Chief Financial Officer

Master’s Degree preferred. • Minimum of 10 years’ experience in high level managerial positions with 5 years in a corporate or senior level management capacity; experience in transportation industry/public sector preferred. • Experience in complex budgetary and audit processes, including financial reporting; experience related to effective organization and personnel management, and related administrative processes. • In-depth knowledge of finance with special emphasis on planning, long-term revenue forecasting, grants, accounting controls, and budgeting. Ability to lead a diverse group of professionals with a variety of educational and functional backgrounds. Certified Public Accountant designation preferred. Strong (oral and written) communications skills; planning and evaluation required.

Dear William, In most cases, there’s a pretty wide spectrum of emotional involvement when it comes to this sort of stuff. I mean, there’s a big difference between having a baseball signed by Mickey Mantle from a day that you and your dad met Mickey at the stadium, and buying a baseball a few years ago that he autographed and seeing it has gone up in value. With the first, I’d be tempted to tell you to keep it unless you’re literally about to lose everything. In it, you have a deep, emotional connection — a personal story about you, your dad and one of the greatest baseball players of all time. It was a sentimental, once-in-a-lifetime kind of thing. In the second case, it’s just a purchase you made as a hobby. That kind of thing can go without a whole lot of thought. If what you own doesn’t have some kind of deep sentimental and emotional connection to family or a major life event, then it’s just stuff. I hope this helps a little, William. There’s nothing wrong with having some nice things. But there’s a big difference between you having things and your things having you. Dear Ariel, Well, it depends. Certainly you have to pay the ticket. In most states you could lose your driver’s license for not paying a speeding ticket. You’d have a real emergency then, wouldn’t you? I would advise looking at the situation this way: what is the amount of the ticket in relation to your income and overall financial health? If the ticket is $100 and you make $200,000 a year, then stop worrying and pay the ticket. But if you got slapped with a $300 ticket and you only make $20,000 a year, then that could be an emergency. If you can cash flow it out of your budget, then leave the emergency fund alone. If not, then dip in for just enough to pay the fine and replace the amount as quickly as possible. I mean, you’ve got to get it paid, right? That’s an interesting question, Ariel. I’m glad you’re working to get control of your money. Just remember to slow down a little when you’re behind the wheel! —Dave

Introduction If you’re interested in how neighborhoods and cities come into existence, you may be undecided between a career as an urban planner or as a civil engineer. While the two professions do have elements in common, they differ significantly in many respects. The final decision depends on whether your interest lies in determining infrastructure or in planning the logistics of where structures are located.
Responsibilities of Civil Engineers Civil engineers design large construction projects such as roads, bridges, tunnels and airports. They are responsible for determining which materials are best suited for certain projects. They also test whether the ground where a proposed project is supposed to be located is sturdy enough to support the structure. Civil engineers are involved in determining whether a proposed project is economically feasible and whether it is possible to economize on labor and materials costs without compromising safety and proper functioning.

Education and Certification for Urban Planners
Urban planners determine how a particular plot of land will be used. They are involved with zoning particular sections of a city or town into residential, commercial, industrial and mixed use areas. They also determine what types of buildings are best suited for each zone. Urban planners work with members of the community as well as public officials and developers to work out solutions to conflicts, such as where and whether to locate a homeless shelter in a particular commercial or residential area.
Urban planners nearly always earn master’s degrees, either in planning or in a related discipline. Courses vary according to specialties chosen by students. As of May 2012, only New Jersey and Michigan require formal licenses or registration for urban planners. Urban planners can pursue certification from the Association of Certified Planners to increase their appeal to potential employers and clients.
Education and Licenses for Civil Engineers Civil engineers earn bachelor’s degrees in civil engineering or in a specialty of the field, preferably from a program accredited by ABET. They study math, fluid dynamics, mechanics, and statistics, among other courses. Many civil engineers earn masters degrees; however, advanced degrees are not necessary to advance. All 50 states and the District of Columbia require managers and independent practitioners to pass a test to become licensed as Civil Engineers.
How Civil Engineers and Urban Planners Work Together Especially in building projects in and around urban areas, civil engineers and urban planners often work in close cooperation with one another. For instance, civil engineers may be involved in constructing a highway leading into the city, while urban planners may determine what businesses, industries or residential areas are located near the highway’s exits. Civil engineers may be involved with the construction of a subway system, while urban planners may determine where subway stops are located.

Where those two combine is on the massive highway and roadway systems in place throughout Harris, Montgomery, Waller, Fort Bend and Brazoria counties. In the next year, massive construction and refurbishing projects are planned for area roads, bringing with them jobs for all industries. As the Houston metroplex booms, so does the need for better transportation systems and upgrades to existing roads.

Harris County alone is home to 37% of the most congested roadways in the state of Texas. The projected total of annual congestion cost for these roadways is over $1.45 billion. 97% of those drivers are single occupancy vehicles. To remedy some of this congestion, and in working with the City of Houston, the Texas Department of Transportation (TxDOT) has multiple projects in the works for Harris County and surrounding areas. You won’t find much competition for these “unadvertised jobs” so the extra effort to track them down is well worth it. It was only through this job search and networking process that Patti landed another $100K position. Her company had closed its doors and she was living off savings wanting to remain in San Francisco. But her industry had dried up, and there were no jobs to be found. She had to make a career change at 53 and needed a great salary.
Here’s what to do: 1. Conduct some job market research. Analyze what job title you seek, and where the best opportunities lie for you. Make a list of at least 20 organizations to investigate for possible openings. To develop your list, use the Internet, business journals, annual reports, trade magazines, association listings, yellow pages, and business directories -- many our found at your local library. Note the company name, address, phone number, website and email of a contact person. Your goal is to reach the hiring manager — your potential boss — not the Human Resources department. 2. Go to the company’s website. Take your newly created list and then go to each company’s websites. Look at what they offer: their products, services, or in the case of nonprofit – their mission. Still interested in them? Look for organizational charts, often you can find employee and/or executive names. Investigate, make a phone call of two if necessary but try to uncover the particularly company department head’s name who would likely be your boss, or your boss’s boss. 21 Issue 1034 60 Vol. April 8 - April 15, 2016
3. Network. Many jobs are found by obtaining a lead through contacts. Ask family, friends, neighbors, old bosses, colleagues, and college alumni for assistance in tracking down job openings, manager names and potential opportunities in your list of companies. Add new companies that they may bring to your attention. Your objective is to connect with someone inside the company who can provide inside information, and internally pass on your resume or application. If you can’t find someone inside, open the door yourself. Write a terrific self-marketing letter to the manager that would most likely be your boss. Include a short paragraph that concisely outlines your strongest skills and major accomplishments. Mention that you’ll be calling in a few days to learn more about their current needs. Attach your resume. Mail the letter (as in postal mail), not email. Follow up and call but be prepared to sell yourself on the spot if you reach the potential boss. When you reveal this kind of personal information, you scare away potential employers. Ask yourself: If I know tha t the guy standing on the corner with his hand out needs mone y right a wa y, will I rush over and give him my money? If the answer is “NO,” then you’ll see why you are getting the brush of f. I know I sa y this all the time, but it bears repea ting: Send your resume onl y f or jobs tha t you actuall y can do. If you ha ve no skill, no talent, and no experience in a specific field, you are just wasting ever yone’s time. Don’t act so needy, and you might find more friendl y employers.
