From the President’s Desk

Dear Friends, It has been a privilege to be able to communicate with you all, through this monthly column for the past one year. IEEMA journal has grown in content, coverage DQG UHOHYDQFH <RX ZLOO DJUHH ZLWK PH WKDW LW UHÁHFWV ZKDW WKH DVVRFLDWLRQ DQG LWV members are trying hard to attain. It has been an honour to work with everyone in the membership, executive council and product divisions. It has been a fast paced year for IEEMA, with our increased engagements with the Government and industry across divisions and geography, both domestic and international. IEEMA has been successful in resolution of various issues impacting Indian Electrical Industry in the last one year, noteworthy among these are acceptance of IEEMA’s recommendations for National Capital Goods Policy by the Department of Heavy Industry & CEA Guidelines on Domestic Procurement, reduction of GST rates for some electrical equipment, bringing to fore the Cyber Security threat to the nation, extension of Electrical Transformer Quality Control order by the Department of Heavy Industry and mandate for IE 2 Motors by the Department of Industrial Policy and Promotion. I am glad to share that IEEMA’s recommendations were accepted by the Department of Heavy Industry, Government of India, and were incorporated in the National Capital Goods Policy. These recommendations were related to procurement of electrical equipment under local competitive bidding, following two-part bidding process or e-tendering, mandate testing of foreign equipment by CPRI and ERDA, foster collaborative R&D with application across the sector, extend Phased Manufacturing Programme for another 3 years, cover higher percentage of incentives to electrical and mechanical power generation equipment under Merchandise Exports from India Scheme, and Upgrade testing and calibrating infrastructure in the country. IEEMA has time and again taken up the issue of Cyber Security threat to our electrical grid, particularly, to our critical infrastructure where equipment are intelligent and communicate with each other. I am happy to apprise you that the government has taken cognizance of our concerns and has set up a committee, under the chairmanship of Member E&C, CEA. Our continued interactions with the policy makers in Delhi and various states have improved in frequency and substance. We have carried forward the efforts made by previous teams. “Adding value to our membership” has been the main driver. The regional/state chapters and state level utility interactions have been very rewarding for all concerned. We had high level engagements with our Global counterparts, and we hosted senior delegations from Thailand, South Africa, China, Hong Kong and United Kingdom. The coming years will be very exciting and challenging for Indian businesses, with India emerging as a new strong power as there is a paradigm shift in the global economy.

Dear Members, The act of dumping is said to be the result of industrialisation, which was SLRQHHUHG E\ WKH ZHVWHUQ QDWLRQV 7KH ZHVWHUQ FRXQWULHV ZHUH WKH Ă€UVW WR DGG WKH SUHĂ€[ ÂśDQWL¡ WR WKH ZRUG ÂśGXPSLQJ¡ &DQDGD ZDV WKH Ă€UVW FRXQWU\ WR WDNH anti-dumping measures in the year 1904, against American steel companies that were dumping steel at a discriminatory price. And soon, the practice of using anti-dumping duties (ADDs) as a way to protect domestic industries was adopted by other countries including Australia, UK, New Zealand and more. However, anti-dumping laws were formalised across WTO members only under Article VI of GATT in 1994. Countries impose anti-dumping duties to guard domestic industry from surge in below-cost imports. India has also imposed similar duties on import of several other products including steel, fabrics and chemicals from different countries including China. Anti-dumping steps are taken to ensure fair trade and provide D OHYHO SOD\LQJ Ă€HOG WR WKH GRPHVWLF LQGXVWU\ ,Q WKH HOHFWULFDO LQGXVWU\ LQVXODWRU PDQXIDFWXUHUV KDG Ă€OHG DQ DQWL GXPSLQJ petition with the Directorate General of Anti-Dumping & Allied Duties. Based RQ WKH SUHOLPLQDU\ Ă€QGLQJV RI WKH 'LUHFWRUDWH WKH 0LQLVWU\ RI )LQDQFH QRWLĂ€HG imposition of a provisional anti-dumping duty on imports of electrical insulators of glass, or ceramic / porcelain from China, for a period of six months, from WK 6HSWHPEHU )LQDOO\ WKH DQWL GXPSLQJ GXW\ ZDV LPSRVHG RQ WKHVH SURGXFWV IRU D SHULRG RI Ă€YH \HDUV IURP WKH GDWH RI LPSRVLWLRQ RI SURYLVLRQDO anti-dumping duty. India has initiated a new investigation to probe dumping of solar cells and modules from some countries for the second time in the past three years. The LQYHVWLJDWLRQ FRYHUV ERWK FU\VWDOOLQH DQG WKLQ Ă€OP WHFKQRORJLHV DQG ZLOO DIIHFW all imports making up more than 85% of total cell and module sales in India. Proving dumping for solar imports should be relatively easy, as Chinese suppliers have been selling modules in India at prices lower than in China. Despite of many road blocks, India is racing against time to turn itself into a nation of electric cars despite countless stumbling blocks. The present government wants as many as six million electric vehicles (EVs) on roads by 2020 and is bent on banning the sale of new diesel and petrol cars from 2030. We’re at the beginning of the global rise in electric vehicles. It will necessitate new electricity rate designs and business models, as well as distribution grid planning. Also to achieve this target there is a need for greater subsidy and government support to drive the segment.
