PARISH COUNCIL NEWS AUGUST/SEPTEMBER 2017
Well, summer is well and truly here. I hope you have all been enjoying warm weather and sunshine – long may it continue! It’s been a busy time for me as we have been settling in to our new home but Parish Council work never stops so here is a little bit about what I have been up to:
Goodbye to our Responsible Finance Officer
At the end of June the Parish Council said a sad goodbye to our Responsible Finance Officer, Pat Smith who has been with us for almost 6 years. Pat has been a cheery, dependable and hardworking colleague at the Parish Council who has kept our finances in order and helped us all to understand the money side of Parish Council life with clear spreadsheets and figures. The Parish Council has agreed that with Pat’s departure the RFO and Clerk role will be re-united as it is in most Parishes and so I will be taking on Pat’s financial 8

responsibilities from now on. On a personal note Pat has been a pleasure to work with, a great support to me and I will miss working with her very much! Good luck for the future Pat, and I hope you take this opportunity to enjoy a well-earned rest!
Anti-social behaviour at Acacia Court The Parish Council has been contacted by a number of local residents raising concerns about young people playing football and riding bikes at Acacia Court outside the Brantham Co-op. In a number of instances the balls have ended up in residents’ gardens damaging plants, and people have almost been knocked over on their way into the shop. The Council recognises that over the summer months children will be playing out more regularly, and to help with this the Parish Council provides and

maintains two local play areas for children over the age of 5 which are suitable for football games and bikes. One of these can be found at the end of Gravel Pit Lane and the other is the Lower Playing Field at the bottom of the Cinder Path behind the Leisure Centre. If you know your child is playing out and could be playing at Acacia Court please could you encourage them to take their games to one of the local play areas where they will not be causing damage to property or even people!
Dog Fouling on the Lower Playing Field
The persistent issues of dog fouling being left on the Lower Playing Field continues to be a problem for users of this open space and I would like to remind dog walkers who use this field to clear up after their dogs. Dog fouling can be

linked to health risks Roundworm eggs are found in dog mess, which can easily be picked up by young children. This causes stomach upsets, sore throats, asthma and in rare cases blindness. The eggs can remain active in the soil for many years, long after the dog mess has weathered away. Whilst walking your dogs in public areas please can the Parish Council remind dog owners to be vigilant about clearing up after their dogs and should you witness a dog fouling incident please report it to Babergh District Council as this is an offence for which a fine can be issued.
Brantham Industrial site
On 21 June 2017 the Babergh District Council Planning Committee considered the Abellio/ Greater Anglia Planning Application (B/17/00441) for the Brantham Regeneration Area. The Application proposed the erection of a light maintenance and train stabling depot on the site. The depot will include a train 10

maintenance building, train stabling sidings, a track connection to the existing main rail line, train washing facility, wheel lathe facility, new depot access road, administration offices, staff accommodation and associated staff and visitors car park. The Committee unanimously approved the application. Communication lines and liaison has been established through District Councillor Alastair McCraw with both Abbellio and contractors Taylor Woodrow.
Brantham Box Office Film Nights
The Brantham Film nights are continuing to run on the third Wednesday of every month. Doors open at 7pm, and the film starts at 7.30pm. Tickets cost £4 in advance from Bakes and Blossoms Café, or £4.50 on the door (£2 for under 16s). HOWEVER, we need your help! In order to make our film nights financially viable we need to encourage more people to attend, basically USE IT OR LOSE IT!

Speed Control Measures on A137
The Parish Council knows that speeding along the A137 is an issue that concerns many local residents. To try to address this issue the
Council has recently set up a Speed Control Working Group who will be working with Suffolk County Council to install some speed control measures along this A137. I am pleased to be able to tell you that at the last Parish Council meeting the Council agreed to fund the purchase of a Speed Indicator Device (SID), which will be mounted on posts along the A137 and moved regularly. The sign will let drivers know whether they are within the speed limit with a smiley or sad face, and it will also provide the Parish Council with data about speed along that stretch of road. Watch this space for more information!
Parish Council Surgeries
My monthly Parish Council surgeries continue on the second Thursday of every month at Bakes and Blossoms Café, Acacia Court. It has been great to meet with many of you to discuss your concerns and comments. There will not be a surgery in August and so the next Parish
Council surgeries will be held on: Thursday 14 September 2017, 10am – 12pm and Thursday 12 October 2017, 10am – 12pm. I look forward to seeing you there!
Planning and Finance Committee meetings The Planning and Finance Committees meet on the fourth Wednesday of every month Proposed dates for the next meetings are: Wednesday 23 August 2017 and Wednesday 27 September 2017. Meetings start at 7.30pm at Brantham Village Hall and members of the public are welcome to attend. However, if no plans have been received during the month the Planning Committee will not meet so please check on the Parish Council notice board prior to the day of the meeting.

BUGLE NEWS & LETTERS Manningtree Rotary Club are collecting glasses on behalf of Vision Aid. Did you know that 13 million children world wide canâ&#x20AC;&#x2122;t see properly because they need an eye test or glasses, so if you have glasses you no longer need, then please donate them to us and help fund these tests and glasses they so desperately need. We are being supported by the Manningtree East of England Co-Op (Riverside Avenue East) who have a collection box in their front entrance lobby. Thank you for your continuing support. Dear All, I would like to say on behalf of my husband and myself what a brilliant job our litter picker Tina does. We have reported previously how irresponsible some of the youngsters seem to be in our locality and have been for some time. It is really sad for us to see the deterioration in our younger generation. However on a good note because a lot of their rubbish blows over onto our lawn most days Tina not only comes over most evenings to the area outside the Coop store where these youths chuck their rubbish, she does her best to clear it but also clears everywhere she can see rubbish including our lawns. What a fantastic lady. Please pass on our thanks to her.

St Michaelâ&#x20AC;&#x2122;s Church has a group of volunteers who work very hard to keep the upper churchyard tidy, and the local Council is responsible for the upkeep of the lower churchyard. Whilst individual graves remain the responsibility of the family concerned, if it is possible we do try and keep the grass tidy. When there is rabbit fencing, or a proliferation of objects on the grave this becomes very difficult, if not impossible. Whilst the church council is permitted to remove items that have become unsightly we very rarely do this unless they are causing offence, as it is such a sensitive issue. The churchyard regulations are in display in the church porch. Plant material without plastic wrapping or oasis could be placed in the brown bin in the upper churchyard and not in the black or blue bins as the same Council rules govern the churchyard bins as cover your bins at home. Our churchyard is a place of comfort, peace and beauty and we hope that the community will work with us to keep it this way. If you would like to help us in a practical way, you would be very welcome to come on a Tuesday morning and join the happy band of volunteers. Coffee is served at 11.00! REPORT TO PARISHES, Alton Ward: August 2017 Babergh District Councillor Alastair McCraw PLANNING AGAIN
I’ve already shared a very good summary of the current position from Derek Davis in the Facebook group below. Please have a look. We are also currently revising our Local Plan to resolve some previous flaws and bring ourselves up to date in Planning Policy. In Brantham, the Rail Maintenance Yard has been granted permission. Along with the Parish Council, and almost everybody, I’m very hopeful for this project and what it will mean for regeneration and employment. I’m in touch with Site Management and we’ll work together to keep impacts to a minimum. Work has also started on the land opposite the top of Birch Drive, by Windy Ridge. There is permission for 13 houses. Gipping Construction have visited neighbours and completion is expected in 2018. A construction management plan, which may be useful, is available on the
Babergh planning web pages at https://tinyurl. com/yaxuz8l8 dated 8th March. The triangle by the path will be landscaped and the path improved. The Parish Council voted that the name of the single street serving these houses should be Poppy Field. This will commemorate the men of the village killed between 1914 & 1918 at the right moment. I also understand Poppies will be planted.

Meetings seem to be being scheduled for Endeavour House in September, so that’s an indicator. But you know what moving house is like! Literally this is a work in progress.
PRE-APPLICATION PLANNING ADVICE
Babergh will now charge for this previously free service, in line with other Authorities. It’s worth considering and can be tailored to need. It does not imply that approval will be given, and it never did.
BABERGH ELECTORAL REVIEW
Currently under consultation till August 14th, I feel it lacks some basic information. We drop from 43 to 31 councillors and the wards will change. The Boundary Commission do this stuff all the time. We don’t. Each councillor will, on average, represent 2388 electors (previously 1600). I’m working on this in my spare time (ha!) and will put up a list of the principles and expected electorates, but it’s an open ended jigsaw puzzle. There will be a later consultation in October on draft recommendations. What is a Lasting Power of Attorney?

A Lasting Power of Attorney (LPA) is a legal document which you can use to give someone of your choice the power to make decisions on your behalf when you can no longer do so yourself. The person you appoint to make those descisions for you is known as your Attorney. There are two types of Lasting Powers of Attorney, one for Property and Financial Affairs which allows your Attorney to make decisions about your money such as paying your household bills, running your bank account or even selling your property should you need to go into care, and the other for Health and Welfare which allows your Attorney to discuss your healthcare and medical treatment with healthcare professionals, make decisions about where you should live, and day to day decisions such as your diet, dress or daily routine. You can choose to make either or both. Often clients feel they do not need a Health and Welfare LPA as they have a ‘next of kin’. Unfortunately, in England and Wales the term next of kin has no legal standing and healthcare professionals and the local authority do not have to follow your next of kin’s wishes, although they should consult with them. Without an LPA in place healthcare professionals and the local authority will make the decisions which they deem appropriate and in your best interests. If you do not have an LPA in place and you lose capacity then someone will need to apply to the Court of Protection to become your Deputy. You would have no control over who that person might be and it could be a Courtappointed Deputy, so someone you don’t know. In addition, the Court will only appoint deputies to make health and welfare decisions in the most difficult cases. We have recently returned from Italy where we stayed with our sister in law who has 8 cats. Gatti is the Italian for cats. I wake up quite early and make some tea And suddenly there’s a cat on my knee. I go to the bathroom and what do I see A cat in the bath staring up at me. I plan my day and look at the map And it goes without saying there’s a cat on my lap. I stroll outside to take some sun Two cats are outside, having such fun. There’s cats on the table and cats on the chair And sometimes I feel there’s a cat in my hair!! Gatti, gatti, everywhere A moment of peace is really quite rare. Sue Grant

Good Neighbour Scheme
Brantham Good Neighbour Scheme Another busy couple of months as usual, we provided some122 requests for transport to the Hospital and local Doctors surgeries. Thanks to all our dedicated volunteers, we would never have been able to assist our local residents without them, I am sure you will agree we are very lucky to have such a good team providing this much needed service. In addition to our transport runs and small tasks around the home service, we had a very successful evening trip to the Harbour Lights restaurant in Walton On The Naze where 28 Residents enjoyed a very nice evening meal and a general get together beside a fabulous river setting, the restaurant staff were excellent and looked after us all very well. Our team, led by Cathy, organised the usual well supported monthly coffee morning and in June provided a fabulous afternoon tea. Every table had plates of sandwiches with a variety of fillings, cake stands full of delicious niceties and fresh cream and jam to go with the scones. Thanks again to all the team, It was a lovely afternoon and a great success with many new faces from our community turning out for the occasion. On Friday 14th June there was another organised shopping trip to Harwich, and donâ&#x20AC;&#x2122;t forget in August we are running another evening meal excursion to Shotley Marina which is already filling up so if you are interested contact Kay on our help line below to go on the waiting list if

Life and Death As one who has recently suffered the loss of a very dear person I am moved to write an article about death, together with its counterpart, life. I know that death is a taboo subject which we don’t talk about, but as we all suffer the loss of others at some time in our lives, I hope you will bear with me. Death and life go together; we attempt to define the one in terms of the other and in the biological world, we cannot have one without the other. We come from the earth and in course of time will return to it. Both are shrouded in mystery; life is that indefinable force which enables our organs and muscles to work whereas death is when that force leaves us and we cool to the temperature of the surrounding environment. Enough of the factual bit, the thing which really concerns us is the pain we suffer when those we love pass away, especially if it happens very quickly. After sorrow come 24

feelings of anger, guilt, sadness and a profound sense of loss. Christians and others who believe in an afterlife still suffer and find that there is a hole in their life which no one else can fill. Indeed, we all tend to believe in some kind of afterlife such as through the continuing existence of our children or the memories we hold of those who are no more. We may stand by their grave and talk to them or “see” them in our dreams believing they are still there somewhere in spiritual form. We draw comfort from our beliefs, religious or otherwise, and this helps us to come to terms with their physical absence.

Did you know . . . . . . . ?! Brantham Scout and Guide Group will be have been in existence, continually, for 80 years this November. To celebrate this special occasion the Group have agreed a special badge be produced and a competition for the outline of a design was open to all youth members of the Group to enter. The winning design was produced
by a Scout and this is currently with a manufacturer for evaluation and costing. We hope this will be ready to issue in September and will be available to purchase to add to the fundraising for our new building project. Brooklands Community Primary School
Brooklands is extremely lucky to have so many sporting ambassadors in the school including Marie Hunting who plays netball for Ipswich Storm, experienced marathon runners Pippa Wake and Megan Glazin and a former regional level badminton player in Lily Loveday. We are also soon to be joined by Brantham team footballer Charlie Goddard and Harry Legg who is a keen cricketer. Meanwhile Tam Harvey is recovering from her recent, impressive 100 kilometre charity cycle ride. Pretty inspiring stuff, so much so I too have been inspired to take to two wheels, but for now, mine remain firmly fixed to the floor as I spin frantically at the back of the class hoping to one day make it to the front row with the super fit athletic types!

Next year our Year 1 children will learn to play the ocarina. 88% of children in Year 1 achieved the expected standard in the phonics screening check. This is above last years national figure of 81%. St Michael’s Church Counting down the days now until my leave, trying not to be daunted by the monster list of things that Must be Done before it starts. As I write Wimbledon is in full swing, and the couple of matches I have watched have ended in exuberant celebrations ranging from loud roars to lying prostrate sobbing into the grass and the removal of items of clothing which are tossed into the crowd. One player tossed a towel to a particular young fan which was intercepted by an older man (not realising what was happening) who won the spirited tug of war that resulted. Celebrations don’t always end the way that was intended or even hoped for. Since my husband’s health scares four years ago we, more than ever, believe in celebrating Life. Taking time to acknowledge the gift and give thanks seems very important now. The family reunion that will take place during my leave involves a dearly loved niece’s 40th birthday (she 34

I have noticed that we as a nation are tending to complain more. This can be a good thing if it results in improved standards but if it becomes a frame of mind, it is unhelpful in all sorts of ways and leaves

Rev Dr Matthew Ling The Bishop has decided that Matthew our Curate will complete his curacy in the Ipswich Hospital Chaplaincy. This means that from September Rev Matthew will be with us only two Sundays per month and from January one Sunday per month until Easter. He will not take part in any midweek events and will only officiate at funerals by mutual agreement. We will miss him very much indeed and wish him and Rev Claire well as they explore Godâ&#x20AC;&#x2122;s plans for them in the future.

PATIENCE The meeting was going on longer than I had expected. I was growing increasingly impatient. I felt like saying “Get to the point!” but I held my tongue, and just sat there stewing! At last I was on my way home, but what was this? A slow driver ahead if me, driving as though he had all the time in the world. It was not a road you can overtake easily on, so for several miles I got more and more impatient! Eventually this was a small opportunity and I put my foot down and got past, only for there to be some road works and
a diversion and then a learner driver. Was it worth getting so worked up? Did it get me home any quicker? Of course not and when I arrived home, I had a head ache, I was tense, I couldn’t relax, my mind was in a whirl. Several hours were wasted as I calmed down, and so for the sake of a few minutes, I lost a lot of time. All too easily life is like that. We rush from one thing to the next, one eye on the clock, begrudging every wasted moment, yet trying to save a few seconds we end up frit-
tering away far more of our lives. We need to learn that every moment is God’s gift, whatever we are doing, and to make the most of each one while we have it. Sometimes I now remember to pray for that slow driver in front! He or she may have had a worse day than me, or may be living more in the moment!

Constable Country Medical Practice The practice takes patient confidentiality very seriously but our staff are often faced with situations where they are asked to compromise this confidentiality. I thought it would be useful to remind patients of a few guidelines. Unless it is clearly in the patient’s best interest to do otherwise, we can only discuss patient information with someone other than the patient themselves if we have written consent from the patient. Even the fact that a patient has an appointment at the practice is confidential, as they may not wish family or friends to know. We therefore cannot confirm that a patient has an appointment, discuss their medication or any other aspect of their care without their permission. It is acceptable for a patient to give verbal consent on the phone, and then pass the phone to a friend or relative to discuss their problem. It is also acceptable for someone to book an appointment for a
patient, or cancel it, as this does not require us to divulge any information. Two specific problem situations are often encountered. First, elderly or disabled patients may have difficulty in communicating or lack mobility and need someone to act on their behalf. A letter of consent enabling practice staff to discuss issues on their behalf really helps. The letter could specify, for example, that just appointments and medication should be discussed, rather than specific details about conditions. The other situation is parents discussing their children’s records. This is not a straightforward area. When parents are separated or divorced they may still have parental responsibility and so be entitled to fully discuss their child’s health. For children under 16, parents do not have an automatic right to access their child’s record and discuss their medical issues. Here, “Gillick competency” applies. Please mention the
Lord Scarman, in his judgment of the Gillick case in the House of Lords (Gillick v West Norfolk, 1985) commented generally on parents’ versus children’s rights as follows: “parental right yields to the child’s right to make his own decisions when he reaches a sufficient understanding and intelligence to be capable of making up his own mind on the matter requiring decision.” This means that we may decline to share children’s medical information with their parents if the it is judged by a practice healthcare professional that it is not in their best interest to do so. Membership
Our main purpose is to encourage lifelong learning for those who are no longer in full time employment and emphasis is always placed on making learning active and fun as well as helping in developing friendships. We have a wide range of groups including language study, country walking, computer studies and gardens, churches and historic buildings visits. In the main, membership is drawn from communities in the lower Stour Valley and adjacent areas including Brantham, Capel St Mary, Dedham, East Bergholt, Holbrook, Lawford, Manningtree, Raydon, & Stratford St Mary. We are affiliated to the ThirdAge Trust, have over 260 members and 21 groups. On Wednesday 12th July Dr Stephen Ashworth, Senior Lecturer, UEA, talked on “Kitchen Chemistry”. An interesting science show using readily available materials to illustrate some of the principles of chemistry. Acids, bases, catalysts & indicators are all part of this exploration of some of the chemicals that are all around us.
Future Meetings
Stour Valley U3A August but our popular Summer Dinner takes place once again at the Constable Hall on 4 August. Our speaker on 13 September is David Whittle, Vice Chairman of the Harwich Society, whose presentation is entitled “I Do Like To Be Beside The Seaside”. “Being a Woman Racing Driver & Racing at Le Mans” is the subject of our talk by Celia Stevens on 11 October. She will talk of her experience of racing historic cars three times at Le Mans Classic, once at Nuremburg & all over the UK. And she is still racing !

A Heron’s Haunt If one summer evening you happen Upon Flatford Mill Don’t be too surprised To see the tenant heron On the far side of the Haywain pool Looking quite regal, a crest on its head In the shadow of the emergent flora Keeping dead still and Eyeing through its keen yellow eyes Its immediate surroundings Silently and patiently waiting It waits and waits like a heron only can Until suddenly plunging it’s large yellow beak Into the dark water of the pool Out comes a wriggling chub The reddish lower fin Clearly visible through the binoculars Instantly gulped down And the wait begins again After a while it moves On its pinkish brown sticky legs Stealthily as if on stilts Along the edge of the pool Gently, deliberately, seemingly soundlessly But unknowingly it has come too close To a nesting moorhen in the reeds The rail considerably smaller and nervous Suddenly and daringly darts out Setting upon our large heron Startled, not even looking back The huge grey wings expand To immediately carry it away The following evening it is seen again In its favourite haunt, waiting. 48
