Why are older people working

LONGER?

By Jonathan Yoe In 1983, Social Security changed legislation concerning retirement age, such as increasing the full retirement age (FRA), changing the way benefit formulas were calculated, and increasing the delayed retirement credit, which increased the financial return to working past the FRA. Before these changes, which motivated the delay of retirement and the accompanying benefit collection, the labor force participation rate of men over 65 was at a record low. Since 1983, however, the employment rates of older workers have risen substantially. The employment rate for men ages 65 to 69 increased roughly 10 percentage points. For women ages 65 to 69, the employment rate more than doubled, rising 15 percentage points, and for women ages 60 to 64, it also rose more than 15 percentage points. Why are people working longer nowadays? Economists have hypothesized different explanations for the increased labor force participation rate of older workers. In “The evolution of retirement incentives in the U.S.” (National Bureau of Economic Research, November 2018), Courtney Coile, an expert on the economics of retirement, examines how retirement incentives have changed because of changes in Social Security and the shift from defined benefit (DB) pension plans to defined contribution (DC) plans. In 1983, Congress and the Reagan administration acted to strengthen the financial status of the Social Security program. Some of the changes made were to encourage workers to delay retirement and benefit collection. After 1983, the FRA for workers to receive Social Security benefits increased from 65 to 67 years old. Nonlinear monthly benefit formulas penalized workers who claimed benefits before the FRA. And a delayed retirement credit increasingly rewarded those who stayed past the FRA. Since 1980, the private sector has noticeably shifted from DB pension plans to DC pension plans. Unrealistic promises that were prohibitively expensive caused the shift to DC pensions. From 1980 to 2014, the share of workers with only DB plans fell from 28 percent to 2 percent, the share with any combination of plans that included a DB plan fell from 39 percent to 13 percent, and those with only DC plans almost quadrupled from 9 percent to 34 percent. Because DC plans do not have the same age-based incentive to retire early that DB plans do and because the loss of generous DB plans has potentially caused a negative wealth effect, workers are increasingly motivated to work past the FRA. Coile measures incentive behavior through the implicit tax rate on work (ITAX). She calculates the ITAX under given Social Security rules each year from 1980 to 2016, generating a time series of retirement incentives that show only the variation in Social Security rules. She calculates the ITAX for different earners, splitting them among three groups (high, median, and low earners; male and female; and single and married) into 12 worker types: 3 × 2 × 2 = 12. If the ITAX is negative, then Social Security wealth is rising with additional years of work. If it is a positive ITAX, then Social Security wealth is shrinking. Coile controls for age and estimates that, since 1983, changes in Social Security rules have caused a 15-percentage point drop in the ITAX of workers over the age of 65. However, these same changes do not seem to affect under age- DECEMBER of 65. DECEMBER 20,the 2019 27, 2019 6 workers

Coile then controlled for private sector pensions (about 45 percent to 50 percent of workers have one) to calculate the value of the DB pension plan. The presence of a DB pension plan in a worker’s portfolio added 22 percentage points to that worker’s ITAX. Thus, having a DB pension plan greatly motivated workers to retire earlier. Why are older workers remaining in the labor force longer nowadays? According to Coile, when both the shift to DC pension plans and the changes in Social Security are considered, the ITAX has fallen since 1980 to around 20 percentage points for older workers ages 65–69 (inclusive). In other words, these changes to Social Security and pensions incite older workers to remain in the labor force longer. Once again, workers under 65 years old were found to be unaffected. Dear Dave,

My parents are getting up there in years, and they aren’t really prepared for when they pass away. They can’t afford life insurance at this point, and they also have a lot of debt. When they die, who will be liable for their debt?

I’ve recently begun living on a budget, and I’ve got $1,000 saved. At the moment, I have $150 left over each month after everything is account for in my budget. I also have three debts totaling about $12,000. Should I use this extra cash to pay off debt, or would it be a better idea to start investing the money? Leland Dear Leland, Let’s put off investing for the time being. You’ve done a great job so far by getting on a budget and saving $1,000. Making mature decisions and telling your money where to go, instead of wondering where it went, is the key to gaining control of your finances. Now, let’s take a closer look at my plan and where you stand. You’ve already set aside $1,000 for a beginner emergency fund. That’s Baby Step 1. Don’t touch that money except in the event of an actual emergency. You’re ready now for Baby Step 2, which is to pay off all debt except for your mortgage using the debt snowball system. To do this, make a list of your debts from smallest to largest. Make minimum payments on all but the smallest debt, and attack it with a vengeance. As soon as you get that one paid off, move on to the next one and then the next one. Once you finish the debt snowball, and you’re debt-free except for your house, you go back to your emergency fund and stash more money away until you have a fully-funded emergency fund of three to six months of expenses. This is Baby Step 3. Now you can begin concentrating on investing for retirement, which is Baby Step 4. Start with your employer’s 401(k) plan. Then, you can invest the rest into Roth IRAs—one for you, and one for your spouse—if you’re married. Saving and investing are both very important. But it’s also important to become debt-free. If they have a positive net worth—meaning they owned more than they owed—there will be money left over after the debts are paid, and this could go toward an inheritance. If they have a negative net worth, which means they owed more than they owned, everything could be sold off to cover as much of the debt as possible. Regardless, you would only be held liable for any of their debt if you were a co-signer on the loans. I’d also suggest getting their permission to buy burial policies on them. If they won’t agree to this, you might have to save up money for their final expenses yourself. In most areas, $10,000 to $15,000 is enough to cover basic burial costs for two people. —Dave

As such, we are involuntarily substituted by robots even when we are still able to work in our jobs. Examples include truck driving, parcel delivery, inventory stocking, and floor cleaning. 3. Robots can be deployed in industries where there are acute labor shortages. There's no choice but for robots to perform jobs that we don't have enough qualified people to do the work. This problem will grow exponentially when larger numbers of Baby Boomers retire over the next decade or two. Robots will fill jobs that this generation is abandoning. Robots cannot look you in the eye, consider peoples' feelings, moods and behaviors, feel emotional, empathy and sympathy, make a person feel taken care of or loved, establish trust and respect, be an independent critical thinker, and make sense of complicated concepts and the complicated world we live in.

WHILE OLD JOBS ARE LOST, NEW JOBS ARE ALSO CREATED.

7. We can learn and acquire new skills and change our jobs well before robots take over our jobs. By anticipating these changes and future-proofing our jobs early, we can be future-ready ourselves when robots do eventually come and appear at our door-step. What's important is to have the skills that can fill an employment vacancy and remain employable.

In construction, another industry facing a significant labor shortage, robots are filling the gap in roles like welding. Not coincidentally, construction companies are recruiting for new types of job positions that specifically oversee cutting edge hardware.

Let's stop and think about this for a minute. Millennials and Gen Z'ers are already changing the job market. They are more motivated by purpose than a paycheck.

Businesses can't simply throw money at them particularly if they are trying to control costs and maintain profitability levels. It's no surprise that industries like hospitality, retail and consumer-products are now facing a significant strain in recruiting. To solve this problem, many countries like the U.S. and Japan are turning to robots to fill many jobs when labor supply falls short. It's a matter of supply and demand of labor. Simply put, robots will perform many jobs that people don't want to do for various reasons. There's no choice but to rely on robots to replace our jobs. We voluntary allow robots to replace our jobs. I can relate to this with my own children. Asking them to clean or mop the floor, or just sweeping the garden can end up in the war of words and regrets later on.

The net effect of job losses and job creation will depend on where you live, which country and industry you currently work in, your occupation, your level of skills and experience, and your employer's capability and capacity to automate using robots.

U.S. investment bank Goldman Sachs employed over 600 stock traders at its peak. Thanks to machine-learning algorithms capable of making complex trades, these 600 traders have been reduced to just two. Instead, about one-third of its workforce is now employed as computer engineers. At the individual level, robots will take our jobs if we have not adequately future-proofed ourselves and proactively planned for the inevitable presence of robots in the workplace. HERE'S THE PROBLEM. We have embraced technology in our lives that we are so thirsty for more. That same thirst for technology will also impact our job security. It's a twoedged sword that we need to manage. It is a fact that there is high employment in some industries and there will be high unemployment in other industries.

I wish I had a domestic robot to do all these chores! LET'S TAKE SOME INDUSTRY EXAMPLES. There's a growing shortage of truck drivers in the U.S. The trucking industry needs to find and hire over 900,000 new drivers to meet increasing demand. It's a goal that seems increasingly unachievable given how younger workers are approaching their careers. That's why technology companies like Uber are heavily investing in self-driving vehicles. This is critical when there's a pressing need to transport almost 50 million tons of freight trucked across the country each year. With the current job climate, robots don't represent a replacement risk for workers. Drivers will work alongside robots until all human drivers are replaced someday by driverless trucks. Robots are becoming absolutely critical for solving labor shortages in some industries. In the restaurant industry, robots are taking over less-desirable tasks like washing dishes and cleaning floors. This has paved the way for employees to develop more technical skills around robot maintenance and fleet management - the high-level stuff. Our thirst for technology has effectively "re-balancing" or transformed jobs across many organizations, occupations, industries, and countries. The ease by which labor can freely move across country borders and organizational boundaries can mitigate the impact of job losses if we are prepared to move and stay elsewhere or do different things. Using the example given above, rather than looking for welders or people with welding skills, construction companies are now looking for people with technical skills and experience to operate hightech cutting-edge hardware for automated welding. There will be complexity involved in operating these cutting-edge machines. There will be higher level training needed to up-skill operators to competently operate such machines. It's assumed that people with welding skills are now expected to be retrained and to acquire new competencies about automated welding machines if they still want to remain in their occupation. These welders must be mentally and intellectually capable to absorb new high tech learning. If they cannot "take in" new information and knowledge, then robots will certainly replace their jobs and they will be out of work.
