According to GIA research, 100 percent of the 18 public and pri vate, 2 yr, and 4 yr degree grant ing institutions are Hispanic serving institutions across San Bernardino and Riverside coun ties Three of the 18 are Asian American and Native American Pacific Islander serving institu tions The total postsecondary stu dent population served is 231,023, with a median Pell eligibility of 53 percent, ranging between 29 percent and 67 percent

“We have the lowest educational attainment in the Inland Empire, but we know the talent is un doubtedly here So we need to do a better job with our education systems,” Poore said

The foundation chose its six in termediaries by evaluating how well they understand root causes driving the need for institutional transformation, such as financial sustainability or student success gaps, including the likelihood an intermediary’s approach could push large scale changes

AFC East: The AFC East features two of the most high powered offenses in the NFL so far this season with the Buf falo Bills and Miami Dolphins The Bills, led by the dynamic superstar duo of QB Josh Allen and WR Stefon Diggs, are 3 1 with their only loss being to the Dolphins by just 2 points

As for those Dolphins, all eyes of the football world looked upon them as we saw their QB Tua Tagovailoa go down with a scary concussion/neck injury Thursday night vs the Bengals With Tua looking like he will be out long term and the Patriots and Jets looking like nothing special, expect the Bills to

AFC West: The most stacked division (on paper) in recent NFL history has not quite lived up to the hype, but still looks to be competitive At the bottom, we have the 1 3 Raiders The Raiders red zone offense has been just flat out bad through 4 games and their win against the Broncos last week probably saved head coach Josh McDaniel’s job As for those Broncos they beat, the team from Denver is an ugly version of a 2 2 team Russell Wilson hasn’t been able to find a rhythm and, with a very difficult final few weeks of the regular season, the next few weeks may be early do or die time for the Broncos di visional championship aspirations In second place meanwhile is the Charg ers, who also come in at 2 2, but have the early tiebreaker due to winning the divisional game week 1 vs the Raiders The Chargers finally got RB Austin Ekeler going this week with three

touchdowns vs the Texans, and have multiple winnable games ahead of them that could allow them to inch closer to the first place Chiefs The Chiefs have looked like, well, the Chiefs QB Patrick Mahomes has looked magical and the team looks poised to chase another ring after start ing the season 3 1

AFC North: The AFC North’s 1st place team through 4 weeks is shock ingly the Browns, who don’t even have their starting QB Deshaun Watson on the field due to suspension However, the Ravens and Bengals have the same record as the Browns, and definitely have a higher ceiling than them I ex pect both teams to get back on track and finish first and second in the divi sion once the Browns start losing As for the bottom feeder Steelers, the Kenny Pickett rebuild era began last week when he subbed in at QB and threw multiple INT’s, so don’t expect much out of Steel City while they fig

AFC South: The South has a couple disappointments and a surprise team so far The disappointments being the 2 2 Titans and the 1 2 1 Colts The Titans star RB Derrick Henry has failed to find any sort of consistency and it ap pears QB Matt Ryan may not be the so lution to the Colts problems As for the pleasant surprise, it’s the Jacksonville Jaguars The Jags upset the Chargers in LA 2 weeks ago before losing a tight one to 4 0 Philadelphia, bringing them to 2 2 and controlling their own destiny in the division Who knows, maybe QB Trevor Lawrence and co are ready to become opposing defenses nightmares late into the season

NFC East: The NFC East has three teams two games over 500 No, that is not a typo The infamously weak divi sion has shown some strength this year The aforementioned Eagles lead the di vision at 4 0, making them the only un

defeated team in the NFL As for second and third, the 3 1 Cowboys have backup QB Cooper Rush miraculously winning games for them, and the 3 1 Giants are simply just finding ways to win despite not looking elite on paper

While I do expect the Giants to fall off very soon, the Ea gles and Cowboys look des tined for a race to the finish for first

Meanwhile, the fourth place 1 3 Commanders have been disappointing, and look like the playoffs are not in the plans for them

NFC West: I am writing this article before the Rams and 49ers square off on Monday Night, but so far the Rams have looked pretty beatable this season despite being 2 1

QB Matthew Stafford’s injury seems to be lingering a bit but, thanks to weapons like WR Cooper Kupp, they may be able to get away with it Meanwhile, the 2 2 Cardinals and 2 2 Seahawks have had very different paths to the same record

The Cardinals have seem to just not be able to get over the hump and become “great” while the Seahawks led by QB Geno Smith are somehow 2 2 and not trending down wards, for now

However, I’m expecting the Rams to win Monday night against the 49ers, and begin to look to run away with first place in the next few weeks

NFC North: The North looks to be a 2 way race between the Vikings and Packers, who have both started the season

Kirk Cousins has looked great as long as the team isn’t play ing in primetime, and the Packers are on a 3 game win streak despite Aaron Rodgers having a subpar receiving core and saying that the way they’re winning “isn’t sustain able”

As for the bottom two teams, Bears QB Justin Fields per formance so far has been abysmal, as he ranks last among starting QB’s in yards passing

The Lions, meanwhile, have been explosive offensively but their defense simply cannot get enough stops to win games

NFC South: Tom Brady’s Buccaneers look a bit weak but the NFC South is even weaker When a divisions starting QB’s (besides Brady) are Marcus Mariota, Baker Mayfield, and Jameis Win ston, it’s no surprise the Bucs 2 2 record is good enough for first place and there is zero concern whatsoever that the Bucs won’t win the division

While we may only be 4 games into the season and many variables can shift things every which way, the NFL’s season is beginning to take shape and we are getting a sense of what teams are con tenders and what teams are pretenders

For now, there’s still 13 more games for each team to play and fight their way to the playoffs

Ordinar y people with r esolve: Comments made at the Lopez V. Seccombe r eenactment

Ladies and gentlemen, please allow me to close with these brief thoughts

When we undertake Historic reenact ment or oral argument I am often asked why the civil rights cases?

For example, why not other famous cases, like Marbury v Madison?

Gideon v Wainwright? Miranda v Ari zona? Aren't those cases just as impor tant, and just as worthy of our focus?

Our answer is this: Yes, those cases are historically important and yes, they are worthy of our attention

They are landmark decisions and they continue to influence the law to this day But what is it, ladies and gentle men that grabs our hearts and stirs our souls about civil rights cases?

As important as Marbury v Madison, Gideon v Wainwright and Miranda v Arizona and many other significant cases which are vital to our constitu tional rights and our legal system, those cases pale in comparison to a handful of mothers and fathers who, having seen their children turned away from local schools, public institutions and pools, just because their skin was brown instead of white and their sur name was Hispanic instead of Anglo

These parents and community leaders dared to stand up to forces much bigger than themselves and say, individually and collectively, "This is not right This is not American This is hurting me and my child, and I will not tolerate it any longer "

It was the same with the Asian com munity in the Korematsu case And it was the same with Brown v Board of Education

Individuals, just regular people who wanted to live their lives as Americans, in what was supposed to be the land of the free For them, and all of the fami lies represented in those cases, it turned out to be more the home of the brave

Because it took bravery, and it took immense courage, for the plaintiffs in each of the civil rights cases to stand up to the government for what they knew was right

And in speaking of courage, ladies and gentlemen, we must not forget the man, the lawyer who stood with them David Marcus, the attorney who made it his life's work to help those whose civil rights were being trampled needs to be remembered and his memory honored

In historical context please remember this, the same year that the Mendez children were being turned away from the 17th Street School in Orange County, it was earlier that Mr Marcus argued and won in 1944 the landmark case of Lopez v Seccombe, a class ac

tion lawsuit against the mayor and city council of our very own City of San Bernardino for denying the Mexican American community access to its parks and recreational facilities

The Seccombe case was the first case where a judge ruled against the segre gation of Mexican Americans in regard to public facilities

An argument in the Seccombe case that eventually persuaded the Mendez court and the Brown court to rule in favor of the plaintiffs that is, that it was not a matter of the equality of fa cilities but the separation of the children that was harmful, presenting social sci ence evidence that segregation resulted in feelings of inferiority among the Mexican American children that could undermine their ability to learn and to socialize and to grow up to be produc tive Americans and participate in social, educational, and government institu tions including the use and enjoyment of recreational facilities, like a pool!

Sitting at the counsel table with Mr Marcus in these cases was amicus counsel Thurgood Marshall later to be the first African American to sit on the United State Supreme Court

The argument presented in the Mendez and Brown v Board of Educa tion was the very same argument pre sented in the landmark Seccombe case Imagine that!

All of these plaintiffs in the civil rights

cases were not attention seekers they were not comfortable in the lime light and they weren’t out for their five minute of fame

They were just parents and people who wanted their children to have the best that America had to offer and they were willing to go “toe to toe” to obtain those rights And this is why, ladies and gentlemen, we choose the civil rights cases like the Seccombe case; because that kind of courage and that kind of de termination, and that kind of patriotism stirs something deep within us, and re minds us, that there is such a thing as a good fight

It is right, it is important indeed it is imperative to fight the good fight In this country, we go to war to defend those rights and ideals because they are so vital to our nation

Ladies and gentlemen, our country still faces challenges in the civil rights arena It's not a perfect place, because people aren't perfect

But part of progressing forward is looking backward and remembering where we've been, realizing how far we've come, and recognizing that it takes ordinary people with extraordi nary resolve to make America truly a land of equal opportunity a land of lib erty and justice for all

“The food boxes that they had over COVID was wonderful be cause they came with laundry soap, shampoo, conditioner, cleaning products, toothbrushes, band aids, stuff that we couldn’t afford at the time, so it helped out tremendously,” said Melissa Bell Elie, mother of a 15 year old student attending Bob Mur phy County Community School

She says her family continues to take advantage of the food boxes offered at the school sites Each month, the contents of these boxes changes

“It makes a big difference, at least a 30% difference in the household as far as what I don’t have to financially pay for,” said Bell Elie

SBCSS partnered with Hazel Health to provide students and families with quick access to eq uitable telehealth care Families are able to have their blood pres sure and temperature checked in person and may even secure same day virtual doctors’ visits from school or at home

In addition, each campus is equipped with a washer and dryer, which students and fami lies may use for their laundry

The Family Resource Centers will also provide expanded learn ing opportunities after school at each site, once a week

Selected students may partici pate in an academy that focuses on leadership training and sub stance use prevention education so that they can serve as peer leaders on campus
