Let’s go Christmas crackers! Everyone likes lazing on the sofa at Christmas, watching telly and playing with their new gadgets. Especially kids! But the holidays can also be a great time to get children active – whatever the weather. Here are some fun ideas:
Be a reindeer Set up an obstacle course (inside or out) and pretend you’re one of Santa’s reindeers pulling the sleigh and delivering presents – flying over houses and down streets, and soaring back up through the sky.
Head off to your local park or play area Weather permitting, the kids will enjoy a good run around. Search playgrounds at www.portsmouth.gov.uk for where to go.
Try a balloon challenge Hit one into the air as many times as possible without it touching the ground (hands, feet and head allowed).
Serve up some indoor tennis Use your hands as rackets and bat scrunched-up balls of wrapping paper back-and-forth over the sofa.
Play frozen statues Put some music on, get dancing, and as soon as the music stops pretend you’re completely frozen. Anyone who moves is out, and the last one left is the winner.
Hold a festive treasure hunt Combine a walk with an outdoor hunt. Be the first to collect or spot things such as holly, fairy lights, a wreath or an inflatable Santa.

Park and ride means fun Little ones love going on the big blue Park and Ride bus. From 4 January they will be able to pick up a free activity booklet and crayons from the terminal, with exclusive discount vouchers for child-friendly attractions. If they get their activity pack stamped by the driver, after the fourth visit they can send off for a cute Park and Ride teddy bear. So Park and Ride isn’t just a great way of getting into town if you live in the north of the city – it can be a fun trip for anyone with younger children. A ticket allows you to hop on and off Park and Ride buses all day long. It’s £4 per vehicle for the day, or as little as £2.24 with a Flexipass. Hot tips for staying well in cold weather Get your flu jab
Keep warm
Flu can be much more serious than you think. It can lead to bronchitis or pneumonia, and it can be deadly. That’s why the flu jab’s free if you’re 65 or over, or if you have a long-term health condition.
Heat your home to at least 18 degrees Celsius (65 Fahrenheit) and keep bedroom windows closed at night, as cold air can increase the risk of chest infections. Wear several thinner layers (warmer than just one thick one) and try to move around at least every hour, even if this is just doing some exercises in your chair.
If you’re 65 or over, you’re also eligible for the pneumococcal vaccine, which will help protect you from diseases like pneumonia.
And get a qualified Gas Safe engineer to check your heating appliances are safe.
Sort out your tablets Make sure you follow instructions for medicines, and if you’re prescribed antibiotics, finish the course. Get any repeat prescriptions filled in in advance, as many surgeries and pharmacies close over Christmas. Keep a supply of cold and flu remedies at home so you don’t need to go out if the weather’s bad.

There’s a new one-stop service that can help you live more healthily. Instead of going to lots of different places for advice, you can use the free Wellbeing Service. It can help you give up smoking, cut down your drinking or lose weight. It can also point you in the right direction if you have problems with things like housing, employment, debt and self-confidence, if they’re affecting your health. You can talk to a wellbeing worker and look at the full picture of what’s happening in your life. The idea is to help you reduce your risk of diabetes, liver disease, lung disease and heart disease, and live a healthier, more fulfilled life for longer. We started the service because Portsmouth people told us they would prefer a one-stop shop rather than having to visit lots of different services. We tried it out in Somerstown first. Here are some of the success stories: 8

Melanie, 54, had no set meal times and lived on snacks with around 15 cups of sugary tea a day. She now cooks regular nutritious family meals, drinks more water and has done a 13-mile bike ride. Jack, 51, wasn’t seeing his children or grandchildren because of his drinking, which regularly got him into hospital. He’s now stopped, and is rebuilding his family relationships. Jayani, 39, was worried about her weight, but a chat revealed she had anxiety, depression and low selfconfidence. We found her a counselling service and recommended courses to help her boost her skills and make friends. Now she’s lost 5cm from her waist and has a job as a school assistant. Portsmouth families made cycling a great part of summer when they joined our first Pedal Portsmouth event on the seafront. Now we’re hoping everyone will carry on pedalling, even though the weather might not be so brilliant. There are lots of ways you can still enjoy cycling. Search cycling at www.portsmouth.gov.uk for leisure routes and information on rides organised by Portsmouth Cycle Forum. British Cycling are working with us to hold free guided rides. They run the Ride Social programme offering volunteer-led rides of varying distances to suit cyclists of different abilities. They also run Breeze rides for women. These fun, social rides always include a stop for cake and chat.

After Pedal Portsmouth, Nicky Stoneman told us: “Our son Jack, who’s four, only learnt to ride without stabilisers two weeks before the event. He absolutely loved it. I’ve now caught the cycling bug and am looking to purchase a bike through my workplace cycle to work scheme.”

Steer clear of bus lanes Drivers who illegally use our bus lanes now risk being caught on camera and fined £60. Police can already prosecute people who illegally use the lanes, but can’t monitor them all the time. Our new cameras can operate 24/7 and will make it much easier to identify vehicles and provide evidence. Bus lanes are there to make buses quicker and reduce journey times. Making sure they’re used correctly encourages people to use buses instead of cars, which helps reduce congestion and emissions. Lanes can also be used by cyclists and taxis (hackney cabs, not private hire vehicles). Money from any fines will be invested in improvements to roads and transport in the city. Snow and ice on the roads In wintry weather, our contractor Colas’s priority is to salt or clear vital road routes in and out of the city, major bus routes, and major routes to places like hospitals, schools and shopping centres. (See map, opposite.) In the event of heavy snowfall, once priority 1 and 2 roads have been cleared, they will endeavour to clear lower-priority roads. Pavements are also salted on a priority basis. In the event of heavy snowfall, once priority pavements have been cleared, Colas will endeavour to clear lower-priority ones. You can clear snow and ice from pavements yourself. It’s unlikely that you’ll be sued or held responsible if someone is injured on a path or pavement if you’ve cleared it carefully. If you clear snow and ice: ff do it early in the day – it’s easier to move fresh, loose snow ff clear snow to a place where no-one can fall over it ff don’t use water – it might refreeze and turn to black ice

Just follow the links. Remember to recycle greetings cards along with your empty cardboard boxes, paper, food and drinks cans and plastic bottles. Please, no gift wrap though – unfortunately a lot of it contains plastic so we can’t recycle it. Please put out rubbish and recycling by 7am. If you miss your collection please keep rubbish on your property until your next collection or take it to the Port Solent recycling centre.
Don’t forget your bag for life Back in 2002, Bangladesh became the first country in the world to ban thin plastic bags. Now action has been taken in England with the new 5p charge for every plastic bag used at supermarkets and many other stores. On average, it takes 1,000 years for a plastic bag to decompose, so the move is a positive one for the environment. Bags can have a serious impact on wildlife, especially seabirds, sea mammals and fish as they are prone to eating them and getting them stuck in their gut. You can still get a free bag when buying uncooked meat and fish, prescription medicines, certain fresh produce and unwrapped ready-to-eat food. But please make sure you have your bags for life to hand when you head out shopping. Maybe leave some in your car and your coat pocket, so you don’t forget. In a very short time taking them with you will become second nature. Last year 7.6bn bags, or 140 per person, were handed out in the UK. So the charge is great news for environmental charities as they will receive the biggest share of the sale proceeds.

Message in a bottle
This Christmas Portsmouth residents will get through more than a million glass bottles as they make merry – all of which can be recycled. Here we follow a bottle on its recycling journey.

The bottle is posted into one of 55 bottle banks across the city.

The banks are emptied and the glass is taken to London to be washed, chipped and sorted.

The chips are heated into liquid glass and moulded into new bottles.

WEEE now collect it Waste electrical and electronic equipment (WEEE) can now be taken at the same time as your standard recycling collection. Put small electrical items such as toasters, hairdryers and irons inside a standard supermarket carrier bag and place it next to your green bin or box, or your flats’ recycling bin. If the item fits in a standard carrier bag then it can be recycled.

It’s now illegal to smoke if you’re in a vehicle with a child. The person smoking can be fined £50 and so can the driver, whether they were smoking or not. Cigarette smoke is particularly dangerous for children as they breathe more rapidly and have less developed bodies. Every time a child breathes in smoke they take in harmful chemicals, putting them at risk of illnesses like bronchitis, pneumonia, asthma, meningitis and cancer. The future of NHS services at Guildhall Walk
The NHS needs to consider the future of services at Guildhall Walk Healthcare Centre – and would like to hear your views. In the coming months NHS Portsmouth Clinical Commissioning Group (CCG) is carrying out a formal public consultation about its preferred option for the future of these services. After spending 18 months hearing the views of both clinicians and members of the public about how urgent care services work locally, the CCG believes that the best option would be to move the ‘walk-in’ service from Guildhall Walk to St Mary’s Treatment Centre, to create a single, enhanced urgent care centre. This would mean GPs and nurses working together, offering care for both injuries and illness, using modern facilities and diagnostics such as X-rays, and with direct links to specialist teams at QA and local ambulance crews.
This would mean that urgent care services were better, simpler, and more efficient. In addition the GP practice would also be moved out of Guildhall Walk, but a new practice would be set up in a central location instead, using premises already owned by the NHS (instead of paying rent to private landlords, as now). The contracts for the NHS services at Guildhall Walk run out in 2016, and so the CCG is legally required to make decisions about the future – simply carrying on as now is not an option. The intention is to use this opportunity to create a system which gives patients a better service. The consultation is due to begin in November. BUDGET UPDATE
More than 2,400 people responded to our consultation on how to make savings in our budget. That’s a great response, so we’d like to say a big thank-you. We had some great suggestions for ways to save on spending or increase income. Like all councils, we’re facing further cuts to the money we get from the government. At the same time, an ageing and growing population is increasing demand for our care services, which is pushing costs up. We need to save £31m over the three years from April 2016. Search budget consultation at www.portsmouth.gov.uk to see the results of the consultation. If they haven’t been published yet, they will be very soon. Budget savings for 2016–17 will be decided at the 8 December full council meeting. The entire budget and council tax level will be finalised at the 9 February meeting.

Looking after your sexual health We’ve made improvements to sexual health services after asking Portsmouth people what they wanted. Clinic appointments You can now book an appointment at the sexual health clinic as well as just walking in. To book, just call 0300 300 2016. There’s also a new dedicated time for people under 20, from 3pm–5.30pm on Thursdays (no appointment needed). The clinic is on the second floor of the main building at St Mary’s Hospital. Free condoms Our new C Card scheme offers free condoms and advice to under 24-year-olds. To get a C Card just visit the sexual health clinic at St Mary’s, where the staff will make sure you know how to use a condom safely, and give you guidance if you don’t. You can use your C Card in pharmacies and youth centres citywide to collect free condoms. Free test kits online If you’re over 18, you can order a free kit online which tests for all sexually transmitted infections, including HIV. The kit arrives in the post, and you provide a sample before posting it back for free. If the test shows no infections, then you’ll get a text message telling you. Could you be a Portsmouth teacher? Portsmouth’s children need more teachers. And a great way of becoming a teacher is to do your training in a school. The School Direct route into teaching means you’re supported and mentored from day one. Helena Roche from Southsea is training at St George’s Beneficial Primary School. She said: “After working in the civil service I decided I needed a new challenge. Teaching was the obvious avenue but to be sure I decided to gain some experience in a primary school.
“I worked as a teaching assistant, and then I heard about School Direct. Adoption: too old at four? The children waiting the longest to be adopted are often aged between four and eight. But adopting an older child can bring special rewards. One of our adopters chose a little girl aged five, and has never looked back. She said: “I was fearful that an older child wouldn’t attach to me, but when I met my adopted daughter for the first time, it just felt right. I think it’s the match between you and the child that matters, not the age. “If a child’s at school, you can network immediately. Older children are great fun. Friends around the globe As part of our series about Portsmouth’s links with cities around the world, we look at our bond with Portsmouth, New Hampshire, USA.
Portsmouth, New Hampshire is a city of around 21,000 near the mouth of the Piscataqua River. Settled in 1623, it is said to be the USA’s third-oldest city. Portsmouth Naval Shipyard was set up in 1800 as the country’s first naval shipyard. Our friendship link with the city was cemented in 1997 with a visit by our then Lord Mayor, Cllr Mark Hancock, followed by a visit by then Deputy Lord Mayor Cllr Lynne Stagg in 2012. Along with our city, and fellow US Portsmouths in Virginia and Rhode Island, it is a signatory to the Portsmouth Atlantic Compact, which pledges the four communities will work together. Change to opening hours
Let us know about problems with abandoned vehicles or broken streetlights.
From 4 January, the times for visiting the Civic Offices reception or calling the city helpdesk will change.
Tell us about missed bin collections or if you’ve changed address.
The opening hours will now be 9am to 4pm, Monday to Friday, covering the busiest times of the week.
We can also take payments for council tax, parking tickets and your rent. If reserving a library book is keeping you awake at night, you can do that too, straight away.
The changes don’t affect housing options or children’s social care. Christmas opening: see page 2.

Racing in Bermuda, Sir Ben Ainslie’s Portsmouthbased team finished just three points behind America’s Cup holders Oracle Team USA, with Emirates Team New Zealand the season winners. The World Series continues in February, and is set to return to Portsmouth in July. Rankings in the series determine the teams’ starting scores in the America’s Cup qualifiers in 2017. On 5 December it's Small Business Saturday, a special day to support your local traders. We're encouraging small businesses to run special promotions and events. To help the day along we're offering free parking at these car parks: Wootton Street, London Road, Stubbington Avenue and Ashby Place. There are more than 6,000 small businesses in the city, but sometimes they can struggle. It really helps to shop locally and support small firms in your neighbourhood. Southsea Bathing Hut is a start-up company which makes soaps, cosmetics and bathing accessories. The organisers of Small Business Saturday have named it as one of 100 unsung heroes of British small businesses. Company owner Samantha Worsey said: "We're so very grateful to the city for giving us so much support in our first year of trading. The loyalty of people here has been a constant reassurance. The advice and support the city council provided has also been invaluable and has very much underpinned our success. "Until the 1930s, Portsmouth had a flourishing soap-making industry.
