ และคณะกรรมการตลาดฯ กล่าวว่า สำ�หรับผลการสำ�รวจวิจยั ในการทีจ่ ะให้ปรับปรุง ตลาดฉัตรไชย นัน้ เป็นโครงการทีด่ มี าก แต่บางเรือ่ งนัน้ ก็ จะต้องนำ�เอาไปประชุมกับกลุม่ แม่คา้ ว่าสัดส่วนไหนรับได้ หรือไม่ได้ เนือ่ งจากตลาดฯ นีม้ นั มีมานานและปล่อยกัน มานานเช่นกัน และเมือ่ ตนเองและคณะผูบริหารชุดใหม่ เข้ามาก็มกี ารปรับปรุงมากมายหลายอย่างเช่น หลังคา ทาสี ระบบไฟฟ้า ความสะอาดฯลฯ จนทำ�ให้ตลาดฯ นีฟ้ น้ื ขึน้ มา ได้ระดับหนึง่ ส่วนปัญหากรณี แผง ทีม่ แี ละถูกยึดครอง มากในหนึง่ เจ้าของนัน้ ก็เนือ่ งจากจ้าของแผงเก่าๆ ทีเ่ ลิกไป ทายาทไม่ประสงค์จะรับก็ตกเป็นของผูอ้ น่ื ไป แต่ถงึ อย่างไร ก็ดีจะรับการโครงการสำ�รวจวิจัยของคณะนักศึกษา ไป พิจารณาให้สอดคล้องกับการเปลีย่ นแปลง

เวลา 10.00 น. วันที่ 9 มิถนุ ายน 2558 ทีห่ อ้ ง ประชุมเทศบาลเมืองหัวหิน จ.ประจวบฯ นายมนตรี ชูภู่ รอง นายกฯ พร้อมด้วย สโมสรโรตารีห่ วั หิน สโมสรไลออนส์หวั หิน ตำ�รวจท่องเทีย่ ว ตำ�รวจตรวจคนเข้าเมือง และชมรมวูเม่นส์ คลั บ หั ว หิ น ประชุ ม ร่ ว มเพื่ อ จั ด ตั้ ง กลุ่ ม HUN HIN VOLUNTREE เป้าหมายและวัตถุประสงค์เพือ่ ดูแลช่วยเหลือ ชาวต่างชาติทเ่ี ดินทางเข้ามาท่องเทีย่ วหรือผูท้ พ่ี กั อยูอ่ าศัย แล้ว เกิดปัญหาต่างๆ เช่น ปัญหาถูกโจรกรรมทรัพย์สนิ การถูกทำ�ร้าย การเกิดอุบตั เิ หตุ การต้องการเดินทางไปยังเป้าหมาย รวมทัง้ ปัญหาการต่ออายุ วีซ่า และอื่นๆ โดยกลุ่ม HUN HIN VOLUNTREE จะเข้าไปดูแลช่วยเหลือโดยการเป็น ล่ามแปล ภาษาอังกฤษ และเจรจาในหลักการความต้องการรายละเอียด ให้กบั ส่วนราชการได้รบั ทราบ ซึง่ กลุม่ ดังกล่าวนีก้ จ็ ะมี ดร.รัศมี ผลจันทร์ ทีป่ รึกษานายกฯเมืองหัวหินเป็นประธานกลุม่ ๆ พร้อม กับจะมีคณะกรรมการและสมาชิกซึง่ เป็นทัง้ คนไทยและชาวต่าง ชาติประมาณ 12 คน ร่วมกันทำ�หน้าทีใ่ นการทีจ่ ะดูแลช่วยเหลือ ชาวต่างชาติโดยจะขออนุญาตทาง ผวจ. ประจวบฯ ใช้พน้ื ทีต่ กึ อาคาร ศูนย์ บริการนักท่องเที่ยว ติดกับสถานีตำ�รวจเป็น ทีท่ �ำ การและเตรียมจัดหมายเลขโทรศัพท์แจ้งเหตุดว่ นติดตัง้

ดร.รัศมี ฯ กล่าวว่า การทีท่ างกลุม่ ฯได้จดั ตัง้ กันขึน้ ทา นี้ก็สืบเนื่องจากอดีตก็มักจะพบว่าชาวต่างชาติท่เี ข้ามาในเขต เมืองหัวหิน เมือ่ เกิดปัญหาขึน้ แล้ว จนท.ของรัฐในพืน้ ทีท่ อ้ งถิน่ ไม่สามารถทีจ่ ะรับฟังรายละเอียดทางด้านภาษาของชาวต่างชาติ เช่น ภาษาอังกฤษ ภาษาเยอรมนี ภาษาฝรัง่ เศส ภาษาจีน ฯลฯ ซึ่งต่อไปนี้เมื่อต่างชาติหรือว่าส่วนราชการมีปัญหาแล้วทางก ลุม่ ฯ ก็จะจัดส่ง ตัวแทน ทีม่ คี วามรูท้ างด้าน ภาษา เข้าไปร่วม เป็นล่ามแปลให้โดยตัวแทนนัน้ ก็จะมีเครือ่ งแบบอาจจะเป็นเสือ้ แจก๊ เก็ตสี หมวก ติดบัตร เป็นสัญลักษณ์เหมือนๆกับทีใ่ นต่าง ประเทศ นอกจากนัน้ ทางกลุม่ ฯ ก็ยงั ร่วมทำ�กิจกรรมต่างๆกับ ทางภาครัฐในท้องถิน่ ดร. รัศมีฯ ยังกล่าวอีกว่า ทางกลุม่ ก็ยงั เปิดโอกาสให้ กับชาวต่างชาติทอ่ี ยูอ่ าศัยในต่ละหมูบ่ า้ น ชุมชนส่งตัวแทนเข้า มาเป็นสมาชิกพร้อมกับคนไทยทีม่ คี วามรูค้ วามสามารถทางด้าน ภาษาต่างๆ มาเป็นแต่อยูใ่ นรูปแบบของ จิตอาสา โดยไม่มผี ล ตอบแทนใดๆ ซึ่งถ้าใครต้องการก็สามารถติดต่อมายังกลุม่ ฯ และเทศบาลเมืองหัวหิน

เสริมสรา้ งความเขม้ แข็งภาคีเครือขา่ ยดา้ นสุขาภิบาลอาหาร ปีงบประมาณ 2558 ณ โรงแรมอมารี กรุงเทพฯ

เมือ่ ช่วงบ่ายของวันที่ 5 มิถนุ ายน 2558 ทีผ่ า่ นมา นายอภินนั ท์ พรสมบูรณ์ศริ ิ รองนายกเทศมนตรีเมืองชะอำ� ได้ เป็ นตั ว แทนเทศบาลเมื อ งชะอำ � เข้ า รั บ รางวั ล ประกาศ เกียรติคณ ุ องค์กรปลอดโฟม 100 % และเสริมสร้างความเข้ม แข็งภาคีเครือข่ายด้านสุขาภิบาลอาหาร ปงี บประมาณ 2558 ณ โรงแรมอะมารี กรุงเทพฯ โดยมี ดร.นายแพทย์พรเทพ ศิริ นารังสรรค์ อธิปดีกรมอนามัย เป็นประธานในพิธดี งั กล่าว สำ�หรับรางวัลประกาศเกียรติคุณองค์กรปลอดโฟม 100 % และเสริมสร้างความเข้มแข็งภาคีเครือข่ายด้าน สุขาภิบาลอาหาร ทีท่ างเทศบาลเมืองชะอำ�ได้รบั ในครัง้ นี้ สืบ เนือ่ งมาจากที กรมอนามัย กระทรวงสาธารณสุข ได้รว่ มกับภาคี เครือข่ายทัง้ ภาครัฐและเอกชน ดำ�เนินการรณรงค์ ลด ละ เลิก การใช้ภาชนะโฟม บรรจุอาหาร โดยได้ด�ำ เนินการรณรงค์ในโรง อาหารและตลาดนัดกระทรวงสาธารณสุขทุกกรมในส่วนกลาง เพือ่ ให้เป็นหน่วยงานต้นแบบปลอดโฟม 100% สำ�หรับในปงี บประมาณ 2558 ได้ขยายการดำ�เนิน การไปยัง ศูนย์วิชาการฯสำ�นักงานสาธารณสุขจังหวัด โรง พยาบาลศูนย์/ทัว่ ไป/ชุมชน และหน่วยงานภาคเอกชน เช่นห้าง สรรพสินค้า ซุปเปอร์มาเก็ต ร้านสะดวกซือ้ ร้านอาหารเฟรนไช สถานีบริการนํ้ามัน สมาคม/ชมรมผู้ประกอบการร้านอาหาร เพือ่ ให้ผปู้ ระกอบการค้าอาหารและผูบ้ ริโภคเลือกใช้ผลิตภัณฑ์ ทดแทนโฟมที่ปลอดภัยต่อสุขภาพ และย่อยสลายได้ตาม ธรรมชาติ

สำ�หรับชมรมผู้ประกอบการค้าอาหาร ไม่ว่าจะเป็น ชมรมผูป้ ระกอบการร้านอาหาร แผงลอยจำ�หน่ายอาหารและ ชมรมผู้ประกอบการตลาดสด รวมทั้งชมรมผู้ขายของใน ตลาดสด มีบทบาทอย่างยิง่ ในการพัฒนาสถานประกอบกิจการ ด้านอาหารให้ได้มาตรฐาน ตามหลักสุขาภิบาลอาหาร และมี ความสำ�คัญเป็นอย่างมากในการดำ�เนินงานตามนโยบายด้าน สุขาภิบาลอาหารและความปลอดภัยด้านอาหารของหน่วยงาน ภาครัฐ การเสริมสร้างศักยภาพ การสร้างแรงจูงใจการสร้างขวัญ กำ�ลังใจในการทำ�งานให้แก่ชมรมผู้ประกอบการค้าอาหารทุก ระดับ ทางสำ�นักงานสุขาภิบาลอาหารและนา้ํ กรมอนามัย ได้เล็งเห็นความสำ�คัญของหน่วยงาน องค์กร และการทำ�งาน แบบมีภาคีเครือข่าย จึงได้จดั ทำ�โครงการประชุมเชิงปฏิบตั กิ าร ประกาศเกียรติคณ ุ องค์กรปลอดโฟม 100 % และเสริมสร้าง ความเข้มแข็งภาคีเครือข่ายด้านสุขาภิบาลอาหาร ปีงบประมาณ 2558 ขึ้น เพื่อเป็นการสร้างขวัญ กำ�ลังใจและประกาศ เกียรติคณ ุ ภาคีเครือข่ายด้านสุขาภิบาลอาหาร ให้เป็นแบบอย่าง กับหน่วยงานอื่นๆ ได้เล็งเห็นความสำ�คัญของงานสุขาภิบาล อาหาร และเสริมสร้างความเข้มแข็ง ด้วยการยกย่องเชิดชุ เกียรติชมรมผูป้ ระกอบการร้านอาหารและแผงลอย ชมรมผู้ ประกอบการตลาด ทีมผี ลการดำ�เนินงานดีเด่น โดยครัง้ นีท้ างเทศบาลเมืองชะอำ� ได้รบั รางวัลประกาศ เกียรติคณ ุ องค์กรปลอดโฟม 100 % จากจำ�นวนผูไ้ ด้รบั รางวัล ทัง้ สิน้ 130 องค์กรจากทัว่ ประเทศ.
