GVC & William Hill deal makes no sense

C

ontinued rumours are abound that William Hill will be looking for a merger or become an acquisition target for 2017 with GVC Holdings strongly linked many analyst’s are looking deeper into GVC Holdings to see how likely that rumour has synergy for both companies. Currently GVC has two or three strong brands with PartyCasino, Sportingbet and online bingo site Foxy Bingo, the company has many more brands but the majority of the revenues and profits are derived from those brands mentioned and are the performing sites that stand out for GVC. The company has had highs and lows over the last 12 months, only in October 2016 GVC Holdings were riding high with a share price of £770 per share, then came the slide in the last few months of 2016 down to a low of £616 per share and currently at £691. Some say the high value in October was overinflated and the current level is where the company are at realistically in terms of share price. How would a merger or acquisition work for both William Hill and GVC, well William Hill are strong in Sports Betting and online casino, that too also goes for GVC with PartyCasino and Sportingbet, however Sportingbet is nowhere near in terms of revenues as William Hill, where would the savings

and increased profit come from for both companies given their similar facing brands? In essence GVC and William Hill are competing in the same space for customers and our discussions with gaming indsiders have said the deal really is a non-starter, it would not make sense where the increased revenues or savings would come from unless GVC were to seel off some of their brands and focus on William Hill only. There has to be some new value to a deal, when 888 Holdings along with Rank came in for William Hill last year the deal made sense not on a financial aspect for William Hill but on synergy as 888 had a strong poker brand William Hill does not and Rank has a strong land based brand that could possibly convert to online gambling and sports betting, made sense from that aspect although the financing for the deal on the William Hill side was not at all attractive. GVC and William Hill would be a hard sell to shareholders on terms of increasing revenues for both sides, rumours are still there a deal may come in sometime this year but for many within the gaming sector looking at this it does not seem a great fit for either at present.

Adelson anti-gambling team boosted by Trump dinner date

J

ust over a week ago Sheldon Adelson had a dinner date with President Trump in the White House, as a major donor to the Trump campaign that is nothing out of the ordinary as many of the large donors to any presidential campaign find their way on to the newly elected Presidents dinner invite list, however with the billionaire casino owner is adamantly determined to shut down all online casino ventures in the US many gambling observers and supporters take note. Nothing will ever be known of that meeting over dinner between to the two billionaires unless one of them talks which is highly unlikely but after some ten days since the meeting many linked to the Adelson campaign against online gambling seem to be a lot happier than before. Those efforts were successful as since New Jersey Governor Chris Christie signed the online gambling bill in 2013 no other state has joined the online gambling business. At present just Nevada, Delaware and New Jersey have any online gambling business. But as one gambling executive said it does seem that the Adelson team have had some good news, whether it was from the dinner that their boss had with the President or something else, they seem to have been given a bounce recently and that could spell danger for the online gambling industry in the US. Only time will tell exactly why they are so cheerful maybe it was just a raise from the billionaire and all online gambling supporters must hope that it is and nothing from that dinner date with the newly elected US President.

New York Senator Aims to Legalize Poker

S

enator John Bonacic reintroduced a bill, last week, to legalize online poker in New York. The bill, titled S-3898, will make amendments to the existing laws, legalizing online poker games such as Omaha Hold ‘em Poker and Texas Hold ‘em Poker. The bill has currently been referred to the Racing, Gaming, and Wagering Committee, of which, Bonacic is the Chairman. A similar bill was introduced by the senator in 2016, but, it failed to gain traction. Though the state senate had passed it, it failed to gather votes at the state assembly. The new version will grant around 11 new licenses for online poker. However, the licenses will only be granted to those who already run class III video lottery or standard gaming venues. The operators will also be required to collaborate with technology vendors, who will need to clear certain suitability tests. A fee of $10 million will have to be paid by the license holders. This fee will be a one-time fee and will serve as a future tax obligation, with operators being charged around 15%

tax on gross gaming revenues. The license will hold a 10 year validity period. The bill will also cause New York to cut its liquidity sharing agreements with other states that allow online gambling. Currently, this list includes states such as New Jersey, Nevada and Delaware. However, only the latter two states have a liquidity sharing agreement with New York, currently. It has been predicted that the updated bill will pass through the senate with ease, just like it did last year. However, in the case of the assembly, not much can be said at this time. According to John Pappas, Executive Director of the Poker Players Alliance, the bill signals the seriousness with which New York is considering legalizing online poker, as they don’t want to be left behind. However, he notes, there is no house companion bill currently, which will make it difficult to gather house support. Without house support, the bill will have a tough time being taken seriously. Though it’s a significant first step, the chances of the bill turning into law are far from high.

The Future of Online Casino Gambling Under the Trump Administration

W

ith Donald Trump officially donning his role as the new President of the United States, there is a sense of uncertainty in the air over which direction he will take with regard to online gambling. The role of the President is primarily to enforce law and not to create or change laws. However, he does have the power to lobby in favor of legislations that he deems right. It is no secret that President Donald Trump supports online gambling, considering he was a former casino owner himself. However, Steve Wynn and Sheldon Adelson, his closest confidants do not really see eye to eye with the President regarding the topic of internet gambling. heldon Adelson, for instance, is wholeheartedly against online gambling. So much so that he plays a key role in the Coalition to Stop Internet Gambling (CSIG). Adelson believes that online gambling will have detrimental effect on American society as a whole. Along with existing anti-gambling laws playing party pooper, the CSIG has adorned the title of being a significant force against gambling. For example, when Pennsylvania tabled a bill to impose a 14% tax on online fantasy sports, the CSIG opposed the bill altogether; not for the high tax

rates, but, for the fact that it even dared to entertain the idea of sportsbetting. To put it simply, the CSIG felt that such a bill only acknowledge gambling as legal. The CSIG also opposes existing laws that permit New Jersey to offer online gambling through established brick and mortar casinos. The coalition justifies their opposition stating that the revenue from gambling only challenges the revenue earned by other non-online gambling operations. There are opinions on both sides concerning this issue. Some say Trump’s history with land-based casinos indicates a possible bias against online operations. On the other hand, there are theories suggesting that the fragmentation in land-based casino operations will motivate Trump to boost competition via the introduction of online gambling. However, it is still not up to the President to create new laws, which, according to some groups, means that the new administration is likely to be least bothered and will handle the issue of online gambling laws with a certain level of leniency. The only answer for now is that time will tell.

Icahn Plans to Sell Taj Mahal

C

arl Icahn, a billionaire investor, has come out with a decision to sell the Taj Mahal, a casino formerly owned by the Trump Empire. The billionaire has cited a failed bill as the reason behind his decision to sell. Icahn has reported that he is currently on the lookout for a buyer. Icahn said that he made up his mind when Senate President, Steve Sweeney, also a Democrat, drafted a bill that would penalize Icahn for closing the Taj Mahal. According to the terms of this bill, the billionaire would have to forfeit his casino license for a period of 5 years. However, the bill was vetoed this week by the Governor, Chris Christie, who called it one of the worst cases of state legislature. Icahn said that he would also refrain from investing $100 to $200 million into the property, which he had originally planned to do. There was no response from Sweeney on the issue. However, at an earlier time, Sweeney had justified the bill stating that it was a tool to prevent casino owners from forcefully retaining their licenses. According to Sweeney, there

seemed to be a possibility of casino owners shutting down operations and retaining licenses, preventing new players from making an entry into the market. The Taj Mahal was a flagship casino operated by President Trump’s Business Empire. However, the casino eventually entered bankruptcy, allowing Icahn to take over later. But, even Icahn was forced to halt operations after a worker’s union strike arose demanding the reinstatement of health insurance and pension benefits, which, were terminated in 2014 by a bankruptcy judge. Icahn refused to meet the demands claiming that the benefits were expensive considering the current scenario in Atlantic City. He also blamed the union for raising the cost of operations unnecessarily. After the veto, Icahn thanked the governor, but, did not hold back on his criticisms against Sweeney. The billionaire mentioned that as long as Sweeney was in the Senate, it would discourage investors like him from entering the state’s gambling market. Icahn has not currently provided any details about the sale terms.

Philippines Takes Anti-Gambling Stance; Directs Police Towards Taking Action

E

ver since Rodrigo Duterte took leadership of Philippines, the country has gone back and forth over the issue of gambling.

The leader has already courted controversy with regards to his handling of the country’s narcotic problem. Now, it has been reported that illegal gambling is next on his hit list. In fact, the leader had once instructed law enforcement to infiltrate and eliminate gambling rings. However, in August of 2016, he contradicted his instructions by stating that he didn’t really care about gambling as long as people paid their taxes. But, it seems Duterte has once again adopted an anti-gambling stance. There have been reports of the Philippines National Police (PNP) working with the Philippines Charity Sweepstakes Office (PCSO) to devise a plan that would help end illegal gambling in the country. Both federal agencies are collaborating in an effort to identify the most significant gambling areas. According to Director General Ramon Apolinario of the PNP, PCSO will provide reports of the areas affected by illegal gambling, once the workshop reaches its end. The PCSO has stated that any gambling operation that does not have authorization or isn’t registered will come

under the government’s radar. As of now, there are only 18 gaming operations in the country that are licensed. Duterte, over the past 6 months, has attracted attention from various factions who criticize his approach towards crime. He is often grouped with the likes of Russia’s Vladimir Putin and North Korea’s Kim Jung-Un for violating human rights. Duterte follows what is typically known as a “shoot first and ask questions later” approach, which, has led to the death of several suspects in his war on drugs. Though the leader had initially taken a lenient view on the country’s illegal gambling problem due to a lack of law enforcement personnel, it now seems that gambling has been moved up his priority list. The collaboration between agencies such as the PNP and the PCSO isn’t a normal occurrence, unless there have been instructions from the federal government. New Bill Might Change Indiana’s Casino Industry

T

odd Huston, a Representative for the State of Indiana, introduced House Bill 1350 last week, which could change the gambling industry within the state. According to the bill, the existing $3 admission fee for visitors will, likely, be removed and replaced by a 3% wagering tax on operators with facilities in Indiana. At present, the state charges around 15 to 40 percent as tax depending on the total gross gaming income earned by each facility. The new bill, however, will remove the riverboat admissions tax and instead, bring in a supplement wagering tax that would charge 3% from the adjusted gross receipts. If the bill were to become law, state communities would end up earning less as far as distribution dollars from casinos are concerned. Currently, regional governments generate around $48 million per year, but, the new bill will bring the figure down all the way to $18 million. Huston justifies the bill by stating that it aims to help casinos make investments in their own gaming operations and properties. Huston intends to put the state’s riverboat casi-

nos and race tracks on a level where they can make enough improvements to help them compete with the gambling institutions in other states. For instance, the state of Illinois has already planned for a gambling expansion move, which would end up starving the riverboat casinos in Northwestern Indiana of revenue. A large part of the region’s gambling revenue comes from visitors, who are residents of Illinois. However, some disagree with the bill stating that increasing footfall through the reduction of admissions fees doesn’t always result in more revenue. They site statistics that prove this point. For instance, the Blue Chip Casino in Michigan City came in state second with regard to admissions. However, it dropped to fifth with regard to wagering taxes. Another piece of additional legislation has also been introduced in the state, called the Senate Bill 354, which allows for the creation of a casino in Terre Haute. The legislation was brought to the table by State Senator, Jon Ford.

Hard Rock Japan to be Led by Former Sands Head

E

dward Tracy, who served as the Head of Sands China Ltd., will be taking over as the new Chief Executive of Hard Rock International in Japan.

Hamish Dodds, who is currently heading Hard Rock International Inc., had spoken to the media concerning the company’s interests in investing in Japan after the country recently legalized gambling. The bill was passed last December. However, investment analysts have mentioned that a second legislation will be required to establish the regulatory framework allowing the industry to function, which could postpone the possibility of a casino by another 4-5 years. Tracy, who retired from his position in 2015 as the Chief Executive for Sands China, Macau, had led the firm through a very important phase of the Cotai construction. He was in charge of overseeing the opening of Sands Cotai Central in 2012 and the setting up of the Parisian Macao, which opened its doors in 2016. Hard Rock International published a press release earlier this week stating that the hiring of Edward Tracy to lead its Japan operations comes as a strategic move to ensure its expansion in the concerned territory.

The press release also mentioned that Tracy possessed around 30 years of tested experience in the hospitality, integrated resort and gamin arena. The document also spoke of Tracy’s role in overseeing 30,000 employees and 13,000 rooms. It is believed that Tracy was also the President and Chief Executive of the Trump Organization, an enterprise established and owned by U.S. President Donald Trump. In this organization, Tracy had been tasked with the management of over 3000 luxury hotel rooms, casino spaces measuring over 240,000 square feet and over 12,000 employees. Hard Rock International currently has a good presence in Asia with its Hard Rock Hotel in Macau. The hotel is home to a gaming venue managed by Melco Crown Entertainment Ltd. With Japan passing the Integrated Resorts Promotion Bill, Hard Rock aims to leverage its expertise and brand value in becoming a key contender among the various resort license bidders. Tracy will be expected to oversee this move.

Goa’s Politicians calling on a Closure for Local Casinos

R

esidents of the Indian state of Goa are all set to cast their votes this Saturday and gambling is a hot topic that is predicted to determine the outcome. According to an Indian publication, Hindustan Times, microscopic alterations in the law allowed the tourism hotspot to legalize slots in 1992 for its onshore resorts. This was prior to the establishment of the Deltin Caravela, the first floating casino, owned by Delta Corporation Limited and established in 2002. In 2008, 5 more offshore casino licenses were provided, allowing for the creation of around 14 land-based and floating casinos, despite the ruling Bharatiya Janata Party’s antigambling stance. The party, in 2012, ensured that it would shut down all of the state’s casinos if voted into power. Chief Minister, Manohar Parikkar, even conducted demonstrations in line with the party’s views. However, according to a Mr. Aires Rodrigues, a gambling opponent, the party has not lived up to its promises during its 5 year reign. In fact, Rodrigues states that more casinos have opened up and this was the case irrespective of which political group came to power. However, according to Parikkar, the current state government hasn’t been able to shut-down casinos due to the fact that they were granted licenses by the previous ruling

party, the Indian National Congress (INC). Parikkar suggests that it isn’t easy to kick out businesses that have established themselves by following the proper protocol. But, with the next election days away, rival parties such as the AAP (Aam Aadmi Party) and the INC have begun using partial closure of casinos as the rhetoric for their respective campaigns. This is despite the fact that casinos and gambling have generated around $19 million as income towards the state. According to the Hindustan Times, the gambling industry in Goa also provides around 10, 000, directly and indirectly. It is the only state in India, other than Sikkim, to legalize gambling. However, opposing parties claim these statistics to be a myth. AAP spokesman, Ahutosh Gupta, claims that the industry only provides 2500 jobs and cites his own research as evidence. Anand Chauhan, a cab driver in the state, says that antigambling is a common rhetoric used by parties during the election period. However, he adds, that banning casinos would be a bad move considering the fact that tourism in the state is active only for 3 months in a year, whereas, gambling is perennial.

Georgia Looks at Gambling Legalization

asino gambling supporters in the state of Georgia are making an attempt at legalizing gambling again, after many failed efforts in the past.

The bills will likely be introduced in the Senate and the House sometime this week. Supporters are also planning to do away with the prohibition of casinos through an amendment in the constitution.

In their latest effort, supporters are stating that casino gambling will serve as a solution to Georgia’s growing need to fund merit-based education scholarships, which the state is recognized for. The current lottery business has failed to meet the demand for scholarship funding, which includes expense coverage for those attending the state’s public institutions of higher education.

In the past, anti-gambling rhetoric in the state has mostly stemmed from religious organizations and certain lawmakers. But, this has only encouraged gambling companies to hire lobbyists who can support their cause.

Legislators are looking to introduce two new bills, which are said to be identical. Ron Stephens, a Republican from Savannah will be presenting one version at the house. This bill will permit the construction of two resort destinations that will house casinos for gambling.

The bill currently tabled at the house is believed to be a concise version of previously rejected bills. If earlier bills had been passed, Georgia, by now, would have been home to around 6 casinos. However, supporters seem optimistic about their current chances. Stephens himself stated that there were good chances of getting the bill passed.

The Republican has stated that, under the new legislation, the state will tax 20% of revenue earned from gambling. This revenue will be funneled via a new commission tasked with monitoring the gambling industry, as well as the lottery business. He added that around 30% of the taxed revenue will be allocated towards establishing a need-based scholarship and the remaining would be used to fund the existing HOPE scholarship, as well as Georgia’s pre-kindergarten program and other college grants.

But, in actuality, the Republicans hold only a two-third majority in the house, which, means Democrat backing is much needed. According to Stacey Evans, a Republican from Smyrna, this shouldn’t be a problem considering the fact that needs-based aid is huge priority for the state, which is something even the minority party agrees with.

Vietnam Lifts Ban on Football Betting

P

unters in Vietnam received good news after the country released a decree last week allowing football betting. The pilot program will go into action on the 31st of March, this year. Currently, there are around 30 electronic gaming parlors and casinos operating within the country. Before the current laws were changed, citizens of the South-East Asian country were prohibited from taking part in any form of gambling, unless they possessed a foreign passport. According to the new decree, Vietnamese citizens, 21 or older, can wager on international football matches that are recognized by FIFA and approved by the Vietnamese sports ministry. However, the decree does not allow online betting and bookmakers will be required to operate from locations that are 500 meters away from areas with children and schools. Also, bookmakers will need to comply with stern capital requirements, which will vary according to the sport. For example, Greyhound Racing will require a capital of VND

300 million, while horse racing and football will require about VND 1 trillion each. Citizens who wager will need to comply with a minimum bet value of VND 1000 and not cross VND 1 million, which is said to be the daily limit. Football wagering providers will be selected by the government for a trial period lasting 5 years. The Vietnamese government appears to be softening its stance on gambling within the country. Earlier, the government launched another decree that would see the establishment of a pilot program allowing citizens, aged 21 or above, to gamble as long as they enjoyed a monthly income of over 10 million dong. The program is valid for 3 years and permits gambling for locals within a specific group of casinos. Prior to these laws, citizens had to gamble at foreign gaming venues in Cambodia by crossing the border. The new laws will now help the government create a fresh revenue stream.

Macau Considers “Las Vegasization”

L

as Vegasization is a term that refers to the practice of targeting non-gaming patrons to diversify the existing demographic. It’s a term coined by Bo Bernhard, who is the Executive Director for the UNLV International Gaming Institute Executive. As for the practice itself; well, it’s something that Casinos in Las Vegas have been indulging in. Over the years, Las Vegas has evolved from being a gambling capital to a tourist destination that attracts more than just the usual gambling aficionados. Now, it is being reported that Asia’s gambling capital, Macau, is planning to use the same approach. Many of the region’s casinos have expanded their services into nongaming categories that cater to tourists who just want to do everything else, but, gamble. Casino revenues have dropped ever since President Xi Jinping passed strict regulations to curb VIP touring. In 2016, Macau’s gaming revenue was estimated to be around $28 billion, which is a significant drop from 2013’s $45 billion. It isn’t exactly easy for gaming companies to walk away

either. With billions of dollars invested, a solution had to be put in place and “Las Vegasization” was seen as the most apt. According to Bernhard, this should work considering the fact that both locations offer similar experiences without compromising on their originality. Bernhard wouldn’t be completely wrong. Despite the 3.3% dip in gaming revenue, Macau has seen an increase in visitors. In fact, studies point towards a 10% increase in overnight stays by the end of 2017. Of course, challenges still exist. The numbers are really down. For example, VIP sector gaming accounts only for 50% of total bets today compared to 70% in 2012. Restrictions have also played spoilsport such as the restriction on UnionPay ATM withdrawals, which are now limited to $645 per transaction and $1445 per day. However, overall gambling revenues haven’t taken a hit. In fact, gambling figures showed an increase of around 8% last year. According to credit rating firm, Fitch Ratings, Macau does have a bright future in the long run, thanks to investments in the overall market and non-VIP gambling offerings.

Kindred (Unibet) to acquire 32Red for £176 million

he Kindred Group (previously known as Unibet) has made an offer and been accepted to purchase the whole stock of gambling operator 32Red, the offer of £1.96p per share which offers a 16% premium per share values the company at £176 million. It is now to go to the shareholders for a vote which has been advised by Numis to accept the offer. It is almost certain to be accepted and will see the Gibraltar based online gaming company receive a second interim dividend payment of 4p per share. With Kindred already purchasing Stan James online in 2015 the company is now one of the leading online gaming companies in Europe and with the acquisition of 32Red should it be agreed will push Kindred to become a major global player in the online gambling sector.
