Richard Hernandez An assumption often made is that workers need a college degree to get a good job. Less-skilled workers, usually without degrees, are often cited to be at high risk of being replaced by machines that do routine tasks. However, not all metropolitan areas will experience this type of issue. Some areas are experiencing a growing need for workers without a bachelor’s degree. In a joint report titled “Opportunity occupations revisited: exploring employment for subbaccalaureate workers across metro areas and over time” (Federal Reserve of Cleveland, Philadelphia and Atlanta, April 2019), Keith Wardrip, Kyle Fee, and Lisa Nelson studied the metropolitan areas that offer the best opportunities of employment and occupations. Wardrip and colleagues present the concepts of “opportunity employment” and “opportunity occupation.” Opportunity employment is defined as a job that does not require a bachelor’s degree and often pays above the national median wage ($37,690). The wage is also adjusted for regional price differences so earnings can be compared across the metropolitan areas. From the 121 metropolitan areas the authors studied, about 21.6 percent of total employment falls under opportunity employment. Opportunity occupation, on the other hand, is work that fits within the definition of opportunity employment. The top three opportunity occupations in 2017 in the United States were registered nurses; heavy and tractor-trailer truck drivers; and bookkeeping, accounting, and auditing clerks. Wardrip et al. found that among the 121 metropolitan areas studied, those with the highest share of opportunity employment in 2017 were Toledo, OH (34.0 percent); Anchorage, AK (31.5 percent); and Des Moines-West Moines, IA (30.8 percent). The lowest opportunity employment was in Washington-Arlington-Alexandria, DC-VA-MD (14.6 percent); New York-Newark-Jersey City, NY-NJ (15.3 percent); and Los Angeles-Long Beach-Anaheim, CA (15.4 percent). The authors also discovered that the share of opportunity employment is highly correlated to regional price levels. The size of the metropolitan area was not an important factor compared with price levels. For example, both Cleveland and Austin economies have about 1 million jobs, but their opportunity employment varies greatly at 30.1 percent and 18.5 percent, respectively. High-cost metropolitan areas, therefore, have less opportunity employment than low-cost metropolitan areas. As for opportunity occupations, the authors state that employers do not agree on the importance of workers, such as nurses or bookkeepers, needing a bachelor’s degree. For example, 65.9 of job listings for registered nurses did not require a bachelor’s degree in 2017. This number comes from a compilation of sources (U.S. Bureau of Labor Statistics’ Occupational Employment Statistics, American Community Survey, Bureau of Economic Analysis’ Regional Price Parities, and Burning Glass Technologies data) the authors used to calculate the figure. This finding may suggest that as an economy strengthens, educational requirements loosen. Jobseekers and employers benefit from some of the takeaways of this report. For jobseekers, the report helps them compare job opportunities across metropolitan areas. For employers, the report stresses how they could better match workers with improved job advertisements. It also encourages employers to lower the degree requirement and hire people on the basis of their skills. These efforts most likely would lead to more effective hiring.

STARTING OFF ON THE RIGHT PATH TOGETHER Dear Dave, My wife and I have our budget ready for next month, and we’ll be following your plan in 2020 to pay off debt and get our finances in order. Do you have any tips for setting and sticking to goals in general? Rick Dear Rick, That’s a fantastic goal. Living on a monthly budget, and telling your money where to go instead of wondering where it went, is an important step toward gaining control of your finances. Combine that with getting out of debt, and you’ll be in charge of your most powerful wealth-building tool—your income. If you’re following my plan, you already have goals in front of you where your money is concerned. For most Americans, though, a new year means nothing more than new resolutions without real plans. Don’t get me wrong. It’s good to make resolutions and set goals, but you can’t stop there. You have to formulate a plan that turns your dreams into bite-sized pieces of progress that will gradually create a big event in your life. If you want to achieve your goals, then keep these next things in mind. When setting goals, be very specific in what you want to achieve. Include steps that will help you get there, too. Being vague will only cause you to feel directionless and overwhelmed. Most people give up when these feelings arise. Make your goals measurable. If you want to lose weight, don’t simply write down “lose weight” as a goal. Exactly how much weight do you want to lose? What will it take in terms of exercise and dietary changes to make it happen? Are your goals your goals? Only you can realistically set your own goals. If your spouse, co-worker, or friend sets a goal for you, chances are you’re not going to achieve it. Taking ownership will give you more opportunity to meet your goal. Also, set time limits for your goals. Putting a time frame in place will help you set realistic goals. If you want to save a certain amount of money for a particular event, break it down and determine how much cash you need to put into your savings account each month leading up to that event.

Good humor helps you take the challenges of the profession in stride while still having fun with your students and enjoying them for who they are as people. A calm, level-headed temperament helps you keep your cool in a crisis, and it’s also essential for dealing with difficult students who may have severe disabilities or emotional problems. A successful special education teacher must be naturally good at staying organized in order to handle all the administrative and other responsibilities of the job. You’ll need to have a fair amount of patience in order to work with students who may struggle to learn even the most basic tasks and life skills. You’ll need to be tolerant and able to accept special needs children with all their quirks and flaws. You’ll also need to have a thick skin, since special needs students may make unkind remarks or behave in other ways that are emotionally hurtful, especially since these students may not have the maturity to grasp how their words or actions can make others feel. Confidence, creativity, a strong sense of intuition, and optimism are also essential. In order to stay in control of a special education classroom, you can’t second-guess yourself. You’ll need to use your intuition to communicate with many students who may have handicaps that make interacting difficult. You’ll need to be creative in order to come up with new ways to make the subject matter interesting and accessible. And you’ll need to be optimistic so that you can continue to encourage students and nurture their own hope and confidence, even when they’ve been struggling at something for a long time. Special education teaching is a rewarding vocation, but it takes a unique kind of person to be a special education teacher. With the right combination of humor, patience, creativity, confidence, and optimism, you, too, can enjoy a long and satisfying career as a special education teacher.

Workplace By Jon Davidson It is no secret that the workplace can occasionally present us with some pretty stressful situations. How you handle these moments is the key to your survival and growth within an organization. While your impulse might be to switch jobs when things become challenging, it is not the best option as it leads to a work history showing instability and unreliability. Here are some common work dilemmas and suggestions how to not just survive, but to thrive.
1. My boss and/or co-worker is a jerk At one point or another I think we have all had a boss or co-worker whose behavior made the workday less than tolerable. While you might want to lash out against this person, and they might very well deserve it, the workplace is not the best place to get verbally 'UFC' on somebody. Companies err on the side of caution when witnessing any type of confrontation and equally reprimand both people regardless of who is right or wrong, potentially resulting in termination. Therefore you must maintain composure and avoid taking the immediately more-satisfying path of spontaneous retribution. Initially, consult your company's manual to fully understand the process of dealing with a difficult co-worker. At the same time, make sure to document all incidences so you are able to clearly communicate the points to Human Resources. When making these types of declarations in an official capacity, not having the facts at your fingertips can

make you appear emotional, irrational, and unfounded in your concerns, and you will not be taken seriously. Also, be sure not to spout off to other co-workers within or outside of your department about this person. You never know who their friends might be outside of the workplace or perhaps they haven't yet learned the virtue of discretion.
2. The company is in ďŹ nancial trouble Rumors fly around the workplace like a bad joke, so before taking action make sure what you are hearing is true. If it turns out that the company is losing money, don't assume that means your job is toast. Do a little legwork to get the facts. Whether it is asking your boss, Human Resources, or simply checking the Internet to see what the experts are saying, be sure not to automatically go along with the wrong assumption. Sometimes companies will intentionally spread that type of rumor to "thin out the herd". It is much easier, and cheaper, to have employees leave for other jobs instead of having to lay them off and pay a severance.

As an employee it is absurd to think that you won't be taking on additional tasks outside the boundaries of the official job description. In fact, if you aren't being asked to take on added responsibility, it is likely an indication that your employer isn't considering you to be promoted any time soon. That being said, there is a point when it is obviously crosses the line into being unfair. Some bosses pile on work until you can't take it anymore, under the assumption that you can easily be replaced with someone else. Sit down at home and create a list of everything additional you do that is outside your official job description. How many of your boss's tasks are you handling currently? Initially this document will be used to apply for other internal corporate positions or, if there isn't any room for promotion, to show your boss what you do that warrants a pay increase and/or title change.
4. Passed over for promotion You have been with your company for 10 years and the guy who just started last year was just promoted to the position you also applied for three different times. What do you do? Do you "get the message" and immediately throw yourself into the market for a new job? Perhaps you do eventually, however there are usually a few

steps you should consider first. As uncomfortable as it might be, contact the hiring manager by phone not email, and invite him/her to lunch. If they don't seem comfortable with that idea then request a meeting for 15-30 minutes onsite. Be as pleasant as possible in this invite, not showing the slightest hint of bitterness or frustration. The manager will most likely assume that you either want to berate and insult them or beg for the job you didn't get. This however is not the case. At the meeting, you'll want to express appreciation for taking time with you and say, "I am pleased you found the right person for the XYZ position. Needless to say, I was a bit disappointed but am sure that you saw things in the other candidate that led you to believe they would provide better value to the company. I wanted to meet with you today in order to gain a better understanding of what I can do in my role so I am considered a more value-added employee." Any good hiring manager will be impressed at your initiative, maturity, and class. Odds are that you will take them by surprise so while they are searching for the words, stay silent.
5. Co-worker is being paid more than you Waiting on hold for a customer, your eyes aimlessly wander around the office until, like flypaper, it sticks to the paycheck stub on a co-worker's desk in your group. The gross amount is significantly more than yours and they perform the exact same tasks you do. Plus they have been there less time! Before you look like a fool running to your boss, get the facts. Does the person have a college degree or some type of advanced education that you don't have? Even though you are doing the same job right now, having the advanced education will allow that person to be promoted to other areas in the organization, thereby making them more valuable to the company. Likewise, it is also important that you consider the co-worker's prior work experience. They may have only been at your company for a short time, but in their previous positions they very well might have gained more experience than you have. Companies aren't in the habit of throwing excess money at their employees unless they anticipate a better return on that investment. Instead of arguing about your worth versus theirs, it is time to consider upgrading your skills and education. Obtaining your college degree, industry-related certifications, or learning more about your industry will improve your chances of career growth within the organization. Over time, as you are able to apply your newfound knowledge, good employers will recognize your commitment to excellence, and as a result, will shift their perspective of you to a high-potential employee. As cliche as it may sound, it is important to look at challenges at work, not simply as stresses but as opportunities for improvement and growth.
