Dear Friend,
I am pleased to present this Sport Grant Programme report on behalf of the FIA.
Over the last four years, this initiative has become a crucial development tool for grassroots motor sport around the world.
The main focus of the Programme since its inception in 2014 was to provide our Member Clubs with vital support for their activities designed to encourage participation in our sport. Our entire administration has remained committed to this goal, and despite the many challenges faced by organisations in all of the FIA Regions, I believe it has been a huge success so far.
The Sport Grant Programme is inherently flexible to the various demands of FIA Clubs, and through a careful considered application and assessment system, ensures that funds distributed will make a significant difference.
Having visited many of your projects all over the world which have been funded by the Programme, I have been delighted to see your innovation and passion coming together across the four major areas of motor sport development, ASN structure and management, safety, and social responsibility.
This work has, as you will find in this report, had a measurable impact, with initiatives ranging from Karting in Schools and young driver programmes, to facility upgrades, and officials and rescue team training all contributing to the positive trend we have seen since the Programme began.
With the grants programme about to enter its fourth year of funding, we will be working much more closely with our grant recipients to ensure that they obtain the maximum benefits and efficiency from the funding provided, in order that we can help as many ASNs as possible to grow the sport.
I hope you find this report informative and interesting – both with regard to understanding what kind of activities the FIA and its members are engaged in and also, perhaps, as a form of inspiration for future projects within your own organisation.

SPORT FUNDING COMMISSION
SPORT GRANT PROGRAMME
Funding is available through the Sport Grant Programme under four Programme areas:
SAFETY
ASN STRUCTURE & MANAGEMENT MOTOR SPORT DEVELOPMENT SOCIAL RESPONSIBILITY
The FIA Sport Grant Programme was established in 2014 and combines funds from additional revenues from the Formula One World Championship as a new source of funding for National Sporting Authorities (ASNs) together with a grant from the FIA Foundation.
The Fund is dedicated to developing motor sport and helping to strengthen the organisational structure of ASNs. It is overseen by the Sport Funding Commission (SFC), previously known as the Funding Review Commission (FRC).The Sport Grant Programme conducts an annual funding round during which ASNs submit online applications for funding. These are assessed
by an internal panel of FIA personnel who put forward their recommendations for consideration by the Sport Funding Commission.
The Commission reviews the submissions and determines which projects should receive a grant – their recommendations are then subject to validation by the FIA Senate.
The Sport Funding Commission (SFC) is composed of high level representatives from the FIA and its World Motor Sport Council (WMSC) from around the world.
SAFETY
This programme area intends to ensure the safe conduct of motor sport events. Examples of areas in which funding can be provided are:
• Purchase of safety equipment for officials, drivers and circuits.
• Drivers’ and officials’ safety training.
• Facilities improvement, for example the updating of circuit safety features.
Where an ASN proposes to conduct safety training programmes for officials and young drivers for the first time or has limited experience in this area, they are generally requested by the FIA to use an approved trainer such as an FIA appointed trainer or an FIA Regional Training Provider.
ASN STRUCTURE & MANAGEMENT
The aim of this programme is to provide funding to ASNs that wish to improve and develop their internal organisational capabilities. Often the ASNs work with an external expert recommended by the FIA in order to complete the project. Examples of areas in which funding can be provided are:
• Sports Development Planningstrategic or business planning.
• Governance Reform.
• Management Training - leadership, project management, events organisation.
• Equipment Acquisition, for example purchase of hardware / software.

MOTOR SPORT DEVELOPMENT
This programme area is intended to provide funding to develop motor sport and in particular grassroots motor sport and to ensure motor sport activities are conducted in a viable way, with a focus on the following areas:
• Officials.
• Drivers.
• Facilities.
• Grassroots Disciplines.
Examples of activities considered suitable for funding include, grassroots development programmes, young driver development, officials licensing projects, feasibility studies for new facilities projects, purchase of appropriate equipment and projects to improve motor sport events run by the ASN. Where an ASN proposes to conduct safety training programmes for officials and young drivers for the first time or has limited experience in this area, they are generally requested by the FIA to use an approved trainer such as an FIA appointed trainer or an FIA Regional Training Provider.
SOCIAL RESPONSIBILITY
This programme area is intended to fund ASN projects related to campaigns, advocacy and social responsibility programmes, for example:
• Anti-doping.
• Ethnic Diversity.
• Women in Motor Sport.
• Sport and Persons with Disabilities.
• Environmental Sustainability.
• Road Safety initiatives combining motor sport and education on road safety.
• Youth Participation.
Note that separate funding for dedicated road safety programmes is available through the Mobility Grant Programme.
FUNDING CRITERIACLUSTER TRAINING
Cluster training was introduced as a concept in 2015 with a pilot project to train scrutineers conducted in China. A ‘cluster’ is defined as a small group of 3-5 ASNs who are geographically close and have similar training needs. Cluster training represents a cost-effective method of training which can foster cooperation between ASNs at a similar level of development. Content is delivered by a Regional Training Provider in consultation with the FIA.
The maximum amount of funding that can normally be applied for under each programme area is as follows:
SAFETY: €50,000
ASN STRUCTURE & MANAGEMENT: €25,000
MOTOR SPORT DEVELOPMENT: €50,000
SOCIAL RESPONSIBILITY: €25,000
For a cluster request, the amount of the grant depends on the number of countries involved in the project. Funds are only awarded on a «match funding» basis with the level of funding relief based on the country’s position in the World Bank Classification.

As an international federation of motor sport and mobility organisations, the statutory mission of the FIA is to develop motor sport throughout the world and to promote safe, sustainable and accessible mobility for all.
Providing direct support to FIA members, particularly those that need it most, is at the heart of our mission.
That is why the FIA has developed and implemented the FIA Sport Grant Programme and FIA Mobility Grant Programme.
Both programmes allocate the technical and financial support of the FIA to the most praiseworthy projects submitted by FIA members in compliance with FIA Grant Programme guidelines.
Transparency, integrity and fair play are the guiding principles of our FIA Grant Programmes.
Transparency
As an open and accountable organisation, the FIA publishes all notable information on FIA Grant Programmes on the FIA websites: programme guidelines, selection methodology and criteria, and list of awarded projects.
Integrity
The FIA takes a zero tolerance approach to misconduct and unethical behaviours, and the FIA Grant Programme guidelines duly reflect this principle.
Grants are provided to FIA members for development purposes only and upon submission of a detailed and structured project. Any funds received must be used for the purposes of the project only.
All grants are formalised in a written agreement between the FIA and the member concerned.
Reporting and monitoring systems are in place to tightly control the use of funds and avoid any possible misuse.
Fair Play
The FIA supports the development needs of its members in compliance with all applicable laws and regulations and in harmony with the principles of political neutrality and independence.
FIA Grant Programmes were designed taking into account best practices, such as the principles of good governance promoted by the International Olympic Committee through the Olympic Charter, the IOC Code of Ethics and the Olympic Solidarity Plan.
The FIA assesses in depth all the applications submitted by its members, and independent experts may also be involved to review the content of projects. The final decision to award a grant is taken democratically by several FIA governing bodies representing the FIA member community.
This ensures that commendable projects are awarded in the most equitable manner.
The principles of good governance also require the FIA to continuously review and improve its processes. The FIA Grant Programmes are no exception and are subject to optimisation year upon year.
This is made possible thanks to the contribution of the FIA governing bodies, the FIA Administration and the support of third-party advisors appointed by the FIA, with the purpose of evaluating the solidity of the FIA’s internal control system and identifying possible improvements.

PROGRAMME: MOTOR SPORT DEVELOPMENT
Train driver coaches in Asian ASNs
The Confederation of Australian Motor Sport (CAMS) aimed to develop a pool of trained driver coaches and mentors in a cluster of Asian National Sporting Authorities (ASNs). This cluster consisted of a group of four ASNs – Bangladesh, India, Nepal and Sri Lanka.
This was to follow on from work done in the previous year by CAMS, where the ASN trained a cluster of 10 countries –Bangladesh, Singapore, China, Philippines, Sri Lanka, India, Indonesia, Nepal, South Korea and Chinese Taipei. This was done with the aim to equip these countries with training to
enable them in future to train their own young drivers and establish a pathway to an elite driver academy setup.
CAMS is an FIA Regional Training Provider under the Officials Safety Training, Young Driver Training and Medical Programmes.

PROGRAMME: SAFETY
Training officials in Asian ASNs
The Confederation of Australian Motor Sport (CAMS) aimed to improve the levels of competency and enhance safety awareness standards of officials, such as Stewards and Clerks of Course, from a number of countries in the South Asian area. As part of their plans to achieve this goal, CAMS was to run training for the officials, including elements of Train the Trainer, enabling those receiving training to transfer their knowledge to others in future.
This cluster was to consist of National Sporting Authorities from five different countries in the area – Sri Lanka, China, Korea, Philippines and Chinese Taipei. The cluster intended to work with CAMS as their Regional Training Provider. CAMS is an FIA Regional Training Provider under the Officials Safety Training, Young Driver Training and Medical Programmes.

CROATIAN CAR & KARTING FEDERATION (CCKF)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Provide trainers for Central European countries
Croatian Car & Karting Federation (CCKF) intended to provide all countries within the FIA Central European Sporting Zone (CEZ) with its own group of motor sport trainers. In order to achieve this goal, CCKF decided to run a Train the Trainer programme for all countries within the CEZ region, including: Austria, Croatia, Czech Republic, Hungary, Italy, Macedonia, Poland, Serbia, Slovenia and the Slovak Republic.
This builds on the National Sporting Authority’s (ASN’s) prior work, where long-term, multi-level activity has been undertaken. Previous examples include the ASN’s training programme in 2015 that aimed to establish 15 senior motor sport officials as mentors to act as guides and advisors for new
drivers and officials. As well as this CCKF in 2016 planned to create a new training programme for its officials in order to improve the organisation of its events.
All countries within the cluster indicated that they would work in collaboration with the UK’s Motor Sports Association (MSA), an FIA Regional Training provider.

RWANDA
RWANDA AUTOMOBILE CLUB (RAC)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Provide international training course for African ASNs
RAC planned to undertake a cluster training programme in conjunction with the Kenya Motor Sports Federation, the Automobile Association of Tanzania, and the Federation of Motorsport Clubs of Uganda, to improve the safety and efficiency of motor sport events. The initiative aimed to incorporate 70 participants representing each of the four ASNs, with a Train the Trainer programme implemented to train members of the scheme to prepare and deliver their own training modules in accordance to FIA standards and guidelines. Ultimately, each participant can be expected
to train others to run events safely, on time and within the regulations upon successful completion of the programme.
The ASNs are intending to work with the UK’s Motor Sports Association (MSA), an FIA Regional Training Provider, to ensure the training undertaken is of an appropriate standard throughout the programme.

SLOVAK REPUBLIC
SLOVAK ASSOCIATION OF MOTOR SPORT (SAMS)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Develop coherent technical regulations in CEZ countries
Slovak Association of Motor Sport (SAMS) aimed to provide scrutineer training for hill climb and circuit disciplines in conjunction with the 13 other nations that complete the European CEZ zone. The project’s end-goal would be to harmonise technical regulations in the zone and improve the competency of technical officials.
Endorsed by the FIA Hill Climb Department, the cluster intends to use an FIA expert to assist with the content of the training and provide useful feedback and advice to the programme’s trainers and its 65 participants.
This follows on from SAMS’ 2016 safety programme, which planned to improve safety at some of its hill climb tracksDobsina EHC, Johodna IHCC, Penzinska Baba FIA CEZ and Jankov Vrsok FIA CEZ. The organisation hoped to install 15km of guardrails along the most dangerous bends on those courses. The success of the initiative was to be measured by how SAMS’ Safety Commission drew up a safety plan for all the dangerous points on the tracks, and action would then be taken to update these areas and the changes they provided would be measured accordingly.

Launch elite young driver academy
Motorsport South Africa (MSA) aimed to provide an elite young driver academy for a total of 18 participants heralding from a group of National Sporting Authorities (ASNs). The cluster was to consist of six ASNs – South Africa, Namibia, Kenya, Tanzania, Zambia and Zimbabwe. MSA, an FIA Regional Training Provider, would lead the development of the programme, one which would cover a broad curriculum including driver training, nutrition, fitness, media, anti-doping and team work.
MSA has already secured strong training partners including Toyota Advanced Driving and the University of Pretoria who will enhance the academy’s reputation, content and efficiency. The lead ASN is an FIA Regional Training Provider under the Officials Safety Training and Young Driver Training Programmes.

Young driver development training
Three GCC RTPs jointly launched GCC young driver development programme to nurture new generation of young people in motorsport.
Bahrain Motor Federation (BMF) and Qatar Motor and Motorcycle Federation (QMMF) worked in close partnership with the Automobile & Touring Club for United Arab Emirates (ATCUAE), as the accredited RTP for drivers in the region.
The project had the full support of ASN Presidents Mohammed Ben Sulayem (ATCUAE), H. E. Sheikh Abdulla Bin Isa AlKhalifa (BMF) and Adbulrahman Al Mannai (QMMF).
The scheme which ran 29 April to 2 May would welcome drivers from a further three ASNs, the Kuwait International
Automobile Club (KIAC), the Saudi Arabian Motor Federation (SAMF) and the Oman Automobile Association (OAA).
Throughout the programme drivers would follow a broad curriculum including driver training (race and rally), nutrition, fitness, media, anti-doping, legal and teamwork. ATCUAE will ensure close collaboration with the FIA concerning the exact final content that will make it onto the curriculum.

ZIMBABWE
ZIMBABWE MOTOR SPORTS FEDERATION (ZMSF)
PROGRAMME: SAFETY
FIA-assisted circuit safety training
Zimbabwe Motor Sport Federation (ZMSF) aimed to undertake a cluster training programme, seeking guidance from the FIA in circuit safety and training for circuit safety officers. The cluster would consist of three National Sporting Authorities (ASNs) – ZMSF, Motorsport South Africa (MSA) and Nambia Motor Sport Federation (NMSF).
The goal of the training programme would be to improve circuit safety at venues across all three nations via theoretical and practical training delivered to 12 participants, with each provided with the tools and knowledge to improve circuit safety beyond the conclusion of the programme. The ASNs will work with MSA as the project’s nominated FIA Regional
Training Provider, who would be responsible for developing and delivering the programme in line with FIA standards.
The success of the initiative was to be measured by an assessment provided by MSA on each of the training participants.

ALGERIA

Further train motor sport officials
Fédération Algérienne des Sports Mécaniques (FASM) aimed to provide an overall increase in skill level, competency and safety awareness of its officials. FASM’s strategic plans to do so included the purchase of specialist timing equipment, as well as safety training for officials, which focused specifically on drifting and speed motor sport events.
This was also to include the organisation of a trial speed event, involving 40 participants. FASM was to work in conjunction with the Automobile et Touring Club du Liban (ATCL) as its FIA Regional Training Provider.
This followed on from FASM’s 2016 safety training programme, which provided theoretical and practical training for staff and volunteers involved in the organisation of its events. A small group of officials from the Libyan ASN would also join the programme, which would involve the delivery of communication on managing motor sport events and risk management, safety procedures regarding rally special stages, and the provision of marshal guidelines, basic life support and extrication training.

AUSTRALIA
CONFEDERATION OF AUSTRALIAN MOTOR SPORT (CAMS)

Further Develop Australian F4
Confederation of Australian Motor Sport (CAMS) aimed to continue its work in establishing an open wheel pathway for its elite young racers, building on the success of its national Formula 4 series launched in 2015. CAMS aimed to attract more teams and drivers to the series, in order to establish a genuine pathway for young racers to develop and move up into senior open wheel racing series.
The organisation’s plans for advancing the series once again included attracting more teams and drivers, assisting with the management of the components associated with racing, and providing cars and technical management to participants.
Many of the F4 drivers graduated from CAMS academies, and their progression is part of Australia’s Elite Driver Development programme which assists drivers in moving into higher categories of motor sport across the country to raise the national standard of racing.
CAMS is an FIA Regional Training Provider under the Officials Safety Training, Young Driver Training and Medical Programmes.

First responder training for rally drivers and spectators
Österreichischer Automobil-, Motorrad- und Touring Club (ÖAMTC) sought to enhance the level of safety at rally events, both for competing drivers and spectators. ÖAMTC planned to do this with a first responder training course for rally drivers and medical personnel, ensuring that the first person(s) at the scene of an accident – whether rally participant or medical professional - would possess sufficient medical and safety knowledge to act as an effective first responder.
The training – which would be attended by around 400 participants, would feature an element of Train the Trainer, equipping those trained with the knowledge to train others in future if necessary. The National Sporting Authority (ASN) was to enlist the involvement of a representative from the FIA’s Safety and Medical departments in order to complete the training.

BAHAMAS MOTOR SPORTS ASSOCIATION (BMSA)

Provide a permanent race complex for racers
Bahamas Motor Sports Association (BMSA) aimed to continue to develop motor sport in the country by providing its ever-increasing number of drivers with a permanent facility, and the necessary training that is required to use it. The main method for this was to be the first phase of construction of a permanent kart racing complex within the country.
This was to build on work done in previous years during which the BMSA has created an awareness of motor sport throughout the Bahamas by training school age students in the various skills associated with the discipline through its EduKarting programme. BMSA had also planned to train more young Bahamian people to drive karts with sufficient skill to participate in the Formula Americas Kart Academy by 2017.
The National Sporting Authority (ASN) was to work closely with the Commission Internationale de Karting (CIK) in order to effectively homologate the racing facility, intended to be used for karting. As in 2015 and 2016, BMSA was once again to be supported by the Organización Mexicana del Deporte Automovilístico (OMDAI), an FIA Regional Training Provider.

BANGLADESH
AUTOMOBILE ASSOCIATION OF BANGLADESH (AAB)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Establish a network of highly trained officials
Automobile Association of Bangladesh (AAB) aimed to establish a network of well-trained licensed motor sport officials, in tandem with the development rate of motor sport within the country. This was to be done through officials training and licensing, in which there were expected to be 50 participants.
AAB sought to build on work done in the past as part of its five-year infrastructure development plan to grow motor sport at a grassroots level within the country, which has included a feasibility study into the potential development of the country’s first karting circuit and motor sport facility, undertaken in 2015.
The success of the project will be measured at the end of the five-year infrastructure plan.
AAB intended to work with the Confederation of Australian Motor Sport (CAMS), an FIA Regional Training Provider. AAB officials were also to receive training in a number of other countries.

Attract grassroots-level motor sport participants
RACB focused on the development of motor sport within the country, through means of attracting more participants at a grassroots level. An indoor karting initiative – the Belgian Indoor Karting Championship (BIKC) - was to be the primary method of achieving this, with an expected attendance of around 500 participants, and a group comprised of 20 participants selected as finalists. The winner of this event was to receive a grant from the National Sporting Authority (ASN) to allow them to compete in an event sanctioned by the RACB.
This builds on work carried out in previous years by RACB, where the ASN has focused on delivering appropriate safety equipment to its motor sport safety officials, including radio communications systems, helmets and fire resistant clothing. As well as this, RACB has also in the past emphasised safety at rallies, by providing accurate information to race direction and making sure that was passed onto crews working at events through a new tracking and marshaling system.

Develop grassroots motor sport in the country
Belize Automobile Club (BAC) sought to develop motor sport within the country at a grassroots level. Its plans for accomplishing this goal included a karting programme, with an expected attendance of around 150 participants. The programme was to include a Train the Trainer element aimed at between five and eight driver coaches, to ensure a high level of efficiency in the teaching of driving techniques within the National Sporting Authority (ASN).
BAC intended to work with the Organización Mexicana del Deporte Automovilistico Internacional (OMDAI), an FIA Regional Training Provider. This project was to be run in collaboration with schools in Belize, and harness an element of road safety, as part of the FIA’s Action for Road Safety Campaign. FIA President Jean Todt is also the UN Special Envoy for Road Safety.

Training and Tracking Equipment
The Bulgarian Automobile Sports Federation (BFAS), delegated by the ASN, the Union Des Automobilistes Bulgares (UAB), aimed to purchase tracking equipment for cross-country events and train around 50 officials in the use of this equipment. This was with the goal of improving the safety and efficient running of cross-country events in preparation for becoming an FIA Cross- Country World Cup candidate event.
The BFAS would work closely with the FIA Rally Department to ensure the equipment purchased conforms to the appropriate FIA standard. The project has been validated by the FIA Cross-Country Commission.
A Cross-Country Rally is a sporting event in which the itinerary covers the territory of one or several countries and runs a total distance between 1200 and 3000km. The total distance for the selective sections must be at least 1200km. The event must last no more than 8 days (including scrutineering and Super special stage).

Establish affordable routes into motor sport for younger people
Chinese Taipei Motor Sports Association (CTMSA) aimed to give younger participants opportunities to get involved in motor sport at an affordable price level. The primary method involved in achieving this was to be the development and running of a karting slalom programme aimed at a group of around 400 participants. The karting slalom programme was to be run as eight separate camps throughout the year, with an inter-school cup competition to be run at the end of the year, adding a competitive element to the programme.
This builds on the National Sporting Authority’s (ASN’s) previous work in 2016, when it aimed to create a new international competition for grassroots motor sport and develop a higher level of grassroots motor sport in the Asian region. CTMSA planned to attract more people to participate in motor sport through high-profile but low-cost gymkhana events at local and international levels. It hoped to establish a multiple-round Asia Zone Gymkhana Championship in 2017, and demonstrate the possibility of a FIA Gymkhana World Championship taking place in the future.

Increase number of children karting
Touring y Automóvil Club de Colombia (ACC) aimed to increase the number of young people involved in karting through an entry-level karting programme, for which there was an expected turnout of around 100 entrants. From this initial group, a total of 14 were to be selected for inclusion in the final programme, at which point they would receive intensive theory and practical training.
This was to build on the National Sporting Authority’s (ASN’s) work in previous years, where ACC trained a total of 280 officials plus 80 adult drivers, 55 young karting racers and 36 race directors to raise their levels of competency and experience. The programme was created in 2014 with the Organización Mexicana del Deporte Automovilistico Internacional (OMDAI), an FIA Regional Training Provider, and the success of the programme was to be judged on the level of knowledge shown by the participants after they had completed their training.
ACC has also in the past selected 12 young people with the potential to develop into karting drivers, as well as to be leaders on mobility issues in their communities. The organisation has also aimed to boost participation levels at its karting facilities and attract more applications to the programme in 2017, with the hope of having at least eight drivers taking part in a karting championship in 2017.

Continue to develop young karting drivers
The Automóvil Club de Costa Rica (ACCR) aimed to attract more young people to participate in karting, and develop their skills alongside pre-existing drivers. This was to be done by conducting a grassroots karting programme, aimed at a group of around 80 participants. ACCR aimed to build on the positive steps taken in 2016 and continue to develop young driving talent through its ‘Stars of Tomorrow’ karting programme.
In the past, the organisation has also aimed to provide ongoing support for race tracks and schools, as well as create a mechanism to detect young driver talent. The Asociacion de Corredores de Kartismo (ACEK) was selected to work with ACCR on the project in 2016, which was to be measured as a success if 100 new drivers took part in each year of the two-year programme, alongside seven new karting events. As part of the initiative, three drivers, from a pool of 100 Costa Rican 11-14-year-olds, were to be selected to take part in a championship after passing a series of tests.

Engage young people with karting
Fédération Ivoirienne de Sports Automobile (FISA) aimed to introduce karting to the country, whilst at the same time engaging young people with motor sports. FISA’s plan to carry this out involved organising a grassroots karting programme aimed at a group of around 15 participants. The project was to begin with the purchase of karts, with the objective of training drivers in the second year of the programme, with the support of an FIA Regional Training Provider.
The programme adds a grassroots element to FISA’s plans to develop motor sport in Cote d’Ivoire, supplementing
the National Sporting Authority’s (ASN’s) previous work in more senior motor sport events. In the past, the ASN has assisted with the running of a round of the FIA African Rally Championship, providing a new timing system to aid safety crews at the Cote d’Ivoire round of the championship in 2015. This allowed the crews access to more accurate and faster timing, as well as helping to manage the race, develop a real race strategy and gain confidence and reliability.

Enhance skills of officials
Croatian Car & Karting Federation (CCKF) sought to enhance the levels of competency amongst its motor sport officials and trainers. In order to do this, CCKF aimed to provide a training programme for senior officials and trainers. The organisation intended to work with the UK’s Motor Sports Association (MSA), an FIA Regional Training Provider.
The work was to represent a continuation of the National Sporting Authority’s (ASN’s) long-term, multi-level activity. Previous examples of this include the ASN’s decision in 2015 to implement a training programme that would establish 15 of its senior motor sport officials as mentors to act as guides
and advisors for new drivers and officials. It also planned to provide teaching courses to prepare the mentors for their new roles.
Additionally, in 2016, CCKF planned to create a new training programme for its officials in order to improve the organisation of its events with maximum safety standards, and further train motor sport event organisers. As in 2017, the ASN intended to work with MSA, an FIA Regional Training Provider, to accomplish this.

Purchase of new IT System
Cyprus Automobile Association (CAA) aimed to purchase and implement a new IT system to improve the efficiency and capability of the National Sporting Authority (ASN) to manage motor sport events, license drivers and officials and communicate with member clubs.
The IT system will benefit competitions such as the Cyprus Rally and other national events, and carries on from CAA’s 2016 safety project which aimed to improve its communications equipment to increase safety at motor sport competitions, while also developing the procedures used during the running
of selected events. As part of the initiative, CAA set out to have better control of its events with “no space for mistakes” with regard to safety. The organisation also aimed to make the best communications equipment selection and train officials with the new kit, as well as offer its personnel training courses in line with FIA best practice.

The Autoclub of the Czech Republic (ACCR) sought to provide for young people interested in motor sport by presenting more opportunities to participate in the sport. Their National Sporting Authority (ASN) planned to do this with the development and running of an indoor karting academy for children between the ages of five and 10 years old, with attendance figures expected to be around 500 participants.
ACCR was to supply each of the venues hosting the indoor karting programme with the same equipment as well as the same academy programme. The most successful drivers from the academy were to be provided with direct support from the ASN, allowing them to be able to take part in the Czech Karting Programme, thus creating a streamlined progression from academy member to competing driver.

ETHIOPIA
ETHIOPIAN MOTORSPORT ASSOCIATION (EMA)

Develop a karting slalom programme
Ethiopian Motor Association (EMA) intended to develop motor sport in the country through the introduction of a grassroots programme. The programme in question was to be a karting slalom scheme, intended for a group of up to 36 drivers, with 10 coaches also in attendance. In the development of this programme, the National Sporting Authority (ASN) intended to work with Motorsport South Africa (MSA), an FIA Regional Training Provider.
This builds on the ASN’s prior work as part of the FIA’s karting slalom pilot, where it received two karts as part of a kit to enable it to set up and run a karting slalom event. In 2016,
EMA also aimed to acquire and implement a new electronic timing system, replacing the existing manual arrangements. The organisation’s objectives were to remove human errors to produce accurate results in a timely manner. After ordering and receiving the new electronic timing equipment, the EMA planned to arrange a training event for its timekeepers and results officers so they would become familiar with the new system, which would again take place in conjunction with MSA, an FIA Regional Training Provider.

FINLAND
AKK MOTORSPORT (AKK)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Enhance competency of karting officials
Finland’s motor sport organisation, AKK-Motorsport (AKK) aimed to improve the levels of competency and expertise of a number of its karting officials, in order to support its young karting programme. This was to be accomplished through a training programme aimed specifically at karting officials, with an expected participation number of around 430 people.
The National Sporting Authority (ASN) was also to host a round of the FIA Karting European Championship in 2017, which took place at the Mika Salo circuit in Alahärmä in July.
This was to build upon previous work done by AKK, which has, in the past, included efforts to increase and develop junior karting activities by giving member clubs concrete ways to take action at grassroots level. The ASN has also previously challenged potential partners to finance 100 new junior karts for use in these clubs. AKK has also previously developed new software to aid its volunteer management system in relation to the annual Rally Finland event.

FRANCE

Discover future rally stars
Fédération Française du Sport Automobile (FFSA) once again sought to discover the next generation of talented rally drivers, and this was to be completed through the National Sporting Authority’s (ASN’s) Rallye Jeunes programme, a young talent development scheme which has been run for more than 20 years. It has in the past produced top class-drivers such as multiple World Rally Champion, Sébastien Ogier. Three finalists were to be selected from the pool of applicants.
This builds upon FFSA’s positive steps towards youth development, such as a programme devised in 2015 that prioritised accessibility in order to facilitate access for new
young drivers to motor sport by detecting those with the most potential and providing them with a pathway to future success. The initiative was open to approximately 600 young drivers from the FFSA’s French Karting School. FFSA has also previously aimed to help young people who endure social difficulties to enjoy the sport.

Improve operation of motor sport events
Georgian Automobile Sport Federation (GASF) sought to improve the operation of rally, hill climb and rallycross motor sport events within the country. This ambition of enhanced running of motor sport events is directly tied to GASF’s ambition to re-establish a Georgian national rally championship, as well as to prepare candidate events for international series for consideration on FIA World Championship calendars.
In order to do this, the National Sporting Authority (ASN) was to purchase timing, communication and scrutineering equipment, as well as to oversee the application of training to group of around 30 participants in how to use it proficiently. Personnel from the equipment suppliers were to be present and assist with this training, in order to effectively instruct the trainees in correct usage of the equipment.

GERMANY
DEUTSCHER MOTOR SPORT BUND (DMSB)

Continue exemplary officials training
Deutscher Motor Sport Bund (DMSB) aimed to ensure a holistic approach to all its training elements, further strengthening the standards both for officials and drivers. The chief method of achieving this goal was to be the continuation of the DMSB Academy, where the focus would be on consolidating the methodology of training and materials, as well as the development of additional training materials, the training of coaches, and the mentoring and expansion of training partners, with an estimated group size of around 100 participants.
This complements work done in previous years, where DMSB has sought to develop and improve its training for approximately 2,000 officials since 2015. The organisation has also aimed to increase the quality of its officials’ work at
motor sport events, and aimed to have the course accredited by an education institution and provide a mentoring scheme for trainers and officials. Headed by President Ronald Craan, the ASN is a first-time applicant for the FIA Sport Grant Programme. Its 2017 safety project would be supported by the Automovil Club de Costa Rica (ACCR), who would develop, deliver and assess the training programme delivered to participants.

Ikatan Motor Indonesia (IMI) aimed to improve levels of consistency across all different disciplines and categories of motor sport throughout the country, as well as to develop an effective structure in regards to the management and development of its motor sport officials. This was to be achieved, chiefly, through a project aimed at developing and implementing sporting and technical regulations within the National Sporting Authority (ASN), as well as implementing homologation, and officials’ licensing. This was to be attended by a group of around 30 participants.
IMI intended to work alongside the Confederation of Australian Motor Sport (CAMS), an FIA Regional Training Provider. The organisation was also requested to invite neighbouring ASNs within close proximity to attend the programme, in order to maximise its effectiveness. The programme itself has been endorsed by the FIA Safety Department.

Motorcycle and Automobile Federation of the Islamic Republic of Iran (MAFIRI) aimed to implement safety training for race officials tasked with ensuring safety at karting, drifting and other speed events in Iran. The training would target marshals, race directors and stewards with approximately 30 participants set to take part.
The National Sporting Authority (ASN) is intending to work with Automobile et Touring Club du Liban (ATCL), an FIA Regional Training Provider, in order to ensure that the programme is developed and delivered in line with FIA standards.
This follows on from MAFIRI’s 2015 motor sport development project which aimed to improve the standard of its rally and circuit officials by implementing a training programme to cover trauma and basic life support training for the medical teams, scrutineers training and administrative team training. In total, the ASN aimed to have over 50 participants in the training sessions. Participants would be required to undertake an evaluation to assess their progress.

Automobile Club d’Italia (ACI) aimed to develop and implement a multi-level training programme specific to rallying events. The scheme would be delivered to 300 participants in an attempt to improve the competency of safety officials operating during rally events in Italy to support the safe running of rally events.
The programme is a continuation of the work carried out in recent years to improve the efficiency and safety of motor sport events under the provision of the National Sporting Authority. In 2016, ACI aimed to deliver a competencybased multi-level training programme for officials and also
improve their skills and safety awareness in event planning, event management and emergency response co-ordination, while improving safety at its national and international rally events. After determining and implementing the new training programme, which was open to at least 800 licensed officials, ACI planned to measure the success of the initiative by assessing compliance with the project timetable, completeness of the deliverables, satisfaction of project stakeholders including officials and ASN management and conformity to the quality and safety management system.

Kenya Motor Sports Federation (KMSF) sought to purchase and implement the use of extrication and medical equipment to improve the safety of rally events in Kenya and the National Sporting Authority’s (ASN’s) ability to handle incidents more effectively. The project’s proposal came in anticipation of KMSF’s bid for an African Rally Championship candidate event in 2017, followed by a World Rally Championship event in 2018/2019.
This follows on from KMSF’s 2016 safety project, which aimed to buy new radio equipment for the control, conduct and safe management of motor sport events in the country, primarily in rallies. Once the equipment, which was expected to include a suitable base station, repeaters, as well as individual, vehicle
and handheld sets, was purchased, KMSF planned to train radio operators to understand their new roles, the nature of motor sport and the new protocols and procedures needed to operate the new radios. The success of the project was to be measured and monitored by the careful observation of events that used the new equipment in order to recognise better and more effective levels of communications, improved event management and responses to incidents and accidents.

The major tasks associated with the project included new training for senior managers on event management, risk management, the preparation of rally safety plans, preparation for rally stages and Middle East Rally Championship (MERC) regulations.

Working with the UK’s Motor Sports Association (MSA), an FIA Regional Training Provider, MMF will seek to increase the efficiency of the licensing process for the benefit of officials and drivers alike, making it easier for both to organise and enter events respectively.
This follows on from MMF’s 2015 project, which aimed to produce an organisational structure to represent each
aspect of motor sport including a full business plan covering operational procedures, licensing systems and requirements for competitors, administration, permits, and marshals registration and training schemes. The key tasks for the plan were to facilitate democratic and transparent elections for MMF representatives, create a governance structure in a way that all member clubs would be able to reach an agreement on its future constitution, create a basic database for competitors to record their licences and any relevant medical history, as well an additional one for marshals and officials.

One of the ways this was to be achieved was to be the introduction and development of a Legends Championship,
aimed at a group of 20 participants. This championship was to be run in parallel with the Formula 4 Championship, thus reducing the running costs for the teams involved. The National Sporting Authority (ASN) is an FIA Regional Training Provider under the Officials Safety Training and Young Driver Programmes.

In order to achieve these goals, NMSF aimed to make improvements to the facilities, as well as to run a safety training programme for officials. The programme was to include an element of Train the Trainer, and was aimed at a group of around 75 participants. New timing equipment was also to be purchased.
This builds upon work undertaken in previous years, where NMSF planned to obtain new timing equipment for use in
its rally events to replace its older kit. The organisation then planned to train its officials and motor sport personnel to use the new timing equipment correctly.
The National Sporting Authority (ASN) intended to work with Motorsport South Africa (MSA), an FIA Regional Training Provider, in order to achieve these goals.

Maximise Motor Sport Development
Nepal Automobiles’ Association (NASA) aimed to develop short, medium and long-term strategies for the National Sporting Authority (ASN) across a number of areas to maximise its motor sport development capabilities. Activities included developing human resource and event management training, exchanging knowledge and training with 50 other ASNs from other countries. The initiative will also see NASA work alongside an FIA Regional Training Provider or FIA expert.
This followed on from NASA’s 2016 motor sport development programme, which improved Nepal’s racing circuit with new communications and safety equipment, as well as adding
more karts in addition to control and training rooms with enhanced kit.
Other development activities were set up to improve the skills of Nepal’s drivers and motor sport officials, including hosting regular self-sustaining events. The increasing number of karting drivers, improved communications and safety equipment being installed at the track led to an overall increase of safety for participants and officials.

KNAC Nationale Autosport Federatie (KNAF) aimed to develop a training platform to raise safety standards which would target both officials and drivers across the Netherlands. After conducting research ahead of the project, KNAF planned to provide new training for motor sport personnel, which would be offered to approximately 650 participants with the goal of enhancing and consolidating the training programmes available to KNAF’s officials and drivers.
To help achieve the project’s goals, KNAF will work with Germany’s Deutscher Motor Sport Bund, an FIA Regional Training Provider, who will direct, assist and ultimately oversee the implementation of KNAF’s newly-developed training platform.
This follows on from KNAF’s 2016 motor sport development programme, which provided training and certification to 100 instructors from approved race and rally schools and tackled issues such as fair play, positive coaching, behaviour, safety, anti-doping and sexual intimidation. The success of the initiative was to be measured by the amount of organised training that took place and the number of certified instructors and trainers it produced.

The system was designed to handle MSNZ’s licensing, event management, event entry, permit applications, event reporting, technical applications, training and club management, with further development planned specifically on the system’s event management capabilities and technical modules.
Bill Bawn, the MSNZ Sporting Manager, is responsible for managing the new system, which the MSNZ provides training on to affiliated club staff, event organisers and stewards. Following its creation in 2016, the success of the system’s usability will now be measured in how accurately and in a user-friendly way the planned updates allow it to be used by competitors, officials, events organisers and member clubs.

The Royal Automobile Club of Norway (KNA) aimed to develop its entry and elite-level training programmes, with the aim of improving the competency of young drivers via an updated broad curriculum. 150 participants will be catered for during the development project from both training programmes.
The ASN has operated this multi-level driver training programme for a number of years, and this latest project follows on from the 2016 scheme that aimed to continue KNA’s education programme for young drivers, with the goal of continuing to instil best practice principles into all motor sport participants in Norway. Aspects of the project included providing tools and resources for the drivers, the ‘Girls with
Speed’ initiative designed to get more women involved in motor sport, and the conferences and training offered to the junior participants. The success of the initiative was to be measured by how many young drivers from local clubs across Norway participated in the Programme and took part in the KNA’s organised conferences and workshops.

The initiative would aim to incorporate 30 participants chosen by the ASN, with a Train the Trainer programme implemented to coach members of the scheme to prepare and deliver their own training modules in accordance with FIA standards and guidelines. Ultimately, each participant can be expected to train others to run events safely, on time and within the regulations upon successful completion of the programme. The ASN is planning to work with the Automobile et Touring
Club du Liban (ATCL) as its official FIA Regional Training Provider to complete the programme.
This follows on from the OAA’s 2016 safety programme, which planned to provide four days of training for its circuit officials on the latest motor sport rules and regulations needed to put on a safe and well-run event.

PZM’s strategic plans included the purchase of specialist communications equipment to be used during each event for the safety of drivers, officials and spectators.
Both the equipment and training were to be delivered to and used by 100 officials tasked with creating a safe environment and operation for each race event.
The marshals were to be trained by PZM to be proficient in the use of the communications equipment. The success of the initiative was to be measured by the results of assessments that would be held after every event, as well as feedback provided via the monitoring of officials from the National Sporting Authority.

Federação Portuguesa de Automobilismo e Karting (FPAK) aimed to develop and deliver a training programme designed to improve the competency levels of circuit and rally officials as well as drivers in Portugal. FPAK wanted to improve the skills and safety awareness amongst its motor sport personnel in relation to on-track behaviour, emergency response coordination and event management.
The training programme, which follows on from last year’s multi-level training scheme for circuit and rally officials in Portugal, would be provided to 150 circuit officials and 50 drivers. The success of the initiative was to be measured by the results of the final assessments and reports written by the assessors involved in the process, as mitigated by the National Sporting Authority (ASN).
Last year’s programme followed a multi-level curriculum, and was provided to 61 technical officials and 85 sporting officials from the FPAK’s various clubs and associates, as well as eight students from the Engineering University of Oporto, and was scheduled in line with FPAK’s rally and circuit competition calendar.

ROMANIA
AUTOMOBIL CLUBUL ROMAN (ACR)
PROGRAMME: SOCIAL RESPONSIBILITY
Increase female participation in motor sport
Automobil Clubul Roman (ACR) aimed to target and deliver theoretical and practical training for prospective female drivers and officials in motor sport in an effort to increase female participation. The programme would see 180 females selected by the ASN to undertake the training scheme being run under the FIA’s Social Responsibility Programme and under the supervision of the FIA Women in Motorsport Commission, led by President Michèle Mouton.
This follows on from the ACR’s 2016 development programme, which planned to promote junior motor sport by offering a new grassroots motor sport programme to at least 200 16-25 year-old participants who would then compete in
motor sport events for the first time. Alongside this, training would be provided to 20 officials. To implement the new programme, ACR aimed to establish an updated national calendar for grassroots events that would be promoted via a dedicated website to the ASN’s member clubs and branches. ACR also planned to host safety training sessions for the new drivers, as well as selected talented juniors, and issue them with entry level licences.

RWANDA
RWANDA AUTOMOBILE CLUB (RAC)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Implement training for drivers and officials in karting
Rwanda Automobile Club (RAC) aimed to develop training for drivers and officials operating within karting in an attempt to increase both the number of participants and competency of young drivers in Rwanda. The initiative specifically targeted equipping the National Sporting Authority (ASN) with a group of local trainers under the Train the Trainer initiative. The activity targeted 12 participants, and would see the UK’s Motor Sports Association (MSA) act as their FIA Regional Training Provider.
This followed on from RAC’s 2016 motor sport development programme, which also incorporated the UK’s MSA, and developed a grassroots karting programme in Rwanda for its officials and young drivers. To do this, it purchased karts and associated equipment to run a small series of kart events
throughout the year, as well as train its personnel to run those events. Davite Gincarlo, an experienced motor sport competitor in Rwanda, would be responsible for managing the initiative, which was to be offered to 10 students from schools across the country aged 10-16 years who would be assessed for their level of driving skill and interest in motor sport before being approved.

SAUDI ARABIA
SAUDI ARABIAN MOTOR FEDERATION (SAMF)

Improve circuit & cross-country safety
Saudi Arabian Motor Federation (SAMF) aimed to develop safety at circuit and cross-country events by providing specialist training to race direction, marshals and other safety officials operating at competitions in Saudi Arabia. The major lessons that were to be incorporated into the training programme include teaching motor sport event management, risk management and safety, giving basic life support and rescue training, and providing marshals and other volunteers with specific guidelines.
SAMF aimed to deliver the safety training to 80 participants in conjunction the Automobile et Touring Club du Liban (ATCL), an FIA Regional Training Provider, and under the guidance of SAMF president, HRH Prince Sultan Bin Bandar Al Faisal. The success of the programme would be measured via assessments made by ATCL officials on the participants’ ability to apply the knowledge gained from the scheme at future race events.

SERBIA
AUTO-MOTO ASSOCIATION OF SERBIA (AMSS)

Train senior officials to improve event safety
Auto-Motor Association of Serbia (AMSS) sought to provide theoretical and practical training to senior motor sport officials in an effort to improve the safe conduct of motor sport events in Serbia. The new training sessions would be offered to a minimum of 50 AMSS marshals, 90% of which would be from the existing pool of volunteers and the remaining 10% would be newly recruited members.
The UK’s Motor Sports Association (MSA), an FIA Regional Training Provider, would help to manage and deliver the project once again, following on from its work with AMSS’s 2016 development programme, which implemented structures within the organisation to form relevant committees that would
be responsible for different areas of motor sport. It also planned to design and deliver new training courses for its officials and marshals, and streamline the resources needed to manage its officials, drivers and clubs by creating a new, easy to use database.

SLOVENIA
AUTO SPORT FEDERATION OF SLOVENIA (AS 2005)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Develop and homologate motor racing facilities
Auto Sport Federation of Slovenia (AŠ 2005) aimed to continue its development and upgrading of a driving facility that would be used for motor sport racing activities and to deliver safety training courses in an effort to increase participation in motor sport. The scheme would see the National Sporting Authority (ASN) liaise with the FIA Safety Department as the project progresses.
This follows on from AŠ 2005’s 2016 motor sport development plan, which saw the initial development of a multi-purpose facility designed to achieve FIA homologation.
The organisation hoped the success of the initiative would lead to motor sport competitors being able to improve their skills, promote the sport and provide better facilities to attract and train future professional drivers. The major tasks associated with the project were to include building the new areas of the facility, planning and constructing additional supporting infrastructure such as safety zones, fences, buildings, traffic lights and communications systems and technical support structures, as well as implementing staff training programmes and marketing and media activities relating to the upgraded facilities.

SOUTH AFRICA
MOTORSPORT SOUTH AFRICA (MSA)

Safety training ahead of inaugural World Rallycross round
Motorsport South Africa (MSA) aimed to establish and run training programmes for extrication and rescue officials in order to improve the competency of crews stationed at closed-car motor sport events. Such training is planned in anticipation of the country’s inaugural FIA World Rallycross event taking place at the Killarney race circuit in November 2017.
The National Sporting Authority (ASN) is an FIA Regional Training Provider under both the Officials Safety Training and Young Driver Training Programmes. The project has been fully endorsed by the FIA Safety Department.
This follows on from MSA’s 2016 project to restore a karting circuit to a safe and raceworthy condition to encourage grassroots motor sport activity and to avoid the possibility of it falling into disuse. The major tasks associated with the project were to engage contractors to carry out the work, supervise the restoration, obtain project engineer sign off for the completed work and conduct an inspection of the circuit to provide it with suitable accreditation.

REAL FEDERACION ESPAÑOLA DE AUTOMOVILISMO (RFEDA)

Increase competitor safety during hill climb events
Real Federation Española de Automovilismo (RFEDA) sought to improve the quality of its tracking systems for hill climb events taking place in Spain, with the aim of improving safety of such events by enabling race direction to more accurately locate drivers and officials during the event. The activity has been endorsed by the FIA Hill Climb and Safety Departments.
As an FIA Regional Training Provider under the Officials Safety Training Programme, the FIA will request that the RFEDA share its research, findings and details of its new tracking system in order to benefit other FIA member bodies around the world.
This follows on from the RFEDA’s 2016 development programme which aimed to improve the sporting and technical management of the various championships in Spain by equipping its volunteers and officials with new skills developed from updated training sessions. The success of the activity, which involved training for approximately 350400 senior motor sport officials, was to be measured by the quality of the sporting and technical management arising in the different motor sport championships held across Spain following the completion of the training.

SRI LANKA
CEYLON MOTOR SPORTS CLUB (CMSC)
PROGRAMME: SAFETY
Purchase & install hill climb safety equipment
Ceylon Motor Sports Club (CMSC) aimed to purchase and install new safety equipment for use in the country’s hill climb events in order to improve spectator safety, specifically with the addition of new safety barriers. CMSC’s project also targeted educating spectators directly via the production and distribution of leaflets and videos on how to stay safe when attending hill climb competitions, according to FIA protocol.
Throughout the project it is intended that CMSC work closely with the FIA Hill Climb Department to ensure that appropriate equipment is purchased.
This follows on from CMSC’s 2016 safety project, which aimed to procure the best safety equipment for driver extraction and emergency response and to safely teach officials in the operation of the equipment to improve motor sport safety in Sri Lanka. Hussain Akbarally, International Representative and past Treasurer for CMSC, was to be responsible for managing the activity, which was to involve evaluating suppliers of safety equipment, subsequently purchasing and testing the kit, as well as training 15 experienced selected officials in the safe use and maintenance of the equipment.

SUDAN
SUDANESE AUTOMOBILE AND TOURING CLUB (SATC)
PROGRAMME: SAFETY
Purchase timing equipment & implement safety training for officials
The Sudanese Automobile and Touring Club (SATC) sought to purchase specialist timing equipment and implement safety training for officials, with a specific focus on drifting and speed test events. This included the preparation of regulations and development of organising committees for national drift and speed test championships.
The project would see 40 participants take part, as selected by the National Sporting Authority (ASN), with the aim to improve the competency, experience level and safety awareness of officials in preparation for the introduction of national speed test and drifting championships. The ASN intends to work with the Automobile et Touring Club du Liban (ATCL), and in consultation with the FIA Drifting Working Group to ensure the correct regulations are developed.
This follows on from SATC’s 2016 safety project, which aimed to train its local motor sport officials according to FIA standards and safety practices, and also form the core of an organising committee that would be able to organise local and regional speed tests and drift events. A group of officials from the Yemen ASN would also attend. The primary objective for the project was to be the development of a number of highly-trained officials from both ASNs who could then start to organise motor sport events in their respective countries.

Hill climb is a branch of motor sport in which drivers compete against the clock to complete an uphill course. It is one of the oldest forms of motor sport, since the first known hill climb taking place in January 1897 at La Turbie near Nice, France.

SYRIAN ARAB REPUBLIC
AUTOMOBILE CLUB DE SYRIE (SAC)

Re-launch of karting races
SAC planned to purchase new karts and timing equipment in attempt to re-launch karting competitions in Syria, and as a first step to re-launching all motor sport activities in the country. The project’s end-goal was to provide facilities and equipment to develop motor sport through provision of an affordable and accessible option.
The scheme also sought to engage officials in both theoretical and practical training to ensure that competitions ran safely, on time and in accordance with the appropriate regulations.
This follows on from SAC’s 2016 safety project, which planned to buy new driver equipment for use in rallying and to encourage more participation in the sport. Equipment would include helmets and overalls, as well as seatbelts. The aim of the programme would be to encourage more drivers and co-drivers to participate in safe rallying through providing them with the necessary equipment. At the same time, the ASN would reinstate the control tower at its circuit to further encourage motor sport activities.

TANZANIA
AUTOMOBILE ASSOCIATION OF TANZANIA (AAT)

Increase safety & efficiency of motor sport events
The Automobile Association of Tanzania (AAT) sought to purchase timing equipment and implement training of senior officials in its use in a bid to improve the efficient and safe running of motor sport events nationwide. The project would be launched for the benefit of a number of motor sport disciplines and would target 50 senior officials operating in Tanzania.
Ultimately, each participant can be expected to run events safely, on time and within the regulations upon successful completion of the programme. As part of the programme, the National Sporting Authority (ASN) will be encouraged to introduce an officials’ licensing system, and will be assisted by Motorsport South Africa (MSA), an FIA Regional Training Provider.
AAT’s work with MSA continues the partnership forged during its 2015 motor sport development programme, which planned to purchase timing equipment to replace its old existing equipment, which AAT had used for a number of years. The equipment would be used on the Tanzania National Rally Championship and on its round of the African Rally Championship.

The organisation would then train 50 participants to use the new technology, as well as teach them first-hand how to run events safely in order to improve the competency, experience and safety awareness of officials.
The success of the project would be judged based on assessments made at the end of programme, with specific attention placed on a planned trial baja event including the newly-trained officials and use of the purchased timing equipment. NACT is planning to work with the Automobile et Touring Club du Liban (ATCL) as their FIA Regional Training Provider who would lead the management of the project.

Create online training module for vehicle recovery officials
Automobile & Touring Club for United Arab Emirates (ATCUAE) sought to create an online training module based on vehicle recovery, specifically for safety officials. The project would also see 60 participants attend an F1 Recovery Chiefs workshop jointly-hosted between ATCUAE and the FIA to share best practice of vehicle recovery. The event may also incorporate additional participants from National Sporting Authorities (ASNs) worldwide.
Focusing on Formula 1, Formula 2 and GP3, the end-goal of the programme would be to identify and share the safest and most efficient vehicle recovery practices, set to be outlined in
a new set of guidelines in the form of an e-learning module accessible to ASNs worldwide.
ATCUAE, an FIA Regional Training Provider under the Officials Safety Training and Young Driver Training Programmes, is already working with the FIA Safety Department for development of the module and would continue to do so throughout the project.

Development of Rally Future Project
The UK Motor Sports Association (MSA) is working towards implementing a vehicle tracking system in stage rallying. Live tracking systems enable the locations and movements of cars, as well as any incidents, to be alerted to the event HQ and the relevant emergency services in real time. Not only does tracking play an important role in safety and risk management, it also assists organisers in event management. MSA is currently engaged with a preferred supplier, which is developing a bespoke GSM-based system with voice capability, and the potential to track up to 150 cars on any one event and provide coverage of up to four special stages simultaneously.
MSA is an FIA Regional Training Provider under the Officials Safety Training Programme, and the project has received endorsement by the FIA Safety Department.
This project follows on from MSA’s 2016 development project, which aimed to deliver training sessions for safety car crews working at motor sport events across the UK in order to try to improve spectator safety. The project was developed in response to the recommendations from the Motor Sport Event Safety Review.

AUTOMOBILE COMPETITION COMMITTEE FOR THE UNITED STATES (ACCUS)
PROGRAMME: SAFETY
Improve competency of NHRA technical inspectors in US and Canada
The Automobile Competition Committee for the United States (ACCUS) endorsed a project developed by the National Hot Rod Association (NHRA) to provide training for their Technical Inspectors with the intention for participants to then train others across the US and Canada. The project would be delivered to 20 participants initially with the potential to educate a further 1000 technical inspectors and 30,000 NHRA-licensed drivers through the multi-level scheme.
It is envisioned that the programme will ultimately improve the competency levels of Technical Inspectors for all NHRAsanctioned drag racing events. Following the conclusion of the programme, the NHRA will share the training materials with the FIA for widespread use amongst its members.
ACCUS’ last FIA grant project in 2016 aimed to introduce the FIA’s Formula 4 concept to the USA to provide a lower cost entry-level car formula series in the country. The organisation also planned to build the series so that it met both the FIA and the Sports Car Club of America’s goals, and provided value through sponsor partnerships that encouraged growth of a strong formula car ladder in the USA.

ZAMBIA
ZAMBIA MOTOR SPORT ASSOCIATION (ZMSA)

Purchase & equip FIV unit
Zambia Motor Sport Association (ZMSA) sought to purchase and equip a vehicle to be used as Fire Intervention Vehicle unit to be operated by officials from the National Sporting Authority (ASN). Additionally, the project would see officials receive specialist training on how to operate the equipment ahead of its wider use across motor sport events in Zambia.
The ASN is intending to work with Motorsport South Africa, an FIA Regional Training Provider, who will develop and oversee the training programme.
This follows on from ZMSA’s 2016 safety project, which aimed to introduce karting to the country by means of a
karting slalom project. The plan was to purchase 3 sets of karts plus driver kits and cones in order to try to engage young people in the sport. The project was endorsed by the National Sports Council of Zambia and the Ministry of Youth and Child Development. The initial plan for the programme was to take the karts and equipment to schools and colleges around Lusaka to demonstrate what can be done and to try to raise interest for young people to take up the sport, then to extend the scope to other provinces.

ZIMBABWE
ZIMBABWE MOTOR SPORTS FEDERATION (ZMSF)
PROGRAMME: MOTOR SPORT DEVELOPMENT
Acquire new timing equipment
Zimbabwe Motor Sport Federation (ZMSF) aimed to purchase new timing equipment for use across the country’s motor sport activities and it would train its personnel to use the new technology. The project would encompass 10 participants who would be selected for training in order to improve the efficient running of motor sport events. Ultimately, the scheme would encourage more national and international competitors to participate in competitions hosted in Zimbabwe.
The 10 participants will be trained directly by the suppliers of the timing equipment.
This follows on from ZMSF’s 2016 safety project, which aimed to ensure safety measures at its race meetings were upheld by making sure its circuits were kept clear of unauthorised persons and vehicles at all times, and by keeping those facilities properly protected from vandalism and theft by building earth embankments around the premises. These embankments would be high enough to prevent vehicles from crossing them. Through this project, the ASN hoped to facilitate the efficient running of motor sport by preventing theft of essential circuit equipment and infrastructure and avoiding the presence of unauthorised vehicles on site.
