FOREWORD
In its short history, the FIA Innovation Fund (FIF) has backed an impressive number of projects that have provided significant benefits and delivered tangible outputs across both the Sport and Mobility pillars of our Federation.
But above all, let us celebrate the achievements of the FIA Innovation Fund, and our ambition to deliver new solutions to global issues that will help to create a safer and more sustainable world. This is what epitomises the FIF.
Since the launch of two pioneering projects in early 2018, many innovative and useful ideas have been funded by the FIF, pursuing its mission to create a lasting legacy of innovation for our Federation and bring a positive contribution to our society.
I believe this goes hand in hand with our #PurposeDriven movement, with the Fund being a unique platform to showcase our contribution to society and trigger new actions that will achieve a positive change.
With the COVID-19 pandemic causing wide-ranging disruption in the life of everyone around the planet, the need for support of our Member Clubs has been more important than ever. The FIF has enabled projects that do just that, such as the Sport Clubs Development Programme and FIA Mobility Worldwide, which have helped many of our Clubs recover from the crisis and restart their activities.

INTRODUCTION
Since joining the FIA in March 2020, it has been my privilege to champion the number of projects backed by the FIA Innovation Fund (FIF) that have benefited motor sport and mobility worldwide. With an additional 14 projects approved in 2020 and 2021 so far, it has certainly been a busy period for the FIF in delivering initiatives that support our Clubs, members and society at large. This brochure gives details about each of the 39 projects we have supported to date through the FIF, across five global themes: Sporting Ambition, Safety Quest, Mobility Future, Development Drive and Society Impact. They demonstrate how the FIF has given back to the FIA Community by improving safety across the FIA’s Mobility and Sport pillars; supporting Clubs through the COVID-19 crisis and beyond; ensuring motor sport is sustainable and accessible to all; addressing the key challenges and opportunities of tomorrow’s mobility; and helping the FIA family to make a positive impact on society.
We believe each of these projects captures the spirit that embodies the FIF and is testament to what we can do when the FIA Communit y comes together to create new and innovative ideas. As it continues to grow and take on more exciting projects, I would like to acknowledge and thank all of the stakeholders, Clubs, Commissions and project leaders that have so far contributed ideas and proposals to the FIF, and I invite more members from the FIA family to submit their projects to us and form part of this legacy.

THE FIA INNOVATION FUND The FIA Innovation Fund (FIF) is a strategic fund launched by the FIA in December 2017 to allocate the proceeds from the sale of the FIA’s one per cent share in Delta Topco (the previous Formula One Commercial Rights Holder) to Liberty Media. The Fund aims to support new and worthwhile ideas submitted by members of the FIA family that can generate lasting benefit for the FIA and its global community.

The FIF Department, based in Paris and headed since March 2020 by Ms. Onika Miller, is tasked with administering the current FIF portfolio and giving visibility to the variety of projects supported. INVESTING IN INNOVATION TO CREATE LASTING BENEFITS In its quest for a safe, accessible and sustainable motor sport and mobility world for all, the FIA has placed innovation and legacy at the core of its brand identity and made them key goals for its Innovation Fund (FIF). The projects selected and funded by the FIF not only have the potential to create significant long-term global impact, they also represent a unique conceptual platform to trigger new actions

SPORTING AMBITION Accelerating growth and participation in motor sport Ensuring motor sport continues to grow and reach new audiences is the FIA’s priority. The FIA Innovation Fund has been accelerating investments to make the sport more sustainable and accessible. These projects include fostering new and diverse talent from under-represented backgrounds, engaging the youth, promoting grassroots championships, as well as venturing into the world of Esports and positioning the FIA at the forefront of the hybrid and eFuels revolution.
SAFETY QUEST Pursuing Vision Zero across motor sport and mobility Safety is the primary concern for the FIA across both the Mobility and Sport pillars. This is why the FIA Innovation Fund has strongly supported projects that have the potential to improve safety across a wide variety of topics. Initiatives include the development of new technological tools and mobile applications to make motor sport safer, the creation of top-quality safety equipment for four- and two-wheel users on and off the track, and the advancement of advocacy tools to promote a road safety culture.
MOBILITY FUTURE Advancing smart solutions for the future of transport and tourism Mobility transformation and increased connectivity are among the key challenges that the mobility community faces worldwide, but they also represent interesting opportunities for FIA Clubs. The FIA Innovation Fund is boosting the development of solutions that will create a more connected mobility sector for the benefit of Clubs and their members. These projects will enrich society not just in urban areas, but also across countries as governments look to achieve sustainable mobility.
DEVELOPMENT DRIVE Empowering FIA Clubs to develop and grow The FIA is committed to supporting the development of all its Member Clubs across Sport and Mobility so that they may grow and flourish. The FIA Innovation Fund is backing projects that are designed to enhance Club capacity and raise their competency level, through the provision of training programmes, toolkits and reports, as well as focused funding, tailored mentoring and business advisory solutions that will help FIA Clubs develop or expand their activities.
SOCIETY IMPACT Delivering positive contributions to society worldwide In a changing world faced with immense challenges, the FIA is taking the lead to deliver a positive impact on society. This is showcased through projects and initiatives enabled by the FIA Innovation Fund which tackle the social inequalities of the world in the fields of gender and diversity, health and climate change. This builds on the values of the FIA PurposeDriven movement which seeks to accelerate meaningful change and enrich the contribution that the FIA community makes to society.

PROJECT ASSESSMENT AND SELECTION PROCESS Applications for funding are open to all 245 FIA Member Organisations (National Sporting Authorities, National Automobile Clubs and Mobility Clubs) that are representing the FIA in 146 countries today. Project ideas originating from within the FIA administration will also be considered. Given its exceptional nature, the FIF is intended to support projects that have the potential to benefit the whole FIA Community, not just a single Club or stakeholder. This differentiates the Fund from existing grant processes within the FIA, such as the FIA Road Safety or Sport Grant Programmes, which are financed through the FIA regular budget. The application and assessment process typically starts with the submission of a concept paper which is pre-assessed by the FIF Department and FIA Administration against a set of defined entry criteria: the project must be innovative, demonstrate high impact and tangible output, be strategically aligned with the FIA, and not be currently funded. The concept paper is then considered by the FIF Sport or Mobility Working Group, depending on the nature of the project, or by both Working Groups in the case of a cross-pillar project.

Provided the Members of these Working Groups endorse the concept, the next step for the project leader is to submit a detailed project proposal. SMART criteria have been put in place to govern the assessment process at this stage: to be eligible for funding, the project’s objectives must be Specific, Measurable, Achievable, Realistic and Time-bound. Once assessed internally by the FIF Department and FIA Administration, the project proposal is submitted to either or both FIF Working Groups. Once endorsed by the Members, it is then brought to the level of the FIF Steering Committee (FIFCO) which comprises the Members of both Working Groups, for a final and overall assessment leading to the adoption of the project. The final stage in the process is the presentation of the project proposal by the FIF Department to the FIA Senate, with a formal request for approval and funding.

FIA at the Youth Olympic Games DATE OF APPROVAL: 24.05.2018

The Youth Olympic Games is an international multi-sport sport event for athletes aged 14 to 18, combining sports performance, culture, and education. It encourages young people to adopt and represent the positive values of sport: respect, friendship, and excellence. 2018 marked the first ever participation of the FIA in an Olympic event, with Sport and Mobility joining forces at the Buenos Aires Youth Olympic Games to promote the FIA Road Safety campaign and values as well as showcase electric motor sport to the Olympic world. Reinforcing the FIA’s position as a full member of the International Olympic Committee, and opening doors for further collaboration between the FIA Member Clubs and the National Olympic Committees, the FIA participation in the 2018 Argentinian Games aimed at engaging with the younger generation about road safety, creating a fun and educational event, and demonstrating e-karting as a safe, entertaining and environmentally friendly sporting discipline. The FIA returned to the Youth Olympic Games held in Lausanne, Switzerland in 2020 where attendees learned about road safety through the FIA’s Golden Rules campaign, and in the spirit of competition the second part of the exhibition featured an e-karting experience.
FIA Motorsport Games DATE OF APPROVAL: 09.05.2019

One place, one global multidisciplinary event to celebrate motor sport and give amateur drivers from all countries the unique opportunity to race for their nation: this is the spirit of the FIA Motorsport Games. The inaugural event, staged in Vallelunga, Italy in November 2019, included the participation of 192 competitors representing 49 FIA Clubs in six sporting disciplines: GT, Touring Car, Formula 4, Drifting, Karting Slalom, and Digital Motor Sport. The top three from each category were awarded gold, silver or bronze medals. The main aim of the Games is to introduce nation vs. nation competition in motor sport, and through that give FIA National Sporting
Authorities the chance to gain recognition in their domestic sport and political scenes. The project includes the provision of dedicated support and a package of marketing/ communication tools to empower the Clubs and ensure maximum participation in the event. The first event, co-organised with promoter SRO, was broadcast to 110 countries and saw Team Russia crowned 2019 FIA Motorsport Games champion. The Games will return for their second edition in France in October 2022 featuring an expanded programme of 18 disciplines with an enhanced commitment to grassroots motor sport, making it attractive to a larger number of Clubs.

FIA Rally Star DATE OF APPROVAL: 12.12.2019

As the World Rally Championship calendar expands into new markets outside Europe, it is essential to create new heroes that fans can identify and engage with. FIA Rally Star is an ambitious global talent detection programme that aims to identify rallying prospects and nurture the best talent through to the World Rally Championship (WRC) level across a five-year scheme. Largest ever rally driver detection operation organised by the FIA, it is based on strong fundamentals: youth-oriented, inclusive and benefiting the entire rally pyramid. Open to girls and boys aged 17 to 26 and backed by an impressive cohort of partners, this innovative initiative starts with

a mass detection phase relying on slalom and digital challenges. National Sporting Authorities all over the world are encouraged to organise selections or plug in their own detection programmes to identify the most promising talents. These national events, which started in 2021, will be followed in 2022 by six Continental Finals using Cross Cars. A Woman’s Final will also be organised with the best female drivers from each continent selected through a worldwide shoot-out. The winners of these seven Finals will receive tailor-made training during one year, and the four best drivers will ultimately move on to one or two full seasons in FIA Junior WRC.

Deployment of the FIA Performance Factor DATE OF APPROVAL: 03.07.2020

Hill Climb is a true grassroots motor sport with participants at both professional and amateur levels. The FIA European Hill Climb Championship is the oldest of the FIA Championships still running today, with its first edition dating back to 1930. However, while drivers enjoy the advantage of the competition being open to a large range of cars, this has made the classification in the sport far too complex. The FIA Performance Factor (Pf) provides the solution by introducing a new classification method based on weight/ performance ratio. Drivers can now easily obtain the Pf value of their car by declaring its basic technical specifications in a user-friendly online calculator. This simplified classification system will benefit competitors, National Sporting Authorities, officials and organisers, and make it possible for more drivers to enter FIA European Hill Climb Championship events in Category 1 of “closed cars”, allowing for unprecedented confrontations between cars from different backgrounds but with similar performances. The deployment of the Performance Factor, which includes training for the officials and organisers, was delayed as the COVID-19 pandemic brought Hill Climb to a complete halt. With the restart of motor sport, the Pf is now being deployed within the FIA European Hill Climb Championship, FIA International Hill Climb Cup and FIA Hill Climb Masters. Promotion of Underpromoted FIA Championships DATE OF APPROVAL: 18.09.2020

Major FIA Championships benefit from significant promotion efforts from their appointed promoters. Yet many other FIA competitions do not enjoy that level of media coverage although they feature highly engaging sport and entertainment content. Launched in 2020, this project includes the creation of exclusive promotional video content shedding light on the broad and diverse world of FIA competitions including Hill Climb, Autocross, Cross Car, Cross Country and Regional Rallies, the FIA E-Rally Regularity Cup, Karting, Truck Racing, Dragster, the Formula Regional European Championship and Drifting. The documentary series, packaged as FIA Pure Motorsport and delivered in partnership

with Cooper Tire Europe, features a total of 23 grassroots championships with monthly episodes that include driver profiles, tech talks with experts, behind-the-scenes footage and social media highlights. In addition to the FIA’s own channels, the show is aired around the world by a host of broadcasters, including Sky Sports, BT Sport, FOX Sports and ESPN. The aim is to generate media exposure for these underleveraged FIA competitions and showcase their unique and fascinating stories to a wider public, providing better opportunities for competitors to recruit sponsors, thereby increasing the overall health of amateur motor sport worldwide.

Rally1 WRC Franchise DATE OF APPROVAL: 29.10.2020

2022 will mark the beginning of a new era in the World Rally Championship, with the introduction of a hybrid state-of-the-art plug-in unit in the top category cars, in line with the FIA’s drive towards new technology and sustainable energy. The Rally1 WRC Franchise is an innovative model that aims to support the technological revolution towards hybrid engine and eFuels in WRC and put the FIA at the heart of the development and deployment of hybrid technology in motor sport. The project involves the joint investment of the FIA and the three Manufacturers currently competing in WRC – Toyota Gazoo Racing, Hyundai Motorsport and M-Sport Ford – in the initial development costs of the Rally1 Hybrid Unit in 2021, for an introduction in the 2022 WRC season. The franchise system comes with a three-year “new deal” commitment from the three WRC Manufacturers which brings greater stability to the Championship by shifting it to a numerus clausus, the most profitable and sustainable model for professional sports as demonstrated with F1 or FE. This is also the first step towards positioning the WRC as a 360° showcase of sustainable automotive, with sustainable fuel and power generation coming next.

FIA Rally Champions World Tour DATE OF APPROVAL: 04.01.2021

While FIA Regional Rally Championships take place on all six continents and involve more than 50 ASNs, only the European round benefits from the support of a promoter which brings significant media exposure. Developed in partnership with Hyundai Motorsport, the initiative aims at boosting the FIA Regional Rally Championships and making them more attractive to competitors by rewarding the five champions from the Africa, Middle East, Asia-Pacific, South America, and North & Central America Rally Championships with a drive in a WRC2 event of the following year’s World Rally Championship. This project, which spans over four years, is expected to increase the number of competitors in these Championships as well as the average number of rallies per competitor. It will also provide greater diversity in WRC by bringing competitors from non-European nationalities to the top of the Rally pyramid. By creating a pathway to showcase drivers coming from regions that are under-represented in WRC, this project will give new impetus to the FIA Regional Rally Championships and generate positive media coverage, while highlighting the pledge given by the FIA’s #PurposeDriven movement.

Esports has become an important avenue to attract young audiences to motor sport. In recent years, it has started to become a pathway to real-life motor sport competition.

Sim-racing is not the same as real-world racing. For example, crucial aspects such as the element of risk involved in motor sport, are not there. However it is one of the few Esports genres where many of the skills are transferrable to the real-life sport equivalent.
The ranking system will help FIA’s National Sporting Authorities to develop their Esports offerings, understand future opportunities within Esports and engage key stakeholders that will facilitate the growth of the FIA Esports community. In the longer term, the FIA is envisioning the creation of FIA Esports competitions in which ASNs will have a key role to play with the regulation and organisation of Esports activities in their respective territories.
With external support from Esports experts in the legal, business, sporting and technical fields, the FIA has started developing an Esports World Ranking which will serve as a federated and integrated ranking system for registered drivers. The project, which

From national to world championships, rallies are governed by the same sporting principles and FIA-homologated cars are compatible with all levels of the Rally pyramid. And it is frequent to see crews competing in different championships during the same season. Building on this specificity of rally, the FIA Global Rally Ranking aims to bring together all the WRC, Regional and National Rally drivers and co-drivers, both amateurs and professionals, into a single classification through which they will obtain points when they participate in competitions using FIA-homologated cars. Similar to tennis, golf or sailing, rallying will have a new ranking asset that will compare the performances of drivers and co-drivers competing in eligible events at international, regional and national levels of the FIA Rally Pyramid. This innovative initiative will contribute to the promotion of the discipline on the global stage, increase the attractiveness of the FIA Rally ecosystem and strengthen links within the rally community worldwide. For the first year of roll‑out (2022), the objective is to onboard at least 20 ASNs willing to include their national championship in the global ranking and to have 1,000 drivers and 1,000 co-drivers registered in the system.
FIA Digital F4 Toolkit DATE OF APPROVAL: 12.11.2021

Esports is currently the fastest-growing sector of the video games market. As part of its ambitious strategy for this discipline, the FIA is evaluating the feasibility of providing a regulated framework to develop national FIA Digital F4 Championships. Developed in cooperation with an appointed game publisher, the FIA Digital F4 Toolkit is a step-by-step guide on how to organise a national FIA Digital F4 Championship based on FIA Sporting Guidelines. It will assist ASNs currently organising traditional F4 Championships as well as those not currently involved, providing a unified and common system to all of them. It will also

support other institutions willing to develop an F4 Digital Championship certified by FIA. Capitalising on a global market trend, this innovative initiative is expected to raise awareness about FIA-Certified Formula 4 by growing its license-holder base, engaging new fans and bringing out new talents from the Esports universe. By building a more accessible pathway into the F4 category for youngsters from all genders, social, ethnic and economic backgrounds, this project will bring a new entry door to motor sport that will encourage greater diversity in motor sport.

A UN study found that 3.4 million deaths in Asia, Africa and Latin America between 2008 and 2019 might have come from motorcycle crashes, and that as many as 1.4 million of those fatalities could have been avoided with proper use of safe helmets. The FIF is supporting a dual project around helmet safety that will benefit two-wheel road users all over the world. The Helmet Safety Rating system, designed for high-income countries, will provide motorcycle riders with important information on the safety performance of helmets available in their region, in a manner similar to the NCAP test ratings applied to new cars. FIA Clubs will have an opportunity to play a role in educating riders on helmet safety. For the low- and middle-income countries, the FIA Safe and Affordable Helmet Programme has initiated the development by helmet manufacturers of safe and affordable helmet models in accordance with UN standards, designed to suit motorbike and scooter riders in hot, humid climates, for a selling price of around US$20. A batch of 3,000 helmets was produced and user-tested in selected pilot countries. As the project is expanding to all regions of the world, the FIA is calling on governments and international corporations to join and support this initiative, which has the potential to save thousands of lives on the roads.

Neck injuries are recognised as a major problem across various disciplines of motor sport, starting with karting. New technology can bring significant improvement by improving the performance of neck braces. The project’s goal is to design a new neck brace prototype using a novel and innovative concept which provides increased protection for a wide range of use cases. The research is focusing on redistributing forces away from the neck during karting accidents involving rollover or where the competitor is ejected from the kart.

The new neck brace will significantly reduce the number of neck injuries across a range of motor sport disciplines and will benefit all age groups across all levels of competition, with promising cross-over to hobby-level activities such as leisure karting, motocross and mountain biking. Once the new FIA standard for neck braces is published, the next steps will be to garner support from the industry to develop products for both competition and hobby users, and to collaborate with the Fédération Internationale de Motocyclisme (FIM) to introduce the new neck brace device in motorcycle competition.
New Tools to Reduce Rally Spectator Fatalities (FIA Global Strategy for Rally Safety) DATE OF APPROVAL: 13.12.2018

Most fatalities in regional and national rally over the last five years have involved spectators. Best practice from the World Rally Championship coupled with AI-based technology form the basis of the FIA’s strategy to improve safety in rally. It started with the multi-lingual publication of the FIA Rally Safety Guidelines. Their correct implementation ensures the protection of spectators, competitors, marshals and media alike. To that end, Rally Safety Delegates and the FIA Rally Safety Task Force were deployed at Regional Rally level, and ASN Safety Delegates were established at national level. Simultaneously, the project also included the development of new technologies, including a Command & Control Centre app that uses the Rally Watch software and relies on spectator detection via crowd-sensing tech embedded in drones, and onboard cameras running artificial intelligence image recognition algorithms. Altogether, these new tools will give Rally Control and the Rally Safety Delegate the ability to display and monitor live information on spectator positions on a rally stage. It is planned to deploy and test the full system in WRC in 2022 before rolling it out at the regional and national rally levels.

This project aims at raising the competency levels of motor sport officials worldwide and harmonising this knowledge across Sport Clubs, thereby increasing their overall ability to conduct safe and sustainable motor sport events. This is done through the delivery of standardised training content around the world, including ‘Train the Trainer’ seminars which ensure that the FIA-appointed trainers are properly equipped themselves. With this multi-level training programme, the FIA is building capacity among its Clubs and developing a skilled global network of ASNs and ACNs. The project started in 2019 with the delivery of Rally and Hill Climb Marshals Seminars across the six regions, alongside Medical Seminars in Africa, Europe and Asia Pacific. 2020 saw the production of a special COVID-19 module to accompany the restart of motor sport activities, as well as pilot modules for Regional Stewards and ASN Safety Delegates, rolled out in all regions alongside Circuit Officials modules.

The leading cause of death in young people and children around the world is linked to traffic hazards. Each of these fatalities and severe injuries can be related to one or several global companies. To help these companies work together towards a more sustainable and socially responsible future, and in line with its Action for Road Safety global campaign, the FIA has started work around the development of the FIA Road Safety Index. This will be the first ever initiative that assesses the performance of the private sector on safe mobility and sets a direction for improvement. The Index will be based on well-known, common and legitimate standards including ISO 39001 standard for Road Traffic Safety (RTS) management systems, and GRI 403 standard for Occupational Health and Safety. In the global shift towards corporate responsibility and sustainability, this will be an important component of every company’s ability to attract capital. It will help investors assess which companies are servicing their stakeholders effectively, and will provide a strong advocacy tool to FIA Clubs.

VIAFIA has a rejuvenated membership model that allows premium users to access data, discounts, and opportunities through the platform. While content is currently uploaded by FIA staff, it is planned that subscribers will also be posting country-specific documents and data to enrich the platform with the most accurate information. But this new user-friendly tool does not only provide up-to-date tourism and mobility information on many countries around the world, it also enhances FIA Clubs’ capabilities in answering queries relating to tourism and travel, and positions the FIA as a leader in national discussions on tourism. As such, it is increasing the efficiency of vehicle use and promoting alternate modes of transport including shared and public transportation services. Developed by Spain’s RACC and available in several Spanish cities, the CityTrips app is a mobility assistant that comprehensively aggregates all available mobility options to provide a hassle-free experience for users from multi-modal journey planning, through to booking, purchase, and travel. With the participation of Mobility Clubs, CityTrips aims to become a global MaaS platform that will provide easy access, through a single application, to all mobility and related valueadded services, in turn offering benefits to mobility operators and Mobility Clubs. The main goal is to provide a modern and secure digital identity solution that can replace the physical Club membership card as a standardised and internationally accepted authorisation method in travel or breakdown situations. Eventually, this will lead to the development of an interconnected database facilitating cross-border roadside assistance and touristic services provision for members travelling abroad.

The mobility sector is witnessing a new type of electric, on-demand and automated airtransport service that will transform daily mobility and change our society as a whole. As innovative start-ups, established industry players and national governments alike are joining forces in shifting certain types of transportation from road to air, the Drone Academy comes at a crucial moment to position FIA Mobility Clubs as leaders in this emerging technology. Led by Switzerland’s TCS, this project aims to establish a centre of excellence that will act as the FIA’s clearinghouse for all aspects relating to the professional and private use of electrically-propelled drones and jets, capable of vertical take-off and landing. For FIA Members, the Drone Academy will be the direct link to the thriving Unmanned Aerial Vehicle (UAV) industry, enabling them to develop their own drone-related business in the area of urban air mobility and even personal airborne mobility. As such, the Drone Academy project puts the FIA and its Members at the heart of a new mobility paradigm, just as the Clubs played a pioneering role in contemporary everyday mobility.

A personalised loyalty portal will be made available to the Clubs that do not already have one, and best practices will be shared to optimise their loyalty marketing strategy.

Intended to support Sporting Clubs facing challenges with their structure, management and the development of their activities, the Sport Clubs Development Programme was rescoped to help Clubs face the COVID-19 crisis and restart motor sport. In June 2020, the funds allocated to this programme became an integral part of the FIA global contribution towards ASNs/ACNs, under the umbrella of the FIA Solidarity Programme. Grants supported by this contribution fall under four main topics: grassroots programmes for the restart of motor sport, COVID-19 assistance projects, emergency assistance to help Clubs adjust during the crisis, and capacity building to help Clubs develop their structure and motor sport strategy. The 36 countries that have benefitted from the FIF-supported solidarity contribution include Guatemala and Albania for grassroots projects; Bahrain, Indonesia, and Ireland for COVID-19 measures such as supplying Personal Protective Equipment; Namibia for emergency reconfiguration to strengthen the Club; and Honduras and Burundi for capacity building projects.

Motor sport is a show enjoyed by millions across the globe. But it is also an industry that involves a large scope of stakeholders and accounts for an important direct and indirect economic contribution to society, as this report demonstrates. The study, produced in collaboration with EYParthenon, reveals that the global motor sport industry represents €160 billion total annual gross

The report, released in July 2021, is the first ever global economic study of the motor sport industry. The research phase has provided the opportunity for all FIA’s 145 Sport Member Clubs to directly contribute country-level data
to build the evidence base for the analysis. This report represents a unique advocacy tool for ASNs and ACNs in discussing the relevance of motor sport with local governments or potential partners and investors. It will also reinforce the motor sport ecosystem worldwide, create a solid base for further motor sport developments, and promote the creation of new events, jobs, and revenues worldwide.

As the crisis hit in 2020, most modes of transportation ground to a halt, and so did mobility. For the vast majority of FIA Mobility Clubs and ACNs across the globe, it was a question of surviving, then re-bounding and growing for the future.
This formed Part I of the project, conducted in partnership with EY-Parthenon, which involved direct funding support to selected Clubs and concluded in December 2020 with the release of a Best Practice Toolkit to help Clubs seize new opportunities.
Initially designed to provide mentoring support to new and existing FIA Member Clubs, the FIA Mobilit y Worldwide programme was rescoped to face the exceptional situation caused by the COVID-19 pandemic and address the need for rapid recovery of the FIA Clubs.
Part II, launched at the start of 2021, is addressing medium to longer term support to Clubs. Building on the successful outcomes from Part I, it is seeking to drive thought leadership and business development along fundamental improvement themes, operationalise local and concrete support projects through funding, and allow more Clubs to participate in the programme.
Implemented from June 2020, Mobility Worldwide kicked off by providing focused business advisory solutions to address the most pressing needs of at-risk Member Clubs.
FIA eLearning: Driving Training Forward DATE OF APPROVAL: 03.07.2020

Training is essential to the delivery of safe and sustainable motor sport events. Pertinent to the challenges that global motor sport and the world in general are facing, eLearning comes as a contributing mechanism for change. Aimed at developing and deploying online modules to assist all FIA ASNs and ACNs, Competitors, Officials and Volunteers, the FIA eLearning platform is an opportunity to increase the reach of FIA training in an efficient and cost-effective way, alongside the suite of existing and wide-ranging physical in-person training programmes. The use of eLearning will contribute to raising the global standards of motor sport by delivering 32 unique training programmes which focus on supporting FIA campaigns, encouraging sport participation, supplementing existing training, providing new training solutions, supporting soft skill development, and teaching STEM subjects. These modules, which started to be launched on the platform in November 2021, will be used for quick training deployment, which is not always possible via ‘regular’ face-to-face training. As the value of such a digital delivery mechanism for training has become even more relevant in the current and post‑COVID-19 environment, this project provides a new method of support for FIA stakeholders through proactive, precise, and creative means.

ASN Motor Sport Liability Toolkit DATE OF APPROVAL: 12.11.2020

The liability associated with motor sport incidents is a critical consideration for all participants, organisers, and sporting authorities. Currently, this challenge is most often faced independently by clubs and at times without legal advice.

The FIA is commissioning the first ever centralised in-depth worldwide assessment of the legal risks associated with motor sport events, which will include a review of country-specific laws related to death and serious injury in this sport.
The Toolkit, and the legal information resource going with it, will provide Clubs with useful guidelines on incident response and reporting, key liability issues, contractual arrangements, communication strategy, as well as a checklist for legal issues relating to event organisation and administration.

As the original Sport Clubs Development Programme was rescoped in 2020 to help Clubs recover and restart motor sport, the global crisis amplified and exacerbated the gaps in the management competences of many ASNs and ACNs. This is why the Sport Clubs Development Programme was put back in place, in a reloaded version. Aimed at establishing a strong foundation for 45 targeted Clubs that are at an early stage of development, the programme will provide them with an intensive two-year one-toone mentoring and coaching programme delivered by FIA experts. Once solid management and structures are in place, the selected Clubs will be encouraged to organise motor sport activities and unlock additional support through the eLearning platform and the Sport Grant Programme. The programme includes the development of a mentoring/coaching toolkit and the creation of new training modules that will be made accessible to all Clubs through the FIA’s eLearning and Networks platforms. The reloaded Sport Clubs Development Programme will foster the sustainable development of Sport Clubs, reduce the development gap between them, provide them a platform to exchange good practice, and reinforce the FIA community in support of motor sport growth. 34

This is showcased through projects and initiatives enabled by the FIA Innovation Fund which tackle the social inequalities of the world in the fields of gender and diversity, health and climate change. FIA Young European Women Programme DATE OF APPROVAL: 24.05.2018

A 2016 FIA survey among 41 European ASNs and ACNs found that in this region only 6.5 percent of motor sport competitors, 16 percent of motor sport officials and 19 percent of volunteers were women. The starting point of the FIA European Young Women Programme was this glaring disparity between men and women at all levels of motor sport. Targeted at 13-18 year-old girls, the programme aimed at raising awareness on gender equality, encouraging female participation in motor sport and advancing the FIA educational and social role. The programme, co-funded by the European Union through the Erasmus+ Programme and based around a cost-effective, arriveand-drive karting slalom format, reached

an audience of 1,200 non-licensed young female drivers across Europe. This was done through 22 national selection events across nine countries and culminated in a 4-day final in June 2019, followed by two summer training camps for the six finalists. The winner went on to compete in a mixed female-male team at the FIA 2019 Motorsport Games karting challenge, which the pair won. A sociological study was also conducted in 2018 and 2019 to understand why young women are apprehensive about motor sport as a career path. The study conclusions included recommendations and directions for motor sport stakeholders to increase the participation of young women.
Disabled Drivers Grant DATE OF APPROVAL: 13.12.2018

One of the major issues for disabled drivers competing in grassroots motor sport is the longer time it takes for them to extricate themselves from a car compared to able-bodied competitors, which leads to some of them being denied entry to compete. To ensure that motor sport is accessible without compromising safety, the FIA Disability & Accessibility Commission made a call for disabled drivers and co-drivers competing at the national level to apply for high-standard competitor safety equipment, that will give them more time to extricate themselves from their vehicle in the event of an accident or outbreak of fire. The equipment included a fuel tank, a fire extinguisher and protective clothing that is used in the FIA’s World Championships, including Formula One, Formula E and the World Rally Championship. In support of this project, the equipment manufacturers agreed to considerably reduce the cost of their products. The campaign, which relied heavily on social media posts, lasted during most of 2020, and 28 of the 53 applications received were approved. Orders were placed at the start of 2021 and deliveries of the equipment are ongoing.

Building on the momentum of the FIA European Young Women Programme, Girls on Track aims at promoting gender equality in motor sport to inspire the next generation of female drivers, engineers, team managers and fans. Sponsored by the FIA Women in Motorsport Commission, FIA Girls on Track is a grassroots educational programme that introduces 8-18 year-old girls and young women to the variety of career opportunities in motor sport through a set of enjoyable educational activities, from karting slalom to media tutorials, practical STEM activities or fitness workshops. A career booklet was also published in 2020 that showcases 22 different motor sport careers and role models. The ABB FIA Formula E World Championship has been hosting the FIA Girls on Track events since the programme’s inception, inviting these girls and young women at six onsite events since 2019 during racing weekends in Mexico City, Berlin, Ad Diriyah (Saudi Arabia), Santiago (Chile) and London, attracting 1,200 participants in total. In May 2021, the FIA and Formula E announced the extension of their collaboration on Girls on Track until 2026, with four events hosted during each season of the FE Championship. The FIA is now seeking to incubate the programme in other championships’ ecosystems to increase the exposure of these young female hopefuls to the world of motor sport.

City street races are set against some of the world’s most iconic skylines, but constructing these circuits presents significant social and infrastructure challenges.
street circuits were evaluated to understand the influence on the city’s population and mobility, and consider the social, political, and economic impact of these projects during construction, operation, and breakdown.
The Future City Racing feasibility study aims at conceptualising the future of city racing design. The result will be a comprehensive report with key recommendations for future research and development in this area.
To ensure that the next generation of street circuit offers exciting racing with enhanced visibility for spectators and marshals, sporting and safety constraints are also considered in consultation with senior FIA race officials, the FIA Formula 1 World Championship and ABB FIA Formula E World Championship promoters, circuit designers, members of the FIA Industry Working Group, urban planners, and event organisers.
The work includes examining new circuit infrastructure concepts with enhanced communication and connectivity opportunities, considering the achievement of net-zero carbon footprint at racing events, and evaluating the transfer of motor sport technology to the urban environment. Existing

Empowering young women to choose motor sport for their career has been one of the key successes of FIA Girls on Track. However, the need for female driving talent coming through the ranks is still present with only 7 percent of licenced female drivers globally. FIA Girls on Track - Rising Stars, the FIA Women in Motorsport Commission’s flagship talent detection programme intended for 11-16 year-old female drivers, has set itself to develop a pathway for young female competitors to reach the top levels of motor sport. The first edition of the four-year programme, in collaboration with Ferrari, took place in 2020 with a global selection process involving 35 ASNs. This was followed by a series of shootouts and training camps in France as 20 hopeful female racers were whittled down to just four who attended a final assessment at Ferrari’s world-famous Driver Academy in Italy. Amidst impressive media coverage, 16-year-old Dutch‑Belgian Maya Weug emerged as the Academy’s first female student. She has contested a full season of FIA-certified Formula 4 competition in 2021, while two other finalists were offered opportunities in Endurance and F4. In an exciting development for the 2021 season, Rising Stars has been expanded to include a long-term development pathway for junior drivers in Karting, while one of the more senior drivers will potentially become the second female to join the Ferrari Academy.
Report on the Contribution of Motor Sport to Health, Safety & the Environment DATE OF APPROVAL: 12.12.2019

Motor sport has always participated in the progress of society, particularly in terms of technology and innovation to improve health and safety as well as safeguard our environment. This FIA report, published in December 2020, features 26 case studies, each of which reveals the too often overlooked but real contribution made to wider society by the motor sport industry through innovative R&D practices. This was made particularly clear in the response of the motor sport community to the global COVID-19 pandemic in 2020. The FIA commissioned UK-based innovation consultancy firm Futerra to research and publish

this comprehensive and first-of-its-kind report which brings together the most glaring examples of motor sport innovations having a positive impact on health, safety and the environment. This report will help FIA Members and stakeholders demonstrate their social responsibility credentials and will offer opportunities for sponsoring partnerships with leading industry actors in the sustainability field. It may also inspire engineers, technicians and visionaries all around the world to push the technical boundaries and never accept the status quo. Sustainable Fuels for Formula One DATE OF APPROVAL: 12.12.2019

Formula One’s first ever Sustainability Strategy, released at the end of 2019, has set the ambitious target for the FIA’s flagship championship to be net zero carbon by 2030. The creation by the FIA of a 100% renewable fuel for F1 is making it possible. Developed to stringent F1 specifications, in partnership with the IFPEN (French Institute for Petroleum and New Energies), the fuel has been exclusively refined from biowaste not intended for human or animal consumption. The first barrels were delivered to F1’s Power Unit manufacturers at the end of 2020 for testing and validation. The objective is to demonstrate the technology works and to lead F1 suppliers to

develop their own fuels, with the mandatory requirement of fully sustainable fuels in F1 targeted by the introduction of the new powertrain architecture in 2025. This technological breakthrough has established the FIA as a leader in sustainable energies for motor sport and showcases the possibilities of renewable fuels in the most extreme motor sport environments. It is an important milestone of the ambitious FIA Environmental Strategy 2020-2030 which aims at accelerating net zero transformation, fostering sustainable and innovative solutions, and driving global sustainable change.
Contribution to the F1 Diversity & Inclusion Foundation DATE OF APPROVAL: 03.07.2020

Formula One has the power to make a difference by using its voice to address vital issues when it comes to diversity and inclusion. This has been one of the key drivers of the #WeRaceAsOne initiative launched in 2020 in support of the FIA’s #PurposeDriven movement. Building on that framework, the F1 Diversity & Inclusion Foundation seeks to primarily, but not exclusively, finance internships and apprenticeships within F1 for underrepresented groups to ensure they can fulfil their potential and have the opportunity to access a promising career in the sport. The initial start-up funding for this Foundation was a personal contribution of $1m from former F1 Chairman and CEO Chase Carey, matched by a donation of the FIA through the FIF, to advance work to create a more diverse and inclusive culture across the variety of motor sport jobs and opportunities, and promote driver talent by eliminating barriers to entry from grassroots karting to F1. Going forward, the FIA will engage other stakeholders within the FIA community as part of #PurposeDriven, a movement that brings together various initiatives to showcase and responsibly accelerate the FIA’s positive contribution to society in all sectors of health, safety, economy, environment, education, inclusion and diversity. 39
