s COVID-19 cases across the state soar, Metrolink – Southern California’s regional passenger train service – is again stepping up efforts to keep safe and healthy its riders and employees, the essential workers keeping our communities functioning. Today, Metrolink announced the addition of new, state-of-the-art antimicrobial air filters on all its train cars to ensure the air passengers breathe throughout their journey is safe and clean. In March, Metrolink began implementing a new multifaceted health and safety program to keep riders and Metrolink employees safe during the COVID-19 pandemic. These efforts include a face-mask requirement at station platforms and aboard trains, enhanced cleaning and sanitizing measures, and partnerships with leading health and safety institutions for Metrolink, cont. on next pg.

The award — previously known as the Thomas Ehrlich Faculty Award for Service-Learning — is named in honor of Thomas Ehrlich, former chair of the Campus Compact board of directors and president emeritus of Indiana University. In addition, the following faculty have been named Ehrlich Award finalists: Cheryl Grills, professor of psychology at Loyola Marymount University, and Eric Galm, associate professor of music at Trinity College. nrique Murillo Jr., a Cal State San Bernardino professor of education, and founder and executive director of LEAD (Latino Education and Advocacy Days), has been named winner of the Thomas Ehrlich Civically Engaged Faculty Award by the nonprofit higher education organization, Campus Compact. The Thomas Ehrlich Civically Engaged Faculty Award is presented as part of Campus Compact’s Impact Awards, which recognize the outstanding work of individuals and institutions in pursuit of the public purposes of higher education. Murillo, who joined CSUSB’s College of Education in 1999, was “recognized for his ‘Netroots’ approach to scholarship that combines awareness-raising, education, promotion, advocacy, activism, analysis, discussion, critique, and dissemination to advance understanding of educational issues that impact Latinx populations,” according to the Campus Compact news release. “We believe that Dr. Murillo exemplifies the same ‘sí, se puede’ (yes, we can) attitude, which is a personal and organizational spirit that promotes confidence, courage, hard work, and the belief that we can do the impossible,”

said Ana I. Gonzalez, president of the Chicano Latino Caucus of San Bernardino County. “Enrique has integrity, recognizes and respects the inherent worth of all people. He is generous, kind, innovative, and gives freely of his time and resources to serve our communities in the Inland Empire. He keeps our focus on educational equity and achievement, including attending college and beyond.” Murillo said he was deeply touched and grateful to be named a recipient of the award. “It’s a tremendous honor to receive such a prestigious award named for Thomas Ehrlich,” said Murillo. “His leadership and pioneering spirit with respect to civic engagement and learning, wisdom in practice, and building democratic culture is legendary.” Chinaka S. DomNwachukwu, dean of the College of Education, said “Dr. Murillo represents the best of what the CSUSB College of Education has to offer. He continuously makes us proud.” CSUSB President Tomás D. Morales praised Murillo for his hard work. “This is a well-deserved recognition for Enrique, who is one of our most dedicated faculty members in helping our students succeed, and in working with our local communities,” said CSUSB

President Tomás D. Morales. “EnAll award winners will be recogrique’s work has inspired many, nized at a virtual awards celebraespecially in the Latino community on the importance of education and its vital role in society.” Metrolink Murillo becomes only the third faculty member from the 23-campus California State University system to receive the Thomas Ehrlich Civically Engaged Faculty Award, said Diane Podolske, director of the CSUSB Office of Community Engagement, who called it the “top faculty recognition for a community engagement member, as it recognizes a sustained commitment and impact on students, the institution and the community.”

guidance on health matters. “With every passing day, we learn more about ways to prevent the spread of COVID-19 and take necessary steps to keep our riders and employees safe aboard our trains,” said Metrolink Board Chair Brian Humphrey. “Understanding the airborne nature of COVID-19, we installed new state-of-the-art air filters that improve the air flow aboard our trains and destroy 99.9% of impurities. Together with enhanced cleaning, physical distancing and our face mask requirement, this new step reduces the exposure risk of infection.”

The previous CSU honorees are Seth Pollack from Cal State Monterey Bay in 2005 and Rick Eberst from CSUSB in 2004. The new filters work with Metrolink’s Heating, Ventilation, and Air Conditioning (HVAC) system, which is itself another protective layer. Intake vents draw in outside air, send it through the HVAC system, then distribute the filtered and cleaned air into the cars. providing a more pleasant experience for riders. “Our focus since the beginning of this crisis has been on ensuring health and safety,” said Metrolink Chief of Safety and Security Don Filippi. “We significantly enhanced cleaning and disinfecting protocols, which include a daily deep cleaning of the trains. We expanded our Clean Care Crew that wipes and disinfects trains throughout the day and uses an electrostatic sprayer to mist hospital-grade disinfectant on all train cars – including hard-to-reach places.” Passenger feedback led to Metrolink doubling its hand-sanitizing stations and keeping a ready, fresh supply of masks available for riders arriving without them. Rutherford seeks candidates for Assessment Appeals Board

an Bernardino County Supervisor Janice Rutherford is seeking qualified persons who would like to serve on the San Bernardino County Assessment Appeals Board. “I’m looking for candidates who have the technical experience required by law as well as the ability to thoughtfully and thoroughly consider appeals filed by property owners in our County,” Rutherford said. Assessment Appeals Boards play a critical role in ensuring property owners receive due process. After the Assessor has determined the value of a person’s property—including owners of land, structures, business fixtures, boats, planes,

S

etc.—for tax purposes, the owner can contact the Assessor’s office to dispute the valuation if there is a disagreement. If the owner and Assessor cannot reach an agreement, the owner has the right to file an appeal with the Assessment Appeals Board to have their property value reviewed by a neutral third-party. In San Bernardino County, there are four Assessment Appeals Boards, each with three members. State law requires that individuals appointed to serve as Assessment Appeals Board members have a minimum of five years of professional experience in California as a certified public accountant, licensed real estate broker, attor-

ney, or certified property appraiser. The Assessment Appeals Board generally meets every Wednesday at the Government Center in San Bernardino. Members receive a monetary stipend for their service and also must complete an online ethics and Board of Equalization appeals process training courses. Each member is also required to file an annual Statement of Economic Interest reporting sources of income, investments, business positions, real property holdings, and gifts. Interested residents can submit an application online or print and complete an application by visiting http://cms.sbcounty.gov/cob/Forms/BCCApplication.aspx.

County petitions Supreme Court for local control of COVID-19 measures

an Bernardino County has filed an action directly in the California Supreme Court asking the court to find that the governor's stay-at-home orders exceed the authority found in the California Emergency Services Act. The county seeks to exercise local control in response to the COVID-19 pandemic rather than be restrained by the state's regional approach that treats San Bernardino County the same as significantly different counties

such as Los Angeles, Santa Barbara and San Diego. "The governor is not permitted to act as both the executive and legislative branch for nine months under the California Emergency Services Act," said Board of Supervisors Chairman Curt Hagman. he first round of applications for the Small Business COVID-19 Relief Grant Program is now open. On November 30, 2020, Governor Newsom and the State Legislature announced the allocation of $500 million available to small businesses and nonprofits that have been impacted by the COVID-19 pandemic. The program is administered by California's Office of the Small Business Advocate (CalOSBA), part of the Governor’s Office of Business and Economic Development (GO-Biz). “Small business owners and our nonprofits serve as the economic heart of every California community,” said Governor Newsom. “This grant program isn’t the end, it’s the beginning. It’s a bridge to

help the millions of Californians, whose dreams and livelihoods are now on the line, as we work with the State Legislature to create additional support.” Grants will not be issued on a first-come, first-served basis and will be awarded after the close of each application round. This first round of applications ends January 13, 2021 at 11:59 p.m. Details for the second round will be announced shortly. “Inclusive, equitable relief is fundamental to the small business support developed by this administration,” said Isabel Guzman, CalOSBA Director. “This grant program provides that support through a network of Community Development Financial Institu-

Operation Pack the Sleigh collects and donates $1,500 in toys season.” Each group took on a different role in the operation. Community Engagement identified two community partners to accept the toy donations; the Veteran Success Center created the promotional materials to solicit donations, which were distributed throughout the month of November to campus, listservs and social media; and the 437th Medical Company served as the collection point and distributors of the donations, Ramirez said. By Dec. 1, the collected toys were donated to Operation Pack the Sleigh at March Air Reserve Base, care of the 437th. On the evening of Dec. 5, the 437th rolled out four caravans of medical vehicles to the donation centers and delivered the cargo, Ramirez said.

ore than 150 toys were donated to two local nonprofit agencies as part of Operation Pack the Sleigh, a holiday toy drive by Cal State San Bernardino’s Veterans Success Center and the Office of Community Engagement, and the U.S. Army 437th Medical Company.

Vanessa Perez, the associate director for the Time for Change Foundation, praised OPS for its contributions. The toys were for children between the ages of toddler to 14 years and were donated on Dec. 5 to Option House, Inc. and Time for Change Foundation, both in San Bernardino, according to Agustin Ramirez, director of the Veterans Success Center. The collected toys had a total value of

about $1,500. “I am so proud of the work of our partners in Community Engagement and the 437th Medical Company, and so proud of the generous spirit of our campus and community,” Ramirez wrote in an email. “Together we have brought joy to many children this holiday

County Schools’ Student Success Partnership gives back to the homeless

“Please allow me to take this moment to express our heartfelt thanks and appreciation for your donation of Christmas gifts. Time for Change Foundation could not be successful in helping homeless women and children become selfsufficient without the support of people like you,” Perez said. “Your donation allows us to continue to provide valuable resources to assist women and their children with housing and supportive services in our community. Your concern for the welfare of

others enables us to give these women the much needed aspiration to change their lives. Once again, we are very grateful for your donation and support and look forward to a continued partnership in making our community a better place for families to live and thrive.” Diane Podolske, director for the Office of Community Engagement, said she was glad to find a way the campus could contribute to address a community need, even given COVID-19 restrictions. “I hope our donation of gifts, while not in person as we would prefer, still provides a message of hope to these families in need,” Podolske said. “We are currently a virtual campus, but that does not mean that our commitment to being a good neighbor has left San Bernardino. The CSUSB community remains dedicated to working with our nonprofit partners and others for the public good.” The 437th Medical Company is a reserve unit of the U.S. Army stationed at March Air Reserve Base, Riverside. Recently they mobilized in response to COVID19. Field training provides opportunities for soldiers and their command to improve procedures and total patient care in the field. With OPS, the company was able to complete critical training while simultaneously delivering donations to the nonprofits thereby fulfilling two core commitments: mission readiness and community service.

ith homelessness on the rise in the midst of the COVID-19 pandemic and its economic impact, San Bernardino County Superintendent of Schools’ Student Success Partnership gave 141 lunch bags to the homeless within San Bernardino County for the holidays. The lunch bags were prepared by foster youth students during the Student Success Partnership’s virtual Give Back Academy. The purpose of the academy is to show empathy to others who are less fortunate and brainstorm ways to help those in need. The students were given food items and art supplies to fill the packages and decorate them with

their own words of encouragement: “You matter; The world is yours; You are loved.” The Student Success Partnership is a collaboration between the University of Redlands School of Education, San Bernardino City Unified and SBCSS Foster Youth Services coordinating program. The partnership provides leadership and development opportunities to help improve educational outcomes for youth in foster care and group homes within the Inland Empire. Funding for the program is provided by SBCSS Foster Youth Services coordinating program and San Bernardino

City Unified. The Give Back Academy is one of three academies provided by the Student Success Partnership. It offers a variety of educational enrichment activities, field trips, community service opportunities and training programs to inspire foster youth in exploring their futures. “The Give Back Academy connects and engages students through compassion and empathy for others. This important partnership plants a ‘seed of hope’ for a better future for our foster youth students,” says County Superintendent Ted Alejandre.

San Manuel Band of Mission Indians provides opportunities

I

n January 2020, the Crafton Hills College Foundation received a $300,000 grant from the San Manuel Band of Mission Indians. The grant, awarded to support the College's Increasing Student Engagement and Knowledge (iSEEK) program, provides student employment opportunities and direct support through scholarships, emergency grants and textbook assistance for Crafton students. The iSEEK program has grown substantially since its inception in July 2014, ultimately helping over 300 students attain their educational goals. Crafton Hills College President Dr. Kevin Horan expressed how grateful he is for the San Manuel Band of Mission Indians' continued support of Crafton students. "This funding has helped alleviate financial barriers for students while allowing them to gain valuable work experience," Horan shared. This year, due to the COVID-19 pandemic, the student employment piece of the program was modified to provide an alternate mechanism for students to learn job skills while adhering to health and safety guidelines. While the

for Crafton Hills College students purpose of this program remained consistent, to prepare students for successful employment and to be strong candidates for competitive scholarships and transfer, the implementation of the program shifted to a virtual format as the College began remote instruction and services in March. The employment portion of the program was managed through the College's career center, where students developed a career portfolio that included a resume, cover letter, and elevator pitch; learned hirable leadership and employability skills through online training; earned digital badges; and gained interview skill preparation. A newly developed mentorship component was added this year connecting students with employees at San Manuel to foster professional development and growth. At the culmination of the program, students were able to purchase a professional suit for interviewing, employer networking, and job search. Career center coordinator Trinette Barrie explained how the ability to purchase professional attire has impacted students. "Most students struggle with making ends meet and have to watch every dollar. The ability to wear a new appro-

priate outfit to an interview helps students feel confident which influences how they present themselves." Direct student support through scholarships, emergency grants, transfer application fees and textbook assistance have been more important than ever this past year. In some cases, this funding meant the difference between students continuing their education and dropping out. In others, it relieved food insecurity due to loss of wages or helped pay exam fees so that a student could start his/her career. In every instance, this funding provided hope for students who often expressed that having others believe in them helped them believe in themselves. Horan concluded, "The San Manuel Band of Mission Indians helped Crafton students respond to unforeseen challenges and provided the financial support they needed to continue their studies during this very challenging year. It is more important than ever to help our students stay in college, earn their degrees, and build a better future, and we are so grateful for San Manuel's philanthropy and dedication to improving our community."

Six ways to get through a lockdown

L

et’s all be honest. 2020 has not been that great. As the kids would say it has kind of sucked. As I write this we are in another lockdown. But don’t despair. There are ways we can all get through this. According to Dr. Cassandra N. Nichols there is a way we can not only survive the Pandemic and all that comes with it, but we can thrive as well. Dr Nichols is a PhD in counseling psychology as well as being the Director of the Student Counseling Center at the University of Washington / Tacoma. She gradu-

ated from Pacific High School in San Bernardino in 1983 and she has definite views on how we can all cope with what we are going through. “Humans are social animals,” Dr Nichols says. She also counsels her patients and her family and friends that maintaining human contact is the key to good mental and physical health. Here are 6 Ways you can get through this lockdown and not only survive---- but thrive as well. #1 HUMAN CONTACT Whether it be Facebook, Twitter, Instagram, or going on Zoom; by all means stay connected with family and friends. Let them know you’re there and they’ll let you

know they’re here as well. #2 BE AWARE OF THE PHYSICAL SIGNS OF DEPRESSION Now more than ever we need to know the warning signs of mental depression. Whether it be lack of sleep, irritability, loss of appetite, or anything that makes you feel bad it is important to make sure you change your frame of mind. #3 EXERCISE AND MEDITATE Of course none of us really likes to exercise and meditate. But now especially we have to take time out each day to focus on our bodies and on our minds. Take a long walk and smell the roses. As many roses as you can.

When you’re on lockdown great meals are a lifesaver. Of course we want to watch our figures, but trying to be the next Chef Ramsey is not a bad pursuit. But watch the sugar. #6 LAUGH! LAUGH! LAUGH! And let’s not forget laughter. Whether it be watching reruns of I Love Lucy or Dave Chappelle on Netflix, make sure you laugh everyday and make it a habit. Now and in the years to come when all of this will be a distant memory.
