How Is The Corte Bella Annual Budget Developed? The annual budget process begins around June 1st of each year with the Finance Committee and the Board of Directors producing and presenting a document known as the “Budget Guidance Policy� to the General Manager (GM). This provides the GM with important guidance needed to develop the first draft of the budget. The GM then oversees the completion of the Annual Reserve Study, the Annual Audit and

other relative information. For instance, this year we included an update to the Road Maintenance Plan and an irrigation system replacement study to be included in the Reserve Study. All of this information was considered in developing the 2020 draft budget. The GM then supplies all of this information to the Finance Committee. At that point, the Finance Committee goes back to work, considering all information provided. The Finance Committee adjusts the draft, based on the information gathered, current funding and funding projection levels. The budget also determines
what the assessment rate will be for the next fiscal calendar year by combining all expenses assigned to Operating and Reserves and then dividing that by 1,650 homes, which is the total number of association memberships (one per home.) The draft budget is then presented to the Board of Directors at an open board meeting along with Finance Committee approval and recommendations. Once the board votes to approve the draft budget, the budget then becomes the final approved budget. The budget is then presented to the community in a meeting in the first week of October (by policy.) Arizona law requires that the budget be received by the association members not less than thirty days prior to taking effect. Therefore, the final budget is mailed to all homeowners’ address of record in order to meet that deadline. The final approved budget is effective from January 1st until December 31st of the same year. Many resident volunteers work hard and work smart to create the budget with the goal of getting the most value possible for each dollar spent. The Corte Bella assessment rate has remained low relative to similar communities over the years due to this resident volunteer diligence and effort.

Board Talk As summer draws to a close and temperatures cool off for Fall, our seasonal residents will start to

Those residents arriving back in Corte Bella should notice right away the newly sealed streets and the freshly painted wrought iron fencing throughout the community. By the time you receive your copy of the October CB Times, all should notice the work going on to refurbish the pool area which will
feature new cool decking and replaced slings on the pool lounge chairs for everyone to enjoy. With all that being said, some of the challenges for Fall and Winter remain with limited space availability in some of our amenities. Please remember that reservations in the Anacapa are strongly recommended. I would please ask that all residents be courteous and prompt regarding reservations so all residents and guests can enjoy their experience as well. I’m wishing all our seasonal residents and full time residents who are away from Corte Bella, a safe travel back to one of the greatest communities in the Northwest Valley. From the Editor’s Desk Linda Wright October is finally here and the best time of the year for us in Arizona has arrived. The Corte Bella HOA social calendar is exploding with things to do with the return of our monthly Farmers’ Market, two cooking classes with Chef Dan, the Anacapa’s annual Octoberfest Buffet, a day trip to Los Algodones in Mexico, another art class, our Sunday cabaret and the always amazing “Fall into Fun” Fall Festival. But don’t forget to come and watch the October sunset on the patio of the Anacapa or
on the refurbished deck of our beautiful community swimming pool (once the project is completed in mid to late October.) While November and December will be so busy with all that the holiday season brings with it, this month of October is quieter and a bit easier to just hang with than the ones that come next on the calendar. Enjoy reading the CB Times this month and have a pleasant, peaceful autumn.

Corte Bella’s Christmas Sing a Long and Holiday Facts Trivia Contest
Get into the holiday spirit with a wonderful buffet dinner experience while listening to a delightful assortment of Christmas music performed by the Corte Bella Chorus. Watch as the Corte Bella beautiful holiday tree is illuminated for the season and enjoy a special visit from Santa Claus. Phoenix Zoo Lights at Christmas Date: Wednesday, December 11 Phoenix Zoo Time: 4:30 PM depart the Anacaapa Cost: $30 per person (includes bus transportation and entrance ticket) Every year at Christmas time, the Phoenix Zoo comes alive with an impressive display of holiday lights called the ZooLights exhibit. Along with the millions of lights that took a team more than four months to install, you can see live reindeer, visit the rays in Stingray Bay and see a show in the 4_D theater (all included in the ticket price.) There’s also a 200 foot long Polar Slide, if you’re so inclined. This is one of the most beautiful holiday lights attraction in the Phoenix area. There will be nearly four million lights and 700 light sculptures to see. You’ll listen to holiday music while you wander through the zoo grounds. Restaurants and concessions will be open. Corte Bella’s Annual Golf Cart Parade and Dinner Buffet
Decorate your golf cart for the season and join in the fun of a real Christmas holiday parade in Corte Bella. Use your imagination and create something wonderful to share with your community. Parade route will encompass the “circle.” There will be a prize and bragging rights for the best decorated golf cart. Chicken and Tasso Jambalaya
Executive Chef Dan Haywood, Anacapa Restaurant
Ingredients: 2 tablespoons Cajun seasoning 2 bay leaves ¼ tsp. rubbed sage 2 tablespoons butter ½ pound chopped Tasso meat or Andouille sausage 1 pound boneless chicken, cut into bite size pieces I cup chopped celery 1 cup chopped onion 1 cup chopped green peppers 1 tablespoon minced garlic ½ cup tomato sauce 1 cup peeled and chopped tomatoes 2½ cups chicken stock or broth 1½ cups converted white rice – uncooked
Method: •
Combine seasonings in a small bowl.
•
Melt butter in a medium size saucepan (2-3 quart size) over high heat.
•
Add the Tasso and the chicken and stir frequently until chicken is browned, about 5 minutes.
•
Stir in seasoning and half of each of the celery, onions and peppers and all the garlic.
•
Continue to cook, stirring and scraping the bottom for 6-8 minutes until vegetables are tender.
•
Stir in tomato sauce, the rest of veggies and fresh tomato. Stir in stock and rice. Mix well.
•
At this point transfer the mixture to an 8x8 baking dish and place, uncovered, into the oven for about 40 minutes.
•
Remove from oven. The rice on top will be just crisp but done.
•
Stir well, discard bay leaves, then let stand for 5 minutes.

During our October 8th meeting, the Corte Bella Vets will be presenting checks to charities that provide support to veterans who suffer from PTSD and/or traumatic brain injury. Charities that will be present are America’s Mighty Warriors, Horse Rhythm Foundation, and Soldiers’ Best Friend. Join the Corte Bella Vets and America’s Mighty Warriors as we host our third annual community-wide Christmas stocking stuffing event on Wednesday,

Get Ready For That Special Night In December Sam Ramon Stringers
The annual Corte Bella “Walk-AboutNight” hosted by the Corte Bella Stringers will be on the first Friday of December, December 6th. The Salvation Army Red Kettle will be the center-piece of this annual event. With the help of the Corte Bella Chorus, Santa Claus, his Elf Helpers and the generous people of Corte Bella, we hope to exceed last year’s donation total of $14,424! Efforts will begin in early November to transform the homes on San Ramon Drive and several surrounding streets into the Christmas wonderland that we have all come to enjoy. This year, we are hoping the weather will co-operate and that we can have a bigger, better, Merry Christmas celebration on WalkAbout-Night. The Corte Bella Stringers hope you and your guests can attend this annual charity event.
AARP Smart Driver Course At Corte Bella - Wednesday, November 20 Robin Mandell, AARP Volunteer Instructor Driving is definitely not what it used to be; with the ever-changing road conditions, traffic laws and car technology, it might seem a bit challenging. This is why it’s important to keep your driving skills up to date in order to be safe on the road. AARP is offering a driver course designed for mature adults to refresh their driving skills, road knowledge, and safety precautions. By taking a driver safety course, you’ll learn the current rules of the road, defensive driving techniques, and how to operate your vehicle more safely in today’s increasingly challenging driving environment. Linda Wright, SOuL member Ramona Arizmendez, Thompson Ranch Elementary School’s Ballet Folklorico dance instructor, was thrilled to accept the latest donation from SOuL (Smiling Out Loud) on August 8th. SOuL purchased $800 worth of special dance shoes that will be worn by the school’s dance troupe, from beginning dancers to the advanced level performers. SOuL President Carla Smith and Treasurer Cheryl Kennedy presented the dance shoes together with a good number of donated sport shoes in a variety of sizes to shore up the school’s helping hands closet. The school’s dancers has been wearing shoes that were ripped, torn and otherwise in dire need of being replaced since the shoes were more than eight years old. SOuL members recognize the need to educate the total child and the group believes that dance, music and the arts are vital to developing minds. Additionally, the Ballet Folklorico provides important cultural teaching that is valuable to the student body at Thompson Ranch Elementary. SOuL was delighted to fund the purchase of these shoes.
The Advanced Level Ballet Folklorico dancers will be performing at the SOuL Annual Chili Cook Off Fiesta on November 4th. The community will be able to see these lovely shoes in action at that event.

Making a Difference in Our Community Dr. Stacey McEnnan Dysart Community Center in El Mirage and The Alexandria Academy held the first graduation ceremony for high school students in their new program on Wednesday evening August 14, 2019. Corte Bella resident, Dr. Stacey McEnnan, started this program last March, and four students were able to complete the necessary requirements for graduation this summer. The mayor of El Mirage and several other city officials were in attendance for the ceremony. The four graduates range from twenty three to sixty two years of age, and are all college bound. The program is all volunteer and needs people willing to present a variety of subjects to the students. Cooking with Chef Dan Part 3 – Foods Chef Loves to Eat September 12
Pink Jeep Scenic Rim Tour in Sedona August 23 Twenty one residents rode the bus to Sedona and then climbed into pink all terrain vehicles for an adventure in the red rock country’s cliffs, trails and twisting paths on the rim above. Three of the attendees performed tai chi up on the edge of the rim. The group finished off the day with a group lunch at the Javelina Cantina before heading home. All who participated enjoyed a wonderful day outside in some of the most beautiful scenery in all of Arizona.
Art Class, Paint Your Arizona Board August 28
Once again, Executive Chef Dan entertained, provided kitchen wisdom and gave his audience a wonderful taste of foods close to his heart. The chilled gazpacho soup with shrimp was light and flavorful. The Creole chicken and Tasso jambalaya was perfectly seasoned and delicious. To finish the meal, all enjoyed Chef’s beautifully prepared chocolate and banana bread pudding. Everyone left the cooking class ready to take a nap. Thank you, Chef Dan for another inspiring cooking demonstration. All three summer cooking classes featuring Chef’s favorite things to cook and eat have been such a wonderful experience.
It was another class filled with creative residents who let their talents loose during this two hour class. Each participant was given a precut board in the shape of Arizona and was allowed to decorate it in any manner they preferred using provided paint, stencils and brushes. The results were varied in design, color and intent. Once again, it was a very satisfying activity for all who attended.
Labor Day Dinner and Dance with Faded Jeans September 2 One hundred and more Corte Bella residents turned out on this holiday to dine and dance the night away and to celebrate the American worker plus the unofficial end of summer. The food prepared by Chef Dan and his Anacapa crew was first rate, and the service from Jill Mchay and her Anacapa staff was just the right stuff. The dance floor was filled from start to finish as the popular band Faded Jeans did their musical thing that all love and appreciate. The table decorations were outstanding and the volunteers who work so hard to create the right atmosphere for the event are just the prime example of how Americans work together and get it done right.
TAD Management’s ABBAFAB Concert September 14 It was ninety minutes of non-stop ABBA music for 230 Corte Bella residents on a blustery summer night. The audience was treated to talented vocalists and musicians who delighted the crowd with all the greatest hits from ABBA. The gracious entertainers took time to pose for photos after the show. What an amazing evening, and, once again, TAD Management brought something special to our community.

Meet Your Anacapa Hostess Holly Michelle McCleery Barbara Morin This month’s featured employee is Holly Michelle McCleery. She was hired in September of 2018, after a very good friend told her of an opening. Prior to that, she worked at Kneader’s Bakery and Cafe in Phoenix. Holly also worked as a nanny for a family friend of hers. The hours of caring were often very long, but her love and enjoyment for kids made up for it. Holly was born and raised here in Arizona
and attended Deer Valley High School. She has aspirations of attending college but so far has taken “three gap years” to decide. Holly has three brothers and one sister. When she’s not working she enjoys spending time with her nieces and nephews. She gets together with a friend once a week making crafts, especially around the holidays. She enjoys painting as a favorite pastime. Two of her favorite sports to watch are tennis and volleyball. When she’s looking for ways to relax at home, she’ll simply turn on some of her favorite music. Like so many other employees at the restaurant, she enjoys working with her co-workers. On your next visit to the Anacapa remember that Holly will be the hostess to greet you. Please wish her the very best.

Corte Bella Golf Club News Debbie Parks Dube It has been a good summer for membership here at the club and we have quite a few new members that will be on the course over the next few months. We are busy getting events planned for our members for the upcoming season. We are looking forward to our members coming back from their vacations and summer homes.
As a reminder the Golf Course and Grill will be closed until October 17th for our over-seeding process. When the golf course reopens on October 18th, the grill will be open for breakfast Friday, Saturday and Sundays and open for lunch seven days a week (unless we have a special event.) You do not have to be a golf member to enjoy a meal at the golf club!
We will also be bringing in new merchandise into the golf shop for the upcoming season. If you are interested in membership information for the club, come on in and ask for Debbie or call 623-474-3616.
Corte Bella Pickleball News Robin Mandell Current club membership stands at 223. This is the time of year all our Pickleball Club members look forward to: •

Effective September 1st, there is a change to the usage of Court #5; the all-purpose court located directly next to our four permanent pickleball courts. Representatives from the Pickleball and Tennis clubs, working with Corte Bella Country Club HOA Board members, created a new agreement whereby Pickleball will have access to Court #5 Sunday through Friday. This is great news for our large Pickleball Club membership numbers as there will be more courts available on Tuesday and Thursday mornings for our open member play. See everyone out on the courts.

Drop-In tennis starts daily at 7:00 a.m. on Monday, Wednesday, and Friday. Since start times move as the weather changes, please check the bulletin board for time changes. Starting on September 25th we will have FREE Wednesday morning clinics to work on different aspects of the game. Check the bulletin board for start times. On October 11th, the Ladies West Valley League kicks off their season (see photo.) Over 300 ladies in the valley participate at different levels of tennis with an end of season celebration to crown the victors. We welcome new residents to join the different teams.
