Looking at the rich, any charismatic rich people you know? I know a few rich people and the only way they became rich is because they are smart, not kind. Take a look at Donald Trump, arrogant, demanding and smart. Sure, they do oppose Barak taxing the rich, because it will set them back a few million. It does not matter how your country suffers, let´s print some more money to pay the bills. My

idea? Tax them, never taking away any possibility of them making money and dig out those offshore hideaways where our world reserves lie. These guys don´t give a rat´s arise because no matter what happens, they will always be able to buy themselves some potatoes and veggies. So Lance Armstrong is now the bad guy because besides him, all the former stars in many sports never used doping. Mini blood transfusions with oxygen enriched blood, steroids and other fitness enhancing drug were never used by the Eddy Merckses, Anquetils, Coppi, Zoetemelk, Endurains etc., etc. The list would cover all of Hua Hin Today. What was so fascinating about this woman is, her life philosophy. New Mega Projects will include Hua Hin

total of 29 tourist sites have been selected for a first phase of upgrades as part of a larger plan to generate more tourism revenue. The Tourist & Sports Ministry is looking into new Mega projects as it believes improvements to the existing tourism sites is not enough to attract larger numbers of tourists. Existing projects in Hua Hin such as The Venezia, Cha Am with The Santorini are by far not enough to attract an international crowd. The Mega plans include a Movie World Theme Park located in Hua Hin or Cha Am. The Transport Ministry is also planning upgraded infrastructure such as new transportation routes, faster direct trains and ferries between the Eastern Seaboard and the South to link popular tourist destinations such as Pattaya, Cha Am and Hua Hin. The Ministry continues commenting that building Theme Parks would give a big boost to tourism in the greater Hua Hin region as the present “attractions” have failed to attract many tourists to date.

“Big Cleaning Day” on Hua Hin Beaches

he executives of Hua Hin Municipality have recently had a meeting with sellers on Hua Hin beaches and asked them to join in ‘Big Cleaning Day’ to welcome the upcoming high season. This meeting was also a chance for the sellers to inform the municipal executives about problems they were facing and give recommendations to improve Hua Hin and its beaches. The Hua Hin Mayor Mr. Nopporn Wutthikul said that 200 participants of this meeting were sellers who work at several points on Hua Hin beaches, such as in front of the Centara Hotel, Takiab beach, Hua Don beach among others. They were asked

to prepare for a beach cleaning which would start from October onwards. Entitled, ‘Big Cleaning Day’, the sellers will work with officials from the Public Health Division and executives of Hua Hin

Municipality. Mr. Nopporn added that some of the participating sellers talked about problems on the Hua Hin beaches, particularly increasing number of garbage, too many folding beds on the beaches, poor quality but too expensive food sold on the beaches and some negligent horse owners who let their animals urinate and deficate on the beaches. All the problems were once officially reported through a website and documented to the Tourism Authority of Thailand (TAT) because they affect the image of Hua Hin as a famous holiday getaway of Thailand. Mr. Nopporn said that the meeting with the sellers on Hua Hin beaches was his first time after he had taken the position for 2 months. He then called for cooperation from the sellers to stop doing any improper activities on Hua Hin beaches. The Hua Hin Mayor also told them that municipal officers and police were asked to supervise the Hua Hin beaches and apply strict measures and penalties according to the law and municipal act for those who break the rules. Mr. Patiphan Maneethong, the leader of sellers on Takiab - Hua Don Beaches, said that it was good to have municipal officials to solve problems on Hua Hin beaches. He then suggested that Hua Don beach and Soi Chamchuri should have enough public toilets and parking lots, some booths for selling OTOP items made by local sellers should be set up, a complete list of all sellers who work on Hua Hin beaches should be made and, for safety of local people and tourists, along the way down to the beaches should have adequate electric lights facing the beaches. Finally, Mr. Patiphan asked municipal authorities not to order the sellers on Hua Hin beaches but put them in order. Municipal officers need to work daily and they should not leave any problems but solve them immediately once they face them.

Singkhon - Permanent Checkpoint to Open in December By Chamnan

he Governor of Prachuap Khirikhan and the Governor of Marid in Myanmar are officially opening Singkhon Permanent Checkpoint in December, 2012, to promote all trades and businesses for the upcoming ASEAN Community in 2015. Singkhon is located a few KM away from Prachuab Khirikhan on the Burmese Border.According to the chairman of Prachuap Khirikhan Chamber of Commerce Mr. Sura-ath Narongrit, the Chamber of Commerce, along with the chairman of Industrial Council Mr. Wirach Piyapornpaiboon, the Prachuap Khirikhan Governor Mr. Weera Sriwattanatrakul and Mr. Tun Tun Win, the chairman of Marid Chamber of Commerce in Myanmar, have signed in a Memorandum of Understanding to launch a project, ‘1 Border 1 Commercial Gateway’. This project, to start in December, 2012, aims to welcome ASEAN Community in 2015.The signed MoU will promote joint business among private companies in arid and Prachuap Khirikhan. Without any legal commitment between the 2 countries, the MoU strengthens cooperation and friendship of Thailand and Myanmar. All contents in the document were written in Thai, Burmese and English. The MoU was signed on 23 September 2012.The road from Marid to Singkhon Checkpoint is around 200 kilometers. At present, the government of Myanmar is paving the road to Singkhon Checkpoint. Since the government still lack funding for the road pavement and the lignite coal electricity generating factory, it welcomes Thai business people to work with it.”Business

At present, a plan of the construction and infrastructure is being formulated.Note from the editor: would be great if we could do Visa runs at this checkpoint to save us timely and costly trips to the other surrounding countries.

Hua Hin to enjoy a 2-Day Loy Krathong Festival

T

he annual Hua Hin Loy Krathong Festival will be held for 2 days this year on the 27th and 28th of November 2012. Although Loy Krathong is organized almost everywhere in the country, the festival is unique depending on where it takes place. In Hua Hin, Loy Krathong aims to foster traditional Thai culture and raise people’s awareness on its value apart from promoting local tourism. This year, the festival will take place at Phon Kingphet Memorial Park on 27 November and at 19-Rai Queen Sirikit’s Memorial Park on 28 November. Highlights of the event include a contest of the most beautiful hand-made Krathong of primary, secondary and university students. The contest, which takes place from 9 a.m. to 2.30 p.m., consists of 3 awards: the 1st prize worth 5,000 Baht in cash, the 2nd runner up worth 4,000 Baht in cash and the 3rd runner up worth 3,000 Baht in cash. Winners for the three categorizes will also get an honorary plaque and certificate. There are also some complimentary awards worth 1,000 Baht in cash. On 28 November from 5.30 p.m. onwards, there will be a big Krathong procession around the downtown

Hua Hin to Queen Sirikit’s Memorial Park. Then, an official opening of the Loy Krathong Festival in Hua Hin will start before stage performances of many top Thai artists, such as U-then The Prommin, Lao Lom and traditional Thai stage dramas or ‘Li Keh’ by WarawuthSutthita. The next day the students visited Sirindhorn International Environmental Research Park in Cha-am for a presentation on mangrove ecosystems and a guided tour through the mangrove. After lunch they planted 80 trees before going on a tour through Maruekhathaiyawan Palace. The event is registered with the Mangrove Forest Studies on Thursday 27th September 2012 in Pranburi. High property prices reduce market potential

ccording to Property Wire, the continued rise in land prices in Bangkok means property developers have had to raise the price of their new developments, limiting the size of the potential market.CBRE says end users are the ones leading the market rather than speculators and 85 percent of buyers who purchase off plan units are Thais. The latest market reports from CBRE also show that prices have risen most for developments which Thai investors see as having the most desirable locations and quality facilities. Thai buyers continue to dominate the downtown and midtown market where the mid-market trend continues to lean towards one-bedroom residences. Such demand was well catered for by most of the new downtown developments in the first six months of 2012, however developers are now having an increasingly hard time purchasing land at prices that will allow their units to be priced affordably.According to CBRE, in Q2, 2012, four projects were launched in the downtown area, a decrease in the number of newly launched units from 2,679 to 808. In total, 91 percent of the units offer one or two bedrooms and there are 328,434 units in downtown and midtown Bangkok with 1,449 units completed this quarter.

By offsetting carbon emissions at no additional cost to our customers, together we are able to give back to the environment and benefit important renewable energy projects in the region.”

The Mall plans new spending blitz

he Mall Group, the country’s second-largest shopping complex chain, will extend its retail empire in the next decade by adding four or five retail projects worth a combined 30 billion baht.

The Blu´port Hua Hin Resort Mall, a joint project of The Mall Group and Prayoonwitt Co, will feature shopping, entertainment and a five-star hotel, says Supaluck Umpujh, vicechairwoman of The Mall Group. Changes in city zoning driven by infrastructure growth will create market opportunity for the group.Vice-chairwoman Supaluck Umpujh expects the number of retail projects under The Mall Group to increase by half, reaching 15 projects in 2020. The objective is to develop one branch every two years compared with the past, when a branch was developed every three years.Ms Supaluck revealed that five new

projects are to be located on Sukhumvit Road and in Bang Na, Ramkamhaeng and Hua Hin. Another location is under consideration. Each project will cost 4-5 billion baht and will create 1,000 jobs. The Emquartier on Sukhumvit Road opposite The Emporium is among the new developments under the roadmap and will open by late 2014. The Bang Na project will begin construction next year.”Our investment will be carried out step by step. We will be cautious and selective with investments to ensure sustainable growth,” said Ms Supaluck. The company is set to introduce the Blu{aac} port Hua Hin Resort Mall on Oct 20.The project is being developed by Hua Hin Assets Co Ltd, a joint venture of The Mall Group and Prayoonwitt Co. Prayoonwitt chairwoman Jaraspim Liptapanlop is the mother of Suvat Liptapanlop, former deputy prime minister. Each partner holds a 50% stake in the 4-billionbaht Blu{aac}port project, located opposite the InterContinental Hua Hin Resort. Bluport will offer international retail shops, dining and entertainment plus a 200-room five-star hotel. “I got this plot of land by accident from Khun Jaraspim. More than that, I remember I used to run around this plot when I was a child,” said Ms Supaluck. She praised Hua Hin as one of the best resort destinations in the world, citing its royal heritage and pristine beaches.Receiving 5 million visitors a year, the intimate town offers a classy yet relaxed atmosphere, said Ms Supaluck. It offers a wide array of attractions and facilities including world-class golf courses, spas and luxury resorts. Moreover, more than 1.5 million people live in Hua Hin and its provincial areas. s the European & United States teams competing in the Ryder Cup at Medinah were preparing for battle, so too were the teams competing in the 1st annual Banyan Rider Cup. For this events it was to be Team GB & I (Great Britain & Ireland) who would be taking on Team ROW (Rest of the World) in this much anticipated event at Banyan Golf Club. Banyan Golf Club had appointed the team Captain some weeks prior to the event, and the captains were to pick their own team of

22 players. Each team Captain was allowed a maximum of 2 professional golfers in their team. The team captains were John Wither (GB & I) and Sam Sheriff (ROW). In true traditional fashion, the teams gathered the evening before to announce the pairings for the next days’ play. 3 formats of golf were played over 18 holes. The first 6 holes were played at Fourball (11 points ), the next 6 holes as Foursomes (11 points) and the final 6 holes as Singles match-play (22 points). The first team to reach 22 ½ points would be deemed Banyan Rider Cup Champions During the draw, players learned who they would play with and also the pair that they would face in battle. Handicaps allowances were calculated for each group & for each format On tournament day, the players started to arrive early, to practice, warm up and enjoy the early morning snacks provided at Mulligan’s Pub. Play got under way at 09.30 and within 90 minutes, all 11 groups were on the course. Scores were updated after each change of format, so a rolling score could be communicated to all players. Team GB & I got off to a fine start taking the Fourball matches 6 points to 5. Team ROW fought back brilliantly in the Foursomes to

take out the format 8 points to 3 and to take the overall lead. This was a lead they would not give away and inched further away in the Singles matches by winning that format 12 ½ points to 9 ½ points. The overall score for the event was Team Rest of the World 25 ½ points to Team Great Britain & Ireland 18 ½ points Following play, all players enjoyed a wonderful sunset BBQ in Mulligan’s Pub. Sam was delighted to accept it on behalf of this team and announced that the team represented 13 different nationalities. The players celebrated long into the evening on the terrace of Mulligan’s Pub and plans were being drawn up by players for team strategies for the return match in 2013. Divided into 2 categories: mountain biking for His Majesty’s trophy and plain route biking for Her Majesty’s trophy, the biking competition will take place between 1 and 2 December 2012 at the Hua Hin Clock Tower and Boh Fai Shooting Field. The mountain biking consists of 1.30 km. general mountain biking for males, 115 km. mountain biking for 30-39 year old males, 115 km. mountain biking for 40-49 year old males, 100 km. mountain biking for males and females of over 40 years old, 70 km. mountain and plain route biking and 35 km. VIP mountain and plain route biking. The plain route biking will begin on 1 December 2012 at 9 a.m. from Hua Hin Clock Tower to Khao Hin Lek Fire; the mountain biking, composed of 3 categories: A for 40 kms. B for 25 kms. and C for 10 kms., will start on 2 December 2012 from 11 a.m. at Boh Fai Shooting Field. Registration fee for all types of competition is 350 Baht. Hua Hin Vintage Car Parade to Start in December 2012 T

he chairman of the Vintage Car Association of Thailand Mr. Khwanchai Paphasphong informed that this year’s event would celebrate its first decade with a big parade boasting over 50 vintage, classic and custom cars hardly to be seen elsewhere in this country. All the cars are worth 300 million Baht in total. More importantly, this will be the first time that visitors are allowed to participate closely in the event. “We and Amari Hua Hin will provide both Thai and foreign people a great opportunity to enjoy every activity the event has to offer. At the back of the hotel, a concert of The Richman Toy, The Year and Pang Nakharin will be organized along with a vintage Thai market,” said Mr. Khwanchai. The organizers conceptualized this year’s event as, “Vintage heart for any generations,”

At present, vintage car conservation is no longer an activity for high heeled people but younger generations with creativity. However today, we can hardly pick up a newspaper without our minds being requested to get used to trillion of “some things”. But after those 12 zeroes the average untrained brain stalls. Just a few days ago President Obama announced that the US budget deficit - a measure of inflation to come! will hit 4.42 Trillions in the last fiscal year, three times the previous record under the Bush administration. Within 10 years the annual deficit is projected to reach 9 Trillions. Some financial experts expect GOOGLE INC. to be a Trillion dollar company in Market capitalization. Lets but that in a time frame perspective of the human mind. You would have to circumnavigate mother Earth, our own pale blue dot, 40 million times in order to reach a Trillion or travel to the sun and back over 5000 times. Last but n o t least comparison: A professor at Harvard calculated that counting one Trillion second to second would take a man 32.000 years: the vastness of a Trillion still seems to be elusive. So please stop counting other than the days remaining in the old year and enjoy other aspects of the upcoming New Year 2013.

Around the World in a Mobile Home

t has been a long journey, a very long journey, our journey of dreaming and our journey of planning. Eight years of dreaming and two years of planning. Now, at last, our dream has become a reality. We commenced our journey in January 2010; the journey of our life. We have now completed Stage One of our adventure from Borneo to South Africa and from South Africa to Europe. We visited 30 countries and covered a distance of nearly 70,000km (almost enough to circumnavigate the globe twice at the equator). Africa has so many breathtakingly beautiful places and during Stage One of our around the world 4WD adventure, we have been very privileged to have experienced everything these countries have to offer. We were exposed to so many different cultures, scenery and beautiful people. For most part, Southern, Middle and Eastern Africa is a remarkably kind and benevolent place. We are a Dutch couple who have been dreaming about travelling the world in an off-road vehicle. In the 28 years since we moved to Australia, we have travelled approximately 300,000km throughout Australia. The last 140,000km has been in the period 2003 to 2007. We enjoy the deserts, remote places, beautiful scenery, bush camping and camp fires. After many nights discussing the possibility of an around the world trip, we made the decision to sell our business, retire and then start travelling. Over a period of one year, we gathered a great deal of information about Africa. In February 2010, we embarked on our world adventure, firstly visiting Borneo while we were waiting for our truck to arrive in South Africa. Our website includes our Australia trips, our world travel and the 10,000km test drive to Cape York just north of where we live. Born 24.6.55 in Arnhem Holland, Robert has lived in Holland, the Caribbean and Australia. He was a Royal Dutch Marine from 1974 to 1977. Then in 1977 he married Clary

Lingeman. Robert and Clary moved to Australia in 1981. They lived in Sydney, Brisbane, Melbourne and for the past fifteen years they have lived just north of Cairns in Northern Australia. Robert has been involved in the hospitality industry most of his life. He has held executive positions with Nestle, Sara Lee and Sinclair Halvorsen, before becoming self-employed and involved in food manufacturing, wholesale, import and export. Ten years ago Robert and Clary purchased Apres Beach Bar & Grill in Palm Cove, Tropical Northern Australia. Robert`s hobbies include: Travelling, bush camping, swimming and music. Born 28.10.56 in Dieren Holland, Clary has lived in Holland and Australia. Clary worked in Holland as a teacher until migrating to Australia with husband Robert in 1981. Due to the many job transfers with Robert, Clary worked many jobs in Sydney, Melbourne and Brisbane. While Robert was involved in his own business in import/export, Clary purchased her own business, the Apres Beach Bar & Grill in Palm Cove, North Queensland. Robert then sold his own business and then spent his time assisting Clary with her business in Palm Cove. Clary`s hobbies include: Travelling, bush camping, swimming, reading and gardening. Our Trip We have now embarked on Stage Two of our journey. We have had to dramatically alter our original plans for this stage due to the political situation in North Africa and will now be travelling through Europe and West Africa. Stage One - Borneo and South Africa to Europe Completed : The journey started 10 February 2010 in Borneo where we spent three weeks before flying to South Africa to meet our truck on the wharf in Durban. We travelled from Cape Agulhas, east of Cape Town (Africa`s

most southerly point). We then travelled north till Sudan from where we crossed the Red Sea to Saudi Arabia (Jeddah). From there we drove to Holland, arriving on Christmas Day 2010. The countries we visited were:Sarawak, Brunei, Sabah, South Africa, Lesotho, Swaziland, Mozambique, Botswana. Namibia, Zambia, Zimbabwe, Malawi. Tanzania, Rwanda, Uganda, Kenya, Ethiopia, Sudan, Saudi Arabia, Jordan, Syria, Turkey, Bulgaria, Serbia, Croatia, Slovenia, Austria, Germany, Holland Stage Two - Europe and West Africa Start January 2011 - Finish October 2011 The countries we will visit are: Belgium, France, Spain, Morocco, Mauritania, Western Sahara, Mali, Niger, Chad, Nigeria, Benin, Togo, Ghana, Burkina Faso, Guinea, Bissau, Gambia, Senegal, Andorra. Once back in Europe we will tackle Iceland and Norway including Europe`s most Northern point “North Cape” before ending Stage Two at the October fest in Munich Stage Three - Northern Africa, Europe and the Middle East Start January 2011 - Finish October 2011 In 2010 we did not visit Egypt, Libya and Tunisia. Hence we will travel back to Alexandria in Egypt to continue our Journey

(this is subject to the political situation) Before heading back to mainland Europe we will visit Africa’s most northern point near Bizerte in Tunisia. Once back in Europe we will tackle Northern Europe, including Europe’s most Northern point, “North Cape”. The countries we will visit are: EgyptLibya-Tunisia (Italy-SwitzerlandGermany only transit), Finland Northern Russia, Eastern Europe and once we leave Eastern Europe en route to Asia: Iran, Kuwait, Dubai, Oman (the plan is to then leave our truck in Dubai) Stage Four - Middle East to Asia Start February 2013 - Finish October 2013 The countries we will visit are: Pakistan, Tibet (China) Nepal, India, Bhutan, China, Laos, Thailand, Cambodia, Vietnam, Malaysia and Singapore Stage Five - Asia to Europe Start January 2014 in Singapore - Finish November 2014. The countries we will visit are: China, Mongolia, Russia (including Siberia), Kazakhstan, Ukraine Stage Six - South America Starting January 2014 in Brazil and finishing in Mexico October 2015 Around We will ship our truck from Holland to Rio de Janeiro (South America).The countries we will visit are: Brazil, Bolivia, Paraguay, Uruguay, Argentina, Chile, Peru, Ecuador, Columbia, Panama (we will take a ferry from Ecuador), Costa, Rica, Nicaragua, El Salvador, Honduras, Guatemala, Belize, Mexico Stage Seven - USA, Canada and Alaska March 2016 to October 2016 March 2017 to October 2017

Criminal Law in Thailand Part XII Remedies if the Arrest isn’t Proper

his time we’ll begin to examine how your rights are protected if something goes wrong with the arrest. We’re going to do this initially bylooking at some fictitious examples. The first fictitious example is where the police come to your door. They have a warrant to arrest someone at a nearby address and they simply make a mistake. They tell you must come with them and you do. On the way you call a Thai friend who meets you at the police station. The friend is told your identification must be verified and your passport is taken. You are then kept in a waiting room for six hours. After this, without any explanation, your passport is returned and you are told to go home. This is a borderline case. If you lodged a complaint, such as in the cases discussed below, and the official in charge decided that the police officers involved acted in good faith, without serious negligence, you can’t do much about it, despite the inconvenience to you. But read on. The second fictitious example is where you’re in a restaurant with some friends. One of them has a running feud with a local police officer, who happens also to be in the same restaurant. The officer comes over to your table and speaks Thai to your friend. They are both Thai and you don’t understand what is said, but before you know it, the officer has arrested everyone at the table. Outside the restaurant the officer pulls out a nightstick, swings it at your friend, but hits you instead, breaking your arm. In a few minutes a uniformed police sergeant happens by and sees what has occurred. He berates the police officer, who disappears. He then apologizes and releases everyone. From earlier columns you know that the arrest was improper, because it

would have required a warrant. You have a number of options: Police officers wrongfully or dishonestly discharging their duties are subject to criminal penalties of up to ten years in jail and a fine. You could, therefore, go to the Public Prosecutor, complain of the policeman’s behavior, and ask that he be prosecuted. Under the Act on Liability for Wrongful Acts of Officials, you could claim compensation for your broken arm with the Royal Thai Police Office. The police have internal rules that protect the rights of individuals and punish officers violating these rules. You could initiate an investigation against the offending officer, by lodging a complaint with the Office of the Inspector General of the Royal Thai Police. What if the officer in this case had been off-duty when the incident occurred? Unlike the above case the police officer would not be considered discharging the duties of a police officer. He would thus not be exposed to the criminal penalties mentioned above. Also, since he was not acting in an official capacity, you could not make a claim for your injuries against the Royal Thai Police Office. Here is what you could do. The Criminal Code of Thailand provides that anyone, police officer or otherwise, who commits grievous bodily harm to another is subject to a criminal penalty of up to ten years’ imprisonment and, in effect, to pay damages

to the person injured. You could, therefore, complain to the Public Prosecutor, who could prosecute the police officer. Even though the officer was off duty, moreover, he did arrest someone as though he had been on duty and can be disciplined if the arrest was improper. You could, therefore, lodge a complaint against him with the Office of the Inspector General of the Royal Thai Police for arresting you without a warrant. wenty five years ago , young Augusto Paparello and his bride Khun Sai strolled into Hua Hin, having gotten tired of Pattaya. They had Hua Hin in mind and looked for a location to open an Italian Restaurant. Soon they found an ideal location. Twenty five years later they can look back on a successful career. La Villa restaurant is not only a restaurant but an institution in Hua Hin. Leading the way for other Italian entrepreneurs, Augusto, known as Khun Marco emphasizes that it was never his intention to serve beautiful modern age dishes known as Nouvelle Cuisine but to serve home cooking he learned from his grandmother and mother and also by himself. The food at La Villa is tasty , plentiful and still good looking. The Menue is well selected and covers most of the Italian Medditeranean country and coastal recipes. Wines and desserts are plentifull and the entourage is pleasant. Pizzas come from Villa´s wood fired oven making them among the best in town. My favourite are mixed clams with a tomato sauce and plenty of fresh baked bread to dip. This with a bottle of Chianti is a royal meal.

They are on Soi 94, just off the Petschkasem road on your left hand side going towards the rail road.

dinner meal will usually be based around meat, potatoes and gravy. More often than not the meat will be pork. The Danes eat the most pork per capita in the world. It is odd that the potato is considered to be such an essential part of traditional Danish cooking. (born March 18, 1969 in Livonia, Michigan)[1] is an Olympic athlete from the United States, who has competed at four Olympics (1996–2008) and was the first woman to qualify for the Olympics in three different sports (swimming, triathlon and modern pentathlon).[2] At the 1996 Summer Olympics, she earned a gold medal as a member of the winning U.S. team in the women’s 4x200-meter freestyle relay. EU Meeting in Hua Hin A mbassadors and representatives of the European Union (E.U.) have recently attanded a meeting in Hua Hin to discuss about foreign affairs and relations between European countries and Thailand. On the occasion, they met and talked to local media and journalists of Hua Hin, too. H.E. David Lipman, the E.U. Ambassador and Head of Delegation, said that the meeting, attended by E.U. Ambassadors and representatives from 17 countries in Europe, took place at Hilton Hua Hin. The main agenda of the meeting concerns problems on trade, commerce, investment and economy among others as well as good relations between Thailand European nations. H.E. Lipman also emphasized the good relations, mentioning the visit of the current Prime Minister Ms. Yingluck Shinawatra to Europe and the visit to Thailand by senior officers of E.U. Moreover, the E.U. would like to initiate cooperation and free trade in Thailand apart from strengthening human rights, good governance and value development of E.U. and Thailand.

The British Ambassador, who took part in the meeting, said that Thailand enjoyed very good opportunities to strengthen relations and develop itself together with European countries. Now, what is the most important thing is the free trade since many European countries are facing economic crisis. So, trade, investment and political development is much needed and Thailand is one of the few countries where European like to visit and study. Currently, the European countries are establishing a center of European culture which allows Thailand to participate in and jointly develop. In terms of political problems in Thailand, the British Ambassador said that other countries understood it because this was an internal matter for many countries. So, the problem does not affect tourism, joint investment, economy and international cooperation of Thailand and European countries. Recently, European countries, such as Sweden, has set up its consular section in Cha-Am to take good care of around 10,000 Swedish people in the area and in Prachuap Khirikhan. In the future, Sweden and other European countries will open their own consular section in Hua Hin. “In terms of some problems on imported agricultural products from Thailand to Europe, especially some insects found in imported vegetable, the E.U. already gave advice to concerned organizations in Thailand so that they put strict measures on exported goods later. The E.U. then hopes that goods and products from Thailand will be improved,” said the E.U. Ambassadors, adding that they did not hamper any imported goods or products from Thailand. The E.U. Meeting in Hua Hin is a good occasion and opportunity for Thailand to formulate policies and plans that suit well with Euope’s. It is also a chance for local media in Hua Hin to meet and talk with senior officers of the E.U. The European Union consists of 27 members, 20 of which have their own embassy in Thailand. Among others, the most well-known European nations for Thai people are England, France, Germany, the Netherlands, Spain, Portugal, Belgium and Italy.

Wat Neran – Cha Am

at Neranchararam Buddhist Temple, known locally as Wat Neran, will organize the biggest Loy Krathong festival ever in Cha-Am, aiming to foster Thai culture with traditional Thai games as a highlight. The Loy Krathong will fall on 28 November this year. Many places in Thailand, including Cha-Am, are now preparing for this festive event. The Cha-Am Municipality has already proposed that this year’s festival would take place from 27 to 28 November 2012 at 2 major Buddhist temples of the city: Wat Neranchararam and Wat Cha-Am Khiri. Located north of Cha-Am Beach, Wat Neran will hold the Loy Krathong festival with a beauty pageant of Nang Noppamas -- the lady who first initiated a lotus-shaped Krathong to float in a river --, a contest of beautiful Krathong made from biodegradable materials, vintage Thai dancing, outdoor cinemas and music performances by local students. There will also be selling of many products and Krathongs made by natural materials which visitors can float in the temple’s pond or in the sea by the temple. Apart from floating Krathongs, visitors can pay respect to a big Buddha image and a statue of Luang Pho Sa-nguan Chakharo, the former abbot of Wat Neran. Local people believe that those who pay respect to both of them will enjoy infinite good luck.In terms of Wat Cha-Am Khiri, the Loy Krathong will take place by the adjacent canal. On 27 November at 10 a.m., a Buddhist ceremony will be held to pay respect to the statues of Luang Pho Wek and Luang Pho Lam, both of whom were former

abbots of the temple. In the evening, there will be a lot of stage performances and vintage Thai dancing. On 28 November in the afternoon, a traditional Thai sport activity will be organized to enhance unity of local communities. In the evening, apart from Loy Krathong activities, there will be a lot of festive activities like vintage Thai dancing in which anyone can join outdoor movies and Thai music performances. With a major aim to foster traditional Thai culture, both the venues will make use of Thai activities, especially vintage Thai dancing to entertain all visitors. The Loy Krathong festival at Wat Neranchararam and Wat Cha-Am Khiri is looking forward to welcoming both local people of Cha-Am and tourists.

Trans-Thai Gulf Ferry Talk Faces Disagreement T

he Minister of Transport, along with the Governor of Phetchaburi and business people of Prachuap Khirikhan and Phetchaburi, attended a meeting about the project of a trans-Thai Gulf Ferry from Hua Hin/Cha-Am to Pattaya on 6 October 2012. During the talk, some senators of Phetchaburi expressed disagreement with this project. Held at the Holiday Inn Resort Regent Beach Cha-Am, the event saw the Minister of Transport Mr. Jaruphong Reungsuwan, Phetchaburi Governor Mr. Winai Buapradit and 150 businesspeople attend the meeting. Its aim was to enable all the attendants to discuss about opening transportation by the sea as an option to solve problems of land travelling and promote tourism for Thais and foreigners who want to visit Pattaya, Cha-Am and Hua Hin by a new form of transportation which is much safer than travelling by train or car. If approved, this project will use a big doubledeck ferry to carry goods and passengers across the Gulf of Thailand. Its first and major terminal is in Pattaya while the first stop from Pattaya to the other side is Saphan Hin Pier in Cha-Am. The second one is at the Hua Hin fishing pier. With the total distance of 113 kms., a trip takes 3.30 hours and one ferry can carry some trucks and cars together with around 200 passengers. The trip costs 500 Baht per person excluding surcharge for cars. The ferry will provide 3 trips daily for each of the terminals.

Seatrans Ferry Co. Ltd. will be responsible for providing ferries for the project under supervision of Harbor Department of Thailand. Businesspeople in Phetchaburi and Prachuap Khirikhan are encouraged to estimate and evaluate impact and problems on the areas and environment where the project takes place while politicians, local people and activists can express their opinion openly. If every approves the project, the Ministry of Transport will conduct it immediately. Mr. Jaruphong said that travelling by car from provinces of eastern Thailand to those of western Thailand or vice versa is now facing a lot of problems, namely traffic congestion and road accidents which cost many travelers much time and money. Should sea transportation by the ferry exist, both Thai and foreign travelers will enjoy convenient commutation.

The form of sea transport proposed by the Minister of Transport is derived from the one used in Turkey, Italy, England, Shanghai and Hong Kong, where ferries are commonly used to take passengers and goods from one place to another. The Minister of Transport and consultants have already visited those countries on a field trip and realized that such transportation might be useful for Thai people as well. A senator of Phetchaburi Ms. Sumol Sutawiriyawat said that she disagreed with this project because there might be some hidden agendas since at least a plan on environmental impact of Cha-Am beaches should have been

formulated before proposing this project. She added that a cement industry currently located at Saphan Hin in Cha-Am also has some impact to Cha-Am beaches because the road along beaches is eroded so much that a lot of stones have to be used to prevent more damage in that area. Finally, Ms. Sumol informed that the former Government planned to build a motorway along the coastline to Puek Tian and Cha-Am beaches. However, this plan later turned out to be a road across the sea which she believes will affect both environment and local people’s life. That is why she opposed the project until it was cancelled.

รัฐมนตรีวา่ การกระทรงคมนาคม พร้อมผูว้ า่ ราชการจังหวัดเพชรบุรี และนักธุรกิจประจวบฯ – เพชรบุรี ประชุมเสวนาโครงการ เรือเฟอร์รขี่ า้ มฟากอ่าวไทยพัทยา – ชะอ�ำ – หัวหิน สว.เพชรบุรเี ดินหน้าค้าน เวลา 09.00 น. วันที่ 6 ตุลาคม ทีโ่ รงแรมฮอลิเดย์ อินน์ รีสอร์ท รีเจ้นท์ บีช ชะอ�ำ จ.เพชรบุรี นายจารุพงษ์ เรืองสุวรรณ รัฐมนตรีวา่ การกระทรวงคมนาคม พร้อมด้วย นายวินยั บัวประดิษฐ์ ผู้ ว่าราชการจังหวัดเพชรบุรี พร้อมด้วยนักธุรกิจของจังหวัดประจวบฯ – เพชรบุรี จ�ำนวน 150 ท่าน ได้เปิดเวทีเสวนาโครงการผลักดัน การพัฒนาการเดินเรือข้ามฟากเฟอร์รพี่ ทั ยา – ชะอ�ำ – หัวหิน ซึง่ เป้าหมายและจุดประสงค์ในการเปิดเส้นทางขนส่งทางทะเลในครัง้ นี้ เป็นนโยบายของทางรัฐบาลไทยทีต่ อ้ งการ สร้างทางเลือกในการขนส่งผูค้ น สิง่ ของจากซีกตะวันตกไปสูต่ ะวันออก เพือ่ ลดปัญหาการ จราจรในทางบก ส่งเสริมการท่องเทีย่ วให้กบั ชาวไทยและต่างชาติของพัทยา – ชะอ�ำ – หัวหิน รวมทัง้ ลดการเกิดอุบตั เิ หตุเสริมความ มัน่ คงทางขนส่งทางน�ำ้ โดยก�ำหนดจุดสถานีขนส่งแม่อยูท่ เี่ มืองพัทยา สถานีปลายทางที่ 1 อยูท่ ที่ า่ เรือสะพานหินชะอ�ำ สถานีปลาย ทางที่ 2 อยูท่ ที่ า่ เทียบเรือประมงหัวหิน รวมระยะทางเส้นทางตัดข้ามทะเลอ่าวไทยประมาณ 113 กม. ใช้เวลา 3.30 ชัว่ โมง รูปแบบ ของเรือทีใ่ ช้เป็นเรือเฟอร์รี่ 2 ชัน้ เปิดท้ายรองรับรถเก๋ง – รถบรรทุก ประมาณ 100 คน พร้อมกับผูโ้ ดยสารประมาณ 200 คน ค่า โดยสารคนละ 500 บาท ไม่รวมค่ารถทีน่ ำ� ลง แล่นให้บริการไปกลับแต่ละจุดวันละ 3 เทีย่ ว ซึง่ ทัง้ หมดนีท้ าง บ.ซีทรานเฟอร์รี่ จ�ำกัด จะเป็น “เจ้าภาพ” ในการจัดหาเรือฯ มาวิง่ ประจ�ำส่วนตัวสถานทีท่ างรัฐบาล กรมเจ้าท่าจะเป็นผูก้ ำ� หนดและควบคุม ส่วนปัญหาในการ พัฒนาพืน้ ทีแ่ ต่ละแห่ง ผลกระทบสิง่ แวดล้อมนัน้ เปิดโอกาสให้นกั ธุรกิจในสองจังหวัด นักการเมือง นักอนุรกั ษ์ฯ ประชาชน ได้รว่ มน�ำ เสนอแนะพร้อมกับให้แสดงวิสยั ทัศน์ ว่าจะรับโครงการดังกล่าวนีห้ รือไม่ ซึง่ ถ้าประชามติและเสียงเรียกร้องให้จดั ท�ำโครงการดังกล่าวนี้ ทางกระทรวงคมนาคม จะเสนอแผนก�ำหนดแนวทางระยะเวลา งบประมาณ จัดท�ำให้ทนั ที และ จะเสนอแผนก�ำหนดแนวทางระยะ เวลา งบประมาณ จัดท�ำให้ทนั ที และถ้ามีการคัดค้านและไม่กจ็ ะยุติ นายจารุพงษ์ฯ กล่าวว่า ขณะนีป้ ญ ั หาการขนส่ง การสัญจรไปมาของจังหวัดซีกตะวันตกของประเทศไทยไปยังตะวันออกนัน้ เมือ่ ใช้เส้นทางของถนนก็จะติดขัด ความล่าช้า การเกิดอุบตั เิ หตุ จึงท�ำให้ผคู้ นต้องเสียเวลา เสียค่าใช้จา่ ย ซึง่ ถ้ามีเส้นทางตัดข้ามอ่าว ไทยในจุดทีก่ ล่าวมานีม้ นั จะท�ำให้เกิดความสะดวกรวดเร็วขึน้ ตามมาทางด้านการขนส่งสิง่ ของ การท่องเทีย่ วให้กบั ชาวไทยและชาวต่าง ชาติ รูปแบบในการขนส่งทางน�ำ้ ในรูปแบบทีไ่ ด้นำ� เสนอนัน้ ก็ได้นำ� เสนอนัน้ ก็ได้นำ� มาจากเมืองอีสตัน ประเทศตุรกี และประเทศอิตาลี อังกฤษ และเซีย่ งไฮ้ ฮ่องกง ซึง่ ประเทศเหล่านีใ้ ช้รปู แบบการขนส่งผูค้ นสิง่ ของทางน�ำ้ โดยใช้เรือเฟอร์รี่ เป็นพาหนะจากตัวสถานีแม่ไป ยังสถานีลกู แต่ละเมือง ซึง่ รูปแบบและกระบวนการตนเองและฝ่ายทีป่ รึกษาได้ไปศึกษาดูงานเช่นกัน ซึง่ เห็นแล้วว่าก่อให้เกิดประโยชน์ อย่างมหาศาลภายในประเทศ ส�ำหรับผลการประชุมเสวนาในครัง้ นีม้ ี สภาอุตสาหกรรมจังหวัดเพชรบุรี สภาอุตสาหกรรมจังหวัดชลบุรี ก รรมการหอการค้าจังหวัดประจวบฯ นายกสมาคมธุรกิจการท่องเทีย่ วหัวหิน – ชะอ�ำ นายกสมาคมธุรกิจการท่องเทีย่ วเมืองพัทยา บริษทั ซีทรานเฟอร์รี่ จ�ำกัด แอละ ดร.จักรกฤษณ์ ดวงพัสตรา ผอ.ฝ่ายวิจนั ศูนย์อาเซียนศึกษาจุฬาลงกรณ์มหาวิทยาลัย จะเป็นผู้ รวบรวมถึงผลดี – ผลเสีย น�ำเสนอให้กบั ทางรัฐบาลได้ทราบ ทางด้าน น.ส.สุมล สุตะวิรยิ ะวัฒน์ สว.จ.เพชรบุรี กล่าวว่า ส�ำหรับการทีจ่ ะเปิดเส้นทางเดินเรือข้ามฟากระหว่างอ่าวไทยนัน้ ไม่เห็นด้วย เพราะมีนยั ยะแฝงอยู่ อย่างน้อยๆ จะต้องมีการจัดท�ำแผนในเรือ่ งของสิง่ แวดล้อมทีมนั จะส่งผลกระทบต่อชายหาดทะเล ของเมืองชะอ�ำ แม้แต่ในอดีตกรณีทที่ างโรงปูนซีเมนต์มาท�ำสะพานหิน ก็สง่ ผลกระทบต่อชายหาดทะเลชะอ�ำจนท�ำให้นำ�้ ทะเลกัดเซาะ จนท�ำให้ถนนพังลงจนต้องน�ำหินไปกองตัง้ ปิดกัน้ เอาไว้ขณะนี้ นีค่ อื ผลของโรงปูนฯ ทีม่ าท�ำท่าเทียบเรือ และนอกจากนัน้ ในอดีตรัฐบาล เก่าก็เคนคิดทีจ่ ะสร้างถนน “มอเตอร์เวย์” เลียบชายฝัง่ ทะเลมาลงทีใ่ นหาดปึกเตียน – ชะอ�ำ แต่ผลแบบออกมากลายเป็นตัดผ่านใน ทะเลซึง่ ก็จะส่งผลกระทบต่อสิง่ แวดล้อม วิถชี วี ติ ของผูค้ นชาวประมง ตนเองก็ยงั ต้องออกมาคัดค้านจนท�ำให้โครงการดังกล่าวนีต้ อ้ ง ล้มเลิกลงไป

Navaratri – Hindu Festival N

avratri, a Hindu festival dedicated to the worship of the Hindu Goddess Durga. The word Navaratri literally means nine nights in Sanskrit, nava meaning nine and ratri meaning nights.[2] During these nine nights and ten days, nine forms of Shakti/Devi are worshiped. The 10th day is commonly referred to as Vijayadashami or “Dussehra.” Navratri is a very important and major festival in the western state of Gujarat and Maharashtra, during which the traditional dance of Gujarat called ‘Garba’ is widely performed. This festival is celebrated with great zeal in North India as well including Bihar, West Bengal, Madhya Pradesh and the northern state of Punjab. The beginning of spring and the beginning of autumn are considered to be important junctions of climatic and solar influence. These two periods are taken as sacred opportunities for the worship of the Divine Mother Durga. The dates of the festival are determined according to the lunar calendar. Navarathri represents celebration of Goddess Durga, the manifestation of Deity in form of Shakti [Energy or Power]. The Navarathri festival or ‘Nine Nights festival’ becomes ‘ten days festival’ with the addition of the last day, Vijayadashami which is its culmination. On all these ten days, the various forms of Mother Mahisasura-mardini (Durga) are worshiped with fervor and devotion. The Navaratri commences on the first day (pratipada) of the bright fortnight of the lunar month of Ashvin. The festival is celebrated for nine nights once every year during the beginning of October, although as the dates of the festival are determined according to the lunar calendar, the festival may be held for a day more or a day less.
