…the language that is not necessarily the target skill for a particular activity, but the language that can and will be used by students negotiating around the target skill in an activity.

language that should be use to manage class. In this respect, it is classroom management language.
Using Process Language could…
…easily double the language my students learn in any particular lesson by adding process language to the target skill.
…provide my students with the Second Language tools to manage a new activity.
