We are now in my favourite season, I love the crisp fresh air and chilly mornings though being a wearer of spectacles I hate rain! We seem over the summer months to have been inundated with planning applications for large housing developments in the village. Don’t forget your voice matters - if you agree or disagree with any of these proposed plans make sure you contact the parish and district council with your views. Speaking of views you may be interested in reading David Fisk’s piece on the Decoy pond near the old factory site.

There is lots going on in the village now that the summer months are over. Don’t forget to visit the Good Neighbours Community Cafe, perhaps attend one of the quiz nights that are running not only in Brantham but local villages. Selling Part of your Garden If you are considering selling part of your land or garden, there are number of factors to consider: •

Mortgage company consent: If there is a mortgage secured against the property or land, the mortgage lender’s consent must be obtained. Covenants/obligations: It is important to consider whether you wish to impose any restrictions or obligations on the purchaser relating to the use of the land. You may also wish to note the boundaries that the purchaser will be responsible for and consider any contributions that they may need to make to jointly used services or access-ways. Value: To ensure you are being offered the correct value for the land, it is advisable to obtain an independent valuation of the land before accepting an offer. Legal Fees: Who will be responsible for your solicitor’s fees and disbursements? In some circumstances the buyer will meet the cost of the seller’s solicitors fees in total, including any disbursements incurred. Steps should be taken at the outset to determine responsibility for these fees to avoid disputes arising.

October/November 2019 It’s been a pretty wonderful summer here in Brantham and I for one have certainly been making the most of it and enjoying all of the lovely opportunities to get outdoors that our local area has to offer! On some of our trips out we have been picking lots of blackberries which is a sure sign that the cooler temperatures of Autumn are on their way! It has been a quiet couple of months for the Parish Council but here are some things I thought you might want to read about:

Proposed Development at Slough Road

District Councillor Alastair McCraw and I both attended the recent Babergh District Council Planning Committee meeting on Wednesday 11 September 2019 at which the BDC committee considered the proposed planning application for 60 houses off Slough Road. I am 10

Local Play areas and Dogs

Over the summer, the Council has received a number of comments and complaints from local residents about repeated dog fouling on local play areas (particularly the Lower Playing Field and the Gravel Pit Lane Play area) and in some instances some issues over aggressive dog behaviour in public spaces. I would like to take this opportunity to ask local dog owners to please be mindful about clearing up after your dogs and to keep dogs under control around other open space users at all times so

Brantham Industrial Site

Factory Lane works have continued over the summer and it is anticipated that these are likely to be completed at the end of September at which point Factory Lane will re-open. Work on the new pump station has now commenced and once this is completed the old pump station will be decommissioned. The roadworks along the A137 are now virtually complete and night closure of the tunnel at Manningtree is anticipated in October/ November. If you have any questions or comments about this please do not hesitate to get in touch.

Who Rules The World?

The simple answer is no one; no dictator, no oligarchy or democratic government. There is the United Nations Organisation of course, but it is limited to promoting peace, security, human rights, sustainable development and international law. Working through its many agencies it can only persuade and advise the 193 member countries. It’s “Blue Beret” military and civilian organization is sent round the world in order to maintain peace, but only moves into a country by invitation and with the sanction of the UN’s Security Council. Only when one turns to modern technology in the form of transport and communication systems do we find – not democratic government, but private international corporations appearing to fill the vacant space. Their main interest is not the care of people who use their services; like any private company, their major concern is the development and future of the business. The essence of the problem we have with these organisations is the enormity of their size and with size

comes power – power to bypass governments, sweep away competition and spread ideas which can be detrimental to people and the planet. I am talking about the likes of Microsoft, Amazon and Facebook; powerful organizations which in their turn have become vast money making machines run by multibillionaires of the like we have not seen before. Bill Gates’ Microsoft came first in 1975 soon to be followed by Apple a year later. Seeing the potential of computerization Mark Zuckerberg and Larry Page created Facebook and Google respectively. Amazon appeared in 1994; its founder Jeff Bezos with his fortune of 160 billion is currently the richest man on the planet. Finally we must not forget Rupert Murdock, who has word-wide television and newspaper interests. The Murdock family own Fox News, a site much admired by Donald Trump for its very right wing views. All these men are accused of avoiding the payment of tax, both personally and as leaders of their companies. These organizations have

fundamentally changed the world; we value our computers and mobile telephones, but must not forget that governments have little control of the internet and all that goes with it. On the contrary - they can only seek adjustment to this fast moving, unstoppable phenomenon that has overtaken us during the last 40 years or so. David Korten’s early prophetic critique1 of responses we should make is well worth reading. He speaks of limiting their powers, levying heavy taxation and the punishing fake news, misinformation or the misuse of personal data. He believes they should be cut down to size together with customers joining together to share experiences and take action when necessary. Finally he believes that uncontrolled globalization of information is a potential threat to freedom of thought and action for the future of democracy is at stake. Such action will change the natural balance and cause considerable harm and destruction of many life forms. Such run-off water will contain contaminates from roads, roofs, parking areas and in the winter salt spread on the roads. Salt will destroy all lifeform in the pond/lake.

Good Neighbour Scheme

Brantham Good Neighbour Scheme What a busy summer, we successfully completed 152 requests for transport from July to August taking people to Doctors, Hospitals, shopping and helping with odd jobs around homes. We hired the Community bus on the 12th of July for a shopping trip to Tesco’s and Aldi and then a pleasant lunch at the Chestnut Pub for a nice Carvery. In August we went for an evening meal at the Harbour Lights Walton. Both trips were very good and we were well looked after at both venues. The monthly coffee mornings were also well attended despite the holiday season and hot weather, some of our cakes did take a bashing from the heat, one in particular melted before it transferred to the plate!!! Never mind it all goes down the same way.

We are hoping to host another musical afternoon towards the end of November at the Brantham Leisure centre so watch out for more details at the next coffee morning which is Thursday 31st October starting at 10.00am, all welcome as usual. All the Coffee morning dates are below. The Good Neighbour Scheme continues its success thanks to the volunteers and the support of you, our local community, so long may this continue into the future. Given the changes we may experience with both the new housing developments within our village and the “B” word if it ever happens!!!! Report to Parishes, Alton Ward October 2019 Babergh District Councillor Alastair McCraw A QUIET MONTH? The month of August is normally a relatively quiet one in Councils. People have holidays and there tend to be fewer meetings. I thought this month I’d go through my diary and emails for the last four weeks (to the 10th September) and try and give a flavour of activity. In the process, you may get some insights into your councils work in areas that are not usually reported. Funnily enough, the first email asks whether Babergh have a 5-year Land Supply. The most recent one answers that. Babergh have published their Land Supply Statement at 5.67 years. This strengthens our hand in considering the more speculative applications that rely on that weakness. It directly affects consideration of at least two major Applications, including Slough Road. Around this time, I was taking a fair number of emails, messages or calls regarding the Taylor Wimpey/Regeneration Area and associated

works. Without going into every single question, I’m in regular contact with all the parties involved. That’s sometimes daily, but always weekly. Acting as a go-between for you and the village has been, and will be, a constant job for years to come. Keeping the lines of communication open is the only way we’re going to be able to cope. The same applies to other major planning applications coming forward right now. Brooklands Farm and Church Field both come to mind here. I’m told that an exhibition for the latter is due shortly. (It may have happened by now!). I attended the CIFCO AGM on the 15th. I didn’t agree with setting up an Investment Company for a Council, but it’s a fact and we must make sure it’s as sound as it needs to be. It’s producing an income equivalent to about 12% of our Council Tax share. A short-term paper loss in value would only matter if CIFCO were to sell those assets. That’s unlikely as they are only 15% invested in retail, and not the worst

bit of retail. I’ll add that Scrutiny have spent a great deal of time examining CIFCO. The Joint Scrutiny committee generally doesn’t take August off. We met on the 19th, when the major item was a project we’ve been preparing for since June. The future funding for Citizens Advice was a major worry in the County last budget time. That long term problem hasn’t gone away. We are trying to launch a cross boundary (Suffolk wide) Scrutiny Process to examine the service, funding and impacts of CAB. This has to be done right now, before the next budgets are prepared. The Districts and Borough provide the largest share of funding. We all know how much good work it does, relieving pressures elsewhere. One constant theme of recent emails has been the enormous range of opinions raised over Belle Vue Park House and potential hotel in Sudbury. I’m sure that most here will have as much interest in this as Sudbury residents have The Brantham

regarding any situation in Brantham. However, the Council has responsibilities here and decisions to make. Any active councillor must be aware of the issues involved, if only to make good decisions and protect public money. There are times though when it’s all become rather personal and I can’t see that helping the situation. At the end of the month, with my colleagues on holiday. I gave a report to the Mid Suffolk Cabinet on Scrutiny recommendations. Summary: Agree funding for three years at least. Support County wide Scrutiny

to avoid the same problem again. There’s a constant flood of emails. They should be dealt with almost immediately, or you fall behind. There are meetings with residents, developers, officers, the Parish Council and committees. A lot of this stuff kind of joins up, but it’s easy to miss something. If you don’t get a response from me in two days, try again. This was a quiet month, so I had a short holiday as well. This weekend I have the Suffolk Historic Churches

We have said farewell and big thank you to our parish priest, Fr. Peter Raj, who has moved to another Ipswich parish after just one year at St Marks with Holy Family, Brantham- a popular Priest who scarcely had time to settle in but hardly surprising in these times of fewer vocations to the priesthood and parish clustering. We welcome Fr. Paul Vincent and in the announcement from the Bishop Alan Hopes we were promised two priests from the Carmelite Order with the possibility of even a third member to form a small Carmelite community at the presbytery in Ipswich. We were also reminded how a small community of Franciscans ran our parish a few decades ago.

The British Social Attitudes Survey including a battery of religious questions was published recently. The headlines showed a continuous decline in the number of Britons identifying as Christian; 38 per cent this time, down from 66 per cent in 1983. ‘No religion� is now the default setting at 52 per cent. Those who are dismayed at this decline may well take comfort from other findings from the Theos Think Tank which regularly publishes research papers to stimulate debate about the

place of religion in society. A surprising statistic on its website shows the world as 80 per cent religious, predicted to rise to 90 per cent by 2050! Why are we in this country disengaging with Christianity? The Catholic Chaplain for Ipswich Hospital is changing but our local Deacon Rev. Its official title is a “pastoral letter” and I hope that you may consider this a pastoral letter to you to encourage you in your faith journey. A few Sundays ago I was reflecting on Paul’s letter to the Ephesians, which was probably written as a pastoral letter not just to the Christians in Ephesus but also as a circular letter to Christians in other churches following his missionary journeys. It is a tremendous letter of encouragement; describing the church as a dynamic fellowship of believers that functions as the living body of Christ on earth and including specific teaching on the implications of the Christian life

Paul reminds even us today that we are one family in Christ, so there should be no barriers, no divisions, no basis for discrimination between people - we all belong to him, so we should live in harmony with one another. It is a message that I believe the divided world of today still needs to hear. Constable Country Patient Participation Group New Appointment System

In July the PPG Vice Chair, Mike Huard and I visited the GP practice at Leiston to discuss their experience of using the call back system, which they introduced early in 2018. They told us that patient feedback had been very positive. Brantham Scout & Guides Before the summer term ended the Rainbows participated in a County wide event based on Elmer the Elephant. They played a game which involved squirting water like naughty elephants, made their own Elmer ears, planted a sunflower, made Elmer face masks, decorated ceramic tiles and listened to an Elmer story. They rounded off their summer term with a campfire and enjoyed toasting marshmallows to make S’mores while having a good sing song! The Beavers are back after their summer break and have an action packed few months ahead of them. They will be enjoying tobogganing at Ipswich Ski Slope; a District trip to Thetford forest and a sleepover. The Beavers will also be busy working towards their Cyclist and first aid badges and finally, collecting conkers and keeping fit – phew! The Brownies have an eventful autumn term planned. They have already been busy with ‘Whole

New World Crafts’ and working towards their ‘Whole New World Crafts’ badge. Other activities include ‘shop till you drop’; a sponsored cycle at Alton Water and Day of the Dead! The Cubs finished their action packed summer term with a fire lighting session where they made use of their ‘buddy burners’ that had been made the previous week. S’mores were of course on the menu along with toast, jacket potatoes & beans. The Cubs also took part in the Ipswich Elmer hunt and had their annual family sandcastle competition at Walton on the Naze. Their last meeting of the term was spent playing on their water slide at Hallowtree farm. Please make sure you keep any unwanted clothes aside ready for

Appointment System Update

The practice implemented a new appointment system on 2nd September. We held two patient engagement events in July and have been trialling the system on Tuesdays. This has enabled us to refine the new system based on patient feedback, though it will continue to evolve over the coming weeks. Please note that there will be no pre-bookable appointments. If you need to speak to a doctor you can request that they call you the same day. If you need to be seen (about a third of all cases) the doctor will arrange for you to be seen the same day or on a future date. Patients can request a call back from a doctor online from 7am, or phone the practice or call in to request one via a receptionist. It helps if you tell the receptionist the nature of your problem as it may be more appropriate for you to speak to our pharmacy technician or another member of our clinical team. They can also inform the doctor if 34

your need is urgent. There may also be other NHS healthcare organisations or other clinical staff who are better equipped to address your problem or answer your query.

Flu Clinics

As last year, patients over 65 will be administered a different flu vaccine to those under 65. Unfortunately, there have again been delays in manufacture which means that delivery of the under-65’s vaccine is staged. This complicates the vaccination programme and we will therefore implement a similar system to last year. We will hold a number of flu clinics and will send personalised letters to every eligible patient inviting them to attend on specific dates. These letters will be sent through September and October. Please attend on the earliest date possible when you receive a letter. Please don’t attend a flu clinic if you don’t receive a letter as we may not have taken delivery of the vaccine you require. If you haven’t received a letter by the end of October and you are over 65 or believe

Membership

Our main purpose is to encourage lifelong learning for those who are no longer in full time employment and emphasis is always placed on making learning active and fun as well as helping in developing friendships. We have a wide range of groups including language study, country walking, computer studies and gardens, churches and historic buildings visits. In the main, membership is drawn from communities in the lower Stour Valley and adjacent areas including Brantham, Capel St Mary, Dedham, East Bergholt, Holbrook, Lawford, Manningtree, Raydon, & Stratford St Mary. We are affiliated to the ThirdAge Trust, have over 340 members and 35 active groups. Recent Meetings

The theme of our meeting on 11 September was “Great Composers Of Film Music”. Steve Johnson, a film enthusiast, recalled the history of music in film from the beginnings of sound, with emphasis on specific composers who have made significant contributions to music in film.

Future Meetings

Jenny Gibbs will talk to us on “An Englishwoman’s Life in Rural Turkey” on Wednesday 9 October. Her stories capture a simple, serene, pastoral way of life in a Turkish mountain village unchanged for centuries, from the day she first arrived there 25 years ago to today. On 13 November Magistrate Graham Higgins will talk of “Tales From The Bench”. He will look at our legal heritage, particularly the part played by Suffolk. He will relate how the role of magistrates and 38

Stour Valley U3A local events have played a part in this history and will bring us up to date with an opportunity to decide how a defendant should be sentenced by briefly outlining a case. He will also include some of his unusual experiences on the bench. We don’t hold a speaker meeting in December but instead a Christmas lunch and this year it is being held on Wednesday 11 December at the Ipswich Best Western Hotel, Copdock IP8 3JD. This is always a very popular event so an early reservation is advised. Each month, the Coffee Grinders meet at The Lambe School, Gaston Street, East Bergholt, CO7 6SD from 10-12 noon. This meeting especially welcomes new members but gives all members the opportunity of meeting the activity Group Leaders and the Committee whilst enjoying a cup of coffee. The next meeting is on Friday 25 October.
