SBA All Small Mentor-Protégé Program • What is it? • SBA-sponsored business development program established in late 2016 • Mentor company (usually larger and more experienced) provides targeted business development assistance to protégé company (usually smaller and less experienced) • Parties must execute, and SBA must approve, a written mentor-protégé agreement • After SBA approval, and during life of mentor-protégé agreement, mentor and protégé entitled to certain benefits

SBA All Small Mentor-Protégé Program • Myth #2: Government contractors need a mentor-protégé agreement to pursue set-aside contracts as joint venturers • Reality: • A mentor-protégé relationship is required for a large business to be part of a joint venture pursuing set-aside contracts • A mentor-protégé relationship is not required if both members of the joint venture are small businesses under the solicitation’s size standard Presenter Logo here

SBA All Small Mentor-Protégé Program • Myth #3: If a mentor and protégé wish to joint venture for set-aside contracts, the SBA must pre-approve their joint venture agreement • Reality: • SBA must approve the mentor-protégé agreement, but need only approve the joint venture agreement if the joint venture will pursue an 8(a) contract • For all other set-aside contracts (e.g., HUBZone, WOSB), there is no SBA preapproval of JV agreements, but SBA can review after award if there is a protest Presenter Logo here

SBA All Small Mentor-Protégé Program • Myth #4: A protégé can have an indefinite number of mentors in its lifetime • Reality: • Although SBA’s regulations aren’t entirely clear, SBA’s policy allows a protégé only two mentors in the protégé’s lifetime • Mentors could be consecutive or concurrent • Choose wisely!
