It is understood that visit was prompted after local representations were made to the governor of Prachuap Khiri Khan and the plans being considered at a recent cabinet meeting held in Kanchanaburi. Central to the submission was the need to stimulate tourism and the economy in the province; including designating Hua Hin airport to become fully international. Mr. Atirat discussed the current limitations including the runway length of 2,100 metres, a width of 35 metres and an aircraft parking area of 160 metres long

and 80 metres wide. This means that it can only accommodate 300 passengers per hour. There is only one current scheduled flight per day, four days per week between Hua Hin and Kuala Lumpur. The Department of Airports (DOA) is the Thai government department under the Ministry of Transport. It operates 28 civil airports throughout the country; including Hua Hin. The department plans to expand the runway width to 45 metres, expand the parking lot to accommodate double the number of aircraft that can land and build a new passenger terminal to accommodate 900 passengers per hour. 4 Positive Signs for Hua Hin Airport Development Plans

(Continued from Page 1) The plan is mooted for completion by 2022 and will allow for many more domestic and international flights to treble the number of passengers. In July this year Hua Hin Today had the opportunity to be meet with Hua Hin Airport Director, Mr Apisit Ubolkomut, who outlined this situation and revealed these plans. The transport ministry is understood to have approved these ideas to develop the airport into a major domestic and international tourism facility. In August 2018 The AoT director-general Darun Saengchai stated that 3.5 billion baht was allocated to upgrade the airport. It could see Hua Hin move in the direction of becoming the hub of the much vaunted “Thai Riviera” and part of measures to develop the area from Hua Hin south. This very public visit by an important government minister can only be regarded as a positive sign that the proposed plans

will soon become a reality. Announcements of the next stages and signs of construction are now eagerly awaited. It has also been announced that Airports of Thailand (AOT) will spend 393 billion THB on the expansion of six other airports as part of its investment plan for 2017-33, the company’s president, Nitinai Sirismatthakarn, said. The plan, already approved by the board, aims to boost the airports’ capacity to serve a total of 243.7 million passengers. The budget covers the construction of a passenger terminal in the north of Suvarnabhumi Airport, which will boost the airport’s capacity by another 40 million passengers per year. It also covers phase 3 of Don Mueang Airport’s expansion and phase 2 of the Chiang Mai Airport expansion. He added that AOT could afford the huge investment, due to its financial strength. AOT runs six international airports: Don Mueang, Phuket, Chiang Mai, Hat Yai, Chiang Rai and Suvarnabhumi.

The tourist town of Hua Hin in Prachuap Khiri Khan province is in the process of checking 271 illegal small hotels and hostels to ensure they strictly adhere to the Order Number 6/2562 of the National Council for Peace and Order (NCPO) under the Section 44 of the interim Constitution. Hua Hin district chief Thanon Panpepat explained that the 271 small hotels and hostels had been found to be operating without a proper license under the Hotel Act B.E. 2547 (2004). The authorities showed leniency by allowing them to register in August and September so as to be exempt from prosecution as they promised to strictly adhere to the NCPO order to improve and legalise their operations. The municipality and local administrative bodies are now inspecting these small hotels and hostels for structure soundness and use as well as their adherence to safety codes to ensure they are up to the standard set by the Building Control Act. As 253 of the sites are in the Muang Hua Hin municipal area, the district chief said the municipality may take longer to complete the task as it didn’t have enough staff to swiftly cover all the sites. The authorities also would check on related matters to ensure all the premises could apply for proper hotel operation licenses, he said. For example, the hotels located in environmentally protected zones would have to complete and submit their environment impact assessment reports in order to obtain the licenses while those that had previously obtained a license but failed to renew it every five years due to issues with the documents must resolve the issues and proceed with the license renewal, he added. 6 Matteo Cvjeticanin; Hua Hin’s New Breed of Property Agent

There’s a new breed entrepreneurs on the Hua Hin business scene. They are young, IT savvy, enthusiastic and have a multi-national background. He is also a regular visitor to Dubai with an interest in a family business managed by his father, focusing on consultancy in business, marketing and management for the shipping industry. But the Dubai connection also provides an opportunity to find potential clients interested in properties in Thailand. Matteo’s Thailand connection began during study in Switzerland some seven

years ago where he met his very special Thai lady who he married in Hua Hin this year. 7 A New Brand for the City ‘Hua Hin: Thai Authentic Beach’

Ms. Soraya Homchuen, Director of Tourism Authority of Thailand at the Prachuap Khirikhan Office, has arranged a seminar to promote the tourism market in Prachuap Khiri Khan for the year 2020.

The seminar included representatives from government agencies and private sectors with have a direct business

connection to Prachuap Khiri Khan Provincial Tourism and Sports Office. The Prachuap Khiri Khan Tourism Association and the

Hua Hin / Cha-am Tourism Business Association participated with more than 150 people in attendance. In addition, the TAT, Office held a press conference to launch the new city logo for Hua Hin under the brand name ‘Hua Hin: Thai Authentic Beach’ to use in tourism marketing for Hua Hin. Mrs. Wasana Sri Kanchana, the president of the Hua Hin / Cha-am Tourism Business Association is driving this branding to become better known in the tourism industry. On the day Mr. Sarayuth Ekahitanon, the executive of Let’s Sea Hua Hin Al Fresco Resort, was an honored guest who has experience in both domestic and international marketing. He presented directions for promoting the tourism market of Prachuap Khiri Khan Province for the year 2020.

The object was to exchange opinions on promoting the tourism of Prachuap Khiri Khan with business people in the area, and also to achieve the integration of tourism promotion in Prachuap Khiri Khan together with all sectors according to the Marketing Promotion Action Plan of 2020. 8 Local School Making an Environmental Difference There is so much coverage worldwide around the global issue of pollution and reducing waste wherever possible; each country is at both a different level of awareness and on how they are dealing with the problem. In Hua Hin, there is a government run school that is leading the way in educating students to reduce waste to lessen their footprint on the environment. The Bor Faai Municipal School launched a waste management program back in 2004 headed up by Miss Kanokwan Khaikaew, School Director. The school is now known as the Zero Waste School and is located on Soi Hua Hin 6. Though Miss Kanokwan, a Hua Hin native, has been at the school for 15 years and is very proud to have initiated the program now consisting of 13 environmental & waste reduction initiatives, it is

the teachers and students, ranging from 3 years through to 15 years old, who are making this school stand out from the crowd. Clearly, educating the youth of today will impact our world in the future, so the initiatives need to resonate with the students so as to become habit - a way of life. The canteen is a perfect example of reducing waste, where the students will only take enough food that they know they will finish. They cannot leave food on their plates, nor throw out what they don’t like or want. Some children may take home to their families what they can’t eat but nothing is thrown away. This year the school has been serving the children milk in a glass rather than a plastic bottle; it’s these types of small changes which make a big difference. Reusing items is a major

focus of the school, whether that is reusing plastic items like bags and bottles. They are also extremely active in collecting aluminum cans and the ring pull tabs, along with aluminium foil, all of which are collected and go towards the making of prosthetic limbs. This trash exchange program is extremely popular with the students, where they receive coupons to buy pencils and books for school in exchange for trash collected. One of the school’s other initiatives is the disposal of batteries from phones and small appliances the correct way. The school works alongside the Municipality to make sure they are disposed of correctly, so the chemicals do not leech out into the environment. The school has special days where the Municipality sends trash collectors to the school. Students can bring in their recyclable trash items to be exchanged for a small amount of cash deposited directly into their own school bank account.

Students love being rewarded this way and are therefore inspired to do more when they see their account steadily growing. In addition, there is a clothes exchange program where students can bring in items that their family would normally throw away; the school buys each item for 5 THB and these items are either given to families who are in need, or students may buy something for their mother or father. Within the school grounds, a small garden has been started where they are growing vegetables; they are composting and growing earth worms, which in turn keeps the earth healthy. The students then take the vegetable plants home in pots to nurture and grow. This school is a government run school and whilst they receive some funding from the Hua Hin Municipality, it is not a wealthy school but one that is rich in so many other ways. This school is taking the lead in educating children on this level. The teachers

and students go out into the community at events like the Hua Hin Food Festival or local music concerts, as this is a great way to inspire people to recycle and think about their trash and the environmental impact if it is not disposed of correctly. Author’s Note: On meeting Miss Kanokwan, I was truly in awe of this wonderful leader. This passionate and inspirational person saw a problem at her school and community where rubbish was being left and no one was taking responsibility for it. She initiated a program to educate students around waste management and set about delivering on those objectives. She spoke with pride about her students and how they have embraced being at the Zero Waste School and how the families of the students are also benefiting from this program. The students are now influencing their families about how to reduce waste and how this can improve the environment.

Transport Minister Prioritise Residents

Mr. Athirat Rattanaset, Deputy Minister of Transport, Mr. Kobchai Boonorana, governor of Petchaburi together with city officials have visited the districts of Thayang, Cha-am and Khao Yoi in Petchaburi Province following the complaints of residents regarding road safety, pedestrian crossings, overpass bridges and the difficulty in passing through some roads due to floods and overflowing of riverbanks. Residents urged the officials to build overpass bridges, additional pedestrian crossings and U-turn junctions in order to avoid accidents and provide convenience to the motorists when traveling on the highway. Residents also told Mr. Athirat to press on the highway officials and their road engineers to speed up the fixing of the drainage system in the area to prevent flooding on roads and to ease the flow of traffic during the rainy season.

Mr. Atirat and the officials also went to inspect the damaged riverbanks in Bang Sai Yoi fishing village that made it impossible for the fishermen to secure their boats docked at the riverside. Currently, most of the waterfronts at the riverbanks were owned by private investors and don’t allow fishermen to dock their boats in front of their private waterfronts, thus making it difficult for the fishermen to make a living. Villagers also requested Mr. Athirat to build additional dams to prevent the waves from splashing inland; as each year the villagers noticed the waves are bigger and stronger. Mr. Athirat told the residents, villagers and fishermen that his government will fix all issues as soon as possible. “Solving community’s problem is our dominant priority,” he added. area (off Huay Sat Yai), in order to prevent wild elephants from trespassing around Kaeng Krachan National Park area. Joining the task were village chiefs, headmen, the Huay Sat Yai Subdistrict Administration Organization, Wildlife Conservation Society of Thailand (WCS) and the people of Huay Sat Yai planted 2,700 tamarind trees creating ‘natural barriers’ for a distance of 1,350 metres in the Hup-PlaKang area, which is an area vulnerable to villagers. This plantation also helps cover up an

open space area which is also a workplace for villagers. Tamarind trees, when fully grown, its branches will be tightly entwined, thus, strengthening the existing ‘natural barriers’. Tamarind is a plant that elephants don’t like to get near to and it endures drought, fast to grow, but most importantly, their branches are strong and not easy for elephants to barge in. This project is of great benefit to the community as it prevents wild elephants from destroying agricultural crops, belongings, property and even lives of the villagers.

14 Establishing the Hua Hin Bar-Beer Ladies’ Club

Ms. Pailin Kongphan, Deputy Mayor of Hua Hin, Ms. Punyanuch Woranuch, President of the Bar-Beer Club of Hua Hin chaired a meeting with the entrepreneurs of bars in Soi Bintabat area, to discuss the establishment of Hua Hin Bar-Beer Ladies’ Club for women working in bars.

The meeting was held at Hua Hin Municipality Office together with the Social Welfare Department of Hua Hin for bar operators and workers to become members of the club and to obtain necessary permits approved by government agencies.

Dengue Campaign Gaining Momentum

A Mayoral Roadside Inspection

Mr. Nopporn Wutikul, Mayor of Hua Hin, along with the council member, Mr Chirawat Pramani, Permanent Secretary of Hua Hin Municipality have visited Soi Laor, just in front of Hua Hin Witthayakhom School, to check the reinforced concrete road construction project there. The construction is divided into 6 stages with a total distance of 734 metres and

a budget of 4,322,000 baht. Construction began on 24 July 2019 and is nearing completion through a contract with Hua Hin Karnchang Limited Partnership. The visit was to check of construction standards and to inquire about any issues for local people in the area. A satisfactory result was reported by those at the site.

Annual Health Check

Mr. Nopporn Wuttikul, Mayor of Hua Hin presided over the inaugural meeting of the Dengue Fever and Chikungunya Disease campaign, joined by members of the municipal council, school administrators of Khao Phithak School and staffs of the Public Health and Environment Division. The campaign was aimed in raising awareness and how to take precaution against diseases caused by Aedes, such as dengue fever. Pamphlets were handed out pertaining to Chikungunya disease and Zika virus infection to the people in the area. In the past, the area of ​​Khao Phithak community was considered to be one the most affected area caused by the disease, wherein the Public Health and Environment Division have advised the people to monitor their surroundings and be very cautious with mosquito bites.

Families should also help observe cleanliness in their houses and surroundings. The following are 3 simple ways to avoid the disease from spreading: 1. Clean your surroundings frequently and keep them dry. Mosquitoes tend to breed in damped areas. 2. Garbage bins should be clean regularly and their lids always close. 3. Water tanks/containers cover should always close. For open containers, water should be replaced every week. If any of your family members you think is at risk of being infected by the disease, immediately seek medical help or notify the local health authority. The Division of Public Health and Environment had also campaigned in the Ban Takiab Municipality School on November 18 as well.

The program offers a guarantee limit of over 40 billion baht, suitable for those interested in operating small and medium-sized SMEs. 15 “Glaucoma” a Sight-Threatening Condition That Has No Warning Signs People who are at risk of this disease includes ones who have high pressure in their eyes, high degrees of short or long sight and ones with a history of glaucoma in the family. “Glaucoma” is a sight-threatening eye condition which is almost silent as the symptoms are so gradual that the patient may not notice a change in his vision until advanced stage. The most dangerous part is that blindness may occur, if the patient does not receive proper treatments. This condition is different from other eye conditions such as pterygium, pinguecula or cataract which are treatable whereas optic nerve damage from glaucoma can be permanent causing loss of sight. Dr. Tanun Hirunpatrawong, Ophthalmologist of Bangkok Hospital Hua Hin shares that glaucoma is a slow progressive and most patients have no warning symptoms. However, some patients may develop acute symptoms such as eye pain along same side headache and impaired vision. Glaucoma can occur at any age but it is more common in older adults over 40.

18 Thailand’s Deadly Roads; 45 Dying Daily

Road accidents killed 45 people and injured 2,523 each day on average from January to October this year, according to data compiled by the central road accident claims company.

Road Accident Victims Protection Co was jointly set up in 1998 and owned by all insurance companies at the time to ensure quick payments of compulsory compensation to road victims under the 1997 Protection for Motor Vehicle Victims Act. According to the company’s data in the first 10 months of this year, 13,692 people died and 757,010 were injured in road accidents. Jarut Visalchit, director-general of the Land Transport Department, said safety measures had been implemented and planned to reduce Thailand’s road fatalities to below 10 per 100,000 of the population, the goal set for next year.

Vehicles 3.6m or higher must also pass rollover tests and standards will be set on doors and interior materials, he said. Thailand has the eighth worst record in the world for fatal road accidents, as measured by deaths per 100,000 of the population, according to the World Health Organisation. The ranking in the most recent WHO survey in 2018 is actually an improvement from the previous two surveys, when the country ranked second, behind only Libya. The survey is conducted every three years.

The State Railway of Thailand this year will organise train trips from the capital city to the Pasak Jolasid Dam in Lopburi province, which is billed as the nation’s longest at nearly 5 kilometres. The ride, called rotfai loi nam or floating train trips, usually run during wintertime every year. This year, it will run every weekend until January 26th. The schedule is this: The train will leave the Bangkok Railway Station (Hua Lamphong) at 7:10am and return from the

dam at 3pm. The highlight of the trip is a 30-minute stop midway along the dam, overlooking the reservoir and making for a great photo opportunity. Prachuap Charity Run for Children

Last November 17, Col. Kornkran Navetvanitichakul, presided over the “Youth of the Future Thailand 2019” contest at Bluport Hua Hin Resort Mall organized by the Prachuap Khiri Khan Chamber of Commerce (YEC Prachuap). The contest was about the search for young teenagers aged between 14-19 years old to become youth’s ambassadors representing Prachuap Khiri Khan Province. The criteria in selecting these youths were based on good moral character, discipline, self confidence and leadership as well as a pleasing personality in order to become the role model for youths of the new generation. More than 30 participants from different schools have joined the contest, all of them displayed their talents in various social activities including on how to uphold tourism in Prachuap Khiri Khan Province. The judges have selected 6 finalists amongst the contestants who have shown outstanding talents in various fields and also in the question and answer portion.

On November 17, Mr. Pirom Nilathaya, deputy governor of Prachuap together with city officials attended the opening ceremony of the “Prachuap Khiri Khan Charity Run for Children” at the local municipal park. More than 1,600 participants had joined the event. The activity was organised by the Department of Community Development, Prachuap Khiri Khan Office in order to raise funds for scholarships and education to the needy and underprivileged children. Established in 1979, the department had been supporting preschool children from poor family, improve their living conditions and provide them proper education. In 1993, Princess Sirindhorn Debaratanasuda Kitivadhanadulsobhak proclaimed the Child Development Fund to be under the Royal Patronage and bestowed the royal title as “Rural Children Development Fund” (RCDF) under the Royal Patronage of HRH Princess Maha Chakri Sirindhorn.

The RCDF in the central region and 6 other provinces organizes activities annually to support preschool children from birth up to 6 years old. A total amount of 1,061,050 Baht was raised by RCDF from the activities they had organized this year.

This year’s male winner of the Youth of the Future Thailand 2019 was Mr. Atichat Soithong (Ton Zai), aged 15 from Sam Roi Yot Witthayakhom School. Ton Zai answered intelligently to the judge’s question pertaining to leadership and replied, “To be a good leader, one must learn to listen to other people’s opinion.” As for the female winner of the Youth of the Future Thailand 2019, the title went to Ms. Silpasupha Kow-Bunyarasri (Por Por), aged 14, from Hua Hin Vitthayalai School. Por Por went on and expressed her views on the promotion of historical and geographical tourism in Prachuap Khiri Khan Province. Both winners will be ambassadors of the youth representatives of the province.

22 White-throated Kingfisher Halcyon smyrnensis The Kingfishers or Alcedinidae are a family of small to mediumsized, brightly colored birds in the order Coraciiformes ( The Coraciiformes are a group of usually colorful birds including the kingfishers, the bee-eaters, the rollers, the motmots, and the todies. They generally have syndactyly, with three forward-pointing toes (and toes 3 & 4 fused at their base), though in many kingfishers one of these is missing. This is largely an Old World order, with the representation in the New World limited to the dozen or so species of todies and motmots, and a mere handful of the more than a hundred species of kingfishers. The name Coraciiformes means “raven-like”, which is a misnomer (ravens are passerines). Specifically, it comes from the Latin language “corax”, meaning “raven” and Latin “forma”, meaning “form”, which is the standard ending for bird orders ) The family contains 114 species and is divided into three subfamilies and 19 genera. All kingfishers have large heads, long, sharp, pointed bills, short legs, and stubby tails. Most species have bright plumage with only small differences between the sexes. Most species are tropical in distribution, and a slight majority is found only in forests. They consume a wide range of prey usually caught by swooping down from a perch. While kingfishers are usually thought to live near rivers and eat

Juvenile birds are generally less brilliantly-colored with duskier bills and less brown on the wings. Young individuals may also sport a shoulder mark with extensive blue edging. White-throated kingfishers are the only South Asian kingfisher that is distinctly darker below than it is above. Adult birds weigh 65.5 to 81 grams. Basal metabolic rate has not been recorded. There are several recognized subspecies. Length: 194 to 210 mm, Wingspan: 113 to 129 mm.

Singly, in cultivated and wooded country, both near and away from water. White-throated kingfishers are common in agricultural areas, swamps, marshes, near ponds, lakes, in parklands and in mangrove swamps. In some areas they seem to be less reliant on particular aquatic habitats than other kingfishers and can be found in dry decidious forests in addition to rice paddies, oil palm plantations, drainage ditches, gardens, fishponds and even beaches. Though they feed on fish, white-throated kingfishers are not deep divers and do not spend significant amounts of time underwater.

Food Habits White-throated kingfishers are carnivorous generalists that eat many organisms, including locusts, crickets, beetles, mantises, ants, termites, dragonflies, grasshoppers, Ocypode and Paratelphusa crabs , scorpions, centipedes, Mabuya and Calotes lizards, mice, frogs, small perching birds, and fish. Individuals hunt by flying forth from an observation post over clear ground or water to seize prey. Prey is often seized off the ground and then flown to the perch, where it is bludgeoned or stabbed before being swallowed.

Reproduction The season ranges principally between March and July. The nest tunnel, as with other kingfishers, is dug horizontally into the side of an earth cutting or bank. It is about 2.5 inches in diameter and often up to or 7 feet long, terminating in a spacious egg-chamber 8 or 9 inches across. The normal clutch consists of four to seven eggs white and spherical. Both sexes share in excavating the nest-tunnel, incubation and feeding the young.” White-throated kingfishers breed yearly in pairs, but it is

unclear if a mated pair will remain together for more than one season. Chicks are altricial and born blind. Once the chicks have hatched, both parents also participate in feeding and caring for the young. The fledging period is from 18 to 20 days. Overall there is little data on reproductive behavior in this Asian Halcyon species. Time to hatching, time to independence, number of clutches each pair rears and age at sexual maturity are unclear for this species.

A Coaching Coup for the Black Mountain Football Academy

There’s been a big smile on the face of James Goyder lately. James is the founder of the fledgling Black Mountain Hua Hin Football Academy. The reason for his smile is simple; the arrival of a superstar of the international football scene, Gary Stevens, as the Academy Head Coach. Gary’s been a resident of Thailand for over 5 years but living in Hua Hin for the past eighteen months provided the opportunity to play a big part in the development of youth football in the region. Hua Hin Today had the opportunity to meet Gary at a recent Academy training session to learn more about the coach and his new ‘workplace’. To d e s c r i b e G a r y a s a superstar is no exaggeration. His stellar career includes winning the UEFA Cup with Tottenham, winning the European Championships with the England under 21s, scoring for Brighton against Manchester United in an FA Cup Final and playing for England in the World Cup. He is also a UEFA Pro Licensed coach and past head coach of both the Army and Port Football Clubs in Bangkok.

After opening in May 2018, the Academy is now advancing the development of grass roots football in Hua Hin. The Academy base at the Hua Hin International School has state of the art football facilities. This includes pitch drainage and sprinkler systems to ensure year-

round usage, training aids such as multiple sized goals and shaded seating for parents to watch proceedings. With around 100 registered players, the ‘BM’ logo is prominent on the youngsters’ (and coaches’) training kits for the boys and girls, aged from 4 through to 18 year olds.

Within this group of happy kids are around 20 scholarship wi44nners from the local community. This is an eclectic group of expat and Thai kids who join in the training sessions, matches at age-grouped tournaments and family-oriented events. The Academy pitch is almost good enough to practice putting apart from kicking the bigger round ball! 226 Tourist Warning: Bringing Excessive Gold and Currencies into India The Ministry of Foreign Affairs has warned Thai tourists traveling to India not to wear excessive gold and other jewelry or carry large amounts of currency. Thai tourists in the past who wore excessive jewelry were detained upon arrival by custom officials. According to the customs’ regulation, it is required for travelers to declare the jewelry they’re wearing and the amount of money they’re bringing into the country. Any violation of India’s custom regulations is punishable by both imprisonment and fines. In addition, the Indian law also prohibits tourists from bringing

In the event that a tourist is carrying foreign currency notes that exceed USD 5,000 or equivalent, or if combined with other currencies exceeding USD 10,000 or equivalent, it must declared to customs officials. Mr. Suwat Liptapanlop, the former Deputy Prime Minister and Chairman of the Advisory Board of the Asian Tennis Federation has presided over the closing ceremony of the ITF World Tennis Tour program, the “Cal-Comp & X Y Z Printing ITF World Tennis Tour 2019” at SCB Centre Court True Arena Hua Hin. The final doubles match for ladies was a battle to win prize money of US $25,000 or approximately 750,000 THB. Thai ladies tennis legend, former world #29 and only Thai women to have

been ranked in the top 20, Tamarine Tanasugarn (Tammy) and her partner Lesley Pattinama Kerkhove from the Netherland were the worthy winners. Tammy will now go on to represent Thailand in the upcoming SEA Games. This was a comeback event for Tammy who last won a professional tennis event 7 years ago; the championship in Guangzhou, China in September 2012. The game took 1 hour 44 minutes, with a purse of US $ 1,437 or about 43,110 THB each and 50 world tennis ranking points.

The runners up each received a prize of US $719 or approximately 21,570 THBt with 30 ranking points. Former Colombia and Newcastle striker Faustino Asprilla says he had to convince a hitman not to kill Paraguay goalkeeper Jose Luis Chilavert after a World Cup qualifying match in 1997. F1 also wants to increase the use of rail and road travel to transport kit to races as a way of reducing air miles. The Honda LPGA Thailand 2020 has been confirmed with the co-host Honda Automobile (Thailand) and IMG linking the event to the government’s strategy of promoting sport tourism and aiming to be “the most sustainable golf tournament in Thailand”. The 70 golfers in the event will included 56 professionals from the 2020 LPGA Priority List and the winners of other championship events being held prior to the Honda LPGA Thailand, as well as eight invited players. “Thai golfer Atthaya ‘Jean’ Thitikul won the Women’s Amateur Asia Pacific in 2018,” says Pitak Pruittisarikorn, Chief Operating Officer of Honda Automobile (Thailand). “We hope that, next year, Thai fans will continue to enjoy golf and cheer for their favourites. Honda and the Sports Authority will again arrange “Road to Honda LPGA Thailand” events leading up to the tournament designed to further develop golf in Thailand as a whole. Selected students will stand a chance of obtaining an internship abroad to work on more international golf events. The Pros Getting it Wrong Jesper Parnevik Penalised for NOT Taking a ‘Mulligan’ Mulligans aren’t officially part of the rules of golf; but that’s not always the case. Sweden’s Jesper Parnevik was involved in a very strange situation during the final round of the Champions Tour SAS Championship when failing to take a free second cost him a two stroke penalty.

Faced with a short putt for bogey, Parnevik’s putt horseshoed around the hole and hit his foot. Not entirely sure what to do, Parnevik just hit the next putt in for what he thought would be a double-bogey. But instead, he was deemed to have made a triplebogey after rules officials phoned up the USGA to find out what the correct ruling should be. It turns out he should’ve taken a mulligan and played

the shot again in accordance with golf rule 11.1. When a ball on the putting green accidentally hits any person, animal or immovable obstruction, this stroke does not count and the ball must be replaced on its original spot (see below). “Jesper tapped it in. In that situation he’s played from the wrong place. Unfortunately he gets a two-stroke penalty for playing from the wrong place, and the one where he tapped in counts but the original stroke does not count,” said the Rules official. The correct procedure Parnevik should have followed was to simply place the ball back where he hit it from and play it again; without penalty. Remarkably this means there is a way to take a mulligan within the rules of golf. Rule 11.1 Ball in Motion Accidentally Hits Person or Outside Influence a. No Penalty to Any Player If a player’s ball in motion accidentally hits any person or outside influence; there is no penalty to any player. This is true even if the ball hits the player, the opponent or any other player or any of their caddies or equipment. Exception – Ball Played on Putting Green in Stroke Play: If the player’s ball in motion hits another ball at rest on the putting green and both balls were on the putting green before the stroke, the player gets the general penalty (two penalty strokes). b. Ball Must Be Played as It Lies If a player’s ball in motion accidentally hits any person or outside influence, the ball must be played as it lies, except in two situations: Exception 1 – When Ball Played from anywhere except putting green comes to rest on any person, animal or moving outside influence: The player must not play the ball as it lies. Instead, the player must take relief: When Ball Is anywhere except on the putting green, the player must drop the original ball or another ball in this relief area (see Rule 14.3):

Exception 2 - When Ball Is on Putting Green: The player must place the original ball or another ball on the estimated spot right under where the ball first came to rest on the person, animal or moving outside influence, using the procedures for replacing a ball under Rules 14.2b(2) and 14.2e. When Ball Played from putting green accidentally hits any person, animal or movable obstruction; the stroke does not count and the original ball or another ball must be replaced on its original spot (which if not known must be estimated).

58 Penalty Strokes for not Knowing the Rules

Lee Ann Walker was assessed 58 penalty strokes after it was discovered she had violated Rule 10.2b several times over the course of the first two rounds at a LPGA Seniors’ Major. Implemented in early 2019, the rule prohibits caddies from lining up golfers on putting greens, among other spots on the course. And as Walker found out, there is no limit to the amount of penalty strokes a player can incur for breaking it.

In a statement released by the Senior LPGA Championship Rules Committee, the decision came after Walker notified a rules official during the second round on Tuesday that she had been violating the rule. Obviously, Walker didn’t realize this until it

was pointed out to her by another caddie on her fifth hole. Walker then went through her round to that point as well as the first round on Monday to determine just how many times she broke the rule. Considering the total, she was obviously being lined up by her caddie on most putts. Of the 58 total penalty strokes, 42 were added to her first-round score, changing it to 127. Walker was not disqualified for signing an incorrect scorecard after her first round because she was unaware of any rules infraction (Rule 3.3b). “With that, the Committee had Lee Ann re-create the number of times this infraction occurred during both the first and second

rounds, and her scorecards were adjusted accordingly,” according to the statement. Walker said her playing partners on Day 2 pointed out the mistake that had gone unnoticed by two players on Day 1. “They made me aware of it on 14 or 15 [her fifth or sixth hole of the day], and I called a rules official to ask what to do,” said Walker. “They had me continue playing so they could have a conference on the violation and what I needed to do.” Walker says she was aware of some of the new rules, but obviously not this one. “It was my fault for not knowing the rules. I don’t have anyone to blame but myself. Big lesson learned.” “I may have made the Guinness Book of World Records.”

14 38 How Many Golf Clubs Do You Need in the Bag? Miguel Ángel Jiménez, the Spanish professional golfer, has been reported to want a change in the Rules of Golf to reduce number of clubs from the current limit of fourteen down to ten.

Jiménez’s rationale for that suggestion was to say that “people have lost the ability to work the ball”. This suggestion has received a mixed response, although many are in favour; albeit not for the reason offered. In an age when the move towards quicker, simpler and lower cost golf is on the agenda of golf administrators worldwide, could this limit be one possible answer? Over the years majors have been won with as few as seven clubs and as many as 31 clubs in the bag. In 1913 Francis Ouimet won the US Open carrying just seven clubs. Twenty-one years later Lawson Little used 31 clubs en route to winning the British Amateur. So why can we only use 14 clubs today? Initially there were no rules limiting the number of golf clubs. This changed in September 1939 with the addition of a Rule of Golf stating “The clubs used by a player during a round shall not exceed 14, and the clubs carried shall be restricted to that number.”

Hickory shafts ruled until the 1920’s

The arrival of steel-shafted clubs was the catalyst for this change. In 1924 Herbert C Lagerblade became the first player to use a steel shafted club in a US Open. Sales of these clubs

began in 1922 but initially not greeted favourably by many pros as they knew exactly how far their shots would go with their familiar hickory-shafted clubs. However they soon became attracted to the longer and more consistent ball flight when using steel shafts. To solve this dilemma they began to bring both sets of clubs and from 1924 to 1935 the number of clubs being used increased drastically. Some caddies needed to carry two bags because of the number of clubs players were demanding. A survey found that the average number of clubs being used in tournaments was 18. The highest number recorded in 1935 was one player carrying 35 clubs. After the 1935 US Open the USGA began serious discussions about imposing a limit. Concerns were around the ‘de-skilling’ of the game, an inequity between those who could afford many clubs and caddies having to carry bags that may weigh in excess of 35 pounds. George Nicoll, a club manufacturer in Scotland, created the first matched set of irons which were numbered from one to nine. With a putter and four woods a total of 14 clubs became a standard that was then adopted in the 1939 Rule.

These days the clubs chosen by many golfers of all abilities no longer follows that standard selection with hybrids and multiple wedges being a part of the mix, but the Rule remains. In a stroke round the Rule (4B) says that having too many clubs invokes a penalty of 2 strokes for each hole played with a maximum of 4 strokes (2 holes) per round. Welsh pro Ian Woosnam suffered that ignominy after nearly making an ace at the opening hole par 3 in the 2001 British Open. After that stroke, his caddie discovered an extra wood in his bag. That turned a tap-in birdie into a devastating bogey. It was not clear how the former Masters champion wound up with 15 clubs in his bag. Once he realised the mistake and was given a two-stroke penalty, Woosnam took a wood out of his bag and threw it across the tee in disgust.

A Ten Club Maximum – What do you think?

A November article in ‘Golf Monthly’, describing the ten-club idea from Jimenez, evoked a spirited response from readers. However the notion that this would have any effect on their ability to shape the shot was greeted with bemusement. “I’m good at working the ball right to left and left to right. I just struggle hitting it straight or knowing when it will go left or go right.” However they did point out the advantages of saving time and less decision making. “I often play with half a bag; I find it means I think less about the clubs and more about how to hit the ball.” Some also liked the idea of the reduced cost in purchasing clubs but seemed to think golf manufacturers would baulk at the idea. Noting that Jimenez enjoys a Ping sponsorship one comment was: “I think you will find the crowd paying you to wear that Ping cap would object” and

another “Ping, his sponsor, can’t be happy about that.” Other frequent comments centred on playing with fewer clubs making no difference to their scores. “I have broken my handicap with 3 clubs and a putter, but have also shot 106 with a full bag.” “Great idea; I’ve been playing with 10 clubs for the last 4 years and actually play better than before.” Many golfers have played in the novelty event, ‘Three Clubs and a Putter’. Listening to the post-game analysis, it’s remarkable how many times the players comment on how it seemed to make almost no difference to their score. It’s unlikely that any serious consideration of adopting a ten-club rule is going to happen anytime soon. In the meantime it’s worth remembering that the current 14 club Rule is a maximum number, not a compulsory number. There’s nothing illegal about taking fewer clubs, that’s your choice.
