“Urban Development, Identity and Heritage”
One of the most important workshops organized by the International Institute of Macau was held on May 2nd, with more than a hundred registered participants, including university professors, architects, students, researchers and civil servants, all interested in “Urban Development, Identity and Heritage”. A prominent local architect, planner and artist, Carlos Marreiros, co-ordinated the event and the speakers were David Lung, professor of Architecture, University of Hong Kong, Stephen Chan, vice-president of the Cultural Institute of Macau, Eddie Wong, president of the Macau Association of Architects, Wong Sio Kuan, former director and senior officer of the Public Works Dept. of the Hong Kong Government, and Chui Sai Peng, civil engineer and town planner, with a PhD in Urban Planning.
The unanimous opinion was that it was a great success, for the speakers were able not only to explain the theories and practices of heritage conservation vis-à-vis urban development, but they also stimulated debates and an extremely useful exchange of information, opinions and experiences on the identity, value and

education in the definition of strategies for urban planning, heritage and the economy, the sustainability of heritage preservation, cultural identity and cultural development and the need for common sense to save and enrich a common legacy. One of the main conclusions of the workshop was that there is a need for a closer and more transverse relationship among the public services directly or indirectly involved in urban planning and development, public works and heritage conservation, namely the Cultural Institute, the Institute for Civic and Municipal Affairs, the Public Works Bureau and the Macau Government Tourist Office. Without an adequate, intense and horizontal cooperation, in law making and in the approval of projects, urban development and heritage conservation will always be contradictory objectives. All the sessions were conducted in English and the closing ceremony was attended by the Secretary for Social Affairs and Culture, Dr. Chui Sai On, and the President of the Macau Foundation, Victor Ng Wing Lok. Jorge Rangel, president of the IIM, opened the workshop and presented certificates to the speakers and participants.

Lusophone and Chinese Poets – First Meeting in Macau
The First Meeting of Poets from China and Portuguese-speaking countries took place in the International Institute of Macau (IIM), from October 7 to 11. The initiative was coorganised by the IIM, the Jorge Álvares Foundation and the National Centre for Culture (based in Lisbon, Portugal), with the support of the Organizing Committee of the First Lusophone Games, the Gulbenkian Foundation and the UNESCO Centre of Macau Foundation. The main goals of the organisers was to promote and deepen the cultural movement that relates the Chinese culture with the Portuguese-speaking universe, and to establish new links between their respective association. The meeting brought to Macau some of the most distinguished names of the poetic scene in Portugal, Brazil and Angola, namelly Fernando Echevarría, Pedro Tamen, Gastão Cruz, Fernando Pinto do Amaral, Ana Luísa Amaral, Armando Silva Carvalho, Fernando Luís Sampaio, Ana Paula Tavares, and António Cícero. The Nacional Centre for Culture was responsible for the selection.

The Chinese group of poets included well known personalities, both in China and abroad, such as Duo Duo, Lan Lan, Tian Yuan or Yu Jian. The organisation of the meeting benefited from the invaluable collaboration of Yao Jingming, poet and translator, who prepared the selection of the Chinese poets and the translation of poetic texts of participating poets. A book “Poets and Poems”, with a selection of two poems from each of the poets who attended this Meeting. The topics discussed made an important contribution to the exchange of knowledge regarding today’s poetic trends in the Chinese and Portuguese poetries, reflected the common phenomenon of “poetry’s expulsion from urban centres”, and paved new ways for exchange and future meetings. The programme of this First Meeting of Chinese and Portuguese-speaking poets also included book presentations, poem declamation and musical moments, as well as informal meetings and dialogues
involving visiting poets and local artists and students. The third edition of the book of poems “LinTchi-Fá – A Lotus Flower”, written by Maria Anna Acciaioli Tamagnini in Macau´s 1920s, was introduced by the president of the IIM, Jorge Rangel, and the son of the poet, Colonel Mariano Tamagnini. A series of cultural events enriched the programme. On October 9, a photographic exhibition by the poets Yu Jian and Yao Jingming was opened in the UNESCO Centre, and during the whole period of the Meeting a series of 24 posters depicting and narrating the life of the Portuguese philosopher Agostinho da Silva were exhibited in the IIM, with the participation of Macau’s Elos Club. The Meeting ended on October 11 with a reception hosted by Portuguese ConsulGeneral, Dr. Pedro Moitinho de Almeida in Macau.

First Lusophone Games
Manuel Silvério elected president of ACOLOP
Athletes from four continents met in Macau in October 2006 for the 1st Lusophone Games, the first major sports event organised by the Association of the Portuguese Speaking Olympic Comittees (ACOLOP), established in mid 2004 in Lisbon, Portugal.
The first vice-president of Macau Olympic Committee, and chairman of the 1st Lusophone Games, Manuel Silvério, was elected president of the Association of Portuguese-speaking Olympic Committees on October 12. His mandate will start in January 2007 for a period of three years.
The Games had the participation of a total of eleven countries and Portuguesespeaking regions, with 760 athletes from Macau, Portugal, Angola, Brazil, Cape Verde, Guinea-Bissau, São Tomé and Príncipe, Mozambique, East Timor, India (Goa) and Sri Lanka. The Games included the modalities of futsal, football, basketball, table tennis, taekwondo, track and field, volleyball and beach volleyball.
Among his immediate goals as president of ACOLOP, Manuel Silvério will promote stronger cooperation mechanisms among participating committees, while promoting the officialization of the Portuguese language as a working language at the International Olympic Committee and at the Association of African Olympic Committees.
Brazil was the most successful country in these Games, with a total of 57 medals, followed by Portugal, with 51. Sri Lanka, Mozambique and Cape Verde have also won gold medals. The third most awarded delegation was Macau, with a total of 14 bronze medals. The 2009 games will take place in Portugal while India and Brazil are the candidates for the third edition, in 2012.

One of the main challenges facing ACOLOP will be the integration of new members, which will require the clarification of the present admission criteria. The participation of Portuguese-speaking communities in the next edition of the Games will also be included in the ACOLOP agenda. According to Manuel Silvério, interested Portuguese speaking communities should approach the Olympic Committees of the country of residence. Their admittance will ultimately d e p e n d o n t h e i r o w n i n t e re s t a n d dynamism.

Media and Sports in the Lusophone World In compliance with the protocol signed by the International Institute of Macau (IIM) and the Portuguese Press Association (API) in December 2005, a seminar on Media and Sports in the Lusophone World, was organised in October 5th and 6th in IIM with the support of the 1st Lusophone Games Organizing Committee. Integrated in the programme of cultural activities of the Lusophone Games, the seminar brought to Macau representatives of sports news agencies and media from the Portuguese-speaking countries, and was attended by important personalities as the Portuguese Secretary of State for Youth and Sport, José Luís Arnaut (deputy in the Portuguese National Assembly and former Minister), the president of the Portuguese Olympic Committee, Vicente Moura, former secretary general of the Portuguese Olympic Committee, David Sequerra and the president of the API, João Palmeiro. One of the essential points of the debate was the presentation and discussion of the “Independent Review on European Sports”. This study, ordered by the European Union and an initiative of the English Presidency of the EU, is centered on questions of legislative harmonization and is available on the inter net through www. independentfootballreview.com.

IIM in Portugal’s National Day Celebrations The International Institute of Macau organized the following activities to celebrate Portugal’s National Day: • an exhibition of leading artists from Macau • a talk on the life and works of poet Miguel Torga • a cultural presentation, with a concert and recitation of poems • a session included in the 16th Annual Meeting of the Association of Portuguese-speaking Universities, with a tribute to Agostinho da Silva, a brilliant Portuguese academic and thinker, on the occasion of his centenary. The IIM also took part in the flag-raising ceremony and the annual visit to the Garden and Grotto of Camões, promoted by the Portuguese Consulate-General in Macau. Portugal’s National Day falls on the 10th of June and is also dedicated to the memory of Portugal’s greatest poet, Camões, and to the communities of the worldwide Portuguese diaspora.

An Evening in the Garden of Spring in Macau
After the successful completion of the long artistic itinerary from 2003 to 2005, of the exhibition “An Evening in the Garden of Spring” through Portugal and Spain, it was time to have it displayed in Macau. On June 7 it was finally opened to the public at the Ho Yin Hall of the Macau Military Club and it was included in the programme of the celebrations of Portugal’s National Day. Jointly organized by the International Institute of Macau and the Circle of the Friends of Culture, this exhibition included an excellent selection of paintings of the most prominent local artists, namely Anita Fung Pou Chu, Carlos Marreiros, Denis Murrel, James Chu Cheok Son, Joey Ho C h o n g I , J o rg e S m i t h , K o n s t a n t i n Bessmertny, Mio Pang Fei, Ng Fong Chao, Tong Chong, Tong Jian Ying, Un Chi Iam and Ung Vai Meng.

Simão Barreto and Oliveira Lopes in concert “Cantá pa tudo genti genti”, an expression in the old Macanese dialect meaning “singing for everybody”, was the name given to a cultural presentation organized on June 12 by the International Institute of Macau. It was held at the Macau Polytechnic Institute and was included in IIM’s programme for the celebration of Portugal’s National Day. It included a concert with maestro and composer Simão Barreto and his Camões Quartet, the presence and the voice of famous Portuguese baritone José de Oliveira Lopes and the recitation of poems of Portuguese poets by Helder Fernando, from Radio Macau. Popular songs from Macau, Angola, Malacca, Goa, Portugal and Timor, with instrumental arrangements by Simão Barreto, were presented and José de Oliveira Lopes’ participation gave a special meaning to this cultural presentation and his presence constituted a major attraction. This event was sponsored by the Jorge Álvares Foundation and Efacec Asia Pacific.

16th Annual Meeting of Portuguese-speaking universities The Association of Portuguese-speaking Universities (AULP) met in Macau again, in June, and the programme included a special session organized by the International Institute of Macau. It comprised a musical performance by the Camões Quartet, conducted by Simão Barreto with baritone José de Oliveira Lopes as the guest singer, an evocative moment dedicated to Agostinho da Silva, the opening of an exhibition on the life and work of this brilliant Portuguese Professor and thinker who contributed extensively to the academic enhancement of the Portuguese-speaking countries and their major institutions, a session on the old Macanese dialect and the presentation of the Identity Award to the University of Macau. A beautiful poster depicting Agostinho da Silva, produced by the Elos Club of Macau was distributed to all the participants. This was the 3rd time that the Association of Portuguese-speaking Universities had their annual meeting in Macau. An evocation of

In the context of a protocol signed by the International Institute of Macau and the Municipal Council of Coimbra, several cultural activities have taken place both in that old university city and in Macau. Another recent one was a book-presentation session and a talk on the life and poetry of Miguel Torga, held on June 8 in Macau.
Luís Sá Cunha and André Silveira presented a chrono biography of the poet and Maria Antónia Espadinha, director of the Department of Portuguese Studies of the University of Macau, delivered a talk on the character and main literary aspects of his poems.

The Identity Award was created by the International Institute of Macau in 2002 to provide special recognition to personalities or institutions that have contributed extensively to the enhancement of Macau’s cultural identity. The jury for 2006 unanimously decided to present the award to an institution, the University of Macau, and to a personality, Prof. Luís de Guimarães Lobato, honorary president of the Casa de Macau Foundation, in Lisbon.

Camilo Pessanha
80th anniversary “Camilo Pessanha belongs to Macau and Macau belongs to Camilo Pessanha”, wrote Carlos Morais José in a supplement of local daily “Hoje Macau”, on March 1st. On that day and in commemoration of the 80th anniversary of Pessanha’s demise, a group of citizens decided to pay tribute to this great Portuguese poet who spent most of his life in Macau, living behind poems inspired by sceneries, mysteries, rituals, rhythms, sounds and subtleties of the Orient. His poetry reflects his way of life in Macau and his knowledge of and attraction to oriental philosophy, spiritualism and mores, into which he gradually immersed himself. It was a form of self-inflicted interior exile that he chose to live in. Luís Sá Cunha, representing the Elos Club and the International Institute of Macau and Carlos Morais José, from “Hoje Macau” and author of the book “Poesia de Camilo Pessanha”, coordinated the events, promoting a special ceremony at the Catholic St. Michael’s Cemetery, where Pessanha is buried. Other prominent members of local cultural circles and of the Portuguese Community, including the Consul General of Portugal, Pedro Moitinho de Almeida, Carlos Marreiros, artist and architect, Henrique de Senna Fernandes, writer and lawyer, and poets Agnes Lam and Yao Jingming attended. Portuguese boy scouts and descendants of Pessanha were also present in this very meaningful and touching ceremony, where students recited a selection of Pessanha’s best poems. A project is now underway to dignify the poet’s grave and the adjoining area in the cemetery. EASTWEST ! 18

Talk by Couto Viana in Coimbra António Manuel Couto Viana, a well-known Portuguese poet who spent two years in Macau in the 80s, where he wrote three of his many books, was invited by the International Institute of Macau to deliver a talk in Coimbra on the life and works of one of the most famous Portuguese poets of the 20th century, Camilo Pessanha, on the occasion of the 80th anniversary of his demise. This event was jointly organized with the Casa de Cultura de Coimbra (Coimbra’s House of Culture).

The IIM signed an agreement with the Municipal Council of Coimbra last year, making it possible for more important cultural activities to be held in that old university city, with the spotlight on Macau.
Pedro Barreiros, former Commissioner for the Centenary Celebrations of Wenceslau de Moraes, delivered a talk on the life of this famous Portuguese writer in Macau and in Japan, on May 6, The conference room of the International Institute of Macau was decorated and arranged in the style of a traditional European literary café, with an informal ambience allowing the public to easily interact and exchange opinions with the speaker.

Camilo Pessanha spent a large part of his life in Macau, where he passed away in 1926. His most famous book “Clepsydra” is now being translated into Chinese by the International Institute of Macau.
Pedro Barreiros, a medical doctor and air force general, was born in Macau and is now the president of the Wenceslau de Moraes Association, created in March to give continuity to the work done by the Centenary Celebrations Commission. He took the opportunity to promote the Association and to have more members registered.

“Macau in the 20s and 30s – my personal recollections” is a very interesting and candid book, written in Portuguese by Maria do Céu Saraiva Jorge and launched in May. The author, born in Lisbon in 1919, is a member of an old and very distinguished Macanese family. She spent her childhood and early days of youth in Macau and was later educated in Portugal. Her vivid memories are of the happy days of the 20s and 30s, of a beautiful and peaceful European city in the Far East. Tranquility prevailed there in spite of the many turmoils in other parts of the region and the charms of old Macau are never to be forgotten by those who had the privilege of living there in those days. Maria do Céu Saraiva Jorge pursued a very successful career in Education, as a teacher of English and German and was later appointed to a senior position in the Portuguese Ministry of Education. She was awarded a scholarship by the British Council, attended the University of Nottingham and worked in London for the British Broadcasting Corporation.

Orient Day in World Youth Meeting of Portuguese descendants T h e 5 t h Wo r l d Yo u t h M e e t i n g o f Portuguese descendants was held in Portugal in May, hosted by the Portuguese Government and the Portuguese Youth Council. The International Institute of Macau once again gave its full support to this important initiative, helping to organize the Day of the Orient and co-ordinating the different events that took place on that day, which included a tribute to Camões and Vasco da Gama, a visit to the Geographical Society of Lisbon, a talk on “Portugal in the World” at the Portuguese Historical Society and an evening session at the Palace of Independence, with songs and dances of Goa, Damão and Dio (former Portuguese India). These events had the s p o n s o r s h i p o f t h e J o rg e Á l v a re s Foundation. Several students from the University of Macau and from the Macau Portuguese School took part in this Youth Meeting.
Heritage and Education The International Institute of Macau and the Macau University for Science and Technology have jointly organised, in the context of the 5th International Conference on Adult Education and Social Development, an International Round-table on The Role of Heritage in Determining Macau's Cultural Identity on the 3rd of August 2006.
Macanese evening with Delfino Ribeiro Another Macanese evening took place in May, with Delfino Ribeiro as the speaker. This series of talks and informal meetings organized by the International Institute of Macau allows prominent members of the community to share their recollections of Macau and their experiences, providing important elements for the preservation of the memory of Macau and contributing to the reinforcement of its identity. A lawyer and member of a distinguished Macanese family, Delfino Ribeiro was the first inspector of the Judiciary Police in Macau and notary public. He was also Macau’s representative in the Portuguese National Assembly and a member of Macau’s Legislative Assembly. Now retired, he continues to devote time to civic activities and is presently the chairman of the Board of Trustees of the Fundação do Santo Nome de Deus, a private foundation based in Lisbon and responsible for the management of a home for the elderly giving absolute priority to people from Macau. His talk was fully recorded and will be printed.

The session was coordinated by Dr. Jean-Louis Vignuda from the United Nations Economic and Social Commission for Asia-Pacific (UNESCAP), and was attended by experts from the APETIT network (Asia-Pacific Education and Tourism Institutions in Tourism), Macau University for Science and Technology, the International Institute of Macau, the Institute of European Studies of Macau, the InterUniversity Institute of Macau and the Cultural Affairs Bureau. One of the main conclusions of the debate was the urgency of incorporating history and heritage studies in the curricula of local schools and universities. This is seen as fundamental in order to build up the identity and sense of belonging in a city where 60% of residents have been born in neighbouring regions. Round-table participants have called for a Macau SAR Government intervention to promote education on history and heritage in the education system as well as in the network of local professional and neighbourhood associations.

EAST TIMOR – between hope and despair The International Institute of Macau and the Luso Asian Forum (Fórum Luso-Asiático) have invited the Portuguese-speaking audience in Macau to participate in the debate East Timor – between hope and despair. The debate took place at the IIM on December 15 with two keynote speakers: Moisés Fernandes, Senior Researcher from the Lisbon University and Arnaldo Gonçalves, Assistant Professor at the Macau Polytechnic Institute and President of the Luso Asian Forum. The 1999’s referendum confirmed the overwhelming will of the East Timorese to gain their independence. The country´s reconstruction was presented as a successful example of United Nations nation-building. One year on, the breaking of a new wave of violence forced the UN Security Council to establish a new force of peacekeeping - UNMIT. How can the international community avoid East Timor´s failure as a state? How to overcome the fragilities of a state that depends on future revenues from oil exploration? These were some of the essential questions on the debate, also analysed from Portugal´s point of view.
Both participants agreed that revenues from oil exploration can be decisive for the consolidation of the state, noting, however, that there is a general lack of p o l i t i c a l c o n d i t i o n s f o r a c o r re c t management and application of the oil funds. Thus, more political instability is plausible.

“Dialogue of cultures: the case of Iruan, a Brazilian boy” was the theme of a most interesting and very touching talk delivered by Paulo Pereira Pinto, a Brazilian diplomat based in Taipei. It was held at the auditorium of the International Institute of Macau on April 21. Iruan, born in Brazil, spent 3 years in Taiwan, from 2001 to 2004. He adapted himself well but was able to retain the traits of his culture and personality. This is a case that illustrates, the multiculturalism of the Brazilian society, in a country where different cultures can easily coexist and intertwine. Macau and Latin America

With the presence of Consuls and senior officers of Consulates of South American countries accredited in Hong Kong and Macau, as well as the Consul General of Portugal, a representative of the Office of the Chinese Commissioner for Foreign Affairs and directors of several local institutions, namely the University of Macau, the International Institute of Macau and the Macau Foundation, a new book, entirely dedicated to Macau’s role in the promotion of relations between China and Latin America, was launched in a ceremony that took place at the main auditorium of the Polytechnic Institute of Macau on April 22. The title is “Macau – Puente entre China y America Latina” (Macau – a bridge between China and Latin America) and the publisher is MAPEAL – Macau Association to Promote Exchanges Between Asia/Pacific and Latin America. The bilingual Spanish/Portuguese edition, with 321 pages, was coordinated by Luís Sá Cunha, secretary of the International Institute of Macau, and a Chinese version is now also available.
This publication represents a major achievement of MAPEAL in its efforts to attain the objectives established in its charter, helping Macau to open new doors in its relations with South and Central American countries and making good use of Macau’s traditional links with Brazil, Mexico, Peru, Ecuador and Cuba. Twenty papers and texts included in the book provide the correct answers to three major questions: a) how does Latin America regard its present and future relations with China? b) how does China perceive those relations? c) what can Macau do as a bridge linking these two geographical areas? Researchers and academics from China, Macau and Latin America wrote those papers and texts, giving insights into the historical background and making prospective overviews, identifying the main aspects of those relations, reviewed from different perspectives. In this context, it is important to note that the opinions expressed by the researchers from the Chinese Academy of Social Sciences may reflect the official views of the Chinese authorities on these issues. Both the president and secretary of the IIM, Jorge Rangel and Luís Sá Cunha, contributed to the book with their own articles and GRULAC (Group of Latin American Consuls Accredited in Hong Kong) prepared the foreword.

The seminar China-Africa Cooperation: the platform of Macau, an initiative of the Institute of Oriental Studies, Faculty for Social and Political Sciences, Technical University of Lisbon, took place on September 25 at the International Institute of Macau. Presented by Dr. Narana Coissoró, the president of the Institute of Oriental Studies, Dr. Heitor Romana and Ambassador Duarte de Jesus, the seminar started with a brief identification of the latest developments in the African vector of China´s Foreign Policy. In this context the Macau Forum for Economic and Commercial Cooperation between China and the Portuguesespeaking countries was generally presented. The positive and negative implications of China´s diplomatic and economic investment in the African Portuguese-speaking countries were assessed while it was noted that the USA and the European Union have concerns on the long term benefits of China´s investment and trade relations for Africa’s sustainable development. It was also noted that Portugal has lacked the vision and the strategic assessment that may enable it to potentiate its advantages when acting in the business environment of the African Portuguese-speaking countries, with knowledge of the field, local perspectives and ways of doing, social networks and communication skills, and handling of legal and administrative procedures. Ideally, there should be trilateral
partnerships between China, Portugal and the African country in question. Doubt remained as to China´s interest in such innovative partnerships, in which each country would ideally bring its added value to an investment project. The “Macau Forum” was said to privilege bilateral relationships between China and each of the countries participating. This was considered natural in view of the enormous diversity of socio-economic development levels and geographic dimension. The Forum was described as a multiplier factor for China´s bilateral relations with each of the Portuguese-speaking countries: a multilateral platform for China´s bilateral relations. This public seminar was organised following the second inter-ministerial conference of the Forum for Economic and Commercial Cooperation between China and the Portuguese-speaking countries, in which the Institute of Oriental Studies participated. Knowledge regions and innovation in Europe and Asia

The International Institute of Macau and the Asia Europe Foundation have co-organised the lecture “Knowledge Regions and Innovation in an era of Globalisation: Challenges and Opportunities for Europe and Asia”, by Dr. Miguel Santos Neves. The lecture, held on September 29, was integrated in the 16th Asia Lecture Tours, Cultures and Civilisations Dialogue Programme of the Asia Europe Foundation. In the globalisation era, societies and the international community experience major structural changes as they face the emergence of “knowledge society”. The nature of the process of knowledge creation and diffusion leads to the emergence of local and regional economies as highly valuable areas for economic, political and social interaction. In the international system we can identity simultaneous trends to form macro-regions and micro-regions of “knowledge”. Both in Europe and in Asia, we witness an i n t e n s i f i c a t i o n o f t r a n s b o rd e r a n d transnational networks, such as Catalonia, Baden-Wurttemberg in Europe and the Johor-Singapore Triangle, the South China region, and Osaka and Kyoto in Japan. Some of these knowledge regions have learned to promote their interests through an autonomous “paradiplomacy”, which has become one of the pillars of their competitiveness in the global economy. Miguel Santos Neves, PhD from the London School of Economics and Political Science (LSE), University of London, is currently the Head of the Asia Programme at the Institute of International and Strategic Studies (IEEI) in Lisbon, where he is in charge of various research projects in a wide range of areas such as China-EU bilateral relations, external relations of the SARs of Macao and Hong Kong, EU external relations with Asia, Chinese business communities in Portugal and Europe and Southeast Asian security.

Giving continuity to its efforts in promoting Macau’s image abroad, the International Institute of Macau offered its full cooperation to take the exhibit to Coimbra and Maia (in the metropolitan area of Oporto), after having it held at the Independence Palace in downtown Lisbon. Several institutions in Brazil have also been contacted by the IIM to host the exhibition. These initiatives have been possible due to the agreements and protocols linking the IIM with several municipalities in Portugal and with cultural and academic entities in Portuguese-speaking countries.

“MACAU – WORLD HERITAGE” A photo exhibition in Fremont, California

The International Institute of Macau held a photo exhibit at the future Macau Cultural Center (MCC) in California featuring colour photographs of Macau’s historic architecture, some of which were listed as World Heritage Site by UNESCO on July 2005. The exhibit gave the local community a glimpse of Macau’s unique blend of Chinese and Portuguese heritage, during the Niles Christmas Parade at the city of Fremont, California.
The photo exhibition “Macau – a Lotus Flower in the Portuguese-speaking world”, organised by the International Institute of Macau, was displayed during the month of June in the city of Jundiaí, in the region of Sao Paulo, Brazil. This exhibit was co-organised with the Camões Institute and a local institution, the Industry Social Service, and it depicts cultural, human and geographic aspects of the Territory.
The photo exhibit entitled Macau Universal Heritage was organised in collaboration with the Macau Cultural Center (MCC) and the Fremont Cultural Arts Council Board during the annual Christmas Tree Lighting parade at Niles Blvd. where the MCC building is located. The success of this initiative was due to the fruitful cooperation of the institutions involved, and the dedication of several local personalities namely Arthur Britto, former director of Casa de Macau USA, Margaret Thornberry, the President of the Fremont Cultural Arts Council, as well as Robert Tam, Angela Pereira and Ernie Souza. The photo exhibit was a special attraction to the hundreds of participants in the parade. Most visitors had their first contact with Macau in the display. The booklet of the exhibition was distributed as visitors flowed into the gallery.

SUMMER PROGRAMMES FOR CHILDREN
Mandarin classes in IIM New Mandarin classes for adults are b e i n g o f f e re d b y t h e I n t e r n a t i o n a l Institute of Macau since April. A teacher with twenty-two years of working experience, Ms Xialing Duncan, is co-ordinating the programme. A special course was also designed for young children, with classes on Saturdays. Tuition will resume in October, after the Summer holidays.

BILINGUAL PROGRAMME Teaching Mandarin, English and Maths From July 17 to August 25, Professor Xialing Duncan, a highly experienced Mandarin and English teacher who has specialized in children’s learning and development, conducted bilingual summer teaching of Mandarin, English and basic Maths to children from 4 to 6 years old. Around 15 children from different cultural backgrounds have benefited from Prof. Xialing experience, learning from music, story telling, and innovative teaching.
Summer to Gather – The World in the IIM During the month of July, 25 children, divided in class A (4 to 6 years old) and class B (7 to 10 years) kept in touch with other regions of the world, learning other cultures, habits, music and traditions. For this holiday camp, the IIM collaborated with Brainstorming Creations, a firm formed in Macau by two educators with extensive training and experience in children education and didactic occupational activities related to cultural and environmental awareness. Children from different cultural backgrounds had an opportunity to gather for the summer, learn from each and other and from a range of cultural, physical and educational activities such as music and theatre performances, interactive games and “big screen” animated sessions. A field trip was conducted in the last days of the Camp to “Macau Water” in order to learn more on the importance of water resources and environmental balance.

Poetry competition in the Portuguese School
The International Institute of Macau sponsored the participation of Dr. Sanjay Nadkarni in the international conference on “Governance for Excellence in Tourism Destinations”, promoted by the Education Council of the World Tourism Organization. It was held in Madrid in June.
Luís Sá Cunha, Board member of the International Institute of Macau, was a member of the jury of the 4th Poetry Recitation Competition of the Macau Portuguese School. 33 students participated in this event held in March.

Dr. Sanjay Nadkarni is working with the IIM in the development of a free access data base project related to tourism, providing open educational resources of a very high quality. IIM supports Magicians Convention and Festival Macau’s first international Magicians Festival was held in February. Organized by a local association, the festival comprised a series of talks, presentations, workshops and performances, including a gala in the Grand Auditorium of the Macau Cultural Centre with the involvement of many wellknown magicians from several countries. All the working sessions of the Convention took place in the meeting rooms of the International Institute of Macau, where almost sixty professionals in this field exchanged information and performed their tricks of magic and illusion. They came from Canada, USA, Republic of Korea, Japan, Taiwan, Hong Kong and Singapore. António de Almeida, from Macau and chairman of the organizing committee, was praised by everyone for his vision, initiative and dedication, and it is hoped that this event, which was held very successfully, will be promoted again in the coming years.

IIM in the 1st Sinology Forum in Lisbon The 1st Portuguese Sinology Forum was held in Lisbon and Oporto in March. Co-ordinated by Prof. Ana Maria Amaro, it was organized by the Centre of Chinese Studies of the Institute of Social and Political Studies, Technical University of Lisbon, with the co-operation of the Macau Scientific and Cultural Centre in Portugal and the Portuguese Academic Society of Scientific Chinese Medicine and the sponsorship of several foundations (Macau, Jorge Alvares, Orient and Luis de Araujo). The Chinese Embassy in Lisbon, the Macau Economic and Trade Office, the Lisbon Municipal Council and a leading bank, Caixa Geral de Depósitos, also supported the event. The main themes of this 1st Forum were “The New Chinese Economy”, “Chinese Medicine – a challenge to western practices” and “Macau yesterday and today”. The president of the International Institute of Macau, Jorge Rangel, made the keynote speech at the special session dedicated to Macau, which was chaired by Victor Manuel Serra de Almeida, President of the Casa de Macau (Macau Club) in Lisbon. Macau Business Meeting in Oporto The first meeting of the members of ARPA – Associação para as Relações Portugal-Ásia (Association to Promote Relations Between Portugal and Asia) with business leaders and entrepreneurs from Macau was held in Oporto on April 12, with the co-operation of the International Institute of Macau. During the meeting Echo Chan, executive director of the Macau Trade and Investment Office (IPIM) presented the latest opportunities and conditions for foreign investments and the development of trade with Macau and with the People’s Republic of China through Macau. This event took place immediately after the 2nd Entrepreneurial Meeting of China with Portuguese-speaking countries in Lisbon on April 10 and 11 and was the result of a strategic relationship established by ARPA with the IIM.
President of IPOR visits IIM The new President of IPOR – Instituto Português do Oriente (Portuguese Institute of the Orient), Maria Helena Rodrigues, visited the International Institute of Macau on May 6, where she was welcomed by Jorge Rangel and Luís Sá Cunha, who reiterated their commitment to strengthen the relations of the two institutions. Helena Rodrigues also attended a talk in the IIM by Pedro Barreiros, former Commissioner of the Centenary Celebrations of Wenceslau de Moraes, on

Teresa Costa Macedo, president of Instituto Fontes Pereira de Melo, an institution based in Lisbon doing research for local governments and municipalities, visited the International Institute of Macau in February. She exchanged opinions with Luís Sá Cunha, Secretary of the IIM, on several issues related to Macau’s present development and offered the services of her Institute to organize seminars and promote studies on the new challenges that Macau is now facing in a period of very fast growth.

IIM contacted by the Dean of TIM School Walter Jamieson, the new Dean of the School of Tourism Industry Management, University of Hawaii, one of the most prestigious educational institutions in the world in the area of tourism, contacted the International Institute of Macau in June, where he had a meeting with Jorge Rangel and other Board members to discuss the development of a closer co-operation between the two institutions.

IIM in the International Meeting in Political Studies The Institute of Political Studies of the Portuguese Catholic University organized another Annual International Meeting in Political Studies, in association with the Harvard Summer Programme, Boston College, the Royal Institute of Philosophy of the United Kingdom and the Business School of the National University of Poland. University Institute of Macau, Dr. Carmen Mendes, researcher of the Catholic University and Dr. Jorge Rangel, president of the International Institute of Macau, who took the opportunity to also touch upon the main features of China’s development, analyzing its rapid growth and the challenges to be met in the coming decades. This issue raised so much interest that the co-ordinator of the Meeting, who is also the director of the Institute of Political Studies, Prof. João Carlos Espada, accepted the suggestion to host a seminar on China in the general programme of his Institute for 2007. Prominent academics, politicians and business leaders took part in the Meeting,
as speakers or guests. It was a real constellation of brilliant stars marching through the gates and the conference room of the Palace hotel. Their presence and involvement confirmed the prestige attained by this International Meeting, as well as by the Institute of Political Studies, which is now celebrating its 10th anniversary, and its director, who is also the editor a “Nova Cidadania” (New Citizenship), a wellaccepted review of political and social affairs, and president of the Portuguese Chapter of the International Churchill Society. The IIM will be present in the 15th edition of this International Meeting, to take place in June/July 2007.
Chinese Academy of Social Sciences in IIM A delegation of senior officials and academics from the Academy of Social Sciences of the People’s Republic of China visited Macau in June and contacted the International Institute of Macau, accompanied by Professor Fok Kai Cheong, Director of the Millennium Institute of Macau. They were welcomed by the President of the IIM, Jorge Rangel and Board members Rufino Ramos and Luís Sá Cunha. Led by Prof. Wang Ping, this delegation is collecting data for a research project focusing on Macau’s present political and social situation and on Macau’s relations with Europe. The studies conducted by the Academy are very relevant for the decision-making process of the Central Government and their reports are essential for the preparation and implementation of the five-year plans. The information that is being gathered about Macau’s development may take the form of a “blue book”, with sections covering the economy, the financial structure, tourism, the gaming industry, construction, education, culture, social affairs, public works and new technologies, among others. The IIM is prepared to contribute in the areas of public administration, political system, education and culture.

Agreement for the promotion of the Macau’s Heritage and Culture Aiming to pomote the macanese dialect – Patuá - and the preservation of the gastronomic culture of Macau, the International Institute of Macau (IIM) and several local associations, such as the Associação Promotora da Instrução dos Macaenses (APIM), the Associação dos Macaenses (ADM), the Associação dos Aposentados, Reformados e Pensionistas de Macau (APOMAC), the Clube de Macau, the Santa Casa da Misericórdia de Macau, the Doci Papiaçám di Macau and the Círculo dos Amigos da Cultura de Macau (CAC), signed a protocol of cooperation in the areas of education, culture, recreation and youth, on October 13. The ceremony was honoured with the presence of the Chief Executive of Macau SAR, Dr. Edmund Ho. The initiatives deriving from this protocol will include the promotion of the Macanese culture and the local dialect Patuá, and Macanese gastronomy. In this context a movement was initiated in order to promote the application of Patuá to UNESCO Intangible World Heritage.

Jorge Rangel Member of the Portuguese Academy of History The president of the IIM, Jorge Rangel, was recently elected to the Portuguese Academy of History, a scientific institution created in 1936 and heir entity of the Royal Academy of Portuguese History, founded in 1720 by the King of Portugal. The Academy conducts academic and scientific research on history and organizes periodic events and meetings of experts. Among its main goals is the promotion of accurate historical research on national history, and of the understanding of the Portuguese contribution to universal Culture and Civilisation. Members of this prestigious institution include Portuguese nationals as well as foreigners, and among them we may find some of the most reknowned Portuguese historians.

Honorary Degree for Henrique de Senna Fernandes During the opening ceremony of the Academic Year 2006/07, Henrique de Senna Fernandes received an Honorary PhD jointly awarded by the Macau InterUniversity Institute and the Portuguese Catholic University. The reknowned writer of Macau, lawyer by profession, expressed his deep emotion and personal satisfaction in his acceptance address.
His literary work, including his novels “Nam Van, Contos de Macau”, “Amor e Dedinhos de Pé”, “Trança Feiticeira” and “Mong Há”, is a very distinguished contribution to future generations and to the enhancement of Macau’s cultural identity.
Rector Ruben de Freitas Cabral reminded the scholarly audience that Henrique Senna Fernandes is undeniably recognized as one of the prestigious personalities of the Macanese community, as teacher of several generations of students in local schools and as a writer and citizen of Macau.

10th Anniversary of the Associação dos Macaenses

Yao Jingming Decorated by the Portuguese President In the context of the First Meeting of Portuguese-speaking and Chinese Poets, and during the official reception hosted by the Portuguese Consul-General, Yao Jingming, professor, translator and poet, received a high distinction from the President of the Portuguese Republic, the medal of merit of the order Santiago de Espada, reserved to decorate those who have provided important contributions to the Portuguese language and culture. Yao Jingming, who was also a member of the Organizing Committee of the First Meeting of Poets coordinated by Luís Sá Cunha, was born in Beijing in January 1958 and has been a teacher at the University of Macau since 1994. Graduated in Portuguese Language and Culture in the Institute of Foreign Languages in Beijing, he took his master in Portuguese Language in the University of Macau and his PhD in Compared Literature in Fudan University in Shanghai.

Design award for two local artists The jury of the 5th Design Biennial of Macau decided to award five prizes to two prominent local artists, brothers Carlos and Victor Marreiros, for the excellence of their art work in the book “Peregrinação”, a literature gem of the 16th century recently republished by “Expresso”, the most influential newspaper in Portugal. It was an editorial success, with 400 thousand copies sold. The jury comprised artists from Macau, Hong Kong, PRC, Taiwan and Canada. The president of the Designers Association of Macau, Nelson Vong, acknowledging the positive results of this major art event, conveyed the assessment made by the International Design Institute that the quality of the work done in Macau by local designers is of a very high standard, comparable to the best in the world.

High award for Gomes da Costa António Gomes da Costa, an old friend of Macau and president of the Federation of Portuguese Associations of Brazil and of the Real Gabinete Português de Leitura, one of the largest and most beautiful Portuguese libraries in the world, built in Rio de Janeiro in the 19th century, received a very high award – the title of Honorary Citizen and Benefactor of the State of Rio de Janeiro, for the extremely important services rendered to the community and for his outstanding contribution to the promotion of excellence in the relations between Portugal and Brazil.

Sports personality of the year Manuel Silvério, vice-president of the Olympic Council of Asia and of the Macau Olympic Committee was selected by CCTV as one of the ten personalities of the year in the area of sports. The award was presented in Beijing, on March 25, by Alex Gilady, member of the Executive Board of the International Olympic Committee. Manuel Silvério made his acceptance speech in Mandarin and Portuguese and thanked the Chinese Government and the people of Macau for their support, making the East Asian Games, held in Macau in 2005, a success. Manuel Silvério, who chaired the East Asian Games, is also the chairman of the Organizing Committees of the Lusophone Games and the Asian Indoor Games, scheduled for October 2006 and October/ November 2007, respectively.

Around the world in 60 days Going around the world in 60 days “to beat Phileas Fogg’s record” is the objective of Jorge Rodrigues’ long voyage, stimulated by Jules Verne’s fiction. Stopping in Macau for just a few days, this Portuguese traveller visited the International Institute of Macau where we spoke for more than two hours. He told us that this is really a voyage of discovery for him and confessed that he was amazed to find so much of the Portuguese heritage in the world. He is sending his daily reports to Portugal and a radio station in Lisbon is broadcasting his impressions and interviews.

IIM’S new office in Lisbon The IIM’s office in Lisbon will be transferred to the Palace of Independence, in an excellent location in the city centre, in early September. It will occupy an area on the 3rd floor of the Palace, where the Portuguese Historical Society has its headquarters. The International Institute of Macau has a very close working relationship with this prestigious Society.

On the occasion of Portugal’s National Day, on the 10th of June, the official flag of the International Institute of Macau was publicly presented for the first time. It includes IIM’s crest and the colours used are those already adopted by the IIM for its printed materials.
