e now live in a strange new pandemic world since the last edition. In the interim much has changed, once more I have been very proud of our Keynsham community as we battle against an unseen enemy. I would like to congratulate all those individuals and organisations who are helping the vulnerable of our town. Particularly, the Covid-19 Response Facebook Group under the chairmanship of Dave Biddleston, the Keynsham Foodbank, Dial-a-Ride and all those working at Community at 67 and The Old Pom. Thank you to the Town Council staff, particularly Cheryl Scott and Dawn Drury, our Town Clerk and Deputy Town Clerk, for the staggering amount of hours they have worked in recent months. I know there have also been and still are many other selfless activities and individuals working to support our town: well done to you all! On May 19th, we had our first ever Virtual Town Council Meeting. It was open to the public via Zoom. Sadly, we had the resignation of Rachel King, thank you Rachel for your contribution to the town. This vacancy would normally have been filled by a by-election but in these strange times, a co-option was more appropriate. We had four excellent, strong candidates all of whom could have done a good job as a Town Councillor for Keynsham South, after a 3 minute presentation by each candidate from their home, together with a few questions from the Council. The Councillors voted and Charlotte Buxton was the successful candidate. Well done to her. It was the Annual Meeting of the Town Council and so there were some other elections. I remain Chair of the council but there was a change at Vice Chair, congratulations to Clive Fricker. I know, Dave Biddleston, our departing Vice Chair, will continue to support the town in many ways. In our Council meeting on June 23rd, we had a very lively discussion about the future of the High Street, involving B&NES Ward Councillors, members of the public and Town Councillors. When it finally went to the vote, the Town Council voted 12 in favour to 1 against and 2 abstentions to temporarily close the High Street to all traffic between the hours of 9.00am and 5.00pm. B&NES Highways Authority allowed cyclists to continue to use the High Street in both directions. This new structure started on July 13th. There will

Our third virtual council meeting on July 21st, supported KeynshamNow’s wish for a wheelchair swing at the new Kelston Road play area. This new venture is developing further after delays caused by the lockdown and is much anticipated. I know several of you have caught the coronavirus and mostly recovered, some after months of struggle. We have had some fatalities. My thoughts and prayers go out to their families and friends in this most tragic of times. Please try to keep everybody safe in the days ahead. I fear we have yet to see the end of Covid-19.

Reopening Keynsham safely As more shops and businesses re-open following the Government’s easing of some Covid-19 restrictions and traffic levels increase, our priority is to give people confidence in using our high streets whilst protecting public health. To enable social distancing, the Council will be temporarily closing the one-way section of the High Street to motor vehicles to create a pedestrian and cyclist zone. This will provide increased space for people to move around, observe social distancing rules and queue for access to shops.

Road Closure A temporary closure of the High Street from Monday 13th July will operate between its junctions with Charlton Road and Bath Hill from 9am and 5pm every day. The road will be closed by barriers. Access will only be granted to vehicles specified in the temporary Traffic Regulation Order, as listed below. Those with access between 9am and 5pm include: • Emergency services • Utility emergencies (e.g. gas leak)

Between 9am and 5pm, a tradesperson will not be given vehicular access. What about Blue Badge Holders between 9am and 5pm?

Between 5pm and 9am the road will be open as normal.

Blue badge holders will not be able to access the High Street during operational hours. Two additional disabled bays are being provided in High Street near HSBC bank and bays are also available within the Council’s car parks, in Ashton Way and the Civic Centre, and on street bays in Temple Street opposite the old fire station.

Bus Stop

What about online deliveries?

The bus stop is being temporarily relocated to Ashton Way near the back of Poundland, as shown on the map on the reverse of this leaflet. The Dial a Ride bus will be allowed through the road closure and will pick up/drop off at its usual location.

Delivery drivers will not be able to gain access between 9am and 5pm. Alternate options may exist with your provider, including in-store collection, pick-up points or out-of-hours delivery.

Am I eligible for Access? In addition to emergencies and cash collection operations, access to the High Street may be required for certain activities such as major building construction or a residential flat move. CHANGES TO RUBBISH AND RECYCLING COLLECTION TIMES P

lease be aware that your rubbish and recycling containers will now need to be out by 6am on your collection day instead of 7am. B&NES Council advise that you put your containers out the night before your collection day (after 8pm). Crews may also arrive earlier or later in the day than previously, so you may need to keep your bins out longer than usual. Once containers have been emptied please

WORKING HARD TO OPEN OUR PLAY AREAS K

eynsham Town Council are working hard to open our playgrounds and play areas across the town, so that they are safe for your child/ children and other users during the COVID-19 pandemic.

Please do read our posters and follow the advice.

In order to prepare the play facilities, to ensure that they are COVID-19 secure all play equipment must undergo a full safety inspection to ensure that it is safe to use and that risks from damage or any defective equipment issues are rectified before re-opening.

Try and limit numbers in the play area, if it is busy come back, at a later time, when it may be quieter.

All equipment needs disinfecting and full risk assessments need to be undertaken to ensure that we meet the requirements of our insurance policy.

Take turns and be kind to others wishing to play, by limiting the time spent on any one piece of play equipment.

Extra measures are being put in place to aid social distancing, with the aim to reducing social interaction between people to minimise the opportunity for transmission of COVID-19. These measures include: -

Bring along your own hand sanitiser or alcohol wipes to regularly clean your hands and your child’s. Scientific advice suggests that the virus can survive for up to several days on some hard surfaces. These risks are reduced when outdoors, where surfaces may be subject to UV light and/or rain but the virus can survive long enough on frequently used/touched outdoor surfaces to facilitate transmission.

• Marking the play area surfaces with queuing distance markers of 2 metres or 1 metre with risk mitigations (where 2 metres is not viable) • Taping off sections of play equipment to encourage a one-way system of use and dividing the larger equipment into smaller sections. • Removing sets of swings that are close to each other, giving more space to play safely.

PLEASE help the Town Council to keep the spread of this infection as low as possible by using our play facilities sensibly –

Limit the number of adults in the play areas by just having one adult family member accompanying your child/children.

Do not eat food in the play area. Put all your rubbish in the litter bins provided. If the bins are full, please take your litter home with you, thank you. Do not remove the guidance posters and safety tape.

We appreciate that social distancing can be difficult especially for your little ones but please do try to follow the rules, as this will protect our community from the spread of this virus.

Play safe, play sensibly and stop the transmission of COVID-19 in Keynsham.

Community response to COVID-19 K

eynsham is a wonderful vibrant community with many organisations and volunteers providing all types of support and services. Facebook community pages and organisations started mobilising in the week before lockdown to offer support to those who would be going into self-isolation, especially the lonely and vulnerable in At Risk groups who were to be confined for 12 weeks. A specific Facebook page (Keynsham Coronavirus Covid-19 support) was set up by the community on Sunday lunchtime 15th March for co-ordinating volunteers and receiving requests for support. By 2pm Tuesday it had 1299 members. Predominantly the group co-ordinated a Keynsham-wide response via street wardens and volunteers to match support to those in need. Whether it was shopping, prescriptions, hearing aid batteries, dog walking, or just providing a listening ear to those who were lonely or feeling isolated, the community responded with enthusiasm and vigour to this initiative. What was also required was a means to coordinate the Keynsham-wide effort, with those other community organisations who were already making plans on how they could support the community. Following an initial meeting at which the Covid-19 response Facebook group, Community at 67, DIal A Ride, Churches Together, Keynsham Food Bank, Keynsham in Bloom, Keynsham Community Fridge and the Town Council were represented, a report went to the Council meeting the following evening – the last face to face meeting of the Town Council. With many of the Town Council staff falling into high risk categories themselves, it made sense for the Town Council to support the organisations and groups already stepping forwards to help.

The Council set up a Zoom account to enable weekly virtual meetings of the Community Response Group, chaired by Dave Biddleston, which are held on Mondays at 5pm. In addition, the Town Council agreed to set up a COVID Community Resilience Contingency grant fund of £10,000 to enable organisations to apply for financial support. The grant’s fund is still operational and applications can be made to the Town Clerk at any time. Issues with GDPR, and how to fund a Facebook group with no legal organisational status had to be considered, and the Keynsham Music Festival stepped in to manage a bank account on behalf of the Covid-19 Facebook group. The support has been developed and adapted over time in response to changing circumstances – but each of the organisations has been very busy supporting Keynsham residents. Even though lockdown is easing and some activities such as shopping have been curtailed for now, Keynsham stands ready to leap into action again if for any reason a local lockdown has to be introduced. There are also longer term issues to address, especially for those on furlough or having been made redundant, of providing further support for those residents in need. The Town Council would like to thank all the organisations and volunteers for their unstinting efforts to support Keynsham Residents over the last few months which are being continued in some form or other despite the easing of lockdown restrictions. Keynsham Coronavirus COVID 19 Support Group I

must be very clear at the outset, we have not finished yet! All of our programmes and work may have lessened, but we are ready for the worst again if necessary. It’s been an absolute privilege to be involved as joint coordinator with Clare Hartill Rutz, Vicky Youdan, Zoe Wilkins and Jo Laycy. To give you some of the idea of the monumental task we undertook with the help of almost 300 volunteers, we have: • Distributed leaflets to almost every home in Keynsham. • Taken over 653 calls on an advice line staffed by 10 volunteers covering from 9am to 9pm and a total of over 1300 hours • Completed in excess of 240 shops for those shielding equating to over £4500 worth of shopping • Arranged and collected 312 prescriptions for those shielding. • Organised a cash free shopping system and protocol in 5 days. • Handed out over 500 frozen meals to those that needed them • Provided over 800 food deliveries from Community @67 and ‘The Old Pom’ • Organised the protocol and Fareshare arrangements in a little over 3 days. • Provided over 1000 hours of ‘Befriending line’ for those who required a listening ear.

• Created an effective social media strategy and Facebook page which was updated and maintained 20 hours every day since February. We have at least 30 individual WhatsApp groups still working on their individual areas. • Created a ‘Calming our Thoughts’ page and network that supported 265 members with 25 individuals receiving a structured stress reduction course.’ Also running 3 informal support groups via Zoom with 2 well being showcases and 2 full days pf pilates, yoga and meditation. • Over 740 dog walks • Met with Keynsham charities once a week to ensure that we all were supporting each other during Coronavirus and continuing to work in a ‘joined up’ way to meet the needs of he town. • Liaised weekly, often daily, with the Town Council to request financial support and advice over many issues. I’d like to offer my thanks and appreciation to those volunteers that helped and those volunteers that continue to help and once again express my deep gratitude for your working for nothing to assist your community. Never again let anyone tell you that Keynsham cannot come together in a crisis and that it was ‘better’ in bygone days. What you achieved here was monumental and your compassion is without measure. KEYNSHAM COMMUNITY AT 67 C

ommunity at 67 has been at the heart of free food provision for the people of Keynsham alongside the COVID-19 Response Group and the Food Bank throughout the pandemic. We started opening twice weekly to receive food donations on March 23rd with COVID-19 Response Group volunteers providing some of the people power. Its position in the town, and the ability for it to be accessed as and when needed, made it an ideal base. As lockdown progressed and a greater need was identified, it has developed from a store of cupboard foods into the management of this and fresh food, including a delivery service to people of all ages and sizes of household. This has only been made possible by the caring and generosity of the residents of Keynsham and Stockwood Vale who have donated huge amounts of food, money and even a fridge, over the past 4 months. We are also very grateful to Fareshare, Tesco, Waitrose, the Methodist Church and other local pubs and businesses for their donations.

Halfway through lockdown the COVID-19 Response group base at the Old Pomegranate site opened to provide additional fresh food picked up from Tesco at close of store. This was distributed throughout the week backing up the weekly deliveries. This prompted Community at 67 becoming the food preparation base for the cooking of frozen meals to deliver at the same time.

KEYNSHAM FOODBANK

T

he Keynsham Foodbank can provide three days’ worth of nutritionally balanced emergency food and support to local people who are referred to them. They are also able to offer you sign posting to other agencies who may well be able to help you in your situation. If you are struggling to afford food please contact B&NES Welfare Support on 01225 477277 or Citizens’ Advice on 01225 303851 or your doctor, social worker or other professional such as a church minister which can provide a voucher to enable you to receive food that people have kindly donated for this purpose. Currently it will be an e-voucher and the food will be delivered by Keynsham and District Dial-a-Ride. However, the food bank distribution centres are

opening on September 3rd to receive clients so you will receive a code number to take with you for the food and the e-voucher will be sent to the food bank. Social distancing will apply. There are donation boxes at the Keynsham Waitrose and Keynsham Tesco (please only donate if you are already visiting the supermarket for essential grocery shopping). The main need currently is for cleaning and laundry products and also personal hygiene products. Not required at this time is soup, pasta, baked beans and long life milk. KEYNSHAM COMMUNITY FRIDGE

H

aving taken nearly two years to set up, the fridge was in operation for only two weeks prior to the lockdown. The Fridge was moved from Temple Street Canteen in order to support the distribution of food parcels to needy people identified through the Community Advice Line. The management of the Community Fridge was subsequently able to assist with setting up a system to distribute surplus food from Tesco to those contacts receiving home food deliveries. It is hoped that the group of volunteers, working to distribute the food parcels and the Community Fridge, will be working closely together in the future as the Community Fridge seeks to return

to Temple Street Canteen offering a supervised collection of surplus food a few hours each day throughout the week. This will be advertised at the Canteen and on the Keynsham Community Fridge Facebook page.

ue to the current situation, Keynsham & District Dial-a-Ride are offering to residents the following services; • Transport to/from Doctor and Hospital appointments • Shopping – for those people who do not wish to go out we will do your shopping for you • Posting Mail –we will collect your letters etc and post it for you • Prescriptions – we will pick them up from the chemist and deliver to your home • Samples – we will deliver them to your Doctor • Batteries for Hearing Aids – we will collect the batteries from St Martin’s Hospital for you • Damaged Hearing Aids – we will deliver them to St Martin’s Hospital and once repaired will collect them and deliver them back to you. If you would like us to carry out any of the above services then please ring the office: 01225 395321 between 9am – 1pm Monday to Friday (except Bank Holidays). If you do not get a reply, please leave a message with your phone number and we will get back to you as soon as possible. Keynsham & District Dial-a-Ride is a charitable organisation that provides an invaluable service for the town. It relies on donations to keep going.

BEFRIENDING HOTLINE

T

he Befriending hotline was established at the request of the Town Council at the start of the lockdown. All of the Churches were involved. It operated initially from 9am to 9pm daily with 5 volunteers from a different church each day along with local clergy. In total, nearly 40 people were involved. It was intended to help support people in mental health and wellbeing crisis by providing a friendly voice to speak with for those in social isolation.

a number of people who contacted the service were put in touch with someone who subsequently rang them on a regular basis for a reassuring conversation. A number of people were referred via the Community Advice Line and seemed to appreciate the offer of a friendly and supportive voice. The service was gradually wound down as supportive networks strengthened around people and the lockdown began to ease.

Uptake of this service was fairly slow although

houghts of any resumption of arts events in The Space this autumn seem to be receding.

The situation between B&NES and user groups is under discussion but not clarified. With the Library in a state of semi-lockdown it would be

inappropriate to expect public events in The Space to be feasible. Equally, a socially distanced reduced capacity for The Space would threaten the economic viability of concerts and film screenings.

KEYNSHAM TOWN COUNCIL GROUNDS MAINTENANCE TEAM B

ack in February, Keynsham Town Council staff were given pre lock down briefings by the Town Clerk to prepare us all for what was coming. Between then and now, the Grounds Maintenance Team have been continuing with all of their normal duties, as well as dealing with far more litter and bin waste during this period than ever before and have lost count as to how many skips have been filled with the town’s waste. All the Grounds Maintenance staff have had to make adjustments regarding how they work ie. having to remember to wear a mask when travelling together around the town in the vans along with using hand sanitiser on a regular basis and also keeping a safe distance from each other and the public. Even a simple task like purchasing items at suppliers was an absolute nightmare during lock down where a matter of minutes for a visit turned into a couple of hours with queuing. All of our play areas were shut because of social distancing during lockdown, but we still needed to keep a careful eye on them and constantly had to put up new information signs every time they were taken down or removed. TOWN COUNCIL: THANK YOU NHS AND KEYWORKERS! K

eynsham Town Council would like to say a huge thank you to all of those that have worked through the COVID pandemic and continue to do so to support Keynsham residents during these extraordinary times. The last few months have seen a dramatic change to everyone’s lives. The country has been put into lockdown; pubs, shops and restaurants were shut, sporting and mass events cancelled and everyone had to stay at home to protect the NHS. From doctors to nurses, pharmacists to cleaners and health workers have been under immense pressure dealing with the outbreak of coronavirus and they are still working hard looking after those people who are unwell.

And it’s not just our NHS who are working tirelessly. Other key workers are helping to continue to provide essential services during these unprecedented times. From supermarket workers and lorry drivers keeping shelves stocked with food, to council workers emptying our bins and workers keeping our utilities running, and from teachers and postmen to public transport workers. There are so many people helping to keep the UK running and support the residents of Keynsham in particular. This also includes the many volunteers and community organisations who have been helping in the Keynsham Community response to COVID.

TOWN COUNCIL BELIEVES BLACK LIVES MATTER K

eynsham Town Council is horrified by the death of George Floyd, which has caused enormous shock and outrage, both in the US and around the world. The Town Council notes the statement released by B&NES and partner organisations and stands united with organisations and residents within Keynsham and across the wider community against every form of discrimination, racism and injustice. The killing of George Floyd in Minneapolis has reminded us once again that we cannot and should not tolerate racism in any form or from any person. There are still many injustices to overcome but as Councillors and leaders in our community, the Town Council has an important role to play in challenging inequality. We will work with our community and B&NES to bring about meaningful change. We have all been individually affected by this event and we know our staff and residents have been as well, as can be seen by the outpouring of local feeling in recent weeks. We join with the whole community in acknowledging the pain and trauma the BAME community is facing at this time

Town Council Community Resilience Contingency Fund – still open for applications

eynsham Town Council agreed to set up a ÂŁ10,000 Community Resilience Contingency Fund in March 2020 to assist other organisations in their endeavours to support all those in self-isolation, particularly residents in At-Risk categories or otherwise vulnerable, and to assist them during the easing of lockdown restrictions. Awards made from the grant fund have included mobile phones for the COVID and Befriending helplines and funding towards costs for printing

Keynsham In Bloom Update

L

ike many other of our Keynsham organisations, In Bloom’s activities and plans came to an abrupt halt with the arrival of the COVID-19 pandemic. With many of our members shielding and in isolation, planting was put on hold. However, with the easing of lockdown in the past few months, we are pleased to announce that some of our members have been able to plant up all our High Street tubs, the planters at our local shopping centres, Longmeadow Drive, Queen’s Road and Chandag Road. We also managed to arrange delivery of our annual hanging baskets that look stunning on our High Street. These and the tubs on the High Street are being cared for and watered by Mark Hacker (a local window cleaner). In Bloom are very grateful for both Mark’s service and that of our hanging basket suppliers.

In the past few months, Clare and Dawn from the In Bloom Group have been busy keeping the children of Keynsham entertained with activities such as: Grow a salad, plant a sunflower seed, cress head men, I Spy a butterfly sheets and the annual In Bloom colouring competition. Entries for the colouring competition and sunflower growing competition have been flooding in and the winners will be announced shortly. In Bloom volunteers have started work on the project weeding, removing brambles and bind weed plus planting up a new bed. Lots more working sessions and activities are planned to make this a peaceful, enjoyable place to relax for our community. Kelston Road Park & Play area redevelopment! Kelston Road Park Improvement Project Play Area Redevelopment Starting Soon What is Happening? The play area is being completely redeveloped. All existing play equipment and surfacing will be removed and replaced with a range of new play equipment for children of all ages and abilities. Why is it Happening?  The play area redevelopment is part of a wider project to improve the park for everyone.  The current play equipment was installed around 30 years ago. It is reaching the end of its life and is becoming increasingly difficult to maintain.  Community consultation carried out in 2018/19 has shown that redeveloping the play area is a top priority for residents and visitors to the park.  This work is being paid for with Section 106 funds, Community Infrastructure Levy and a grant from Enovert Community Trust (through the Landfill Communities Fund) When is it Happening? Work is expected to start in September and take around 4-6 weeks to complete. The play area will be closed during this time to enable the work to be completed safely.

KTCRfm Local Radio K

TCRfm began broadcasting 24 hours a day, seven days a week, in late January. Public service radio, authorised and licenced by Ofcom, is not allowed to shut down and the station was immediately hit by the pandemic lockdown. In an unexpected period of social isolating and vulnerability within the station’s programme makers and volunteers KTCRfm has actually grown and is currently exceeding its basic commitment to Ofcom for the production of locally produced, and the dissemination of information, during this time. Over thirty people with an age-range of 19 to 80+ have managed, in all sorts of ingenious ways, to keep all scheduled programmes running with not a single missed broadcast. This is not far short of heroic! The station has also developed its on-line service and “listen again” facility far sooner than anticipated, and can now monitor accurately listeners from all over the UK and worldwide. Messages from as far afield as India and Australia, where there are regular listeners, have been received. One in particular came from an exKeynsham resident in Australia who enjoyed the station’s involvement in, and broadcast of excerpts

from the K Town Isofest. KTCRfm’s mission is to support and present the arts, and particularly local arts. Musicians from amateur and professional levels have of course overcome the lack of public performance work by using the internet to reach their audiences. The K Town Isofests have helped enormously to make up for the lack of “live” opportunities, and, locally, the loss of this year’s Keynsham Music Festival. But musicians are not the only artists who have resorted to “live” streaming performances over the last four months. Actors and theatres are in a similar position. KTCRfm is now in contact with two professional theatre companies who are producing radio drama to fill their own voids of no public performances: Naked Productions of Manchester have produced five radio plays called Connections for local radios and KTCRfm is proud to be broadcasting them along with about other six stations, all in the north of England. The plays will be broadcast in KTCRfm’s Spoken Word programme at 4pm on Mondays with repeats on the following Wednesday at 2pm and the following Sunday at 3pm. But the programme

The Connections series of plays generally deal with people in various situations of lock-down and isolation The writers are from across the UK – Manchester, Wolverhampton, London, Bristol and Birmingham. Recorded in line with government guidance about safe physical distancing, the actors all worked from their own home, linked online to the producer and fellow actors. Each play stands alone as a satisfying listen, with the theme of connection; between each play there are yet more subtle connections, for the listener to enjoy finding! KTCRfm’s weekly Spoken Word programme is produced by Sam Mott, and recent broadcasts have included celebrity readings of The Ancient Mariner from an association with the Big Read project at Plymouth University, and the strange story of the Lady of Chew Valley Lake, produced by Curious World productions. The other theatre company looking to broadcast on local radio is based in Somerset, much closer to home, and is also working on a five episode production based around … guess what … the workings of a fictional local radio station! Discussions are ongoing with this project. Meanwhile the day to day running of the station has been hit by the pandemic in the way all small businesses have been hit. Essentially a major source of anticipated income to pay for the service has simply evaporated. No one, whose own business has been seriously hit by Covid-19 wants to spend money advertising on the radio, or should be asked to. KTCRfm has been denied of its opportunity of a public and official launch. The expected promotion and marketing has been rendered impossible by the pandemic and lock-down. Currently the station is only able to run with

the extra funding support given by various Ofcom, government, and local government, streams to maintain and support local public service broadcasting. And of course, the incredible support and creativity of those making programmes in isolation and maintaining a quality that the station has a right to be proud of; and all those in the area who have supported the station in so many ways. It’s a real sign of a vibrant community. Never-the-less some good financial deals with the local business community are in the offing, and the station is producing an output that compares very favourably with other local radio stations, and is being noticed far beyond the broadcast area – with some great music programmes and a more than expected quota of local news and issues coverage. Keynsham has a radio heritage, albeit from bizarre sources, for KTCRfm to build on. Equally, like all local communities, the changes being wrought by the pandemic will give opportunities for many changes in the way we see our environment. KTCRfm will seek, with its broadcasting and internet platforms, to challenge and champion the opportunities on the horizon. For real. And is helping to put some musical entertainment onto the new style high street!

KEYNSHAM TOWN COUNCIL Annual Report Chairman’s Report Following elections in May 2019, Keynsham has a new Town Council. I would like to thank the previous Chair, Clive Fricker, who is still serving as a Councillor, for all his work for the Council. Thank you also to the nine Town Councillors who resigned from the Council. I would like to note the passing of former Chair, Roy Stadden, a great character and champion of young people, and former Councillor Pat Hogg. I want this Council to be inclusive, one that is ready to listen. It is important to hear from residents so that the Town Council will genuinely represent the people of Keynsham. One of our first actions was to declare a Climate Emergency and every decision we make has to reflect that status; we’ll encourage local groups to work towards a zero-emissions town and oppose the Bristol Airport Expansion; we have added £10,000 to our grants budget, specifically for activities to reduce carbon emissions; we have a working group promoting green activities in the town. The Town Council office hasn’t been available to use since June 2019. The staff have been camped out in the Civic Centre and I would like to thank them for maintaining their high standards during this time. Keynsham in Bloom had another gold winning year. This organisation is well respected and important to the town, in no small part to long time Chair, Denise James, who died suddenly in October 2019. She is sadly missed by everyone who knew her. One wonderful innovation for 2020 is the emergence of Keynsham’s community radio, KTCRfm. It broadcasts on 105.8fm and is fast

becoming the prime source of information for us all. Finally, the two pillars of the Keynsham calendar; the amazing Music Festival once again astounded us by offering more, as it has done every year since 1997; originally a one-day event it now lasts for a week with events all over the town. The short but spectacular Winter Festival started the Christmas season with a bang. We are very lucky to live in a town where so many people are prepared to volunteer and help the community to prosper. There are many opportunities to get involved in activities in the town. Events, Arts, Tourism & Heritage In October 2019, following a review of all Committees, the Town Council created a new Events, Arts, Tourism and Heritage (EATH) Committee to better reflect the Town Council’s 4-year action plan and the exciting developments in the town. The new Committee will take on the previous functions of the Winter Festival and Arts Joint Committees but will also be managing budgets for other events and the Council marketing strategy and Council publications which will include a new website, meeting statutory accessibility standards and a rebranding of the Town Council. The Committee will also be overseeing initiatives and projects to reinvigorate the town centre including the Phase 2 project with B&NES to improve the High Street as a Heritage Action zone,

Although no official measures are taken, it seemed to many of us that there were more attending than ever before, partly thanks to the lack of rain and wintry blasts, but also because there was more to enjoy; from street entertainment to food, games, rides and gifts. As well as the main stage, on the High Street’s junction with Charlton Road, The Space, the Library, St John’s Church, the Methodist and Baptist Churches, the Fear Institute and the Key Centre all hosted events, entertainment and activities. We are blessed with having so many wonderful children in our community that are willing to design, create, sing and dance for the benefit of us all; such talented individuals. As always our local entertainers began our Christmas celebrations in style and many of our local businesses joined in by working late into the evening. Finally, it was great to see Chuffy the train and Father Christmas back again with St John’s singers kicking off the entire event. We are looking forward to the privilege of doing it all again next year. See you there.

busy considering and commenting on planning applications in Keynsham. Between April 2019 and the end of February 2020, our Committee has considered 143 applications; slightly fewer than the previous period. At each meeting, the Committee considers each application and decides to either support, object or just comment. The Keynsham Town Council decision is then sent to B&NES Council who considers all comments and makes a final decision to approve or refuse the application. The Planning and Development Committee members, due to the increased number of contentious and new dwelling applications, make site visits (where possible) to help inform their decisions. In the past year, the Committee reviewed one enforcement matter and three appeals. Nine tree notifications were noted, and these were referred to B&NES arboricultural staff for resolution. Currently, 24 applications are pending a final decision by B&NES Council and over the year, 11 applications were withdrawn after the Committee had made its decision. In total, the Committee objected to 39 of the 143 applications that were considered and 81 % of the Town Council’s decisions agreed with the decision reached in finality by B&NES Council. The Town Council Planning and Development meetings are open to the public and those attending may address the Committee, on any one item on the agenda for a maximum of 2 minutes, before the meeting, anyone wishing to speak should contact the Deputy Town Clerk on 0117 9868683. Keynsham Youth Service offers young people across Keynsham the opportunity to engage with positive activities and learn new skills through youth club sessions, detached sessions and

outreach. The Youth Service has a purpose-built youth club called TimeOut, that has many facilities including a music studio, pool table and cooking area. TimeOut youth club can be found on Bath Hill and our centre-based sessions run on Tuesday and Thursday nights plus the second Saturday of every month. The team run a varied programme throughout the year including; • Themed Cooking Nights • Arts & Crafts – felting, graffiti, holiday-themed • Film & Freakshake Nights • Issue-based Sessions - Mental Health, Alcohol Awareness, Sex and Relationships • Learning Sign Language (BSL) • Sports & Outdoor games • Careers & Education - support and guidance • Music Studio Sessions • Games & Quiz Nights • Workshop at ShakeExpress Tuesday night sessions are for young people in year groups 6 to 8 (Ages 10 - 13) and Thursday night sessions are for young people in year groups 9 to 13 (Ages 13 – 19). Sessions are open from 7pm until 9:30pm and Saturday sessions run 12 - 2:30pm for all year groups. Outreach work will continue across Keynsham, with the team on foot Friday evenings talking to young people from Keynsham who may be interested in starting a detached project. We have a current detached project called Cook & Chill at Community at 67 on Friday afternoons that teaches basic cooking skills. During 2019 the team held some outdoor summer activities, hosting a climbing wall and ‘Art in the Park’ sessions. The youth team hope to run more activities during the spring and summer months. Neighbourhood Development Plan Keynsham’s Neighbourhood Development Plan (NDP) was launched in April 2016. Over the past 4 years, five key working groups, made up of members of the public, and the NDP Steering Group, made up of the five groups’ chairs and vice chairs, meet regularly to keep plan preparation on track and develop policies which will go into the finished plan. Considerable work has gone into developing the Keynsham Plan to date, and collecting evidence to support developing polices is already reaping benefits with some significant projects to be delivered jointly by KTC and B&NES. Keynsham is now one of 69 high streets across England to be selected as a Heritage Action Zone and will receive a share of the £95 million funding announced last year by Historic England. Evidence to support the bid was provided by the results of an NDP Resident’s consultation, input from the Heritage Topic Group and early engagement, by its Chair Ric Davison, with Historic England. The results of the Children’s Play Area survey have been used to inform the refurbishment specification of the Kelston Park play area. The Town Council is now working with B&NES to develop a Green and Open Spaces joint strategy, based on last summer’s Recreational Spaces Survey, for the protection/development of recreational facilities in Keynsham. The recent survey for local business will now inform the policies in the plan on economic development and future provision for business in Keynsham. External developments like the declaration of a climate emergency and the withdrawal of the West of England Joint Spatial Plan mean we will require a revisiting of policies before we can finalise the draft document. The plan will need to include climate considerations, especially in regards to Keynsham’s public transport

infrastructure, which will be the subject of a large NDP survey this coming year. Finally, I would like to extend a big thank you to all those who have worked resolutely on our plan preparation since the outset. Allotments In my first year as a Councillor, I have enjoyed meetings between the Allotments’ Association and the Town Council through the Allotments’ Committee. Although the Town Council rents the land, it is the Association who run the allotments for the benefit of the residents. There was a high turn out at the Annual General Meeting of the Association with some lively discussion from an enthusiastic community of growers. The Association are dedicated and committed to keeping an orderly site and healthy finance. Climate awareness is at the forefront of their planning; there is a dedicated recycling area and water butt usage is encouraged by plot holders.
