Britain Tightens Rules for Age Verification

B

ritain is getting more strict with its age verification rules for online gambling, so as to prevent underage children from engaging in gambling activities. Now, online gambling sites are required to thoroughly verify the identities of each and every one of their customers before they can deposit funds into their accounts or before they can start gambling. These new rules will be in effect starting May. The current law allows punters to deposit funds into their accounts even before operators can carry out their age verification checks. However, they are not allowed to withdraw any winnings until their age is verified. If the gambler turns out to be underaged, their initial stake must be returned by the operator. Gambling operators have 72 hours to carry out the required age verification checks. This process has been toughened,

as The Gambling Commission has moved to tightened the laws so as to reduce any risk of children engaging in gambling activities through online sources. According to the commission, this move would help the operators in preventing any harm and detecting criminal activities. It would also help in the identification of “selfexcluded” customers who may be trying to indulge in gambling. The new measures, however, will not allow operators to delay payouts to customers on the basis of age verification rules. Moreover, they acknowledge that it could result in “greater levels of friction” when new customers try to sign themselves up for these services. Operators to clearly inform customers what information to provide Now, the new rule requires operators to obtain, as well as verify information from their customers so that

they can establish their identities before they start to engage in any gambling activity. Information such as the name, address and date of birth of the customer are a must. If a customer makes a request to withdraw funds from his/her account, the operator must not ask them to supply any additional information if they could have “reasonably requested that information earlier.” However, if the operator needs to obtain any information from the customer due to any legal obligation, they can do so. Operators must clearly inform customers before they deposit funds, what information and documents they will need to provide, why they need to provide such information, and the manner in which they could provide it. It is also up to the operators to ensure that whatever information they obtain is accurate.

Washington Tribal Casinos May Allow Sports Gambling

W

ashington D.C, historically, has been known as a state with really tough anti-gambling laws. Last Friday, a bill was introduced that aims to legalize sports betting in Washington’s tribal gaming casinos. It also seeks to introduce online gaming in the same tribal gaming casinos.

Just 11 states haven’t introduced sportsbetting legislation yet. On the other hand, mobile betting has generated a lot more chatter nationwide. Most of the debates are being fueled by concerns over underage youths who have access to large piles of money through credit cards. Mobile betting is one of the fastestgrowing sectors in the sports betting sphere because of how easy access to it is. Future developments will be interesting to watch.

Australia’s Victoria Urged to Allow More than One Bet Shop Operator

I

n what would be a huge change to the wagering industry of the state, Australia’s Victoria is being urged by global gambling giant operator, Paddy Power Betfair to allow multiple companies to operate retail betting shops. Currently, only one company, Tabcorp, has a license. London-based Paddy Power Betfair is the parent company of Australia’s Sportsbet, and they are pushing Victoria’s government to allow more than one bet shop operator in the state, as is the case in other jurisdictions including Ireland and the UK. They argue that due to the fast growth of the online betting industry, consumers now have access to more choices, product innovation as well as an improved overall wagering experience. Being one of the largest bookmakers in the world, Paddy Power Betfair operates a number of retail betting shops in the UK as well as Ireland. The company has expressed its

interest in bidding for the wagering license in Victoria. The license is to be renewed in five years, that is, in 2024. Sportsbet said that if the retail license structure was liberalized, then retail wagering customers would be able to enjoy these benefits listed above. As mentioned before, only Tabcorp, an ASX-listed company, is allowed to operate in Victoria as of now. It is the only gambling company to hold the 12-year wagering license of the Victorian government, and is allowed to run fixed odds as well as pari-mutuel betting. Tabcorp is also allowed to operate off-course retail betting within Victoria, including pub terminals, TAB shops, etc. Tabcorp recently merged with its competitor, Tatts Group. Now, the merged company holds the only licenses to operate retail betting in every state with the exception of Western Australia. Move criticized heavily by gam-

bling-reform campaigners The call to allow more than one operator to open retail betting shops in Victoria was heavily criticized by gambling-reform campaigners. They argued that gambling businesses already have way too many opportunities to push their services and products. Tim Costello, a representative of the Alliance for Gambling Reform, said that it would be unwise to allow operators such as Sportsbet to operate retail outlets since the bookmaker played a major role in contributing to the increase in gambling advertising as well as losses over the past ten years. It is to be noted that in addition to asking the government to allow more than one operator, Sportsbet has asked legislators to consider cutting the link between the license holder and the funding of the state’s racing industry since it reflects a “state-based monopoly.”

Lawmakers Push to Expand Gambling in Kentucky

K

entucky lawmakers are pushing for the expansion of gambling in the Bluegrass State as the legislative session for this year starts. All kinds of gambling-related bills including online poker, casino gambling, and sports betting are appearing from every corner of the house. A majority of these bills are a result of the nine-member panel which was formed last year in order to study the sports betting market in Kentucky. One of such bills is the S23, which was introduced by Sen. Julian Carroll in his attempt to legalize sports betting. If the bill is passed and enacted, the Kentucky Lottery Corporation (KLC), as well as horse racing facilities in the state and other locations, will be allowed to offer in-person sports betting. Horse racing facilities and “other locations” will have to pay a license fee of $250,000, in addition to pay-

ing 25 percent of revenue as taxes. H 12 is another bill that seeks to make modifications to the state’s lottery provisions in the requisite law. It would give the KLC the power to disseminate sports betting rules in the state. This means that if this bill is passed, the Kentucky Horse Racing Commission, along with all its tracks, won’t have a place in the industry any longer. Another prominent bill that comes from the nine-member panel is H 171. This is a bill that aims to take off sports betting from the list of offerings prohibited for the KLC. If passed, it will give authority to the lottery to offer to wager on professional sports events exclusively. Lastly, a bill that will include provisions for both online poker and daily fantasy sports is being filed.

Other bills to change the operation of online poker A new bill was introduced earlier this week, which would change the way online poker sites operate. The bill, H 175, if passed, will allow online poker sites to offer punters their products within the state. In addition, operators of daily fantasy sports will be allowed to be granted DFS licenses if they pay $5,000. Even though the H175 does not include the lottery in the list of sports betting operators in Kentucky which are approved, it extends authorization to professional sports venues within the Commonwealth as well as horse tracks that offer historical racing. Another bill, H 190, introduced by Rep, Dennis Keene, will allow a maximum of four commercial casinos in the state, with each being allowed to offer slots as well as table games.

Ocean Resort Casino Drops to the Bottom

A

tlantic City’s Ocean Resort Casino move a step ahead to facilitate its latest ownership change. It took place without any regard for the lapses in compliance by the present owner and a cloud over whether the property will be able to rake in any profits in the future. A meeting was held among the New Jersey Casino Control Commission (CCC) to debate over the proposed sale of the Ocean Resort Casino (ORC) to Luxor Capital Group LP, i.e. a New York-based hedge fund. ORC’s existing owner, Colorado developer Bruce Deifik had announced the deal towards the end of last month. The Press of Atlantic City had come forth to report that efforts were being made to keep the ORC open and functional while Luxor Capital’s principals were subject to a veto by

the Division of Gaming Enforcement (DGE) in order to gain interim casino authorization. The CCC had assented to a divestiture trust agreement between Luxor and Deifik for this reason. Luxor will need to triumph over this initial hurdle – which could take as long as four months before it has to undergo a more extensive evaluation to determine whether it is fit to have a full New Jersey gaming license in its possession. The Deifik group came in for flak by the CCC as they hadn’t been able to uphold the terms of the license, part of which was to maintain a $36m financial cushion at any time. The ORC had requested for temporary relief from this in the month of October. Sara Ben-David, the deputy attorney general of DGE, reported to the CCC that the ORC had failed to comply

with the laid out financial obligations since November. The CCC was also informed of how ORC was experiencing a down-slump in contrast with when it opened doors for business in late-June. Despite starting strong, it failed to hold on to its revenue and slid down AC’s monthly revenue charts. By September, it had started to operate at a loss. They had booked a total loss of $22.7m till January 24, in a matter of just five months. Alisa Cooper, CCC vice-chair, was optimistic that the Luxor deal will benefit the property despite its troubled past and still uncertain future prospects. Will ORC be able to find back its groove? We sure hope so.

An iGaming Bill Is On West Virginia’s To-Consider List

T

he newest bill on West Virginia’s agenda aims to legalize online gambling activities in the state. Dubbed the West Virginia Lottery Interactive Wagering Act, or H2934, the bill would allow West Virginia’s four racetrack casinos to legally offer igaming services. The four racetrack casinos which would benefit from this bill are Hollywood Casino, Mountaineer Racetrack and Casino and Delaware North’s properties in Nitro and Wheeling as well as Greenbrier resort. Regulation of the market, as well as administration of the licenses, would fall under the West Virginia Lottery Commission under the proposed framework. The bill includes slots, table games, and other services. Any venues who would like to operate an online gaming services would have to get a license. The license can be obtained after paying a $250,000 fee. The licenses would then be

active for five years. After the five year period is up, the license holder would be required to pay a fee of $100,000 to renew the license. In addition to the above fees, the license holders would need to pay a tax rate of 10% of their adjusted gross interactive wagering receipts. All of the tax levied and collected would be due and payable to the Commission in weekly installments. The Commission would also be allowed to award a lot of other different licenses which would open up the market to a wider variety of brands. The other licenses would include the likes of management service provider licenses which would allow license holders to work with another entity in order to offer consumers online gaming. Licenses such as this are proposed to cost $100,000 with a validity of a single year and an annual renewal fee of $100,000.

Supplier licenses would also be on offer by the Commission which would allow providers to sell or lease wagering systems, equipment as well as other different items necessary for gaming to allow interactive wagering. These are proposed to be a one year license which would cost $10,000 which would come with an annual renewal fee of $10,000. The bill would also introduce a license for all persons employed who would be engaged directly with igaming activities. The license would run for $100 and require an annual renewal fee of $100. The bill would allow the person’s employer to pay those license fees on their behalf. With a population of 1.8 million people. West Virginia might struggle to support online poker sites unless they become part of a larger interstate network.

It’s the consequence of the central bank’s Ponziesque scheme. Of course, there are differences too, But in spirit, both debt rollovers and Ponzi schemes are the same.

Illegal Online Sports Betting KingpinTrial Begins

ei Seng “Paul” Phua, Malaysian online sports betting and poker Moghul may have heaved a sigh of relief after being let off easy by the US for his illegal betting racket. But his troubles are far from over. Macau is in no mood to allow him to escape unscathed. Macau authorities pulled the plug on the “largest illegal sports betting operation” the region had ever witnessed in June 2014. The operation was enabling wagers to be placed on the FIFA World Cup taking place that summer. The entire show was being run from hotel rooms at the Wynn Macau casino. 22 individuals were apprehended in the case. Phua was one among them. However, he was permitted to leave on bail and take a flight to Las Vegas. Vegas too was no luckier for Phua as he was arrested the very next month for operating a separate online

sports betting operation from highroller digs at Caesars Palace. He fought the Vegas case for a year and ultimately emerged practically free of all charges. The prosecutorial ineptitude was a big reason behind this. Phua can only hope that the Macau trial, i.e. being held at Court of First Instance will yield similar results. The trial flagged off on Tuesday. However, according to Macau Business, none of the 15 defendants to the case, including Phua turned up at the hearing. Instead, two Judiciary Police officers presented their testimony where they said that they put the Wynn Macau rooms under surveillance after they were tipped off about the illegal gambling operation underway inside. Lack of evidence hampers the trial The police retrieved phones, computers, betting paper and a modest amount of cash when they broke in. They confiscated all of the above. All

of the accused denied that they had anything to do with the materials seized and also the fact that they’re involved in any betting racket. They claimed that they had only been placing their individual bets on the FIFA action. When defense lawyers demanded to know why there was little evidence of the video surveillance that could have been put forward by the prosecution, the police officers had no convincing response. They simply said that there had been a major reshuffling of the officers investigating the case over the last five years, from the time of the raid. If Phua gets convicted, he’d be handed a three-year jail sentence. However, this seems unlikely as the Macau government’s case doesn’t appear any stronger than the one the US had against him.

Iowa Legislature to Decide on Legalizing Sports Betting

I

owa legislature is planning on holding two meetings, to talk about three sports betting bills. If things go according to plan, the residents of the state can place wagers on professional basketball and sports games, through their smartphones. At the same time, it is possible for Iowans to place bets in gas stations, by purchasing lottery tickets. The bills introduced to the legislature cover all types of topics related to sports wagering. It also talks about mobile betting and how the state should create a framework to legalize this category of gambling. Legislators to consider sports betting Bobby Kaufmann, House State Government Committee’ Chairman, is hopeful that the meetings will prove fruitful to the state. He even reserved a room in the former Supreme Court of the state for this

discussion. Brian Best, District 12’s House Representative, is favoring the bills, for several reasons. He supports sports betting in casinos, as only people of the legal age can gamble on these properties. According to Best, placing online off-shore bets is risky, as consumers have to trust third parties from different countries. Due to this reason, it makes a lot of sense to regulate sports wagering in the state, so that the residents can bet safely. On the other hand, Mark Segebart, the Senator for District Six, isn’t sure whether to vote in favor or against the bills. Although he doesn’t like the concept of placing bets online, he won’t make a decision, until he has all the facts in order. It is common practice for anywhere between three to five lawmakers to review one bill at a time, during the meeting.

Three bills under discussion The first bill talks about sports betting on casino floors, both landbased and online. At present, there are at least 19 venues where this will be possible in the state. The Iowa Racing and Gaming Commission will be the ones responsible for keeping a close eye on this industry. Wes Ehrecke, the CEO and President of Iowa Gaming Association is in favor of this motion. He wants the residents of the state to have the ability to place bets anywhere in Iowa, with their mobile phones. The second bill covers betting in major sports league, where organizations will get a piece of the pie for wagers placed by individuals. In the third bill, there is talk about granting Iowa Lottery power over sports betting in convenience stores and supermarkets.

Grave Concerns after Closure of Casinò di Campione

T

he oldest casino in Europe, Casinò di Campione, is causing significant problems to its surrounding community, due to its closure. As the gambling property has been battling a losing battle against spiraling debt, they asked for relief last year, to avoid going bankrupt. When the court ordered the casino to close down, last summer, it was overdue with payments worth a staggering €73 million. All the members of the town surrounding the gambling property depended on it, for their livelihood. Everyone from the fire department, the village bakery, high-profile gamblers, banks, and other financial establishments come under the long list of creditors. As it looks like the casino has nowhere else to go, the creditors took their case to court on Monday. If they can’t make a deal, the downfall of the casino will lead

to the undoing of the surrounding community. Severe financial problems for the enclave Due to the current state of the casino, 500 workers already lost their jobs, and they still haven’t received their benefits or salaries since July 2018. Pizzerias, small bars, bakers, taxi drivers, and several others are in hot waters because they gave credit to the gambling establishment. No one in the community believed that there would come a day when the casino would have to close down. The casino opened in 1917 and posed as an establishment to spy on foreign diplomats during World War I. It took 14 years after the closure of the property in 1919 to reopen to the public. In 1933, there was a law which made it mandatory to use the casino’s revenue to support the enclave’s operating costs.

The gambling property decided to expand to a new palace with nine floors, which covered over 55,00 square meters. However, this wasn’t a good move from the casino, as Italy faced a recession for a decade. At the same time, legalization of different types of gambling along with growing strength of the Swiss Franc over the euro made life difficult for the historic establishment. Community looking for ways to overcome financial burden The creditors are unhappy that the ones responsible for the downfall of the casino aren’t facing any consequences. Those living within the boundaries of Switzerland can use the state programs to help with their economic situation. As Campione comes under Italy, the residents don’t have the same luxuries as the Swiss. They hope that Italy will reconsider Switzerland’s offer so that they can receive help to put an end to their problems.

Ladbrokes Coral Staff Compete to Sign Customers for Online Betting

L

adbrokesCoral, the British bookmaker, is asking their employees to go the extra mile if they want to avoid being a part of the company’s redundancy plan. They want their staff to sign up as many customers for their online accounts. Failure to do so will put the jobs of up to 5,000 employees on the line. In March 2018, GVC Holdings acquired Ladbrokes Coral and issued a memo to its staff, talking about shutting down close to 1,000 out of their 3,500 betting shops. The betting operator wants to go ahead with this decision, within the next 18 to 24 months. GVC Holdings is taking this extreme steps, as they have to close down some of their betting shops, due to a crackdown by the British government. Recently, officials decided to take action against fixed-odds betting terminals (FOBTs), by placing curbs on wagers. As per current restrictions,

the maximum bet reduced from £100 to £2. Employees performance key factor The betting operator will decide which employees will face the ax with the help of a ranking system. Staff members have to compete against one another depending on the area, to avoid falling under the redundancy plan. At the same time, the bookmaker will also take the level of the employees into consideration. Customer service managers will have to undergo an online test, which will account for 40 percent of their score. They will have to participate in an interview, and the company will review their disciplinary record, which tallies for 20 percent and 10 percent respectively. The remainder of the score depends on how many land-based customers they can sign up for the bookmaker’s online betting accounts.

Staff members unhappy with GVC Holdings Not all the employees are happy with this decision, as their performance in this part of the score depends on their shop’s locality. For instance, some areas will have an unfair advantage, as they will receive a larger number of customers. The betting shop workers union’s operations director, Tom Blenkinsop, commented about the ongoing situation. He believes GVC Holdings is planning on targeting betting shops which aren’t in city centers. However, the company won’t take any action against the employees until May 1st, as they will use this period for collective consultation. GVC Holdings stated that they believe this process is transparent and fair, as they plan on minimizing the loss of jobs.

New Jersey goes against the Wire Act

I

n January, the Department of Justice (DOJ), expressed its stance on the Wire Act, stating that it bans all types of online gambling. During President Barack Obama’s tenure, the DOJ had the opposite opinion on the same law. According to them, residents can place wagers online in states with low-revenue, as long as they didn’t cross the borders. However, due to the new interpretation of the Wire Act by the DOJ, New Jersey officials are unhappy, as it threatens their $350 million industry. The attorney general of the state, Gurbir Grewal, sent a letter to the Justice Department, along with his counterpart from Pennsylvania, Josh Shapiro. Grewal expressed his opinions about the DOJ’s new interpretation is unfair for his state, as it can have severe negative effects on the economy. At the same time, he filed for public records request under the Freedom of Information Act. He wants to know

the communications which took place between the casino groups against online gambling and the DOJ. Attorney General to get to the bottom of DOJ’s change in opinion The attorney general receives support from Governor Phil Murphy, as the New Jersey official is unhappy with DOJ’s latest views on this topic. He believes this move could put the online gambling industry in danger, as thousands of residents can lose their jobs. The attorney general’s office press release claims that the pressure to change the legality of online gambling comes from Sheldon Adelson, along with other lobbyists. Adelson owns the Las Vegas Sands Corp, making him one of the richest in the world. During the midterm elections in 2018, Adelson, along with Miriam, his wife, spent hundreds of millions of dollars to support the Republican candidates.

What is in store for legal online gambling? New Jersey has been relying on the DOJ’s promise that they would help establish an online gambling industry, for the last five years. The aim was to produce millions of dollars in revenue, which would support Atlantic City. New Jersey regulatory model is quite successful, as the state generates $60 million in taxes and over $350 million in revenue. According to the director of the Division of Gaming Enforcement in New Jersey, the state follows the highest standards to ensure it keeps up changes in the industry. However, due to the department’s new stance, the attorney general wants to challenge their opinion. He asked the DOJ to ensure that they won’t enforce the Wire Act on individuals and companies involved in online gambling, as their business is legal under the state’s law.

Dutch Senators Stall Online Gambling Legislation

ebruary 12 was slated to be the date on which the Netherlands was to vote on online gambling legislation, but it doesn’t look like it will be able to keep the date going by Senate response. The Dutch Senate began debating on the Remote Gaming Bill on Tuesday. The Bill proposes a platform for online licensing which would be open to foreign operators. Initially approved by the legislature’s lower chamber in July 2016 – the Senate has always found a way to skip discussions on the measure. Tuesday’s debate was split into two sessions. It was closely followed by Dutch affiliate Gaming in Holland. The Casino Reform Bill was also up for discussion which aims to privatize the Holland Casino – Dutch land-based gaming royalty. The Senate had some questions Although it looked like the bill would be easily passed, it wasn’t. Things took an unexpected turn when senators demanded Sander Dekker, the

Justice Minister to provide them with detailed written responses to three questions. What were these questions? *What is the exact definition of “illegal operator”? Can any operator designated as such be legally barred from taking part in the newly regulated online market? * What steps was Dekker intending to take to restrict gambling advertisement via online channels? What would be the legal basis for justifying these restrictions? * What are the current laws in existence that may allow the Dutch government to block the domains of gambling sites not in possession of new Dutch licenses? Justice Minister takes the floor Dekker boldly presented his arguments on the Senate floor recommending that Netherlands license as many international operators as they can so as to “channel” the major portion of existing Dutch online gamblers

towards the regulated market. He cited Denmark as the model they should follow and Norway as the model they should steer clear from. He also opined that operators who had been formerly sanctioned by Dutch regulators could have a period of inaction imposed upon them for an unspecified duration. Operators who had intentionally targeted the Dutch market despite the regulatory brushbacks would obviously be ineligible to apply for a new license. Dekker did not seem to be in agreement of restricting ads as he said that ads were the only way operators could inform gamblers of their newly acquired legal status. He did, however, appear to be in favor of regulating some ads with the help of secondary legislation from a date in the future. The written replies can be expected by Friday and if all goes well the vote scheduled for next Tuesday will go as planned.

EU States Block Domains of Unauthorized Gambling Sites, But Proves Ineffective

tocks of major gambling operators in Las Vegas performed poorly in 2018, with most companies ending the year with their stocks 30 percent down. This is the worst recorded performance of the same since the Great Recession ten years ago. In 2018, the Dow Jones U.S Gambling Index, which constitutes the top gambling stocks of Las Vegas, dropped by a staggering 33 percent. For reference, the Dow Jones Industrial Average Index dropped 5.6 percent. The only top gambling company that performed positively was Eldorado Resorts, which rose 9 percent by the year. The year started on a positive note; decline not expected at first Initially, the declines weren’t expected. During the start of 2018, gaming stocks performed well as a result of the U.S government passing tax cuts for law corporate and personal income. This resulted in huge one-

off profits for casino operators in the gambling capital of the country. Wynn Resorts gained as much as $340 million, while Las Vegas Sands Corp gained $526 million. This gave people hope that the economy will grow, making companies, as well as citizens, spend more of their money at the casinos in Vegas. During this time, the stock of Wynn Resorts rose 19 percent in just three weeks, while MGM Resorts International saw a 10 percent increase. Trump’s policy a huge blow to Las Vegas gambling stocks The impressive performance of the stocks did not last very long. When Trump imposed huge tariffs on $34 billion of goods from China in July 2018, China wasn’t too happy. To make things worse, the U.S government imposed even more tariffs. This spat between the two countries affected gambling in Macau since many big players were taken aback.

Over the next few months, gaming revenue in Macau dropped by 13 percent. As a result, stocks of major companies such as Wynn Resorts and Las Vegas Sands saw huge drops as more than half of their earnings come from Macau. By the end of the year, Wynn Resorts was down 41 percent, while Las Vegas Sands took a 22 percent hit. Even though the tax cuts were great for the economy as a whole, the Strip suffered. On August 1, Caesars Entertainment Corp. announced that Q3 earnings of the strip would be lower than they hoped for. MGM followed with the same announcement the next day. This alarmed investors, and both these companies started experiencing major drops in their stocks. This trend went on till the end of the year, forcing them and others to close the year on an unsatisfactory note.

Mobile Sports In Texas Isn’t Too Far Away

exas lawmakers are all set after filing a bill on Friday which aims to legalize online as well as mobile sports betting in the state of Texas. The legislation which is titled HB 1275, if approved, would take effect on the 1st of January 2020. This will happen only if a proposed constitutional amendment which authorizes the legislature to legalize sports betting is approved by voters. The Texas legislature meets once every two years. The price of a permit is proposed to be set at a price of $250,000. Renewals would be priced at $200,000 per renewal. The bill is being sponsored by state Representative Eddie Lucio III who is a Democrat. The number of permits would be capped at 5 as per the bill sent by Representative Lucio. The bill also states that there would

be a tax of 6.25% imposed on each bet placed by a sports bettor under this chapter. The permit holder would collect this tax when the bet is placed. People such as Steve Brubaker are criticizing the bill on Twitter saying that $250,000 to access the second largest market in the United States is too little. They are saying that since the five permit holders are going to make so much money, the price of a permit should be much higher than the proposed $250,000. Currently, Texas has no casinos and is one of the largest untapped casino gambling markets in the United States. A study done by the American Gaming Association in 2017 stated that Texas could have the fourth largest sports betting market in America. It would be behind California, Florida and New York.

With a 6.25% handle tax, the revenue for the state could be huge as Texas is projected to make more than $9 billion in annual sports wagering handle with only retail sportsbooks. If online and mobile betting is included, the handle jumps to an astonishing $18 billion. While all of this sounds exciting, it should be noted that Texas is quite a red state. The bill will face an uphill battle as it’s being sponsored by a Democrat in a red state. Brandon Rottinghaus, a political science professor at the University of Houston has said that the people of Texas are more likely to see tofu replacing chili as the state’s official dish before Texas sees a major gaming expansion.

resently, online poker is legal as well as regulated in Nevada, New Jersey, and Delaware. That’s only 3 of the 50 states in the United States. In spring 2019, Pennsylvania will legalize online poker which was signed by Governor Tom Wolf in late 2017. New York is also leaning towards legalizing online poker after New York Senator Joseph Addabbo introduced legislation formally to a Senate Committee earlier this year. British based online poker companies are the ones currently serving the needs of the American market. With more states legalizing online gambling, what does that mean for the future of these British companies? Why aren’t American companies dominating the American market? As is the case with most laws in America, the laws surrounding online gambling as well as online poker are different depending on the state in question. As already

mentioned, only 3 American states have legalized online gambling while the others still criminalize it. This makes it close to impossible for American based companies to give an online platform to American citizens. British based companies aren’t governed by American laws resulting in them being able to serve the needs of Americans with American IP addresses. The British aren’t the only ones making a splash in the online poker market in America. Canadian as well as Caribbean based companies market their services to Americans. How will legalization shake up the market? In its simplest form, it will result in more competition. As soon as American companies receive the go ahead to serve the American market, there will be plenty more players in the market soliciting online poker. This will result in reduced profits

and maybe even losses to British, Canadian and Caribbean players. Some experts in the industry have even gone as far as saying as many poker players will be more inclined to be loyal to companies from their own country.
