Winter Plan to support rough sleepers Winter Plan to support rough sleepers in place since November 1st. Winter plan also ensures that the council is ready to activate the Severe Weather Emergency Protocol, (SWEP) when temperatures are forecast to be below freezing conditions for 3 consecutive days. It will help the most vulnerable homeless single people who have a local connection to the district to have the support they need during extreme cold weather and to be able to access warm, safe accommodation at Two Saints as well as wider support and advice. When SWEP is activated, non-residents who are at risk of sleeping rough will also receive support.

The Winter Plan is the plan of action developed by The Homelessness Strategy Group over the last year. Voluntary groups and charities including West Berkshire Homeless, Loose Ends, Eight Bells and the Newbury Soup Kitchen will join forces to focus their efforts to support the work of Two Saints and ensure that rough sleepers receive the help they need to help them back to independence and a home. Hilary Cole, West Berkshire's Executive Member for Housing and Homelessness said: "We can all do something to help tackle local issues around rough sleeping and homelessness. To be effective, we must all be a part of the solution and the ongoing collaborative approach taken by our partners makes us more able to help more people. "The council works all year round to reduce homelessness and 10

support people who sleep rough. We're absolutely committed to ensuring that no one has to sleep outside; it is one of our priorities. "This becomes even more important when it is extremely cold. People become homeless for many reasons but when they do it's important they know that help is available to get them back on their feet. When SWEP is activated it will remain active for as long as necessary to make sure that all rough sleepers who need a warm, safe place are found somewhere to stay." Supporting rough sleepers during adverse weather is part of a much broader programme of activity to tackle homelessness in the district. West Berkshire Council's housing team works alongside a number of local partners year-round to prevent people becoming homeless in the first place as well as offering help and support when it does occur - including through its 'No Second Night Out' policy to help people find emergency accommodation. Anyone at risk of sleeping rough on the streets should go to West Berkshire Council's offices in Market Street, Newbury for support. Anyone who becomes homeless when the offices are closed should contact the council's Emergency Duty Team on 01344 786543. People can also tell Streetlink. StreetLink exists to help end rough sleeping by enabling members of the public to connect people sleeping rough with the local services that can support them. Anyone concerned about someone over the age of 18 that you have seen sleeping rough in England or Wales can send an alert to StreetLink via their website. The details are sent to the local authority or outreach service for the area to help them find the individual and connect them to support. If the person is under 18, please do not contact StreetLink but instead call the police.

Home energy grants Hitting the cold spots Hampshire County Council with its partners, are run the Hitting the Cold Spots campaign, funded by Hampshire County Council Adult Services and Public Health departments, which can help and advise you on ways to keep warm and healthy in winter. Energy Efficiency Loans We have set aside a pot of money to help homeowners improve the energy efficiency of their properties – this will also reduce residents’ energy bills and contribute to reducing carbon emissions across the borough. Issues West Berkshire's Climate Conference attracts over 300

My priorities for you This election is important. We need to leave the EU with the PM’s good deal so we can finally move on and deliver on the priorities that matter to local people. We’re doing really well in North West Hampshire whether it’s high employment or good schools, but there is so much more we can do for our community. We need to invest in our hospitals including a new hospital at the Basingstoke end of our constituency. Standards in our schools have been rapidly rising but we must do more to improve them further and the recently announced increase in funding will help.

It is one of the first initiatives to come from a new Environment Board established by the Council which will create a new Environment Strategy and coordinate and oversee environmental projects to help work towards carbon neutrality in West Berkshire by 2030. It also supports the Council's priority to maintain a green district as set out in the new West Berkshire Council Strategy 2019-23. Opened by Richard Benyon MP for Newbury, former Parliamentary Secretary at the Department of Environment and Wildlife Minister (DEFRA) it looked at how residents, communities, organisations and the council can help tackle the climate crisis and work towards carbon neutrality by 2030.

We need to tackle the ‘county lines’ drug problem in our towns and villages. As policing minister it’s my job to recruit the 20,000 police officers we need around the country, and I want to make sure a good slug of them come to this part of the world. And we have to protect our beautiful environment. We’re very lucky have an Area of Outstanding Natural Beauty right here on our doorstep, it needs care and looking after by the people who love it. These are the missions I want to take forward for you on December 12th and I hope you’ll vote for me so I can do this fantastic job for another few years.

Newbury Town Council are currently undertaking an in-depth inspection of the trees that it owns and manages within the Parish. This is a 5 yearly programme carried out by an independent fully qualified Tree Inspector. The purpose of the programme is to identify trees that are in poor health or a danger to the public and to replace them with healthier and more suitable trees. As a result, a number of trees have been identified as being in poor health, particularly as a result of fungal attack. These include a particularly large Beech Tree at Shaw Cemetery, three Scots Pine in Wash Common and three Ash trees in the Town which back onto the Canal towpath. In addition, there is a horse chestnut tree in Laburnum Grove which is also unsafe caused by disease. These trees will be removed and any ground contamination (spores) treated to avoid fungal spread. Cllr Martin Colston, Leader of the Council said, “Unfortunately, none of these trees can be saved, fungal infection has damaged them to a point where they could quickly become unstable. Once the ground is again free from fungal disease risk, it is proposed that two new trees will be planted for every one that has been removed. The inspection is ongoing and we hope to have a full report in the next few weeks. The tree inspection programme will safeguard the public and reduce the spread of these diseases” He added, “Newbury Town Council values the environmental and aesthetic benefits of a well populated and healthy tree stock.

The Keynote speaker Tom Heap, Rural Affairs Correspondent of BBC News and contributor to the BBC One programme Countryfile, the Panorama programme, and the BBC Radio 4 programme Costing the Earth spoke specifically around the challenges facing West Berkshire. There were also break-out sessions covering the Science of Climate Change, Climate and Land use, Sustainable Transport, Renewable Energy, Green District, Circular Economy and Waste and a chance to shop with some of West Berkshire's eco-friendly businesses.

A history of Christmas

Every year we go with the children to choose a new Christmas tree decoration. We don’t do themed trees in our house so our annual tree is a history of the children’ eclectic and often eccentric tastes down the years.

Traditional inherited hand blown glass ornaments nestle alongside a plastic gingerbread man, a gaudy fairy in striped tights, a robot, a festive dachshund, and a host of other unlikely characters. Every year is a delight of discovery as my teens and preteens unpack, reminisce and tease each other over their past choices. But where did the idea of decorations originate and how did they evolve into what they’ve now become? Tinsel originated in Germany in the early 1600s. Back then it was made from real shredded silver. Tinsel makers

As they were all hand-crafted the first, baubles were very expensive. Improvements in plastic manufacturing meant that cheaper versions became available, and baubles became available to the masses. The tradition of Christmas trees seems to have originated about 1000 years ago in Northern Europe. They were often hung upside down from the rafters. In modern times improved manufacturing techniques have allowed for the production of artificial trees which can be very difficult to tell from the real thing! In Victorian times, Christmas trees were been decorated with candles. In 1895, an American man, Ralph Morris, was so concerned about the fire hazard of candles and Christmas trees that he invented the first electric Christmas lights, which are similar to those still in use today.

Over the years there have been glass and plastic variations of reindeers, stars, fruit, butterflies, birds and even festive dachshunds but the debate still rages about whether there should be an angel or a star on top of the tree.

ADAPT ...

... is a newly founded charity in Oxford that offers supported housing to those in recovery from addiction. There is a chronic shortage of such accommodation in Oxford. ADAPT’s mission is to address this in three ways:

Recovery from addiction can be thought of as a process which has three important phases:

1. Detoxification (3-6 weeks) 2. Rehabilitation (3-6 months) 3. Concurrent community living (12-18 months)

Public sector funding focuses on phases 1 & 2 and all too often the addict, who has completed phases 1 and 2 and is now in recovery, is sent back to where they came from, often resulting in relapse. Relapse gives rise to extreme guilt, remorse and depression on the part of the sufferer, blame and anger on the part of the family and friends who often assume that phases 1 and 2 is all that is required. ADAPT will provide safe and secure accommodation for those who want to pursue recovery to the point where they can return to work and resume normal life in the community.

When you count all the little folds, the total surface area of our gut is about 3,000 square feet, larger than a tennis court. Yet, only a single layer of cells separates our inner core from the outer chaos. We could have lots of good bacteria, but if we don’t feed them fiber, they can’t make butyrate. And when our body senses low levels of butyrate, it thinks our gut must be filled with bad bacteria and reacts accordingly. Our body doesn’t know about processed food-it evolved over millions of years getting massive fiber intake. On fiber-deficient Western diets, when our body detects low butyrate levels in the gut, it doesn’t think low fiber; it thinks bad bacteria. For millions of years, low butyrate has meant bad bacteria, so that’s the signal for our body to go on the inflammatory offensive. That’s one reason why fiber can be so anti-inflammatory and is so important for health.

People around the UK look forward to Christmas for many reasons, but one of the things we get very excited about is the thought of all the delicious food we can eat (and how much of it)!

Turkey This one is probably one of the most popular dishes at Christmas, because it is usually the main course! Other popular dishes include ham or a roast beef, but in the UK turkey is definitely the main course of choice. Roast it in the oven for a couple of hours before adding garnishes, sauces‌and then it’s ready to carve and serve!

Roast Potatoes There is nothing like scoop of properly roasted potatoes! These are often cut into small squares, and put into the oven with goose fat or olive oil, along with herbs such as parsley and thyme and salt and pepper. Once the edges are browned the potatoes are good to go!

Christmas Pudding The pudding does need to be made ahead to give it structural integrity and allow the flavors to meld. Many people make it at the beginning of Advent, and arrange an entire day around it. Give yours plenty of time to mature for the tastiest presentation. Don't be intimidated by the list of ingredients; the pudding isn't hard to put together but does require quite an array to create that signature festive flavor.

Don't use alcohol to keep warm Avoid drinking alcohol before going, or when, outside. It makes you feel warm because blood vessels in the skin expand, but this draws heat away from your vital organs.

Stay active Keep as active as possible to boost your circulation. Move around at least once within the hour and avoid sitting still for long periods. Even light exercise will help keep you warm. When you do sit down, put your feet up as it’s coldest nearest the ground.

Look after your pets too! Don't leave your dog or cat outdoors in freezing temperatures for long. Make sure they have a warm place to sleep away from draughts. After a walk in snowy, icy or wet conditions, dry your pet off as quickly as possible and make sure they keep warm!

Which wine should you choose?

I was always a bit hazy about which wine to serve with which food. They didn’t teach that sort of thing at our local comprehensive. Then one day a chef friend explained that far from being an elitist concept it was simply about marrying flavours that blend well or complement each other, much like cooking. I managed to get her to distil her wisdom into this handy guide.

Fish

A delicate fish dish calls for a delicate wine, such as Pinot Grigio. If the fish is more robust and served with a rich sauce, it will require a more full-bodied flavoursome white like Chardonnay. Salty seafood marries surprisingly well with champagne.

Chicken or Turkey Choose a fullflavoured white, like a white Côtes du Rhône, or a delicate red, such as a Frappato.

Juicy red meat For beef or steak a rich red, such as a Bordeaux or Cabernet Sauvignon will work well or even a Rioja.

Spicy dishes These require a spicy wine. Look

for a Malbec, Syrah or Shiraz will all hold their own. If the spicy food is vegetarian, then a dry Riesling will pair well.

Vegetarian food There is a misconception that vegetarian food should only be served with white wine. But medium reds, like Merlot work well with lots of vegetarian dishes, particularly tomato-based recipes.

Cheese board Some cheeses go better with red, some with white. Sauternes and Stilton are a perfect match, while Chardonnay works well with brie. A dry Rosé is a good all-rounder. Remember, the main rule is to pair the characteristics of the dish with the characteristics of the wine. So, a buttery sauce will work well with wine also described as ‘buttery’. Print advertising still has advantages When you pick up a magazine, sometimes the advertising section is labelled outright. Other times, it’s more discreet, and ads are peppered throughout each article. Either way, magazines give advertisers the space to turn their ad into a visual story, not just a one-line product pitch. 1. People trust print ads more than digital ads This may come as a shocker, but when MarketingSherpa surveyed 1,200 people, they found that consumers trust print ads more than any other type of advertisement.

2. People recall print ads better than digital ads The internet is noisy. Any given page may have dozens of links, ads, calls to action and choices competing for your attention. In a magazine, readers still have distractions, but there are generally fewer of them, and you physically move through ads as you interact with the content.

3. Print ads last longer Imagine if someone kept seeing your Facebook ads until they decided to delete their account. Or they kept finding your ad on Google until they decided to stop using Google. It sounds crazy, but print ads last until the content they’re attached to no longer has value.

4. Readers engage differently with physical conten Even bland ads still benefit from one of the biggest advantages of print: people subscribe to magazines based on their interests. And the ads are part of that, because they align with the rest of the contentand add to the magazine’s value.
