A Government “credit card” Used by nearly 300 different agencies Managed by GSA Over $19 billion per year is purchased using GPCs Approximately 20 million transactions and three million cards Saves the Government $1.3 billion annually in administrative costs

What Is the GPC? • The GPC is part of the GSA SmartPay 3 Master Contract. • The SmartPay Program includes four types of cards: • • • •
The GPC card The Travel card The Fleet card The Integrated card (all three combined)

When May a GPC be Used? • Can be used for products, services, or construction • Government employees do not need to be contracting officers to use GPCs, but they must have delegated authority under FAR 1.603-3. • Each agency sets its own processes and procedures for use and control of the card. • Can be used to • • •
Make purchases under the micro-purchase limit (currently $3500) Place a task or purchase order (if authorized under the contract) Make payments, if the contractor accepts use of the card (FAR 13.301-1)

When May a GPC be Used? • DoD •
Purchase can exceed the micro-purchase level • • • •
If purchase does not exceed $25,000, Is made outside the United States, Is for a commercial item, and Is not to pay workers recruited in the US
• A contracting officer supporting a contingency operation can use a GPC to purchase items up to $150,000, if: • The requirements above are met, and • The item is immediately available and there is one payment and one delivery Presenter Logo here

What are the limitations and liabilities? • • • • • •
Card must only be used for Government purposes Card may never be used for personal business Only the authorized cardholder can use the GPC Each agency has its own specific guidelines If an authorized user uses the card, the Government is liable for payment If an unauthorized person uses the card, the contractor may be stuck

What are the limitations and liabilities? •
Card may not be used for: • Personal business • Long-term rental or lease of land or buildings • Travel or travel-related expenses (but can be used for conference rooms, meeting rooms, local transportation services such as metro cards or subway tokens) • Cash advances (unless specifically authorized)

How Does the GPC Program Work In Practice? • GSA administers the GPC Program • There are currently three banks that issue the GPCs: • Citibank • JP Morgan Chase • US Bank • GSA plans to add two more banks in 2018 • The banks limit the Government’s liability for purchases made by lost or stolen cards to $50.
