IN THE AIR AND ON THE GROUND Isavia provides services in the air and on the ground. The company handles the operation and development of all airports in Iceland and, furthermore, manages air traffic in the Icelandic control area that has a size of 5.4 million square kilometers which makes it one of the largest in the world. One of the roles of Isavia is to ensure that flight safety is in accordance with recognized, international safety requirements and methods. Isavia employs approximately 650 people, but counting subsidiaries, there are approximately 820 employees. A i r Tr a ffi c S e r v i c e s i n I c e l a n d a r e divided into two main branches: — Reykjavik OACC, handles both the domestic traffic in Iceland as well as the international traffic to and from Iceland. The oceanic traffic also includes approx-

imately one fourth of the traffic between Europe and North America. — Air traffic services at airports, which can be divided into two categories: Air traffic control (ATC) service (aerodrome and approach control) and flight information service (FIS). ATC service is provided at Keflavik, Reykjavik and Akureyri airports and FIS service is provided at other scheduled flight airports. Approximately 280 people work within the Air Navigation Services. The staff is composed of around 125 air traffic controllers, 20 flight data specialists, 40 flight information officers, 35 technicians, 38 radio operators and 5 AIS personnel. In addition about 15 ATS specialists undertake teaching and training as well as programs in the area of safety and quality issues, research and development as well as management.

TR AINING AN D ATS PROCEDURES PROFILE Isavia Training Academy and ATS Procedures is a CAA certified Air Traffic Service (ATS) training unit for aspiring and operational air traffic controllers, serving both international and local air navigation service providers and meeting their training needs. All training is compliant with ICAO and Eurocontrol standards, which includes theoretical, simulator and vocational training. The Academy is also responsible for the Isavia ATS Procedures, including Manual of Operations (MANOPS) for air traffic control as well as procedure designs and testing.

THE TRAINING

TRAINING PROFILE

All training is comprised of classroom theory, computer based training (CBT) and hands-on simulation training. The simulation training is designed to teach participants about the real life working environment within each individual discipline of air traffic control.

All air traffic controllers operating in Iceland have been trained by Isavia‘s Training Academy, as well as quite a number of ATCOs operating in Norway, Sweden, Germany, the United Arab Emirates, Oman and Iraq.

Integral to the role of an air traffic controller is the professional use of radio, procedural and/or radar control. They also receive training in the principles of aerodynamics, the importance of meteorology in aviation, aircraft types and performance, aviation law and telecommunications services. Isavia Training Academy and ATS procedures also offers various training for ATS personnel.

The Academy has also trained all air traffic controllers currently operating in Pristina, Kosovo. Isavia was responsible for recruiting and training ATCOs in Kosovo from 2004 to 2008. The training included Basic to Unit Endorsement training, as well as OJTI, Sup., EXM and other relevant training.

TEAM OF INSTRUCTORS AND SPECIALISTS At Isavia we are well aware that air traffic management is dependent on human resources and a very specific set of skills to safely perform the task of air traffic control. With the assistance of our experienced and qualified staff we can offer first class training in all ATC and ATS disciplines. Isavia‘s harmonised team of training specialists and instructors brings together decades of knowledge and experience.

Instructors delivering theoretical training are trained in classroom instructional techniques. Icelandic Civil Aviation Administration (ICAA) monitors their professionalism and pedagogical skills, resulting in a compact team of qualified and motivated instructors dedicated to the task of learning and pedagogically skilled in transferring their knowledge and enthusiasm for ATC. Our current team of instructors consist of air traffic controllers, flight data specialists and radio operators, meteorologists, English instructors, commercial pilots, safety specialists, human factors specialists and ATS procedures specialists.

RECRUITMENT The recruitment and selection process is a corner stone in providing air navigation providers with an appropriate selection of students to become their future air traffic controllers (ATCO) and air traffic service (ATS) colleagues. Using the latest FEAST selection and other recruitment tools, Isavia‘s Training Academy and ATS Procedures conducts a high number of ability tests each year to identify and select the best suited air traffic control candidates for admittance to the initial training programmes for aspiring air traffic controllers or air traffic service operators. The main objective is to select top performing students, both from the point of view of their competences gained after training, and also from a behavioral and social perspective.

The extra diligence and effort at the front end, during the recruitment process, ultimately achieves cost savings.
