Fire Department Fire Prevention Week What does it all mean?

F

ire Prevention Week was established to commemorate the Great Chicago Fire, the tragic 1871 conflagration that killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures and burned more than 2,000 acres. The fire began on October 8, but continued into and did most of its damage on October 9, 1871. According to popular legend, the fire broke out after a cow - belonging to Mrs. Catherine O’Leary - kicked over a lamp, setting first the barn, then the whole city on fire. Chances are you’ve heard some version of this story yourself; people have been blaming the Great Chicago Fire on the cow and Mrs. O’Leary, for more than 130 years. But recent research by Chicago historian Robert Cromie has helped to debunk this version of events. The ‘Moo’ myth Like any good story, the ‘case of the cow’ has some truth to it. The great fire almost certainly started near the barn where Mrs. O’Leary kept her five milking cows. But there is no proof that O’Leary was in the barn when the fire broke out - or that a jumpy cow sparked the blaze. Mrs. O’Leary herself swore that she’d been in bed early that night, and that the cows were also tucked in for the evening. But if a cow wasn’t to blame for the huge fire, what was? Over the years, journalists and historians have offered plenty of theories. Some blamed the blaze on a couple of neighborhood boys who were near the barn sneaking cigarettes. Others believed that a neighbor of the O’Leary’s may have started the fire. Some people have speculated that a fiery meteorite may have fallen to earth on October 8, starting several fires that day - in Michigan and Wisconsin, as well as in Chicago. The biggest blaze that week While the Great Chicago Fire was the best-known blaze to start during this fiery two-day stretch, it wasn’t the biggest. That distinction goes to the Peshtigo Fire, the most devastating forest fire in American history. The fire, which also occurred on October 8th, 1871, and roared through Northeast Wisconsin, burning down 16 towns, killing 1,152 people, and scorching 1.2 million acres before it ended. Historical accounts of the fire say that the blaze began when several railroad workers clearing land for tracks unintentionally started a brush fire. Before long, the fast-moving flames were whipping

3 • Atascadero Magazine

through the area ‘like a tornado,’ some survivors said. It was the small town of Peshtigo, Wisconsin that suffered the worst damage. Within an hour, the entire town had been destroyed. Eight decades of fire prevention Those who survived the Chicago and Peshtigo fires never forgot what they’d been through; both blazes produced countless tales of bravery and heroism. But the fires also changed the way that firefighters and public officials thought about fire safety. On the 40th anniversary of the Great Chicago Fire, the Fire Marshals Association of North America (today known as the International Fire Marshals Association), decided that the anniversary of the Great Chicago Fire should henceforth be observed not with festivities, but in a way that would keep the public informed about the importance of fire prevention. The commemoration grew incrementally official over the years. In 1920, President Woodrow Wilson issued the first National Fire Prevention Day proclamation, and since 1922, Fire Prevention Week has been observed on the Sunday through Saturday period in which October 9 falls. According to the National Archives and Records Administration’s Library Information Center, Fire Prevention Week is the longest running public health and safety observance on record. The President of the United States has signed a proclamation proclaiming a national observance during that week every year since 1925. Here are some important statistics that highlight the importance of Fire Prevention Week. • One home structure fire was reported in the U.S. every 85 seconds in 2010. • In 2010, U.S. fire departments responded to 369,500 home structure fires. These fires caused 13,350 civilian injuries, 2,640 civilian deaths, and $6.9 billion in direct damage. • Almost two-thirds (62%) of reported home fire deaths resulted from fires in homes with no smoke alarms or no working smoke alarms. • Working smoke alarms cut the risk of dying in reported home fires in half. • In 2010, smoking materials started an estimated 17,500 home structure fires, resulting in 540 deaths, 1,320 injuries and $535 million in direct property damage. Smoking materials are the

Atascadero Magazine • 3

Fire Department leading cause of home fire deaths. • On average, there are 35 home candle fires reported per day. • Automatic fire sprinkler systems cut the risk of dying in a home fire by about 83%. • Sprinklers are highly effective because they react so quickly in a fire. They reduce the risk of death or injury from a fire because they dramatically reduce the heat, flames and smoke produced, allowing people time to evacuate the home. The primary objective of Fire Prevention Week is to educate the public in fire safety as it relates to the home. Here in Atascadero, the Fire Department focuses extensively on educating the young population in home fire safety. Fires started by children accounted for an average of 56,300 fires with associated losses of 110 civilian deaths, 880 civilian injuries, and $286 million in direct property damage per year between 2005 and 2009. A child’s bedroom continues to account for 40 percent of child-playing home fires. Every year during Fire Prevention Week, Atascadero Firefighters go to all of the elementary schools, and a few preschools, and educate kids from preschool through 4th grade on the dangers of fire and what to do in case there is a fire in their home. In 2011, we taught over 1,700 kids throughout Atascadero. Teaching the kids about fire safety year after year while they are young is important in preventing them from playing with fire as they get older as well as teaching them on what to do in case of an emergency. The following are some of the things we highlight during our prevention lectures.

• Fire is a tool, not a toy. Never play with fire. • When a smoke detector sounds and there is smoke in the house, stay low below the smoke and exit the home. • Avoid opening doors that are hot to the touch. • Always have at least two ways to exit the home. Practice exit drills. • If unable to go out the door or window, throw toys/pillows to the ground outside. • Have a family meeting place outside in front of your home. • Know how to use 911 and call it once outside. • Never go back inside the home for any reason once you have exited. • Remind grown-ups to put out candles when they leave the room. • Remind grown-ups to test smoke detectors monthly and change batteries twice a year (when the time changes). The biggest thing a parent can do to avoid fire play in children is to always supervise them and never leave matches or lighters within reach of them. Use child-resistant lighters, but remember that they are not child proof. Instruct young children to inform an adult if they find matches or lighters. Atascadero Fire Department prides itself on educating the young people throughout the city on the dangers of fire along with what to do if there is a fire in their home. Parts of this article were reproduced from NFPA’s Fire Prevention Week website, www.firepreventionweek.org .

September is National Preparedness Month If there were an emergency and we were not together in the same place ... How would we get in touch with each other? A few tips... • Decide that each member will call or e-mail the same person. For example, each person will contact Uncle Bob first. If he’s not home, each person will contact Aunt Suzie instead. • If cell phones are not working, you should try using a landline phone at a neighbor’s or friend’s house, or a public telephone. Everyone should have coins or a prepaid phone card to make the call. • It might be easier to reach a person who’s out of town. You can contact him or her to let them know you’re okay. Where would we meet? Tips for Selecting a Meeting Place: • Choose an easy-to-find location near your home, then practice getting there from different locations around your neighborhood. • Also, choose an easy-to-find location outside of your neighborhood in case you can’t get home. With your parents, practice getting to that location from school, sports practice, or other places where you have after-school activities. How would we remain in contact? Tips for Your Call List: • You should keep a copy of your family’s contact numbers and meeting place(s) taped to the inside of your binder or homework notebook, in your book bag, or your wallet. Your plan should

4 • Atascadero Magazine

include all the phone numbers you might need. • Remember, you might have trouble getting through on the phone during an emergency. Just keep trying. What would I do if I were at school? Tips for School: • Make sure your parents talk to your teacher or school principal about the school’s emergency plan. • Depending on the unexpected event, your school may have a plan in place that will have you stay in your classroom or go somewhere else. • The most important things you can do if an emergency happens while you are at school are to stay calm and listen to the direction of your teachers or principal. What would we do about our pets? Tips for Pets: • Visit the FEMA Web site to find out what pet-related items you will need to include in your supply kit! • Make a plan for what you’ll do with your pets if you can’t take them with you. Remember, you may not be able to take them to a shelter. For more information on` “Ready Kids” log on to www.ready.gov/kids U.S. Department of Homeland Security

Cadet Firefighter Program

T

he Atascadero City Fire Department Cadet Firefighter Program is a unique opportunity for high school students to learn about and experience the fire service. Cadets are hired as volunteers, as part of a work experience program through the Atascadero High School. High School Seniors are given priority and they spend 3 to 4 hours each day, 5 days a week, working along side the full time firefighters. While at the station, the cadet will learn about the job of a firefighter and train for fire, rescue and medical emergencies. Additionally, the cadet will help clean and maintain the station,

emergency equipment and fire engines. When an alarm comes in for an emergency, the cadet will ride on the engine and help out at the scene, if it is safe to do so. The Cadet Firefighter Program is a great opportunity for any student who thinks they may be interested in pursuing a career in the fire service after high school. We are now accepting applications for the fall school semester. For information regarding the Fire Cadet Program, please contact Cadet Coordinator, Fire Engineer Brian Westerman at 461-5070 extension 3316 or by email at bwesterman@atascadero.org

Fire Department

Free chipping while creating your defensible space

W

ildfire safety and preparedness is a top concern for the Atascadero City Fire department. Ongoing strategies to deal with such concerns include citizen’s responsibility for their property in providing defensible space. Defensible space is the distance between your home and hazardous vegetation that can carry wildfire onto your property, threatening your home. With the recent fires in the western United States, one can only question how to better prepare and fortify their property so it will not be part of the fire problem, should we experience a wildfire in our area. There are many valuable resources online and in print which provide basic guidelines for reducing fire hazard fuels (plants/tree’s) on your property; one of which is the living with fire pamphlet, available free of charge from either of your two fire stations in Atascadero. Within the pages of the pamphlet you will find methods and guidelines for thinning hazardous plant material which in return creates a larger defensible space between your home and potential wildfire spread. The City of Atascadero Fire Department and Atascadero Waste Alternatives are once again providing free chipping during the citywide cleanup day on October 27th, 2012. Material that does not fit into your green waste container may be brought down to the chipping site to be reduced into mulch. The chipping service will be

performed free of charge from 8-2 pm at the Atascadero City Public Works Yard located at 8005 Gabarda, cross street Curbaril Avenue. This free service not only takes much of your household waste and recyclables, but also provides a means for Atascadero residents to reduce the accumulation of dangerous tree branches and brush on their property. Material brought to the site that day will be chipped into mulch that will be hauled away by Atascadero Waste Alternative. Chipping tree branches and brush not only helps to reduce danger of fire, it reduces air pollution from the need to burn waste vegetation. We urge all citizens to become involved in this valuable program. Fire Marshal Tom Peterson “Citizens actively creating defensible space allows fire resources to focus and concentrate on wildfire extinguishment. Thinning vegetation around the home is one of those components of defensible space, but it is difficult for residents to dispose of all the cut material, that’s where this free service comes in.” Please stack branches with the butt ends facing the same direction out of the back of your vehicle or trailer. Branch diameter can be up to 5” round with the length not to exceed 15 ft. Please keep piles free of household trash, processed lumber, poison oak or vine type vegetation as this may jam the chipper. Please feel free to contact Fire Captain Keith Aggson for any additional information about wildfire safety.

Holiday Safety Tips HALLOWEEN SAFETY TIPS • Buy only costumes, wigs and props labeled flame-resistant or flame-retardant. If you are making your own costume, choose material that won’t easily ignite if it comes into contact with heat or flame. Avoid using billowing or long trailing features. If your child is wearing a mask, make sure the eye holes are large enough so they can see out. • Provide children with lightweight flashlights to carry for lighting or as part of their costume. • Dried flowers, cornstalks and crepe paper are highly flammable. Keep these and other decorations well away from all open flames and heat sources, including light bulbs and heaters.

THANKSGIVING SAFETY

The kitchen is the heart of the home, especially at Thanksgiving. Kids love to be involved in holiday preparations. Safety in the kitchen is important, especially on Thanksgiving Day when there is a lot of activity and people at home. Safety tips • Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food. • Stay in the home when cooking your turkey and check on it frequently. • Keep children away from the stove. The stove will be hot and kids should stay 3 feet away. • Make sure kids stay away from hot food and liquids. The steam or splash from vegetables, gravy or coffee could cause serious burns. • Keep the floor clear so you don’t trip over kids, toys, pocketbooks or bags. • Keep knives out of the reach of children. • Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child. • Keep matches and utility lighters out of the reach of children — up high in a locked cabinet. • Never leave children alone in room with a lit candle. • Make sure your smoke alarms are working. Test them by pushing the test button.

The Atascadero City Fire Department wishes to extend a warm holiday greeting during this special time of year. May your family enjoy the season with safety and care. To make this holiday safe and enjoyable we would like to recommend the following safety tips. Christmas Trees: • Select a fresh green tree. • Cut 1-2 inches off the bottom and immediately immerse in a gallon of water. An average tree may consume between a quart and a gallon of water per day. • Discard the tree as soon as possible or when the needles begin to fall and dry out. Remove the tree from the house for pick up. • Do not burn the tree in your fireplace as the sap from the tree is deposited on the inside of the chimney as flammable soot. • Pine tree branches burn very aggressively in the fireplace and can cause chimney fires. • Place the tree away from heat sources, such as heating vents, fireplaces, fireplace inserts, radiators, television sets, or sunny windows.

Lighting: • Be sure to use only lights approved for indoor use when decorating indoors. • String outdoor lights outdoors. • Always check light sets. • Do not put more than two or three strings of lights on one circuit. • Check the tree for excessive dry spots caused by the lights. • Don’t attempt to repair a worn light set. Throw it away and re-

place with a new set. • Always turn off the lights of your tree when leaving the house or retiring for the night.

Christmas / New Year Parties: • Use flame-retardant or non-combustible decorations and costumes. • Don’t smoke near the tree or decorations. • Have large ashtrays if smoking in your home. • Store matches/lighters well out of reach of children. • Check for cigarette butts in upholstered furniture before you go to bed. • Please do not drink and drive. Please use a designated driver.

Fireplace Use: • Assure chimney is clean. Chimneys should be cleaned annually. • Use firewood that is low in pitch and resins, such as Oak or other hardwoods. • Beware of combustibles in close proximity to the fireplace. • Never use flammable liquids to start fires in the fireplace. • If you have any question, please fee free to contact the Atascadero City Fire Department

Police Department Partnering together to make a difference

A

few weeks ago members of the Atascadero Police Department joined with concerned residents from our community to attend the Lighthouse Atascadero Community meeting at Atascadero High School. Lighthouse Atascadero is an organization dedicated to overcoming addiction through awareness, prevention, and intervention. You can find out more about Lighthouse and what they are trying to do in our community by visiting their Facebook page at http://www.facebook.com/LighthouseAtascadero. The City of Atascadero through the Atascadero Police Department is grateful to be partnering with Lighthouse and other local area organizations to do whatever it can to stem the tide of illegal drug use and addiction in our community. Over the course of the last several months the Atascadero Police Department conducted several operations targeting known drug offenders. These operations resulted in the arrest of dozens of people for narcotics sales related offenses. While these operations can be highly effective at targeting specific problems, they are not the answer. Only a concerted community effort will provide the long term effects we are seeking by keeping our youth from experimenting with drugs and helping those who are currently struggling with the pains of addiction. We all need to be a part of the solution. About this time you may be thinking, “But what can I do?” I’m glad you asked. At the community meeting, Lighthouse provided several possible ways in which the residents of our community can help. Fundraising, mentoring, helping with special events, sponsoring youth activities and assisting with Narcotics Anonymous or other sobriety groups are just some of the ways that you can help with the Lighthouse mission. Every little bit helps. After the meeting I had the opportunity to speak with many of you about narcotics trends and addiction issues. I appreciate the involvement and concern you showed. One of the best things you can do is to be proactive. Never wait and think that this problem won’t affect you. Be vocal - Talk to your children about the dangers of drug use. Ask questions - Where are they going, who are they going to be with, will there be adults there? Be observant – Look for changes in your child’s behavior, sudden

14 • Atascadero Magazine

drops in grades or lack of interest in school. Be proactive – When you see drug activity call the police. When you hear about drug sales or use, call the police. When you suspect drugs are involved, call the police. Did I mention, call the police. Don’t be naive - Remember alcohol is a drug. Allowing the consumption of alcohol by minors is a crime. Don’t allow it, don’t supply it. Youth access to alcohol is a growing concern in our community. Another simple way people can help limit youth access to drugs in our community is by going through their own medicine cabinets. Our officers have recently contacted several young people who are addicted to illegal drugs, including heroin. From speaking with them we found that they didn’t start out as heroin addicts. They started by taking drugs commonly supplied through prescriptions at the local drug store. From commonly prescribed pain medications to the more severe forms of pain relieving narcotics, many of us forget that we didn’t finish the prescription and leave the remaining medication in our cupboards and medicine cabinets. These pills are often easily accessible to our youth. They are readily abused by those seeking to “get high” or “party”. Juveniles often report abusing these drugs simply out of boredom. Unfortunately these narcotics are highly addictive and readily abused, especially when combined with alcohol. The Atascadero Police Department has provided a way for our residents to effectively dispose of their unused prescription medications and keep them out of the hands of children. At the front of the Police Department you will find a drop box for prescription and over-the-counter drugs. The drop box can be used at any time and you are not required to contact an officer directly to use it. Simply drop your medications off and they will be disposed of by our Property Department in a legal manner. The Atascadero Police Department is located at 5505 El Camino Real. We live in a great community. We share a common goal. I know that by partnering together we can make a difference in the lives of our young people to keep them off drugs and prevent another tragedy. What will you do to help?

he Friends of the Library (FOL), in partnership with the County of San Luis Obispo and the City of Atascadero, has purchased a building at 6555 Capistrano Avenue in the Hotel Park development across the street from City Hall. In 2011, the Friends of the Library raised $700,000 for the interior construction on the new library. The yellow slice of the pie chart represents the amount that needs to be raised in 2012, now less than $250,000. If remaining funds are raised, construction will begin late in 2012, and the new library will open in the fall of 2013, Atascadero’s centennial year. FOL invites local residents to participate in the campaign to “Open the Doors” of the new library by attending benefits and contributing directly to the campaign. Tax deductible contributions can be mailed to Friends of the Library, P.O. Box 9, Atascadero, CA 93423. More information is available on the FOL Web site www. atascaderofriendsofthelibrary.org.

CHRISTMAS SEASON FOSTERS CALLABORATION For over a quarter of a century the Atascadero Loaves and Fishes, Salvation Army, Kiwanis/ Toys For Tots, and Coats for Kids have collaborated to help those in need in the communities of Atascadero, California Valley, Carriso Plains, Santa Margarita, and Templeton have a merrier Christmas. Food, toys, and coats/jackets are given out at the National Guard Armory. Over 1980 individuals were served last year at the Christmas project with the generosity of individuals, groups, businesses, schools, churches. A couple of years ago a lady came to get food and a coat at the armory. Her head was covered with a scarf as her hair had fallen off due to chemo treatment. Weeping she shared how she had had a businesses in town and pointed to a lady who was working in the coats area who had been her landlord. She said that she never thought she would ever need to be receiving food from us. We forget sometimes how interdependent we are on one another. Please help this endeavor with, time, goods, or money. Director’s Message

ATASCADERO’S PUBLIC SPACES: THE HEART OF A TRUE COMMUNITY Toronto’s Rotman School of Management has researched why people value and become attached to a place. As it turns out, people identify public spaces as a primary factor in “community attachment”. Professor Richard Florida said, “A park is not a frivolity”. A city’s park system is a key to determining the quality of life for a community. In a survey of 28,000 people by Gallup, aesthetic appeal, inclusiveness and opportunities to interact with other people ranked as the top three things for residents attachment to their community. Corporate recruiters find that skilled professionals want outdoor recreational experiences close to home. 80% of the U.S. workforce now has “knowledge based” jobs. This means productivity is measured by intellectual output. The trends are going towards flexible workdays and time for outdoor recreation and social interaction. Parks and public spaces have become the places where people can come together and real communities develop. Examples would be Atascadero’s Lake Park, and all of the

events and activities that bring residents together there. Visit a summer concert, car show, the Zoo or something like “Dogtoberfest” and you will see why this is a special community we live in. Paloma Creek Park, with the playground and sports fields where young families gather, are other powerful examples. The City of Atascadero continues to invest in our parks and public facilities because they help define our community and keep it healthy. It is an important reason why Atascadero is such a desirable place to live and work. Research shows us that value of our parks resonates with people as much as schools and safety. Let’s continue this legacy of caring for our public spaces for the next generation to benefit from and enjoy. We are fortunate to have them. Atascadero Magazine • 37

RECREATION GUIDE

“Faces of Freedom” Veterans Memorial

Located near the Atascadero Lake Park, the construction of the beautiful “Faces of Freedom” Veterans Memorial was initiated by the Atascadero Veterans Memorial Foundation. A 501C3 Non Profit Organization, the AVMF was founded specifically to design and to build a World Class Veterans Memorial here on the California Central Coast with a completed value of nearly $1,000,000. Built to honor all of America’s Veterans, the Memorial has three unique components: Hero’s Wall, the “Faces of Freedom” Statue, and “The Pathway to Freedom”. Hero’s Wall specifically honors over 231 San Luis Obispo County Veterans who have paid the ultimate price with their selfless service and sacrifice to our nation. The “Faces of Freedom” Statue represents an artistic timeline that honors our nations’ military heroes from WWI to the present. The final component

is “The Pathway to Freedom” a 14,000+ engraved brick pathway that leads to and embraces the Veterans Memorial. The pathway’s purpose is to provide a place for people to honor both Veterans and Active Military who serve and have served this great nation without having made the ultimate sacrifice. Each brick offers an opportunity for someone to place a personal message to honor a person or persons, whose service helped to pave our nation’s “Pathway to Freedom”. These engraved brick pavers are still available and can be reserved and installed for a $100 donation to the Memorial Foundation. Anyone interested in reserving an engraved paver is invited to use the order form below or to go to our website at: www.FacesofFreedomMemorial.org For more information contact Jimmy Quinonez at (805) 674-4684.

Making Chainmaille Jewelry

Instructor: Karen Clanin, 466-3775 or kclanin@sbcglobal.net Ages: 12+ yrs.

New

Chainmaille is a fun way to make jewelry from jump rings. The instructor, Karen Clanin, has been making chainmaille for 5 years and you can see samples of various weaves at www.pbase.com/kclanin/new_jewelry. In each class you will learn how to make a different weave. The kit you will purchase will have enough rings for an 8 chain and a pair of matching earrings, and will also include a clasp and ear wires. Costs of kits will vary according to the rings required for the individual weave we will be doing, but should be between $15 and $20. Bright aluminum is the most common wire we use, as it does not tarnish and is light weight. The class is 3 hours long, and while not all students will finish a project in the 3 hours, they will have learned how to do the weave and with the tutorial hand out, will be able to finish at home. The instructor has a few sets of pliers to loan for the class, but it is advisable that each student bring a pair of smooth jawed pliers for the class (they can be chain nose or flat nose pliers-or one of each). The weaves scheduled are: Byzantine on Sept. 10, Helm on Oct. 15, Earrings on Nov. 5, and Pendants on Dec. 3. Feel free to contact the instructor by phone or email if you have any questions. Beginning Dog Obedience

Instructor: Karen Clanin, 466-3775 or kclanin@sbcglobal.net Ages: 8+ yrs. Karen Clanin has been instructing classes at all levels since 1969 and taught for the City of Atascadero from 1979 to 2008. Karen took a break from classes and is now back instructing! The Beginning Dog Obedience class will cover sit-stand-down, walking on a leash without pulling, come when called, sit & down stay. Karen’s methods are mostly positive reinforcement, making the learning fun for the owner as well as the dog. Karen and her husband started Los Padres Obedience Club in Santa Barbara in 1969, their motto has always been: “Happiness is a well trained dog.” For the first class bring your dog on the collar you have (buckle, training collar, or pinch collar) and the leash you have (no harnesses please). Proper equipment will be discussed in the first class. Also bring a smelly, tasty, easy to swallow training treat (pieces of string cheese, small pieces of hot dog or a semi-moist commercial treat work well). Karen suggests keeping the treats in a fanny pack so they are easy to get to. A copy of the dog’s immunization record, available from your veterinarian, must be brought to the first class for Karen to keep. Class is scheduled for 1 hour, but may run over slightly so please allow the time. Children under 13 must be accompanied by an adult as they may require assistance. This class is not for aggressive dogs, if you have a question about this contact Karen and she may meet you privately for evaluation. Please no wolf or wolf-hybrids in class.
