Use of Petitions at Corte Bella I have been hearing a lot of rumors lately going around Corte Bella. One of them involves use of petitions. I have heard there are between three and six petitions going around for various reasons. I know there is a lot of work involved in preparing a valid petition and then gathering the signatures necessary to support it – I wanted to try and clarify the process somewhat.

Based on what I have heard, it seems that some folks are under the impression that they can petition just about anything that they do not agree with. That is not the case. After consulting with the association’s legal representation for clarification, it seems that the Corte Bella governing documents allow petitioning only to establish quorum for a “Special Meeting” to be conducted for only two reasons. The first would be to recall

a sitting member of the Board of Directors. The second reason would be to change the Covenants, Conditions and Restrictions, better known as the CC & R’s. A petition itself does not accomplish either of the two, but rather establishes the required number of member signatures (typically 10% of those lots eligible to vote) to gain quorum to call a special meeting where a vote of all homeowners would ensue. Also, only one signature per lot is valid for purposes of petitioning. This process is addressed in Section 2.4 of the Corte Bella Country Club Association Bylaws. In simple terms, the condensed version of the attorney’s opinion is that “homeowners elect the board to conduct the association’s business on their behalf and the petition process is limited to changing CCR’s and recalling directors from the board”. I hope this clarifies the process a bit for anyone interested. Of course, resident members may seek legal advice of their own regarding petitions at any time related to this process. Board Talk Michael McVeigh, Vice President, CB HOA Board of Directors As you read this month’s CB Times, I’ll be finishing my final term as a member of your board after six years. I was privileged to serve as your President for three years and wanted to share a few memories before the new board is seated. I want to extend a sincere thank you to our current board members, our President, David Saulnier, and our General Manager, Mike Arrington, for the leadership they provide to Corte Bella. Some of the most meaningful highlights of the past six years for me are: •

Friendships and mentoring from former board members in my early years. Thanks to Dan Luparello for talking me into running with him for the board in 2013 (@#$%^&;*).

Serving on the original Strategic Community Plan (SCP) committee which led to the Long Term Planning Committee (LTPC) and today’s project goals and funding.

The financial stability of our community including our decision on investment strategies, cost initiatives and long term financial reserve positioning (thanks to the Finance Committee team).

Anacapa Restaurant turnaround and formal creation of the Anacapa Advisory Groupb (AAG) and the creation of the Anacapa Operating Plan. (Thanks to Chef Dan, Jill and the entire team.)

The Board’s decision in 2016 to hire a full time lifestyle manager and administrative assistant so residents can benefit from their efforts. (Thanks, Pam and Jayke.)

Community savings on utilities resulting from our Government Affairs Committee (GAC) initiatives. (Thanks to Diane Smith and your team.)

CC&R changes in 2019 leading to Reserve Fund Fee (RFF) increases from new home sales to benefit our long term projects and capital improvement fund.

Negotiating a long term agreement with our management company and having stability in our General Manager and his team of fantastic staff and managers.

Thanks to Corte Bella resident Dan Kronlund for his experience, leadership and willingness to head our Finance Committee and our AAG at a time that was both challenging and timely.

Unfortunately, there isn’t enough space to list everything we’ve accomplished since 2014 and to mention everyone but I want to thank all of the volunteers from the community that stepped up and gave their time and talent on behalf of our residents. Thanks to all committee chairs and Co-chairs for your contributions. These are people that “Lead from the Front” and will never be confused with those that are “All hat and no Cattle”. I especially want to thank our General Manager, Mike Arrington, for his leadership, patience and guidance to our board, committees and residents. Until you have walked in his shoes, you don’t really appreciate his contributions to Corte Bella. I believe my best accomplishment has been the stability in First Services Residential and our General Manager for the past six years. Finally, I want to thank my wife Lynne for her patience and tolerance during the past six years. We are new grandparents for the first time and plan to spend as much time as we can with our family in Las Vegas. We plan to attend as many Community events as possible since Corte Bella has a board election and I don’t have my name in the hat. I hope to continue to volunteer in some meaningful way for the foreseeable future. All the best to everyone for 2020! Thank you all for the privilege of serving our beautiful community.

From the Editor’s Desk Linda Wright It’s the new year, and many of us are attempting to live up to resolutions we’ve made. I wish you luck with those. It’s my plan to make sure I recognize opportunities to improve myself both physically, mentally and spiritually this year. Corte Bella residents are fortunate to have great amenities that provide us with the tools we need to get in shape and remain active. We can swim, walk the circle, play pickleball, tennis or bocce ball. We can exercise on the fitness center equipment or take an exercise class. We can line dance, ride a bike, or play a game of golf. There are endless possibilities with the many interest groups that are functioning in the community to play games or learn

something new. And, the Corte Bella Spa offers you the chance for that relaxing massage or facial. There is so much to do here in Corte Bella with all the lifestyle activities and events offered every month. Our community restaurant is there for you to enjoy with great views and good food. We as a community and as individuals are so very lucky indeed. Recognizing how very blessed we are to live in this lovely and well managed community is important. Choose to be a part of what makes Corte Bella great. Resolve (if you will) to be involved in a positive way towards keeping Corte Bella beautiful. Happy New Year to all.

Quicker Rosemary White Bean Cassoulet

Executive Chef Dan Haywood, Anacapa Restaurant

Ingredients: •

2 tbsp olive oil

1 strip of bacon, chopped

4 oz sausage, chopped

1 cup white onion, fine diced

1 cup carrot, fine diced

1 stalk celery, fine diced

2 cloves garlic, chopped

Method:

1 tsp rosemary, chopped

1 tsp thyme, chopped

1 large tomato, chopped

3 cups white beans, cooked

¾ cup chicken broth

½ cup bread crumbs

¼ cup parmesan cheese

2 oz butter

1 tbsp chopped parsley

In a medium size sauté pot or pan on medium heat, add oil and sauté bacon until just browning. Add Sausage and sauté until just cooked. Add Vegetables and garlic and continue to sauté for 5-6 minutes until starting to soften. Add tomatoes and herbs. Sauté one minute more. Add beans and chicken stock and bring to boil. Lower to low simmer and let cook until liquid is almost absorbed, about 10-15 minutes. Remove from heat.

In a separate small pan, add butter and heat over medium heat. Add breadcrumbs and sauté until the breadcrumbs are lightly toasted. Sprinkle breadcrumbs over the top of beans. Sprinkle cheese over top of beans.

While beans are cooking, in a sauté pan add olive oil and at high heat, sauté seasoned lamb chops on one side for 2-3 minutes. Then turn over for an additional 2 minutes until cooked medium rare (125 degrees). Remove from heat and set aside. Spoon the beans in the center of 4 plates, and arrange 2 chops on top of each. Sprinkle with parmesan cheese, chopped parsley and a rosemary sprig.

Tips for Special Occasion Wine Pairing Deborah Damery Lazear, CSW In Corte Bella, a lot of wine is enjoyed over Thanksgiving, Christmas, Hanukkah, and New Year’s Eve. Here are some tips if you are the host home for any holiday meal: • Purchase wines in advance to take advantage of bulk discounts. Fry’s often has 30% off sales for six or more bottles. • Keep it simple: one red, one white, one sparkling. Suggestions: Nero d’Avola from Sicily (at Trader Joes); Sauvignon Blanc from Santa Barbara; Chardonnay from Sonoma Coast; Pinot Noir from cooler California coast (won’t be inexpensive but will be very good.) Cava from Spain and Crémant de Bourgogne from France are delicious sparklers that won’t break the bank.

Plan on two to three glasses of 5 ounces each per person. There are twenty seven (27) ounces in a bottle.

Serve the wines at optimum temperature for maximum enjoyment. Sparkling wine or Rosé - 50F to 55F; Sauvignon Blanc - 55F to 60F; Pinot Noir or Nero d’Avola - 65F to 68F. Don’t have a wine thermometer? Put all the wines in the fridge. Take the reds out 30 - 45 minutes before serving, take the whites out 15 minutes before serving, take sparkling out and pour immediately.

One size glass fits all, even sparklers (except Champagne from Champagne, France which is usually served in flutes to allow the bubbles to dissolve slowly.) Choose a simple, plain glass with a stem that will easily hold 12 oz of water or more. Fill it less than half full of wine (5 oz). Not sure what 5 oz looks like? Take one of your glasses, measure 5 oz of water in a kitchen measuring cup, and use it as your template.

Turkey will pair well with two wines. Offer a Pinot Noir and a Viognier. You will be a wine rock star!

1. Credit Bureaus Ask for a “security freeze” and a “credit freeze” to be placed on your account at all three Bureaus. It makes it a lot more difficult to apply for credit unless the freeze is lifted by you. If personal information is already compromised, request a caution statement on your accounts and make sure to also file a report with the IRS.

2. Bank Accounts Ask what protections and if already compromised, what remedies are available. Some banks offer a feature to block credit/debit cards when not in use and temporarily unblock them when you need them.

What is a Concept Approval Request? David Wright, LTPC Chair Corte Bella is a vibrant community of around 3,000 residents who represent an incredibly wide range of skills and talents. But only seven can serve on the Board of Directors at any given time. In an attempt to tap those resources, the Board of Directors formalized a process – the Concept Approval Request (CAR) – for residents to submit projects and concepts for consideration.

The system works; as attested to by the following CARS, the first four of which have already been implemented:

Any property owner, interest group or chartered club may submit a CAR. After a CAR has been vetted through all relevant Board committees (finance, buildings and grounds, architectural review, neighborhood awareness and safety, and technology), the Board will vote to accept and implement the request (in total or in part) or to reject it. The Long-Term Planning Committee (LTPC) coordinates & starts the vetting process for all CARs. CARs are recorded and tracked by the HOA staff as they are vetted. (This process is detailed in 20190318 Concept Approval Request (CAR) Policy and Procedures which is in the Corte Bella website Resource Center under Governing Documents -> Policies -> Policies Currently in Effect.) A copy of the CAR form is available on the same website under HOA -> Online Forms.

Corte Bella Veterans Sixth Annual Golf Tournament The Corte Bella Vets Sixth Annual Golf Tournament will be held on Sunday, March 8th, 2020 at the Corte Bella Golf Course. Registration will begin at 8:00 AM the morning of the event with an 11:30 AM shotgun start. There will be a box lunch and dinner with an auction following the event. It’s a different kind of battlefield homeless veterans’ fight going on today. It is fought under bridges, on streets, in the shade of a palm tree, and tucked away in a starlight dry river bed. Our homeless veterans are fighting against inadequate medical care, dysfunctional relationships, psychological effects of combat; all after volunteering to serve their country. Your Corte Bella Vets are assisting homeless veterans by working with other veteran organizations. Proceeds from our sixth annual golf tournament will support Catholic Charities’ MANA (Marines Army, Navy, and Airforce) House, Veteran’s First LTD’s Mary Ellen’s Place, and Project Veterans Pride’s James Walton Home. The most recent Homelessness in Arizona Annual Report dated December 31, 2018 it states: “There were 786 veterans identified as homeless statewide. Arizona communities, through collaborative efforts, have demonstrated that ending veteran homelessness is possible.

When a veteran has a housing crisis, our communities have the systems and resources in place to immediately identify and support the veteran to end their homelessness.” Those who selflessly served our country should not be homeless. It should be our honor to assist our veterans and their families through their time of need. Please help us combat veteran homelessness in the Phoenix area! Walk-About-Success! San Ramon Stringers The total for the donations in the Salvation Army Red Kettle on December 6th is $14,615! Thank you Corte Bella residents and guests. This amount beat last year’s total by nearly $200. These

donations will go a long way to help less fortunate members of our local area. The Salvation Army and the San Ramon Stringers say “Thank you, Corte Bella!”

Drop Toppers News Nancy Wendler Drop Toppers took off for Los Cedros USA, an Arabian horse ranch on Monday, November 4. We took a docent tour of the facilities including the grooming and training areas and learned the different breeds of horses boarded and trained at this ranch in Scottsdale. SOuL (Smiling Out Loud) Shares at Thanksgiving and Christmas Linda Wright, SOuL member After a successful fund raising event in November (the annual Chili Cook Off), SOuL (Corte Bella’s ladies charity support organization) decided to distribute collected funds to help families and the truly needy in our northwest valley area.

SOuL contributed $1,000 to the Valley View Food Bank, where the office manager stated that this money would “help so many and it will be put to work right away.” SOuL Vice President Carol Courter presented the check to Jessie, the office manager of Valley View Food Bank.

At the Salvation Army Corps Sun Cities headquarters in Surprise, a Thanksgiving Day meal for 311 persons was held on the Tuesday before Thanksgiving Day, fully funded by a $500 contribution from SOuL. SOuL also donated $600 to fund 200 boxed Thanksgiving Day meals for needy West Valley families. And, SOuL donated $1,200 to give six (6) families (selected by the Salvation Army) a $200 Christmas gift package of presents purchased to fit each family’s need. SOul member Linda Wright (far left) presented the donations to Salvation Army’s Captain Kathy Merritt. SOuL had a Christmas Holiday Craft Popup Shop on December 1st and showcased holiday crafts created by their many talented members. Over $2,000 was raised during the sale which will be used to support charity efforts in the west valley.

At Thompson Ranch Elementary School in El Mirage, the administration identified twenty five (25) families would not be able to afford a traditional Thanksgiving Day meal. SOuL members Kay Mueller and Char Canzonetta went shopping with Thompson Ranch administrative staff to purchase a twenty pound turkey, ten pounds of potatoes, stuffing, gravy, green beans, yams, chicken broth, cranberry sauce, one dozen rolls, pumpkin pie, and a cooking pan for each family. Each family wrote a heartfelt thank you note of gratitude and appreciation. A donation of $600 funded appreciation gifts for the school’s staff and teachers.

Corte Bella Adventure Group Steve Downing It’s been a busy fall for the Corte Bella Adventure Group with many of our annual hikes and rides and some added hikes this year. To date, we have hiked the Hot Shots Memorial Trail and Union Peak. New hikes included the Jim Thompson Trail in Sedona, which is an easy flat land hike through the beautiful red rock. The contrast between the Sedona Red Rock and the green of the pines and low scrub show nature at its best. This trail is an in-and-out of only five miles, making it one of the easier hikes we will schedule.

Climbing to the Saddle of Vulture Peak

Mingus Rim Loop Hang Gliding Launch Ramp Also added were the Mingus Rim Loop and a one-way hike from Tom Thumb Trailhead to Gateway Trailhead. Mingus Rim Loop is on Mingus Mountain located just south of Jerome. This hike is more difficult as we drop down the mountain approximately 1200 feet and then must climb out to gain that elevation back. While the trail is only 4.1 miles, it can be challenge. The reward is the beautiful views of the valley overlooking Cottonwood. Additionally, we pass the Arizona Hang Gliding and Paragliding Association launch site at an elevation of 7,800 feet.

last half mile is a fairly steep climb to the saddle. On reaching the saddle, we have distant views of the Phoenix valley and can spot the White Tank Mountains, Quartz Peak in the Estrella’s and South Mountain. From the saddle there is a climb to the peak, but we only do this on occasion as it requires some rock scrambling and its more like climbing than hiking. Along the Tom Thumb to Gateway Trail

We’ve hiked Tom Thumb Trail in the McDowell Mountains in years past. This year, we did this a little differently by driving to Gateway Trailhead and taking Uber to the Tom Thumb Trailhead. By doing this, we were able to hike one way of the 8.5 miles through the interior of the McDowells. Once we reached the top of Tom Thumb trail in two miles, it was all downhill from there. Vulture Peak Trail is another annual hike we do around Thanksgiving. This trail is located near Wickenburg, which makes for an easy drive and a fun place to eat after the hike. This hike is a little less than four miles, but the

Corte Bella Marketplace November 10 Every fall, Corte Bella stages a shopping extravaganza right here for all residents to shop until they drop. There was something at this market for everyone – food, jewelry, clothing, decorative items and more.

Anacapa’s Thanksgiving Day Buffet November 28 The Anacapa served almost 500 meals to Corte Bella residents, guests and customers on this holiday. The food and service were outstanding from the seafood to the turkey and the holiday pies.

December 2 It truly takes a loyal and dedicated band of volunteers to get a big job done. Every year, these great folks get the task of decorating the Anacapa and the social hall accomplished in record time. What a wonderful gift this is for all of Corte Bella to enjoy.

Every year, the Corte Bella community generously answers the call of the Salvation Army Sun Cities to help make the Christmas dreams of underprivileged children here in the west valley come true. Our community donates bicycles, toys, clothing and more toward this wonderful project. Way to go, Corte Bella.

Corte Bella’s Veterans Day Dinner Dance November 11 This annual event honors all veterans from all branches of the U.S. military. The Corte Bella chorus performed patriotic music and the Corte Bella Vets provided an inspirational program that included presentation of the Colors. The sit down dinner was beautifully served, and the food prepared by the Anacapa was absolutely first class. Dancing to DJ Ray Mar capped off a wonderful event.

Birds in Paradise (Part Three) Jeanne and Nate Gowan Last spring, while taking our morning walk, we often heard hooting from a pair of newly fledged Great Horned Owls defining their territory. Their mother was often seen roosting in a tall eucalyptus tree, closely watching her owlets as they practiced their hunting skills. The female is the larger of the pair and can be up to 25” tall, so when she took flight we could see her as she glided silently along our walkway.

Photos by Nate Gowan Great Horned usually adopt a nest that was built by another species so it will be no surprise to find her nesting this spring in the nest vacated by the Cooper’s Hawk that also had her brood along the walking path.

Great Horned Owls are usually nocturnal hunters, but sometimes hunt in broad daylight. They eat mostly small mammals and birds, but include reptiles and scorpions in their diet. Interestingly, the

Sitting in our yard, we also had a great sighting of a pair of hunting Harris’s Hawks. The Harris’s has distinctive markings of dark brown, chestnut red and white. Cooperative hunting is unique to this hawk, which contributes to their survival; their diet consisting of small mammals, birds and reptiles. Harris’s Hawks are agile flyers, soaring at high altitudes and then plunging into dramatic dives, either as a display of territory or courting. This hawk is a frequent visitor to Corte Bella.

This annual event serves to kickoff the Christmas holiday season in Corte Bella. The buffet dinner was a delicious accompaniment to the two performances of the Corte Bella chorus singing holiday songs with great animation and enthusiasm. Santa Claus was there to switch on the community tree lights and officially launch the holidays off to a great beginning.

The beautifully decorated tables in the Bella Stanza room provided a wonderful backdrop to the wonderful experience of watching and learning from Executive Chef Dan Haywood as he prepared some amazing food fit for anyone’s holiday table. The bruschetta done three ways preceded the lamb chops Provençale with white beans. The dessert almond tuile cookies with fresh berries and Zabaglione were divine.

Corte Bella Tennis Club News Donna Norton Linda Sivakoff and Colleen Miller will always be good friends, but when they volunteered to be captains for the 2019 Corte Bella Davis Cup tennis match-up, they each wanted to assemble a team that could win! In deference to levels of play amongst participants, they developed a handicap system with the hope that it would serve each of their teams well. The teams were announced at a social gathering at the Anacapa where Alex did a terrific job of supplying the participants with food and beverages. Game on... Saturday morning was perfect, cool and cloudy so the sun would not interfere with the three-set format to be played on court. As the teams warmed up, speculation grew as to who would win the day. Outfitted in red or blue, it was evident from afar who represented each team - Colleen-red, while Linda-blue. The tournament director, Dave Culley, announced the format and scoring requirements. A photo was taken of the teams together and then everyone headed to their respective courts. Everyone would re-assemble pool side for a potluck lunch where the winners would be announced in just a few hours. The Corte Bella tradition of great pot-luck experiences were fulfilled as an assortment of salads, proteins, and desserts were assembled in little time. As everyone enjoyed both the setting and shared food, Dave Culley stood to announce the winners. Colleen Miller’s team had won! A picture was taken of the team with trophy and now Colleen will be responsible for keeping it polished until next year.

Corte Bella Pickleball News Robin Mandell Happy New Year to all. We’re seeing a lot of lists in the news of what has occurred over the last decade. Here’s a brief recap of what our Corte Bella Pickleball Club has accomplished in a mere eight years: •

Grew membership from 63 in 2012 to 244 in 2019, a 287% increase;

Went from using only four permanent courts per day for our members’ play to currently having a total of eight courts available per day, six days a week;

Bought equipment (with our members’ dues) to enhance learning and for comfort to include countless dozens of pickleballs, paddles, paddle racks, several temporary nets, a backboard/rebound structure, two automatic ball machines, and two swamp coolers;

Set up play times throughout the day and evening for all skill levels;

Conducted multiple free beginner clinics to welcome new residents and players to the game;

Held weekly drills on the finer points of the game;

Became home to a bunch of champion players! From June 1st to December 4th of 2019 alone, here are the results of medal winners at Pickleball tournaments both at the local and national level: 40 total medals - 17 Gold, 11 Silver, and 12 Bronze.
