HARD TALK Interview with Ralph Topping Former CEO of William Hill talks to Infinity Gaming Magazine about the Amaya Gaming deal, Playtech, James Henderson, FOBT’s &much more. You started out some 45 years ago in Glasgow as a Saturday only worker in a bookies, how did you get the job and was that your career path or had you something else in mind? II had never been in a bookies before I started a Saturday job at a City Bookmakers shop in Glasgow which was sold to Mecca Bookmakers. My parents had bought me a small car, and I needed to earn some petrol money for it. My dad liked a bet and said that working in a betting shop would show me a bit of life. He was certainly right! I started off working there in a Saturday job when I was at Strathclyde University. I did law, English later on , but I never finished my degree. I enjoyed the energy the company had and worked with some fantastic people. I suppose it was better paid at the time than teaching. I ended up full-time in the bookmakers and I could write a book on some

Online gambling for the firm had a major boost on the company’s profits, how did the move into online gambling happen for William Hill? I got a phone call from my Ops Director Liam McGuigan in late 1998 asking if I knew anything about the internet and I said I had been on it in Canada. Surprisingly, that did it for him - I became the person asked to develop a web presence for WH. Unbelievable really. I recruited two very able people with real knowledge and experience, Jamie Hart and Bryan Kelly and we never looked back, significantly developing and growing the business in the next 4 or 5 years . Jamie and Bryan have been colleagues and friends for 18 years . They were allowed to leave Hills this year. Daft decision if you ask me. Perhaps the Chairman should have replaced him sooner when it was becoming clear he was not delivering? If he had, perhaps a replacement would have been identified and be in place now. New Bill would stop Icahn from Re-opening Taj Mahal
O
nly days after the Trump Taj Mahal closed its doors ‘for good’ local press has reported that it could re-open within months.
The stalwart Atlantic City venue closed earlier this week and with its demise came the loss of 3,000 jobs. However, a report from Press of Atlantic City has revealed that the owner Carl Icahn is considering re-opening the venue, rebranding the property and hiring new, non-union workers. The validity of the gambling licence for the property still remains which currently would allow Icahn to make these plans a reality. However, this will most definitely not be the case if New Jersey senate President Stephen Sweeney has his way. The Democratic State President has introduced a bill that will amend the current law and give the New Jersey Division of Gaming Enforcement (NJDGE) the authority to
revoke the licence of a closed casino. If the bill is passed it would in effect disqualify casino owners from holding a licence for five years after closing a casino. Sweeney said: “Casino owners should not be able to misuse bankruptcy laws and gaming regulations in order to warehouse a license or take money out of the pockets of casino workers and strip them of their benefits simply because they refuse to come to a labour agreement with their employees.” The State senate President has said that this bill encourages casino owners to help build Atlantic City rather than “throw thousands of families to the curb.” Having been approved by a state Senate committee the bill awaits action in the state Assembly. Consequently, Icahn’s vision will face stiff opposition which will play out in the coming months.
Six Casinos for Indian State? The Andhra Pradesh state government has multiple proposals to open casinos, with some of the bids pending for more than two years. US NRI Siva Prakesh Bobba has re-ignited the issue in The Hindu this week, speaking of setting up a casino on the Krishna. He told the publication: “I find one of the islands in the river Krishna very much suitable for setting up a casino. I’m planning to propose the island to the government.” Currently, casinos are in operation in Goa, Daman and Sikkim. Bhavani island near Prakasam Barrage in Vijay-
awada has scores of sub-islands, with a total area of 130 acres, ripe for the AP’s plans of converting the area into an amusement park, similar to Sentosa in Singapore. These plans would of course include a casino and Mr Prakash says his proposal is entirely ‘in tune’ with this vision. This is most certainly a slow-burner as none of the multiple proposals have yet to move forward. Before any approvals can be sought the state would have to amend the Andhra Pradesh Gaming Act from 1974, which prohibits gambling.

William Hill discuss Merger with Pokerstars Owner
I
t’s been confirmed that both UK bookmaker William Hill and multi-national sports betting and gaming group GVC Holdings are in separate talks to cement a merger with Canadian online gambling giant Amaya. UK bookmaker William Hill confirmed this weekend that they are in talks with Amaya over a potential merger. The deal, if sealed, could create a £5 billion global gambling giant. This move is the latest in a succession of takeover talks which have begun to change the UK gambling landscape over the last year which have included similar unions between the likes of Ladbrokes and Coral and also Paddy Power and Betfair. Both parties have said that the all-share deal would be a strong fit to compliment William Hill’s existing strategy and Amaya’s business. The UK bookie is aiming to broaden its digital and international presence, saying that the deal would create a ‘clear international leader’ in online gaming. Toronto-based Amaya, which own Pokerstars and FullTilt gaming brands, are one of the biggest businesses in the online gaming sector. The company own 70% of the online poker market, with 2.26 million active users each quarter and a database of over 100 million users. Its revenue in 2015 was just over $1.3 billion (£1.04 billion), a more than healthy comparison to William Hill’s £1.5 billion netted for the same period. Sources close to the proposal have claimed that merging the two groups would allow combined savings of ‘well north’ of £100 million a year. This bid by the UK’s biggest High Street bookmakers fol-
lows its rejection of a merger with UK rivals Rank Group and 888 Holdings earlier this year. If given the go ahead, the merger could happen within weeks and the newly merged company would then be expected to be listed on the London Stock Exchange. William Hill appears to be a forerunner in negotiations. However, there are potential game-changers in the frame; namely GVC Holdings who has expressed ‘a strong interest’, while it has been reported that some private equity firms are also interested. The rumour mill continues to speculate, with information on social media fuelling an alleged intention from PokerStars’ former owners Isai and Mark Scheinberg that they were preparing their own bid to acquire Amaya and take the company private. If the Scheinbergs were to make a serious play for Amaya they would likely be buying in at a marked discount from the $4.9 billion they received via the 2014 sale of the Rational Group to Amaya. However, there is the significant stumbling block in that Isai Scheinberg remains under criminal indictment from the April 15 Black Friday action by the US Department of Justice and, under resolved, this would make their position untenable. William Hill and Amaya released a joint statement late on Friday confirming that they are “in discussions regarding a potential all share merger of equals.” If this was to happen the merger would be classified as a reverse takeover under the Financial Conduct Authority’s listing rules. The statement stressed that talks are ongoing and that there was no certainty that a deal would be reached.

But that has not meant that the issue has disappeared at the state level. Fights in state legislatures often come down to which side has the most money.
Even generated grass-roots sup-
ports, like having 100,000 DSF fans contact their state representatives in the New York Legislature, costs money. As I predicted in the Gaming Law Review & Economics last year, proponents of DFS have more money, and thus more political power, than opponents and have been successful in getting state lawmakers to bail them out of their current crisis. Most of the lobbying money comes from FanDuel and Draft Kings, the two largest DFS operators, who control almost the entire market. But they have powerful allies. The extremely rich and powerful sports leagues, with the sole exception of the NCAA, love DFS. Even the fanatically anti-gambling NFL allows its teamowners to be directly involved with DFS operators. Mass media companies, like ESPN, also love DFS. Teams and broadcasters need viewers, and DFS players watch athletic events to the bitter end, even when it is a blow-out. They want to know how the individual real-world athletes in their fantasy team do, be-

MGM Casino Could Cost Connecticut $68 Million
A
fter Trump Taj Mahal officially shut its doors early last week after no agreements were reached on labor issues, reports indicate that Atlantic city on the whole is being pulled down by the zombie casino. September reports show that the city is barely making it through, and the dismal numbers from the TTM is not doing it any favors. The New Jersey Division of Gaming Enforcement released the figures for September this year and the numbers do not look too promising. The YOY numbers are negative and the growth by itself has not been as strong as projected or expected. Atlantic City’s 8 major casinos have earned a combined $210 million in September- that is down 3.5% same month last year. When the online profits are added that brings revenues up but still end up 1.5% less than last September. Atlantic City’s slot machine revenue fell 4.2%, table games fell 2%. So far this year, the growth from last year is a flatline 1.6% and stands at $1.85 billion from January to September 2016, add the online profits, and it barely reaches $2 billion. Slot machines made a paltry $147 million and table games a little over $64 million. Winners and losers The winnings so far among the casinos are split in two. The biggest loser September will be the TTM. For the most part of the month, Trump’s casino was either closed or had angry workers protesting outside its gates. The revenues for the TTM was down by 51% as a result and made only $8.1 million. The biggest winner was Borgata which made a profit of 2.1%. That was more than 2 times the second and third place winners and took home $64.3 million. Caesars and Harrah’s were second and third each making $29.9 and $29 million respectively. In the coming months, the remaining seven players in Atlantic city will eventually absorb all of TTM’s business. What is left to be seen is how the percentage split will act out.
Taiwan island says no to casino resorts again
The tiny island of Penghu part of Taiwan has again rejected the opportunity to allow for casinos following the referendum results. With a voting population of 83,400 only 33,000 came out to vote for what is the second time the islanders have been asked to allow casino resorts in seven years. Eighty percent said no and many residents hope it will be the last time they will need to go to a referendum on this matter. “Despite all odds, voters … have used their wisdom and sense to safeguard the sustainable development of Penghu,” said Ho Tsung-hsun, executive director of the alliance against gambling. The final numbers in the vote were 26,592 against and 6,210 in support. The President of Taiwan who was opposed to gambling resorts in Penghu has promised increased spending on social and economic issues to help the islanders.

This will ultimately benefit the gambling business with consumers placing further bets and engaging more during out of hour’s activity. Voice enabling software has moved on in the last few years with rapid advances in recognition and information retrieval technology. The new wave of virtual personal assistants and conversational interfaces have developed in both intelligence and pervasiveness. This new wave of voice-driven assistant technologies rides on the back of advances in artificial intelligence, rich collections of user data and growth in keyboardless and screenless devices. So what are the key points gambling businesses need to think about when creating voice enabled apps: •Determine goals and requirements for the system Like all good user interface design, speech application design begins with a clear understanding of the app’s goals, requirements, and use cases. It’s important to remember that user experience design is all about how the user interacts, so it’s vitally important to fully understand what users want and need. Making the customer experience as frictionless as possible has long been the focus of betting companies. Customers quite rightly don’t want complicated, clunky or multi-step experiences that get in the way of making a bet. •Choose between natural language and directed dialogue A natural language application, like Apple’s Siri, allows users to speak naturally while a directed dialogue prompts them to use specific phrases, similar to your bank’s automated phone system. While natural language applications can create a more human-like user interface, directed dialogue applications are considerably easier to design and, in most cases, serve the users’ needs much better. •Choose the application persona
An important consideration for selecting a persona for your voice and this will very much depend on how and where the application is going to be used. The system may need to use less formal language if its users are placing a bet than if they were reserving afternoon tea at The Ritz, due simply to the cultural differences of the users. Since the language for prompting the user will affect how that person responds, it is a good idea to keep these cultural distinctions in mind. •Incorporate error handling At this point in the process, it is important to address error handling in order to maximise user satisfaction. For example, some users might not be understood correctly because of accents, background noises, or unexpected phrases. What will the application do in these cases? Will it keep track of the number of errors and transfer to an operator if the counter reaches a certain threshold? You need to think about error handling and how this will be rectified in advance. Otherwise customers looking to
place a bet may go elsewhere. Whether as a gambling business you are building a complex application or a very basic one with a more modest interface, the steps are the same for developing quality speech recognition. The objective is not just achieving a superior level of recognition accuracy, but also ensuring that the UI can handle errors and language variability and, ultimately, to produce a high completion rate with minimal user frustration. I don’t think we’ll be seeing slot and table games controlled by our voice for a while yet. But with Unibet and Betfred’s interest in pushing how we interact with our mobile casinos, it looks likely that we’ll be seeing innovative things from them in the coming years, especially as voice betting is simply one example of trying to create frictionless customer experiences. Here at Pocket App we have been incorporating voice into our apps for some time now and if you are interested in finding out more about our work do contact me on 0207 183 4388.

MGM Casino Could Cost Connecticut $68 Million
N
ot everyone is eagerly awaiting the arrival of the MGM Springfield, as research predicts the state could lose millions when it opens for business.
Pennsylvania go to wire for online gambling
The much anticipated $950 million resort casino is set to open in Massachusetts in 2018. However, the General Assembly’s Fiscal Office is predicting a hard-hitting blow to Connecticut for the year which follows when slot machine revenues for the year decline. The report forecasts that Connecticut’s two tribal owned casinos will feel the impact. In a bid to counteract such losses the two federally recognized tribes recently formed the Mohegan-Mashantucket Pequot casino company (MMCT) and is currently looking for sites for a jointly run border casino which will be in direct competition with MGM. The proposal is still yet to seek legislative approval. “We are fully aware of the negative impact MGM’s facility will have on both jobs and revenue,” MMCT spokesman Andrew Doba said in a statement. “A hit like this to the state’s bottom line will lead to more cuts to essential social services, and more tough choices for our state leaders. We need to get this right, and make sure that losses of this magnitude never come to fruition.” Meanwhile MGM is confident that they would create more revenue than the $68.3 detailed by the Fiscal Office. They stated that allowing other developers to operate in the state was a healthy option, maximizing jobs and indeed revenue. MGM Resorts International Executive Vice President Alan Feldman said: “At least one economic report has suggested that a casino in southwestern Connecticut has the potential to generate many more jobs and far more revenue than the number contained in this OFA report.”
Pennsylvania online gamblers are holding their breath with just 6 more days left this year before the Senate breaks up for the Presidential elections. The days now to look out for are October 17th to October 19th and October 24th to October 25th, these are the only dates where online gambling can be discussed and hopefully voted on. There were due to discuss the online gambling bill in the last day of the September session but was cancelled and observers believe that opponents of internet gambling are trying delay tactics to push any deal into 2017. Supporters of online gambling say that with a black hole in Pennsylvania’s budget of $1.3 billion online gambling if allowed would generate some $100 million in tax revenues for the state.

Statistics: a bottomless pit? By Teresa Tunstall Infinity Gaming Magazine contributing writer Teresa Tunstall latest article
I
t was good to see the Gambling Commission releasing statistics on, Gambling behaviour in Wales and Scotland, although a higher percentage of gambling and betting takes place in England which has the largest population. Nevertheless, they are important statistics. We need Statistics to give us a picture of what’s going on in UK gambling however, gathering Statistics has always made me question if I received a phone call asking if I’d partake in discussing my gambling how truthful would I be, would I admit I gambled too much or even to a gambling problem I’d be more likely to exaggerate my wins and omit my losses.
in self-exclusion often as a way of getting back at the Operator, it’s the nature of the beast. Others who collect statistics: help agencies, help groups who remain anonymous and Counsellors, these groups are perhaps the nearest to the truth because when gamblers have reached this level there’s nowhere else to go. As one problem gambler told me he was six months into therapy before he started telling his Counsellor the truth. Gambling staff have told of when dealing with irate or distressed customers they become Counsellors,
Although, some gamblers will always insist on self-exclusion even through it’s obvious they are angry at the Operator about another issue, persist
If everybody who self-excluded sourced help would it reduce statistics, I believe so but unless we include the gambling and betting industry staff to instil into customers that this is for their own good it’s unlikely to happen. In New Zealand casinos if you self-exclude you can return to gambling only if you have a letter from your Counsellor to prove you attended counselling. An interesting twist, this would require the gambling and betting industry to work closer together with the Gambling Commission.
Some gambling survey’s result in face to face interviews, would I divulge such personal information to a stranger, I’m certain I’d play my gambling down to being ‘just fun when I have time to kill,’ especially if any of my family were around. So does this mean the only reliable statistics are from the gambling industry by means of their ‘Returns’ submitted to the Gambling Commission being the only true and meaningful numbers.
Unfortunately, we know from the ‘Gambling Commission Industry Statistics,’ that not all those who self-exclude from their betting and gambling search for help and frequently as a result they end up returning to gambling believing they’ve cured themselves only on their 2nd self-exclusion admitting to having a problem.
advisors and mediators to their customers or in cases of extreme anger they just stand back and listen. We underestimate our front line betting and gambling staff they know more about their customers than any Director sitting in Head Office.
Finally, are statistics a bottomless pit that date the moment they’re finished? It goes without saying however, we need history to improve the future and statistics will always feature as a value tool for the Industry and the Gambling Commission.

Fast-track Harmony Cove Casino says Jamaican PM
C
ould Jamaican Prime Minister Andrew Holmes be just the catalyst a Trelawny casino project needs?
The development of Harmony Cove casino has gained the seal of approval from the Jamaican PM, who says it would give the economy and tourist trade a welcome boost. Addressing the DBJ’s Strategic Planning Retreat for Boards of Directors last Friday, Mr Holmes urged them to back the integrated casino resort, saying: “This project is one that the DBJ needs to take a very serious look at. The Government is very anxious that this be done. My charge to the board is to get on with this project. We have to make some decisions on it; we have to move ahead.” Harmony Cove is owned by the National Housing Trust and the DBJ. The casino developer, Harmonisation Ltd, say the casino will boast some 5000 rooms, with the construction of the first 1000 rooms valued at US$900 million.

U.S. Judge Halts Lawsuit Against Caesars
F
ollowing last week’s $5 billion agreement which aimed at removing Caesars Entertainment Corp (CEOC) from bankruptcy a U.S. Judge has halted remaining litigation, saying to proceed would risk derailing the agreement. The majority of Caesars creditors agreed to drop some $13 billion in legal claims against the casino group last week. However, a hedge fund with a $9.4 million claim refused to back the deal and sought to continue its lawsuit. A judgement would’ve been due this week concerning the lawsuit filed by Trilogy Capital Management. Judge Benjamin Goldgar said in U.S. Bankruptcy Court in Chicago on Wednesday: “The risk that the Trilogy action will derail the reorganization is too great.” Shares of Caesars were up 1 percent at $7.72 in afternoon trade. The stock rose about 14 percent since the company unveiled its offer for creditors on Sept. 21. Goldgar said the injunction on all remaining litigation against Caesars was necessary to protect the settlement

and could stand until a January trial to confirm CEOC’s reorganization plan. Unsurprisingly, Trilogy immediately appealed Goldgar’s ruling. U.S. District Court Judge Robert Gettleman in Chicago scheduled a December 5 hearing. CEOC filed a formal restructuring support agreement with all of its major creditors on Wednesday, subject to certain conditions such as the injunction on litigation against Caesars remaining in place. It said the agreement is a “key milestone” in its effort to implement restructuring. CEOC will cut over $10 billion of debt and split into an operating company and a separate real estate investment trust as part of its recovery plan to emerge from bankruptcy in 2017. Following the restructuring, private equity shareholders Apollo Global Management (APO.N) and TPG Capital Management LP [TPG.UL] will hold 16 percent in a new Caesars casino group.

Shift in the Market in Macau, says Berstein
B
rokerage Sanford C. Bernstein Ltd have indicated that Macau’s robust retail set up and focus on non-gaming tourism will aid the city face any risks in the long term. Non-gaming components of casino operators’ businesses are becoming more important as the gaming market moves toward a mass-focus, says the brokerage. It stated that mass market revenues had already exceeded 50 percent of gross gaming revenues in Macau. The firm’s analysts, led by Vitaly Umansky, explained that ‘a critical mass of differentiated retail offerings’ would be able to attract tourists to visit Macau, and lead expenditure on accommodation, food and beverage, and desirably, gaming, despite the modest amount of revenue generated by the retail sector itself. Berstein revealed: “We believe this shift in the market will continue over the coming years, driven by incremen-
tal capacity expansion (new hotels, new casinos, new retail, new entertainment), transportation infrastructure improvements in Macau and the “roads leading to Macau” with increasing visitation and greater penetration of China.” Macau’s luxury retail market will be a key performer in the long term, Bernstein says. This will be further propped up by new integrated resort openings, particularly centered on Cotai. The risk of retail cannibalization is also low, as “visitors are somewhat “captive” to their hotels given the short length of stay in Macau and the increasing sophistication of loyalty programs,” said the brokerage. They continue to state that fundamental to this would be if Macau can successfully widen its tourism offerings to transform into a regional tourism hub and sustaining the pipeline of new developments for the next two years.

Natchez Hopes Casino May Help The City’s Bills
O
fficials from the City of Natchez have approached the management of the Mag-

The city of Natchez has been ailing for sometime now and it is known that they are lacking in fulfilling a number of bills and completing their payroll. It was brought up in an aldermen board meeting earlier this week. The main issue here is that funds are scarce.
