FOUNDER’S FOREWORD Louis Chuo Founder of ICMS ICMS was born with the sole purpose to unite ambitious, driven and aspirational young adults, and in our 9th year running, I am proud to say that our descendants have successfully kept the show going and have continued to expand and improve our ever-growing family. Each year has been a stepping stone for us; with lessons learned, value added (in the rhetorical and actual sense), and most importantly, the growth of each an every member in their professional outlook and perspective. Throughout the course of their tenure, the 8th Council has continued driving our organisation to everywhere and up and have delivered results above and beyond their self-appointed goals and visions for the Council, and I cannot be prouder to see the next generation of leaders use what they have gained from their tenures. Our global presence continues to grow and expand in our ve Chapter bases, and we say with pride that we are the only Malaysian student-led organisation with the ability to create such global crossing events and platforms. The symbiotic relationship between our Associates, Directors and stakeholders have led us to achieve great things, and our motivations for continuous improvement and elevation of our platforms come from the generous support and faith that we have received from our various partnerships established for 8 years running. CHAIRPERSON’S ADRRESS Lee Jia Lok ANC Chairperson Speak to any ICMS Alumnus. Chances are, within detect a stubborn passion for the Council beneath their youthful energy and purposeful demeanour. In most other student organisations, people work hard during their term. They sometimes deliver what they set out to do, they sometimes do not. Regardless, with the completion of their terms, most people take their bow, and they move on to the next chapter of their lives.
In ICMS, however, the same people who a few years ago toiled through university to juggle internship, MPPC, and I2, are the very same people today who spend their hard-earned weekends and after-work hours with the Council. This stubborn love for the ICMS, I believe,
dawned on me – we can talk about change, growth, transformation. But oftentimes, we need the right context to personify that change.

CHIEF EXECUTIVE DIRECTOR ADDRESS Lee Dai Wei

“ Growth only occurs in the absence of comfort. ” rmly believe that growth occurs only in the absence of comfort. Just a few weeks ago, I found myself standing at a critical juncture of my young life, in a dilemma of whether or not to apply for directorship. It would, after all, be a pursuit that brings discomfort that one could have easily avoided. Driven by the belief which my parents inculcated in me - that uncomfortable situation builds character, I ultimately made the decision to leap into the great unknown. But what b me was that I was not alone. There were so many other capable, ambitious youths who also decided to dedicate one year of their lives to a student organisation that they had only discovered 4 months ago. When faced with this crossroad, I believe that each of us made the same choice because we saw the same value in an associateship with ICMS. We are united by our desire for self-development and impact to others, an opportunity that is readily available here in ICMS. As the 9th Council, it is imperative for us to build on these values and create an ecosystem that supports every individual’s personal goals in alignment with our mission “Building Networks, Empowering Leaders, Realising Ideas”. The many complex and challenging problems we face as a council can only be overcome with the help of every stakeholder within the council. Imagine if any of its key elements - sunlight, water, or wind - was to go missing, how it would cause a chain reaction that threatens the entire ecosystem. Conversely, through clear planning and effective development of key initiatives such as the ICMS Academy, we would further strengthen this ecosystem to support the growth of every associate. My greatest wish is that in the year to come, everyone in the 9th Council will be able to look back and appreciate the life-changing experience that ICMS had offered. As a Council, we would like to thank everyone who has made ICMS what it is today. Thank you to all our Partners and Sponsors for the support and trust you have given us over the years. It is hard to imagine coming this far as a Council without your endless support towards our pursuits. Thank you also to the preceding councils, all of whom have in one way or another set the stage for us to continue impacting the Malaysian society and inspire other young Malaysians to become better versions of themselves through the events we organise and the connections we help build. OUR HISTORY 2011 - Empowering Beginnings The 28th of November 2010 saw the seeds of The International Council of Malaysian Scholars and Associates (ICMS) being planted for the rst time at St Hilda’s College, Oxford, as a group of zealous Malaysian students set out to create a global network of like-minded and aspirational Malaysian students. The pioneering council organised ICMS’ rst agship event - The Malaysian Public Policy Competition (MPPC) 2011 allowing participants to understand policy conception and implementation. 2012 - Growing Trust With its welcomed reception and successful groundwork, the forebearers of ICMS successfully passed on the torch to the 2nd Council who undertook the rolling ambition of making ICMS a recognised student organisation. ICMS was established as a registered NGO, solidifying its presence and trust with our corporate partners and sponsors. The impact of MPPC 2012 upon being recognised by the Prime Minister himself enabled the winners’ policies to be taken into serious consideration for national implementation. 2013 - Designing the ICMS Presence Bearing the mission to bring together a strong network of dynamic Malaysian students, the 3rd Council channelled their focus into creating a distinguishable and authentic presence for ICMS. These rebranding efforts presented ICMS as the network for students to pivot in the of career, intellectual and leadership development. A membership restructure was carried out to prominently bring forth the values and qualities of the Associateship. In 2013, we saw our second agship event, Industry Insights (I2) come to life. Participants underwent an experiential opportunity to dive into leading industries while contributing their own ideas. 2014 - Traversing Borders ICMS continues to grow at an astounding pace as we laid our foundation in 5 other countries, Hong Kong, Singapore, Canada, Malaysia and the United States of America. The 4th Council devised an internal restructuring master plan to seamlessly accommodate the Council’s growth and utilise all human capital. The National Executive Committees and the International Executive Committee were then formed for increased effectiveness. 2015 - Strength in Joined Forces The 5th Council increased outreach to connect with more driven Malaysians with the goal of fortifying the presence of ICMS in all 6 countries. A groundbreaking achievement was the collaboration of ICMS with 11 other Malaysian student councils to form the Malaysian Students’ Global Alliance (MSGA). This partnership launched the Global Policy Symposium (GPS), an event bringing together Malaysian students of various backgrounds and beginnings in the name of intellectual discourse. 2016 - Unity in Diversity Entering the 5 year mark, the 6th Council prioritised diver in our Associate base all while striving to stabilise ICMS as a credible and excellent international organisation. Recruitment and core initiatives were consolidated and r ned along with securing strong relationships with our Sponsors. The ICMS Academy was conceived as an umbrella initiative encompassing the Industry Sectors Hub (ISH) and to cater to the technical and soft-skill development of our Associates. 2017 - Sustainable Leadership Reaping success after success, ICMS has exceeded expectations proliferating to its widespread, talented student body in over 6 countries. With the key goals of nement, Engagement and Diversity in mind, the 7th Council worked tirelessly to expand the brand name of ICMS to where it has not been heard of and to upkeep the previously successful efforts of their predecessors. xcellence At its latest, ICMS aims to tackles new challenges and to sustain its best professional practices and measures of effectiveness both internally and externally. The 8th Council has directed detailed attention into quantifying and monitoring the progress and performance of Associates through professional framework and ICMS Academy to continuously leverage on our strengths and triumph over challenges. We pride of ourselves and our strive to deliver excellence, empower leaders and complement diversity. 2019 - Initiating Action Today, ICMS stands at 177 Associates stretched across 6 countries. The 9th Council aims to take the baton and run where the nce of the Organisation has yet to reach, while expanding itself where it has already taken root. It will continue to hold the ICMS mission close to its heart as it strives onward to Build Networks, Empower Leaders, and Realise Ideas.

ICMS VISION & MISSION ICMS is the first of its kind in Malaysia that provides a platform for Malaysians to build self-confidence and emphasise on personal development. We strive to build networks among Malaysians globally to help catalyse each other’s growth and aspire individuals to reach greater achievements together. We empower leaders with insightful sharing and resources among our Associates and at the same time, encourage those they interact with to be leaders. We realise ideas by collating ideas from talented individuals and turn it into actions for the benefit of the Malaysian society. Our vision is to empower Malaysian students world-wide to take charge in improving Malaysia be it economically, socially or politically. Hence, we have two main missions. We aim to : 1. Establish a network of professional Malaysians and foster long-term relationships with corporate organisations, community leaders and our Associates. 2. INTRODUCTION The Malaysian Public Policy Competition (MPPC) is an annual case-based competition that engages Malaysian students in a comprehensive public policy-making process. MPPC aims to deliver technical insights to participants pertaining to the devising of public policies, from conception to implementation. It strives to give students a platform to not only share t h eir views and ideas with renowned experts but also to connect them with other Malaysian students studying all across the world who share the same curiosity and passion with them. Through MPPC, we also hope to empower a generation of politically and socially aware Malaysian undergraduates.

The rst ever edition of MPPC kicked off with top representatives from the government and private sector attending as judges and speakers. Notable res who graced the event include YB Dato Teng Chang Khim (Speaker of the Selangor State Assembly and Member of Parliament for Sungai Pinang) and Professor Danny Quah (Professor of Economics and International Development at the London School of Economics and Political Science).

MPPC 2013 was ted by YB Khairy Jamaluddin, the Minister of Youth and Sports in Malaysia. It was held at Sunway University with the support of its partners, TalentCorp and Jeffrey Cheah Foundation. Among the major milestones for the third edition of MPPC were higher participation of high stake entities as well as larger sponsorships and more prominent judges. It had also managed to successfully capture a wider pool of student from diverse backgrounds.

MPPC 2012 was honoured to have attracted the attention of the Prime Minister of Malaysia, Dato’ Sri Najib Razak. As such, the winners of MPPC 2012 were given the privilege to present their policy to the Prime Minister’s Departments at Putrajaya for serious consideration. MPPC was also honoured to have Teach for Malaysia on board as an event partner for this edition.

In addition to having high-pr judges and speakers, the 4th edition of MPPC also received extensive coverage by local media such as The Star and Sin Chew Daily. The winning team was not only given the opportunity to present their policy to the Land Public Transport Commission (Suruhanjaya Pengangkutan Awam Darat, SPAD) but was also invited by BFM Radio-Business Station for an interview.

MPPC 2015 continued to soar to greater heights by partnering with PR1MA and the Ministry of Urban Wellbeing, Housing and Local Government. This year’s MPPC also saw an introduction of new “crisis” element in the semiParticipants were tested by a change in the current ceteris paribus condition (assuming all being equal), prompting them to think on their feet and to react to the crisis accordingly.

The introduction of Hybrid-MUN sees a wider range of competitive streak by allowing innovation and creativity to ow to different stakeholders. Prominent public res which include Shareen Shariza, the Chief Executive cer of TalentCorp, Ms Ng Yeen Seen from Asian Strategy & Leadership Institute (ASLI) and Centre for Public Policy Studies (CPPS) and established entrepreneurs in the judging panel namely Jan Wong of OpenMinds and Co-Founder of myBurgerLab, Teoh Wee Kiat provided different perspectives on what they hope to see from the participants through possible policies that could be implemented for the future workplace. MPPC 2016 also serves to bring in inclusivity through the audience voting system which contributed to the scoring of winners. This led to a more democratic format of the competition allowing the audience to partake on an active role.

In the 8th instalment, the structure of MPPC underwent a revamp in order to provide a more refreshing and engaging experience for participants, as well as to re-evaluate the standards used to assess participants. The structural reform served to standardise judging criteria and instil a greater sense of ownership in teams to facilitate greater interest and involvement. Among the changes delivered, a second preliminary round was introduced in which teams had to condense their policy pitch into a “3-minute pitch” using only one PowerPoint slide without a Q&A session, a series of syndicate workshops, as well as the introduction of mandatory inter-team questioning to introduce new dynamics into competition structure.
FUTURE DIRECTION Given this is the 9th instalment of MPPC, we believe that there have always been continuous effort to bring MPPC to greater heights, be it a new collaboration or a fresh competition format. However, this year, our primary aim is on engagement and inclusivity. With that in mind, we hope to revolutionise MPPC and by bringing in a greater sense of agency and inclusion not only in terms of content but also in the demographics of participants and volunteers. We also intend to introduce changes while still retaining MPPC’s core structure. This year’s changes will include facilitating closer team-mentor relations, introducing an opportunity to connect with policy-makers, and to also increase workshop engagement by means of the introduction of a more interactive structure. With these changes, we hope to promote MPPC as a prestigious event that Malaysian look forward to every year.
Number of Participants: 80 With World Bank Malaysia and Perdana Fellows on board, MPPC entered its 7th instalment this year with enhanced collaboration and an aim to strengthen and stabilise the new format of competition that was introduced in 2016, as well as to reevaluate the standards used to assess quality participants. Among the changes this year was reducing the annual 3 days residential challenge to 2 days while maintaining its quality. In addition, MPPC 2017 also offered participant a chance to have their application essay to be published in World Bank’s publication. A book detailing a summary of the top 3 policies presented and panel discussion with experts such as Tunku Zain, founder of IDEAS and Dr Chandra Muzaffar, President of International Movement for a Just World was also published with guidance from World Bank. The book was the rst ever publication of MPPC since its inception and was circulated during Youth Economic Forum.

INTRODUCTION As one of the annual agship events of ICMS, Industry Insights (I2) is open to all Malaysians studying abroad or locally. At I2, we are committed to delivering an event where participants are able to hone their professional skills such as communication and leadership, placing an equally strong emphasis on both hard and soft skills. As well as that, at the heart of the event lies the endeavour to provide an avenue for driven and ambitious Malaysian students to form networks and connections with representatives from leading companies in their respective industries. We invest to ensure that participants bene t from gaining insight into a wide range of industries and expose them to available opportunities. I2 is an event that actively promotes interdisciplinary learning and encourages participants to explore and gain insight into multiple industries.

PAST ACHIEVEMENTS In the year 2018, Industry Insights was held on 28th and 29th July at the Sunway Putra Hotel. With the support of our partners and sponsors Sunway, EY, Maybank, Unilever and Axiata, we were extremely pleased with the overwhelming expression of interest towards the 100 limited slots. The central theme ‘Thriving in the Modern World’ addressed issues of sustainability, competency and youth empowerment through workshops, networking and challenges.
FUTURE DIRECTION In 2019, I2 wants to preserve the fundamental elements which give it its identity and maintain its alignment with t ICMS pillars of values which are building networks, s, the empowering leaders and realising ideas. However, whilst striving for the same goal, it aims to boost engagement by diversifying the approach. By modifying the struc- re, t ture, the case study workshops which past I2 events ve have always focus on will be amongst other activities that will be introduced. We will be implementing new w ideas such as debates into the structure of the event.
TESTIMONIALS Industry Insights has provided me an eye-opening opportunity to get to know more about companies from different Students from different backgrounds and disciplines were brought together to work on case studies and business simulations which boosted our understanding about the industries. Kickstarting 2019, ICMS has hosted a series of roundtables with a few of our Partners and Sponsors (Maybank, Axiata and Unilever) geared to empower Malaysian youth professionally across different backgrounds, skill-sets and industry interests. Maybank Roundtable: Banking on Millenials Participants gained insights into how Maybank engages with millennials and in making prudent financial decisions through various activities on the theme of futuristic banking with real-world simulation in financial planning and innovation challenges. Axiata Roundtable: Decoding Data with Axiata Participants dived into the world of Data Analytics and how Axiata improves their products based on their strengths. With a sharing session, games and case study challenge, participants were exposed to outstanding brand-setting and mitigating issues in the fast-paced world of public relations and marketing.
Singapore
Speak Up! Aiming to cultivate professionalism among Malaysian students in Singapore, “Speak Up” aims to equip them with important skills which includes personal branding, personal grooming, networking and public speaking. “Speak Up” was joined by World Champion in Public Speaking, Darren Tay. He gave his super eloquent speech on tips and skills to attempt public speaking confidently. It was an eye-opening experience for the participants, as well as, our council members to listen to World Champion, Darren Tay deliverance. HR officers came down for tips on managing a LinkedIn profile and hosted a resume writing workshop. Overall, “Speak Up” provided an interactive networking platform for Malaysian students to collaborate with people from different background and expanding outreach of ICMS in Singapore.
Unilever Roundtable: Beyond the Shelf Participants immersed themselves into the workings of how a Unilever product is brought to the shelves of our stores today while working on hands-on interactive case studies and activities that highlighted the inner functionalities and systemic processes of Unilever.

Career Lounge Seeking to inculcate relevant skills for entering the “real world” amongst the Malaysian undergraduates in Hong Kong, the Career Lounge was organised to furnish attendees with personal branding skills such as unconventional CV writing tips and tips on setting up a LinkedIn account, as well as how to manage oneself in an interview setting. Anna Champion, the founder of The Talent Lighthouse, spearheaded the event with assistance from ICMS Alumni.
Hong Kong
Anna Champion led two sessions for personal branding and interview tips. During the latter session, she taught the S.T.A.R. interview technique which follows a structure of situation, task, action and result. This method is to be used to provide in-depth responses to interview questions. A mock interview session was then facilitated by ICMS Alumni for attendees to

ICMS Venture Challenge (IVEC) The event was successfully launched for its third consecutive year. IVEC focuses on empowering future leaders by exposing them to networking opportunities and sharpening their critical thinking skills. Thirty participants from nine universities across NA congregated for this business case study competition themed “Navigating a Changing Global Environment”. This year, IVEC managed to get three judges with diverse professional background and shared insightful feedback for the participants.
The highlight of IVEC was when participants pitched their research and solutions to the
personal buildup and networking connections, aligned with ICMS motto of building networks and empowering leaders.
The Initiation Held in conjunction with the Council’s recruitment season, the UK Chapter kickstarted the term with ‘The Initiation’ in both London and Warwick as an introduction to ICMS. Aimed to deliver an interactive and insightful CV writing and networking workshop, this event was held in October by the UK Chapter for the

learning how to write a clear, concise and comprehensive CV and honing their networking skills. ICMS also spent “A day with EY” in collaboration with our Partner, EY. Set up as a case study workshop with 3 themes - sustainability, blockchain and cyber security, participants were split into groups and worked diligently and competitively, with real-life situational reviews by the panel of judges and their own peers at the end of the session. The informative feedback and nuanced learning experience saw our participants walk away with an educational experience like no other. 26
