4 What Does This Sound Like?
Imagine a scene where a parent asks a child looking at a dog “what does a dog say?” In Thailand the child would be expected to answer - “hong-hong”. Now the same scene when the first motorised rickshaws appeared almost 60 years ago. “What does this sound like?” The considered answer - “tuk-tuk”. ‘Tuk-tuk’ is not a bad description of the sound of the original spluttering 2-stroke engine; however times have changed with modern 4 stroke engines and LPG reducing pollution issues. To really understand the name’s origin you’ll need to find one of the earlier models. In fact the introduction of virtually silent electric versions has already started, but it’s likely that the name will live on.
So how did tuk-tuks achieve such popularity?
The Local Tuk-Tuk Scene
To start with we could talk about low cost, versatility in design and function and the ability to negotiate traffic snarls and narrow laneways where a small turning circle becomes important. They are also easy and cheap to maintain and to drive.
In 1957, Japanese automaker Daihatsu introduced its threewheeled mini-trucks and the model later became a prototype of the Thai tuk-tuk. In 1960, 30 of these trucks were shipped to Thailand, replacing rickshaws, which had been banned in Bangkok.
They can be used either as passenger carriers or as transportation vehicles for industrial, commercial and agricultural purposes. But apart from the practical benefits; it’s also about passenger appeal. They are often described as cute!
Yes; Hua Hin has tuk-tuks available on the streets, but strangely not in Cha-Am (why not?). They will take you just about anywhere you want to go. After my train from Bangkok to Cha-Am carried on through the station without stopping until Hua Hin, a tuk-tuk provided transport for my return journey to Cha-Am; no problems.
These early tuk-tuks started their service in Yaowarat, after being altered, equipped with a roof and seat to make them more suitable for carrying passengers. The original manufacturer later halted production, resulting in an absence of spare tuk-tuk parts, which meant Thai garages had to begin creating the parts and then the machine itself themselves.
Passengers, especially tourists get a kick out of zipping through the streets with the wind in your hair and the high pitch sound reminds us of a small racing race car even if some are a little nervous. But really tuk-tuks are great if you have to reach your destination in a rush as they navigate Bangkok (or Hua Hin) traffic like nothing else. It’s also not really an option to take a motorbike taxi for a couple, or for mum, dad and the kids. The current manufacture is rather basic and old fashioned, with lots of welding as chassis and steel bodies are made in the factory. Of course, it involves mechanics with 500 and 650 cc water cooled engines mostly with manual transmission but also with automatic transmission on request. They are very spartan and robust, it is said that in a case of collision with a car, a tuk-tuk would barely get some scratches while your car would be wrecked, but please don’t test out that rumour!
We visited Dutchman Peter Van Gurpwho has just relocated his tuk-tuk manufacturing operation, Global Tuk Tuk,from Bangkok toTha Yang, some 20 kilometres north of Cha-Am.He’s just send off six tuk-tuks to the Caribbean after regular dispatches to numerous European destinations. The vehicles are fully accredited for European licensing and buyers are provided with European Certificate of Conformity with the E-mark (COC). This certificate is accepted by all European countries and therefore they can be registered without fuss, then drive away!! Global Tuk-Tuk’s Tha Yang manufacturing operations are ready to go with an anticipated output of three vehicles every four weeks. This means an order can be on the ground worldwide in about three months after ordering. Apart from taxis, tuk-tuks of various shapes and sizes are used for hotel shuttles, advertising, cargo and even traffic police vehicles. Apart from being exported to countries all over the world, there’s a penchant for adventurers to drive them crazy distances either across Thailand or even to European countries. As of2010, there were about 7,400 tuk-tuks in Bangkok. They have evolved into a symbol of Thailand; no visit was complete without a tuk-tuk ride, although popularity among the locals seemed to be on the decline. To celebrate the importance of this cultural icon, there are high hopes Thailand will win the best national costume at the Miss Universe competition this year as Miss Thailand, AnipornChalermburanawong, will represent the nation in a ‘Tuk-Tuk Thailand’ dressmade with chromium and real lights.
We learnt of three eco-friendly pioneers heading off on the journey of a lifetime - a 20,000km (12,427 mile) ride in a solar-powered tuk-tuk from Bangkok to Toulouse, France. This trio set off on August 9th in a customised electric tuk-tuk with hopes of traversing 15 countries in 120 days. The adventurers, who have nicknamed themselves ‘The Pilgreens’, plan to arrive in Toulouse in time for the United Nations Climate Change Conference in December.
Electric seems to be the real way forward. Japanese company, Terra Motors has unveiled a prototype of their electric tuk-tuk, named the “EV Tricycle Taxi” – a sleeklooking blue and white machine that can carry up to six people, including the driver. The first fleet of the new vehicles is already on order for the Philippines. “The new E-Trikes, which run on an electric motor and rechargeable lithium-ion battery, will be introduced to Metro Manila and other urban centers
We’ve seen James Bond movies (Octopussy) featuring a high powered ‘getaway’ tuk-tuk, electronic games with tuk-tuk racing as well as the adventurers already mentioned. The humble tuk-tuk has really made its mark in Thailand and the rest of the world. If you haven’t been a passenger it would be a crime to leave Thailand without this iconic experience. Just wander downtown and take a ride anywhere!

8 Crown Prince to Lead “Bike for Dad” His Royal Highness Crown Prince Maha Vajiralongkorn will again lead the Thai people, both inside the country and abroad, on a 29-kilometre cycling trip, called “Bike for Dad”, on December 11th to mark His Majesty the King’s 88th birthday, which falls on December 5th.
Suriyan Sujaritpolawong, an adviser to the organising committee, was reported by the Bangkok Post as saying the event will be held on December 11th, starting 3pm. He expected Thai people in every province as well as those living in other countries to send cyclists to represent them in the event, which will be run under the motto: “United Thailand, Bike for Dad.” The event will show the world that the Thai people, regardless of where they stay, are united under the same king, Mr Suriyan said. A website, www.bikefordad2015. com has been established but is currently under construction. Those needing more information can phone 1122.
Mr Suriyan, who showed the “seal” of the event, said the Royal Plaza will be both the start and the finish of this cycling event to mark this very special occasion. However, the exact cycling route is still being finalised and it has yet to be royally approved by the Crown Prince, he said. He said only that the route would run through Ratchadamnern Avenue, passing Yaowarat and the Ratchaprasong Avenue, passing Yaowarat and the Ratchaprasong intersection, and across the Pin Klao bridge to the Thon Buri side of the capital city. The total distance will be 29 kilometres. Observers said the intention for cyclists to pedal past the Ratchaprasong intersection is to show. to show the world

Electricity From Garbage Under Discussion The Energy Research Institute of Chulalongkorn University, along with the deputy mayor of Hua Hin Municipality and local community members in Hua Hin, have met to discuss transforming garbage into electrical power.
During the first meeting, participants focused on solving the problems of garbage being dumped in the area of Thab Tai Sub-District in Hua Hin. in

Amongst the garbage, only plastic is processed into oil, with other kinds of garbage remaining. This results in the neighboring areas. For example, there have been reports of bad odours, the dangers of diseases and underground waste water caused by dumped garbage. During the meeting session, a participant talked about garbage problems in the area of Hua Na as garbage management is not systematised and the quantities increase daily. This issue requires holistic and more effective solutions, such as finding a safe area to dump garbage or building a site where all garbage can be processed similar to Singapore. In response to the complaints made by Hua Hin locals, Mr. Techa Bunyachai, the head of specialists on garbage and waste management from the Energy Research Institute (Bangkok), said that the researchers from ERI had studied garbage problems in Thailand, and found that a biomass pyrolysis machine for solid waste could deal with a number of garbage issues effectively.

The Women’s Tennis Association (WTA) (125K Series) is holding the Hua Hin Championships between 9th and 15th November. In 2012, the Women’s Tennis Association introduced the WTA 125K Series of tournaments to provide an opportunity for new markets to showcase a professional women’s tennis product and offer lower-ranked and up-andcoming players additional opportunities to compete and earn prize money and ranking points.
The Hua Hin Championships is one of six WTA 125K Series tournaments held in the 2015 season. Other events are held in Nanchang, China (week of July 27); Dailan, China (week of September 7);
Limoges, France (week of November 9); Taipei, Chinese Taipei (week of November 16); and finally Carlsbad, California, USA (week of November 23).
“Thanks to research projects and field studies by the ERI, we have launched a model garbage processing site which turns garbage into electricity. This model can ensure people that neighboring areas can be made safe,” said Mr. Techa. “We will soon ask private companies to invest and provide the management. Local people are welcome to inspect, study and suggest ways for garbage management.” Mr. Techa added that during his field trips in Austria, Turkey, Japan and Singapore, he had found that these countries had already built sites where garbage and waste could be transformed into household energy.

Ban Boh Fai School Wins Zero Waste Award
The Project promoted schools in Thailand which are campaigning on reducing, reusing and recycling waste and garbage. This project also raises awareness among Thai students on environmental protection, an idea leading to clean schools and a green society.
With $115,000 in on-site prize money and 160 ranking points awarded the champion, WTA 125K Series events are a level above top-tier ITF Women’s Circuit events ($100,000 prize money and 150 points for the champion).
This could be used to transform the garbage into electrical power.
Selection of award-winning schools was carried out in two phases. First to consider each school’s project proposal; then a National competition, in which only 60 nominees participated. Ban Boh Fai Municipal School in Hua Hin was selected for the national competition and won the 50,000 THB award for the Zero Waste School in the primary school group. The Director and students from the school will go to Bangkok to receive the award and trophy from HRH Princess Sirindhorn in December.
9 ’Smart, Smile, Serve, Safe, Secure’: The Tourist Police Division Hua Hin The October ‘Tourist Rescue Exercise 2015’ (T-REx 2015) was our prompt to visit Tourist Police Station 7 (sub Division 2) in Hua Hin. From the displayed smiling logos and mission statements it was very clear how they aim to carry out their duties. ‘Your First Friend’ ‘We’re Ready To Serve’ ‘Travel like you dream, secure like your home’ ‘We Serve, You’re Safe, and ‘Smart, Smile, Serve, Safe, Secure’ This was a reassuring visit, hosted by the Inspector Police Major Phunlan Pathompornwiwat or Khun Jay as we came to know him. Kun Jay has been the handsome and youthful (30 yearold) leader of the Hua Hin Tourist Police since January this year. More importantly he is very eager to stress service to the tourist population is the primary aim of this agency. There are 20 serving officers under his command.

T-REx 2015 was a training exercise with the Tourist Police gearing up for more dramatic incidents than their usual working days. The Tourist Police Office has been strategically located for the last 10 years at the beach end of Damnern Kasem Road (Soi 61). This road starts at the railway station and crosses Phetkasem Road at the traffic lights before ending at the beach. This means beach patrols can be carried out without difficulty, including the use of all terrain ‘beach buggies’, with vinegar on hand in case of a jelly fish encounter’.
The Bangkok Post reported on this exercise which centred on responses to a distress call from a charter flight carrying three Russian businessmen which attempted which attempted to make an emergency landing at a local airport, according to this accident drill. A plane from Suvarnabhumi airport had supposedly fallen short of the runway and dipped into the sea between ChaAm district and Hua Hin. A search party was launched to locate the plane and help the victims while a

The tourist police will also be trained for different geographic rescues, such as how to respond to accident occurring in mountainous areas. Education and information for tourists in how best to enjoy their time in Thailand is also part of the Tourist Police portfolio. Though Khun Jay commented that the local tourist population is much more sensitive to behaving in an appropriate manner when compared with Pattaya visitors!

Gen Thitirach Nongharnpithak, chief of the CIB, in his capacity as the head of the tourist rescue exercise program. Determined Norwegian Bird-enthusiasts Flock Back to Treacherous Mudpit The elderly Norwegian birdwatching couple now famous around the world was spotted right back in the mud just days after being rescued from the same place by an honorable Krabi fisherman. But this time the husband stood within the safety of an upside-down bucket to

12 ‘Float All Your Troubles Away’
Loy Krathong is a unique Thai festival when you can send your bad luck, guilt, negativity and pretty much everything rotten about your life down the river or out to sea. This year the main event is on the evening of the full moon, on Wednesday, 17th November. ‘November full moon shines, Loy Krathong, Loy Krathong, and the water’s high in the river and local klong, Loy Loy Krathong, Loy Loy Krathong, Loy Krathong is here and everybody’s full of cheer, We’re together at the klong, Each one with his krathong, As we push away we pray, We can see a better day.’ (An English translation of an old Thai children’s song) The tradition of Loy Krathong has been observed in Thailand for no less than 700 years since the Sukhothai period (1238 - 1438). It is based on a Hindu tradition of thanking the Water Gods for the waters (Pra Mae Khongkha) or as homage to the legendary footprint the Buddha left on the bank of the River Narmada in India. One year, a beautiful woman called Noppamas, who was the chief royal consort, made some special lanterns for the festival. She made them from banana leaves and shaped them like lotus flowers. The King was impressed and announced that Krathongs would be floated on the water every year. Loy (float) Krathong (container) occurs on the evening of the full moon of the 12th month in the traditional Thai lunar calendar, which is November 25th this year. The full moon shining on waterways which are flooded after the rainy season makes this one of the most beautiful and popular festivals in Thailand. During the evening, many people will go to their local klong (canal) or river to float their Krathongs. They believe this will bring them good luck and is a symbolic way of letting go of all grudges, anger, and negative thoughts so they can restart their life fresh on a better foot. Krathongs contain a flower, a candle and three incense sticks which are lit before being placed on the water. In the old days people also trim their nails and put a bit of hair in the Krathong, wishing that it will take the bad luck and illness away. A few added coins may appease the great water gods. The people usually make a wish at the same time. Some people believe that if the candle remains burning until the Krathong is out of sight then their wish will come true. Alternatively couples release one Krathong each, hoping they will float away together, a sign of everlasting love.
By the end of the evening, there are hundreds of flickering lights bobbing up and down on the water. Quite often there are also firework displays as well as shows. Overall it is a really memorable evening. On the beach, a more modern trend is to release flying lanterns and a pretty impressive sky can be seen at night. The memory of that woman who made the first Krathong is often remembered in beauty contests called “The Noppamas Queen Contest”. Around Hua Hin and Cha – Am there will be plenty of eating and partying at local venues. Just head for the beaches and waterways to be involved. The most popular locations for local people is where a waterway flows into the sea. Krathongs then start their journey in the waterway before heading out to the open ocean. What the Kids Say About Loy Krathong (sic) Wararat: “On Loy krathong Day the moon was full in the sky. I made a krathong to float on the river. Then my family went to the river by motorcycle. I saw many people come to float their krathongs on the river to thank the Mother of Water. I lighted the incense sticks and candle in my Krathong and I took a vow. After, I played fire crackers with my brother. Then, we went to
watch the Miss Noppamas Competition.” Sunatee: “Loy Krathong means to float a banana leaf cup on water. We do this to ask Mother of Water to forgive us for polluting the water. On Loy Krathong Day there is a full moon in the sky and there is full water in the river. We float our krathong in the river with our parents. On Loy Krathong Day we feel very happy.” Sasiprapa: “Yesterday was Loy Krathong Day. I made a Krathong with my aunt. I used banana leaves to make my Krathong. I decorated my krathong with flowers. I played fire crackers with my brother. I then put 1 baht in my Krathong. I lighted the candle and incense sticks and as I floated it on the river I made a vow.” Make Your Own Krathong You will find Krathongs for sale by vendors wherever there is water. However for the personal touch and especially for children, making your own results in the festival being even more memorable. You will need access to a ‘slice’ of a banana trunk for authenticity, but any base that is stable and floats will work. 1. Cut a slice of banana trunk (around 20 to 30 mm thick) – this will be the Krathong’s base. Banana trunk is recommended because it easily serves as the Krathong’s natural floating base. 2. Attach some leaves of banana around the sliced banana trunk with the leaves are pointing upward. Use small pins to hold the leaves into place. 3. Attach another layer of banana leaves but this time attach the leaves over the joins of the first layer. 4. Trim the lower parts of the banana leaves so that they are level with the base of the sliced banana trunk. 5. Beautify your Krathong with flowers until only a small space is left to place a candle and other items. 7. Finish the Krathong by placing a small candle, three incense sticks and some coins on the base. Betel nuts are optional additions. The candle stick will serve as a light as the ceremony is celebrated at night. Candles and incense sticks are used to drive away bad spirits and coins symbolise prosperity. Betel nuts serve as food offering to the gods. You can add your own personal ‘symbols’ in keeping with the spirit of the occasion. Finally set alight the candle and incense sticks and set it free on the water. Think about letting go of any anger, grudges and other negative feelings. A great start to the new season to come!

This month we have a comparison of the differences between life in Thailand compared with the experiences of visiting England. Our thanks to Martha and her teacher Deb Buckle; we guess she is lucky to be able to enjoy the pleasures of both worlds!
Comparing Houses in Different Countries
It is lovely when I go back to England there is no traffic unlike Hua Hin where there is always traffic. I love arriving in England and entering my grandma’s house and sitting in front of the fire. It’s strange because when I get back to Thailand instead of going to sit in front of the fire, I go and jump in the pool or go to a cool room to cool down.
Once a year I return to my Grandma’s house in England. She has a big three story house in the country compared to my own house in Thailand, which is big but is only a one story house.
I love Thailand because I can swim every day unlike England where it is too cold to swim. In England the streets have no stray dogs because all the dogs go to the pound to try and be rehomed but in Thailand there are strays or soi dogs on the street.
Both houses have three bathrooms. Back at my Grandma’s she and her dog ‘Chestnut’ have an amazing garden full of flowers and amazing smells. My garden is lovely but does not have these amazing smells that my Grandma grew. I have 4 cats that climb our trees.
I like going back to England to a carpeted floor and then back to Thailand with a cold tiled floor. England and Thailand are almost opposite because Thailand has air con compared to England which has heaters in each house. The houses in Thailand have lovely white walls but

Why Is Laughing Good For You? Have you ever count how many times you laugh per day? Some of you might say ‘‘I laugh all day” or “I laugh so much that I lose count”. Some of you might found so little humor in your day that you can count how many times you laugh. When the weather is gloomy and with a very intense political situation, you might feel depressed and stressed very easily. Nevertheless, we can never live our life without a little laughter and some humour. Feeling happy, having humour or laughing actually have lots more benefits that most of us know, which is the subject of this article! In general, laughing can be divided into 2 types. First, natural laughing from humorous stories or a narrative or any events in your daily life. Second, laugh therapy – a laugh you let out intentionally; meaning that you make yourself laugh without any humor. 16 Delegates representing a total of twenty-one countries were present at the 2015 Asia Pacific Golf Summit which opened in the City of Singapore on October 14th. A highlight of APGS 2015 was the staging of the Annual Asian Golf Awards on 15th October; the golf industry’s ‘Academy Awards’ where top performing golf clubs and individuals were recognised by their peers in a total of 48 award categories. “We believe that our industry is all about people and the quality of service they offer to golfers and we feel that the time has come for us to recognize the people behind the wonderful golf experiences that we get to enjoy in Asia,” said Mike Sebastian, chief executive officer of the Asia Pacific Golf Group, the owner of the Asian Golf Awards program. Hua Hin Clubs Black Mountain and Banyan were standouts, winning a total of 16 of these awards. Black Mountain Golf Course was awarded a total of six Awards including Best Course in Asia Pacific for the second year running. Banyan Golf Course received a record breaking 10 Awards. The highlight was winning Best Club Experience in Asia Pacific. According to Banyan Golf Club’s general manager Mr. Stacey Walton no other golf club in the region has won this many awards in the 16-years history of the Asia Golf Monthly Awards. 17 US Survives Nail-Biting Finish To Win Presidents Cup By One Point The United States has won the Presidents Cup by one point against the International Team on 11th October, with Bill Haas securing the winning point against home hero Korean Sangmoon Bae in the final singles match on the 18th green. The 11th staging of the biennial team match play contest, held in Korea and Asia for the first time and with Thongchai Jaidee as Thailand’s first International Team Member, went down to the wire in front of large galleries at the Jack Nicklaus Golf Club Korea with Haas notching a thrilling 2-up victory giving the U.S. Team a 15.5 to 14.5 win, which was its ninth in the series and sixth consecutive success. The decorated Thai star, who holds 13 Asian Tour titles and three Order of Merit crowns, contributed 1.5 points to the International Team that also featured fellow debutant Anirban Lahiri of India.
While the International Team lost by the narrowest of margins to the U.S. team after four days of intense battle, Jaidee remains upbeat that the fortunes will swing back to his favour soon. “The contest was very close. We lost by only one point. It doesn’t matter as we tried our best. 418 Amazing Days in the Jungle with Jungle Aid It has been one of the greatest and unique experiences I have had since being in Thailand. We all know that there areremote villages that don’t have the very important things to life, but only a few of us haveseen the reality.
Thankfully Emma told me about what they really need, so I left the candies at my office and brought something that would be more useful for the kids.
I had the chance to go on two trips with the Jungle Aid Team. The team is made up of people from all around the world. The founder Emma is nurse from England, the doctor from Holland, Prabhjeet is anengineer from India, Samuel is an osteopath from France, Gary from England, Paula is a nurse from USA, two Thai students from Webster help with translations, Charlotte is from France, Ashley is a Medical student and a 17 year old girl from UK. These remarkable individuals are just some of the Jungle Aid Team.
In our first trip we visited Palau Noi Village; 2 hours from Hua Hin via a pretty rough road. The village has 200 residents and the small houses are alongside a river in the jungle.
All these people give their personal time to help people in need, getting in return not money, but love from the people. The team is not the same everytime, depending on who is available. I didn’t know what to expect so my excitement started a week earlier when I received the email from Emma with the invitation to join them on their next trip! I didn’t want to go emptyhanded so I went to buy some gifts for the young members of the village. I thoughtI would take some sweets and games to play with them. Buying sweets was not such a good idea as the kids don’t have good dental care. They need more basic things such as toothbrushes and toothpaste.
Before we entered the village we were stopped so the leader could attend to an emergency case in another village. A 42 year old lady who had lost her daughter some time ago hadn’t eaten or taken a drink for 10 days; her condition was life threatening. The Jungle Aid Team found that she had hepatitis and needed hospital as soon as soon as possible in order to live. The expenses would be covered by Jungle Aid. The family of the woman thanked the team and showed their appreciation withbig smiles. The Team was then asked to attend a man who couldn’t move his right leg and hand. He was asked, but didn’t know how old he was. The doctor said that it was probably a stroke and the osteopath showed him some exercises to help him move; slowly-slowly. We then jumped into the vehicles, trying not to get lost in the jungle. In the main village we were welcomed by 40 kids and all the young mothers waiting in their Church-Community house. We split into 4 teams; 2 medical, 1 with the engineers and the rest stayed to distribute the food, donations and entertain the kids who were adorable.

Young mothers with more than 5 kids each made a line to check their babies’ and their own health.Most of us think that Thai women are older than how they look but here that is reversed. Because of the hard lifestyle, really young women look much older than their age and babies 2 years old look more like a 6 month old baby.
This time we visited a house where 20 kids are living so they can go to school together along with 7 adults, mostly pregnant women. After the medical check, Jungle Aid provided bicycles to the children to attend school, backpacks, additional mosquito nets ,medical apparatus for the local nurse, rice and medicine supplies.Jungle Aid supports all the accommodation and transportation costs for children to go to school.
The medical team diagnoses and treats them but also try to educate how to prevent future health problems, starting by feeding their babies correctly. When the medical checkup was completed, we had a lunch together,sponsored by Banyan The Resort. Just leaving we distributed the clothes donated to the BECC and other individual donations. The kids, women and the men of the village were there and very happy to receive these donations. I felt lucky to spent this time with the kids who showed me around their homes. I hope to be able to visit them again soon.
The people of the village love the Jungle Aid Team members and looks forward to seeing them every time. Jungle Aid team is doing a fantastic job out there. We wish them good luck in their mission to improve the life of those struggling in theirjungle villages. Their action is really an inspiration to show how their world can be better a better place with some help.
The second trip was a little different. We drove 4 hours south of Hua Hin to Bang Saphan which is the most remote village supported. Here there are 11 houses and 54 people on the Thai side of the border with Myanmar. Jungle Aid has conducted 9 medical visits and treated 126 patients. Mosquito nets have been provided to each house, a local nurse with medicines has been

20 The ‘Power’ Behind the Power of Love Children’s Home Andrew Stocks is the founder and now Chairman of the Board of Directors for the very recently opened Power of Love Children’s Home in Hua Hin. Describing him as ‘the power’ behind this operation is not about his physical attributes or even financial contributions. It’s about the power of his ideas, determination and ideals which have led to the Children’s Home coming to fruition.
We met with Andrew and Staff Members Khun Orasa Kumram and Khun Panaya Prachuabmoh at the Children’s Home at Kao Takiab to gain a greater understanding of the Home’s purpose and progress. But first one clarification is required. The words ‘orphanage’ or ‘orphans’ are inappropriate in describing this Children’s Home or the kid’s now in residence. Many homeless and destitute children may well have living parents but their need remains. Being parent-less is not a pre-requisite here. Additionally the word ‘orphanage’ conjures up images of institutional care or even the workhouses featured in the novels of Charles Dickens classic novels – “Please Sir, I want some more”. These institutions have long been discredited internationally as a way to nurture children in need; this Children’s Home is very different. Children’s Homes come in all shapes and sizes. The Power of Love Children’s Home provides a comfortable, spacious, attractive and well equipped home in line with Andrew’s insistence that the children will be offered the best opportunity in life; not just a roof over their heads. A swimming pool is on the ‘wish-list.’ This is their chance to experience what is possible without the oppression of poverty; to believe that they can achieve greatness in their chosen vocation at the highest level.
“We want them to become doctors, teachers or even a future Prime Minister; to be able to realise their dreams.” One of the strategies is in line with Andrew’s own childhood; being exposed to adult company and social situations at an early age so they may feel comfortable in any setting.
Some criticism of this model and Andrew’s own input is probably inevitable. As he says; “I sometimes see negative comments on Facebook and I take no notice at all. I know what we are doing is good work. I don’t let a few negative people stop me going ahead and helping the people of Thailand.” Lobbying for sponsorship is another source of criticism from those who think he should just go ahead and fully ‘bankroll’ the Children’s Home. It’s well known that Andrew’s financial resources are substantial to say the least. From Andrew: “I do have a large amount of shares in Lloyd’s banking Group however I help many charities and I spend the largest proportion of my income on helping others in need.” “I wanted this to be an independent organisation that can go on helping children and adults forever, long after I am not around anymore. It needs to stand on it’s own feet as an organisation.” Perhaps this in line with the principle that teaching the hungry how to catch fish is a much more beneficial than just giving them the fish? Taking care of children who have experienced physical, emotional and psychological distress will always have its issues. The Children’s Home is taking a ‘slowly, slowly’ approach. There are currently five boys at the home and five female staff. The management is cognisant of issues such as providing male role models and the future mix of boys and girls as the number of children increase.
It will be sometime before the capacity of around 40 -50 is reached. Apart from financial constraints, the assignment and management of staff must be carefully considered. House ‘Mum’ Khun Orasa experienced her own childhood at a real orphanage in Buriram, an experience which thankfully for her was a positive one. That experience is invaluable in her current role. Andrew and the staff are also aware of the child abuse issues that have plagued many children’s institutions. Maintaining a focus on the safety and well-being; emotionally and physical of those in care will always be important. Ongoing sponsorship of the Children’s Home will remain a necessity. Initially sponsorship has been generous in relation to the building and equipment, but the ongoing running costs will also require funding and practical assistance. Sponsor a child? Hua Hin now has a high standard Children’s Home with all the mod–cons; a wholesome environment and with dedicated staff and management to ensure that the welfare and best interests of children in their care is always at the forefront. This organisation deserves the support and encouragement of the community with this very worthwhile endeavour.

Since opening the college doors, it has been one of the leading fashion schools, design schools and art schools in Italy and Europe for artistic, professional and linguistic training at post-secondary and university level. AN EVENING OF FASHION AT MOYO A special opportunity for the Accademia Italiana’s fashion design students happened on September 17 at Moyo in Florence. One of the most stylish bars in Florence showcased a team of six designers as part of Vogue’s Fashion Night Out, an event speaking the language of fashion that invaded the city all night long. In the spotlight: Sarah Ciampalini with her minimalist aesthetic expertly mixing two colors, black and white; then the aquatic prints of Elisa Bartolini‘s collection, displayed in long, elegant designs modeled among the tables of the bar on Via dei Benci, along with Giulia Marchesi‘s “double personality” outfits inspired by Pirandello that stood out for their tailoring. Among the other designers, Deborah Colonnelli concentrated her creativity on Victorian England, in amazing capes made of synthetic fur. The unusual fashion show also included a masculine presence, in the unconventional designs of Jovan Stevanovic and Fernanda Gracia Pena. The former focused on chromatic contrasts and psychedelic prints, and the latter on the use of unexpected materials such as pieces of plastic woven into fabric. A successful event that once again demonstrated the Accademia Italiana’s involvement in the city through glamorous initiatives, in this case in the realm of fashion design, the leading program of the school.

28 Hua Hin Outperforming Other Thailand Property Markets Other property markets in Thailand have slowed but Cha Am, Hua Hin and Pranburi still continued to grow slightly over the past few years. Many condominium units are expected to be completed and transferred in the towns of Cha Am, Hua Hin and Pranburi during the second half of 2015, with most developers trying to attract more buyers during the economic slowdown by keeping the same selling prices, or by introducing minor increases. According to Colliers International Thailand in its latest market report on the resort market in the area, Thailand’s economic situation is still not meeting government expectations. Most Thais are not confident with their financial situation so have postponed buying any property-buying decisions for fear of long-term debt. All property and real estate developers are more concerned with the demand situation so have most held off on launching their new projects in the second half of 2014 and the first six month of 2015. Only 810 condominium units and one housing project with six units were launched during the first half of 2015, and the real estate firm reported that a lot of unsold units are still available on the market, especially condominium units that were launched during the past few years. The average prices in the condominium and housing market only increased by between 3 percent and 5 percent from 2014 as all developers attempted to attract more buyers by keeping the same selling prices or increasing them only slightly. According to the real estate firm, the major buyers in the Cha Am, Hua Hin and Pranburi market are Thais, so the area has not been impacted as much as other resort property markets by the decreasing number of Russians. Approximately 22,780 condominium units were launched between 2011 and the first half of 2015; around 66 percent were in Cha Am, 20 percent were in the Hua Hin coastal area, 9 percent were in the Hua Hin inland area and 5 percent were in the Pranburi area. The Hua Hin Inland area is the main location for housing development due to lower land prices than in the coastal areas.
Most foreigners that are staying in the Cha Am, Hua Hin and Pranburi areas are already retired and opted to live in Thailand because of the lower cost of living, the convenience and safety, as well as the international hospitals in the area. Most condominium units that were sold in the past few months were priced between THB 3 million and THB 5 million per unit. Many low-level condominium units were launched in the past few years, but mid- to low-level buyers are not as confident in their financial situations so postponed their buying decision and will likely do so for the remainder of the year. Looking forward, Colliers said that all developers will postpone launching their new condominium projects during the second half of 2015 and wait for the market to recover and for a better economic overview. All property markets in Thailand have slowed, but Cha Am, Hua Hin and Pranburi still continued to grow slightly in the past few years.

Robert Rystrom is the owner of Hua Hin’s latest rooftop bar and lounge, the doors will be opening at the end of this month. During this interview, he talks about how this venture began and what customers can expect. Why did you decide to open a rooftop lounge? Before I moved to Thailand about 13 years ago, I made myself a promise to never buy or operate a bar here. I had heard all the stories of people losing their money and going home broke. However after having lived in Bangkok for almost 10 years, I rarely saw quality bars shut down. After living in Hua Hin for the last 2 years,
I missed a place that you could go and socialise and wind down after a busy day’s work. So the idea came up to try and do something different to the beer bars and offer quality drinks somewhere with a pleasant ambience accompanied by live music or DJs. We found the perfect spot on top of G Hua Hin Resort & Mall! What is the style of the place? We will strive to be a place where tourists and locals can socialisein an environment similar to the best bars in Bangkok. We will have live bands playing and also DJs. East really has two sections;a bar section where you can sit and enjoy the live band playing or you can relax in the lounge area with our large comfortable sofas. What will you be serving? We are focusing on quality cocktails and other drinks. The motto is ‘quality over quantity’, meaning we take time to prepare every cocktail. Additionally twoof our quality drinks will be the equivalent of threeelsewhere. You can also choose if you want 3cc or 5cc of alcohol in each drink, something we haven’t seen here before. We will also serve easy finger foods and creative snacks to accompany the drinks. We are not really a restaurant, but it’s always nice to have something small to eat with drinks when you are socialising. So many bars fail in their first year; how do you think you will survive? I believe that the quality we will provide will make customers come back, together of course with some creative marketing. There will also be many social events throughout the year; I am positive that we will survive the first year and thrive!
What is your experience in the field To be honest I have mostly been on the other side of the bar, however our Manager has several years of experience as both an F&B Manager and bartender restaurants in Sweden and cruise ships. He has created a fantastic list of unique signature drinks that have to be tried. Can you give us an example? Well, a theme has been to play with spicy and sweet ingredients and as we are in Thailand, chili and wasabi are some of the ingredients. I’m a wandering spirit, I’m a lost and lonely soul” ‘Wandering Spirit’ sees Jagger with a raw, guitar-based palette; “If you look at it, there are only maybe three rock

These awards were handed out at a dazzling ceremony at the Impact Muang Thong Thani, with 117 Thai enterprises conferred the kingdom’s top tourism awards in recognition of their contribution to upgrading the quality, professionalism and service standards of Thailand’s largest foreign exchange generating economic sector.
From the luxurious world-class retreats to a quick THB 400 Thai massage offered on most streets, it is not surprising Thailand received its well-deserved recognition at the first annual World Spa Awards. The gala dinner to celebrate the winners was held in Da Nang, Vietnam.
The red carpet ceremony at InterContinental Danang Sun Peninsula Resort in Vietnam was hosted by Vietnam TV superstars Anh Quan and Minh Ha and offered the finest cultural entertainment and a gourmet dinner alongside the unveiling of the awards.
Ranging from spas to homestays, community-based tourism associations to national parks and animal protection institutions, the winners of the Thailand Tourism Awards were specifically judged on the criteria of highlighting Thai culture, protecting the environment and contributing to society. The vast majority of them, especially the hotels and tour operators, were small- and medium-sized enterprises, owned and operated by Thais. 34 The New Toyota Hilux Vigo – Don’t Panic When The Engine Stops!
Our last test drive was a little unusual. Typically we decide on a destination, somewhere that gives us opportunity to explore somewhere of particular interest. This means some planning but offers another purpose for the drive. This time the first mission of our test drive was to visit the new premises of Global Tuk Tuk in Tha Yang, but that’s another story. After that we headed inland, vaguely hoping to find the way to Khao Phanoen Thung. This is a 3,578 ft / 1,091 m mountain peak in Kaeng Krachan National Park. This should have been a good test for the traction and four-wheel drive capability of our ‘borrowed’ Toyota Hilux Revo! The good news – we followed the signs and found the entrance to the Khao Phanoen Thung road; the bad news – the road was closed. In hindsight this should have been anticipated, it is the wet season after all.
Memo to those exploring the hinterland: take the time to plan your journey! But let’s return to the test vehicle. Khun Tanawat Pikluntong from Toyota MuangPetch introduced us to the test vehicle with full attention to detail. He describes himself as a trainer and he seemed to appreciate that driving his vehicle would be a little different to driving my usual 10 year old sedan. The Revo was only released in Bangkok in May this year as a replacement for the now aging Vigo. My first impression and comment to my test ‘co-pilot’ was that I felt like I had just entered the cockpit of a jet fighter. The central dashboard comes with a large ‘floating’ touchscreen display as well as Corolla Altisesque central HVAC vents above and its controls below. It is also equipped with push button start, automatic climate control, cruise control, rear HVAC vents and more. The instrument cluster sports a larger multiinformation display that feeds details like instantaneous fuel economy, average fuel efficiency, distance to empty and service interval reminder.
Clearly I would need some training and time to get the most out of what was on offer. However once underway, it became apparent that despite my lack of familiarity this is a ‘driver-friendly’ vehicle, no pilot’s licence required. Creature comforts include a cooled glove box, multi seat positions and I have to say a steering wheel which had added to the feeling of control. The stop-start feature however remained somewhat disconcerting. This means that long stays idling in stopped traffic results in the engine turning itself off, but then immediately restarting with any brake release or acceleration. Although this is common in motorcycles, I’ve never experienced this in a four-wheeled vehicle, so it was hard to resist the panic which follows a vehicle ‘stalling’. The benefits in fuel saving far outway my initial discomfort. Toyota has also equipped the Hilux’s cabin with safety equipment such as 7-airbags, ABS, EBD, BA, Trailer Sway Control, VSC, Downhill assist control and Hill Assist control.

Externally the new Toyota Hilux Revo comes with a design that falls in line with the company’s design philosophy. It’s a step up from the aged design of the Hilux Vigo and gives the Hilux line a fresh face. It sports a large set of projector headlamps with DRLs that flow into a trapezoidal 3-slat grille, somewhat similar to the new Toyota Corolla Altis. The lower fascia has been made simple, featuring a single air inlet and fog lamps on both sides. The hood ditches the tacky air scoop, leaving the pickup with a simple and clean front end. As many purchasers of this type of vehicle have no intention to fill the rear cargo bed with pineapples or use it for any other commercial purpose, a softer chassis setup for a more car-like driving experience and a classleading amount of safety features add to the appeal of those who are more interested in presentation hardnosed performance. Our test vehicle was coloured ‘Attitude Black’ which would also appeal for drivers with a driving ‘attitude’.
The signs had led us along a very pot-holed and degraded back entrance road, so we did experience the Vigo’s ability to negotiate these conditions. I would have been cringing driving my older sedan, but a relaxed and comfortable ride in this quality machine was experienced. It isn’t surprising to see how Toyota is making loud noises with its all-new Hilux Revo, judging from the lavish world premiere it staged in May followed by a series of promotions. It’s a more than worthy successor to the Vigo. Our thanks to the Toyota MuangPetch crew for the opportunity to ‘pilot’ the latest Toyota vehicle.
After leaving behind the disappointment of our attempted visit to Khao Phanoen Thung, the roads heading more or less south (routes 3410 or 3510) offer green landscapes between green mountains and wandering rivers; a pleasant scenic ‘Sunday cruise’. Then we spotted a sign towards Chang Hua Man, the King’s Royal Project, so a diversion to revisit this working farm property displaying trial crops and best sustainable agricultural practices. That’s yet another recommended day trip and alternative Thai cultural experience.

36 Some Offbeat Days To Celebrate in November It’s a bit unusual to have a designated month for one style of cuisine; November is known as Turkey Month. It might be a great excuse to roast dinners all the trimmings, though in Thailand that may not be all that easy, but there are plenty of unusual holidays to fill your November days with celebration.

Your Country’s National Day If you are not Thai then you will probably want to acknowledge your home country’s National Day in one way or another. Try to find a restaurant featuring the cuisine and traditional activities familiar to you. In November here are four prominent National Days. November 9th Cambodia Independence Day
Or as we like to call it, “Discover the science project you didn’t know you had growing in your refrigerator Day.” No, this day does not commemorate the great Egyptian king’s birthday. On this day in 1922, British archeologist Howard Carter and his crew discovered the entrance to King Tut’s tomb. This monumental discovery was one of the greatest archaeological achievements of the 20thcentury, and remains a huge attraction. The least we can do is take a day to honour it. NOVEMBER 18TH: USE LESS STUFF DAY Although the advertising industry works terribly hard to convince us that we never quite have enough stuff, many of us probably use way more stuff than we need. Take the day to reflect on exactly which kinds of stuff are excessive in your day-to-day life, and how you might reduce using said stuff. Or at least clear room for all the new stuff you’ll be getting soon for the holidays. NOVEMBER 19TH: WORLD TOILET DAY A holiday devoted to the John, the Pot, the Latrine, the Porcelain God? Sounds like the brainchild of a group of 5th graders. In fact, it’s an international event dedicated to destigmatizing toilets and address the challenges of global sanitation. Billions of people in the world do not have proper access to toilets, but also that in addition to being vital to life, toilets can be “fun and sexy.”
Cambodia was a French protectorate for 90 years before it gained independence from France on November 9th, 1953. The principal celebrations are held in the capital city of Phnom Penh, beginning with a morning ceremony at Independence Monument, usually with the King of Cambodia in attendance. The eponymous man behind the infamous “Gunpowder Plot” planned to blow up Britain’s Parliament in 1605, spawning annual bonfire celebrations, effigies, and creepy masks for centuries to come. It was Parliament that declared November 5th as a day of celebration to commemorate their foiling of Fawkes and company’s plot, but it’s Fawkes’ mischievous spirit that pervades the festivities.
Latvian Independence Day commemorates declaration of independence of the Republic of Latvia from German and Russian occupation on November 18, 1918 after the end of the First World War. The People’s Council of Latvia proclaimed independence in the building that today houses the National Theatre in Rīga.

You may be hard-pressed to find anyone who believes men are internationally underrepresented, but someone still deemed the male gender worthy of a worldwide holiday. The theme of this year’s men’s day is health, more specifically “Helping Men and Boys Live Longer, Happier, and Healthier Lives.” We can’t argue with that! NOVEMBER 28TH: RED PLANET DAY Brass on the outside, woodwind on the inside, the saxophone has created sweet, sweet baby-making jams for more than 150 years. Invented in 1846 by Belgian instrument-maker Adolphe Sax, the saxophone has since become a staple of both modern jazz and classical compositions.
The fourth planet from the sun, and home to a future dystopian civilization according to Total Recall, gets its own day of honour in November. Plot out your dream Mars colony, wear all red, or perhaps read stories of the Roman God of War—whatever Red Planet activity suits your fancy!

Founded in 1998 by an organization called the World Kindness Movement, this international holiday encourages everyone to look deep into their hearts past religion, race, and other differences to do something nice for their neighbors and/or humankind.
Despite its close association with cowboys and honky tonk bars, the square dance actually originated in Europe in the 17th century. However, the United States has since taken over its cultural reins, so much so that 19 states have declared it their official dance. If you have yet to try this folk dance, take your partner by the hand and swing him/her down to the nearest hootenanny.
Many festive events take place through the country on Latvia’s National Day, including a nationally televised address to the people by the President of the Republic of Latvia. In recent years this speech is given before large crowds in the square by the Freedom Monument in Rīga. November 22nd Lebanon Independence Day Lebanon gained independence on 22 November 1943. The day is celebrated to commemorate the liberation of Lebanon from the French Mandate. Beirut; the capital of Lebanon, is the main hub of activity. Here celebrations are held with pomp and glory. You can also witness a grand parade featuring Lebanese and military dignitaries. November 28th Albania Independence Day Dita e Pavarësisë (“Independence Day” in English) was declared in 1912 by Ismail Qemali, founder of the modern Albanian state and its first head of state and government. After five hundred years of Ottoman domination, an independent Albania was proclaimed on November 28, 1912. The Albanian flag is ceremonially raised in Tirana, Albania’s capital, with the presence of the President, Prime Minister, Tirana’s mayor, and other officials. They also visit the national martyrs’ cemetery.

20 38 The Sanae Beach Club – ‘Hua Hin’s Claytons Getaway’? First an explanation....................‘Claytons’ was the brand name of a non-alcoholic drink, coloured and packaged to resemble bottled whisky. It was the subject of a major marketing campaign in Australia and New Zealand in the 1970s and 1980s, promoting it as "the drink you have when you're not having a drink". The product has long since disappeared from the market but the slogan lives on in that vernacular. A ‘Claytons’ is now something that is not quite the real thing. For example, a common-law couple might be described as having a ‘Claytons marriage’. An unqualified handyman could be referred to as a ‘Claytons carpenter’. The point of this somewhat longwinded introduction is so our description of the Sanae Beach Club as ‘Hua Hin’s Claytons Getaway’ makes sense. What we’re really trying to say is- “the getaway you can have when you’re not really getting (too far) away”. Sanae Beach, which is just a 20 minute drivesouth from downtown Hua Hin, offers this sort of unique getaway. The beach is very different from others within easy reach. It’s a cove with a large rocky headland at each end of a superb sandy beach which is probably less that one kilometre in length, with the Beach Club as the only development of note. The feeling
is one of tranquility; ‘far from the maddening crowd’, something like an island retreat, but with no need to go to Phuket or Kho Samui!
One feature of the beach is the relatively deep water just off shore; you’re swimming only a metreor two from shore. Although you’ll also find a salt water pool on site if that’s your preference. To add some mystic you’ll find statues of an amorous couple at the northern end of the beach, perhaps early discoverers of this romantic setting. There’s also plenty to explore if you’re in the mood for the exercise(climb the headland) and a Thai beach restaurant or two are just a stroll away. As for staying for a night or two (or longer), choose between a sea view and a garden view single level bungalow. All have an outdoor terrace at the front and a king size bed. The sea view bungalows have an additional outdoor shower as yet another romantic touch. The bungalows are contemporary (the Club only opened in January this year)in a Thai style, spaciousalthough inconspicuous. They are only a few steps away from dining, poolside relaxation and our favourite; a sunken lounge area with very colourful cushions everywhere, perfect for an afternoon snooze!
We enjoyed a flavorsome casual lunch during our visit with the affable host Michael (pictured). His experience comes from the restaurant and hospitality scene of Vienna and he is passionate about fine cuisine. He’s taken a personal approach to ensurethe standards of the Club kitchencuisine, service and menu provide the best of European and Thai food with your gastronomic pleasure in mind. Try carpaccio with roasted pignolia, beef bouillon with pancakes, au gratin chicken on curry cream sauce with almond rice then finish with Vienna apple strudel with whipped cream wow! He’s also on the Board of the Royal Hua Hin Rotary Club and when prompted will tell you all about their community involvement. 6 เพชรบุรปี ระชุมเตรียมการจัดพิธถี วายดอกไม้จนั ทน์ในงานพระราชพิธี พระราชทานเพลิงพระศพสมเด็จพระญาณสังวร สมเด็จพระสังฆราชฯ ทีห่ อ้ งประชุมชัน้ 1 ศาลากลางจังหวัดเพชรบุรี (หลังเก่า) นายสนิท ขาวสอาด ผูว้ า่ ราชการจังหวัดเพชรบุรี เป็นประธานการประชุมเตรียมการจัดพิธถี วายดอกไม้จนั ทน์ในงานพระ ราชพิธพี ระราชทานเพลิงพระศพสมเด็จพระญาณสังวร สมเด็จพระสังฆราช สกลมหาสังฆ ปรินายก ของจังหวัดเพชรบุรี โดยมี พระวชิรธรรมคณี เจ้าคณะจังหวัดเพชรบุร(ี มหานิกาย) พระศรีวสิ ทุ ธินายก เจ้าคณะจังหวัดเพชรบุร(ี ธรรมยุต) พระครูวชั รสุวรรณาทร เจ้าคณะอำ�เภอ เมืองเพชรบุรี และพระครูวทิ ติ กิจจานุรกั ษ์ ผูช้ ว้ ยเจ้าอาวาสพระอารามหลวงวัดคงคาราม ร่วม ด้วย นายธวัชชัย รักขนาน ,พ.ต.ท.ม.ล.กิตบิ ดี ประวิตร รองผูว้ า่ ราชการจังหวัดเพชรบุรี นาย ณัฐวุฒิ เพ็ชรพรหมศร ปลัดจังหวัดเพชรบุรี และหัวหน้าส่วนราชการทีเ่ กีย่ วข้อง ทีป่ ระชุมได้รบั ทราบแนวทางทีก่ ระทรวงมหาดไทยกำ�หนดให้ทกุ จังหวัดดำ�เนินการ โดย ทุกจังหวัดและอำ�เภอ จัดพิธถี วายดอกไม้จนั ทน์ในวันพุธที่ 16 ธันวาคม 2558 เวลา 16.30 น .โดย จังหวัดเพชรบุรรี ว่ มกับอำ�เภอเมืองเพชรบุรจี ดั ที่ วัดคงคาราม /อำ�เภอบ้านลาดทีว่ ดั ช่อ ม่วง / อำ�เภอบ้านแหลมทีว่ ดั ต้นสน/ อำ�เภอชะอำ�ทีว่ ดั ห้วยทรายใต้/อำ�เภอท่ายางทีว่ ดั ท่าคอย/ อำ�เภอแก่งกระจานทีว่ ดั แก่งกระจาน/ อำ�เภอหนองหญ้าปล้องทีว่ ดั หนองหญ้าปล้อง /ส่วน อำ�เภอเขาย้อย นายอำ�เภอแจ้งว่าเนือ่ งจากวัดห้วยหลวงแม้จะเป็นวัดเจ้าคณะอำ�เภอแต่สถานที่ ไม่กว้างขวางพอเกรงจะไม่สะดวกเนือ่ งจากประชาชนจะมาร่วมงานจำ�นวนมาก ประธานจึงขอ ให้นายอำ�เภอเขาย้อยหารือเจ้าคณะอำ�เภอเพือ่ หาวัดทีม่ สี ถานทีเ่ หมาะสมและให้แจ้งให้จงั หวัด ทราบ
ในการจัดพิธถี วายดอกไม้จนั ทน์ ห้ามไม่ให้มกี ารจุดพลุและใช้เสียงประกาศใดๆใน ระหว่างจัดพิธถี วายดอกไม้จนั ทน์ของประชาชนและขณะทีพ่ ระสงฆ์ก�ำ ลังประกอบพิธี ทีป่ ระชุม ได้หารือถึงจำ�นวนพระสงฆ์ในพิธโี ดยประธานมอบหมายสำ�นักพระพุทธศาสนาจังหวัดหารือเจ้า คณะอำ�เภอเพือ่ ความเหมาะสมและเพือ่ ความพร้อมเพรียงเป็นไปในแนวทางเดียวกัน สำ�หรับ การจัดดอกไม้จนั ทน์มอบหมายวัฒนธรรมจังหวัดเพชรบุรแี ละนายอำ�เภอเพือ่ จัดทำ�ให้ทนั เวลา โดยอุดหนุนกลุม่ โอท็อป ในวันดังกล่าวทีว่ ดั คงคารามจะมีการจัดนิทรรศการพระประวัติ พระ กรณียกิจ ของสมเด็จพระญาณสังวร สมเด็จพระสังฆราช สกลมหาสังฆปรินายก การแสดง มหรสพวัฒนธรรมไทย ตลอดจนมีการติดตัง้ โทรทัศน์เพือ่ ให้ผเู้ ข้าร่วมพิธรี บั ชมการถ่ายทอดสด พระราชพิธจี ากท้องสนามหลวง จังหวัดเพชรบุรจี งึ ขอเชิญชวนประชาชนทุกท่านร่วมพิธถี วายดอกไม้จนั ทน์ในงานพระ ราชพิธพี ระราชทานเพลิงพระศพสมเด็จพระญาณสังวร สมเด็จพระสังฆราช สกลมหาสังฆ ปรินายก ของจังหวัดเพชรบุรี ในวันพุธที่ 16 ธันวาคม 2558 เวลา 16.30 น ณ วัดทีจ่ ดั พิธี ในอำ�เภอของท่าน ส่วนในภาพรวมจังหวัดเพชรบุรแี ละอำ�เภอเมืองเพชรบุรที ว่ี ดั คงคาราม อำ�เภอ เมือง จังหวัดเพชรบุรี กนกวรรณ ผดุงขันธ์ ผูช้ ว่ ยประชาสัมพันธ์จงั หวัดเพชรบุรี ข่าว / ธีรพงศ์ บัวนิม่ ภาพ

ชมรมวูเมนส์คลับหัวหิน จ.ประจวบคีรีขันธ์ “แถลงข่าว” การจัดงานกาล่าดินเนอร์ประจำ�ปี 2558 เพือ่ หาเงินรายได้ 1 แสนบาทจัดหาซือ้ เครือ่ งมือแพทย์ให้ กับ โรงพยาบาลหัวหิน เวลา 17.00 น. วันที่ 14 ตุลาคม ทีโ่ รงแรม เชอราตัน ฯ หัวหิน – ชะอำ� จ.เพชรบุรี นส.ลิษา อึง้ เห่ง ประธานชมรมวูเมนส์คลับหัวหินพร้อมคณะกรรมการฯ ร่วมกันเปิด “แถลงข่าว” การจัดงานการ์ลา่ ดินเนอร์ ประจำ�ปี 2558 โดยมี นายนพพร วุฒกิ ลุ นายกเทศมนตรี เมืองหัวหิน นายมนตรี ชูภู่ รองนายกเทศมนตรีเมือง หัวหิน ร่วมเป็น “ประธาน” ซึง่ ในปีนง้ี านจะมีขน้ึ ในวันที่ 2 พฤศจิกายน ณ โรงแรมเชอราตันหัวหิน – ชะอำ� ตัง้ แต่ เวลา 18.00 น. ซึง่ ในงานดังกล่าวนี้ ผูท้ เ่ี ข้าร่วมเป็นหญิง
นัน้ ก็จะแต่งกายอยูใ่ นชุดแบบ “เซ็กซี”่ ในชุดดรีมทีม ชุด นางฟ้า ชุดราตรี ส่วนฝ่ายชายนัน้ ก็จะอยูใ่ นลักษณะของ สูทสากลหรือเสือ้ ฮาวายสีสนั ต่างๆ ซึง่ จะเป็นการบ่งบอก ถึงความสุขกาย สบายใจซึง่ ช่วงปลายของฤดูฝนต้นหนาว ของเมืองตากอากาศชะอำ� – หัวหิน กำ�หนดผูท้ จ่ี ะเข้ามาร่วมในงานนีไ้ ด้มบี ตั รเชิญ ออกไปยังหมูน่ กั การเมืองท้องถิน่ นักธุรกิจ ผูป้ ระกอบ การค้าประมาณ 250 ท่าน ซึง่ ภายในงานัน้ ก็จะมีอาหาร ทะเล อาหารฝรัง่ และดนตรีเอาไว้ตอ้ นรับทุกๆท่านทีไ่ ด้ มาร่วมในงาน เป็นรูปแบบของบรรยากาศแบบไทยๆ คล้ายๆกับในต่างประเทศยุโรป ซึง่ งานดังกล่าวนีก้ จ็ ดั ขึน้ มาเป็นปีท่ี 3 ของการก่อตัง้ ชมรมฯ นส.ลิษาฯ ยังกล่าวอีกว่า รายได้ในการจัดงานครัง้
นีก้ �ำ หนดเอาไว้วา่ 1 แสนบาทของรายได้กจ็ ะนำ�ไปจัดหา อุปกรณ์การแพทย์ทางด้านการรักษาโรคหัวใจให้กบั ทาง โรงพยบาลหัวหิน ซึง่ ยังขาดแคลนในอุปกรณ์สว่ นนีอ้ ยู่ เพือ่ ทีจ่ ะนำ�ไปดูแลรักษาผูเ้ จ็บป่วยทัง้ ชาวไทยและชาวต่าง ชาติ ซึง่ โครงการนีน้ น้ั ทางชมรมวูเมนส์คลับหัวหิน เชือ่ แน่ ว่าจะเป็นประโยชน์ให้กบั ทางสังคมทีส่ งู สุด ส่วนก่อนหน้านัน้ ในระยะเวลา 3 ปีทง้ั ในปีนด้ี ว้ ย ทางตนเองและคณะกรรมการฯ ทีม่ สี มาชิกอยูก่ ไ็ ด้รว่ ม กันดูแลช่วยเหลือผูย้ ากไร้ ผูป้ ระสบเหตุเภทภัยต่างๆ เช่น บ้านถูกเพลิงไหม้ เจ็บป่วย น้�ำ ท่วม มะเร็งเต้านมหญิงและ
อืน่ ๆ โดยมีทางคณะผูบ้ ริหารเทศบาลเมืองหัวหิน ส่วน ราชการ เป็นผูป้ ระสานขอความช่วยเหลือการทำ�หน้าที่ ทางสังคมนี้ เหล่าสมาชิกและชมรมวูเมนส์คลับ ก็ไม่ ย่อท้อเพราะถือว่ามันเป็นภาระหน้าทีร่ ว่ มทีจ่ ะต้องเข้าไป ช่วยเหลือ ซึง่ ก็จะต้องร่วมกันทำ�ต่อไป ส่วนตนเองนัน้ ขณะนีก้ เ็ ข้าสูป่ บี ริหารที่ 3 หมดวาระลงโดยจะมอบหมาย ให้กบั นส.ปรานอม ชูภู่ รองประธานวูเมนส์คลับ ขึน้ เป็น ประธานวูเมนส์คลับ สืบต่อไป เพราะฉะนัน้ แล้วก็ขอเชิญ ทุกๆท่านเข้าร่วมในงานประจำ�ปี และร่วมให้การสนับสนุน กับชมรมด้วยความยินดีตอ่ ไป

วันที่ 29 ก.ย. 58 ดร.ดิสธร วัชโรทัย รองเลขาธิการพระราชวัง และประธานทีป่ รึกษาโครงการคุณทองแดง The inspirations ให้เกียรติรว่ มแถลงข่าว เปิดตัวภาพยนตร์แอนิเมชัน่ “คุณทองแดง The Inspirations” ซึง่ ธนาคารกสิกร ไทย จับมือ เฟรชแอร์ เฟสติวลั สหมงคลฟิลม์ และพันธมิตรทางธุรกิจ ทุม่ งบ 150 ล้านบาท สร้างปรากฎการณ์ภาพ ยนตร์แอนนิเมชัน่ สุดยิง่ ใหญ่แห่งปีเรือ่ งนีข้ น้ึ โดยมี นางสาวไพลิน กองพันธ์ รองนายกเทศมนตรีเมืองหัวหิน และหน่วย งานต่างๆ ทีเ่ กีย่ วข้อง ร่วมงานฯ ณ ลาน Quartier Water Garden (ฝัง่ อาคาร HELIX) ชัน้ 5 ศูนย์การค้า เอ็มควอ เทียร์ สุขมุ วิท โดยบรรยากาศการแถลงข่าววันนี้ วงสินเจริญ บาร์เธอร์ส ได้โชว์บทเพลง “แอ้งแม้ง” เพลงประกอบ ภาพยนตร์ แอนิเมชัน่ “คุณทองแดง The inspirations” อีกด้วย
“คุณทองแดง The Inspirations” เป็นภาพยนตร์แอนิเมชัน่ สุดยิง่ ใหญ่ แห่งแรงบันดาลใจจากสุนขั ทรงเลีย้ งใน พระบาทสมเด็จพระเจ้าอยูห่ วั สร้างโดยฝีมอื คนไทย ใช้ทนุ สร้าง 150 ล้านบาท เพือ่ ร่วมปลุกจิตสำ�นึกความกตัญญู ความ ซือ่ สัตย์ และการสร้างคุณงามความดี อำ�นวยการสร้างโดย เฟรชแอร์ เฟสติวลั ร่วมกับสตูดโิ อชัน้ นำ�ของเมืองไทย ผลิต ภาพยนตร์แอนิเมชัน่ มีทง้ั หมด 3 เรือ่ ง ได้แก่ เรือ่ งหมาวัด,เรือ่ งทองหล่อ และเรือ่ งคอปเปอร์เพือ่ นรัก ซึง่ มาจากเรือ่ งราว บางส่วนในชีวติ ของคุณทองแดง มีก�ำ หนดฉายในวันที่ 3 ธันวาคม 2558 พร้อมกันทุกโรงภาพยนตร์ทว่ั ประเทศ โดยราย ได้หลังหักค่าใช้จา่ ยจากการฉายภาพยนตร์ จะมอบให้มลู นิธศิ นู ย์รกั ษ์สนุ ขั หัวหิน ในพระบรมราชูปถัมภ์ตอ่ ไป
โครงการก�ำจัดขยะเพือ่ ผลิตพลังงานไฟฟ้า สถาบั น วิ จั ย พลั ง งานจุ ฬ าลงกรณ์ ม หาวิ ท ยาลั ย กรุงเทพฯ ร่วมกับ กับรองนายกเมืองหัวหินคณะกรรมการชุมชน สมาชิก ประชุมร่วมครัง้ ที่ 1 เพือ่ กำ�หนดการกำ�จัดขยะมูลฝอย เป็นพลังงานไฟฟ้า จากการเปิดเผยของ อ.เตชะ บุญยะชัย หัวหน้า โครงการผูเ้ ชีย่ วชาญการจัดการขยะ ฯ จุฬาลงกรณ์มหาวิทยาลัย กรุงเทพฯ ว่าทางคณะของสถาบันฯจุฬาได้รว่ มกับทาง นส.ไพริน กองพันธ์ รองนายกเทศมนตรี เมืองหัวหิน คณะกรรมการชุมชน และสมาชิกสภาเทศบาลฯ ประชุมในรูปแบบของการอภิปราย เสนอแนะปัญหาในการกำ�จัด “ขยะ” ทีม่ อี ยูใ่ นบ่อฝังกลบทีท่ งุ่ ต.ทับใต้ อ.หัวหิน จ.ประจวบฯ ซึง่ ปริมาณของ “ขยะ” ทีม่ อี ยู่ เป็นการนำ�มาทิง้ ของกลุม่ องค์กรปกครองท้องถิน่ ทัง้ เทศบาล ฯ อบต. ซึง่ มีขยะ “ประจำ�วันและ” “ขยะ”ทีฝ่ งั กลบอยูห่ ลาย แสนตัน “ขยะ”ทีม่ อี ยูน่ น้ั ในแต่ละวันก็จะเพิม่ ปริมาณมากยิง่ ขึน้ ซึง่ ทางเมืองหัวหินได้ท�ำ เพียงแค่น�ำ เอาพลาสติกทีม่ อี ยูม่ า แปรรูปเป็น “น้�ำ มัน” ส่วน “ขยะ” อย่างอืน่ นัน้ ก็ท�ำ ได้แค่ฝงั กลบซึ่งก่อให้เกิดเป็นผลกระทบทางด้านสิ่งแวดล้อมในพื้นที่ และข้างเคียง เช่น กลิน่ เน่าเหม็นทีแ่ พร่กระจาย การเกิดเชือ้ โรคร้ายแพร่กระจาย การเกิดน้�ำ เน่าเสียซึมใต้ดนิ และไหลออก สูห่ ว้ ยหนองบ่อบาดาล และ เกิดการหมักบ่มของปริมาณขยะ เป็นก๊าซเรือนกระจก ทีส่ ง่ ผลกระทบต่อชัน้ บรรยากาศของโลก จนก่อให้เกิดเป็นสภาวะโลกร้อน ฯลฯ นีค่ อื ปัญหาของการทีม่ ี ปริมาณ “ขยะ” อยูใ่ นพืน้ ทีแ่ ต่ละแห่งของประเทศไทย ทีภ่ าค รัฐในระดับท้องถิน่ ยังไม่ได้ด�ำ เนินการใดๆ ซึง่ ในทีป่ ระชุมทางผูเ้ ข้าร่วมมีการนำ�เสนอปัญหาของ “ขยะ” ในเขตพืน้ ทีเ่ มืองหัวนาว่ายังมีปญ ั หาเบือ้ งต้นจากการจัด เก็บขยะจากชุมชนสู่การทิ้ง การยังไม่มีระบบคัดแยกขยะ ปริมาณของขยะทีม่ ากขึน้ การเกิดการพัฒนาของชุมชนเมือง ฯลฯ ซึง่ ทัง้ หมดนีก้ ม็ กี ารเรียกร้องไปสูก่ ารแก้ไขปัญหา “ขยะ” ในภาพรวมแบบครบวงจร ตัง้ แต่การจัดเก็บและการกำ�จัดทีเ่ ป็น
“ศูนย์กลาง” หรือโรงงานกำ�จัดขยะแปรรูปเหมือนกับประเทศ ทีเ่ จริญแล้วอย่าง สิงคโปร์-ยุโรป นายเตชะ บุญยะชัย หัวหน้าโครงการ ยังกล่าวอีกว่า ทางสถาบันจุฬา ฯ และคณะวิจยั ซึง่ ตนเองเป็นประธานนัน้ ก็ได้เข้าตรวจสอบปัญหาในเรือ่ งของ “ขยะ” ภายในประเทศ หลายแห่งทั้งภาคใต้ เหนือ อีสานและภาคกลางก็พบว่า “เครื่องต้นแบบไพโรไลซิสศูนย์ชีวมวล” ซึ่งสามารถกำ�จัด “ขยะ” ทีม่ อี ยูไ่ ด้อย่างมีประสิทธิภาพในรูปแบบของการแปรรูป ออกมาเป็นพลังงานผลิจกระแสไฟฟ้าที่ก่อให้เกิดประโยชน์ สูงสุดในภาพรวม ซึง่ ในรูปแบบดังกล่าวนีท้ างรัฐบาลก็มนี โยบาย ออกมาว่าให้องค์กรปกครองแต่ละแห่งทีม่ อี ยูไ่ ด้จดั การ “ขยะ” กำ�จัด “ขยะ” ให้เป็นระบบแบบครบวงจร ซึง่ ถ้าประเทศไทย ทำ�ได้มันก็จะเป็นการแก้ไขปัญหา “ขยะ” ล้นเมืองและลด ปัญหาสภาวะโลกร้อน เรือนกระจก “ขณะนี้จากผลงานวิจัยและลงพื้นที่ภาคสนามของ ทางสถาบันจุฬา ฯ ก็พบว่าจะสามารถทำ�รูปแบบหรือว่า “โมเดล” ของโรงงานกำ�จัดขยะแปรรูปออกมาเป็นพลังงาน กระแสไฟฟ้า ตัง้ ตัวอาคารเครือ่ งจักรกล ระบบการแปรรูป ระบบ เทคนิคการป้องกันมลภาวะรัว่ ไหล และอืน่ ๆ ให้กบั ผูค้ นในพืน้ ที่ ได้รบั รูแ้ ละมัน่ ใจว่าถ้ามีโรงงานแปรรูปขยะแล้ว ในแต่ละพืน้ ที่ จะมีความปลอดภัย ซึง่ หลังจากนัน้ แล้วก็จะภาคเอกชนเข้ามา ดำ�เนินการร่วมลงทุน การจัดการ พร้อมทัง้ ก็จะเปิดโอกาสให้ ทางประชาชนในพืน้ ทีท่ อ้ งถิน่ เข้ามาร่วมตรวจสอบ ศึกษา เสนอ แนะให้โครงการดังกล่าวออกมาเป็นโรงงานกำ�จัดขยะในฝัน “นายเตชะ” กล่าว สำ�หรับโครงการกำ�จัดขยะให้ออกมาเป็นพลังงานนัน้ ขณะนี้ตนเองก็ได้ไปทัศนศึกษาซึ่งก็พบว่าทั้งใน ยุโรป โดย เฉพาะ ออสเตีย (กรุงเวียนนา) ตุรกี(อีสตันบูล) ญีป่ นุ่ สิงคโปร์ ฯลฯ เขามีโรงงานกำ�จัด “ขยะ” แปรรูปออกมาเป็นพลังงาน หมดแล้ว.

พล.ต.ท. ฐิตริ าช หนองหารพิทกั ษ์ ผูบ้ ญ ั ชาการตำ�รวจสอบสวนกลาง ได้มแี นวคิดนโยบายให้ทกุ หน่วยงานในสังกัด บช.ก บูรณาการในการทำ�งานร่วมกันทีเ่ รียกว่า 3T (Team Tools Training) ดังนัน้ กองบัญชาการตำ�รวจท่องเทีย่ ว จึงได้จดั ให้มกี ารฝึก ปฏิบตั กิ ารช่วยเหลือนักท่องเทีย่ วในสถานการณ์ฉกุ เฉิน โดยมี พล.ต.ท. ฐิตริ าช หนองหารพิทกั ษ์ ผูบ้ ญ ั ชาการตำ�รวจสอบสวนกลาง เป็นประธานเปิดงาน พร้อมด้วย พล.ต.ต.ศุภพล อรุณสิทธิ์ ผูบ้ งั คับการตำ�รวจท่องเทีย่ ว ได้จดั การฝึกอบรมสาธิตวิธกี ารช่วยเหลือ นักท่องเทีย่ วในสถานการณ์ฉกุ เฉิน หรือ T-REX 2015 โดยมีหน่วยงานในสังกัดกองบัญชาการตำ�รวจสอบสวนกลาง ประกอบ ด้วยตำ�รวจท่องเที่ยว ตำ�รวจน้ำ� ตำ�รวจปราบปราม ตำ�รวจทางหลวง ตำ�รวจรถไฟ ตำ�รวจปราบปรามการกระทำ�ผิดเกี่ยวกับ ทรัพยากรธรรมชาติและสิง่ แวดล้อม และกองบินตำ�รวจตระเวนชายแดน ตำ�รวจพลร่ม พร้อมอาสาสมัครช่วยเหลือตำ�รวจท่องเทีย่ ว ได้เข้าร่วมการฝึก T-REX 2015 ในครัง้ นี้ กองบังคับการตำ�รวจท่องเทีย่ ว มีภารกิจหน้าทีใ่ นการช่วยเหลือ ดูแลรักษาความปลอดภัยในชีวติ ป้องกันอาชญากรรม ตลอดจนอำ�นวยความสะดวกช่วยเหลือนักท่องเทีย่ วชาวไทยและชาวต่างชาติ เพือ่ สร้างความมัน่ ใจให้กบั นักท่องเทีย่ วทีเ่ ดินทางมา
ว่าจะได้รบั ความช่วยเหลืออย่างรวดเร็วจากหน่วยงาน หากประสบภัยใดๆในรูปแบบต่างๆ จึงมีการสาธิตวิธกี ารช่วยเหลือนักท่องเทีย่ ว ในกรณีเกิดสถานการณ์ฉกุ เฉินทางอากาศยานขึน้ โดยจำ�ลองเหตุการณ์เครือ่ งบินเช่าลำ�ของนักท่องเทีย่ วตกลงกลางทะเล ซึง่ กอง บังคับการท่องเทีย่ วได้รบั การรายงานจากผูพ้ บเห็นเป็นหน่วยงานแรก หลังจากนัน้ ตำ�รวจท่องเทีย่ วจึงได้ด�ำ เนินการประสานงานกับหน่วยงานอืน่ ทีเ่ กีย่ วข้อง เพือ่ เข้าช่วยเหลือนักท่องเทีย่ วทีไ่ ด้รบั บาดเจ็บในทะเล ซึง่ หน่วยงานภาคทะเลจะใช้เรือตำ�รวจน้�ำ จำ�นวน 2 ลำ� เข้าช่วยเหลือนักท่องเทีย่ วทีก่ �ำ ลังลอยคออยูใ่ นทะเลขึน้ เรือ เข้าฝั่งอย่างปลอดภัย และในส่วนของทางอากาศจะมีทีมค้นหาโดยใช้เฮลิคอปเตอร์ 1 ลำ� โดยมีการจำ�ลองโรยตัวลงมาจาก เฮลิคอปเตอร์ของเจ้าหน้าที่ เพือ่ ช่วยเหลือนักท่องเทีย่ วทีก่ �ำ ลังจมน้�ำ อยู่ ขึน้ มาอย่างปลอดภัย การสาธิตฝึกซ้อมในครัง้ นีถ้ อื เป็นการสร้างความมัน่ ใจให้กบั นักท่องเทีย่ วทัง้ ชาวไทยและต่างชาติ อีกทัง้ ยังเป็นการพัฒนา ศักยภาพของบุคลากรในหน่วยงานให้มคี วามรู้ ความเข้าใจและทักษะต่างๆในเรือ่ งของการค้นหาช่วยเหลือผูป้ ระสบภัยในสถานการณ์ ฉุกเฉิน สามารถปฏิบตั หิ น้าทีไ่ ด้อย่างรวดเร็วถูกต้องและมีประสิทธิภาพ เพือ่ รองรับ Asean Community ทีจ่ ะมาถึงในปี 2559

กองกำ�ลัง ตร.ภูธร หัวหินปลดเกษียณประจำ�ปี 2558(10นาย) ผกก.ฯ พร้อม กต.ตร. เลีย้ งและมอบของขวัญหลังจากทำ� หน้าทีส่ ร้างผลงาน ตร.รับเพิม่ ทางด้านกำ�ลัง จากการเปิดเผยของ พตอ. ไชยกร ศรีหล้าเดโช ผกก.สภอ. เมืองหัวหิน จ. ประจวบฯ ว่า วันที่ 1 ตุลาคม ทีผ่ า่ นมานัน้ ทาง สภอ. เมืองหัวหินก็ท�ำ พิธเี ลีย้ งส่งและอาลัยให้กบั จนท. ตร. ชัน้ ประทวนจากสายปราบปรามสืบสวน ทีเ่ ติบโตกันขึน้ มาจากอัตราของ “พลตำ�รวจ” จนถึงอายุราชการในขัน้ สุดท้าย ตร. แต่ละนายนัน้ ก็ได้รบั ยศเป็น “ชัน้ สัญญาบัตร” ซึง่ ก็มี ตัง้ แต่ รตต.-รตท. ซึง่ ก็ท�ำ ให้แต่ละคนและครอบครัวนัน้ มีความภาคภูมใิ จในการทีไ่ ด้ปลดเกษียณในครัง้ นีเ้ ป็นอย่างมาก ในจำ�นวน 10 นาย นัน้ ทางตนเองและคณะนายตำ�รวจ ประธาน กต. ตร. ก็รว่ มกันจัดเลีย้ งพร้อมกับมอบของขวัญทีเ่ ป็นโล่ เกียรติยศแห่ง คุณความดี และรางวัลสิง่ ของมีคา่ เล็กๆน้อยๆ เพือ่ ให้เป็นขวัญและกำ�ลังใจแก่ผทู้ ป่ี ลดเกษียณและครอบครัว เพราะว่า ตร. แต่ละนายทีป่ ลดเกษียณนัน้ วิถชี วี ติ อายุราชการนัน้ ก็มตี ง้ั แต่ 25-35 ปี ทีต่ วั เขาเองนัน้ ก็ได้ท�ำ หน้าที่ “พิทกั ษ์สนั ติราษฎร์” ให้กบั ประชาชน ซึง่ บางคนนัน้ ก็ได้รบั บาดเจ็บ เสียชีวติ ก่อนกำ�หนดกับงานในหน้าที่ เพราะฉะนัน้ แล้วเมือ่ ถึงปีการปลดเกษียณของตำ�รวจไทยแต่ละสถานีทางฝ่าย ผบช. ก็จะมีการจัดกิจกรรมงานเลีย้ งและอาลัย ให้กบั ทุกๆคน ส่วนเมือ่ ตำ�รวจทีป่ ลดออกไปแล้วยังมีความรักและอาลัยในหน้าทีก่ บั พวกพ้องน้องพีก่ ย็ งั สามารถทีจ่ ะมาพบปะรวมทัง้ การ ดูแลช่วยเหลือกับทางราชการได้ตอ่ ไปในฐานะ นายตำ�รวจนอกราชการ โดยยังจะมีเบีย้ วัดบำ�นาญ รายเดือนทีท่ างกองบัญชาการ ตร. แห่งชาติและรัฐบาลจ่ายให้จนกว่าผูป้ ลดเกษียณ จะเสียชีวติ ลงไป พตอ. ไชยกร ฯ ยังกล่าวอีกว่า ขณะนีเ้ มืองหัวหินซึง่ เป็นเมืองหน้าด่านหลักของจังหวัดประจวบฯ นัน้ ก็เตรียมเข้าสูใ่ นปีฤดูกาล ท่องเทีย่ วโดยจะมีชาวไทยและชาวต่างชาติ ชาวจีน พากันแห่เข้ามารวมทัง้ ในส่วนของภาครัฐในระดับท้องถิน่ ก็จะมีกจิ กรรมต่างๆ เพือ่ เป็นการรองรับให้กบั ผูท้ ม่ี าเยือน เพราะฉะนัน้ แล้วในส่วนของ ตร. สภอ. เมืองหัวหิน ก็จะปฎิสนธิหอ์ ตั รากำ�ลังของตำ�รวจ ทีม่ อี ยูท่ �ำ หน้าที่ ในการดูแลทางด้านความปลอดภัยทัง้ สายตรวจจักรยานยนต์ รถยนต์ จราจร สืบสวน และสอบสวน ซึง่ ขณะนีอ้ ตั รากลังทีป่ ลดออกไป 10 นายนัน้ ทางอัตรากำ�ลังพลก็จดั มาให้เพิม่ 10 นายแต่วา่ มันก็ยงั ไม่พอเพียงของการดูแลรักษาท้องถิน่ เนือ่ งจากประชากรทีแ่ ฝงเข้ามา นัน้ มีมากกว่าอัตรากำ�ลังทีจ่ ะดูแล ทางด้าน นายชลิต บุญเทศ ประธาน กต.ตร. สภอ. หัวหิน กล่าวว่า สำ�หรับการบริหารงานของ ตร. หัวหิน ทางตนเองและคณะกรรมการ กต.ตร. ก็ได้เข้าไปมีสว่ นร่วมซึง่ ปัญหาทีพ่ บนัน้ ก็คอื อัตรากำ�ลังทีไ่ ม่เพียงพอ จนท.ตร. ขาดทักษะ ทางด้านภาษาอังกฤษ และอืน่ ๆ ซึง่ ทัง้ หมดนีท้ าง กต.ตร. ก็ประสานกับทางระดับ ผกก. โดยเมือ่ มีการประชุมแล้วก็จะเสนอแนวทาง ปฏิบตั ใิ ห้ดว้ ยเช่นกัน สำ�หรับเกณฑ์ชว้ี ดั ทางด้านความปลอดภัยในชีวติ ทรัพย์สนิ ธ์ของนักท่องเทีย่ วทีเ่ ข้ามาในเมืองหัวหินนัน้ ไม่มคี ดีความทีร่ นุ แรง การก่อวินาคกรรม และอืน่ ๆ จึงถือได้วา่ เมืองหัวหินนัน้ ยังอยูใ่ นอับดับทีด่ ขี องประเทศ.

“หัวหิน” เปิดสนามฟุตบอล มูลค่า 37 ล้านบาท
นายกเทศมนตรีเมืองหัวหินพร้อมคณะ ฯ ตรวจสอบ พืน้ ทีส่ นามฟุตบอลบ้านตะเกียบมูลค่า 37 ล้านบาท เปิดสนาม อย่างเป็นทางการไปแล้ว พร้อมให้เป็นสนามกีฬาแข่งระดับชาติ ท้องถิน่ ชุมชนมีสทิ ธิใช้กบั กีฬาประเพณี แต่ตอ้ งเป็นไปตามกฎ ระเบียบในการขอใช้ จากการเปิดเผยของ นายนพพร วุฒิกุล นายก เทศมนตรีเมืองหัวหิน จังหวัดประจวบคีรขี นั ธ์ ว่าทางตนเองและ คณะผู้บริหารได้ตรวจสอบและรับส่งมอบพื้นที่สนามกีฬา ฟุตบอล “บ้านตะเกียบ” จากทางบริษทั ผูร้ บั เหมาแล้วซึง่ ในราย ละเอียดก็มสี นามฟุตบอลปูหญ้าธรรมชาติมาตรฐาน ทีน่ ง่ั อัฒ จรรย์ของประชุม และห้องวีไอพี ระบบไฟฟ้าแสงสว่าง รัว้ รอบ สนามและห้องสุขา ห้องพักนักกีฬาและกรรมการ ฯลฯ ซึง่ ทุก อย่างนัน้ ก็เสร็จสิน้ ลงไปตามแบบแปลนทีก่ �ำ หนดในวงเงินงบ ประมาณการก่อสร้าง 37 ล้านบาทเศษ ซึง่ สนามดังกล่าวนีก้ เ็ ป็นผลงานที่ 2 ของฝ่ายคณะผู้ บริหารทีไ่ ด้จดั สร้างขึน้ มารองรับการพัฒนากีฬาฟุตบอลและอืน่ ๆ ให้กับชาวเมืองหัวหินโดยสนามแห่งแรกนั้นก็ได้จัดทำ�ขึ้นที่ หมูบ่ า้ นสมอโพรง สนามที่ 1 ซึง่ ก็มเี อาไว้รองรับการแข่งขันกีฬา ฟุตบอลในระดับชาติ ระดับจังหวัด และท้องถิน่ เสริมเป็นจุแหล่ง ท่องเทีย่ วให้กบั เมืองหัวหิน และจังหวัดประจวบคีรขี นั ธ์ เนือ่ งจาก
ระดับต่างๆนัน้ ถูกสร้างขึน้ มาตามแบบแปลนมาตรฐานสากลทัง้ ตัวสนาม สนามหญ้า ระบบไฟฟ้าแสงสว่าง ฯลฯ หลักการและกฎเกณฑ์ในการใช้สนามนั้นเมื่อมี เทศกาล งานกิจกรรม และการแข่งขันกีฬา ผูจ้ ดั ต้องมีการร้องขอ แจ้งให้ทางเทศบาลเมืองหัวหินได้รบั ทราบเพือ่ กำ�หนดระยะเวลา และตารางในการแข่งขันแต่ละแมชต์ รวมทัง้ กิจกรรมของชาว ชุมชนแต่ละแห่ง จะต้องเป็นไปตามข้อบังคับเนือ่ งจากระบบของ สนามนัน้ จะต้องมีการดูแลและควบคุม ในการใช้อย่างละเอียด ทางด้านความสะอาด ความเป็นระเบียบ นายนพพร วุฒกิ ลุ นายยกเทศมนตรีเมืองหัวหิน ยัง กล่าวอีกว่า สำ�หรับการเปิดสนามนัน้ ก็เปิดอย่างเป็นทางการไป แล้วเมือ่ วันที่ 22 – 24 ตุลาคม ทีผ่ า่ นมมา โดยเป็นรายการ แข่งขันฟุตบอลชิงชนะเลิศของ ธนาคารออมสิน และการแข่งขัน ฟุตบอลระดับ วีไอพี ของคณะผูบ้ ริหารเทศบาลเมืองหัวหิน กับ ดาราตลกนักแสดงชือ่ ดังของเมืองไทย เป็ด เชิญยิม้ พร้อมกับ การแข่งวอลเลย์บอล ซึง่ สร้างความคึกคักให้กบั สนามเป็นอย่าง ยิง่ เพราะฉะนัน้ แล้วสนามฟุตบอลบ้านตะเกียบนีก้ จ็ ะเป็นที่ รองรับการแข่งขันกีฬาทุกชนิดประเภท โดยเฉพาะฟุตบอล และ อืน่ ๆ จึงขอเชิญชวนนักกีฬาทัง้ ชาวไทยและชาวต่างชาติ ทีม่ อี ยู่ ในเขตเมืองหัวหินถ้าต้องการใช้สนามนีก้ ส็ ามารถติดต่อมาได้ครับ

Oh Mamma Mia! It’s So Good Mamma Mia is a beautiful restaurant on the busiest road of Hua Hin, Narasdamri Rd. As it was next to our old office, I used to often have lunches there, not by chance but by choice! I love their food and you can always personalise their dishes, everything is fresh made. They also have take away pizzas, but I really enjoy eating at the restaurant to enjoy the special aperitifs
that I adore; chicken liver mousse, tomato salsa and fresh warm bread! The restaurant is classy and all the staff very professional with good English language skills. When I arrived at the restaurant Mr. Claudio and his wife were having lunch and looking like they were really enjoying it. I ordered the special dish of the day which is really a very close to my heart; a dish as we have it also in Greek cuisine; ‘Octopus Salad’. This difficult to cook and that’s why you won’t find it in many places even though it is just so delicious. The octopus was perfectly done and I will have it again if it’s still on the menu. I had not eaten pasta for a long time because I am always on a diet, but I had to order it here, at the home of pasta! Ravioli filled with porcini mushrooms in batter, fresh sage, rosemary and parmesan sauce. I think they make the name of the dish so long that while you are reading you visualise it and want it more. Of course the ravioli was mouthwatering! I did clean my dish of all the sauce with an extra piece of bread. Now you know why I am always on a diet and always will be! The guilty afternoon hadn’t finished yet! I
had ordered a pizza four formazie! I can promise you I only had one piece and the rest came with me in back to the office. Mamma Mia pizza is famous, as the special pizza dough is crisp, thin on the side and a little bit more moisture in the middle, exactly how I love it and cooked in a wood oven. Go for it and you won’t regret one mouth full! I finished my lunched with a complimentary lemon sorbet which was prepared by the lovely lady owner. Note: I forgot to mention that because the parking area is now being repaired; Mr. Claudio offers his customers a tuk tuk service. So now you have no excuse to go and try it! Every evening the beautiful rooftop of the restaurant is open, taking you somewhere else away far away!

January 16th 2016 is the designated ‘Cheese Lovers Day’ but Banyan The Resort, Lemongrass Restaurant provided an early offering on 24th October with a fantastic evening with dinner, live music and dance performances set amongst the gorgonzola, parmigiana and stilton. On offer was baked camembert, Goat’s cheese in puff pastry, ricotta, Greek salad (with fetta) finishing with a light cheese cake. The concensus of the ‘cheesy guests’ was that life without cheese is really no life at all. They just wanted to throw their hands up and thank the cheese god for creating the moon.

Method 1. Marinated AUS beef with salt, black pepper, mustard, red wine and thyme about 30 minute. 2. Grilled beef until brown. Then oven at 380 C about 20 minute. Remove. 3. Marinated prawn with white wine in pot. Then mix oyster sauce, salt, sugar and chicken stock in the bowl. Pour the sauce in prawn pot, baked about 12 minutes. Remove to plate. 4. Set beef and prawn on plate with passion fruit sauce and pesto cream sauce. Serve with ratatouille, carrot mousse and mashed wasabi potato. Garnish with crispy wanton sheets and Italian basil. Method Heat the pan with olive oil. Add garlic, onion and tomato paste stir until fragrant. Put zucchini, capsicum, eggplant, thyme, oregano and bay leaf, stir until cook. Add tomato and white wine cook until done. Seasoning with salt and black pepper. Set aside. Carrot mousse 70 gm Diced carrot 10 gm Unsalted butter 50 ml Whipping cream 1oz White wine 10 gm Salt and pepper Method Boil carrot with salt about 15 minute or until cooked. Then blend carrot with whipping, white wine, salt and black pepper until smooth. Remove to pan. Warm carrot mousse with medium heat. Mashed wasabi potato 130 gm Potato 40 gm Unsalted butter 3 gm Salt 50 ml Whipping 5 gm Wasabi 100 gm Bread crumb 80 gm Bread flour Method Boil potato with salt and bay leaves until cook. Remove to the bowl. Pour whipping cream, salt, black pepper and wasabi, mashed until smooth. Set aside until cold. Mold mashed potato, coat with bread flour and egg, roll over bread crumb and deep-fried until golden brown. Set aside.
