Foreword The Netherlands is a leading developer of technologies in the fields of gas, petrochemicals and renewable energy. Amongst our FME-members are many prominent suppliers in this energy industry – both conventional and sustainable – of whom you will find an overview in this edition of the FME Energy Guide. Allow me to tell a little more about this industry and these companies.

Creating opportunities together FME recently organised a trade mission to Hamburg for the offshore wind energy sector, giving Dutch companies the opportunity to make contact with energy companies, project developers and suppliers to German wind farms. I very much welcome trade missions like this, since they are the best way to identify opportunities for Dutch companies and how they can be exploited. They also strengthen the position of the energy sector on foreign markets. The energy sector is one of the Dutch economy’s top sectors. Thanks to its spirit of enterprise and innovation, this sector is truly outstanding, providing tens of thousands of jobs and occupying a strong position in Europe, with promising prospects in emerging markets. The Dutch government wants to help companies and research institutions in the top sectors strengthen their position and seize new opportunities. That is why we are committed to promoting trade and investment, to strengthening the European internal market and to removing every obstacle we can for Dutch entrepreneurs operating abroad. The Ministry of Economic Affairs, Agriculture and Innovation, its subdivision NL Agency, other ministries and the network of diplomatic missions are working together to support entrepreneurs and researchers abroad.
In our top sectors policy, companies and research institutions are themselves at the helm. FME at State Visit in Abu Dhabi
Dutch Energy Solutions organised a mission to Abu Dhabi, which took place on January 7-10. The mission coincided with the state visit from Her Majesty the Queen, Prince Willem-Alexander and Princess Máxima to Abu Dhabi on January 8th and 9th, 2012. Ruben Dubelaar was present on behalf of FME to manage the mission in an orderly fashion. The mission consisted of fourteen companies, seven of these are FME members (Tradinco, Gemco, M&I Labtech, Hint, Petrogas, IMT, Dhatec and PowerPiping). On Sunday, January 8th, the delegation of Dutch suppliers in the oil & gas industry presented itself to state energy company ADNOC in Abu Dhabi. This company is market leader in the field of crude oil and gas extraction, as well as in initiatives for storage, logistics and sustainable energy. This provides opportunities for Dutch suppliers in the oil & gas sector. Long-term collaboration Since 2009, the Dutch companies have visited the United Arab Emirates, especially the ADNOC companies, several times. The purpose of these visits was to achieve a long-term collaboration and to respond to the developments in the Gulf Region, directed at innovation
and energy-efficient solutions. The most recent trade mission took place in May 2011. Previous successes This approach has already helped various Dutch companies with establishing trade contacts. Gemco International, a supplier of industrial work sites, has for instance already been able to acquire a position by progressively advising local customers. Petrogas provides gas treatment units for capturing particulates from large gas flows. IMT, manufacturer of industrial lighting, hopes to sustainably and energy-efficiently shed light on oil platforms. René Peters, the delegation leader of the industrial mission and Director Gas Technology and Energy at TNO: “TNO has been involved in the Dutch Energy Solutions programme from the start. As the industry acts together in this multiannual programme, companies have opportunities to meet with end customers at the highest possible level in the Gulf Region.” About Dutch Energy Solutions Dutch Energy Solutions is an initiative from the FME and IRO (branch organisation for the oil & gas industry), supported by the Ministry of Economic Affairs, Agriculture and Innovation’s 2g@there programme. Thirty-two companies are members of the programme.

Gasunie incidentally plays a role in all of these projects, which is not a pure coincidence. Chief Executive Officer Paul van Gelder believes that Gasunie’s role certainly does not end here. ‘On the contrary; the Dutch specialisms of wind, biomass, green gas and natural gas, in combination with the energy infrastructure lead to the fact that the Netherlands is excellently positioned to continue to play an important role in the

future of sustainable European energy supply.’ Via her energy policy, the Dutch government is aiming at positioning the Netherlands as a central hub for gas in north-western Europe. This philosophy in policy is known as the gas roundabout. The policy is directed at improving competition in the gas market, guaranteeing the security of gas supply and greening the total energy mix. Gasunie is one of the most important players in the ambition to make the Netherlands the focal point of the European gas supply. Apart from the fact that the transport system operator (TSO) supports the idea of the gas roundabout, as an independent supplier of gas infrastructure it is also involved in building a large part of the physical gas roundabout. The company is in this way strengthening the network in the Netherlands and northern Germany and is currently firmly expanding this network. But Gasunie also invests in areas in which balancing, diversification and security of supply are concerned. The company is, for example, involved in the construction of the Gate terminal, the Zuidwending 14
Natural Gas buffer, the pipeline connection between the Netherlands-England (Balgzand and Bacton Line, BBL), the pipeline between Germany and Russia (Nord Stream) and the Northern European pipeline (NEL) in Germany. Paul van Gelder has been running the company for over a year now and he more or less hit the jackpot, as a large number of projects had just started speeding up. The first half of the North-South Route was delivered immediately upon his appointment and the involved parties opened the Natural Gas buffer in the Zuidwending in Groningen in the beginning of 2011. This was followed by the opening of the Gate LNG terminal and Van Gelder was recently allowed to join leading figures such as Angela Merkel, Gerhard Schröder and Dmitri Medvedev for the official use of the Nord Stream pipeline. However, the director also has to deal with setbacks. The reconsideration of the Method Decisions of the Dutch Competition Authority (NMa) was certainly a huge

disappointment, as the supervisor has retroactively estimated the value of the Dutch gas network as being much lower, causing the transport fees to be lower as well. Although the period of appeal is still ongoing, the announced new tariff regulation obviously affects Gasunie’s plans. A large number of projects has now been completed. Is the gas roundabout finished now? ‘No, although we – and others too – have invested a lot in recent years, the gas roundabout is certainly not completed yet. The gas roundabout is a philosophy, which in the next few years will continue to lead to new developments. As long as the energy market and the gas market are moving, the gas roundabout is moving along, even transcending borders. Gasunie invests on the basis of a concrete market demand. Until now, our market questions have mapped out new capacity requirements again and again. The European energy market is nevertheless continuing to develop at a rapid pace. The issues in the area of energy and sustainability are more challenging than ever before. The gas roundabout will therefore continue to develop and contribute to a cleaner future in energy that is affordable, reliable and feasible. Guaranteeing the security of supply is an important cornerstone for the European energy policy. This can be realised for gas by spreading the supply routes and resources. Facilitating international gas streams, expanding the gassing capacity of the Gate terminal and expanding the gas transport capacity of the nets, including cross border capacity, are all examples that will benefit the security of supply. Besides from this, gas storages ensure the flexibility required for a sustainable energy supply. Relatively new is the emergence of LNG in the transport sector, especially the shipping and the freight transport. This offers possibilities for sustainability, as LNG as a fuel leads to a strong decrease in the emission of greenhouse gases. The challenge for the coming years lies in the facilitation of the bio based economy, the emergence of green gas. This requires an investment in collecting green gas via infrastructure, reprocessing of green gas into natural gas quality and gassing technology, the green gas roundabout.’ Many decisions are dependent on future development. Which scenarios does Gasunie work with to prepare itself for this future? ‘Gasunie obviously ensures that it is aware of the different demand and supply scenarios with regard to
energy in general, and natural gas in particular. These are established by renowned parties like CERA, IEA, WoodMackenzie and so on. Gasunie also has years of experience in the gas market, which gives the company a clear vision, based on existing studies and additional own research, on the market that, among other things, forms the basis for making strategic decisions.’ Does the market still affect these decisions? ‘In fact, the market demand is always leading in the end. At the basis of all of Gasunie’s investments lies a solid market demand. This is the economic foundation that we build upon. It is currently organised in such a way that market parties reveal their future capacity requirements in the Netherlands via an open season every two years. The Dutch and German governments also have a prominent role in Gasunie’s investment decisions: on the one hand in the Netherlands via the Ministry of Finance as a shareholder, on the other hand via the policy departments, via the Ministry of Economic Affairs in both the Netherlands and Germany. Supervisors NMa and BNetzA also have a significant task.’
‘Market demand is always leading in the end.’ Can you give a glimpse into the future? What will be the role of gas in Europe in the years to come? ‘Gas and the European gas network will be a inextricable part of the energy supply in the future. The European Commission realises the great importance of gas. This also applies for the IEA in the recently appeared Energy Outlook, in which security of supply is one of the most important themes. Gas will continue to play a meaningful role in all scenarios. The borders between countries in Europe, between energy systems, between markets and between consumers and producers, will fade. It will be a completely integrated gas market, with investments in cross-border capacity, via which the gas can flow to all corners of the continent. This creates a kind of virtual Gas Ring of Europe with branches to each EU member state. The final goal is a sustainable society, in which economy and ecology go hand in hand. Leading to this, there will be a complex interaction between companies, governments and consumers. An important issue in Europe is that countries and companies get the chance to do what they are good at in FME ENERGY GUIDE 2012-2013

Strong, efficient cross-border energy connections, via which countries are able to optimally link their own energy specialisms to one another, will ensure energy security and a strong position of the Netherlands within the European energy market. Clear steps have been made towards a free market by the European energy legislation. The era of large, integrated energy enterprises that are responsible for both the infrastructure and gas trade has come to an end. For these enterprises, the ownership of infrastructure will no longer have any strategic value, as ownership does not give sovereignty over the access to the net. As a result of this development, there will be an increase in dedicated gas infrastructure companies like Gasunie in Europe.’ Will the ownership of one’s own supplies still play a role in these developments, as this will decrease in the future? ‘Having one’s own supplies has played a significant role
in the development of the Dutch energy supply and the position that the Netherlands has established within Europe. The Dutch gas infrastructure has been created as a result of finding these supplies. The Dutch specialisms in wind, biomass, green gas and natural gas, combined with the energy infrastructure, lead to the fact that the Netherlands is excellently positioned to continue to play an important role in sustainable European energy supply in the future. Even if the country’s own supplies were to decline.’ Are the Method Decisions compromising the gas roundabout ambitions? ‘The new Method Decisions will have a negative effect on our operating income and are, in that regard, a deterioration with regard to the previous tariff regulation. We are currently still investigating the exact impact, as the Method Decisions include an extensive total package of rules and parameters that combined will determine the final effect of the new regulation.’ FME ENERGY GUIDE 2012-2013

Under the Dutch Energy Solutions programme several trade missions took place last year; to Saudi Arabia, Abu Dhabi and even to the EPC contractors in London. Also, there will be a large Holland Pavillion at the ADIPEC exhibition in Abu Dhabi this year. The oil, gas and power sector will be receiving a lot of Dutch visitors over the next few years for the Dutch suppliers have joined forces. The Netherlands has years of experience in oil and gas extraction and is gradually becoming the gas roundabout of Europe.
