BREXIT One year on but no further on By Christina Thakor-Rankin

I

t is almost a year since the UK voted to leave the European Union, and 12 months on, and despite the formal triggering of Article 50, no-one is any the wiser as to exactly what ‘Brexit’ means to the UK, to Europe, and to the rest of the world – politically, economically, socially. If fact, the only thing that has become clearer is that following the defeat at the polls of those most likely to take other EU member states down an ‘-exit’ route (Netherlands, France, and Germany starting to look increasingly ‘safe’) – when it comes to leaving the EU, the UK, in the absence of any unexpected or shock events in Europe - is very much on its own. The announcement of a snap general election in the UK, aimed at giving the incumbent UK Prime Minister an elected mandate ahead of the Brexit negotiations, and coming as it has at a time of global political and economic changes and heightened threats of terrorism, has merely helped to highlight what a huge step into the unknown Brexit is. For the purposes of the EU and Brexit, the United Kingdom is England, Scotland, Wales, Northern

INFINITY GAMING

Ireland, and Gibraltar – the latter of which have not insignificant concerns about what Brexit could entail and the inevitable consequences, such as a border with an EU member state across which hundreds of employees travel daily to and from work. Due to the uncertainty and lack of clear direction of what the UK and the EU are expecting from each other, and from Brexit, the discussion points remain the same pre- and post referendum, changing only nominally from ‘remain’ or ‘leave’ to ‘soft’ or ‘hard’ Brexit. Whatever happens, the concerns of the betting and gambling sector are unlikely to feature highly on the agenda for the negotiations, unless they can be of some intrinsic value in helping make a wider political, economic, legal or social point. Consequently, the sector is again left to second guess the possible outcomes of a ‘hard’ or ‘soft’ Brexit, and then attempt to understand, what, which, and how this could impact on betting and gaming specifically. Firstly, the economy and trade. Most protagonists favour an outcome which would allow all parties to continue to enjoy the

benefits of a common market, and which would also have minimal impact of existing European businesses. All good stuff, unless of course, you happen to be in the betting and gaming sector. In this sector, far from promoting the free movement of goods and services, European member states have unilaterally taken a position diametrically opposed to the ethos

Playboy, MalwareTech and fake news what they have in common? Teresa Tunstall

By Teresa Tunstall

M

y first serious job interview was at London’s Playboy Club; it went well and I was hired to train as a croupier. In my naivety I’d never heard of the term and had no idea what was involved. Well during the course of the ensuing three years I found out and finished up being a fully fledged croupier dealing Blackjack, Roulette and Punta Banco. This period of time enabled me to become part of what was known as “Playboy Reunions” which were held annually. Victor Lance, Playboy Chief Executive, was somewhat of a distant figure whilst I worked there but at the “Reunions” he became much more accessible, far more human – just like the rest of us. Several years later during one of these gettogethers I approached him and he greeted me by my name tag, like an old friend. I told him I now worked with problem gamblers, at which point Victor suddenly lit up with enthusiasm. “Back in the 70’s the Reverent Gordon Moody came to Playboy to tell us he was finding people asleep in doorways as they had gambled away all their money and couldn’t afford to get home” he blurted. I was amazed. Although I now knew of the Gordon Moody Association – a unique residential rehabilitation centre for problem gambling – I wasn’t aware that Gordon Moody had been

a Reverent or that the organisation had been in existence since the 70’s long before problem gambler or social responsibility existed.

so with the help and support from Gamble Aware who are indirectly funded by the Betting, Gambling and Online gaming industry.

In the USA there are many such rehabilitation clinics. However, they are expensive and the costs have to be borne by the family who may already be struggling as a result of debts incurred by a problem gambler. As a consequence the family may resort to borrowing money at exorbitant interest rates to pay for the treatment to a loved one. Thus it becomes a vicious circle with debt piled upon debt!

This brings me to my current favourite subject, Internet/Cyber bandits who sell Ransomware or WannaCry viruses on the Dark Web, a network of hidden websites that are difficult to access. You may recall that very recently over 100 countries and organisations were affected including our NHS. How fortunate that Marcus Hutchins, known as MalwareTech, and only 22 years old, blocked the Wannacry cyber-attack and became our hero. He spotted the “kill switch” and came to our rescue although it has now been removed and that

The Gordon Moody Association are still doing fantastic work with problem gamblers, and continue doing

JUNE 2017 UK banking staff will be trained to spot potential victims and perpetrators, something that casinos introduced a long time ago. Trafficking is a terrible, appalling crime which needs to stamped-out once and for all. It can be difficult to identify the victims especially if English isn’t their 1st language, but the things to look for are emotional outbursts of crying and obvious signs of being controlled or exploited. It’s a little like going back to the Dark Ages when impoverished people with no money or family were sold as slaves. It shouldn’t happen and we all have a responsibility to stay on our guard.

version is no longer available. Marcus is now working for GCHQ to “head off future attacks” which indicates that Cyber hacking is a young person’s game. It’s an area mostly unknown to most of us over 40 years old epitomised by the fact that it was a 17 year old who hacked into TalkTalk not so long ago. Subsiquently the City of London Police decided to approach imprisoned hackers - about whom we know little - to help and 90% agreed to do so. With more and more players continually living their lives Online, it is apparent that these “geeks” will inherit Cyber-space and it is fair to say that without their intervention things will get worse before they get better. Staying on the subject of gambling, Stock Market traders don’t like being referred to as gamblers, but whichever way you analyse it there is a large element of gambling. If you’ve ever invested in Stocks and Shares you might have a strong interest in the suspicious regularity with which traders correctly predict UK economic

statistics! Evidently there is now a call to stop official statistics being “leaked”…it begs the question as to whom received such data? To illustrate this point, released information shows that from 2011 to 2017 and in an hour before surprise data was made public, Traders unerringly “guessed” the value of the Pound against the Dollar. A coup similar to getting a peep at the next card in a Blackjack shoe or knowing where the roulette ball is going to fall in the wheel! It seems that within the hour just mentioned, Sterling moved up and down; it can’t be just coincidence. Apparently we are one of the few countries where politicians are allowed a sneak preview of official data which means that Regulators are in an invidious position as they are up against some extremely powerful and influential people. Something must be done to clean up the Equity Markets and obliterate “funny business” going on.

In the casino world, staff and cashiers are always taught to inform a Manager if they notice money being taken out and passed by one person to another. Its money trafficking or laundering, and casinos also analyse financial transactions to prevent same. Finally, isn’t “Fake News” surely a cool way of telling brazen lies? Years ago people were writing about “spin” now it’s referred to as “bull….” Throughout the centuries news has been distorted and falsified so how can we know when it’s actually true? It appears that the big news providers sometimes pay for and use information supplied by Eastern European youngsters who create false news. What’s worse is that the Media don’t check or verify the stories! Famously said by the Late Great A.A.Gill, “spinach is the Kate Moss of vegetables it goes with everything but boils down to nothing”.

Illinois online gambling bills running down Robot dealers in Macau? GE2 Asia Expo raised the question at a Q&A session on whether robots would be considered by casino operators over live dealers in the face of rising costs in employing gaming staff with some market reportedly rising in cost by 150% over the last ten years. Robots are robotic dealers have been around in one form or another for some time with automatic roulette the most common but manufacturers have also developed robotic arm blackjack dealers however neither has overtaken live dealers yet.

T

he state of Illinois which over the past year or so has flirted with passing an online gambling bill has until this Wednesday to consider again passing one of two bills focusing toward online gambling again. However with just a couple of days to go before lawmakers take their summer adjournment and no indication that they will extend their stay to debate either bill S 208 or S 1805 the likely hood is that online gambling will remain not an activity Illinois residents will be able to take part in, not legally anyhow. It is understood that the main sticking point with both bills is that fantasy sports features in both along with online gambling and some casino operators in the state only want online gambling and not fantasy sports. Observers say that S 208 had the best chance of passing with a $10 million one off license fee and a 15% gross gaming tax rate, but with little time left and unable to agree on fantasy sports Illinois may have to wait till early next year until the topic is raised again.

But when the question was asked to the panel most were dismissive that a location like Macau where live dealer tables were restricted and robots would be a way around that restriction the panel said that most customers gambling in Macau preferred live dealer interaction and saw the inclusion of automated dealers a thing of the future and certainly not right now. Charles Cohen vice president for mobile at gaming at manufacturer IGT said, “I don’t think robots will take over, not there will be no role for them, he went on by saying, “You have to remember the human factor. If you had a ‘super dealer’ who was able to deal at twice the speed of a human dealer; would it be enjoyable to play at that table? Could you really increase the number of hands per hour?… I think it would be exhausting. I don’t think that’s why people come and sit at the table to play, it’s a leisure activity,”

Packer drops Las Vegas casino plan

I

twas an unexpected move from the Australian casino mogul James Packer who dashed his Las Vegas casino dream out in the open which carried a multi million price tag. As per reports The Australian that Packer’s Crown Resorts Ltd, has announced that they have abandoned their plan to construct a casino at the world’s most famous gambling strip. Thus the company has now putting their Las Vegas land for sale in the market valued at $400 million. Crown Resorts Ltd. which currently owns 18.4 acres (7.4 hectares) of the planned casino site and also leasing the 16.2 acres from their previous owners. Now since they have cancelled their plan of proposed Alon casino and hotel project the company has hired brokerage CBRE Group to sell the land. This is one of

the most prominent lands at the Las Vegas strip which is just opposite the famous Wynn Las Vegas and Encore at Wynn Las Vegas resorts, and north of the Fashion Show mall. CBRE executive vice president, John Knott describe this land as “one of the most exciting properties to become available in Las Vegas in a long time.” This is the second property that Crown has sold this year thus continuing its exit from the International assets. As early this year Crown Resorts Ltd also disposed its stake in Asian casino developer Melco Resorts and Entertainment Ltd and now Alon land is up for sale. As per Crown the entire proceeds from the sale of this international asset worth $987 million will be used to pay off the casino operator’s debt.

As per a Crown spokesperson “Crown will now be more focused on driving greater returns in Australia and ensuring the company is well prepared to deliver Crown Sydney in 2021.” James Packer after getting all the necessary approvals returned as the director of Crown Resorts and he currently owns 48 percent stake in Crown. Packer has earlier stepped down as a Crown director in December 2015 after resigning as chairman in August 2015. Now with Crown shifting its focus to its domestic assets Packer has appointed John Alexander to chair its Crown empire. Currently Aspinall Casino in London is one of Crown’s remaining international interests and it is not yet clear whether Crown will join the bidding war for a licence in Japan.

Pennsylvania legislators evaluating gaming bill one more time

T

he Pennsylvania House of Representatives again received their already approved casino tax bill as the Senate considered that it further needs reviews. Now state lawmakers have some more time to decide what they need to review and amend to make the casino tax bill much better. Their entire aim is to ensure that the entire gambling activity is made structured in the state as well as they need to review the gaming fees. Legislators will now again sit down and evaluate the gaming fee regulations for the Erie County market which is the host community of Presque Isle Downs & Casino in Summit Township. This review is important as the new amendment needs to ensure to allow iGaming expansion in the state as reported to

Go Erie newspaper. State Sen. Dan Laughlin, of Millcreek Township, R-49th Dist, commented “This is an issue that has wide-ranging impacts not only for Erie, but for communities across Pennsylvania that receive LSAs,” “It was incumbent upon the General Assembly and the Wolf administration to finalise legislation that will ensure the flow of funding from the casinos to counties and local entities continues unabated.” Laughlin further added that “Presque Isle Downs is a good neighbour and has indicated that it will continue its support for the community, but not every community is that fortunate,” “If we did not meet the court-imposed deadline and

casinos were to withhold local share funding, the burden of additional financial costs would fall directly on taxpayers in many communities. That’s what made finding a legally sound solution to this issue a matter of utmost importance.” Yesterday The Senate voted 3812 to return the casino tax bill for review in the house. As per the new proposal in the casino tax bill there needs to be a similar fee structure to regulate the casino operations of Presque Isle Downs & Casino so as to maintain the annual revenues Erie County receives as a host community. As per the new regulation the local casino will now have to contribute US$10 million annually to the country administration.
