Corte Bella Budgeting It’s budget season again! What does this mean to you as a resident of the Corte Bella Country Club Association? Budget season is the time of year between July 1st and the end of September when many of the association’s employees and volunteer residents are working together to assemble an effective budget for the coming year. In Mike Arrington, Corte Bella Country Club Association, Inc. General Manager this case, we are working on the annual budget for the 2018 calendar year right now. There is a lot of work that goes into the process beginning with creating a template for the budget draft. Mr. Jeff Ablin is our resident guru in creating our annual budget template. The template is chock full of history and information indicating annual totals for the past several years to compare percent of the budget used over various periods, etc. Figuring out what must change and why becomes the next order of business and is relative to the current and projected long term needs of the community. What can or must be reduced, added, removed, etc.? There is much to consider but primarily, the task at hand is based on determining what it will cost to operate the association (expenses) and how much money will need to be collected (income) to pay those expenses. There are three expense categories and one is Operating Expenses which includes things like utility costs, landscape service contract cost, insurance, etc. Another of the three categories is Capital Improvements and this consists of expenses related to improving existing facilities, new construction or major equipment purchases like the utility cart used by

association employees to get around the property. Savings is the third category otherwise known as Reserves and this fund is used to pay for major replacements and repairs such as new roofs for the building or resurfacing the private streets owned by the association (over 17 miles to be exact). Once expenses have been determined, we then go to work on looking at existing account balances to determine how much available funding is already on hand and how it may be used to pay for things with consideration given to keeping the assessment rates as affordable as possible. The annual assessment rate is then determined by dividing the total expenses by the number of lots (1,650) and that determines what each lot is responsible to pay to support the annual budget. Management, the Finance Committee and the Board of Directors all have a role in this process and a lot of hard work, debate and scrutiny goes into this process. It is reviewed line item by line item each and every year beginning with a draft provided to the Finance Committee by the General Manager. Once the Finance Committee has reviewed and approved the draft, it then goes to the Board of Directors for final approval. A meeting is also scheduled, advertised and conducted in order to present the budget to all residents before it is mailed out to each lot or address of record. Really, the process is not much different than a budget you might prepare for your private finances. The law requires that you receive a copy of the budget not less than 30 days prior to it taking effect. This is why the association mails your copy in early November or late October each year. Board Talk We hope everyone is enjoying the summer. Many of our residents have left for the season and we’ll see them back here in the fall. Although we are not at full occupancy, our Committee and Board volunteers continue doing important work on behalf of our residents. Budget guidance for 2018 was presented at our June Board meeting and the actual process will continue for another month until it’s completed. Your Finance Committee will be working hard under the guidance of our Treasurer, David Ornstein, to drive the fiscal train. 2017 had many challenges and we are pleased to have our new Food Michael McVeigh, President, Board of Directors & Beverage Manager, Ron Hardy, join us. If you haven’t had an opportunity to meet him, please stop by and say hello. We are also approaching the first year of our Lifestyle Manager, Pam Lawrence, and her fantastic effort to move our Corte Bella events to a new level. Pam has exceeded all expectations. Just look at the calendar of events in the Corte Bella Times. I had an opportunity to meet the newest members (41) of our community at the May Welcome Committee meeting. Thanks to Sandy Irvin, Pam Ablin and the entire team for another outstanding event. I heard favorable comments about how we make new residents feel welcome. There is an old saying that “You never get a second chance to make a great first impression” and it certainly applies to our Corte Bella Welcome Committee team. The Anacapa Advisory Group is taking flight under the leadership of Chairman Sam Pechkurow. He has selected an initial team of volunteers to begin working on new challenges to assist our Anacapa management team with both service and quality goals. We’ve seen measurable improvement in the past two months and believe we have much more to come. Our Memorial Day event was outstanding and we hope to see another great turnout for the July 4th celebration. It looks like it will be another red, white and blue celebration. I continue to be impressed with the quality of our Corte Bella dancing couples. It’s always nice to see they are

still going strong right up until the last dance. Chef Dan and the Anacapa team did another outstanding job on the food and service. I’m sure you’ve noticed we have a lot of work going on around the community. Street crack repairs, Anacapa shade project, Fitness Center pergola, painting, tree trimming, Court 5 modification and several other projects that are all intended to keep our community a preferred active adult jewel. Your investment in Corte Bella is paying dividends in our “Best Value” approach to achieve our vision. Thank you for the confidence and trust you have placed in all of us. Enjoy the summer and if you are leaving us until the fall, travel safe. Our next Board workshop and Open Board meeting will be announced shortly. Corte Bella’s Anacapa Receives Legacy Award from Taste of Surprise Linda Wright with Chef Dan Haywood An annual culinary festival, Taste of Surprise, featuring the West Valley’s best local foods, wine tasting and craft beer, was held for the 4th year on April 8th at the Surprise Stadium. The Anacapa restaurant was there as it has been since the festival began, represented by Executive Chef Dan Haywood, Jill Machay, Anacapa Special Events Coordinator, and Sous Chef, Rueben Rivera. There were 42 food booths and other types of vendors participated as well – double the number of booths from the year before. Chef Dan said there were a total of 75 booths for festival attendees to enjoy. Congratulations to Chef Dan Haywood on receiving the The event is hosted by the Legacy Award Rotary Club of Surprise and has an impressive list of corporate sponsors to help the club raise funds through ticket sales to support non-profit organizations such as One Step Beyond, Surprise Youth Foundation, Benevilla, A New Leaf and the Surprise Rotary Club Community Foundation. The event raised $40,000 in proceeds and each of the charities received an $8,000 donation. Between 1,200 to 1,500 people attended the event, including volunteers and support staff. Admission tickets included live entertainment, food tasting and a wine and beer garden. The Anacapa crew served over 800 food portions during the event. Chef Dan persuaded one of his distributors, Sysco, to donate

Taste of Surprise food festival with Anacapa representation a major portion of the food items used at the festival. Therefore, actual costs/expenses were kept at a minimum and the benefit of community outreach was at a maximum. Exposure for the restaurant resulted in several bookings for private banquets and events. Chef Dan believes that not only is the public exposure beneficial to the Anacapa but participation in this event allows the restaurant and Corte Bella to give back to the larger community. This shows that our community cares and is willing to help promote our part of the West Valley as a wonderful and active place to live. Chef Dan stated his intention to continue to be involved in the annual festival and he admitted that he and his Anacapa crew acted as mentors for other participants since he has been involved in the event since the beginning. Because of Chef’s Dan dedication to the event, the Rotary Club of Surprise presented the Anacapa with the Legacy Award trophy for outstanding support to the festival. Congratulations to Chef Dan and his crew for this recognition. Corte Bella is proud of you for your community outreach and your hard work.

Yard Art: From Your Architectural Review Committee (ARC) Dorothy Greening, Chris McGee, and Linda Leonard This, the fourth article in a series, bursts an “urban myth” that we don’t need to submit to the ARC any changes to our courtyards, rear patios, or backyards. It is true that if your over-sized wall hanging, for example, cannot be seen from the road or golf course you are less likely to receive a violation notice. But if your neighbor reports the violation, or you decide to sell your property, you will receive a violation from the HOA as an inspection will be prompted. Knowing the ARC Guidelines will help you decide what is acceptable. Remember, it is always easier to submit your changes for approval in advance in order to avoid a pricey requirement to come into compliance! Size is important: All statues, artifacts, and artwork to be placed on the property or hung on an exterior wall (even if inside a courtyard) may not be larger than three feet high by three feet wide. Anything taller than three feet, even if the bulk of the height is a pole upon which the artifact sits, does not fall within the Guidelines. The only exception to this measurement is a metal plant placed in a pot, which may stand up to four feet overall (pot and plant measured together from ground level to top of plant). Pots placed on the top of a wall are acceptable if not more than two feet in height. Placement is important: Hanging art may be placed on walls that are fully under cover, such as back patios and front entryways. They may not be placed on open walls with just small roof overhangs (eaves) or on side walls of any structure, including courtyard and uncovered rear patio walls. Be sure to place your pots so they are not within the five foot setbacks on all sides and rear of the lot. Number is important: The total number of standing artifacts, hanging art, and pots in the rear yard is limited. For most yards, this number is eight (8) in the rear yard, but for homes in the larger category (Figueroa and Granada) a total of ten (10) are allowed. This number is a total of all categories of decorations added together and does not supersede the individual count allowed for some art. In the front yard, hanging art is limited to two items in the entryway only. Total pot allowances are different for each category of home and for front and rear yards. The Villas may have no more than three (3) pots in the front yard and all other collections are allowed a maximum of five (5) pots in the front yard. As for rear yards, the Villas may have three (3) pots, the Presidio collection may have four (4) pots, the Catalina collection may have five (5) pots and the Miramar collection may have up to six (6) pots in the rear yard. The number of pots is a portion of the total count allowed for each rear yard and is not a separate count. If you do not know

which collection your home falls within, you may contact the HOA office for assistance. They will need to know the model of your home. Appearance is important: All pots must be of natural color tones or cobalt blue and must contain living plants or natural material (such as bamboo) at all times. Artwork and statues must blend with the home and the natural tones of the surroundings. No artwork may contain advertising, words or symbols that may be construed as advertising. Lights are important: No lights are to be part of the artifacts but they may be lit by soft landscape lighting as approved by the ARC. Though not considered a piece of yard art, lights of any nature, other than coach style lights, are not allowed on the outside of homes. This includes string lights placed around the fence, around or on the roof line of rear patios or on courtyard walls and in entryways. Decorative string lights are allowed only as part of holiday decorations and may only be displayed during approved times. Points to remember: •

Closing Up for the Summer? Neighborhood Awareness and Safety Committee Here’s a handy guide to closing up your house for an extended period of time. These are suggestions – use any that you feel would be beneficial. Travel safely!

q If you are leaving a car, disconnect the battery

q Arrange to stop or forward your mail; stop newspaper deliveries

q If you have a golf cart, add water to the battery

q Begin emptying the refrigerator and pantry q Empty fountains and bird baths of all standing water q Arrange for any landscaping, pool, or pest control services you will need while away

q Provide a key and your contact information to a trusted neighbor or local friend – be sure the HOA has their information in case of emergency q If you have your calls forwarded from your land line, set it now

q Notify the HOA of your departure and return date

q Set air conditioning between 80-90 degrees q Flush all toilets and run drains; cover toilets with Saran Wrap to prevent evaporation Optional: add a small amount of mineral oil to drains to prevent evaporation q Turn off water and natural gas at main valves q Close all window coverings to reduce temperatures

q If leaving the refrigerator on, toss any perishable items. Turn off the automatic ice maker and empty the bin of ice cubes. A full fridge runs more efficiently, so consider filling the fridge with bottled water.

q Open the door of your washer and dishwasher to reduce mildew

q Remove any combustibles from the garage

q Turn off water heater or set to “vacation” mode and unplug water softener

q If you are leaving a car and have a side garage door, consider parking the car in front of the side door so it can’t be opened while you’re away.

q Unplug the garage door opener or set it to the “lock” position

q Be sure all doors and windows are closed and locked

Corte Bella Website Redesign Coming Soon Dave Wright, CB Website Administrator The Corte Bella website is over nine years old at the time of this writing. Many advances in web design and features have taken place during those intervening years. The Corte Bella website support team hopes to incorporate many of those features into a newly redesigned product for Corte Bella website users. Consequently, the team has been working with our website host, Association Voice, to improve and enhance the Corte Bella website. We hope to launch the updated version of the website sometime around mid-July 2017. Some of the changes will be purely cosmetic. For example, there will be a new color scheme and a modified Homepage that will include a slideshow of around ten images, highlighting the beauty and diversity of Corte Bella. The main menu items will be slightly rearranged to improve ease of navigation across the website. But these changes will be minor. We will add two new menu items, In the Area and Real Estate,

which will be available to anyone on the Internet as well as to resident-users. Hopefully, these will help influence prospective home buyers to choose Corte Bella. The menu items available to the public will be:

We are Over the Moon with Stardust

dog because they thrive on affection and they want to be very close to their owners.

Stardust is our version of Flat Stanley. He loves to be seen and photographed all over Corte Bella. He is seriously considering getting an agent so that he can become a dog model in a glamour magazine. He is hoping he can be the star photograph on the newly revised Corte Bella website! Vizlas are one of the easiest dogs to train. Stardust attended a rattlesnake avoidance class and passed with flying colors. Fortunately, we have not encountered a rattlesnake. One of Stardust’s favorite activities is an unleashed romp in the desert across from the side entrance to Corte Bella. Since he had just graduated from his rattlesnake class, we felt fairly secure about his wilderness wanderings….until he spotted a lone coyote.

As you can see, our dog, Stardust, enjoys the good life at Corte Bella. He is a Vizsla which is a dog breed that originated in Hungary. Vizlas are affectionate, gentle-mannered, energetic, caring and loyal. They are sometimes nicknamed the “Velcro”

Stardust sprang into action and shifted into high gear running like a gazelle and giving the coyote a run for his money. Soon the coyote realized he could not outrun the long-legged hunting dog so he stopped dead in his tracks and decided to have a stare down with Stardust. A surprised Stardust mimicked the coyote’s behavior. Luckily, by that point, the retired white-headed owner had huffed and puffed and caught up with the two animals. As Stardust was grabbed by his collar, the coyote was shooed away. It looks like Stardust will be confined to the inside of Corte Bella for a while. He loves to meet new people so if you see him out walking, please stop and say hello. He will easily pose for a photograph with you.

Drop Toppers Grand Adventure Nancy Wendler Before summer began, the Drop Toppers caravanned to Prescott, AZ to enjoy the sunshine and tour the historic Sharlott Hall Museum. The Sharlot Hall Museum is an open-air museum which was originally opened in 1928 by Sharlot M. Hall as the Old Governor’s Mansion Museum. It is dedicated to preserving the history and folklore of Yavapai County, Arizona. The museum grounds include the Governor’s Mansion in its original location; Fort Misery, the oldest log cabin in Arizona-built in 1864; the Iron Turbine Windmill, and several buildings and structures that were moved to the property including a library and archives.

In 2011, The Palace created an annual event on New Year’s Eve. Rather than having a ball drop from the rooftop, like New York, a cowboy boot is dropped at midnight. So put on your chaps, cowboy hat, boots and venture into The Palace.

We couldn’t visit Prescott without stopping for lunch at the infamous Palace Restaurant and Saloon on Whiskey Row. It is the most well-known and oldest frontier saloon in Arizona. As we sauntered through the wooden swinging doors, we stepped back in time. The bartenders and waiters were dressed in period costumes and we expected a gun fight to break out at any moment. The incredibly ornately carved Brunswick Bar took our breath away, especially when we heard that patrons had carried the massive bar out of the restaurant during a fire on Whiskey Row on July 14, 1900. The legend is that the patrons continued to drink at the bar once they had removed it from the fire and they watched the blaze from across the street. The Palace was rebuilt in 1901 and has been featured in several movies. Murals of the movies as well as a tribute to the Granite Mountain Hotshots who perished in the Yarnell fire in June 2013 add to the saloon’s compelling ambiance. Doc Holliday and Wyatt Earp frequented The Palace in the 1870’s. Holliday’s favorite drink, Old Overholt, is still served. The unique watering hole and restaurant has been featured on the television show Ghost Adventures. One ghost, Nevins, bet his funeral parlor business as collateral during a high stakes poker game that he lost.

St. Mary’s Food Bank Needs Your Help Linda Wright, member of SOuL (Smiling Out Loud) John Van Hengel, founder of St. Mary’s Food Bank, once said “The poor we shall always have, but why the hungry?” While he was helping at a soup kitchen, the idea of a food “bank” where the needy could “withdraw” food items came to him. In 1967, in an unused building and with $3,000 donated by his local parish, the world’s first food bank was born. Today, this operation in Arizona is one of the nation’s largest and its effectiveness is beyond amazing thanks to generous donations. In 2015-2016, St. Mary’s Food Bank provided 74 million meals, distributed 21 million pounds of fresh produce and gave 1.2 million after-school meals to children through their Kids Café program. At this time, however, according to the April 2017 newsletter, donations are down some 30% compared to last year. Please note that $1 can feed 7 persons and 1 can of food will provide a meal for 1 person. It’s important to understand that in Arizona, 1 in 5 children and 1 in 7 seniors are living in poverty. Arizona’s hunger rates are higher than national averages as well. Statistics show that 17.8% of Arizonans are “food insecure” compared to the national level of 15.9%. Also, 28.2% of children in Arizona face hunger compared to 21.6% nationally. Additionally, 2 million in Arizona are considered working poor - living at or below federal poverty standards. These people are the ones served by St. Mary’s Food Bank.

The location of St. Mary’s Food Bank in Surprise (13050 W Elm Street, 85378) is very convenient for Corte Bella residents. The phone number of the facility is 602-242-3668 and hours of operation for the public are 9:00 AM to 4:00 PM. If you’d like to contribute non-perishable food items or make a monetary donation, you can do this during those hours. St. Mary’s Food Bank website is www.firstfoodbank.org and the site is full of information and guidance on how you can donate or get involved. SOuL, a charity support organization here in Corte Bella, organizes food bank drives to help St. Mary’s Food Bank throughout the year. But, our organization feels that the community needs to be aware that you can contribute, volunteer or donate any time. Please consider how you can help. Do it today.

EZ Dining is Simple, Fun and Delicious Virginia Dent EZ Dining is a fun event for gathering people together in a small group setting. It is a new group that is forming in Corte Bella; the idea came from my 55+ community in Colorado. It is a wonderful opportunity to meet new people and all Corte Bella residents are welcome.

EZ Dining means exactly that. You can go to Costco or Trader Joe’s or any grocer and buy something already prepared. It is supposed to be easy. This will be a monthly event that will start on Thursday, September 28.

When you do attend, please choose to be a host or guest. The host decides the time and how many people they can accommodate. Their responsibility is to determine the dinner menu and contact their guests—preferably people they do not know. The guests will bring whatever the host asks them to add to the meal, generally an appetizer, salad or dessert and their own beverage. If you are interested in getting on this EZ Dining e-mail list, please contact Virginia Dent at Virginia.dent.21@gmail.com to have a fun evening with other Corte Bella residents.

This is not something you must attend every month, but you will not receive an invitation unless you sign up for the group.

World of Friends Evie Hansen World of Friends brings together Corte Bella residents and renters with international interests for an evening of good food and wonderful conversation. Some in our group have lived/worked overseas. Some have traveled internationally while others come because of their interest in the world. Usually, someone will very briefly share something about a recent trip to an international destination or lead a short discussion on some relevant/current international issues. Because of our focus on fellowship these are conversations rather than formal lectures or presentations. To keep things simple, the pot luck menu is a “finger-food” so we can keep the emphasis on fellowship and conversation. Attendees bring their beverage of choice. We meet on the second Monday night of each month in a residents’ home. John Eakins and Emilie Tipton will host the Fall kick-off gathering on Monday, September 11, 2017, at 5:00 p.m. at 22307 N. Wednesday, May 10 Corte Bella was well represented at Chase Field for this baseball game and everyone enjoyed the great seats along with the D’Backs victory. It’s interesting to note, that when Corte Bella takes a group to the game, the D’Backs win! Included in the trip cost, is $15 in D’Bucks which everyone used to buy delicious ball park food for the game. A comfortable bus to transport to and from the game is a real plus.

Sunday, April 30 and Sunday, May 21 Once a month on Sunday afternoons in Corte Bella, you’ll find many residents exploring fine wines from around the world and wonderful food pairings from Anacapa’s Chef Dan. In April, carefully selected wines from Australia, New Zealand and South Africa were sampled and found excellent. In May, French wines were featured and enjoyed by all who attended the event. Jeff McCarty from Quail Distributing provides detailed information on the wines featured at each event and participants can order directly from his company.

Monday, May 29 Almost 100 Corte Bella residents joined together to honor the memories of our country’s fallen heroes on Memorial Day. The Santa Barbara room was beautifully decorated in red, white and blue by volunteers. A solemn ceremony respectfully acknowledged the true reason for this holiday. After enjoying a wonderful buffet dinner of grilled New York strip steak and BBQ chicken prepared by Chef Dan and the Anacapa, the dance floor was full for the remainder of the event. DJ Ray Mar had Corte Bella on their feet and rocking out!

Pickleball: Summer Play Robin Mandell

Current membership: 187 The temperatures are a little warm, but we still have many club members out on the courts, especially early in the morning and under the lights at night. Our lanai, umbrellas, misters, and swamp cooler help to cool players off during break times. Time passes quickly - see our special new clock (right) out by the courts. We have a new piece of equipment (purchased through club members’ annual dues) that is very helpful to new and experienced players alike: a portable back board. Check it out on the courts. In the next issue of the CB Times we’ll be happy to show newly repainted Court #5. Several club members play elsewhere during the summer months, both on indoor and outdoor courts. Up in northern Arizona, Flagstaff offers three places to play pickleball: (1) at the Flagstaff Athletic Club (private); (2) at the Continental Country Club outdoors on six courts (seasonal fee), and (3) at the cityowned Aquaplex indoors on 4 courts. Not really easy to play there

as you can see how many lines are drawn on the gym floor in the photo (yellow is for pickleball). Open play is weekdays from 9 a.m. - 12 noon. Anyone can join for a $2 fee, so if you are passing through Flagstaff, stop in and check out your ability to play in the high (7,000 feet) altitude. You feel it running for the ball.

Pine Nursery courts in Bend, OR Diane Baumgartner plays outdoors at Pine Nursery in Bend, Oregon. Beautiful courts with a gorgeous view (see photo). Courts are also available indoors at Eagle Crest Resort. Other known locations where our members play in the summer: Illinois, New York, Michigan, Minnesota, Washington, and some spots in Canada. Corte Bella Tennis: Wimbledon Whites MaryLee Planer On May 16th, members of the Corte Bella Tennis Club (CBTC) dressed in white for play in tribute to Wimbledon. The men’s winner was Frank Olsson and Linda Sivakoff had the most wins for the women. Following the tournament, members gathered for appetizers and beverages at Patsy and Doug Kitts’ home. Kudos to the Kitts for last minute hosting due to high winds blowing through the Lanai. The CBTC welcomes new members year around; dues are $15 annually. Club play offers excellent opportunities for exercise and fellowship. Additional information can be found on the court side bulletin board.
