I am pleased to present this report on behalf of the FIA.
The Sport Grant Programme is an initiative that began in 2014 with the aim of further speeding up the rate of progress in the development of motor sport all around the world.
It was clear to Graham Stoker our Vice President, our World Council members, the FIA Administration and myself that more needed to be done to help our member clubs in protecting and growing the sport in a time and environment that is constantly presenting new challenges.
As such, we created the programme to help fund projects that you see as being critical to those objectives in your own countries.
We put checks and balances in place to ensure that each application was thought through and properly planned, and that any funds committed to these projects would make a real difference.
I am pleased to report from my personal point-of-view, that the funding does indeed appear to be making a difference to the work you have been undertaking in your own countries across the four major areas of motor sport development, ASN structure and management, safety, and social responsibility.
From Karting in Schools and young driver programmes, to facility upgrades, and officials and rescue team training, I am increasingly confident in the standing of our sport across our FIA territories.
I hope you find this report informative and interesting – both with regard to understanding what the FIA and its members are up to around the world and also, perhaps, as a form of inspiration for the future operation of your own organisation.

SPORT FUNDING COMMISSION
SPORT GRANT PROGRAMME
Funding is available through the Sport Grant Programme under four Programme areas: SAFETY
ASN STRUCTURE & MANAGEMENT MOTOR SPORT DEVELOPMENT SOCIAL RESPONSIBILITY
The FIA Sport Grant Programme was established in 2014 and combines funds from the Concorde Agreement as a new source of funding for National Sporting Authorities (ASNs) together with a grant from the FIA Foundation.
The Fund is dedicated to developing motor sport and helping to strengthen the organisational structure of ASNs. It is overseen by the Sport Funding Commission (SFC), previously known as the Funding Review Commission (FRC). The Sport Grant Programme conducts an annual funding round during which ASNs
submit online applications for funding. These are assessed by an internal panel of FIA personnel who put forward their recommendations for consideration by the Sport Funding Commission. The Commission reviews the submissions and determines which projects should receive a grant – their recommendations are then subject to validation by the FIA Senate.
The Sport Funding Commission (SFC) is composed of high level representatives from the FIA and its World Motor Sport Council (WMSC) from around the world.
SAFETY
This programme area intends to ensure the safe conduct of motor sport events. Examples of areas in which funding can be provided are:
• Purchase of safety equipment for officials, drivers and circuits.
• Drivers’ and officials’ safety training.
• Facilities improvement, for example the updating of circuit safety features.
Where an ASN proposes to conduct safety training programmes for officials and young drivers for the first time or has limited experience in this area, they are generally requested by the FIA to use an approved trainer such as an FIA appointed trainer or an FIA Regional Training Provider.
ASN STRUCTURE & MANAGEMENT
The aim of this programme is to provide funding to ASNs that wish to improve and develop their internal organisational capabilities. Often the ASNs work with an external expert recommended by the FIA in order to complete the project. Examples of areas in which funding can be provided are:
• Sports Development Planningstrategic or business planning.
• Governance Reform.
• Management Training - leadership, project management, events organisation.
• Equipment Acquisition, for example purchase of hardware / software.
MOTOR SPORT DEVELOPMENT
This programme area is intended to provide funding to develop motor sport and in particular grassroots motor sport and to ensure motor sport activities are conducted in a viable way, with a focus on the following areas:
• Officials.
• Drivers.
• Facilities.
• Grassroots Disciplines.
Examples of activities considered suitable for funding include, grassroots development programmes, young driver development, officials licensing projects, feasibility studies for new facilities projects, purchase of appropriate equipment and projects to improve motor sport events run by the ASN. Where an ASN proposes to conduct safety training programmes for officials and young drivers for the first time or has limited experience in this area, they are generally requested by the FIA to use an approved trainer such as an FIA appointed trainer or an FIA Regional Training Provider.
SOCIAL RESPONSIBILITY
This programme area is intended to fund ASN projects related to campaigns, advocacy and social responsibility programmes, for example:
• Anti-doping.
• Ethnic Diversity.
• Women in Motor Sport.
• Sport and Persons with Disabilities.
• Environmental Sustainability.
• Road Safety initiatives combining motor sport and education on road safety.
• Youth Participation.
Note that separate funding for dedicated road safety programmes is available through the Mobility Grant Programme.
FUNDING CRITERIACLUSTER TRAINING
Cluster training was introduced as a concept in 2015 with a pilot project to train scrutineers conducted in China. A ‘cluster’ is defined as a small group of 3-5 ASNs who are geographically close and have similar training needs. Cluster training represents a costeffective method of training which can foster cooperation between ASNs at a similar level of development. Content is delivered by a Regional Training Provider in consultation with the FIA.
The maximum amount of funding that can normally be applied for under each programme area is as follows:

ASN STRUCTURE & MANAGEMENT: €25,000
MOTOR SPORT DEVELOPMENT: €50,000
SOCIAL RESPONSIBILITY: €25,000
For a cluster request, the amount of the grant depends on the number of countries involved in the project. Funds are only awarded on a «match funding» basis with the level of funding relief based on the country’s position in the World Bank Classification.

2016 MOTOR SPORT DEVELOPMENT
Establish the first Albanian karting academy
ACA planned to establish the first Albanian karting academy to pave the way for safe and sustainable motor sport in Albania, in line with FIA-recommended best practice and regulations. The organisation also aimed to develop a team of four skilled trainers to be the core of the academy staff, and establish the first Albanian Karting Championship. Participants in the karting academy were to include 60 young drivers, aged seven to 15-years-old divided in groups of 20 (group one, from seven to nine-years-old; group two, from ten to 12-years-old; group three, from 13 to 15-years-old).
ACA planned to work in collaboration with the Automobile Club d’Italia, and send the three best candidates of each age group to Italy for further training.The success of the project was to be measured by all the major milestones of the project being reached. These were to include the acquisition of the karts and the timing equipment, setting up of the academy, delivering the training and publishing the Championship’s calendar, as well as promoting motor sport to attract the interest of the Albanian government and potential sponsors to fund the activity.

Train motor sport officials
FASM planned to train approximately 25-30 officials, provide theoretical and practical training for staff and volunteers involved in the organisation of its events and implement an overall upgrade to the level of international experience for motor sport personnel in Algeria. A small group of officials from the Libyan ASN, ATCL, would also join the programme. Delivering communication on managing motor sport events and risk management, teaching safety procedures regarding rally special stages, and providing marshal guidelines, basic life support and extrication training were to be the major tasks associated with the project.
Chihab Balloul, FASM President, and Hani Shaban, Qatar Motor and Motorcycle Federation (QMMF) Training Programmes Director, were to be responsible for managing the activity, which was to involve training officials based on their experience and commitment to motor sport. The training would be delivered by QMMF, an FIA Regional Training Provider. The success of the project was to be measured by the final number of participants taking part in the training, and by the evaluation feedback provided by a FASM committee formed in cooperation with QMMF regarding the final skill levels of the participants and their general involvement in the process.

Improve FAA procedures
FAA aimed to strengthen and improve its effectiveness and develop its capacity to better undertake initiatives in line with its organisational mission. The project’s objectives were to ensure the sustainable development of the FAA by developing a strategic plan and plan of action for 2015-2018, improve the communication skills of FAA members both internally and externally and integrate Armenian motor sport into an existing system of sport classification within the country’s Ministry of Sport and its Olympic Committee. FAA’s strategic plan to achieve its objectives included surveys, focus group discussions and in-depth interviews with its management,
members and external stakeholders. The organisation’s strategic plan focused on addressing internal priorities by considering the opinions of external stakeholders. The FAA website was upgraded with a private zone and some of the important articles from the FIA website were translated into Armenian and reposted. Effective communication training for the FAA management was also held to try and improve internal information flow. The success of the FAA’s objective was to be measured by the successful re-structuring of its development plans from an ad hoc system to a streamlined initiative with effective communications.

2015 MOTOR SPORT DEVELOPMENT
Grassroots participation in motor sport programme
CAMS aimed to further increase junior participation in motor sport following on from its successful ‘Come and Try Day’ initiative from 2013-2014. In 2015, the organisation created a new brand based around Australian Formula One driver Daniel Ricciardo and held special junior driver days to increase participation. CAMS developed the programme through dedicated members of staff helping participants fulfil their membership packages. CAMS’ targets were to hold at least one ‘Ricciardo’s Racers’ event in each State and Territory (with a total of at least ten), increase the number of junior licence holders and engage further with over 1,000 existing junior drivers through the programme.

Develop Australian Formula 4
CAMS aimed to develop Australia’s young elite driver talent by providing a pathway to a career in open-wheel racing through the creation of a national Formula 4 series. The organisation’s plans for advancing the series included attracting more teams and drivers, assisting with the management of the components associated with racing, and providing cars and technical management to the participants. Many of the F4 drivers graduated from CAMS academies and their progression is part of Australia’s Elite Driver Development programme, which assists drivers in moving into higher categories of motor sport across the country to raise the national standard of racing.

2016 CLUSTER TRAINING PROGRAMME
Provide international training course for Asian ASNs
The Confederation of Australian Motor Sport (CAMS) aimed to provide a training course for driver trainers from a group of ASNs, with a total of 40 participants. The cluster was to consist of 11 ASNS – Bangladesh, Singapore, Sri Lanka, China, Philippines, India, Indonesia, Nepal, South Korea, Chinese Taipei and Pakistan. CAMS, an FIA Regional Training Provider, would develop the training materials in consultation with the FIA. The aim of the project was to raise the standard of driver training across the Asia Pacific region by providing a Train the Trainer programme for each of the participating ASNs in order that they
could in the future train their own young drivers and establish a pathway to an elite driver academy setup. An identical course was to be offered in Sri Lanka for those countries geographically located nearby. The aim was also to increase motor sport participation in the region, improve driver development via better coaching and skills, and present the FIA Golden Rules of Road Safety to the participants. The success of the initiative was to be measured by the results of tests given to the participants relating to their skillset and teaching ability before, during and after the course, as well as by the feedback given from CAMS trainers.

Motor sports development in Azerbaijan
AAF set out to improve the motor sport scene in Azerbaijan by offering training courses to young drivers and its own officials. The organisation also sought to further promote motor sport throughout the country by creating a system that improved training for local officials in accordance with the latest international standards, as well as launching motor sports activities for junior and young drivers.
In conjunction with the Ministry of Youth and Sport of the Republic of Azerbaijan, FAA offered the new training sessions to a maximum of 30 junior drivers and 40 officials, and success was to be measured by the number of drivers and administrators taking part in the activities. The training was unique and a first for AAF, with participants selected via interviews and a preselection race for the drivers.

Develop junior motor sport in the Bahamas
The BMSA planned to create an awareness of motor sport throughout the Bahamas by training school age students in the various skills associated with the discipline through its EduKarting programme. The BMSA decided to work closely with local schools to help students from disadvantaged backgrounds become involved in motor sport and further their education. BMSA would be supported by the Organization Mexicana Del Deporte Automovilistico Internacional (OMDAI), an FIA Regional Training Provider. By working with the Bahamas Ministry of Education, Science and Technology, BMSA planned to measure the success of the initiative through the progress participants made in fields associated with motor sport later in life, as well as have some students move on to its kart racing events and the karting academy.

Further development of junior motor sport in the Bahamas
The BMSA planned to build on the EduKarting initiative and expanded its objectives to include training more young Bahamian people to drive karts with sufficient skill to participate in the Formula Americas Kart Academy in 2017. As part of its continued drive to promote motor sport in the country, the BMSA planned to establish a permanent kart circuit, and a secure workshop and storage facility by late 2017, as well as obtain a kart simulator and train safety officials. After attracting 120 participants to the 2015 EduKarting project, the BMSA expected that figure to grow to 240 in 2016. As in 2015, BMSA would be supported by OMDAI, an FIA Regional Training Provider.

AUTOMOBILE ASSOCIATION OF BANGLADESH – AAB
2015 MOTOR SPORT DEVELOPMENT
Karting Circuit feasibility study
AAB set out to undertake a feasibility study to develop the country’s first karting circuit and motor sport facility, which would be the first phase of its fiveyear infrastructure development plan to grow motor sport at a grassroots level. The organisation aimed to develop a concept plan for the karting circuit with an additional zoning strategy for potential surrounding developments, as well as commercially test the proposed developments to ensure that they would be sustainable once built. AAB also planned to produce information
and a report to accompany the design of the circuit for international and local consultants. Afsar Hossain, AAB Vice President, was tasked with achieving the ASN’s key strategic goals to develop and grow motor sport at a grassroots level in the country. His role had already involved sourcing and training volunteers and organising motor sport events, and was expanded to include infrastructure development. The success of the project will be measured at the end of the five-year infrastructure plan.

Improve spectator safety at Bushy Park circuit
BMF’s goal was to achieve a maximum safety environment for spectators as well as have the necessary infrastructure in place to achieve a Category 3 certification of the Bushy Park circuit. The organisation planned to source, ship and install all materials needed to improve the safety facilities for spectators at Bushy
Park events. BMF’s strategy to complete its objectives involved using a contractor that had previously delivered and installed existing fencing at the track. The success of the plan was to be measured by the FIA’s homologation of the facility as a Category 3 circuit

RACB focused on delivering the appropriate safety equipment to its motor sport safety officials, which was to include radio communications systems, helmets and fire resistant clothing. The organisation also planned to highlight the role of officials and volunteers in motor sport, and it aimed to improve working conditions for those participants to help attract and retain higher numbers. Xavier Schene, RACB General Manager, and Robby Wuyts, its Sporting and Administration Manager, were responsible for the project, which was to be measured a success if the number of injuries to marshals intervening at accidents was reduced. The RACB also planned to listen carefully to feedback on the project from its volunteers.
Improve rally safety
RACB aimed to develop safety at rallies by providing accurate information to the race direction and making sure that was passed onto crews working at events through a new tracking and marshalling system. The organisation also planned to provide accurate data to limit sporting infringements such as illegal servicing. After designing and defining the new system, RACB planned to train its officials in accordance with the new procedure, which was to be measured a success based on its reliability and implementation, and if it improved time delays regarding safety intervention in the event of an accident. RACB also planned to measure the success of the new system based on the evidence of limitation on examples of illegal service and yellow flag infringements.

would be responsible for managing the project, which would involve working with the Botswana-based Ed Bannerman and Associates, and Motorsport South Africa (MSA), an FIA Regional Training Provider.The success of the strategic plan was to be measured by BMF achieving its planning and operational milestones on a regular basis, with the plan flexible enough to ensure the desired outcomes were met.

with their training scheduled to take place in France. The number of people taking part in the training programme was aimed to be a minimum of nine participants. After establishing the three new schools, CBA hoped to expand the initiative further across the country and the success of the project was to be measured by the number of new junior drivers taking part in motor sport from each federation across Brazil.

safety, rules and regulations and the judicial process. For the officials, multi-level training would be delivered, for Clerks of the Course, Stewards and Marshals. The success of the programme would be measured by evaluation of the trainers, by pre- and post-training assessment of participants and by questions asked during the training. For the drivers, their performance on track would be assessed and feedback provided to them on driving technique and safety.

The FIA launched its cluster training initiative with a pilot training programme for 245 officials in Shanghai, to coincide with China’s round of the 2015 World Touring Car Championship. Cluster training involves training a small group of ASNS, usually 3 to 5, who are geographically close and have similar training needs. The initiative represents a cost-effective method of training and aims to foster cooperation between the participating ASNs. For this programme, delegates
from China were joined by officials from Chinese Taipei and Hong Kong. The training was delivered by CAMS, an FIA Regional Training Provider, as well as by technical experts from the FIA. The cluster programme involved a number of training modules for different groups of officials including stewards, medical rescue, scrutineers and race control. Participants undertook theoretical training and were also able to benefit from on-event practical sessions.

It hoped to establish a multipleround Asia Zone Gymkhana Championship in 2017 and demonstrate the possibility of a FIA Gymkhana World Championship taking place in the future. The major tasks associated with the activity would be to establish a set of regulations for international gymkhana competition, prepare all aspects of the championship,
communicate the concept of this project with other Asia Zone ASNs and delegates and search for their support.
Kwong Wing Yeung, CEO of CTMSA, was to be responsible for managing the project, which was to be held in conjunction with the Asia Zone ASNs that were already running their own auto gymkhana events at club or national level, as well as those that wanted to do so in the future. The establishment of an Asia Zone Gymkhana Working Group, the establishment of the future Asia Zone Gymkhana Championship and the number of ASNs interested in entering the new series were to measure the success of the initiative.

A total of 280 officials plus 80 adult drivers, 55 young karting racers and 36 race directors were selected to take part in the training sessions based on their previous experience and annual evaluations. ACC, which created the programme with Mexico’s OMDAI, an FIA Regional Training Provider, back in 2014, decided to measure the success of the programme based on the level of knowledge shown by the participants after they had completed their training.

The programme would be delivered by the UK’s Motor Sports Association (MSA), an FIA Regional Training Provider. The prospective mentors were selected based on their age and experience and as part of the initiative CCKF planned to conduct surveys to further explore the needs of each of its regions.

CAA aimed to improve its communications equipment to increase safety at its motor sport events, while also developing the procedures used during the running of the Cyprus Rally and other national level events. As part of the new initiative, CAA set out to have better control of its events with “no space for mistakes” with regard to safety. The organisation also aimed to make the best communications equipment selection and train officials with the new kit, as well as offer its personnel training courses in line with FIA best practice.
Nayia Kontopoulou, the CAA Council Secretary and Clerk of the Course for the Cyprus Rally, was charged with managing the project, which involved training 25 participants from the Rally’s organising team, 180 safety marshals, 70 timing marshals, eight stage commanders and eight team leaders. CAA planned to measure the success of the initiative based on an FIA observer’s report, the development of its incident management timings and procedures and an overall improvement in the co-ordination of its motor sport events.

The initiative would be held in conjunction with the country’s Team Denmark elite athlete organisation and its success was to be measured by the completion of the schools presentation programme, with the aim to have at least 50 young drivers completing the DASU Race Academy, and an average of 25 young drivers participating in the physical training.
Further develop junior motor sport
DASU planned to continue its karting race academy project in 2016. As well as running the three race camps and accompanying physical training sessions and schools programme, the organisation aimed to provide assistance to the drivers from experienced coaches at each round of the Danish karting championship. Team Denmark would again be a partner in the initiative, the success of which was to be measured by at least 50 drivers attending the race camps, 30 drivers taking part in the physical training sessions, five schools presentations being initiated, and at least one medal being won from 5-10 drivers selected to race at the CIK Junior Championships.

Ahmed Badr, ATCE Director of Motor Sport, and Hani Shaban, Training Programmes Manager for QMMF, an FIA Regional Training Provider, were responsible for managing the initiative, which involved training 50-60 officials to use the new timing equipment. The success of the project was to be measured by the ATCE successfully acquiring the new timing system and the newly trained personnel passing relevant theoretical and practical exams.

EMA aimed to acquire and implement a new electronic timing system to replace its existing manual arrangements. The organisation’s objectives were to remove human errors to produce accurate results in a timely manner. After ordering and receiving the new electronic timing equipment, the EMA planned to arrange a training event for its timekeepers and results officers so they would become familiar with the new system, which would take place in conjunction with MSA, an FIA Regional Training Provider. Ernesto Molinari and Simone Ferrari, EMA board members,
were responsible for arranging the initiative, which would involve training 20 time control officers and three results scorers. These trainees would be selected from the EMA’s existing manual timekeepers and scorers, along with new recruits. The final selection would be made up of personnel that displayed competence with the new equipment and a passion for motor sport. EMA planned to measure the success of the project on the absence of any future timing and scoring issues and by the timely production of accurate results during motor sport events.

It was decided that AKK would work with three Finnish software development companies - Leonidas, Devaus and Profiz - to complete the design process for the new software system. AKK was to measure the success of the initiative through its own experiences of the volunteer management tool in practice, the number of new customers (ASNs) buying the software, and an internal and customer satisfaction survey and feedback channels.

could expect the participants to be capable of running competitions safely, on time and within the regulations. The Executive Director of AHAD, the lead ASN, would be in charge of managing the activities, which would be composed of a training session for all officials and then separate seminars for marshals and race directors and another for the stewards and race directors. Participants would take written and oral examinations during on–site evaluations to assess their progress.

trackside protection and guardrails. It also intended to conduct simulations and create a safety plan for marshals and media personnel with consideration to its medical facilities. Thrandur Arnthorsson, General Secretary of AKIS, and Tryggvi Thordarson, President of AKIS, would lead the project, and its success was to be measured by a resulting increase in safety factors at each of AKIS’ tracks, as well as an action plan for upgrading circuit safety standards and procedures being put in place within the next five years.

IMI hoped to help the participating ASNs to improve the skills of their scrutineers and technical delegates and also provide them with the tools and knowledge to deliver training within their own organisation via a “Train the Trainer programme” that was to be included in the course. The success of the initiative was to be measured by an assessment provided by CAMS on each of the training participants.

Develop new timing procedures to aid safety personnel
FISA decided to provide a new timing system to aid safety crews at its African Rally Championship round to give them more accurate and faster timing, to help them manage the race, develop a real race strategy and gain confidence and reliability. After identifying and acquiring the equipment needed for the new system, FISA planned to train its officials and then test the new system on a national event before implementing it at the ARC event. Alain Ambrosino, President of FISA,
and Jean Luc Eerebout, a time keeping official for the organisation’s ARC round, were responsible for the project, which involved training 25 time keepers and officials – the usual senior time keepers and their level one management members – with the new system at the designated national event. FISA planned to measure the success of the project by speaking to FIA Officials who would observe the ARC event and would then validate it by means of a final report.

Promote grassroots motor sport
Working with Apex Circuit Design, RACJ planned to promote grassroots motor sport in Jordan by producing plans to upgrade the Sofex Racing Circuit into a CIKapproved karting circuit. The organisation also hoped the proposed changes would provide a platform to increase awareness of motor sport in the country so that more investment would be made into the development of future venues. The success of the project, which would be led by Othman Nassif, CEO of Jordan Motorsport, was to be measured by the attainment of approval from the CIK for the design of the karting facility and the production of construction drawings in preparation for the next round of FIA Grant Funding.

For 2016, RACJ planned to implement the proposed upgrades to the Sofex Racing Circuit that it had designed in 2015. The organisation also aimed to continue the project as part of a drive to promote grassroots motor sport in Jordan. RACJ had worked with Apex Circuit Design to design the changes to the track and planned to measure the success of the project by completing the implementation of the design drawings according to the relevant FIA and CIK standards.

Acquire suitable radio equipment
KMSF planned to buy new radio equipment for the control, conduct and safe management of motor sport events in the country, primarily in rallies. Once the equipment, which was expected to include a suitable base station, repeaters, as well as individual, vehicle and handheld sets, was purchased, KMSF planned to train radio operators to understand their new roles, the nature of motor sport and the new protocols and procedures needed to operate the new radios. The training would be provided in conjunction with MSA, an FIA Regional Training Provider, as well as a local telecommunications company, an amateur radio organisation and the Off-Road Association of KMSF.
The practices developed for the operation of the system, which would be given to approximately 4060 radio operators, would be developed to dovetail with existing training in effective rally control given to KMSF’s Clerks of the Course and senior officials. The success of the project, which would be supervised by Dr Soin, Chairman of KMSF’s Rallies Commission, was to be measured and monitored by the careful observation of events that used the new equipment in order to recognise better and more effective levels of communications, improved event management and responses to incidents and accidents.

Improve competence of rally officials
KIAC aimed to improve the operational levels of its senior rally officials, marshals and volunteers, as well as implement a better level of communication between senior management personnel and its on-site motor sport officials. The major tasks associated with the project included new training for senior managers on event management, risk management, the preparation of rally safety plans, preparation for rally stages and Middle East Rally Championship (MERC) regulations. Rally marshals and volunteers were also to be offered training on communication, first aid, rescue procedures
and the structure of MERC rally special stages. Training would be delivered by QMMF, an FIA Regional Training Provider. The success of the project, which was aimed at 8-10 senior officials, as well as 35-40 marshals and volunteers selected as the most dedicated people that work in the organisation of Kuwait rallies, was to be measured by the total number of people completing the new training sessions and the levels of improvements and discipline demonstrated by participants in follow up evaluations.

Implement complete rescue teams
LAF set out to provide its event organisers with complete specific rescue teams that it also hoped would work with ASNs in neighbouring countries to Latvia during motor sport events. As part of the project, LAF aimed to improve the quality of the rescue teams that it sends to motor sport events and it also planned to try and reduce costs for the organisers of motor sport competitions. The chairman of LAF’s Rally Commission was to be given responsibility for the new initiative as the trainer of all of the organisation’s rescue teams. The training provided
to LAF’s motor sport rescue teams would be given in conjunction with the Latvian Government. The success of the project was to be measured by LAF being in a position to offer quick and professional safety services teams that would be able to give help in the shortest time to the satisfaction of the organisers of the championship events in the country. Reduced future costs for safety services would also be used to measure the success of the initiative.

Develop motor sport in Lebanon
ATCL planned to provide training for young drivers in Lebanon to help them to move to the next level in their motor sport careers by conducting an intensive two-day driver training and development programme. The ASN hoped to attract 30 participants – the top two drivers would be then given the opportunity to attend an F4 test later in the year. The programme, to be delivered by external trainers, would have a comprehensive curriculum, including driving techniques, simulator sessions, fitness testing and training, nutrition management, race preparation, mental coaching and data analysis. ATCL Coordinator Imad Lahoud would be given responsibility for the project, the on-track elements of which would be conducted at the RPM Circuit at Mtein. Drivers would be selected based on recent performance in motor sport events and perceived development potential.Participants would be evaluated based on a range of criteria - in addition to their driving performance, trainers would assess their fitness levels, ability to analyse date and their mental aptitude.

Acquire new timing equipment
ATCL aimed to purchase new timing equipment for use in its Middle East Rally Championship (MERC) event and it would train its personnel to use the new technology, along with officials from neighbouring ASNs. Imad Lahoud, ATCL Co-ordinator, Gaby Kreiker, an ASN Director, and Lian Tawtah, the ATCL’s Chief Timing Commander, were to manage the project together. The training would also be offered to the chief timing commanders from several nearby ASNs that also host MERC events, which the ATCL hoped would help them to become more independent. The success of the initiative was to be measured by the ATCL hosting its MERC event using solely its own personnel and the new equipment.

The number of kart drivers that were trained during 2015 would measure the success of the initiative, as would their performance in local competitions.

Develop structures for management procedures
MMF aimed to produce an organisational structure to represent each aspect of motor sport based on a proposed model given with a full business plan covering operational procedures, licensing systems and requirements for competitors, administration, permits, and marshals registration and training schemes. The key tasks for the plan were to facilitate democratic and transparent elections for MMF representatives, create a governance structure in a way that all member clubs would be able to reach an agreement on its future constitution, create a basic database for competitors to record their licences and any relevant medical history, as well an additional one for marshals and officials.
MMF also aimed to produce a communications plan that outlined promotional messages for all affiliated clubs and potential new clubs. MMF’s Training Coordinator, Stefanie Calleja, planned to work closely with the UK’s MSA, which would manage and deliver the project in its capacity as a FIA Regional Training Provider. Training in corporate responsibility and leadership training and event management training was to be offered to approximately 40 participants. The success of the project was to be measured in the feedback provided in four meetings that were to be held to discuss the progress made on MMF’s new governance structure.

Approximately 15-20 FMSM officials and personnel would receive new training as part of the initiative, the success of which was to be measured by the final total number of training participants and from the feedback given by the QMMF trainers who were to test everyone that completed the courses.

A new well-promoted championship for firsttime applicants would be introduced alongside existing national championships as part of the project, which would provide training to approximately 80-120 young drivers. The total number of applicants, the results of the championship and the level of motor sport reached by the drivers thanks to the programme were to measure the success of the project.

OMDAI aimed to purchase ten ‘Legend’ cars to accelerate the possibility of creating a new Mexican national Legend championship. As the organisation considered the Legend cars to be an intermediate step between karting and higher forms of motor sport, it hoped the championship would offer a new step for young drivers by combining competition with learning sessions. After buying, importing and adjusting the Legend cars to make them ready for the new championship, OMDAI planned to give new training sessions for junior motor sport participants that would integrate with its existing High Performance Driving School.

in total. These drivers were split up into courses that each involved 8-12 participants, whose ages ranged from four to 12-years-old. The success of the initiative, which involved engaging trainers, media organisations and the parents of junior drivers, and conducting workshops in educational facilities and car dealerships, was to be measured by the number of newly trained motor sport participants and their results in theoretical and practical examinations.

Govinda Prasad Bhattarai, General Secretary, of NASA would be responsible for managing the activity, which was to involve planning, and building the new circuit, as well as training drivers on the correct regulations and establishing a motor sport culture in Nepal. The success of the project was to be measured by the results of a major event being hosted at the newly developed racing track with the new cars, and a further evaluation report that would be submitted at the completion of activity.

After conducting research for the new project, KNAF planned to provide new training for motor sport personnel, which would be offered to approximately 50-80 course car crew members, approximately 50 ‘STAR’ officials and 8-10 safety officers from rally organisations affiliated with KNAF. The success of the activity was to be measured by the standard of the new guidelines and educational plans, and the safety training courses material that was to be produced.

KNAF aimed to train and certify 100 instructors for approved race and rally schools, which would tackle issues such as fair play, positive coaching, good behaviour, safety, anti-doping and sexual intimidation. The success of the initiative was to be measured by the amount of organised training that took place and the number of certified instructors and trainers it produced. Bill Bawn, the MSNZ Sporting Manager, was to be responsible for managing the project to produce the new system, which the MSNZ
would provide training on to affiliated club staff, event organisers and stewards. It also aimed to remove the need for paper-based applications and entries, and streamline documentation at motor sport events and post-event reporting. The success of the initiative was to be measured on how well the new system met the business requirements of MSNZ and provide an accurate and user-friendly system and service for competitors, officials, events organisers and member clubs.

The project, which was to be led by the KNA’s nominated Management Committee, would be produced in conjunction with several organisations in Norway, including The Ministry of Cultural Affairs and Anti-Doping Norway. The success of the initiative was to be measured by how many young drivers from local clubs across Norway participated in the Young Driver Development Programme, and took part in the KNA’s organised conferences and workshops, which were to be continuously evaluated. The training was to be offered to selected young drivers at entry and elite levels.

Continued education of young drivers
The KNA planned to continue its education programme for young drivers, which continued to have the goal of instilling best practice principles into all motor sport participants in Norway. Aspects of the project that would be continued from the previous year included providing tools and resources for the drivers, the ‘Girls with Speed’ initiative designed to get more women involved in motor sport, and the conferences and training offered to the junior participants. The success of the initiative was again to be measured by how many young drivers from local clubs across Norway participated in the Programme and took part in the KNA’s organised conferences and workshops. As in 2015, the training was offered to selected young drivers at entry and elite levels.

OAA planned to train all of its rally officials on the rules and regulations of managing a safe motor sport event in accordance with FIA regulations. The project, which was to be co-managed by two officials from QMMF, an FIA Regional Training Provider, involved training rally officials from all levels, including senior officials training for stewards, safety officers and chief marshals, as well as training for timing and safety marshals. Service park, first aid, self-preparation and rescue training was also provided. The success of the initiative was to be measured by a committee of OAA and QMMF trainers, and evaluation feedback would also be taken from the participants taking part in the training.
Train track officials and volunteers
OAA planned to provide four days of training for its circuit officials on the latest motor sport rules and regulations needed to put on a safe and well-run event. The project, which was to be managed by Anwar Al Zadjali, an OAA Advisor, would involve training 5-6 track officials, 25-30 marshals and volunteers, 7-8 timekeepers, 9-10 drift circuit officials and 5-7 drag circuit officials. Training would be delivered by QMMF, an FIA Regional Training Provider. The success of the initiative was to be measured by evaluations conducted during the training sessions and by the results of a theoretical exam given to all participants where the required pass rate was 80%.

with the Panamanian Karting club due to its level of experience in junior motor sport and the success of the initiative was to be measured by the feedback from Julian Abed, the FIA Director of Track and Safety for America, who ASAI hoped would homologate the track after the necessary work had been finished.

OMDAI is an FIA Regional Training Provider. The success of the initiative was to be measured by the results of assessments that would be held after every event, as well as by the feedback from the constant monitoring TACPY would be conducting on the newly trained officials.

The main goal of the programme was to develop a cost-effective transition pathway from karting to circuit racing, in particular, touring cars. The programme planned to attract 50-100 participants, aged 16-20 years. The success of the programme was to be measured by having graduates that would eventually participate and compete in the National Touring Car Series in the Philippines and elsewhere in Asia.

Ensure a sustainable grassroots programme
AAP planned to continue its aim of creating a grassroots programme to nurture the talent of junior motor sport participants, while also establishing a safe and costeffective circuit racing initiative to find the country’s next champion driver. The organisation hoped to make the programme, which would involve classroom and practical training modules, sustainable and make sure it developed a career path for the maximum of 20 applicants that enrolled in the scheme. The success of the activity was to be measured by the top drivers successfully getting a seat in a national motor sport event at the end of the programme. These drivers would afterwards continue driver training and development via continual monitoring.

FPAK aimed to develop and deliver a competencybased multi-level training programme for circuit and rally officials in Portugal. The ASN wanted to improve the knowledge, skills and safety awareness amongst its motor sport personnel in relation to event planning, event management and emergency response coordination. It also hoped to ensure the safe conduct of all the national and international rally and circuit events it hosted. The training programme, which would follow a multi-level curriculum, would be provided to 61 technical officials and 85 sporting officials from the FPAK’s various clubs and associates, as well as eight
students from the Engineering University of Oporto. The programme would start with an assessment of the training needs of the officials, after which the appropriate curriculum would be developed and suitably qualified trainers engaged to deliver it. The programme would be scheduled in line with FPAK’s rally and circuit competition calendar. The success of the initiative was to be measured by the results of the final written and practical assessments, as well as by the contents of the final reports written by the assessors involved in the process.

The training project, which was to be managed by Hani Shaban, QMMF’s Training Programmes Manager, and Marielou Cruz, Deputy to the QMMF President, would teach the course participants how to successfully manage a motor sport
event, the risks and safety features of motor sport, the event chain of command and how to arrange an event organising committee, as well as providing practical on-event experience. QMMF encouraged ASNs from across the MENA region to select one or two officials to participate in the programme, aiming for a maximum of 20-25 participants. The success of the initiative was to be measured by the number of participants from motor sport clubs in the MENA region taking part in the training and their subsequent willingness to take an active role in the organisation of the Sealine Cross Country Rally.

ACR planned to promote junior motor sport by offering a new grassroots motor sport programme to at least 200 16-25 year-old participants who would then compete in motor sport events for the first time. RAC aimed to develop a grassroots karting programme in Rwanda for its officials and young drivers. To do this, it planned to buy enough karts and associated equipment to run a small series of kart events throughout the year, as well as train its personnel to run those events. Davite Gincarlo, an experienced motor sport competitor in Rwanda, would be responsible for managing the initiative, which was to be offered to 10 students from schools across the country aged 10-16 years who would be assessed for their level of driving skill and interest in motor sport before being approved. RAC identified that the major tasks associated with the new project would be identifying suitable land to build
a new karting track, designing that facility, purchasing karts and other relevant equipment, producing regulations for the karting events, training the officials and identifying measures for success and feedback.The success of the project, which was to be supported by the UK’s MSA, an FIA Regional Training Provider, local land owners and regional karting specialists, was to be measured by the number of junior drivers enrolled to take part in the karting events, by the number of officials trained to work at the events, as well as RAC obtaining approval to design and build the karting facilities.

co-ordinator, and Branislav Pijevic, Manager for sport and drivers in AMSS. The new training sessions would be offered to a minimum of 50 AMSS marshals, 90% of which would be from the existing pool of volunteers and the remaining 10% would be new applicants. The success of the initiative was to be measured by AMSS establishing its desired officials committees, by the organisation and implementation of the licensing system and suitable database for its motor sport personnel, and by the completion of the training courses for its selected officials.

The number of participants in the project, the number of people involved in motor sport after its completion, and the number of new drivers participating in motor sport from the Slovak Republic were to measure the success of the initiative.

SAMS planned to improve safety at some of its hill climb tracks - Dobsina EHC, Johodna IHCC, Penzinska Baba FIA CEZ and Jankov Vrsok FIA CEZ. The organisation hoped to install 15km of guardrails along the most dangerous bends on those courses. The success of the initiative was to be measured by how SAMS’ Safety Commission drew up a safety plan for all the dangerous points on the tracks, and action would then be taken to update these areas and the changes they provided would be measured accordingly.

The major tasks associated with the project, which was to be handled in conjunction with the Government of the Republic of Slovenia, its Ministry of Defence, Ministry of Infrastructure, and Ministry for
Education and Sport, were to include building the new areas of the facility, planning and constructing additional supporting infrastructure such as safety zones, fences, buildings, traffic lights and communications systems and technical support structures, as well as implementing staff training programmes and marketing and media activities relating to the upgraded facilities. The success of the initiative was to be measured by the AS 2005 obtaining all of the required permits to implement the new infrastructure in accordance with the proposed timeframe, as well as achieving FIA homologation.

A specific fitness reassessment would be undertaken at the High Performance Centre at the University of Pretoria on an individual basis before the end of the season and mentors to the participants were to provide progress reports.

The training, which was to be overseen by RFEDA’s volunteer commission, would involve all of the permanent officers at national motor sport events, as well as officials likely to be promoted to those roles, and Spanish officials nominated to work in FIA championships. The success of the activity was to be measured on the improvements made to the sporting and technical management of motor sport championships in Spain, and by the promotion of new permanent officers that completed the training courses.

The Sudanese participants would be joined by a group from the Yemen ASN, YCTA. The primary objective for the project was to be the development of a number of highly-trained officials from both of the ASNs who could then start to organise motor sport events in their countries. Abu Obeida ElHaj, the Sudan Club Coordinator and Project Manager, Mazen Al Nabhani, the Yemen Club Coordinator and Hani Shaban, Qatar Motor and Motorcycle Federation Training Programmes Manager, were to be responsible for managing the activity. The training would be
delivered by QMMF, an FIA Regional Training Provider. The major tasks that were to be associated with the activity were the development of suitable training materials in consultation with the FIA, preparing and training a group of around 50 officials from the ASNs, preparing manuals for each type of event that were to be the guidelines to be followed by the officials, preparing proposed supplementary regulations for drift and speed test events, event management and volunteer training, as well as guidance on how attract drivers and sponsors. The project was to be deemed to be a success if both the clubs were able to form organising committees that were able to manage a local motor sport event following the training sessions.

One target of the activity, which would involve purchasing a state-of-theart racing simulator, was to create a better foundation
for the SBF’s selection process for national teams. The success of the initiative, which would train 25 junior and 25 senior drivers, was to be first measured by the results of the assessments given to the drivers taking part in the overall activity. The ASN would also compare the lap times from past competitors in real life racing, with those drivers being trained in 2016 to evaluate how much the drivers had developed.

SAC planned to buy new driver equipment for use in rallying and to encourage more participation in the sport. Equipment would include helmets and overalls, as well as seatbelts. The aim of the programme would be to encourage more drivers and co-drivers to participate in safe rallying through providing them with the necessary equipment. At the same time, the ASN would reinstate the control tower at its circuit to further encourage motor sport activities.

The ASN opted to work with the Japan Automobile Federation (JAF), an FIA Regional Training Provider to deliver the programme. Prasert Aphiphunya, RAAT Secretary General, was given responsibility for managing the activity, which
was to be held in conjunction with the Sports Authority of Thailand and the Chang International Circuit – the facility where the training would be delivered. The programme would focus on training existing and experienced personnel, who would become RAAT’s trainers in the long term. Initially, 10 senior officials would undertake the Train the Trainer programme –these officials would subsequently train 50 marshals from the ASN. The success of the activity was to be measured by the participants’ exam results and by monitoring their on-event performance.

The major tasks that were to be associated with implementing the activity, according to TTASA, were to increase the awareness of existing officials of the need for professional training and accreditation, to access and recruit persons with foresight and dedication to motor sport and its future in Trinidad and Tobago and the surrounding region, and to develop the framework for motor sport
management and organisation of training sessions. TTASA’s management committee was to be given sole responsibility for managing the project, but it would be conducted in conjunction with OMDAI Mexico, an FIA Regional Training Provider. The training was to be provided to seven TTASA management members and twenty race officials. In addition, the organisation was to make an additional effort to recruit new individuals with the view to making them race officials. The success of the initiative was to be measured by the results of examinations given to the participants that completed the training programmes.

Junior Karting development programme
ATCUAE’s primary objective for its 2016 motor sport development programme was to attract more young people into karting by developing and conducting an Emirates schools karting championship. The concept was to introduce a new generation of drivers to motor sport through safe and regulated competition, with the hope that some of these drivers would go on to higher levels of motor sport when the championship is complete. The biggest task associated with the project was to recruit teams of junior kart drivers from as many schools as possible around the country. ATCUAE’S project manager Stuart Murray was responsible for the initiative’s overall administration, while Ryan Trutch, the general manager of the Dubai Kartdrome was the project’s brainchild. By working with the Dubai Kartdrome, the Al Ain Raceway and the RAK Track,
ATCUAE, the initiative’s success was to be measured by the number of teams entered from schools around the UAE. In particular, the organisation aimed to attract twice the number of schools that took part in the ‘Gulf Schools Karting Championship’ in 2013-2014. The organiser’s target was to get 65 teams involved, with no limits on entries from individual schools, which would mean over 200 children could take part. After introducing new junior participants to karting and delivering initial training and driving instructions to them, the ATCUAE hoped that that the drivers would stay involved in the sport and progress up the country’s motor sport ladder.

40-50 participants from existing safety car crew members, was to be measured by a minimum of four workshops taking place, at least 40 safety car crew members completing the training, a consistent approach to all on-event spectator safety related matters on stage rallies being implemented, and by delegates evaluating the training programme, as well as getting an initial approval of the licensing scheme and five additional trainers being available for future courses.

The organisation also planned to work with schools to develop a programme for young students, develop a school curriculum that creates the confidence and understanding needed to take part in future events and create the potential for future worldwide participation.

Introduce FIA Formula 4 concept to the USA
The Sports Car Club of America (SCCA), with the endorsement of ACCUS, the ASN, aimed to introduce the FIA’s F4 concept to the USA to provide a lower cost entry-level car formula series in the country. The organisation also planned to build the series so that it met both the FIA and the Sports Car Club of America’s goals, and provided value through sponsor partnerships that encouraged growth of a strong formula car ladder in the USA. The success of the initiative, which was to involve training for all drivers involved in the new series, was to be measured by the acceleration of the growth of open wheel motorsports within the USA. More specifically, success would mean resetting the open wheel ladder system within the USA to provide a clear lower cost and complete open wheel ladder system from Formula 4 to Formula 2 or Formula Atlantic.

The focus of the training was to have two large groups, those coming from karting that would attend at a subsidised rate, and adults that would enter as part of the organisation’s motor sports programme. TACV was to be directly responsible for managing the
activity, which would be held in combination with the two training schools already formed in the country. The plan was to have seven weekends with instruction taking place over a 10-month period. The success of the initiative, which was to involve training groups of 15 participants over initial courses of three days that included theoretical and practical guidance, was to be measured by the feedback from TACV’s instructors from its existing motor sport training schools and by comparing the participants’ performances on track and during the theoretical courses.

Improve current timing systems
ZMSA aimed to improve its current motor sport timing systems by purchasing, shipping and taking delivery of the new equipment before its African Rally Championship event, which was planned for the end of May 2015. Sam Ching’ambu, Lynn Szeftel and Muna Singh, would manage the project, which would involve training 35 marshals and approximately 15 other officials. The personnel chosen to receive the training were to be selected from those with existing experience and training would be delivered by MSA, an FIA Regional Training Provider. The success of the initiative was to be measured by ZMSA implementing its new timing system which would produce up-to-theminute results during motor sport events, providing a more reliable and efficient service for competitors.

Grassroots karting programme
ZMSA decided to introduce karting to the country by means of a karting slalom project. The plan was to purchase 3 sets of karts plus driver kits and cones in order to try to engage young people in the sport. The project is endorsed by the National Sports Council of Zambia and the Ministry of Youth and Child Development. The initial plan for the programme was to take the karts and equipment to schools and colleges around Lusaka to demonstrate what can be done and to try to raise interest for young people to take up the sport, then to extend the scope to other provinces.

Ensure the highest levels of safety
ZMSF aimed to ensure the highest levels of safety would be maintained at motor sport events within Zimbabwe by establishing a pool of marshals who would be trained in incident management, communication procedures, fire fighting and extrication support, as well as having up to date equipment at hand to ensure a high standard of safety. Training would be delivered by MSA an FIA Regional Training Provider. The success of the initiative, which was to involve training 30 local motor sport volunteers that were already involved in the ZMSF’s operations, was to be determined by the number of successfully trained marshals after the programme, by evaluating feedback from delegates attending the programme, and by assessing and evaluating the improvement in safety at motor sport events at the ASN’s circuits.
Improve safety and security at race meetings
ZMSF aimed to ensure safety measures at its race meetings were upheld by making sure its circuits were kept clear of unauthorised persons and vehicles at all times, and by keeping those facilities properly protected from vandalism and theft by building earth embankments around the premises. These embankments would be high enough to prevent vehicles from crossing them. Through this project, the ASN hoped to facilitate the efficient running of motor sport by preventing theft of essential circuit equipment and infrastructure and avoiding the presence of unauthorised vehicles on site.
